Folk festival will draw National Open attracts thousands to the park 32 funny cars to MRP BY ADRIAN MACNAIR Mission Record

The 24th Annual Mission Folk Music Festival begins today, rain or shine, and organizers have been putting in the hours to ensure everything is just right in Fraser River Heritage Park. “We’ve been working with fewer resources and less time, so everything’s been a little bit compacted,” said long-time organizer Francis Xavier.

The festival had less money this year due mainly to provincial funding cuts to the arts, and the time crunch was because many of the students who usually help with the festival were busy working on the federal election, Xavier explained. But that hasn’t slowed the preparations, as stages, tents and fences have been erected in anticipation of the 5,000 to 7,000 visitors expected to come for the music between today and Sunday evening.

Sales have been on par with previous years, but Xavier says the weekend is when most people buy tickets. The weather also plays a factor he added, but extremely hot temperatures have historically had a dampening effect on ticket sales compared to cool weather. Tonight is the gala concert at the Clarke Theatre beginning at 7:30 p.m. with See LIVE Page 10

Mission Raceway Park is attracting a record-breaking 32 funny cars to the track this weekend for the Canadian National Open. Three different funny car classes will compete for close to $50,000 in prize money. The Rocky Mountain Nostalgia Funny Cars, running on a 6.90 hard index, and the NW BB/Funny Car group running on a 6.80 soft index, and the

“All Out” Nitro Funny Cars. The first two classes run blown alcohol combinations and include drivers like Kim Parker, Ron Huegli, northwest series champion Randy Parker, Rocky Mountain champion Joey Steckler, Cal Tebb in his GTO, and Eddy Plaizier in the unique ‘37 Chevy built in-house by Ace Manufacturing. The nitro class has world record holder Tim Boychuk in the Hodgson/Boychuk Trans Am, Mike Savage in the Can-

dies and Hughes Cuda, Mark Hentges in Bucky Austin’s NW Hitter Arrow, Mark “Mr. Explosive” Sanders, two Steve Plueger Funny Cars (with Edmonton drivers Todd Lesenko and Mike Grekul behind the wheels), and a half dozen others from the West Coast. Wal-Mart to be anchor tenant International retailer to set up shop in Mission BY JASON ROESSLE Mission Record

It’s almost been a given for the past year which anchor tenant would occupy the shopping centre slated to be built at Lougheed Highway and Wren Street. But it’s now finally official: Wal-Mart is coming to Mission. A ground-breaking ceremony was held Monday morning for the $30-million project, which is expected to annually pour approximately $700,000 into the District of Mission’s coffers through taxes. The shopping centre, built by SmartCentres, will include over 117,000 square feet of retail space, with WalMart taking up 95,000. According to Andrew Sinclair, SmartCentres’ land development manager, an additional $780,000 in development cost charges will be paid to the district, along with improvements where Wren Street and the Cedar Valley Connector intersect with Lougheed Highway. “This development will generate 150 to 200 construction jobs, he said. A further estimated

260 retail jobs will also be created. Abbotsford-Mission MLA Randy Hawes said while many complain about Wal-Mart, the reality is many Mission residents drive to Abbotsford to shop at that community’s store. “This shows that people want Wal-Mart, he said. The store will help stem the tide of Missionites spending money outside the community, he added, a figure estimated at $103 million annually, according to the 2010 Employment Lands Strategy. “I’m really excited about this project, it shows [Mission] is coming of age, said Mission Regional Chamber of Commerce president Cal Crawford. Mayor James Atebe said the announcement is a “great day for Mission. The tax dollars generated from the project represent three to four per cent if the municipality had to recoup it from residential taxpayers. “The only way to make Mission a complete community is to bring in more business, he said.

other vehicles in his 1989 Ford Mustang on a trip to Harrison Lake when the accident occurred around 11 p.m. Dauphney was released from Royal Columbian Hospital last Thursday, but Genberg, a graduate of Mission Secondary School, and an employee of Mission Towing, remained in critical condition until his death. A friend of Genberg’s, Doug Gaudette, sent an e-mail stating: “He was a great guy, always smiling ... he was more than a friend to me, he was a brother. He will be greatly missed by everyone who had the privilege of knowing him.” Gaudette had vehicle decals made up for friends wanting to commemorate his life which read: “To the pin — RIP Genberg.” Genberg was expecting a baby with his girlfriend, who has not been identified, said Gaudette. The Abbotsford Police Department’s major crime unit is still investigating the crash, which occurred on the Lougheed Highway near Bodnar Road. Police ruled out drugs or alcohol as a factor. Police have declined to say whether or not the RCMP cruiser, which was responding to a family disturbance call, had its emergency equipment activated, or whether it may have crossed the centre line into oncoming traffic. The officer was treated and released from hospital.

Commercial/residential building proposed for former Syd’s site STORIES

BY

ADRIAN MACNAIR

Mission Record

A proposed commercial development with apartment units has been submitted to council for the vacant lot in the middle of the First Avenue block between Grand Street and James Street, immediately adjacent to The Mission Record. The site, formerly Syd’s Place and bowling alley, has been vacant since June 2005 when a fire razed the buildings.

The lots at 33039 and 33043 First Ave. will be consolidated into one land parcel prior to the building permit being issued. The commercial component of the building will house 4,925 square feet on the main floor, with an additional 1,534 square feet of office space. There will be indoor parking on the second floor and the third floor will contain four residential units. The building design includes hardi siding, wood and bricks that will contribute to the Mission

“heritage look” encouraged in new developments in the district, according to documents in the development permit application. The bricks will mimic the honey-coloured appearance of those bought from the Clayburn factory that was used in construction of many Mission buildings. The Downtown Business Association approves of the proposal, however, noted concerns about the number of parking spaces. A public hearing is scheduled for Aug. 22.

No relief for Hatzic Park visitors The district has again delayed building washroom facilities at Hatzic Park, despite the fact council has approved the project several times in previous years. Hatzic Park currently has one unisex washroom with a holding tank that is pumped out twice per year, with no running water and just a hand sanitizer. Building a proper washroom facility would involve establishing a septic field and water service that

would require allocating $43,000 for one unit, plus $22,000 for two gender-specific washrooms. Despite strong objections from Couns. Mike Scudder and Heather Stewart, council voted 3-2 to delay until November, following staff recommendations the district wait for the proposed Hatzic Ridge housing development, which will include sewer services. The developer is still waiting for

engineering drawings before council can give final approval, but district staff estimated the project could begin late this year. But Scudder said it was unacceptable to extend the three-year delay in building proper washroom facilities, saying park visitors are often forced to use the woods. Some residents asked council for a temporary solution, but council said since the season is almost over it wouldn’t be considered.

OPINION

Published and printed by Black Press Ltd. at Mission at 33047 First Ave., V2V 1G2

The new realities Count drinking and driving as another element of the 20th century’s car culture that’s been left behind in the 21st century. Earlier this week the province made the obvious decision to keep tough rules introduced 10 months ago that have worked to curb the carnage caused by intoxicated drivers. Across B.C., there have been 30 deaths in a seven month period that averaged 61 fatalities in each of the previous five years. This is more than enough evidence to keep the laws as they are — there had been talk of easing the rules after bars and restaurants complained the laws were too harsh and hurt business. However, while this has been somewhat true, there has also been an evolution in how people think about their drink. Whether switching from boozy beverages to mocktails or planning an alternative way to get home, the general public appears to have adapted to the new reality. Part of this can be attributed to fear of getting caught, but hopefully it also signals a sea change in society. Younger generations have grown up being told about the dangers of drunk driving and their education has rubbed off on older citizens. The glory days of gas guzzlers are long gone and city planners are more and more looking at ways to keep people out of their vehicles. Driving and drinking, once far too common, is also a relic of an past era. Taxis, bus service and even courtesy rides from good Samaratin organizations are now readily available for people who want to go out for a drink and get home without driving. The message is clear: There are options to avoid hitting the road hammered. The law works and it’s time for all B.C. drivers to work with it. - Campbell River Mirror

When weather becomes climate M y summer road trip to the B.C. Interior began as soon as the Trans-Canada Highway reopened at Chilliwack. The crew had worked through the night to clear a mudslide studded with rocks the size of Smart cars, along with a couple of actual cars. We headed up the historic canyon route from Hope to Yale to Cache Creek, the Fraser River still surging a month after it should have settled back. At Ashcroft, river rafters bravely bobbed on the brown torrent. The Williams Lake Stampede went ahead between rain showers, bull riders benefiting from soft conditions while barrel racers struggled. We drove to Prince George and then Vanderhoof, the geographical centre of B.C., where the Nechako River looked ready to climb out of its banks. As we arrived news came that all this thundering water had done its work, toppling a hydroelectric tower at Surrey, briefly closing the TransCanada Highway again. Then the Australian carbon tax is supposed to convert to an emissions trading system designed to push industry into a cleaner future. B.C.’s carbon tax doesn’t exempt industry as its critics sometimes claim. The tax is imposed on all fuels used in industry, but hasn’t been extended to industrial process emissions. By far the largest greenhouse gas source in B.C. remains vehicles, at around 40 per cent of the total. • Another highlight of the trip was the visible resurgence of the forest industry. May’s trade figures show B.C. lumber sales to China have surpassed the U.S. for the first time. YOUR VIEWS Treaty can’t put the Council fish back in the sea should Editor, The Record Re: A decade on, treaty no panacea (B.C. Views, July 7). I am not Nisga’a, but I did live in Gitlaxt’aamiks (New Aiyansh) for nearly three years and the following points I had observed, or had been told by some Nisga’a people: • The treaty land area is only five per cent of the traditional land area, making it difficult for Nisga’a to benefit from resource extractive industries in the area. In particular, the current trend to export whole logs from timber areas makes it difficult, if not impossible, to generate ‘value-added employment’ opportunities. • Because the land area is so small, it is unlikely that Nisga’a will

Bug spray not for pets Editor, The Record: Many people may be tempted to use human bug sprays on their pets unaware they may actually be poisoning them. Please, never use any product intended for humans on your pet without first consulting your veterinarian. Cathy Hamm Mission

be able to derive any income from royalties from mining activities on lands adjacent to the treatied lands. • Many governments, Canada included, expect First Nations people to fully fund their social service from the royalties that can be assessed against resourceextractive industries. The small land area, and the fact that the fisheries were over-fished by non-native people in the past, makes this sort of income unlikely into the future. This funding burden is not placed on the general community and represents a form of discrimination. • Governments tend to step in to over-rule or take over negotiations with mining companies. This means that any mining company not

willing to pay royalties at the requested rates to First Nations can simply appeal to the provincial and Canadian governments. This undermines the point and purpose of a treaty with a sovereign First Nation. This over-riding of self-determination in the structure and scope of the treaty is, in part, a cause of the lowered self-esteem that leads to the welfare mentality, addiction and dependency problems mentioned in the article. The treaty denies the Nisga’a the access to the resources necessary for an independent economic existence. Whilst a lot of money was paid to Nisga’a people, money cannot put the salmon back into the sea. Peter Woof Port Hardy

speak to citizens Editor, The Record: Ever since Mission was founded in 1891, councils have managed to communicate with citizens without the help of a spindoctor. Now council, with the exception of Coun. Jenny Stevens, suddenly finds it necessary to hire a professional to perform this task. It would be stretching credulity to believe that this is unconnected with a civic election being just four months away. It appears taxpayers are now being asked to fork out $35,000 to fund the re-election campaigns of the current council. Larry Nundal Mission

FREE! Irrigation and Landscape Assessments The best way to save water outdoors is to ensure you are irrigating efficiently. Irrigation experts estimate homeowners can reduce outdoor watering needs by 25% just by keeping up with irrigation system maintenance and setting the timer properly. Water-efficient landscapes are also essential to conserving water outdoors and this starts with good soil. Top-dressing your lawn and putting mulch in gardens will help the soil retain moisture. The next step is to carefully select plant material and group plants depending on their water needs, also known as hydrozoning. By converting your yard to a waterwise landscape you can save water, time and money. In July, the Abbotsford Mission Water & Sewer Commission will be offering free assessments to residents with irrigation systems and those using manual sprinklers. This is a one-on-one walk-through of your yard and garden that takes about 45 minutes. An AMWSC staff member will help you identify ways that you can save water. Go to ourwatermatters.ca to sign up for your free assessment and start saving water and money!

Abby-Mission unemployment rate sitting at 8.6% in June EDO: Decline shows the economy is rebounding BY ADRIAN MACNAIR Mission Record

WE’VE GOT IT ALL RIGHT NOW! Best quality product in the industry and on our lot with incentives to match!

The unemployment rate for Abbotsford-Mission dropped 0.3 per cent from May to June, but is much higher than Vancouver according to numbers released by Statistics Canada. Abbotsford-Mission’s unemployment rate fell to 8.6 per cent in June from 8.9 per cent the month previous, while the participation rate remained unchanged. Mission’s economic development officer, Stacey Crawford, said the decline is an indicator that the economy is rebounding. Unemployment is down 1.5 per cent from December 2010, but up 0.2 per cent from last June. Those rates are also relatively high compared to Vancouver, which dropped to 7.2 per cent in June from

77.6 per cent the month pprevious. But Crawford said the nnumbers are an ongoing rreflection of the postO Olympics lull for Fraser V Valley businesses who Crawford service the Vancouver area. The lead-up to the 2010 Olympics in Vancouver provided significant employment to construction and transport companies in the Fraser Valley, said Crawford, and that cooled off as the work was completed. Because of that, British Columbia was one of the last regions in Canada to be impacted by the global economic downturn, meaning some regions of the province have rebounded slower. In the interior, Kelowna’s unemployment rate rose 0.2 per cent to 8.5 per cent. On the island, Victoria remained steady at 6.2 per cent. Overall, British Columbia dropped to 7.3 per cent from 7.6 per cent, almost exactly the same as the national average.

Mumps virus back with new outbreak An outbreak of mumps is underway across the region, affecting mainly young adults. The B.C. Centre For Disease Control says it’s the first sizable mumps outrbreak since 2008 and extends across both the Vancouver Coastal and Fraser Health regions. The BCCDC says many people in their late teens or early 20s haven’t had a second dose of the MMR (measles, mumps and rubella) vaccine, which is recommended for anyone born after 1970. The virus attacks the glands but it

can be considerably worse than the classic sore throat and swollen chipmunk cheeks typically experienced by children. Adults after puberty — particularly university students — can be hardest hit. Men can suffer severely swollen testicles that may shrink permanently when the infection ends, causing fertility problems. Salivary glands, ovaries, breasts and the pancreas can also be infected. Anyone who suspects they have mumps should phone a doctor or Health Link BC at 811 and avoid going to a clinic or ER.

Also receiving special awards were Rhona Jacobsen, for a donation of her husband’s rose bushes to Fraser River Heritage Park; and Jackie Conn, who was a winner in the “Residential Garden” category and also earned “Best Effort All Categories.” A complete list of categories, winners and trophy donors will appear in next week’s edition of this publication. In the context of volunteerism, we often hear the phrase “giving back.” Some would even argue that the phrase is a convenient cliché. Nevertheless, several highlights of the Communities in Bloom Awards Night last Saturday provided ample evidence of giving back to our community. In particular, I was delighted to learn that the Society’s executive had selected Sherry and Glen Flett for the Unsung Hero Award. Saturday’s audience responded to this announcement with a standing ovation. This couple has dedicated their lives to giving and have demonstrated the C in B slogan “People, Plants and Pride Growing Together” at the highest level. Mosquito control administered by regional district With the Fraser River experiencing continued high flows this year, Mission is experiencing nuisance mosquitoes far worse than the last several years. Mosquito control in Mission is carried out under a program administered by the Fraser Valley Regional District (http://www. fvrd.bc.ca/Services/ Mosquitoes/Pages/ default.aspx). The program focuses on controlling nuisance mosquitoes and reducing the risk of West Nile Virus becoming established. Complaints about excess mosquitoes can be phoned in at 1-888-733-2333 for an assessment and potential treatment. The FVRD has increased its ground and aerial treatment, using a natural larvicide in areas within Mission that have been sampled as having high numbers of mosquito larvae. Aerial treatments have been increased and over 1,200 hectares of wet areas have been treated as of early July from Hope to Mission. Staff is doing their best to return the hundreds of e-mails and phone calls from residents concerned about the mosquito infestation. Additional info is available at the website mentioned above, at the district’s website (http://www. mission.ca/live/ waste-management-

Our water matters. Water is our community’s most precious resource and we should all do our best to conserve and reserve. The Abbotsford Mission Water & Sewer Commission would like to have a better understanding of how water conservation regulations impact residents and is conducting a confidential residential survey to help evaluate the effectiveness of current support programs as well as assist with the development of future conservation programs and incentives. Survey participants will be entered to win a rain barrel and a $100 gift certificate to a local nursery. To participate in the water conservation survey visit www.ourwatermatters.ca. The survey takes about 10 to 15 minutes to complete. If you do not have access to the internet you may also call us at 604-557-4423 to have one of our staff members complete the survey with you. Your responses are confidential and will be included as a part of the total results.

Bears will investigate food odours This year Mission is again seeing more bears venturing into residential areas looking for food. Often they find it in garbage or compost and once they do, they will be back for seconds. So now you’ve received your Rot Pot right in the middle of bear season. Silly idea? Not really. Consider that by using your Rot Pot, you are not placing anything different at the curb — it’s just in a different container. Any kind of waste container (garbage, recyclables or compost)

should always be stored inside a building or secure enclosure, and only set out on the morning of collection. Bears are attracted by smells. If it smells like food they will likely investigate. Even uncleaned pop bottles can attract a hungry bear, as will pet food or ripening fruit in the garden. For more information, contact the Bear Aware coordinator at 604-820-3795, ext. 2. To report an aggressive bear, please call the Conservation Officer Service at 1-877-952-7277.

Become a crew chief for the day His Mustang has made waves in the last year running numerous fivesecond time slips and qualifying eight out of 30 cars at the March Meet in Bakersfield, Calif. Nemeth, and his wife Nancy, have been a staple in the sport over the last 15 years, and their business, TDN Constructors Group, is one of the sponsors for the event this weekend. Nancy has taken on a special project, fundraising for Canuck Place Children’s Hospice. She, along with Tammy Boersma, Trish Johnson and Carly LaFave, are running a triathlon in September at Cultus Lake and all the funds raised at that event, as well as the auctions and raffles at the track this weekend, will go directly to the hospice. There will be raffles and a silent auction with many drag racing and hockey related items up for bids. One raffle is for a “crew chief for a day.

Sign up for tennis league Local tennis players are invited to participate in singles and doubles leagues which begin Sept. 3. The lone criteria for skill level placement is the ability to play. Players or teams will compete a minimum of six matches against similarly skilled opponents. Players will receive a schedule in the mail and make their own arrangements with individual competitors on a time to play. Registration deadline is Aug. 15. All information and a registration form are available at www. bctennisleagues.50megs. com. For other questions, call Ron at 604-5341786, or send an e-mail to shalley@iprimus.ca.

Pipe Hazard Warning

The winner gets to be on Tim and Nancy’s crew on Sunday. To go along with the three feature Funny Car classes, there is a full contingent of Sportsman classes, a Lordco-sponsored comp eliminator shootout and the CPSA Pro Street class. All are competing for NHRA Wally trophies and valuable national open points. Visit www.missionraceway.com for more information, including times and admission. And for all the results from the weekend log onto www.speedzonemagazine.com.

The City of Abbotsford on behalf of the Abbotsford Mission Water & Sewer Commission is hereby notifying the boating community that approximately 245 m of the JAMES WWTP Outfall pipe is exposed in the Fraser River. White Hazard Buoys, located off the South East point of Matsqui Island (approximate coordinates 49d0700N, 122d19’20W), are in place to mark the general location of this hazard. Plans are underway to repair the Outfall after the freshet.

What’s Happening in Mission

IT’S WHAT’S ON THE INSIDE THAT COUNTS One of the first real jobs I had as a young man was working on the railroad. In the middle of one particular day, I recall the track foreman telling all the new workers to go to the railroad doctor for a physical examination. At the time, we were all quite dirty and sweaty from working, and I apologized to the doctor because we didn’t get a chance to clean up before seeing him. Surprisingly, the doctor didn’t seem to mind, and he remarked that the dirt on the outside didn’t matter; he was more interested in what was on the inside of the workers. Our Heavenly Father is also like the doctor–he is more interested in what is in our hearts than in our exterior, outward appearance. The Bible tells us that God alone knows the hearts of men and He will deal with each person as they deserve. However, sometimes we may put more importance on a person’s exterior than we should. Although it is probably only human nature to be more friendly to an attractive, well-groomed person than to someone who is unkempt, a person with a kind and gentle heart may prove to be a more reliable friend, regardless of their appearance. Our Lord never looks at a person’s outward appearance. He is only concerned with what is inside our hearts.

Truly God is good to the upright, To those who are pure in heart. R.S.V. Psalm 73:1 1 Timothy 6:17

Stephen Palmer to follow folk fest The Envision Twilight Concert Series continues after the Mission Music Folk Festival with Stephen Palmer at Fraser River Heritage Park on Wednesday, July 27 from 7 to 8 p.m. Palmer has performed in arenas and pubs, coffee houses and churches since the 1960s. His early folk-rock groups opened for legendary rock acts including Led Zeppelin, The Who, and Cream. Now, with over 40 years of road experience, he has gone back to his acoustic roots. With three critically acclaimed albums to his credit, Palmer is performing at folk clubs and festivals throughout Western Canada and the northwestern U.S. Palmer sings about life and simple pleasures with all the unhurried authority of a quiet and simple folk-singing roadsurvivor. He is sometimes compared to Hoyt Axton, Leonard Cohen, or John Prine. The Art in the Park program features the art of Pam Ellis; Betty Sandmark’s jewelry; acrylic painter Donna Duvall; and Salt Lane Studio’s craft workshop. The Log Cabin Café and the Blackberry Kitchen are open. Admission is free but donations are encouraged. Your support along with the generous contributions of sponsors will ensure that the series continues. For more information call 604-826-0277.
