The RCMP’s newly acquired tactical armoured vehicles (TAVs) were used for the first time in Mission on Saturday, when police took down a large marijuana grow operation in the 13000 block of Sabo Street. One of the two TAVs rammed
the four-foot high metal gate at the entrance and police officers, safely behind the protective vehicles, used a loudspeaker to call out and ask the occupants of the home to come out. One man in his 20s came out of the residence peacefully, a member of Mission RCMP’s Street Crime Unit, who didn’t want to be identified, told The Record.
He will be facing charges related to the production and possession of marijuana, as well as firearm offences. About 750 plants were found in an underground bunker on the nine-acre rural property, according to police. Inside the home there were a number of weapons, including an M-16 assault rifle and a .22 cali-
bre semi-automatic handgun with a silencer. The occupant had surveillance cameras to watch the property outside the home. Police had been observing the property for more than two weeks before finally being granted a search warrant. See BUST Page 2

two dog units, a police Emergency Response Team, Mission’s Street Crime Unit, and the RCMP’s Air One helicopter. In total, more than 30 officers were involved in a 10hour operation. TAVs were acquired by the RCMP last week from the Canadian Forces. The six-wheel, bullet-proof, all-terrain vehicles will be stationed in Surrey for the emergency response team to use in dangerous situations, as when firearms are involved. The Cougars, as the military called them, were armed with machine guns and grenade launchers when they last saw service.

Grow-ops in underground bunkers are easier to hide, but more costly to start up. “Some of the bigger grow-ops are more organized and have the funding to do it,� said the officer. ‘I’ll go on vacation, and just stay on vacation’

ennis Clark will be walking into his last council meeting as the director of corporate administration on May 24. The 34-year District of Mission employee has started the countdown to his retirement. Some people can’t wait to quit working, but Clark says the feeling is bittersweet for him. “Part of me is quite sad it’s coming to an end,” he told The Record. “Retiring was a really, really hard decision to make. I don’t feel burned out or tired; the moment just arrived.” He said the decision was his alone. The age of retirement has been a moving target. He first thought he’d pack it in at 55, but didn’t. Now 60, Clark says the moment has arrived. When he made the decision, he tossed it around in his head for a few weeks to see if he would change his mind, before announcing it. “My job is a fairly high stress one,” said Clark. “I enjoy that. A long time ago I realized I’m addicted to that. It’s part of what’s kept the job interesting for as long as it has.” As the director of corporate administration, Clark looks after the information services and technology department, inspections services, is RCMP manager, and handles human resources. He works with every department in the district, and is involved with virtually every issue. He also has close relationships with chief administrative officer Glen Robertson, and mayor and council. There’s barely a day that goes by when Clark doesn’t have a conversation with the mayor. He attends most council meetings, and his hours are long. But he enjoys it. As a high profile district employee, Clark also hears criticism from the public, even though it’s ultimately up to council to make decisions. “I’ve been really fortunate to work with good councils,” he said, He has worked with four different mayors

since he’s been in management. Kevin Redl was an “all-around brilliant man,” said Clark about the mayor who led Mission from 1990-1993. “He understood things very quickly. I always thought he would move on to provincial or federal politics, but he went back to the private sector and retired at a young age.” Randy Hawes was very clear in his views on things, said Clark, and has the courage of his convictions, regardless of political winds. If Hawes thinks he’s doing the right thing, “He will take an unpopular stand on things without fear or hesitation,” said Clark.
Abe Neufeld, who was at the helm from 2001-2005, came at the office from an administrative approach, noted Clark. “Abe was always open to hearing alternate points of views.” Mission’s current mayor, James Atebe, stands out for being incredibly popular, said Clark. “He’s very thorough in wanting to understand staff recommendations. He’s open and friendly, but he also knows his own mind.” Clark grew up on army bases around Ontario, New Brunswick and Manitoba, eventually settling in Mission after his father retired
from the military. Clark, who studied public administration in college, worked as a manager in the retail industry for 12 years before starting a career with the district. He began as a labourer, working on roads, and worked his way up the corporate ladder. He was also a pipe layer, stores keeper, purchaser, deputy superintendent of public works, superintendent of utilities, deputy city clerk, and city clerk before becoming director of corporate administration more than eight years ago. Over the years, Clark has watched Mission develop and change. He recalls how excited everyone was when the first traffic light was installed, and when the first McDonald’s Restaurant came to town. “It’s very interesting to watch these things happen,” he said. And now he sees the same excitement with the upcoming development in Silverdale and the waterfront. “Mission has a really good future ahead of it,” predicted Clark, who has no plans to move out of the community. “It will continue to get better as time goes on.” Clark’s official last day is May 31, and he is planning a trip to Europe to begin life after work. “I’ll go on vacation, and just stay on vacation.” Clark says he eventually might take on some consulting work, but doesn’t have any plans to run for council. A lot of people have asked him that. “It’s a thankless job, which is unfortunate.” he said. “I’d have to think very long and hard about it.” Clark is looking forward to spending more time with his family and doing little things he didn’t have time to do while he was working, like taking evening walks with his partner, Sharon. Clark says he will miss his job, but can leave knowing Mission has a bright future.
Parents, teachers react to changes BY

Moving Grade 7 students into a new middle school stream, and into high school buildings, is a worry for some parents and teachers in Mission, but it doesn’t generate nearly the level of concern as changes to the school calendar. Maria Hedderson is both the parent of a student in Grade 7, and the president of the Mission Teachers’ Union. And she is “a little hesitant” about the coming reconfiguration, saying a lot of work has to be done to create the school-within-a-school model for Mission’s new middle schools, which will be housed in the secondary buildings – Hatzic, Heritage Park and Mission secondary. However, Hedderson recognizes the district must make some changes. She points out that full-day kindergarten is coming. Eight of the district’s 13 elementary schools will offer fullday K in September 2010, and it will be in every school by September 2011. She adds that the education ministry has also forewarned districts to plan for junior kindergarten by September 2015. More space will be needed in elementary schools in the district for these expanded programs. Meanwhile, the secondary student population has been shrinking. She said the school board solves a space issue by reconfiguring schools. Elementary will now
be K-6, middle school 7-9 and high school 1012. “Without increased funding, they have to do something,” said Hedderson, adding that the success of the program will depend on a functioning school within a school model. “The board feels they did due consultation,” she said, noting that there were three public meetings, attended by a combined audience of approximately 500. “They were very sure to allow parents a say.” Dawn Dixon, president of the District Parent Advisory Council (DPAC) said parents can’t judge yet. She sits on district committees that are already working on the new initiative. She hears some parent complaints about the school boundaries that have been redrawn. “There was some apprehension around that – your home school may be changing,” she said. However, she added the Mission district has a history of allowing parents to transfer their children to the schools of their choosing, provided
there is room. So there is not a lot of worry. “It’s always been pretty open through the district.” Hedderson said she hears more teacher anxiety over proposed changes to the school calendar. If Mission adopts a new calendar, with a shorter summer break and more days off taken at other times of year, it could mean the district’s teachers take holidays at different times than their children. She noted only 40 per cent of Mission’s 459 teachers actually live in the community, so their children attend school in other districts. “The proposed calendar changes are more of a concern,” she said. – Maria Hedderson Hedderson believes the province should set out a standard school calendar to be generally followed by all districts. Dixon agrees the province should make changes to shorten the summer in every district in the province, to help children better retain what they have learned. “The standard calendar is not in the best interest of our children,” she said.

The hunt starts at 1 p.m. in the field, for children up to 10, and in the haystack for two and under. There will be special prizes for best costume, best bonnet and for those who find a ‘gold’ coin in the hunt. There will be entertainment, rides for kids, and the Elk Club will be out with its concession. The Cedar Valley Lions Club is now a partner in the event, and it’s sponsored by the Real Canadian Superstore and Save On Foods. Roy Archer, who has organized the event since it started, says this is one of the Elk’s largest and most expensive events of the year. The event happens rain or shine. Don’t forget to bring your Easter baskets, ARrher advises. This is a free event, but donations are appreciated to help offset the costs, and help fund future hunts.

tion heater and a pressure washer. These items were used to help maintain the facilities, explained Mel Zajac, founder of the Zajac Foundation which owns and operates the camp for children, located about 8 km up Burma Road. Zajac said it’s unbelievable someone would steal from a charity camp. He estimates it would cost about $5,000 to $6,000 to replace the stolen items, which is equivalent to sending half a dozen children with disabilities to the camp. “You knock yourself out trying to raise money, and then this happens,” said Zajac. “It takes the wind out of you.” Last year about 450 children attended the camp, which is fully equipped with medical facilities and offers a number of recreational opportunities for kids. Zajac expects there will be close to 500 campers this year. He’s trying to find other ways to raise more money to replace what was stolen, instead of eliminating camp spaces. A wine sampling event is being planned for May 4 at The Keg in Yaletown. Tickets for this event are $75 each and can be purchased by contacting Katie at the Zajac Foundation at 604-739-0444. The 46th annual Zajac Men’s Golf Classic is being held on June 23 at the Richmond Country Club. Anyone with information about the theft is asked to call Mission RCMP at 604-826-7161.

Silverdale Shell robbed Police are looking for two suspects who robbed the Shell gas station in Silverdale on Friday night at about 8 p.m. According to police, a man wearing a black balaclava produced a 9-mm style handgun and demanded money. He ran away with a Shell bag containing an undisclosed amount of cash,

CRTC should work for consumers
W
atching TV could soon cost more money. When the CRTC opened the door last week for Canada’s TV networks to begin negotiations with cable and satellite companies for fees to carry their signals, it endorsed what amounts to a new tax on the 88 per cent of Canadian households that subscribe to cable or satellite to get their TV. If you’ll recall, last fall we were bombarded with dour warnings from the likes of CTV and Global that if the networks weren’t allowed to extract fees from the companies that distribute their programming to the vast majority of their audience, they would be forced to pull the plug on local shows like the six o’clock news, maybe even close local stations. They accused the cable and satellite companies of fattening their wallets at the expense hard-working, impoverished TV networks by plucking their signals from the airwaves for free and then charging us to see them. They even staged rallies and open houses to heighten the sense of an industry in crisis. The big cable and satellite companies fired a few retorts, but they were half-hearted. After all, they also happen to be the networks; Bell owns CTV, Rogers owns CITY and Shaw is bidding for the broadcast properties of bankrupt Canwest Global. The CRTC has ordered the various players to get together to negotiate an amicable arrangement that would provide a guaranteed revenue stream to the networks and likely increase the billion dollar profits of the cable and satellite operators. Such a cozy arrangement will be anything but amicable for consumers, who already pay an average of $94.98 per month for their cable or satellite service. Some estimates say that will increase by about $10 by the time the ink dries on those negotiations. The CRTC has been a pawn for Canada’s broadcasters and distributors for too long. It’s time they start thinking about the consumers. Canada’s broadcasters and distributors should have to earn our eyeballs by providing quality programming we want to see at price points we can afford, not be coddled by a bureaucratic regulator in a protected marketplace. Consumption taxes all the rage P
oliticians are wringing their hands, saying they have no choice but to extend sales taxes to services from haircuts to home repairs to funerals. They know people don’t like it. “It’s hard enough doing what we do,” plumber John Luke said last week, as he faced the prospect of presenting customers with a new tax on his services. Luke doesn’t fix pipes in B.C., or Ontario. He lives in Philadelphia, and was interviewed by the New York Times. Pennsylvania and Michigan have seen drastic drops in their income tax revenues and are looking to join states such as Washington, Hawaii, Delaware, New Mexico and South Dakota, where most services To are already subject to state sales taxes. “The basic thing is that we need to update our tax structure,” said Robert Kleine, treasurer for Michigan. “We’ve got a 20th-century tax structure based on a different sort of economy. The tax base doesn’t grow as the economy grows.” As Detroit and Oshawa have shed jobs in car plants, B.C. has seen its own decline in steady paycheques – notably in the forest industry – that deduct a big slice for federal and provincial income
tax. The B.C. Liberal government has cut income taxes repeatedly, and is on its way to eliminating income tax for small business. Now the other shoe is dropping. The B.C. legislature will be dominated in the coming days by debate over harmonized sales tax legislation. This battle is largely moot, since the federal government has already passed the legislation to combine provincial taxes with the GST in B.C. and Ontario. The contract with Ottawa is signed, and all that’s left for B.C. to do is repeal its provincial sales tax law to make way for the new system. It puts the NDP opposition in an awkward place. They’ve been hammering the government over its drastic “cuts” m to health care and education, despite the fact spending for both continues to rise. Health spending is up $2 billion in the last year, and total provincial spending will reach an unprecedented $42.5 billion in the coming year. NDP leader Carole James and former Social Credit premier Bill Vander Zalm are on separate barnstorming tours to fan opposition to the HST. Last week in Kamloops, Vander Zalm said the government’s in the red because it built projects such as the Golden Ears

Bridge, highways and the Vancouver convention centre during good times. Vander Zalm didn’t know what he was doing when he was premier, and clearly things have not improved. He doesn’t say how he would have altered the timing of the Olympics or the U.S.triggered global recession. For her part, James wants to cancel income tax reductions for “big business” as well as the HST. That would be the big business that has shed all those salaried jobs, and particularly a forest industry being bled white by excessive municipal taxation. Employment figures for B.C. show the recession drove more people to selfemployment, increasing a long-term trend. The elephant in the room that nobody talks about is what I’ll politely call tax avoidance. That plumber in Philadelphia, or his counterpart in Prince George, is almost certainly familiar with the concept of working for cash. Self-employment gives people the ability to declare their income in a somewhat more creative way than getting a pay stub every two weeks. The beauty of consumption taxes is that everyone pays them. Even the dope dealer buying his girlfriend two sports cars in different colours has to pay. Scrap the HST? Sounds great, but then what? tfletcher@blackpress.ca

YOUR VIEWS Engaging in land speculation with taxpayer dollars Editor, The Record; With a tax increase of 5.88 per cent and a long list of badly needed community projects that need funding, why is Mission council dabbling in land speculation and, worse yet, going into competition with a private land developer? I’m a new citizen of this city, but have seen this sort of “we know better than you” mentality in the last city I lived in. This attitude has buried that city in debt and debilitating contracts that will see the taxpayers fork over millions of dollars to a private organization. I vowed when I moved to Mission that I would work to see that would not happen here if I had a chance. I agree with Ron Taylor, Rob Chadwick and Coun. Jenny Stevens that the idea of the city attempting to purchase a piece of property to control development along the river and go into competition with developers is “ludicrous.”
Never mind that it is a waste of taxpayer’s hardearned money at a time when there are definitely other priorities in this city. If it is such a good idea, I think in this case the mayor might have to come clean and give us his vision and why he thinks that government can do a better job that a private developer. I have yet to see that. If there are issues with developing the waterfront, I think the city needs to get proposals from private developers who would like to take on the challenge and the risk if they feel it will be economically viable. The city needs to help develop the vision, but private developers need to take on the risk. As a taxpayer I don’t want politicians spending too much of my money to prove themselves right. Waterfront purchase questioned Editor, The Record; As a taxpaying citizen of the community, I am amazed at what is being proposed by some members of city council. The proposal to buy the waterfront property is, to say the least, questionable. The cost to us taxpayers will continue for decades. As a community, we are one of the highest taxed municipalities in British Columbia. The Sturgeon’s on the Waterfront development is not only an employment opportunity for Mission residents, bringing in much-needed tax dollars, but it will also become a destination site of the public from places far beyond our borders. We have the opportunity to have a developer come to our community to bear the costs of developing a firstclass destination, and we have people on council voting against this opportunity.
I and a lot of other people believe it is time to get answers on why our money is being spent with no clear answer on what the city intends to do with the property, let alone how much the cost is going to be to clean up the property. If the city insists on buying the property, our tax increase and or having to borrow the money will be out of sight. It is time that some people on city council do what is right for our community, instead of being self serving. By the way, has any one of the council members who voted to buy the waterfront property heard of Gastown in Vancouver? If they haven’t they should talk to Howard Meakin – he is the person who got Gastown rolling, and what has that done for Vancouver! Don Nucich Mission
Experimenting with Grade 7 students Editor, The Record; An open letter to Frank Dunham, Superintendent of schools: So often in education, “innovation” works actively against student success, yet is eagerly implemented anyway, in the fashionable belief – taken directly from business textbooks, of all places – that any and all change is good. As a secondary school educator for 17 years, and recently the originator of a new International Baccalaureate diploma program, I can definitely understand the need for innovation in education. However, I have read the research you have linked on your home page concerning schools within schools, and I am struck most especially with the recurring conclusions very clearly stating that there is no evidence the school-withinschool model is effective academically. This leads to the obvious question: If there are no solid, peer-reviewed and double-blind studies showing a clear academic advantage associated with a particular change in an education system, why would a school district even contemplate making the change? Please remember: your sole purpose is to assure your district’s students of a consistently high quality education. You are already accomplishing this with your Grade 7s in the elementary schools. There is absolutely no evidence to show that the new model will help the students academically. It appears, therefore, that you are either gambling with the futures of our children, all for the sake of some cool new theory, or you are for some reason not revealing to us the studies that show a marked improvement in Grade 7 education in a school-within-a-school model.
Which is it? Please also recall your pious statements at the recent public meetings: the ones that very appropriately conveyed the message that a school system must look after its most disadvantaged students. Tell me, if you would not mind, how placing Grade 7 students in a school with students 3, 4, 5, and even 6 years older than they are, fosters your laudable goal of protecting the disadvantaged? In an elementary school, Grade 7 students – including those from disadvantaged backgrounds – have one final year to be protected from the world of drugs, alcohol, peer pressure, student apathy, and other common maladies of all secondary schools. By placing them in schools with older kids – and let’s please be honest about this: you can’t guarantee a complete separation of students without building a new school – you are denying them one year of comfortable protection from most of the stresses of teenage life. It is ill-planned, ill-considered decisions such as this one that consistently cause education professionals to appear so often to the public as idiotic dupes of fashionable, untried theories, hatched by irresponsible academics in university education faculties. The public is tired of seeing our children used as test subjects for school districts’ risky experiments, so please rethink this decision to use our young people as lab rats once again. They deserve better; they deserve the best education we can give them. This new experiment clearly is not going to deliver that and, in fact, it could very well do serious harm to great numbers of children. Steve Moore

Dropped 911 calls plague police BY
dial 0-1-1 before any other number to make an international call. The country code for India is 9-1 and the city code for New Dehli is 1-1. When the international prefix isn’t entered, the caller dials 9-1-1. An officer spends, on average, 33 minutes investigating an abandoned called, said Siou. Police must attend the home, determine everything is okay and make sure everyone is safe before concluding it is a mistaken call. The cards are in English and Punjabi, and explain police protocol when they are investigating an abandoned emergency call, and what callers can do to prevent this from happening in the future. Police hope a new information card being handed out will reduce the number of false 9-1-1 calls every year. There were 420 false or abandoned calls for emergency services last year in Mission, taking up hundreds of hours of police resources, according to a report produced by Const. Daniel Marshall. Sometimes people have problems with their phones, or a young child has dialed the number by mistake, but 12 per cent of the calls were misdials to India. “We want to reduce calls of service... we don’t want to use resources where they’re not needed,” explained Cpl. Raina Siou as the reason behind the report. As a result, Marshall produced calling cards, explaining a caller has to

Once again this year, the Dewdney Area Improvement District will apply for senior government funding for its $9.5 million water management plan for the Hatzic Valley watershed. “For many years we have applied for it,” said DAID director Larry Wiens. “But I’m hopeful.” Last year government officials responded that the plan, as prepared by Golder Associates at a cost of roughly $100,000, is excellent. However, it was turned down for funding because of the mistaken assumption that DAID needed the approval of the Fraser Valley Regional District. In fact, DAID operates under its own authority. DAID also has the approval of the federal Fisheries

and Oceans, the provincial Ministry of Environment and the Dyking authority. When the plan was turned down last year, the province was not aware that all these approvals were in place. Wiens is optimistic that with these points clarified, and with Abbotsford-Mission MLA Randy Hawes presenting the plan, it will get funded this year. The plan involves a new pumphouse to keep the lake from flooding, a fish ladder, and a program of dredging to remove silt buildups in Hatzic Lake, Hatzic Slough, Legace Creek and other waterways. The federal government has yet to announce its portion of funding for infrastructure projects in the province. Once the B.C. government gets that number, it will provide matching dollars and proceed with funding for various projects around the province. The merits of each application are judged by Victoria.

Going to the landfill? Sort and tarp loads Recyclable and compostable materials must be separated from garbage, or a 50 per cent surcharge will be applied to the entire load. At the current tipping fees, that would be $11.50 per tonne, instead of the regular $79 per tonne. Recyclable materials include all blue-bag materials, such as paper, cardboard, rigid household plastic containers of codes 1, 2 and 5, as well as food-related metal cans, lids and glass bottles and jars. Other recyclables accepted for free at the landfill include metal appliances, scrap metal, empty propane tanks and automotive batteries. This material is then chipped and composted to be used in landscaping and erosion control projects. You will also be asked to place any contaminated wood products in a separate area. Loads arriving at the landfill must also be secured to prevent litter along all access routes to the landfill. Unsecured loads are now subject to an increased surcharge of $10 per load. Litter cleanup is expensive and should be unnecessary with just a little bit of extra effort. A secured load is one that is, at a very minimum, tied down. He played at the Clarke Theatre in March, and he will be putting on a second concert at Mission Secondary School’s cafeteria on April 8 as part of his Traveling Dixie Cups tour. According to Fowler, last month’s performance didn’t raise as much money as he hoped. The timing was poor because the Olympics were just wrapping up and it was three days after Chile was struck by a major earthquake too. However, the earthquake in Haiti in January killed hundreds of thousands of people and collapsed cities. He’s hoping a second show will turn things around. The April 8 show, which will also promote his debut indie album Vancouver Rain, will be an intimate, acoustic performance featuring just Fowler and his wife. He developed an interest in music when he was 12 years old. “My grandma was a musician,” said Fowler, who is currently on tour in Fort Nelson. thought about being a musician.” He talked to his parents and began taking lessons on the banjo. He played that for three years before deciding, as a teenager, the banjo wasn’t as cool as the guitar. Fowler, who is now 30 years old, wrote his first song at age 16 about a girl who would eventually become his wife. Together, they sing in a six piece band. Their most downloaded song is a lullaby called Made for Me, which is about the couple’s five children. Folwer draws his inspiration from the place, events and experiences that have defined his life. His music is a mix of upbeat Indie ballads, reflective love songs and good ol’ rock ’n’ roll. It is best described as songs that cause “heart ache and heart break ... with a smile.” It’s taken the Aldergrove musician close to two years to produce his first album, and he is “super excited” about it. “The feeling is incredible,” he told The Record. “It was a long commitment, but it’s awesome and very worth it.” Fowler enjoys making great music and plays when he’s not working as a computer consultant. he audience couldn’t help but tap their feet and even join in some songs during Good Rockin’ Tonight: The Sun Records Story at the Clarke Theatre last week. The performance by the five cast members was energetic and entertaining — you knew they were having fun on stage. Even when there was a hiccup in the narrative recording that introduced the scenes, the actors just kept on going. Kevin Jollimore played a cool Sam Phillips, a producer that introduced musicians like Elvis Presley, Johnny Cash and Jerry Lee Lewis to the world. Other artists the show featured were Carl Perkins and Roy Orbison, also

made reference to a date he had with his cousin. Bill Culp dazzled as Carl Perkins, and Djino LeFrancois shook his hips in
typical Elvis fashion while crooning his hits. But my favourite of them all was Johnny Cash, played by Jim Yorfido. At
times it almost seemed like Cash himself was on stage talking to Phillips and singing Cry, Cry, Cry. Act one was set inside the Sun Records recording studio and introduced each of the artists as they auditioned for Phillips. Phillips knew the sound he wanted, and was instrumental in launching rock ’n’ roll in the 1950s. The second act was at a radio station which was featuring famous singers from Sun Records. As popular as Elvis was on stage, he was also a hit off stage as he made his way up the aisles singing and shaking hands with the upbeat audience. The Sun Records Story is touring Western Canada until April 11. The show in Mission last Tuesday was presented by Rock.It Boy Entertainment.

These are oftentimes crimes of opportunity committed with minimal planning and forethought. The offenders are either high on drugs and/or alcohol or are drug-sick, meaning that they are in the early stages of withdrawal. In either case, they are desperate and have little or no sense of consequence. In other words, they are danger-

where the anticipated payoff is expected to be higher. This offender group also can include the drug addict but may also include organized gangs. In both cases, prevention is important. Rarely will an offender enter a business to commit the rob. P a t bery without first having some idea of the layout and security measures in place. Just as in nature, predators attack the
weak and vulnerable. Every business owner should be thinking and acting in advance to protect their property and their employees. Property can ultimately be replaced but it is the protection of the employee that concerns me the most. One of the most important aspects of prevention is that of an effective security system which includes functional video surveillance. It must actually work for starters – a dummy system is just that! It must also be of sufficient quality to be useful to identify suspects. Just this last week we’ve

It is a sad testament that we even need to talk about employing these types of prevention tactics, but unfortunately it is a reality and one that will not likely change in the short term. It is no coincidence that the celebration of Easter takes place each year in early spring, commemorating the resurrection of our Lord and Savior, Jesus Christ. For Easter is a celebration of rebirth, and what better time to celebrate this than when the earth is springing back into life. The new life of spring reminds us that this world is eternally productive and creative. The apparent lifelessness of winter is only an illusion. Sleeping just beneath the surface, is life and more life, awaiting God’s gentle touch to reawaken it. In the same way, Easter reminds us that the death of our bodies is an illusion. Beneath it is life and more life. The Bible tells us that God so loved the world the He gave us His one and only Son, that whoever believes in Him shall not perish but have eternal life. We will one day shed our bodies, as the trees shed their leaves and snakes shed their skins, and we will be reborn into life everlasting.

he Fraser Valley Middle and High School Fly Fishing Championships were always a favorite event of mine, during my time as a school-based fly fishing club coordinator. Each June members from the different clubs would join us at the Sun Valley Trout Park, hoping to prove their skill and take home one of the prizes donated by our local tackle shops. A maximum four fish weigh-in, for an angler’s Je gross weight, was designed to handicap the more advanced anglers.
Often the anglers with the highest catches did not win first or second at weigh-in, due to over estimating their ability to catch larger fish. One record that was established during this time and has yet to be beaten, was set by a young man with the initials I.D. In his first championship, competing as member of the Kwayhquit Fly Fishers, he placed second overall. In the next two championff ships he placed second again. This had him in the winner’s circle, plac-

ing second for three consecutive championships in a row. You would think he would have seen the accomplishment in this. Unfortunately he did not. Disillusioned with his inability to place first, he quit fly fishing. Eight years later, his record of consistency remains unbeaten. Champions are not always the ones who place first; true champions are those who can hold a position in the winner’s circle consistently year after year. Next week we will talk about three middle school students and what they did for the Department of Fisheries and Oceans Canada.

The report Fishing on our Lower Mainland lakes is fair to good, watch the barometer. For wet (sinking) fly fishing try: Chironomid, Bloodworm, Big Black, Wooly bugger, Micro Leach, Baggy Shrimp, Coachman, Cased caddis, Zulu, or Doc Spratley. For dry (floating) fly fishing on sunny afternoons, try: Tom Thumb, Lady McConnel, Irresistible, Renegade, Black Gnat, Griffith Gnat, Royal Coachman, or Elk Hair Caddis. For kokanee try: Red Abbis, Red Spratley, Bloodworm, Royal Coachman, San Juan Worm, or red Micro Leach. The ice has come off most of our low elevation Interior lakes. Fishing has been spotty, but fish are being caught. Dress for the conditions and be safe. The Fraser River back waters and sloughs are fishing well for cutthroat, rainbow, and dolly varden. For cutthroat and rainbow try: Eggo, Rolled Muddler, Mickey Finn,
Tied Down Minnow, Professor, Lioness, Kaufmann Stone Nymph, Royal Wulff Coachman, Zulu, Chez Nymph, Black Gnat, Souboo, irresistible, Elk Hair Caddis, or Stimulator. For dolly varden try: large (#4 to #2) Eggo, Flesh Fly, Rolled Muddler, Zonker, Clouser’s Deep Minnow, black Popsicle, or Big Black. The Stave River is good for cutthroat, rainbow, steelhead, and whitefish. For whitefish try: small (#14 to#20) Eggo, Flesh Fly, Griffith Gnat, Stone Nymph, Chironomid, or Caddis Nymph. Don’t expect your local hospital to answer by its name any more when you phone the switchboard. That’s because operators who pick up – after callers navigate the automated answering system – are now based at either Surrey Memorial Hospital or Chilliwack General. They now answer “Fraser Health” instead of the name of the hospital the caller dialed. The move to consolidate hospital switchboards at those two hospitals is the latest effort by Fraser Health officials to centralize services and save money. Operators at the Surrey Memorial hub handle all hospitals in Fraser from Maple Ridge and Langley west, while those in Chilliwack handle the eastern hospitals.
The number of jobs eliminated wasn’t available, but annual savings are estimated at about $750,000. “There are efficiencies created,” Fraser Health CEO Nigel Murray said. “We have an obligation to make taxpayers’ dollars go as far as they possibly can into the delivery of health services.” Murray said care is being taken to ensure the centralized switchboard operators are familiar with the departments of each hospital they handle and any important local circumstances. One of the recently relocated operators told Black Press the new system is “very confusing for a lot of people” – especially elderly callers expecting to hear an operator answer “Peace Arch Hospital” or “Mission Memorial Hospital.” “It’s not friendly any more, the system isn’t friendly,” the operator said.

Edward Eric “Ted”, late of Abbotsford, passed away on March 27, 2010 at the age of 75 in hospital. He will be sadly missed by numerous cousins, extended family and friends. A memorial service will be held on Saturday, April 3, 2010 at 2:00 pm in the Chapel at Henderson’s Funeral Home, 34537 Marshall Road, Abbotsford. MERKLEY, Ella Phyllis, passed away peacefully, of Mission BC, on Tuesday March 23, 2010 at the age of 81 years. Ella is survived by her long time companion, Sharon Pluym. She worked for many years as a bookkeeper. She and Sharon built their home in Mission, where they enjoyed many years together. Special thanks to the wonderful staff of the Christine Morrison Hospice for their care. Donations in Ella’s memory, made to the Hospice would be most appreciated.
PETERS, Lena Lena Peters was born January 1, 1917 in Waldheim, SK. She died peacefully March 27, 2010 at Christine Morrison Hospice. She is predeceased by her husband John of 63 years, 3 children who died as infants, 1 brother Jake, 4 sisters Margaret, Tilly, Clara, and Adina. Lena is survived by her loving family; brothers Elmer and Walter, sons Ed, Ray (Elaine), and Ken (Emily); grandchildren Sherry, Paul, Trevor (Permi), Johnathan (Maggie), Caran (Nathan), Chris (Karen); great grandchildren, Ayvan, Austin, Mattéa, Gabriella, and Ramona; many nieces, nephews and dear friends. She lived a full and active life; loved and enjoyed her family and friends. She will be greatly missed.
