Long overdue BC Hydro infrastructure upgrades to the 81-year-old Ruskin Dam are scheduled to begin in mid-2012, but local residents have warned district council it will be “unendurable.” The six-year project is expected to cost $850 million and will entail crews working 20 hours a day, which resident Stewart Swingle says will have a severe impact on his quality of life. “There’s no way you can do this quietly,” he said Monday during a presentation by the Ruskin Townsite Residents Association. Most residents live directly downstream from the dam on the west bank of the Stave River extending to Thompson Creek Farm. They expect drastic noise and light pollution from construction vehicles, delivery trucks, and crews working six days a week. Noise is especially an issue because the valley provides acoustic amplification. Swingle acknowledged BC Hydro has been working with the association since Dec. 1, 2010 but said though they appreciate the consultation, it doesn’t change much. “At the end of the day, no matter how hard you try this is going to be difficult on the residents,” he said. BC Hydro has offered mitigation

As well, there will be noise monitoring, use of electric generators (instead of diesel) when possible, and a light pollution plan included in the contract. “They are trying and they do seem to have our best interests, we’ll see if it will work or not,” Swingle said. He has reason to be concerned. The residents endured a previous BC Hydro project on the right abutment of the dam on Wilson Street — this abutment is scheduled for more construction in the project — where the roadway is built on a rock ridge consisting mainly of glacial silt and erodible sands. That project caused a major disturbance to residents, including noise until 2 a.m., light, dust and traffic.

Dam work starts in May The BC Hydro upgrade to the Ruskin Dam on Stave Lake is set to begin May, 2012 and take six years. Built between 1929 and 1930, the dam now requires seismic upgrades to the superstructure and modernization of the powerhouse, expected to cost between $718 million and $857 million. There are four components to the project: • The right abutment of the dam, including the roadway, requires stabilization and is slated for construction between 2012 and 2013. • Construction on the dam will begin in late 2013 and continue until 2017. It will include a new two-lane road allowing access for fire trucks

and a pedestrian walkway over the dam. As well, the 1950s facade heritage will be preserved and used in new construction. • The powerhouse building will be upgraded between 2012 to 2013 with the power generators slated for 2014 to 2017. • Lastly, the switchyard will be shoehorned in some time between 2014 and 2017, but that hasn’t been decided. The seismic upgrade would enable the dam to withstand a 1:10,000year earthquake severity. The application for the project is currently before the B.C. Utilities Commission, with final submissions from BC Hydro in October or No-

vember. A decision from the commission is expected in the early part of 2012. BC Hydro has an ongoing environmental management plan on its website which allows for community engagement. There are expected closures of the Reservoir Trail, Ruskin picnic area, and the beach at Hayward Recreation Site during construction. As well, Hayward Street from Wilson Road to Keystone will be closed. The project will require up to the equivalent of 500 full-time workers involving two 10-hour shifts, six days a week. The upgrades will power the equivalent of 33,000 homes.

explore restricting parking to resident-only, while BC Hydro is looking into building designated parking adjacent to the new switchyard. Mayor James Atebe said the project has economic benefits to the district, but the social harm has to weighed carefully. Coun. Danny Plecas expressed

concern about tourism, adding “over the next four years we’re going to lose a lot of visitors to this area.” The consultation between BC Hydro and residents was commended by council, who will now wait for staff to complete traffic impact and parking studies before enacting bylaws, if required.

Public Safety Inspection Program (PSIT)

On January 24, 2011, the District of Mission put the Public Safety Inspection program on deferral as a result of public concerns and initiated a full review of the program. The review completed in March made a series of recommendations that were adopted by Council, which can be viewed at www.mission.ca. One of those recommendations was to review all PSIT-led open files. This has now been completed. The District has determined that 15 of these properties did not meet the evidentiary test. These properties have had their fees reversed and a written apology has been issued. The continuation of the PSIT program, if at all, is going to be considered by Council in July. I am certain we will carefully weigh the lessons learned from the review with the intended goals of the program. I feel it is necessary at this time to communicate directly to the people of Mission to clarify some misunderstandings about the Public Safety Inspection Program. Mission’s program is very similar to the many programs in the Lower Mainland and is in response to the demands of families and people of our community wanting their neighbourhoods rid of controlled substance properties. The Province made changes to legislation to give the many municipalities dealing with this issue the tools necessary to be more effective. The District does NOT charge fees to properties inspected that do not have evidence that the property was used as a controlled substance property, regardless of the amount of electricity used. The fees charged are not designed to create revenue for the municipality. The fees are intended to cover the cost of the program only, so it is not supported by general taxation. The program is being reviewed and, if it is the will of Council, the program will continue with the improvements identified in the March report and the comments received from the public through the review process. In closing, I want to assure the citizens of Mission that the program is intended to create safe neighbourhoods. There are numerous unsafe activities associated with controlled substance properties and we want to find and discourage them in your neighbourhood. Thank you for your patience and understanding while we redesign the Public Safety Inspection Program.

Charges are being recommended after a badly emaciated female lab-cross dog and her puppies were found by campers Saturday. The B.C. SPCA press release said the female dog, which was wearing a 13pound chain around her neck, caught the attention of campers at a Lake Errock site, located 20 minutes east of Mission. The chain had rubbed off most of the hair on the frail dog’s neck. “Ruby� was also suffering from open sores and numerous para-

sites. While SPCA transported her to an Abbotsford shelter, the animal excreted fabric she had ingested earlier to stave off hunger. Investigators discovered Ruby belonged to a couple at a nearby residence, and found that the dog had recently given birth to seven, six-week-old pups. Four puppies were also emaciated and full of parasites and fleas and found back at the campground with other campers. Three puppies had been given away to passersby in the campground’s vicinity.

Car crash sends two to hospital The Lougheed Highway east of Mission was closed for several hours Friday after a single-vehicle accident sent two people to hospital. As of Monday afternoon, both 19 year olds are still in hospital in serious, but not critical condition, said Mission RCMP Sgt. Miriam Dickson. Local emergency personnel were called to the 43700-block of Highway 7 July 1 around 10:25 a.m. for a report of a car hitting a tree on private property. The homeowner came outside, and with the help of a passing motorist, pried the door open and gently removed the female from the passenger seat. The homeowner, who requested anonymity, then crawled back into the vehicle and elevated the male driver’s head to keep an airway open until North Fraser firefighters arrived and removed the male. Both were airlifted to Royal Columbian Hospital, said Dickson, adding speed was likely a factor in the crash. The Mounties’ Integrated Collision Analyst and Reconstruction Service investigated the accident.

No adoptions a cat-astrophe for Mission’s feline shelter BY ADRIAN MACNAIR Mission Record

The Fraser Valley Humane Society (FVHS) shelter is full of cats who need loving homes, but with a slowdown in adoption, cats are being turned away. Shelter worker Trina Simpson says they have no choice. A large number of unwanted cats were dropped off in May at the North Railway Avenue site, and with only one adoption in June, the no-kill shelter now houses more than 50 cats. It’s a far cry from their average of 10 adoptions each month. Simpson suspects many of the cats have come from people moving to a new apartment where they’re not allowed to keep animals. “On the one hand I understand, but then what do you do with all the unwanted animals?” She said she’s never seen such low adoption rates and dire need. The society’s executive director, Celia Durst, says the shelter is limited by space, but also funding. Although they receive a grant from the District of Mission, they rely on donors and sponsors. Last year they were nearly forced to shut down, which would leave no local shelter for cats in the district. Their food is currently donated by pet food maker Royal Canin, which Durst says is one of the reasons they are able to survive each month. “Without that support we would be in trouble,” she said. Durst said the influx in cats is due in part because of “kitten season,” which runs from April until about October, but like the rest of mother nature it is late this year because of the poor spring weather. Many people walk in with boxes of kittens, or leave them on the doorstep overnight. And because it’s the end of the school year she thinks people are focused more on their holidays than pet adoption. People also move more often in the summer, and those who aren’t allowed

animals often leave them behind. “Cats aren’t valued like dogs are,” said Durst. A properly looked after cat causes no trouble or mess, but landlords aren’t educated enough, she added.

Durst said cats can make good household pets and companions, especially in downtown Mission where some people live alone with mental health problems, and cats can provide therapeutic benefits.

People who are turned away will sometimes take the felines into remote areas and release them. The B.C. SPCA has a spay and neuter program so that abandoned cats won’t create a larger feral cat population, but Durst said there simply isn’t money for that here. Simpson said people only need to spend some time with the cats in order to appreciate their charms. She said one man who was given 40 hours of court-ordered community service at the shelter still comes back every Tuesday and Friday to volunteer. Adoption of a cat six months and older is $100

and covers the cost of medical exams, vaccinations, spay/neutering, tattoo identification, viral testing and six weeks of trial pet insurance. The shelter, located at 33103 North Railway Ave., is open 10 a.m. to 3 p.m. Tuesday to Thursday and Saturday. For more information call 604-820-2977.

Before Pancakes at the Park, we were able to view at home the arrival of Kate and Will at the Parliament buildings. During that event, I was especially struck by some of the Governor General’s words: “ . . . I dream of a Canada . . . where volunteerism and philanthropy are encouraged as part of our daily routine.� I am sure the “Royals� and the GG would have been pleased with the huge volunteer and corporate contributions that made Mission’s Canada Day such a success, from the Flag Ceremony to the fireworks display. In 2010, there were more than 250 bear complaints within Mission. This year there have already been over 100 calls reporting bear activity, said Slater. Many of those bears are attracted by our garbage, and with the miserable spring that delayed ripening berries, those creatures are looking to garbage to quickly quell hunger pangs. That can be a huge problem for wild animals. Bears that become dependent on a food source and lose their fear of humans sometimes have to be destroyed by conservation officers, said Slater. Two bears have had to be destroyed in Mission this year. “There are three bear traps set in Mission right now,� she said, adding captured bears can’t just be moved away because then they become another community’s problem. Some bear cubs who became accustomed to eating garbage are now mature animals who will be looking for food sources in human areas, she said. Mission bylaws do require that garbage cans only be set out before 8 a.m. on the morning of collection, and not the night before for precisely that reason. “It’s just a matter of understanding we live in bear country, so let’s be aware of that.� Bear Aware is an education campaign that has been active in over 30 communities in B.C. since 1998 and is a component of the Bear Smart Community Program created by the environment ministry. Its stated goal is to “reduce human-bear conflict through innovation, education and cooperation.� Residents can report bear sightings, property damage or safety issues to the Conservation Officer Service at 1-877952-7277. District reviews council salaries BY ADRIAN MACNAIR Mission Record

Public input is being sought by the district on the salary and benefits of the mayor and councillors. The 2011 council remuneration task force is part of a review conducted every three years before a municipal election to set the salary and

benefits for the incoming council. The last review set the mayor’s base salary to $64,496.28 and councillors to $22,318.56 as of Jan. 1, 2009, to be adjusted based on the Vancouver consumer price index on Jan. 1 of each year. A $200 and $100 monthly vehicle allowance is provided to the mayor and councillors,

respectively, with $0.52 per kilometre effective Aug. 1, 2008 and adjusted to reflect the current Canada Revenue Agency rate. The mayor also receives extended health benefits. Council is entitled to $115 per diem on business trips, but that’s subject to a reduction if meals are provided.

The district will now ask members of the public to participate in the ongoing review with chief administrative officer Glen Robertson in comparing the mayor and councillors’ salary and benefits to other communities of similar size and nature. That report will come back to council when the 2012 budget is prepared.

Three companies short-listed for health facilities Three development partners have been short-listed to participate in the next stage of the competition to design and build a new Community Health Centre and Campus of Care in Mission. Lark Group, Stuart Olson Dominion Construction and Vanmar Constructors go forward in the process, and are invited to respond to the request for proposal (RFP) stage, said a press release from Fraser Health Authority. Once the RFP is finished, one of those companies will be chosen by fall to build the facility, slated to be located next to Mission Memorial Hospital.

The Community Health Centre will be a 27,000-square foot facility with programs including primary care, a diabetes and seniors’ clinic, public health, home health, mental health and substance abuse, and lease space for community partners such as physicians and retailers. The Campus of Care for seniors will be a 128,000-sq. ft. facility with 200 residential care beds for people with complex, 24/7 care needs, and a day program for older adults. This new facility will add 25 per cent more residential care beds to Mission. The building will feature single occupancy rooms and “neighbourhoods” which

allow residents close access to meals, amenity spaces, and clinical staff, said Fraser Health. Construction could begin in early 2012 with the new facilities expected to open in late 2013. The total cost will include $22 million from the Fraser Valley Regional Hospital District (FVRHD), with the remaining funds coming from Fraser Health working capital and the winning development partner. The Mission community health project stemmed from the Community Health Plan, developed in partnership between Fraser Health, the FVRHD and the District of Mission in 2008.

The Mission Rampage took apart the competition and claimed first place in the Pee Wee C regionals over the Canada Day long weekend. The local team won every game leading up to the final against South Surrey White Rock Blitz, which the girls took handily, 9-1. MVPs from the regionals were Jordyn Tubbs, Kyla Borchert, Natalie Patterson and Paige Kleindienst. Mission’s pitchers also came first and second in the pitching speed competition with Kleindienst throwing 49 mph and Borchert, 47 mph. Rage win bronze The Mission Midget C Rage softball team earned a bronze in the zone three regional championships in Abbotsford last weekend. Although missing several of their players due to injuries, the team went through the round robin portion of the tournament with a 3-1 record. They then went three wins and two losses through the playoffs to win the bronze medal. By the end of the tournament many of the players were nursing injuries and fatigue due to the hot temperatures., said head coach Carl Hetherington, but they gave it all they had and enjoyed a great weekend of softball hosted by Abbotsford.

42-unit seniors’ facility proposed BY ADRIAN MACNAIR Mission Record

An application by the Mission Association for Seniors’ Housing (MASH) for a new 42-unit four-storey facility at Cherry Avenue and Cedar Street was submitted Monday to council for first reading, with a public hearing planned for July 25. The one-acre (4 ha.) site would be located adjacent to the Cedar Valley Mennonite Church and is close to Albert McMahon elementary and Griner Park. A rezoning to multiple family apartment must be made as the property is currently set for suburban dwellings. Unit sizes will range from 700 to 927 square feet and, unlike some other seniors’ residences, will have individual kitchens. There will, however, be a 1,500 square foot amenity space with kitchen and lounge on the main floor, and smaller lounges on other floors. The 30,000-square foot outdoor amenity space includes a common patio, pathways, garden plots with sitting areas and a gazebo. MASH is proposing life-lease housing for tenants – a cross between own-

ing and renting in which people buy their units and the leasehold interest is registered on the title – but the nonprofit organization will maintain ownership of the building. The application includes the closure of Janzen Avenue, which is narrow and currently utilized as a laneway, and the land consolidated as part of the three parcels subject to rezoning. Access to the building and 42 underground parking spots will be available from both Cherry and Cedar, with eight visitor spaces. MASH has also requested the Community Amenity Contribution of $118,230 ($2,815 per unit) be waived by the municipality in order to keep development expenditures down, since leasing will be provided at-cost. Staff has recommended waiving the fees, should the project go forward. Mayor James Atebe said he was pleased to see the application, adding it’s a rare opportunity for Mission to develop much-needed seniors’ housing. A traffic study will determine the facility’s impact, though problems aren’t anticipated, as both roadways are four lanes.

Look in the mirror They cut in without signalling, speed, tailgate, yak on their cellphones and blast their horns in anger. Lower Mainland motorists are a belligerent bunch. So says a new opinion survey conducted by Ipsos Reid for ICBC. According to the poll, 55 per cent of residents believe drivers in their communities have become less courteous over the past five years. Forty per cent said it’s about the same while three per cent thought drivers are more courteous. Most people surveyed (82 per cent) had encountered fellow drivers who were late in signalling or didn’t signal at all – the single biggest peeve cited in the survey. Seventy-one per cent reported being tailgated, 68 per cent said other drivers refused to let them merge or change lanes and half said they’d been cut off. But there were also the bad-mannered louts who yelled, swore, made obscene gestures, waved their arms or fists, flashed their lights menacingly, and even (let the road rage begin) stole parking spots. Who are these motoring miscreants, these behindthe-wheel warriors whose heated emotions can impair other drivers’ ability to concentrate and react on the road, thereby putting everyone at increased risk of crashing? Certainly not you... right? Along with drivers behaving badly, the poll also revealed an amusing disconnection: drivers in denial. While those surveyed gave their fellow motorists a “C” letter grade for courteous driving, they gave themselves a stellar “A” or “B” rating. In other words, most Metro drivers don’t believe they’re part of the problem. Next time you get annoyed in traffic, better give that mirror a second look. - Surrey Leader

Nisga’a treaty no panacea T

here were high hopes and harsh words in 2000 when the provincial and federal governments signed Canada’s first modernday treaty with the Nisga’a people of northwestern B.C. The four villages are now governed by the Nisga’a Lisims government, which holds broad authority transferred from the federal and provincial governments. While Canada’s financial support continues to flow, the Nisga’a Nation is nearing the stage where it must begin to collect taxes and become selfsustaining. A new study by the Winnipeg-based Frontier Centre for Public Policy offers a unique look behind the scenes of this remote experiment. Leave waterfront alone Editor, The Record: Re: Making the business case for waterfront development, June 30 edition. Notwithstanding so-called citizen participation, it is being driven by business profits. Surely, the few natural areas left close to waterways and the enlarging population should be protected from those whose primary bottom line is profit. The area in question is part of the flood plain. There are many reports from various sources cautioning about the changing levels of the Fraser, as well as the temperature rise. These present a danger not only to humans in the area, but to the salmon, sturgeon and other creatures in the river, as well as the surrounding wildlife and ecosystems. It was a few years ago that even the United Nations issued a statement that countries should no longer develop in flood plain areas due to rising water levels from melting ice caps. No doubt mankind must also take responsibility for removing much of the greenspace of the world, which provided many cooler areas around wild water sources which feed our rivers.

Further, we are shown newscasts of the destructive powers of raging waters flooding various communities downstream, not only in other countries around the world, but in other Canadian areas. What will it take for this municipal council to say enough, and no more development on or around the shores of the Fraser? To view what could be done in such an area, there is an eyeopening photo in the June 2011 issue of Elle Decor magazine, which shows part of a large grassy beach at English Bay, Vancouver, with about a hundred people standing, or sitting on blankets or towels, observing the sunset. Behind this section of the beach, there is a dense line of large green trees, and almost out of view behind that, one could see a few tall buildings from the downtown area. Those officials in the past who protected “waterfront� areas for future generations of citizens, wildlife and other eco-systems, are to be commended for their foresight. Once those areas are destroyed — be it for financial, tourist or other development — they will be gone forever. Lila Rauh Mission

What’s Happening in Mission

TRUTH IS ONE There is no conflict between genuine religion and genuine science. Both aim to arrive at the truth, though often in different ways, and regarding different areas of life. It is almost always a mistake to place science and religion in antagonistic opposition, as do those engaged in the creationism versus evolution debate, or as it is sometimes called nowadays, “intelligent design versus Darwinism.” It is of course true that a literal interpretation of the two creation accounts in Genesis (1:1-2.3 and 2:4-25) doesn’t square well with Darwin’s version of how life evolved on this planet. But we need not interpret these passages literally to be good and faithful adherents of religion. And there is nothing inconsistent in believing in evolution and believing in a God who created a universe where evolution functions to allow species to adapt to their environment. In fact, the more we know about science, the more awed and amazed we are likely to be at the wonders of creation. Religious texts like the Bible provide us with deep and abiding truths about our existential and cosmic condition, and our relationship to God. Science provides us with progressively better information about how the world works and what it was like in the past. Science and religion need not be antagonistic to each other, and indeed, if truth is one, science and religion must work together to give us a complete picture of the universe and our place in it.

Springs hosting cask night July 14 BY JASON ROESSLE Mission Record

A local brewpub is pitting a cask of its beer against one from a Surrey brewery in a friendly competition happening next Thursday night. This is the second cask night held at the Mission Springs Brewing Company, and the local business is aiming to make it a monthly event. Big Ridge Brewing Company is bringing a cask of India Pale Ale (IPA) for customers to sample, perched right next to Springs’ brewmaster Tim Brown’s IPA. Casks are 40-litre stainless steel barrels, explained Springs’ general manager Niki Reibin, containing one-off beer creations. “Once it’s gone, it’s gone,” she said. Brown said he’s building a “standard” IPA for the July 14 event, which gets underway with a tapping of the cask at approximately 5:30 p.m. Interest in craft beer — generally defined as beer created by small-scale breweries — has been surging in the Fraser Valley and the rest of North America for the past two years. Brown said his Bombshell Blonde Ale used to be the most popular, but customers are now more often ordering his Old Sailor IPA. JR is most well known for his large scale portraits, pasted to the outside of buildings, both grand and humble, around the world. “The library believes in literacy for all,� says Mission librarian Diana Marshall. “We welcome everyone — economic status, colour, gender and age are no barriers at the library — so I approached folks inside the library and asked if they would like to participate. The photos in our windows are just people who happened to be in the branch at the same moment! Each person has a different purpose and takes something unique from the library — it is the ideal place to become who you want to be.� The library is inviting people to come by and look at the portrait installation. Chris passed away at Abbotsford Regional Hospital at the age of 37. Chris was born in Regina, SK. He was lovingly given to our family by his birth mother, who also grieves at this time. We know Chris is with the Lord, as he professed that himself. He will be sadly missed and remembered with love by his mother Alida, father Leo, sisters Jacqueline, Roxanne (John) and Leona (John), brothers Norman and Darren (Theresa), nephews Cody, Daniel, Kerry and Anderson, nieces Shayla, Alexis, Yolaine, Madison, Amanda, Jessica and Evangeline, aunts, uncles, cousins and friends. We gratefully thank the staff in the ICU for the great care and dedication they showed. HANSEN Russell Clayton January 10, 1970 ~ July 2, 2011 Russell went to be with his Lord and Savior on Saturday July 2nd 2011 after a long courageous battle with cancer. He passed away very peacefully with his wife by his side at the Abbotsford Hospital Palliative care unit. Thank you so much to the amazing staff who genuinely cared for Russell. Their concern and encouragement helped us make it through many difficult days. Russell will be greatly missed by his wife of 20yrs. Deanne, his two sons Devin (18) and Dayton (16); his brother Kevin, Parents Ed and Joanne and many others who were blessed to call him friend. Russ touched the hearts and lives of many people. He will be remembered for his kindness, his love for other people and for the passion for life, family, friends and most of all for our God. His strength, courage and unwavering faith were apparent to everyone he met. A truly amazing man. Until we meet again my love. Disability Claims Coordinator Black Press is looking for a Disability Claims Coordinator, to be located in our central compensation office in Abbotsford. Reporting to the Director, Human Resources, you will be responsible for the coordination of nonoccupational and workers’ compensation claims for our Canadian Division. Summary: The Disability Claims Coordinator will be responsible for the management of ill/injured employee claims focusing on the development and implementation of proactive stay at/return to work plans. The successful applicant will work directly with insurance companies, third party adjudicators, medical professionals and internal stakeholders to ensure all documentation is received and processed in a timely manner. Requirements: • Post-secondary certification in disability claims management and a minimum 3 years direct experience administering the disability management process. Equivalent combinations of specialized education and experience will be considered. • Must be thoroughly familiar with laws, regulations, and guidelines governing disability management. • Good working knowledge of workers’ compensation regulations and practices, occupational health and safety and employment legislation. • Experience implementing and promoting safe work practices and policies within a manufacturing environment is considered a strong asset. • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills. • Computer literacy, including effective working skills of MS Word, Excel and e-mail required. • Excellent teamwork and team building skills. • High degree of resourcefulness, flexibility, and adaptability. • Able to effectively communicate both verbally and in writing. • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts. • Proven ability to maintain confidences and ensure confidentiality of information and records.
