The B.C. Liberals held onto Maple RidgeMission and Abbotsford-Mission as Christy Clark led her party to a come-from-behind victory in Tuesday’s provincial election. Preliminary results from Elections B.C. saw incumbent Marc Dalton win the riding by 1,532 votes, taking 8,842 once all the ballots were counted. New Democrat Mike Bocking got 7,310 votes and declared defeat around 10:30 p.m. by visiting Dalton’s office to congratulate him. “It’s been a lot of work,� said Dalton, as his team of volunteers sat down for a late supper of pizza. “The win was astonishing in my opinion.� Dalton’s tenure as the MLA for Maple RidgeMission, however, has not been smooth. In 2011, he was targeted for recall as part of the anti-Harmonized Sales Tax campaign but survived after organizers failed to collect enough signatures to trigger a by-election. He won the riding for the first time in 2009 by a margin of 68 votes. Premier Clark visited the riding three times in a span of two months. “She has been steadfast,� said Dalton, who has been one of Clark’s most loyal supporters. “I’ve come to admire her openness. I find that I do have a voice with her and that’s good for Maple Ridge and good for Mission because that means there is influence with the premier and with the government. I am really looking forward to next term.� Alex Pope of the Green Party of B.C. pulled in 1,233 votes while B.C. Conservative Chad Thompson got 780.

Police still pursuing murder case The Integrated Homicide Investigation Team (IHIT) is still working on solving the 2007 murder of Mission resident Timothy Vernon Jones. May 10 would’ve been Jones’ 35th birthday, but instead of a celebration, Jones’ family and friends remembered him and the events that lead to his death six years ago in Mission. Jones was shot to death outside his Murray Street home Feb. 25, 2007, just before 3 p.m. He was living beside a known gang associate at the time, according to police, who believe Jones’ murder was the result of mistaken identity. Information received at the time indicate Jones was helping two women just outside his home. He was looking under the hood of their blue Honda Civic. As the girls drove away, a dark-
coloured SUV pulled up just south of Jones’ home and backed up. He walked toward the vehicle and stopped at the passenger side window to talk to the occupants when he was shot in the head. Jones was an innocent victim with no criminal record or associations to gangs, said police. Details surrounding a homicide are not easily forgotten, added IHIT’s Sgt. The 30-year Abbotsford councillor was declared the winner around 9:20 p.m. after 27 of 117 ballot boxes were counted. “I am thrilled to be able to represent the people of AbbotsfordMission,” said Gibson. “I look forward to serving the communities over the next four years. I’m especially excited to be a part of a Liberal majority government.” Gibson added he was always optimistic, but was never sure what would happen election
night. “It’s thrilling to have this level of support.” As more votes were counted and the results sunk in, Gibson said, “I will remember this moment; I treasure this moment very much.” Gibson lives in Abbotsford, but he said Mission will be his second home. Runner-up Rai, an Abbotsford school trustee, spoke briefly to his campaign supporters just before 10 p.m., thanking them for their efforts during the lead-up to the election. Pollsters were wrong
The B.C. electorate has decided to re-elect a BC Liberal government, with Premier Christy Clark leading a relentless campaign that was focused on the economy. Pollsters and pundits were proven completely wrong, as virtually all of them had predicted an NDP win. Congratulations are in order to the premier and local candidates Simon Gibson and Marc Dalton. Clark was a brilliant campaigner, focusing on the economy, day after day, using attack ads to highlight the record of past NDP governments and to define her opponent Adrian Dix. It clearly resonated with voters, particularly in the Interior and areas of the Lower Mainland outside of Vancouver, where the Liberal picked up significant numbers of votes. Voters clearly wanted to see the economy continue to grow. They endorsed the LNG projects. They were unhappy with NDP leader Dix’s flip-flop on the Kinder Morgan pipeline in the midst of the election, and saw that as an indication that the NDP would wilt on major economic development projects when environmentalists applied heat. Many also supported the Liberals because they pledged to keep a close eye on government spending — something the NDP had no intention of doing, as was indicated by their expensive campaign pledges and unwillingness to balance the budget until at least the fourth year of their mandate. The BC Liberals now need to deliver on their pledges to balance the budget, pursue economic development projects and investment and work towards a brighter future for young people. The disappointing thing about the election is that so few people voted. It appears that voter turnout only went up by one per cent — to 52 per cent. Almost half the registered voters didn’t bother to take part. This is a bad omen for democracy in the future, particularly as so few younger people voted. Langley Times

Clark’s win confounds “experts” T he pollsters, pundits and the self-styled rebels of the B.C. Liberal Party were struggling for answers as their conventional wisdom went out the window on election night. In came the B.C. Liberals and Christy Clark for a fourth term, with a 50-seat majority — stronger than the one they took into the 2013 election. “Welcome to the club,” Alberta Premier Alison Redford wrote on Twitter on election night, referring to Redford’s own win in the face of a wall of polls and pontificators saying she was done. Here’s the next thing to ignore from the media experts who rub shoulders with those pollsters and political strategists. It’s all about the negative ads, they will say, and NDP leader Adrian Dix’s big mistake was to run a “positive” campaign. Rubbish. Was the long march against the harmonized sales tax a positive campaign? Is piling on sham environmental reviews for the express purpose of killing industrial projects a positive idea? “Clearly we didn’t get our

Clark should heed the NDP on at least one thing. Dix promised to move B.C. election dates to the fall, starting in 2017. The idea of giving his anticipated government an extra six months to govern the province was uncontroversial when Dix proposed it in his party’s election platform, so Clark will probably proceed with it. Another NDP idea Clark should adopt is getting the corporate and union money out of election campaigns. She likely won’t, because her party’s financial advantage is too great, but the time has come for this important reform. The B.C. Liberals’ muchdiscussed “balanced” budget will now be put to the test over the next few months. The legislature must be convened by September to debate that budget. This should be the last vote based on an untested budget, and the first of many scheduled fall legislature sessions. Liberal arts education can be beneficial Editor, The Record: Re: B.C. Views, NDP plan is to borrow and spend, May 2 edition. I am responding to the claim that pursuing liberal arts in postsecondary is a bad choice — putting aside the fact that with a degree in any of those areas mentioned (English, education, sociology, women’s studies, journalism) and many oth-
ers, a student may very well be preparing themselves for a career either directly related to or complimented by those fields of study — note the teachers, lawyers, librarians, etc of our nation — I would argue that pursuing that sort of an education is vital to maintaining a proper democratic society. We need a population that is able to express themselves and to
think critically about the information being presented to them, not to just accept it as truth simply because it has been published. Not only that, further education grants the potential for higher income earnings later in life, potentially allowing a person to build a higher net worth than their parents and grandparents. Some students from lowincome backgrounds depend

Snowmelt, rain causes Fraser River to rise The Fraser River is rising fast as a result of rapid snowmelt from last week’s hot weather as well as rain since then. The B.C. River Forecast Centre on Monday issued a high streamflow advisory for the Fraser in the Lower Mainland, as well as further upstream in Quesnel, the Fraser Canyon and at Hope The Fraser was flowing at 9,000 cubic metres per second at Hope as of Monday and that was forecast to reach 10,000 as early as Wednesday and potentially 11,500 by Thursday. “Given current rates of rise in tributary channels, and wet weather yesterday and today, model results may be underestimating the rate of rise in the Lower Fraser,” the forecast centre cautioned. A high streamflow advisory means river levels are expected to rise rapidly, and although minor flooding in low-lying areas is possible, no major flooding is expected.

“People wrecked the national stream course. It took a while to get the water back to where it should be,” explained Peters, noting culverts and new roads were built to address the problems. The Sayres Lake project is the first in a larger program to clean up Burma Road. Mission will also be
exploring options to improve public safety, including monitoring who is accessing the area, said Bob O’Neal, Mission’s director of forestry. “We need to improve the reputation and get families back up here.” Kwantlen First Nation’s Les Antone agreed. With more people using the area, we will have more eyes and ears in remote locations, said Antone, noting not everyone who goes
up Burma Road is looking to cause mischief. “Even some young people want a place to go that’s safe,” said Antone, adding youth groups and elders can access the new campground. “Ninety-nine per cent of people who come are happy it’s here,” said caretaker Andria Colwell, who said campers are already reserving their spot for the long weekend. “They’re families with young kids.”

Rerouting highway traffic off First Avenue one of priorities BY TIM FITZGERALD Mission Record
Mission council is determined to make good on its promise to revitalize the downtown core as the planning process moves towards action. Council met last Monday afternoon to go over Mission’s official Downtown Action Plan to set priorities. Council agreed the district needs to wrestle control of First Avenue from the hands of the province. Mayor Ted Adlem said after meeting with representatives from the Min-
istry of Highways he’s confident rerouting highway traffic off First Avenue and on to North Railway Avenue will happen. He said he’s even more sure residents can expect to see the downtown revitalization project take shape by year’s end. Following a public consultation process, the municipality has developed a 10-point action plan on projects aimed at revitalizing the downtown core. Adlem said the goal is to prioritize the projects, and determine how they will be funded. While some of the big-ticket items, like

a new civic centre, would require deep pockets, there are some initiatives in the plan that some members of council feel could take shape soon. “We have the money in reserves. We won’t have to borrow to get started,” noted Adlem. While rerouting traffic on First Avenue is seen as a priority, the plan also calls for a more civic presence. The hope is to build a campus downtown and see a partnership between the district and a primary tenant, like the University of the Fraser Valley. Building a new civic centre in the downtown core, which could possibly house the new municipal hall, an arts centre, youth facility, and multi-purpose rooms, is estimated to cost $20
million. Add on the space for UFV and costs jump to $32 million. Spreading out the cost of the projects means the district would need to raise its share of property taxes between five to seven per cent over 20 years, according to the latest report presented to council. Joaquin Karakas of Golder Associates, the company tasked with creating the plan, said a civic presence in the downtown could also be as simple as a cenotaph. District staff said they are working on plans to entice private investment in the downtown, both through monetary incentives and through an aggressive marketing campaign in hopes of reducing costs with all projects.

Bellingham Chamber of Commerce president Ken Oplinger had predicted the new bordercrossing fee would never be implemented, noting similar schemes have been proposed and rejected before. “We were pretty sure this was what the outcome was going to be,” he said, noting there was broad political opposition in the U.S., not just from border communities. He noted the Senate vote merely blocks funding to study the idea for the next fiscal year. “We’ll see what happens in future years,” Oplinger said. “It’s something to keep an eye on but we don’t need to worry about it for right now.” The amount of the fee was never specified, but Canadians who go to the U.S. by air or sea already pay a $5.50 customs fee, usually built into airline ticket prices. The Surrey Board of Trade also welcomed the decision, saying the fees would have been damaging to the economy. While the focus today is on Canadian crossborder shoppers heading south, Oplinger noted Canada could also have lost out if the loonie falls against the U.S. dollar in the coming years. “In 10 years who knows, the Canadian economy could be just as reliant on Americans coming north and not getting them because of the fee as well.”

Metro waste policy prop for new incinerator: critics BY JEFF NAGEL Black Press
Opponents of a Metro Vancouver plan to keep waste from being hauled to the Fraser Valley said last Thursday the regional district’s real agenda is to ensure it can feed a new garbage incinerator. Several recycling and waste hauling firms denounced Metro’s proposed waste flow regulation, saying it would unfairly disrupt their business and block innovation. Metro wants to license garbage haulers and ensure they only take trash to Metro-approved facilities. That would bottle up waste within Metro and ensure those dumping it pay the steep tipping fees that support Metro programs and abide by local bans against dumping recyclables. The region’s planners worry that if regulations aren’t imposed now, a trickle of waste now flowing east to Abbotsford will turn into a flood and millions of dollars in tipping fees will be lost. But Ralph McRae, CEO of Northwest Waste Solutions, told Metro waste committee members the planned rules are mainly geared to ensure a second incinerator is built. His firm is building a $30-million material recovery facility (MRF) in south Vancouver that will be able to sort 300,000 tonnes of waste per year when it opens in July. He says Metro’s rules will block the MRF from processing garbage from multi-family residential buildings and businesses to extract recyclables from the waste stream. The multi-family building recycling rate is just 16 per cent and McRae contends his advanced system can divert 80 to 90 per cent of paper, plastics, organics and other material apartment dwellers toss out as trash. “Rather than sending it to the landfill or incinerator we want to cleanse it of recyclable material first,” he said. “We want to have a shot at taking that 80 or 90 per cent out.” Metro has been firm that only source-separated recycling by residents is okay, he said, not after-the-fact processing of their garbage. McRae said he knows why Metro won’t let him to do what he wants. “They need to trap the high-calorie content
material in the waste stream,” he said. “The stuff I want to take out – the paper, the plastics, the wood products – that is the stuff that they need to have the incinerator
operate efficiently. It won’t just burn rocks.” Exclude the combustible materials, he said, and an incinerator will run less efficiently, with more toxic ash, if it can
be justified at all. “That basically undermines and kills their incinerator so they’ve tried to stop me.” Metro also expects to jack garbage tipping
fees to between $150 and $200 per tonne from around $107 now in order to pay for the new $500-million waste-toenergy plant. At such astronomical
prices, he said, waste is sure to flow out of the region at a much faster rate. The new incinerator can only be built, McRae said, if Metro imposes the waste flow regula-

Tour the water 2014 permissive tax treatment plant exemptions for Mission this Saturday A dependable and safe water supply is vital to the success of all communities. Abbotsford and Mission have a safe and secure regional water supply that continually exceeds the Canadian Drinking Water Standards Guidelines. Abbotsford Mission Water and Sewer Commission is offering a free tour of the
Norrish Creek Water Treatment Plant. The water treatment plant is located 18 km northeast of Mission and uses state-of-theart filtration technology to deliver safe drinking water to the residents of Abbotsford and Mission. The public water plant tour is scheduled for Saturday, May 18. Meet the bus at Abbotsford City Hall, 32315 South Fraser Way, Abbotsford at 9:30 a.m. (returning at 12:30 p.m.) or at Mission Municipal Hall, 8645 Stave Lake

Access to the beaches on the Hayward Lake Reservoir will be closed this summer as the water level will be drawn down to 33 metres beginning in May. The beaches have a very steep drop-off and cannot be used safely when the water is very low. The drawdown is required for construction related to the Ruskin Dam and Powerhouse Upgrade Project and will comply with the conditions of the Water Licence. The Hayward Lake boat launch will also be out of service during the drawdown. The picnic grounds and the parking lot at the Hayward Lake Reservoir Recreation Area remain open. The District of Mission advises that the new deadline for applying for a 2014 permissive tax exemption is now July 15, 2013. At the May 6, 2013 council meeting, council adopted a new Permissive Tax Exemption Policy including new application and annual reporting forms. The new forms are much more comprehensive then were used in the past. The new information is now available at Municipal Hall, 8645 Stave Lake Street, and on the district’s website (www.mission.ca). Applicants can obtain an application form, copy of the Permissive Tax Exemption Policy FIN.31 and excerpts from the Community Charter.
