RCMP costs greater than expected Mission Record

Unexpected increased RCMP costs drew sharp criticism from mayor and council Monday evening.

The district had expected the funding formula for integrated teams to be reduced to a municipal share of 70 per cent from the current 90 per cent based on negotiations for a new RCMP contract.

However, since the funding formula for the teams is between municipalities and the province — not the federal government

and province — these expectations were revised.

New information suggests only the Integrated Homicide Investigation Team would have the 70 per cent funding formula applied, while the five other teams Mission RCMP share with regional partners would continue to cost the district 90 per cent.

The $220,000 savings estimate has now been revised to $102,000 for the fiscal year, a half per cent increase on municipal taxes.

One of the incentives in the contract was the 70-30 split, said Coun. Jenny Stevens, adding she

resents the sudden change.

To maintain existing service levels, the 2013-14 budget forecast has been ratcheted up by $340,000.

If an additional $118,000 from the revised funding formula is required, as well as $150,000 in potential cost overruns based on staff vacancies, the RCMP budget would grow by $608,000, a 2.3 per cent impact on municipal taxes.

The RCMP budget estimate for 2013-14 is $8.3 million, assuming an integrated teams ratio of 90-10.

The five-year forecast calls for an annual growth of $347,000.

Mayor Ted Adlem was also an-

noyed the contract is asking Mission to pay $1,200 per full-time equivalent for the $1.2 billion RCMP E-Division headquarters being built in Surrey.

“That wasn’t part of the negotiations for the current contract,” he said, adding Mission taxpayers shouldn’t have to pay for a building in Surrey.

Council voted to send approval in principle of the 2012-13 RCMP budget estimates to the justice ministry, with questions about integrated teams, the headquarters charges, and the above-expected cost of purchasing long guns.

Central school stalwart retiring after 25 years

Spending a quartercentury educating at the same school has a number of benefits according to Barbara Garland.

She has been teaching the children of former students, and her longevity at Mission Central School helps many parents to trust her methods.

The popular Grade 1-2 teacher is retiring this year, ending 25 years at Central, and 31 years teaching.

“I did a lot of moving in my life,” she said.

“But after my second son was born, I wanted to start putting down roots.

I like the stability of being in the same place.

And I feel like I can offer something — that I can be of help to my students.”

The high-energy and dedicated educator has adorned her classroom with a myriad of colourful student artwork, and educational posters, and you sense she could tell you who crafted each piece without searching for a signature.

Her connection to her students is strong, and she has embraced the First Nations culture of the school, which has

been folded into a number of things at the school including ceremonies, activities and artwork.

Where many teachers would prefer to teach one grade, Garland enjoys the splits.

“The students you’re

teaching may not clearly be Grade 1 or 2 in their ability,” she said.

Having both age groups allows her to implement a number of her own teaching strategies and methodologies to help all her students succeed.

“It’s a continuum of learning.”

Garland is originally from Ontario, and taught for two years immediately after earning her teaching certificate.

Shortly after marrying at 21, she stopped working and attended Queen’s University full-time to earn her bachelor’s degree, something that wasn’t required when she first started teaching.

Educating the next generation has woven itself into the fabric of Garland’s identity, satisfying her artistic desire to be creative and contribute to society, which explains why the long hours are taken in stride.

“I do what I personally feel I need to do, to feel like I’ve done my best,” she said.

Not surprisingly, the children are what she will miss the most come September.

“I love this age group.

The way their little minds work, their innocence.”

But she will revel not arising early, nor filling out report cards — something she admits to agonizing over each time — and is looking forward to returning to singing, exercising, travelling and cooking.

“It’ll be my new art.”

MSCA gets Taulbut building The association has a year to develop a business plan

The Mission Seniors’ Centre Association (MSCA) is taking over the Community Activity Centre while the search for a permanent home continues.

Municipal council has given MSCA three months to take control of the centre, and a further 12 months to come up with the business plan.

Three potential locations for a new centre remain after council removed St. Andrew’s Church as an option following a request from the church of a yes or no answer.

The remaining sites include renovating and expanding either the Leisure Centre, Pleasant View,

or a location on Fletcher Avenue.

Though Bob Ingram, president of MSCA, declined to give preference to any one option, he said Pleasant View lends itself to the greatest possibilities, as it is near existing seniors’ housing.

The municipality will form a task force to work with the MSCA help identify the best option.

Of the 163 people surveyed at a March 1 open house at the Leisure Centre, 81 per cent said they would not be willing to pay to use the facility. A further 78 per cent wanted no membership fee, and 43 per cent said operating costs should be fully funded by taxpayers.

That option just isn’t on the table, according to Mayor Ted Adlem.

“There has to be some kind of a user fee,” he said, adding that’s standard with any other organization with which the district partners.

Unless residents want a big increase to property taxes, “there’s no such thing as a free lunch,” Adlem said.

Another finding of the survey was that although 50 per cent of respondents did not support a strata ownership model partnered with a seniors’ centre, a focus group thought it would be a good idea.

Ingram cautioned that survey respondents may not represent the population, but had trouble believing a strata partnership would work in the current economic climate.

That’s where the task force comes into play, trying to bring all seniors groups together to create a single voice, he said. The task force needs to be “large enough to be representative, but not so large that it becomes divisive.”

In the end, what the task force recommends is going to depend on how it will be financed, said Adlem.

For now, district staff is working with the MSCA to ease transition into their new digs.

Maureen Sinclair, director of parks, recreation and culture, said the MSCA isn’t in a financial position to immediately absorb the facility operating costs.

Harvey sells popular restaurant

May you always have work for your hands to do.

It’s an Irish proverb that fits self-admitted workaholic Stu Harvey, owner of The Wee Chippie fish and chips restaurant. But he’s putting that work aside for now to spend time with his children, and has sold the eatery to another fish and chips company from Pitt Meadows.

“It’s been seven years with no real vacation,” he said Monday in halfnervous and half-excited apprehension of leaving the shop, which has been a mainstay in Mission for 25 years, behind.

The restaurant was opened by Scottish immigrant Billy Larmer in 1987 where the Cedar Grove Animal Hospital is located today. At the time it was the only business in the building, so Larmer prefaced the Chippie name with Wee, for its tiny size.

“I helped them open it. I was a manager at McDonald’s at the time and I went

over and helped them because we were family friends,” said Harvey.

The two immigrated to Canada in 1975 and both lived near 14 Avenue and Horne Street. Harvey is from Ireland, and when he bought the Wee Chippie from Larmer in 2004, he festooned the place with Irish symbols and motifs, including shamrocks hanging from the ceiling.

At the time, The Wee Chippie was doing brisk business, with $500,000 in annual sales. Harvey had been a manager at McDonald’s for 15 years, and made the jump to

become a small business owner. In the end, it didn’t work out.

“For mom and pop restaurants it’s a tough go,” he said, adding a combination of the HST, stricter drinking and driving laws, and an increase to the minimum wage hurt his business.

“Our demographics for fish and chips was seniors. And seniors got hit really hard with the HST. Their bills went up and their income didn’t,” he said, adding he estimates he lost 35 per cent of his customers when the tax came into effect.

mains quintessentially Irish, with a foosball and air hockey table and hand-drawn pictures of Irish landmarks. Various jerseys of Irish soccer teams adorn the walls and there are Irish “tea towels” as well.

That will soon change, as the family-owned Austin House fish and chips company moves in, which already has a location in Pitt Meadows on Harris Road.

“They do their fish and chips a little bit different. They’re Chinese so it’s a light tempura batter rather than British-style,” he said before adding he likes the taste.

Harvey is looking forward to spending time with his children, who are 10 and six, saying he missed out while he was working all the time. He said a summer off will give him a chance for reassessing.

And who knows? After selling his stake to Harvey, Larmer moved to Quesnel and opened a Wee Chippies there as well. As another Irish proverb goes, “life is a strange lad.”

Goodbye, AirCare AirCare will die a natural death in December, 2014. It is long overdue.

The provincial program, which is operated by a private operator under TransLink oversight, was actually instituted in the dying days of the Social Credit government. The Socreds were desperate to be seen as ‘doing something’ about air pollution from vehicles.

By the time the program was up and running in early 1992, the Socreds had been voted out and the NDP were in power. Thus some members of the NDP are claiming that the program came in under their government, which is technically true. However, it was not their policy initiative.

AirCare has been unpopular from the beginning, but at first it did serve a purpose. There were a lot of polluting vehicles on the road, some with pollution control equipment that had been disabled. Others belched oil smoke because of engine wear, and there was nothing to stop such vehicles from being driven indefinitely.

AirCare hasn’t been necessary for some time.

There simply aren’t enough older vehicles on the road to make such an expensive and bureaucratic program necessary.

The province’s idea is to perhaps shift the emphasis to testing of larger vehicles. Large trucks and buses have not been held to the same anti-pollution standards, even though they are a key source of vehicle emissions.

It doesn’t make sense to set up AirCare-type stations for large vehicles. What would be more logical would be to give police and commercial vehicle inspectors enough power to take a badly-polluting vehicle off the road, or order one in for testing if they suspect pollution control devices have been tampered with.

Chaos reigns in wake of HST T

he old saying goes that if you like sausages and laws, you shouldn’t watch either one being made.

The legislature’s sausage factory worked overtime to crank out a pile of legislative change before the government choked off debate and shut it down for the summer. This is after a dozen complicated bills were stuffed into the hopper in the final month.

For the first time in B.C. history, debate was carried on in three separate chambers to try to get through it all. It created a chaotic scene, with politicians and reporters dashing around trying to create the impression they were on top of it all.

The NDP opposition screamed bloody murder about this travesty, especially as the clock ran down last week and bills were assigned a token 30 or 45 minutes to meet the BC Liberal government’s arbitrary deadline.

Alas, what little time was allowed for the opposition to question legislation was

largely frittered away with the usual partisan sniping that substitutes for alternative ideas.

The good news is this mad rush wasn’t a calculated scheme to ram through unpopular, unfair measures.

Quite the contrary. The BC Liberal government’s back is to the wall, trying to do what the public and circumstances demand and save its own skin.

Here’s a partial list of the marching orders.

Get rid of the harmonized sales tax and bring back To a computerized version of the old, inefficient provincial sales tax.

Unclog the court system, which has become so constipated that a Stanley Cup riot fool can’t even plead guilty in a reasonable time. And find a way to make our growing population of urban anarchists and assorted other deadbeats pay to ride transit.

The unprecedented job of creating a modern system for the archaic sales tax was the main cause of the legislative logjam, tying up government lawyers and delaying drafting of other bills.

Small businesses that paid $3,000 to convert to HST get to pay another $3,000 to go back, and we had all better hope the new computer software works.

Speaking of computers, one of the laws passed amid the shouting m is one that establishes an online system for disputing traffic tickets.

Police will print out tickets from their cars instead of hand-writing them, and drivers will have an alternative way to argue about whether they really ran that red light.

Fighting a ticket in court now takes seven to 18 months, tying up judges, court registry staff and

police. An administrative system won’t keep them all out of court, but the government hopes to reduce the average resolution time to 90 days and save $8 million a year or more.

A similar administrative system is being established for small civil claims and strata property disputes.

Some legislation is to fix earlier screw-ups. A judge tossed out B.C.’s most heavy-handed administrative penalties for failing a roadside blood alcohol test, so the government brought in a new version that allows for another administrative appeal.

Even with the last-minute rush, four bills couldn’t be rammed through.

Since the legislature will almost certainly have to be recalled to impose a contract on teachers this fall, the government would do well to provide a couple of weeks for orderly debate at that time.

Better solution needed for First Avenue Editor, The Record: The traffic-calming measures and truck diversion proposal for First Avenue are only a temporary fix to Mission’s downtown woes. Ultimately, a more comprehensive solution has to be implemented.

Personally, I would like to see the creation of a proper two-way traffic corridor through downtown Mission and a two-way designated truck route on North Railway Avenue.

This would put an end to commercial trucks travelling through downtown.

The one-way street through downtown Mission is outdated and dysfunctional. The one-way concept within the context of this town makes little sense, and is bad for business; it does little to create an attractive accessible downtown. There is considerable evidence that two-way streets are good for business. Twoway streets encourage slower speeds that result in drivers paying more attention to the businesses they drive by. Downtown Mission had a two-way traffic corridor back in the 1950s. Photos show a vibrant downtown that looked rather appealing compared to what we presently have.

Numerous Canadian cities have converted former one-way traffic corridors into two-way streets in order to slow traffic and reap the economic benefits. A good start to revitalizing our downtown core would be to do the same.

Obviously, this would require the construction of

an overpass to redirect vehicles; challenging perhaps, but not impossible.

In addition, an elevated parking facility should be built over Railway Avenue similar to the design in New Westminster over Front Street. Parking downtown is inadequate and needs to be addressed if business is to grow.

Surely, there must be some infrastructure funding out

there that could help make this a reality.

New Westminster is a good example of how creative minds can revitalize a downtown core.

Fort Langley and Lyndon, WA are other good examples. These towns offer a downtown that is safe, attractive, and a pleasure to experience. New Westminster has a designated truck route, consequently,

the noise and inconvenience of truck traffic is not an issue. In addition, New Westminster developed their waterfront for residential and commercial use. Something as of yet, we have been unable to accomplish. There is absolutely no reason we could not do the same here.

Cycling4Diversity gets message out successfully: Herar

The Cycling4Diversity tour, organized by Mission’s Ken Herar

and Sarina Derksen-DiMartino ended recently, and both residents report their talk about cultural inclusion and welcoming others across the

the group of riders to 40 stops in nine cities, including schools and community centres. The high-energy ride ended in Victoria at the Legisla-

ture, where the provincial government proclaimed a Cycling for Diversity week.

Herar and Derksen-DiMartino noted there were

lots of questions from students and good support from representatives in each city.

“We felt, as a team, that we were successful in delivering our message,” said Herar, which was linked to this year’s theme of building bridges of dialogue, one city at a time.

The trip highlight for Derksen-DiMartino was “meeting with the chil-

dren and seeing that they were getting the message.”

In nearly every school, she continued, there was discussion around diversity actively being taught. “[The students] are already living diversity and bringing it into their home.”

Bridge work nearly done The $21-million seismic refit of the Mission Bridge is into its final phase, with work underway to improve the earthquake resistance of the ground and bridge footings.

The first phase was the structural retrofit. This included almost $12 million in improvements to the superstructure, including column and beam strengthening, concrete reinforcement, a new seismic restraint system, new deck joints and painting of various components.

New cycling railings and approaches valued at $1.5 million were also completed as part of the superstructure improvements.

The final phase is the ground densification work.

Kani Foundations Technologies and Fraser River Pile and Dredge Inc. are carrying out the ground strengthening work and installing an earthquake drainage system. Future work includes slope stabilization, which is expected to begin this summer. The entire project is expected to finish in late 2013.

Groups receive anniversary grant money STORIES BY ADRIAN MACNAIR Mission Record

The district has awarded seven groups $28,200 in provincial culture grants designated for Mission’s 120th anniversary.

Of the 18 applicants vying for a share, the Lifetime Learning Centre Society, Mission Youth Unlimited, Mission District Historical Society, Mission Soapbox Derby, and Mis-

sion Regional Chamber of Commerce all received roughly $5,000 each, while the Mission Arts Council snagged $3,000, and the Mission Library got $750.

To qualify, groups had to be non-profit based, not exceed 80 per cent of the project’s total cost, the amount not go to administrative costs, provide a tangible benefit to the community, be started by Sept. 29 and completed by year’s end,

and submit a financial report to the district.

The grant panel, appointed by Mayor Ted Adlem, was comprised of former councillor Danny Plecas, local business owner Debbie Trenholm, and director of parks, recreation and culture Maureen Sinclair.

Coun. Jenny Stevens said she would place “blind faith” in the panel’s recommendations though she criticized the

report for not explaining why some organizations were chosen.

“I’ve no way of making an informed vote,” she said.

Of the $75,000 awarded to the district by the province’s culture ministry, $35,000 was allocated toward upgrades to the Clarke Theatre, $10,000 to the 120th anniversary celebration Sept. 29, and the remainder to arts and culture grants.

Robertson ends 25-year career with district Friday was the final day of a quarter-century of service for Mission’s top bureaucrat Glen Robertson.

“It feels different,” he said chuckling. “It’s not something I’ve done before. But I’m sure it’ll be very good.”

Robertson has served at the helm of the district for 21 years as chief administrative officer and another four years prior as director of planning. He also worked five years with the City of Abbotsford, and three years on the east coast, bring-

ing his municipal career to more than 33 years.

He said it’s difficult to isolate any single crowning achievement in his long career, preferring to think of the various projects he was involved in that improved the community. Things like the $50-million hospital upgrades and new Campus of Care, as well as the Mission Health Unit.

“That’s something I’m proud to have been involved with,” he said, adding the Leisure Centre, Cedar

Connector, Silver Creek industrial park, and the Junction Shopping Mall to the list.

But more than being involved in big projects, Robertson said he’ll miss his co-workers.

Replacing Robertson is former finance director Ken Bjorgaard, who has worked closely with his predecessor in recent months to get up to speed.

“I’ll be around and be a part of the community. It just won’t be in the same role,” said Robertson.

Few changes as municipal What’s Happening grants are announced in Mission

Council has approved $82,500 in municipal grants in aid to community events and organizations, down by $750 from last year.

The Mission City Farmers’ Market will receive $400 less, while the Fraser Valley Marine Society and the Mission Alano Club will have to make do with $500 less.

Taking the brunt of the decline was the Mission Artists Association, seeing a $700 drop compared to last year, and the Opening Nite Theatre Society will contend with $2,000 less.

Although money will be tighter for the non-profit theatre group, which will receive $4,000, actor and director Camille Knight wasn’t overly concerned.

“We’re always trying to reduce our reliance on public money. But we want to do that while still keeping the same level of quality of our programming,” she said, adding every penny currently goes toward the various plays put on throughout the year.

Knight said its recent run, The Odd Couple (Female Version), was its best show ever, enjoying sold out performances nearly every weekend.

The Mission Artists Association, composed of roughly 15 local artists who put on workshops and shows throughout the year, received just $300 of the $1,500 for which they applied.

Garage sale fundraiser June 8-10 On June 8-10 between 9 a.m. and 3 p.m. there will be a garage sale at 33121 North Railway Ave., raising money for The Fraser Valley Humane Society.

The society is Mission’s only cat shelter and relies upon donations to continue its work.

“I think we can handle it. Possibly next year we’ll get more,” said association president Teri Phaneuf.

The two annual workshops cost around $500 each, which will necessitate an entry fee increase, she said.

Coun. Nelson Tilbury, who sat on the municipal grants select committee meeting April 20, said although he couldn’t discuss the specifics of the in-camera meeting he hoped people understand the district’s financial constraints.

“We just don’t have the money. The wages and everything within the city are just eating everything up,” he said, adding they had to try and award $58,400 in grants from $153,767 in requests.

But Tilbury said he was pleased council fought to keep the same funding from last year and did not have to make any big cuts. “[The committee] tried

to identify where people were what they might call double-dipping,” he said, referring to organizations who get a fee for service as well as apply for grants.

Two organizations saw increases from 2011, with the Optimist Club of Mission receiving $3,000, up $1,000 from last year, and the Senior Animals in Need Today Society (SAINTS) which received $1,500, up $500.

“It’s gratifying to know that the municipality and the people of Mission really appreciate what we’re doing,” said SAINTS volunteer Maggie Calloway, adding its the only Canadian shelter specializing in care for senior or disabled animals that would ordinarily be destroyed if they could not be adopted.

Tilbury said the core services review, due to be completed in late June, will help council to see if more money can be freed up.

The District of Mission has declined a request by the cash-strapped Mission District Historical Society to provide $15,000 for municipal grants in aid.

The Municipal Grants Select Committee met April 20 to recommend awarding $58,400 in grants of the $153,767 total requested from various groups.

But Ann Senae, treasurer of the society, says user fees can’t cover the revenue shortfall left by last year’s provincial cuts in gaming grants.

“We really count on that gaming funding to make payroll. As it is now, the museum and archives are only open two and a half days a week, and if we don’t get the additional funding it means we’re going to have to cut down open-

ing times,” she said.

Society director Joan MacLatchy approached the previous council for money in early November 2011, saying the society is digging into reserves to make up for the $11,000 funding cut, but was denied.

Senae said the only expense left to cut is wages.

“The people who run the departments pinch pennies like crazy so we’ve managed to have a bit of a surplus so that we can keep going for a couple of years. But if we have another year with the gaming cuts I’m not sure what we’ll do,” Senae said.

The society’s 2012 expenditures are $123,000.

It receives $75,000 from the district, $14,000 from the province, and other revenue is generated through user fees and fundraisers.

Centennial Park Dog Off-Leash Area Open The north end of the park below 14 Avenue is now open and the grass has been restored. Please be mindful of the rules for use of the area. Mission Animal Control Officers regularly patrol the area to encourage compliance, especially picking up after your dog.

Centennial Park Tennis Courts The courts are being re-surfaced and are currently closed. The work is weather dependent. In the meantime, the Hillside Park/Elementary School courts are open at the corner of Peacock Street and Casselman Crescent.

Lane Creek Park Stairs The stairs will be closed temporarily to permit an extension to be added at the bottom of the stairs leading to the Seventh Avenue Sport Courts. The work will begin shortly and last approximately one week. Access will still be available from Kinsmen East Park on Murray Street.

190 nurse practitioner jobs added

The B.C. government is spending $22.2 million to fund 190 new nurse practitioner positions around the province over the next three years.

B.C. established nurse practitioner training in 2005, with a master’s degree program that allows registered nurses to take on many of the functions traditionally reserved for doctors. The health ministry says there are currently 225 nurse practitioners registered with the College of Registered Nurses of B.C., but 72 are not working in that capacity and another 30 are graduating from the program this year.

Health Minister Mike de Jong said the new program is designed to close that gap.

The positions are seen as important in shifting the health care system from an acute care model to a preventive and

chronic care model that better matches the actual demand and B.C.’s aging population. The government passed legislation in 2011 to allow nurse practitioners to provide their full scope of practice, including diagnosis, prescribing drugs, ordering diagnostic tests and treating most common medical conditions.

NDP leader Adrian Dix called the program an overdue measure that he has been urging the government to do for several years.

“What the government was doing was training nurse practitioners and seeing them go the United States and go to Ontario because the government that trained them didn’t think highly enough of the program to actually have jobs here,” Dix said.

There are currently 45 nurse practitioner training positions, 15 each at the University of B.C., the University of Victoria and the University of Northern B.C.

Judge weighs doda dangers Mission and Abbotsford men face charges

Doda — an opiate commonly consumed in tea or hot water by South East Asians — may earn two B.C. men criminal records for harvesting a seven-acre field of it in Chilliwack.

But because the drug is rarely seen in B.C. court cases, provincial court judge Roy Dickey will have to weigh several factors before sentencing the two men arrested when police raided the field in rural Chilliwack back in August, 2010.

Tehal Singh Bath, a 32-yearold Abbotsford man, and Mandeep Singh Dhaliwal, a 30-year-old Mission man, have pleaded guilty to production and possession of a controlled substance for the purposes of trafficking.

But Crown lawyers took the unusual step this week of present-

ing Dickey with more information from police witnesses to familiarize him with the production and potential street value of doda.

“It’s a serious offence and we want to make sure the judge has before him all the relevant material to arrive at an appropriate sentence,” federal Crown prosecutor Brad Smith said outside the court last Thursday.

But defense lawyer Ian Donaldson suggested outside the courtroom that the “collateral harm” caused by doda is less than other drugs controlled by the criminal code.

“This drug does not appear to be one that has caused harm to the B.C. population, as far as I know,” he said. “No one is over-using doda and breaking into homes to feed his or her habit.”

But during Thursday’s court hearing, Detective-Const. Mark Haywood testified that doda has been an “ongoing concern” of the Peel Regional Police, especially since Arizona suppliers have been shut down by Canadian border agents and prices have shot up dramatically.

“It’s essentially gone through the roof,” he said.

Doda is used “almost exclusively” by the South East Asian population around Brampton, Ont., Haywood said, where it can be bought at meat and dry flower shops.

He said in 2010 one ounce of doda could fetch $50-$75 and one kilogram $2,500-$3,000, but the price had “basically doubled” in the last two years because of the Arizona supply problem.

Haywood agreed with Donaldson that, like other drugs, the larger the quantity of drug purchased, the less its price on the street, but he also noted that he has never heard of any doda being produced on this scale in Canada.

However, Donaldson questioned the size of the poppy harvest in Chilliwack as calculated by the police, and the value estimated by police in a “controlled grind” of 20 pods to produce the doda powder.

“Obviously, there is a legal significance in a general sense,” he suggested, in the size of the grow operation and the sentence Dickey will impose.

Smith and Donaldson return to court June 19 to fix a date for their sentencing submissions.

Appeal granted on GST fraud conviction

An appeal has been granted for a Mission man sentenced to four and a half years in prison for his role in a GST fraud scam.

Sikander Singh Bath, 57, is appealing both his sentence and conviction on six counts of fraud.

He has been released from prison, pending the outcome of the proceedings.

Bath was convicted in December 2011 and sentenced in April, along with co-accused Manjit Khangura, 41, of Abbotsford, who received a three-year prison term for three counts of fraud.

The two men were originally each charged with 20 counts of fraud and two counts of money laundering. The Crown had alleged the pair created 20 false companies purporting to export lumber, shake and shingle products between 1994 and 1997 and fraudulently claimed GST refunds of between $400,000 and $2.4 million each.

The judge ruled that Bath was involved in six of the sham companies, collecting approximately $400,000 in false claims.

Nominations for the medal are open until December 2012. Approval of nominees by the Chancellery of Honours takes about two to four weeks, and once approved the Royal Canadian Mint sends a medal and information package to the recipient.

Bath was convicted on

grounds that were “unreasonable and unsupported by the evidence,” according to his lawyer.

Hinkson granted the appeal and agreed that Bath should be released from prison in the meantime, saying he poses no public safety risk and previ-

ously followed the terms of his bail while awaiting trial.

A date for the appeal proceedings has not yet been set.

Federal electoral ridings to be reviewed

It’s that time of decade again, and the boundaries of the federal riding Pitt Meadows-Maple Ridge-Mission could soon change.

Every decade, Canada’s electoral boundaries are reviewed and redrawn to account for migration and population growth based on census figures.

B.C. is set to get six new ridings as the

boundaries are redrawn, with the number of MPs rising to 42 from 36.

The recently established three-person Federal Electoral Boundaries Commission for B.C. has begun its review, headed by the Honourable John

E. Hall and commissioners Stewart Ladyman and J. Peter Meekison.

Hall, a judge in the Court of Appeal in Vancouver, was appointed by the Chief Justice to be commission chairman last December.

area for future growth, a trend he expects to continue over the next decade.

“I’ve done some driving around out there... and I was really quite astounded what was going on through Cloverdale, Langley. And when I went through Mission I thought it’s not all that big a difference from the old days, but it’s starting to seep out there from the edge of Maple Ridge, so that’s going to grow a bit.

“I don’t know if it’ll go as far out as places like Ruskin, but you know it’s going to start there some time.”

Mission’s MP, Randy Kamp, said the word in political circles is that almost every riding in the Lower Mainland/Fraser Valley region will likely be reshaped.

Citing a sharp drop in air pollution from cars that have become ever cleaner, B.C. Environment Minister Terry Lake said the provincial government will scrap AirCare emission tests for light vehicles by the end of 2014.

The decision will end a long-standing irritant for many Lower Mainland motorists who saw the program as an unjustified cash grab that cost them $46 every two years.

And Lake also promised fees will be reduced in the last year of the two-anda-half year phase-out period.

“Times change, technology changes and it’s time for progress,” Lake said, adding the move will save families money.

He pledged a review of the need for emissions testing in future, suggesting the program may be retooled to test heavy trucks or other vehicles, but made no guarantee.

will be published so the public can comment, and an estimated 20 public hearings will be held in the fall.

After the public’s views are considered, the commission will submit a report to the House of Commons, where MPs will provide feedback that will then be reviewed by a parliamentary committee.

A final report is then submitted to the Chief Electoral Officer of Canada for preparation of a document called a “representation order.”

This final step allows the new electoral map to be officially implemented, and used at the first general election called at least seven months after the representation order becomes law, likely in time for the 2015 general election.

If an election is called before one year elapsing following adoption, the old system would be used.

Hall said he expects most of the six new seats to wind up in the Fraser Valley on both sides of the river, although it could potentially affect electoral lines in Burnaby, Richmond and Vancouver as well.

Commissions tend to limit each federal riding to 105,000 people, though that’s not always possible in expansive northern ridings like Skeena-Bulkley Valley.

Hall said commissions tend to work with the numbers, but aren’t the only factor, also looking at community interest and historical considerations.

Mission was part of the federal DewdneyAlouette riding prior to the 2004 federal election, a territory spreading as far east as the Harrison River and north to the southern end of Lillooet Lake. Before that, Mission-Coquitlam existed from 1988-1997, and Mission-Port Moody from 1979-1988.

light trucks on the road currently go through AirCare under the current rules, because of an eight-year exemption period for new vehicles.

Most older cars that are tested pass AirCare without difficulty but those that fail must get a tune-up and re-test to get insurance.

Thirteen per cent of those tested in 2007 failed.

A multi-agency review in 2010 found the air quality benefits and health impacts justified keeping AirCare until at least 2020.

Lake agreed there would be some benefits to continuing, but said they are diminishing.

Metro Vancouver’s board voted in 2010 to retain AirCare and the decision was narrowly endorsed by the Fraser Valley regional district board. Both regional boards supported a continuation, coupled with an expansion to test large diesel trucks.

Mission Special Olympic soccer team wins five games Mission United won all five of its games over two days at the Special Olympics Region three soccer qualifiers, held at Mission Sports Park

May 19-20.

A total of 19 teams attended the event, and were split into four groups, according to their ability. The teams had

to come to the qualifier to give them a chance to compete in the 2013 Special Olympics of B.C. Summer Provincial Games.

RUSKIN DAM AND POWERHOUSE UPGRADE PROJECT ROAD AND RECREATION CLOSURES The British Columbia Utilities Commission (BCUC) has given BC Hydro the green light to proceed with upgrades to the Ruskin Powerhouse and Dam that will improve the seismic safety and reliability of the 82-year-old facility. The decision means BC Hydro may now begin construction on this important project.

A local girl will soon be vying for the top spot among 16 fellow models for the 2012 ITM Glamour Model competition happening today (June 7).

Sixteen-year-old Angela Marks was scouted along with 15 other girls and eight boys to land a gig with the modelling agency that could win her a trip to China for a fashion show.

Marks began trying out for modelling agencies last year with limited success.

It wasn’t until she met Charles Stuart, a talent agent who discovered Coco Rocha, that he suggested she enter Faces West, a three-day modelling convention where the next big talent is sought. That convention helped her gain connections to other events.

Her breakthrough came via a Facebook competition called Vancouver Street Fashion where she placed third. Since then her opportunities have snowballed.

When she applied for the ITM competition there were 500 initial hopefuls. She survived the first round of cuts down to 80 applicants, and then learned she had made the short list of 16 girls who would participate beginning April 2.

“I call it a boot camp, but it wasn’t, it was more fun,” she said.

Each year, ITM selects a group of models to work with the industry’s top directors, designers, photographers and makeup artists in six weeks of intensive training, taking part in photo-shoots, interviews, workshops, special events and fashion shows.

Everything she’s learned since then will be performed June 7 in front of hundreds of spectators and judges from China at the Glamour Finale Show in River Rock Casino, Richmond, with proceeds from the event going to the BC Cancer Foundation.

Marks said it feels good to be (unofficially) representing Mission.

“I like it because people will be like, oh it’s Mission, a little farm town, they’re not meant for modelling. So when I walk out there I kind of prove everyone wrong,” she says giggling.

But Marks says Missionites can make it big, citing the fact that her principal, Larry Jepsen, is the father of smash pop sensation Carly Rae Jepsen.

A small women’s vocal ensemble, The Larks create beautiful, rich harmonies and intricate rhythms.

With a repertoire that spans centuries and many musical traditions from around the world, The Larks delight in the sublime and the silly.

The Larks come together through friendship, a deep desire to sing music that stirs and a shared love of exploring the voice.

An intimate, diverse and fluctuating group, these six women are drawn to a variety of unusual rhythms, curious word sounds and intricately trippy harmonies.

Many of the arrangements, as well as much of the direction, comes from musician Karla Mundy, a well-known Vancouver choral music

KOKOSKA John Adam May 16, 1031 - May 30, 2012 John passed away peacefully at the age of 81 after a 21 year struggle with Parkinson’s Disease. He will be sorely missed by his wife of 54 years, Elsie, his son Darryl (Theresa), daughter Jennifer (Kent) and grandchildren Kendall and Colby, as well as many extended family and friends. John was born in Durieu, one of nine children to Anna and Adam Kokoska. He is survived by siblings, Frank (Ruby), George, Annie (Steve), Wanda (Melvin), Halina (Gordon), Edward (Judy), Peter (Bev). He was predeceased by his parents, his sister Regina, brother-inlaw Garry and sister-in-law Honey. John was hardworking and dedicated to family, friends and his community. He was well known for his warm smile and blue eyed “winker”.

The majority of his career was spent in the logging industry where he was well respected by co-workers and crew. In his “spare time” he tended his family farm. John and Elsie loved to entertain. Family and friends have many fond memories of dinners, parties, and dancing to live music on the hardwood floors. All enjoyed the invitation to fish in the trout pond that he created.

The family offers heartfelt thanks to the caring staff at Pleasant View Care Home for their kindness and support. In lieu of flowers please consider donations to the Parkinson’s Society of BC. A Prayer Service will be held on Friday, June 8th at 7:30 pm and Funeral Mass on Saturday, June 9th at 11:00 am at St. Joseph’s Catholic Church, 32550 - 7th Ave, Mission, BC, with a reception to follow in the church hall.
