District finances in good shape $100K report contained few recommendations for improvement BY ADRIAN MACNAIR Mission Record

A key election promise by the new council has been fulfilled with the completion of a roughly $100,000 core services review of Mission, identifying strengths and weaknesses in governance. The 85-page report, completed by Acton Consulting, assigned a corporate report card, made 30 key findings, and delivered 21 recommendations to be implemented based on a prioritized calender. In general, Mission’s finances were considered on par or better than the average B.C. municipality financial ratios, receiving an A letter grade. Mission has total tangible capital assets of $358.9 million, compared to $315.9 million for average comparables, while its long-term outstanding debt is $19.5 million compared to $28.3 million for other communities. “We’re doing many things right as an organization, and employees are to be commended for that. There’s some areas we can improve in,” said chief administrative officer Ken Bjorgaard, who began the core services of review as finance director before taking over the district’s top job in June. cation (both public and internal), Forestry, Value for Money (2010 dollars), and Service Inventory all received a “B.” Only Governance received a “C,” finding policies are not consistent with good governance practices. The report found 11 deficiencies in areas such as identifying roles for council, setting out a code of ethics, and performance management. “The District does not utilize performance measures to assess how each Department and Council is performing... the District is unable to provide citizens with a clear picture of how services are performing and often results in reactionary behavior,” the report read. No dollar figures were provided on the estimated savings the district might see as a result of implementing the recommendations, but Bjorgaard said there are benefits to the review beyond just

monetary ones. “There’s changes in processes and ways of doing business that can arise from implementing some of these recommendations that will increase customer service and productivity down the road,” he said. The review also found staff morale is low, with 90 per cent of participants within an internal employee survey responding with overly negative or no response at all. Staff said they felt they were working below their capacity, micromanaged, or were unable to provide suggestions for improvement. Forestry, according to the report, is a premium product and a significant economic opportunity for the district, and should not be privatized. Other recommendations include developing a comprehensive communication strategy both internally and externally, facilitated by the creation of a communications position. Ironically, one of the key promises of the new

council was the elimination of the communications officer, a job briefly held by Kathy Morse from September 2011 until February 2012. The report also recommends eliminating council committee chairs because “it detracts from good discussion at council meetings.” Implementation of the recommendations are listed in a timeline ranging from fewer than 90 days, to between 90 and 180 days, 180 and 360 days, and ongoing or undefined timelines. “Council will be going through all the recommendations. There may be ones that they believe in and other ones they may ask for more information on,” said Bjorgaard. Wagon wheel buried many times BY ADRIAN MACNAIR Mission Record

A Mission man wants to excavate what appears to be a pioneer wagon discovered in the reservoir bed beneath the Stave Falls Powerhouse, but BC Hydro says that would require obtaining proper permits. Larry Herr stumbled across two old, weathered wagon wheels sticking out of the sand, which would ordinarily be underwater except that levels have been drawn down by Hydro for the Ruskin Dam upgrades. Herr said he was using a metal detector he received as a Father’s Day present from his daughters when he came across the wagon. He began digging it out but was told to leave by Hydro security guards. Although there’s no idea just what’s buried below the sand, two nearly six-foot wheels are visible in the hole that has been dug by various passersby. Since the discovery, Herr has spoken to a number of people who have also seen the wheel, but were also escorted away by security. “I don’t know why Hydro just wants to leave it there. It’s a piece of history that would do so well up in the museum,” he said, referring to the Powerhouse at Stave Falls nearby. Wesley Cragg, a friend of Herr’s, said he was helping dig when a mother and her son came by and said they’d discovered it two years ago. The boy’s father had offered to bring his backhoe in to excavate the site, but Cragg says Hydro declined the offer. Judy Dobrowolski, BC Hydro’s community relations coordinator on the Ruskin Dam upgrade, said the company is open to allowing a dig, provided an interested party follow the proper rules and fill out the necessary paperwork. “Anything associated with heritage often needs permits in order to excavate it. There’s a process that’s maintained,” she said. She also confirmed Hydro staff have seen the wheel before but made no attempt to investigate further and said this is the first time members of the public have come forward about it.

Herr believes the wagon is part of a larger dumping ground from residents who would have lived in the area prior to the building of the Ruskin Dam in 1929. He thinks the area could have more treasures lurking beneath the sand that could offer clues as to who lived in the area a century ago. Dobrowolski said the reservoir is located on BC Hydro property but is within the traditional territory of the Kwantlen Nation. Herr said he spoke to a band councillor with the Kwantlen who indicated they aren’t interested in digging it up since it isn’t an aboriginal artifact. Under B.C. legislation, water rights are provincial, noted Cragg, suggesting the public would have a claim to the wagon since it’s lo-

cated in a river. Dobrowolski stated that regardless of public access, the Ruskin Dam area, including the reservoir, has officially been a construction site since May when the drawdown was started and Hydro urges the public to stay away during this time for their own safety. The water is expected to return to normal levels in late summer, which would likely cover the wagon again. But Dobrowolski said the wagon has probably been covered and uncovered by water for years, and an excavation in the future would not be ruled out. Herr is planning to speak to archeological and historical organizations in the region in the hopes of bringing forward a formal request to Hydro to find out what lies beneath the sand.

Drive-thrus are a part of life for Missionites The restoration of drive-thrus as a potential aspect of future developments in the district is a welcome return to common sense. While the intentions behind the original drive-thru ban in the district were noble, they were most assuredly premature. We think everybody can sympathize with the goals of the environmental and health movement to get people out of their cars, stimulate walking and shopping, and rely less on the automobile and its associative evils that come from the internal combustion engine. There’s nothing inherently wrong with wanting to reduce air pollution, reduce the emissions believed to be responsible for global climate change, and reduce the waistlines of people who will most assuredly be fighting the battle of the bulge the longer they sit in traffic. Having said that, Mission isn’t yet a car-free community. Far from it. In fact, in a ranking of 190 municipalities nationwide, the magazine MoneySense put the Census Metropolitian area of Abbotsford-Mission 172nd in a residents’ ability to walk/bike to work. Let’s face it, our district is scattered along a provincial highway, for the most part, where our drivethrus are located. The legislation that would allow drive-thrus in future developments note that they should be considered only “where auto-oriented land uses are prevalent.” And that makes sense for people who aren’t likely to walk along portions of Lougheed without sidewalks. Perhaps one day Mission will have the walking and transit options, and drive-thrus won’t be necessary. But that day isn’t today.

Hitting the information highway

y the time you read this I should be in Vanderhoof, the geographical centre of B.C., to visit relatives. Born in the Okanagan, raised in the Peace country and working for 20 years in Metro Vancouver, I’ve driven from one end of the province to the other more times than I can count. A similar trip last year began just as a huge mudslide was cleared near Chilliwack. Other drives have featured mid-summer hail piled 10 centimetres deep on the Coquihalla, a near miss between two moose in the Pine Pass, plus the usual blizzards and hundreds of traffic jams for construction, accidents and growing urban volume delays. This time I’ve got a new tool on board, the mobile version of DriveBC.ca on my BlackBerry. Launched two years, ago, the mobile site has taken off with the surging popularity of smartphones. In the past year, DriveBC’s online traffic averaged 1.2 million visits a month, about half to the five-yearold desktop site and half

from mobile users. It’s by far the most popular B.C. government website. I asked DriveBC technical leader Nainesh Agarwal for these stats, and he said even he was surprised by the surge in mobile traffic in recent months. But trying out the mobile site, it’s easy to see the appeal. With a few clicks, the phone displays incident reports and web camera images for my chosen route. Webcams have been added steadily all over the province, and now watch 18 key locations on Vancouver To Island, 93 in the Lower Mainland, 73 in the Southern Interior, 35 in the North and 13 at CanadaU.S. border crossings. At a glance, you can check anything from the traffic at the Lions Gate Bridge to the lineup for the Skidegate ferry on Haida Gwaii. Most pictures update every two minutes, offering a realtime look at traffic, weather

For those who haven’t joined the smartphone era, there is an old-fashioned option. Dialing 5-1-1 anywhere in the province gives access to a toll-free line that connects to recorded DriveBC messages. Agarwal said use of that service has been declining as phones with web access become more popular. The 5-1-1 service also requires you to use the keypad to select your route from a numerical list, so drivers would have to pull over rather than breach the new restrictions on using handheld devices while driving. The 5-1-1 system still gets surges of heavy use during major events like the recent flooding. Ironic MLAs attended celebration Editor, The Record: I can’t help but see the irony in Liberal MLAs Marc Dalton and Randy Hawes attending Sunday’s celebration of Mission Memorial Hospital. Under their government, we have seen nothing but erosion and cutback of the hospital’s services. Suspiciously, soon after winning the 2009 election (Dalton by only 65 votes) it was leaked that the hospital’s 24hour emergency department was on the chopping block as a potential cost saving measure. Without an emergency department the remaining hospital services would likely have been whittled away as well or transferred to Abbotsford. Add to this the 2002 cuts of the maternity and ICU wards at MMH while Hawes was Mission’s MLA and one has to wonder if either of them deserves to be at this celebration. The people who do deserve to be there are the brave citizens who stood up and protested weekly in 2009 rather than see their hospital’s services be further eroded. My hat goes off to all of you as I am convinced that it was only because of your actions that Fraser Health and the government backed down from cutting the 24-hour emergency department. Review does little to improve community Editor, The Record: These last two years have not been kind to the staff at the District of Mission. Despite their oftenexceptional work, they couldnâ&#x20AC;&#x2122;t catch a break in 2011 as their every move became fodder for

a pitched political battle that began 11 months before the election. A series of strategic publications were distributed around the community, implying that council and staff were running Mission irresponsibly. Powered by innu-

endo and misconstruction of the cityâ&#x20AC;&#x2122;s finances, the rancor towards our civil servants ramped up until there was a cry for a core services review. For me, despite the fact that I had chosen to retire, this was a difficult time for

me because I knew our finances were in top-notch condition; that we had a stable of outstanding staff aboard; and that we were moving forward in some trail-blazing ways. I hated the thought that we would waste $100,000 on an unneeded expense and that we would lose ground on our planning, all in the name of political rhetoric. Even more, I worried that our staffâ&#x20AC;&#x2122;s morale would plunge to an all-time low, and that we would lose some of the people we had worked so hard to find and retain. It is a somewhat hollow redemption then to hear that the core services re-

view confirms all that the outgoing council had contended. How did we rate in terms of our finances, policies, operations and human resources? All Aâ&#x20AC;&#x2122;s and Bâ&#x20AC;&#x2122;s across the board, just as promised. And where did we need to improve? Mr. Acton indicates that we must enhance staff morale, internal and external communication, and council governance policies and ethics. I couldnâ&#x20AC;&#x2122;t agree more. It is also heartening to see that the report calls for the re-establishment of a communications function for the city. The communications officer was

unfairly labeled a â&#x20AC;&#x153;spindoctorâ&#x20AC;? during the campaign, and was promptly let go as promised, but she was actually a valuable conduit between the public and the city. I am also grateful for Mr. Actonâ&#x20AC;&#x2122;s call for a council code of ethics. In order to be effective, such a code will need legal weight or it will be of little value. It must deal with key areas such as information leaks, conflict of interest, meeting conduct and basic honesty. We, on council, worked hard to achieve a high standard of conduct, but these areas must be universally valued and up-

held. Any effort to do so will serve Mission well. In the end, I fear that this $100,000 expense will do little to help our community. The review is thorough and honest, but is short on revelations or new ideas. We will never see the human resources side of this report, but we can be sure that key people will be shuffled and/or lost, so this confirmation of our cityâ&#x20AC;&#x2122;s fine work will come as cold comfort to the team of people who have made Mission a first-rate place to live, work and play. The Lower Mainland Emergency Response Team assisted Mission Mounties Tuesday morning near Second Avenue and Murray Street. CAROL AUN PHOTO

Suspect in custody following stand off at Second Avenue A man has turned himself in following a standoff on Second Avenue in which police believed he had barricaded himself into a home on the south side of the 33400 block of Second Avenue. Staff Sgt. Konrad Golbeck said Mission RCMP responded to a complaint of a sexual assault early Tuesday morning and cordoned off an area where the suspect was last seen running into a home.

A portion of Second Avenue, just east of Murray Street, was closed for several hours. The Lower Mainland Emergency Response Team (ERT) was called in to assist the Mission RCMP and a police negotiator was involved as well. As it turned out, however, the man was not in the home when police finally received legal permission to breach the door about

five hours into the standoff. The suspect turned himself in to police without incident about an hour later, said Golbeck. The man is well-known to police, which led them to believe he could be armed and dangerous. “Because of safety concerns [for] the public, a decision was made to use the ERT,” he said. Police have not yet released the name of the man.

Mission RCMP is seeking the public’s assistance in locating 35-year-old Ryan Weylin Jeremy Easton. Easton is wanted for outstanding warrants related to criminal charges for assault, uttering threats and breaching conditions of a probation order. He has no fixed address, but is known to frequent the Mission area. Easton was last seen on the

Mission motorcyclist collides with semi-trailer A 49-year-old Mission motorcyclist suffered serious injuries to his lower body after colliding with a semi-trailer Monday afternoon in Surrey. A white Freightliner semi-trailer unit was travelling southbound on 192 Street attempting to negotiate a westbound turn onto 95A Avenue when it struck a red Triumph mo-

torcycle that was travelling southbound on 192 Street. The motorcyclist was taken to hospital with significant, yet nonlife threatening injuries to his lower body. Police say he could lose his left leg. The 37-year-old driver of the semi-trailer was not injured. According to witnesses, speed appears to be a factor in the colli-

sion. Surrey RCMP Criminal Collision Investigation Team is looking into the crash and mechanical inspections will be performed on both vehicles. No charges have been laid. Anyone with information about this and has not yet talked to police, is asked to call Surrey RCMP at 604-599-0502.

Assistance needed in robbery and assault case Mission RCMP are asking for the public’s help to solve a robbery and assault which happened April 29, 2012. An intoxicated male was walking northbound on Horne Street from First Avenue around 6:30 p.m. when he was assaulted and robbed. “Witnesses stated that the suspect pushed the victim to the ground,

then robbed him of his personal possessions,” said Sgt. Peter Thiessen, spokesperson for the Lower Mainland District Regional Police Service. “The suspect then walked away eastbound on Second Avenue with another male.” The victim suffered a head injury as a result of this incident and has no recollection of the assault.

The primary suspect is described as a white male, tall and thin, with very short light-coloured hair. The second male, with whom the first male walked away, is described as a white male having dark hair. The curious case of the missing tombstone BY ADRIAN MACNAIR Mission Record

Mission RCMP have discovered the mystery behind a tombstone that

was found outside Cedarwood Manor in May. The grave marker was inscribed with the name Fat Look Chan, but police didn’t know where it

came from or where the next of kin lived. Normally the RCMP would take the item and wait for somebody to make a claim, but be-

cause of the sensitive nature of the item, police investigated to see whether it had been stolen from a graveyard. Const. Cody Jones

soon learned the tombstone didn’t belong to any cemetery in Mission, or anywhere even closeby. Eventually, Jones con-

tacted the Chans, who were surprised to hear the news. “Initially we had assumed that it was the headstone that was in Boundary Bay cemetery in Tsawwassen, and we obviously assumed the worst, that it was vandalism,” said Tom Chan, Fat Look’s son who now lives in Edmonton. But it didn’t seem to make sense that someone would steal the headstone and drop it off 90 kilometres away. When Chan called the cemetery, however, the tombstone was still in place, which made the whole affair even more confusing. As it turns out, when Chan’s father passed away in the seventies, the original tombstone was engraved and placed in the cemetery. It was replaced in 1993 when his mother was interred beside her husband, essentially creating a duplicate. “So we assumed that the company that replaced the headstone and removed the original would’ve just disposed of it,” said Chan, but clearly that didn’t happen. How it made its way to Mission is still a mystery, but Chan says it must have been kept indoors and safe all these years because it’s still in pris-

tine condition. After being relieved the gravesite was not desecrated, the fact the old one wasn’t destroyed and wound up being abandoned in Mission was still disturbing to Chan. But he added that he’s very appreciative the RCMP tracked the next of kin down. “He didn’t have to. It could have just been left there and we would never have known,” he said, adding it’s nice to know the police go out of their way to help people. Mission RCMP Insp. Richard Konarski said Jones did a “helluva job” bringing the story to a happy conclusion. “I’m really proud of the work that he’s done,” he said. Chan said his father was a Chinese immigrant to Ladner, where he became a well-known farmer in what was then a small, tight-knit rural community. He lived his entire Canadian life in Ladner, passing away in his 90s, his son said. The duplicate tombstone has since been properly destroyed, to avoid a repeat of the incident. “I don’t want to get another phone call in 20 years to say it’s been found somewhere else,” Chan said, laughing.

Students score below B.C. average in FSA tests Bulk tests don’t provide good info: board chair BY CAROL AUN Mission Record

Mission students are achieving below provincial average standards when it comes to reading, writing and numeracy skills, according to the latest results from the Foundation Skills Assessment (FSA), released on Monday. FSA tests are administered to students in Grade 4 and Grade 7 each year to evaluate skills and plan for improvement. This year, 84 per cent of students participated in the assessment in February. In the Grade 4 category, 70 per cent of B.C. students met or exceeded the expectations in reading, compared to just 64 per cent from Mission. The provincial average is 72 per cent for writing and 68 per cent for numeracy. Mission tested low in both categories at 69 per cent for writing and 58 per cent for numeracy. The gap widened more when it came to the Grade 7 results. Provincially, 64 per cent of students met or exceeded expectations in reading, 71 per cent in writing and 60 per cent in numeracy. In Mission, only 53 per cent of Grade 7s met the test standards in reading, 50 per cent in writing and 44 per cent in numeracy. When broken down by genders, girls performed better than boys in Mission in all categories. Mission historically comes in low, however, students continue to graduate and earn scholarships, said Mission board of education chair Edie Heinrichs about the FSA test results. “We don’t make a big deal about (FSA) tests,”

she added. “FSA is what the government uses and the stats are worth as much as bulk stats can be.”

Council considers drivethrus in highway zone

Council has passed second reading for a bylaw change that would see partial restoration of drive-thrus in the district, but they will be limited to auto-oriented corridors, namely the Lougheed Highway. The change doesn’t completely overturn the drive-thru ban, but it permits new developments to include the controversial drive-thrus under a newly created Commercial Highway Two zone. The rationale is that drive-thrus “must be considered an auto-oriented use and as such should be considered where auto-oriented land uses are prevalent,” read the report to council.

Council wants to overturn a drive-thru ban and will listen to input from the community at a public hearing Aug. 27.

But Mayor Ted Adlem expressed annoyance Monday evening that the proposal wasn’t what council had asked for, which was a complete repealing of the ban and a restoration of full access to drive-thru developments throughout the district.

The district’s director of planning Sharon Fletcher said it won’t curtail future developments outside of the Lougheed Highway corridor from applying for a drive-thru as a permitted use, but “what this did is it put drive-thrus back in the highway-commercial

area, not in the downtown where generally you can’t get a drive-thru anyway.” She went on to say that usually a development will have to be rezoned, and council would be able to decide whether it wanted to assign a zoning designation that would permit drive-thrus. The zoning bylaw prohibiting drive-thrus in the district was adopted in the fall of 2009. On May 7, 2012, council resolved to reintroduce them as an outright permitted use in the district. Mission currently has seven drive-thru restaurants, and two new developments approved in the past year will up that total to 11. The issue will now proceed to a public hearing on Aug. 27.

Paddling for medals BY CAROL AUN Mission Record

Mission’s Alex Brent and Willow Kehler will be paddling for medals this week at the B.C. Summer Games in canoe and kayak. Brent and Kehler train with the Ridge Canoe and Kayak club at Whonnock Lake and say their coach, Peter Majewski, has prepared them well. Athletes train in and out of the water and have a full schedule even without the Summer Games on the horizon.

“I’m confident they will do well and have fun,” said Majewski. Both Brent and Kehler are nervous and excited to be a part of the competition. Kehler, who is just 12 years old, will be one of the youngest athletes there. She has been paddling for four years, but has been in boats even before she was born. Her mom, Sherry Hunt, competed in the same sport nationally and internationally, even when she was pregnant, so it was only natural Kehler took an interest in

Batting for a title and scholarships Three Mission softball players are trying to impress scouts and college coaches at the Adidas Futures National Tournament in St. George, Utah this week (July 17-21). Haley Borchert, Shelby McNeill and Julia Harris play at a high level of fastball all year and headed south on Monday for the tournament. Exhibition games started the same evening, and the tournament began on Wednesday. The trio is playing with more than 500 other athletes, 14-18 years old, from across North America who are unsigned and uncommitted. In addition to competing for tournament title, players could also earn a scholarship. Borschert and McNeill recently graduated from Mission Secondary School and are members of the Abbotsford Outlaws ‘94B Rep girls team. Harris, who will be entering Grade 10 at MSS in September, plays with the Fraser Valley Fusion ‘97A Rep girls team. The Adidas Futures program started as an elite camp in 2006 where athletes could showcase their talent in front of college scouts. Many camp alumni are now at four colleges on softball scholarships as a result of the program.

ROSTE, Esther 1927-2012 Esther Roste aged 85 years passed away peacefully at her home on July 14, 2012. BRYAN, Dorothy “Dot” McLearie (nee Marr) It is with great sadness that we announce the passing of a wonderful mother, grandmother and, most recently, greatgrandmother. Dot passed away on Saturday, July 7, 2012, in the Abbotsford Regional Hospital, just 5 days shy of her 88th birthday. She is predeceased by her husband Walter Bryan in 1995. Dot was born in New York City on July 12, 1924, the oldest of six children. The family moved to Montreal when Dot was six weeks old. When she was 22 years old, after a brief career with Eaton’s, they moved to Vancouver, where she met and later married Walt. They had three children together. In 1963 they built their summer home at Lake Errock, where they later retired. That was the beginning of so many wonderful family summers. Many friends came and went through those doors. When the grandchildren came along, they got to experience and enjoy life at the lake also, spending weeks in the summer after school was out. The mountain air, swimming, Rummoli, pennies on the train tracks and raspberries and ice cream for dinner on the nights grandma left grandpa in charge. Memories that will last their lifetimes. Dot spent her later years in Abbotsford. She made countless new friends and was very happy there. A huge thank you to all those at the complex that made it a wonderful home for her. The family would especially like to thank Eva, Jack and Elle for their devoted friendship and exceptional caring and support while Dot was sick. The biggest joy in Dot’s final months was the arrival of her two great-grandchildren. She was over the moon. Dot is survived by her three children, Mark and his wife Margie, Gail and Wynn; seven grandchildren, Aaron, Chad, Stephanie, Dariece, Keaton, Brendan and Aidan. And two great-grandchildren, Matthew Donald and Maddox Marie. A celebration of Dot’s life will be held on Saturday, July 28, 2012, from 1:00 - 3:00 in the common room at the complex where she lived, at 32920 Amicus Place., in Abbotsford, B.C. For those desiring and in keeping with her wishes, donations made in Dot’s memory to the Mission Memorial Hospital Foundation would be most appreciated.

HOOD, Madeline “Maddie” It is with great sadness we announce the death of Madeline Deyell Hood, our one and only precious daughter whose life ended unexpectedly on Saturday July 7, 2012 in St. Catharines, Ontario at the far too young age of 19. Maddie was the much beloved daughter of Robert and Colleen Hood and the loving sister of Andrew. Maddie’s extended family includes Rob’s partner, Cathie, and his parents Stu and Lorraine, and siblings, Ken, Laurie, and Carol as well as Colleen’s partner Judy and family, and Colleen’s mother, Barbara and brothers, Bert and Brian. Maddie’s spirit is formidable and will live on given her kind heart, strong will and beautiful smile. Maddie was a courageous young woman who was destined to make the world a better place. Her desire to contribute to the world was evidenced through her passion for and great pride in her work with the United Way. She was also preparing to begin her post-secondary education and envisioned a life working in a non-profit organization dedicated to issues of social justice. Her desire to make the world a better place was balanced with a deep and enduring love for music, art, animals, and friends and family. To all who knew her she was unforgettable bright, charming, and generous of spirit - as beautiful on the inside as she was on the outside. She was renowned for her wicked sense of humour and infectious laugh. For those of us who loved her, our loss is unimaginable! Maddie’s family would ask that in lieu of flowers donations be made to the newly formed Maddie Trust fund graciously established in honour of Maddie by her friends at the United Way.
