Mission council is not supporting Abbotsford in its bid to Public Private Partnerships (P3) Canada to develop an additional water source at Stave Lake. The City of Abbotsford wanted Mission to send a letter to the federal agency stating it had no objections to Abbotsford proceeding independently with the project. Mission staff, who recommended council grant the request, say the letter isn’t an endorsement, but an acknowledgement that Mission would not object to allowing services on the district’s right of ways.

“Our position is very clear; we don’t support the P3 project,” said Mission Mayor James Atebe. Not wanting to prejudice further planning and consultation requirements, the local council voted unanimously Monday night to simply receive Abbotsford’s request and not act on it. But the decision does not put an end to the P3 water debate. “If they chose to receive the request, then it may be brought up again,” said Tracy Kyle, Abbotsford’s director of water and solid waste. While Mission may not support the project, Abbotsford could proceed with its plan.

If Abbotsford chose to legally create a utility, Mission would be unable to deny access to the water. But Kyle said there are no plans to go down that road. “Our first choice is to work cooperatively with Mission.” The P3 water project was originally a joint venture between the two cities. The plan was to create a new water supply at Stave Lake in Mission, complete with pump station and treatment plant. The new supply would serve both communities and cost approximately $300 million. If the cities decided to build it as a P3 project, the federal government could provide up to 25 per cent funding

(about $72 million). However, protests against the idea of a public-private partnership, convinced Mission council to vote against the plan. Abbotsford then chose to proceed with the P3 project, on a slightly smaller scale ($284 million), on its own. Kyle said PPP Canada has received the city’s proposal and is currently looking over the business plan. “They have reviewed the case and barraged us with questions.” PPP Canada is set to discuss the plan during its June 8 board meeting and Kyle expects to hear back from them by the end of June.

Mission seniors moving from pavilion Construction on a new complex residential care facility will displace Dr. Stuart residents BY JASON ROESSLE Mission Record

Approximately 75 Mission seniors will be moving from the extended care unit to Abbotsford by fall. The Dr. Stuart Pavilion at Mission Memorial Hospital is being demolished to make space for the recently announced 200-bed complex residential care facility for seniors. According to the Fraser Health Authority (FHA), this will add 25 per cent more residential care beds to the community. While construction is taking place, the displaced residents will go to Ebenezer Home on Marshall Road, which was owned and operated by a society until its 2009 closure. Fraser Health has leased the premises until 2013. The relocation will be hard for those who visit their loved ones regularly, said Francis Storozynski, whose 95-year-old mother resides at the pavilion. “Some of these families are coming three times a day.” The first notice families received was April 28 with a phone call from FHA, followed by a meeting May 9, she said, at which approximately 30 relatives attended. But according to FHA communications spokesperson Roy Thorpe-Dor-

ward, going forward each family will be individually contacted and consulted about their relative. “We understand there is not one solution that will work for everyone,” he said, “and we know it’s stressful for some to move.” Pleasantview Care Home, a privately run facility located immediately north of the pavilion, was eyed by some as an alternative, however, that site is currently full, but the FHA is putting together a “reserved priority list for those who can’t go to Ebenezer” if a vacancy opens, said Thorpe-Dorward. Besides the distance, Storozynski voiced her worries about Ebenezer itself. “It’s about the same age as Dr. Stuart,” she said, and for some of the less ambulatory patients, there are no ceiling lifts at the Abbotsford facility. Thorpe-Dorward said there is a plan in place. “If we can’t transfer the ceiling lifts from the pavilion, we will ensure there are sufficient floor lifts,” he said. Residents are slated to start moving out of the pavilion in waves beginning in September, which seems fast to Storozynski given a contractor has not been chosen as of yet, but the FHA is still hoping to break ground by the end of the year, Thorpe-Dorward stated.

Ruskin seismic refit will proceed: Coleman

BC Hydro is proceeding with its $800 million refit of the Ruskin dam in the Fraser Valley, and beginning formal environmental review of a new design for the Site C dam in B.C.’s northeast. The 80-year-old Ruskin dam is slated for a major reconstruction to improve earthquake safety and increase output by 10 per cent to supply 33,000 homes. Energy Minister Rich Coleman sent BC Hydro “back to the drawing board” on Ruskin, seeking ways to ease steep rate increases coming to B.C. power customers to pay for its province-wide surge of upgrades and new construction. In an interview last Wednesday, Coleman said he isn’t quite finished his review, and plans to tour the Ruskin site, but it has become clear to him that work should proceed at Ruskin as well as the John Hart dam at Campbell River. “The challenge with both the Ruskin and John Hart dams is that they have

significant downstream environmental impacts if they’re not there now, because the salmon spawning area is actually below the height of the dams,” Coleman said. “Plus [at Ruskin] there are industrial users down below, a couple of shake mills and also some residential stuff, so you have to look at the whole thing.” It is technically possible to lower Hayward Lake near Mission over time and decommission the Ruskin dam, but Coleman said after studying the business case, he agrees with BC Hydro that it should be kept as a steady source of power in the densely populated Lower Mainland. Coleman said he’s satisfied that the Ruskin project can pay for itself in 12 years, and the John Hart upgrade will recover its costs in 10 years. Those estimates include rate hikes that could total 50 per cent in the next five years.

An Aldergrove ATV rider died in Mission Monday evening on a logging road in the Miracle Valley area. RCMP, B.C. Ambulance paramedics, Mission Search and Rescue and North Fraser Fire Department were called to the scene, approximately four kilometres up the gravel portion of Sylvester Road around 6:20 p.m. According to RCMP Sgt. Miriam Dickson, the man was in the area with

friends for the day, but drifted away from them and then lost control as he approached a bridge. He was killed when he flew off his machine after hitting a bridge and fell to the rocks below. The RCMP are urging outdoor recreation enthusiasts to use caution, ensure they are properly trained in ATV use, wear approved safety gear, and avoid alcohol, she said.

Signs approved along major roads BY CAROL AUN Mission Record

More cautionary horse signs will be posted on major roads where riders are known to frequent. Some of the streets include Keystone Avenue, Dewdney Trunk Road and Ferndale Avenue. Each sign will cost about $200, and more funds will be needed for maintenance. The money will come out of the district’s contingency reserve and annual upkeep will be a tax item. Signs are already on Stave Lake Road near the Horse Club, and district staff proposed an additional 22 signs, but councillors were concerned

with the associated costs and decided smaller and dead-end streets could do without. Signs should be placed on major roads only, said Coun. Paul Horn, also directed staff to develop a sign placement policy. Coun. Heather Stewart also suggested safety guidelines should be set out for horse riders too. Last year Laurie Sherman, who boards horses, asked council to consider installing signs to remind residents and motorists the Ferndale area is used by horses and riders. When there are horses on the road, drivers should slow down and give the horse and rider room if possible.

No more drive-thrus Barbara Fehrmann presented Mission council with a second petition opposing any more drivethrus in the community. More than 500 people signed the first one in 2008, and the second netted 794 signatures. Despite pressures from developers, Fehrmann says she doesn’t want council to make any exceptions to the district’s current anti-drive-thru bylaw. An earlier delegation in March accused Mission council of stifling business opportunities by

prohibiting drive-thrus. They are a convenience and consumers should have that choice, argued Arnold Muir, who noted Mission Western Developments (MWD), which has property on the northeast corner of Lougheed Highway and Cedar Valley Connector, is a victim of this rule, created in 2008. MWD received approval-in-principle in 2007, but after working through environmental issues with Fisheries and Oceans Canada, found the rules changed in 2009.

Plans for the Senate The Conservatives now have a majority government, and Prime Minister Stephen Harper has promised that Senate reform will be on the government’s agenda over the next four years. If that’s the case, why did Harper appoint three defeated Conservative candidates to the Senate last Wednesday? Senate reform is complicated. While Alberta and some other western provinces favour electing senators, Quebec and most eastern provinces are opposed. The four Atlantic provinces actually have more senators than the four western provinces — 30 to 24 — and thus don’t want anything to change. Changing how the Senate is chosen would require a constitutional amendment. However, Harper has also suggested that the Senate could be gradually changed, with provinces holding elections for vacant Senate seats. He would then appoint those elected individuals to the Senate. He has also asked his appointed senators to serve for eight-year terms. He needs to explain in more detail why he found it necessary to appoint three defeated Conservatives to the Senate. Two of them resigned their Senate seats to run in the recent election. All three are from eastern provinces — Quebec and Newfoundland. If Harper has no plans for Senate reform, it is highly unlikely that any future prime minister will be willing to take this issue on. If no government is willing to do so, it is time that the Senate was abolished. It serves little real purpose at present, and is an anachronism at a time when democracy is seen by many around the world as something to strive for. Harper must tell the Canadian public why he appointed these three individuals to the Senate just weeks after their defeat, and explain his plans for Senate reform in detail. - Langley Times

HST debate heating up M

y feedback on the harmonized sales tax debate is running hotter as taxpayers await Premier Christy Clark’s “bold” changes to the tax, due to be revealed any day. In response to several angry readers, I will restate what I had hoped was obvious by now. All but the poorest consumers (myself included) are paying more tax under the HST than they were under the old provincial sales tax. The richest pay by far the most. The “embedded” PST has been removed from many products, but evidence isn’t yet clear that this is being passed on to consumers, as economists predict. What is clear is that businesses are benefiting. What is still in dispute is what businesses are helped most. A recent BC Stats study shows that I overstated the impact of retirees. Since 1961, only seven per cent of migrants to B.C. have been 65 or older. Younger people are coming here to work, and increasingly they will be self-employed or in small business. The NDP supports lowering small business income tax to zero. YOUR VIEWS New road quality questioned Editor, The Record: Last week I began to read with interest and a growing sense of satisfaction about the council statement concerning the repairs to the newly resurfaced Cedar Street. Sadly, my hopes were dashed when it became clear that the section of Cedar being talked about was that situated south of the Cherry Avenue intersection. It is good to hear that the contractor is being brought to book for the poor finish of that section of the road. I would, however, be very interested to hear or

read an assessment of the section north of Cherry, which I have alluded to at an earlier date in this newspaper. Currently, the road is chronically uneven between Cherry and Tunbridge despite being only a few months old. Drain access covers are either standing above the road surface or sunk into it — both of which not only pose potential hazards but will also require repair within the foreseeable future. Areas of broken up asphalt (already!) have been marked in a number of spots on this brand new

surface. The intersections with Cherry, Egglestone and Tunbridge have the appearance of being unfinished and are likewise extremely uneven. There are other cosmetic issues which smack of a slapdash approach to the overall project, however, for the sake of brevity I am limiting my observations today to obvious safety concerns. Unless we hear differently, I assuming that this was a publicly funded project. I believe we are entitled to a proper standard of work and a new road surface which is flat

and hazard-free. Right now we don’t have that, and I would very much like to hear what council staff have to say about this project and whether the contractor is going to be held to a reasonable standard. We’re all used to poor road surfaces around the city, but when a brand new road is manufactured to these dismal standards, surely after nine or 10 months from the start of the project the contractor should by now have made this right? Bicycle race was worth minor road closure inconvenience Editor, The Record: Kudos to Wentings’ Cycle and Mountain Shop and all the others for organizing and hosting the first annual Mission bike race. We built our house facing the Mission Sports Park to enjoy the healthy and joyous activities it hosts. On Sunday we had the pleasure of sitting on our porch at the finish line watching some amazing athletes on some amazing bikes. The neighbourhood children were out learning about equipment and skills they have never gotten close to before. The event was

well-organized. The organizers and competitors couldn’t have been more considerate or polite. It was well worth the minor inconvenience of having Tyler Road closed until the afternoon and controlled traffic on the other roads. Competitors from out of town praised our community for its beauty and the technical challenges the route provided. Well done, people! We hope it’s a yearly event. Lynne Weisgerber Mission

A strange idea of a good time Editor, The Record: Two years ago I wrote a letter to this paper describing brainless vandalism on the grounds of Heritage Park Senior Secondary. At that time, a number of trees had been cut down one night and thrown into the wildlife pond just east of the school. Well, guess what? More brainless vandalism. Three weekends ago, trees around that pond, and the pond itself, were “decorated” with toilet paper, underwear, condoms, bright neon air mattresses and liquor bottles. Two weekends ago, all the fencing on one side of the bridge just south of the pond was broken and thrown into the water. This past weekend, two trees on the school grounds were cut down and a third had its lower branches snapped off. Half of the posts and railing surrounding the deck overlooking the pond were also cut off. All of the debris, along with a beer carton, was thrown into the nesting area of the ducks and geese. About five years ago, two large trees in HPSS’ parking lot were cut down and a couple of years before that a row of trees beside the school, along Stave Lake Road, was levelled. All of these acts occurred in the spring, close to grad. I’m assuming the culprits are young men. What is wrong with them? To the boys them-

selves, don’t you realize your damage brings a cost to an already overburdened school district and to an already fragile environment? To the par-

ents and to the friends of these boys, keep an eye on these guys. What does it say about these kids’ maturity (and masculinity) if their idea of

The event is held in 200 communities nationally and the funds raised pay for assistance dogs for those in need. This is the first time a walk has been held in Mission, and local dog owners are encouraged to get a pledge sheet from local veterinarians, pet stores and dog grooming shops. LIVING A BALANCED LIFE If we want to keep a wholesome perspective in our daily lives, we must strive to maintain a balance in the activities that occupy our time. Overall an even distribution of most everything we do is important in order to live a wholesome and healthy life. Too much, or too little, of almost anything that we get involved in on a daily basis could prove to be harmful to us if the imbalance persists. Surely being productive and always doing a good job is important; however, becoming a workaholic is not always a good thing if our life is constantly overly involved in work. Balancing labor with recreation and rest is helpful to stay mentally sound, and moderate exercise along with eating a balanced diet are necessary to stay physically healthy. Attending a place of worship on a regular basis, and daily prayer are beneficial, and help us to have a good spiritual life. God blesses those who recognize Him as their source of strength, and He wants us to take care of ourselves, physically, mentally, and spiritually. Therefore, appropriate amounts of rest, relaxation, and prayer, along with our daily chores are all necessary to maintain this vital balance in our lives. Valley Echoes Chorus earns second place The 20-member Valley Echoes Chorus (formerly Green Heart Chorus), made up of women from Mission, Abbotsford, Chilliwack and Surrey, placed second at the annual Region 26 convention of Sweet Adelines in Calgary, May 12-14. Led by Carol Argue, the local singers competed in the small chorus category. Eighteen choruses and 12 quartets from Saskatchewan, Alberta and British Columbia put their singing skills to the test during the three-day event. The Valley Echoes Chorus is a dynamic group of women who meet weekly to enjoy the pursuit of music excellence and public performance, singing four-part unaccompanied music in a variety of pop styles. They meet on Tuesday evenings, 7 to 10 p.m. at the Garden Park Towers in Clearbrook and welcome new members. Take a walk through wetlands People from many different organizations have been busy building ponds, trails, bridges, bird boxes and planting trees over the last years at Silverdale Creek Wetlands park. Come and visit this area and learn about the importance of wetlands for protecting water quality, preventing floods and conserving biodiversity. The trail is flat and about one kilometre round trip — perfect for small children. It is also wheelchair accessible for wheelchairs capable of travelling over gravel surfaces. The park is accessed off of Silverdale Avenue, approximately 400 metres east of Nelson Street. Parking is limited so be prepared to walk a bit along Silverdale Avenue. If you wish to bring your dogs, please be considerate by leashing your dogs and cleaning up after them.

Lordco Nationals start today at MRP BY DEAN MURDOCH Record contributor

The top two classes are competing at Mission Raceway Park this weekend, for one of the biggest events of the year, the Lordco NHRA B.C. Nationals. The top alcohol funny cars and dragsters are classes capable of elapsed times in the low five second range at speeds greater than 270 mph. The dragsters (TAD) have been highlighted by two or three strong-running Canadians, but this year the local hero is going to be noticeable by his absence. Delta’s Shawn Cowie, winner of this race the last two years, was dominating the class during the first two months of the season. He ran the quickest time in history earlier this year at Pomona CA, and had already won two events. But due to a horrific accident while on his way to a race Charlotte, NC, he will likely miss the rest of the season. (See sidebar) With the absence of Cowie, TAD is now wide open and will be highly contested. From Canada, Edmonton’s Don St. Arnaud, runner-up at Pomona, has quietly become one of the most respected drivers in the class. In his

second full season, St. Arnaud has already run well into the 5.30s at 265 mph, and is looking forward to running at a sea level track. Ashley Bart, in the Calgarybased Ken Gilmour TAD, has run in the 5.30s but has struggled this year. Arizona’s James Butler is driving Chilliwack’s Hugh Ridley’s TAD. That Jeff Johnsen-tuned dragster has been in the 5.30s at Mission, but new driver Butler has taken a bit longer than hoped to acclimate to the high HP car. One more Canadian in attendance is Greg Sereda from

Edmonton, and he is looking to better his career best (a 5.70). From stateside, Joey Severance is likely the oddson favourite to win as he has battled Shawn Cowie for the last four years. Severance is one of the best pure drivers in the class, and he is hot off a win in Las Vegas, and a runner-up to Cowie a week later. Ray Martin is a new driver, but he is driving for a car owner who is no stranger to the winner’s circle. Steve Federlin from Oregon has won many times at Mission as both a driver and tuner. Martin was the division six

runner-up in top sportsman. If I was a betting man I would put Joey Severance and Don St. Arnaud in the final round. In TAFC (top alcohol funny car), five drivers, three Americans and two Canadians, are the favourites. Brian Hough has been at the top in division six for over a half a decade. He won the Mission race last year and was the division champion as well. Clint Thompson, also from Oregon, has won at Mission three times and ran an awesome 5.61 last week at Woodburn testing. California’s

Steve Gasparelli will compete here for the first time, but he is a multiple national and divisional winner. Edmonton’s John Evanchuk has some new motor parts and a trick injector on his car as well as a newer and lighter Impala SS body, and crew chief Bill Moore is promising career bests for the Red Wolf team. The Red Deer-based Synoil team with Ken Gilmore in the seat is a win waiting to happen. The team has run well, but seems to be snakebitten at times. Expect to see that team in the late rounds. Other teams with a chance

are Oregon’s Jeff Ashwell and Washington’s Dave Germain. Qualifying goes on Friday with one round and Saturday has two rounds of qualifying. Eliminations are Sunday starting at noon. Shawn Cowie decal donation funds to support MADD Shawn Cowie and crew member Nik Duperon, were travelling from Las Vegas to Charlotte and had stopped in Nashville, TN for a day of sightseeing. They parked the race rig and got on their Harley motorcycles to tour the city, and were heading back when Cowie was struck by a drunk driver on the freeway. He was thrown off his bike and

flew over an overpass and down an embankment to the ground below. He was seriously injured with numerous broken bones and had lost a lot of blood. For the first couple days they did not know if he would survive. After he had started to stabilize, the worry was whether or not he would lose his right leg. After three or four marathon major surgeries over the next

three weeks, he started his long road to recovery. Four weeks after the accident he was flown back to Canada, where his lengthy therapy began. He has been at Royal Columbia for four weeks and had the pins removed from his hip and right leg. The loss of Cowie competing sent shock waves throughout North America.

One of the Cowie team’s closest friendly rivals in the sport, Hough racing, along with another fan from Seattle, started a Facebook page and designed a decal for teams to have on their cars in support of Cowie. At the NHRA event at Boise, ID, almost every one of 350 teams in attendance carried the decal on their cars and support vehicles,

HES wins 60-Minute Challenge Hatzic Elementary School was the national winner of the 60-Minute Kids Club Challenge. This health and fitness competition challenges and motivates students to do an hour of physical activity a day for 60 days, with the goal of increasing awareness about fitness and eating right for children between the ages five to 13. Hatzic bested 10 other schools in B.C. and Ontario to win the competition. Competing schools were ranked according to how many kids participated in the program and the total amount of student log-ins to the 60 Minute Kids

Twilight concerts begin June 1 The Envision Twilight Concert Series returns June 1 kicking off its 21st year at Fraser River Heritage Park. The summer series of by-donation concerts runs Wednesdays and Fridays from 7 to 8 p.m. until the final show Sept. 2. The heartbeat of drums will reverberate through the park as Chilliwack’s Pandora Steel Drum Band opens the series. The band was has been a performing part of the Chilliwack secondary music program since 2001. It was a pet project of principal Dale Halcrow (retired) and it was started by percussion virtuoso Craig Scott. The band is now under the leadership of music teacher Gary Raddysh. Students perform at a very high level but are also encouraged to have fun making music. The steel drums or pans are instruments un-

like most tuned percussion, and their sound is truly festive. Pandora Steel Band is one of only two student steel bands in the Fraser Valley and Lower Mainland. The group performs about 50 times per school year. Community groups and service clubs invite the band for parties and fundraising events. They often perform for surrounding communities at carnivals and festivals. The band has a repertoire of very traditional Calypso music. They mix it up a bit by playing some of their own arrangements of favourite pop and folk songs. The Art in the Park program continues with a variety of visual artists presenting their work each evening of Twilight. June 1 features Gina Esche’s “natural way to body wellness;” the Aboriginal art of Nancy Arcand; children’s

book author Kim Oshiro with ABC in Harmony; and Donna Duvall, acrylic painter on canvas and found treasures. The Blackberry Kitchen is open under new management with Chef Kerry Martin and partner Laurel Exner of Kela Cuisine serving tapas and dinner entrees after 4 p.m. The Log Cabin Café, run by the Optimist Club, offers a full-service concession with burgers, hot dogs, pop, nachos, and ice cream. John Vissers and David Westley return to share host duties for the concerts. Bring a lawn chair or blanket and come to the park. Admission is free but donations are appreciated and encouraged. Local potters featured in Chilliwack BY CAROL AUN Mission Record

The works of Mission potters Jo Priestley and Molly Magid will be featured in the upcoming Fibre, Earth and Fire show at the Chilliwack Art Gallery from May 18 to June 23. Priestley is submitting nine items for the show, focusing on her raku works. Raku hasn’t been in demand as much as her porcelain pieces because it’s not functional, just decorative, however, it is becoming popular again, said Priestley from her studio on Richards Avenue. These days she’s been infatuated with urn shapes and has been developing it for more than a year. “Lately, I’ve become very intrigued with a new technique called naked raku — it’s nothing but smoke and the colour of clay,” Priestley explained. Some of the pots will feature a carbon imprint of ferns, while others will be made with horse hair. Priestly is semi-retired and immerses herself in her work when she wants. “I’m just doing what I love to do,” she said. The local artist touched

clay for the first time in 1969 and has been a studio potter for 35 Priestley years. She has worked with talented national and international master potters, which has given her a solid foundation to develop her own style and experiment more. Molly Magid will be exhibiting small textured boxes at the show. She is bringing 10 of her creations to the show. She also creates big bowls and platters, but is known for her hand-built treasure boxes and that will be the focus of her display. Magid often combines printmaking and photographic techniques to her work, and she also enjoys experimenting with different textures. All her work is done in her cozy studio, Mission Clay Works Studio and Gallery, in the lane between First and Second Avenues, just east of Grand Street. Magid has been working with clay since high school and as much as she loves working, she also enjoys teaching and sharing the art with others. Her studio is open to other clay artists and

s she offers classes for f adults, children, and sea niors. n After the Magid show in Chilliwack is set up, Magid will be the featured artist at the BC Ceramic Gallery on Granville Island in June,
