Thousands flock to festival BY CAROL AUN Mission Record

The music played into the night as thousands of fans rocked at Mission Raceway Park last weekend. Headliners Randy Bachman and Dwight Yoakam brought people to the show Friday, while George Canyon and Blue Rodeo closed things down Saturday. This year’s Rockin’ River Music Festival was a “really, really slick” affair, said performer and co-organizer Kenny Hess.

The Mission country star, who had his turn on stage Friday evening, said the crowd was energetic and everyone looked “incredibly happy.” Even the performers enjoyed themselves. The management team for Bachman, Yoakam and Canyon said they think it was the best-run festival they have been in, Hess shared. “Everyone was so friendly; they said they would come back any time we want them.” Close to 15,000 people attended this year’s three-day fes-

tival, which kicked off Thursday. Many people came to opening day, but many missed out because of the multi-vehicle crash on the Mission-Abbotsford Bridge in the afternoon that tied traffic up for hours. Hess says he personally knows eight people from the south side of the river who couldn’t make it, and adds there were many others in the same position. Despite that glitch beyond his control, Hess notes the kick-off party will be back next year. “We want to expand it every year and do something new.”

Hess is already planning next year’s show and hopes to announce the acts in the coming weeks. He predicts the lineup will attract more than 50,000 music fans next year. “It’s a huge venture for a couple of local boys to take on,” said Hess of the festival. The positive feedback he received after the show encourages him to continue with the work, but he says he would like more support from the local community. “We’re proud to be able to do this at home.”

Mission council passed a bylaw prohibiting pharmacies and medical clinics in the area last Thursday. “This council is committed to the positive revitalization of the downtown core,” said Councillor Dave Hensman, adding he wants it to be a profitable place for businesses and a desirable destination for shoppers. “It will be a journey with speed bumps and hard days.” “We’re holding the line ... to revitalize downtown,” added Coun. Tony Luck. “Sometimes we need to take drastic steps and this is a drastic step.” However, Luck pointed out council isn’t restricting this business in Mission; the pharmacy just can’t set up shop downtown. The overwhelming voice at the public hearing in June moved Coun. Jeff Jewell to support the bylaw. “If it’s important to so many people, I’ll take heed of it,” he said. But not all council members agreed with the move. Couns. Jenny Stevens and Nelson Tilbury opposed the bylaw as both felt it was aimed at one business, Life Pharmacy, which was rumoured to be a marijuana clinic and needle exchange. Those rumours were unfounded and fears unjustified. The bylaw alone will not benefit the community as a whole, said Stevens, who opposed the legislation earlier. Tilbury said he once listened to the rumours, but now knows they are incorrect. “I feel like I’ve been used; I feel like I’ve been played,” explained Tilbury, who noted the way the applicant has been treated is “appalling.” The applicant has launched legal action against the district. The district filed a response on July 24.

Elevated temperatures Saturday did little to stem the tide of people flocking to First Avenue for the second annual Mission Fest. According to Mission Downtown Business Association spokesperson Ronda Cushnie, the high level of support from residents and local businesses helped make the event a bigger success than last year. Downtown merchants “really stepped up” and showed they’re good neighbours, said

Cushnie, explaining that many brought out freezies during the day to help beat the heat, and contributed financially so that most events and activities were free for attendees, including the ever-popular bouncy castle. Musical entertainment from bands like Kitchen Sync and Ennact lent a true festive air to the event, which saw First Avenue completely closed to vehicle traffic from 10 a.m. until 5 p.m. Another popular draw was Mission fire department’s ladder truck and the new engine, which were on-site for a good portion of the

day, said Cushnie. The show and shine drew 45 vehicles to First Avenue, and winner of best street car was Pierre Beaudoin, with his 1967 Mustang, while Len Gibbons’ 1953 MG TD2 took the coolest car trophy, handed out by Mission Mayor Ted Adlem. Among the major contributors were block sponsors Fraser Valley Building Supplies, Jodway Law, Rona and Rockin’ River Music Festival. “Even though it was held downtown, it’s definitely what I would call a community event,” said Cushnie.

Legal action launched against district BY CAROL AUN Mission Record

The District of Mission and a senior building inspector are disputing a petition filed in court by numbered company, 0773184 B.C. Ltd. The company owns 33133 First Ave., and wants to open a pharmacy there. The company purchased the building in an area zoned for such a use, but new legislation from the district now bans pharmacies and medical clinics downtown. The legal action was launched June 25 after Mission council passed third reading of a bylaw to prohibit pharmacies and medical clinics in the core commercial downtown one

zone, which is roughly between Grand and Horne Streets and from North Railway to Second Avenue. According to the petition, before 0773184 B.C. Ltd. purchased the property, “The petitioner made it known to Mission its intended use of the property, and received Mission’s assurances that the intended use was permitted.” Renovation plans were first submitted on April 17, but not approved. Mission council prepared the bylaw to rezone the property on May 2. On May 22, the third set of building plans submitted to the district was accepted, however, the district withheld the building permit. The numbered company asserts

the district “unlawfully and in bad faith withheld issuance of the building permit...” On June 2, the property changed hands. The District of Mission and building inspector Mike Rohde filed a response on July 24, claiming 0773184 B.C. Ltd. should not be bringing the petition forward because it is not the building permit applicant. Al Davies Radio & T.V. (1974) Ltd. and its agent Nandakumar Sambandam applied for the building permit before the property was transferred to the numbered company. The petition respondents claim 0773184 B.C. Ltd. “was not the owner of the property which is subject to the building permit ap-

plication at the time the application was made; nor at the time the application was considered complete by the building inspector.” The district contends a new building permit application would have to be made. Mission also claims “Section 929 of the Local Government Act authorizes a local government to withhold a building permit application, if by resolution at least seven days before the application for the building permit, it has begun the preparation of a plan or bylaw that is in conflict with that building application.” The petitioner claims it is losing about $17,500 each month the business is not operating. A date has not yet been set in court to hear the matter.

Taking flight in a Snowbird BY JASON ROESSLE Mission Record

C

risp, early morning air greeted me Thursday morning at Abbotsford International Airport; a bit of low-hanging fog spread a vibrant orange glow across the neatly lined up squadron of RCAF Snowbird planes. Soon, I would be in one, jetting across the skies with some of the highest trained and amazingly talented pilots in the Canadian Forces. All the required safety checks, lessons on how to exit the aircraft in an emergency, and being fitted with a flight suit, helmet and gloves were all mundane, but terribly exciting for this long-time aviation enthusiast. And I hadn’t even sat in the plane yet. The Tutor CT-114 jet weighs about 7,170 pounds and the J-85 engine produces 2,700 pounds of thrust, catapulting it to a top speed of 412 knots (750 km/h). And yeah, it was fast. Even take-off was amazing. The power up, the signal from the tower and the lead, rocketing down the runway, and then we’re aloft. The Fraser Valley suddenly seemed smaller. Trusting my life to pilot Capt. Brent Handy in the number nine jet, the team followed Snowbird one — flown by Maj. Wayne Mott — east towards Agassiz and left up Harrison Lake. Handy is an affable man, and from where I sat, a heck of a smooth pilot. The precision with which they all fly is awe-inspiring, even to a non-aviator. At one point when we’re making a left formation

turn over the lake the ex-CF-18 pilot says, “You’ll have to tell me if it’s nice outside.” His gaze was firmly fixed on the wing of his team member that was mere metres away, and he made all his speed and stick inputs based on the other Snowbird’s position. And in the interest of full disclosure, no, I did not lose my lunch, but my stomach was definitely annoyed. When I’m given the opportunity to fly, I seize on it immediately, but a bit of trepidation overcomes me, and I don’t launch into a hard split-S I always imagined I would do if given the chance to try. In looking below and to the left at one point on the return voyage home, I see some of my media cohorts flying in other planes don’t have the same motion limiting genetics. One pilot takes his passenger through about three rolls. There might have been four, but I couldn’t watch any longer. The team headed back towards Abbotsford, and we made a couple circuits over Cultus Lake while waiting for the CF-18 pilot to finish his practice run. Capt. Handy’s expert touch allowed us to land with nary a bump. My respect for these pilots and the rest of the members of the Air Demonstration Squadron was immense before this journey, and this first-hand experience has done nothing to reduce that. I’m forever grateful for the opportunity, and would never imagine turning it down, and I’ll be happy for the rest of my life to continue watching the Airshow. But from the ground. A needed spectacle In a world where there is often precious little to celebrate, where citizens must die for democracy, people are gunned down in a movie theatre and countless other acts leave us saddened, disheartened or just plain cynical, every two years a spectacle takes place that breathes life back into the human spirit. The Olympic Games are a two-week celebration of youth, goodwill and ultimate effort. A glimpse, perhaps, into the lighter side, the better side, of the human condition. The Olympics are a spectacle where failure doesn’t result in civil war or poverty, but only an acknowledgement that more work is required. To lose leaves little consequence; we simply move on to the next event and hope. But to win — as Mission witnessed with Brent Hayden’s 100m freestyle bronze medal victory — leaves us punching the air in celebration, with lumps in our throat as our national anthem plays. We see the joy and understanding in the athlete at the top of the podium, having carried an entire nation’s hopes on their shoulders and succeeded. To have so much sacrifice pay off. That is what we celebrate. And while every Olympics has its shortfalls, corporate sponsorships and huge investment in venues, the price is worth it. For two weeks, the world converges in one place without politics, religion or greed. For two weeks, we get a glimpse of a world without borders. As the 2012 London Olympics draw to a close, and as the Olympic Flame is once again set to be extinguished, we can look back and pocket the moments of inspiration, learn from the failures and embrace the human race. - Nanaimo News Bulletin

Family van pulls up to the corner store to stock up on a few camping essentials: pop, chips, hot dogs, a case of beer and a bottle of vodka. Not in B.C., you say? It happens every day at rural agency liquor stores around the province. As with many other issues, there is one reality for urban B.C. and another for the rest of us. Selling booze in grocery stores would presumably create anarchy in B.C. cities and towns, but villagers and their visitors somehow manage it, just as everyone does across the line in Washington or Alaska. These rural agency stores are “flyspeck operators,” sniffs an acquaintance who spent his career as a union activist in government liquor stores. Picture dusty old bottles on a rickety shelf, greedy owners and poorly trained clerks more likely to sell to under-age drinkers. Similar generalizations can be heard about the hundreds of private liquor stores that have popped up around B.C. since they were legalized. And

Another new regulation took effect this summer, creating a $525 fine for adults serving minors, on the job, at home or as a bootlegger. Parents who provide booze for their own under-age children are exempted. Previously, penalties applied only to licensed establishments. If the issue really is public safety and teen binge drinking, the key job for government is to regulate sales effectively. Once that is done, no justification remains for government liquor sales. Coyotes are quite shy and non-aggressive. They tend to scare easily and are often solitary animals, preferring to travel alone. They are small in size and an adult on average, weighs between

18 to 30 pounds. If you are with your dog and you see a coyote, throw rocks, make loud noises and pick-up or hold your dog if possible. The best way to discourage coyotes in your community is to limit the number of attractants (garbage, fallen fruit, outdoor pets and pet food). Feeding coyotes intentionally or not, habituates these animals to people.

Examine exempt wages Editor, The Record: Given the average employed homeowner in Mission earns probably between $30,000-$50,000, many of whom lost their jobs or took a pay cut in recent years, it is my opinion the exempt staff are taking more than their fair share of the pot. The records show they receive raises in benefits and wages regularly regardless of the economic downturn, and when there was zero inflation. Will this council institute a rollback of exempt staff remuneration or at least a freeze so that gap between residents and taxpayers doesn’t keep increasing year after year regardless of the economy or the district’s/taxpayers’ ability to pay? At least three Fraser Valley mayors are considering a regional police force. The idea of moving away from the RCMP was brought up at the last joint mayors meeting a few months ago, and Mission Mayor Ted Adlem received unanimous support from his council last Monday night to pursue the issue further. Coun. Larry Nundal was absent. Chilliwack Mayor Sharon Gaetz said she was interested in the idea, and Abbotsford Mayor Bruce Banman indicated he would be happy to expand its po-

lice force. Adlem would also like to see the two Langleys involved as well. Despite initial interest, Adlem says it could be September or October before a meeting is set up. “The three mayors and the chief of the Abbotsford Police Department would have to sit down to discuss the concept, then research the costs.” Mission councillors expressed frustration with the RCMP after receiving an “empty” response to their recent concerns. “Our questions were specific, and their answers were vague,” said Coun. Jeff Jewell. Council sent a letter to the Min-

istry of Justice and the RCMP in June outlining three budgetary concerns: • the cost breakdown for long rifles for the 2013/2014 budget, which was originally estimated at $1,500 each, and has now grown to more than $9,000; • why the cost for relocating E Division to the new Green Timbers building in Surrey was added when the expenditure has not been approved; • why the Integrated Homicide Investigation Team is the only integrated service with a 70/30 funding split. Council will send another letter with the same questions and hope to get more specific answers.

Development proposal prompts public input meeting BY CAROL AUN Mission Record

Mission councillors did not halt a development application even though it does not conform to the Official Community Plan (OCP) and is not consistent with the Fraser Valley Regional District’s urban growth plans. Instead, elected officials are letting the developer, Lyle Holman, proceed with a public input meeting before the district holds a public hearing.

Holman wants to amend the OCP and rezone 3.26 hectares (13 acres) of land on the northwest intersection of Cedar Street and Dewdney Trunk Road from rural residential to urban residential. The current minimum lot size in that area is 1.73 acres, and the developer would only be allowed to subdivide the property into six or seven lots. The proposal is to create 65-75 lots with a minimum lot size of 6,006 sq. ft. District staff recommended against

the change because the OCP is designed to guide growth and development, and moving away from it will create uncertainty for residents and the question the document’s validity. The property is also outside the Cedar Valley Comprehensive Development Plan area. The developer believes the land is ready for change because it is located across the street from urban residential zoning and can easily access district water and sewer lines.

While council agreed the proposal was premature, most were open to receiving public input. Coun. Larry Nundal was absent and Coun. Nelson Tilbury was the only one opposed to moving the application forward. “This is going out too far too fast and it’s not consistent with the OCP,” said Tilbury, adding there’s an unwritten rule with developers to not go out and try to buy all the property you can to build. “If we go with this, it will open up the flood

gates. We need to think about this.” “Mission has an urban and rural section,” said Coun. Dave Hensman. “It’s important to honour both sections. This appears, to me, to be a bit of a leap frog to put density in an area that should be rural.” Coun. Tony Luck said he liked the proposal, but doesn’t agree with it. “I think the city needs patchwork to give us the green spaces and parks that we need. We need to talk to the developer about the timeline.”

B.C. to study online voting BY TOM FLETCHER Black Press

It won’t happen in time for the provincial election next spring, but the B.C. government is moving ahead with Premier Christy Clark’s pledge to examine online voting at the local and provincial level. Some municipalities have suggested modernizing elections to make voting more convenient, and reverse the recent trend to lower voter participation. Clark proposed the idea during last year’s BC Liberal leadership campaign. Justice Minister Shirley Bond announced Thursday that she has

asked Chief Electoral Officer Keith Archer to set up an expert panel to make recommendations. Archer asked the government last year to give him authority to conduct pilot projects for electronic voting, and to consider extending voter registration to 16- and 17-year-olds, as has been done in Australia and some U.S. states. During his leadership bid, Health Minister Mike de Jong proposed lowering the voting age from 18 to 16, to encourage younger people to get involved as part of their high school education. Nola Western, deputy chief electoral officer at Elections B.C., said the panel will likely need until

2014 to recommend changes to the Election Act that would permit online voting. Independent experts on Internet security and electoral administration will be asked to serve on a committee chaired by Archer, with a first meeting expected by October. Elections BC already has online voter registration, as well as data sharing with the federal voters’ list, ICBC and the B.C. Vital Statistics Agency to keep the voters’ list up to date. Western said online voting has been used in Halifax and Markham, Ont., but has not yet been tried at the provincial or federal level in Canada.

Residents against Gaudin Creek trail network BY CAROL AUN Mission Record

A trail network planned for the Cedar Valley area is under review after residents living adjacent to Gaudin Creek told council they didn’t want a walking path near their homes. They are concerned about personal safety, increased noise, litter, property damage, environmental damage, maintenance costs and negative impact on their property values. Nearby resident Travis Kienas told council last week there is an old, unofficial trail behind his home and he’s had tools, camping gear, and other personal items stolen. “People have concerns about their property,” he said. Kienas and his neighbours would like to see the environmentally sensitive area between Boothby and Tunbridge Avenues remain as green space. A 190-signature petition from area residents was submitted to the municipality. The district is reviewing policies for Cedar Valley, and this is a good opportunity to review the trails too, said Sharon Fletcher, director of planning. The report is expected to be finished by December.

MICA event aims to raise funds for Oyama visitors BY JASON ROESSLE Mission Record

Immerse yourself in the music and food of a number of cultures Sept. 20 without leaving Mission. The Mission International Cultural Association (MICA) is putting on Dress and Dine for Diversity next month at Cedarbrooke Chateau. This fundraiser aims to create a nest egg to properly host delegates in 2013 from Mission’s sister city, Oyama, Japan, said MICA board member Cory Cassel. Mission delegates — including Cassel — went to Oyama in 2009,

and he said they were treated exceptionally well. Cassel’s goal is to show the Oyama visitors an equal level of hospitality. “They always made sure we were well taken care of. They spared no expense with us. If we suggested something, it happened,” he said. Mission Ted Adlem and Cassel were part of a four-person delegation that just returned from Oyama which was celebrating its 100th anniversary, and experienced the same degree of attention. The event starts at 7:30 p.m. and will feature about eight tasting stations reflecting the food from

Fraser House lecture series BUYING continues to help residents OR SELLING Mission Record

A Mission organization has been offering a 10week lecture series to help adults suffering from substance use issues for more than two decades, and the talks continue to draw attendees. Fraser House Society is an outpatient clinic located on Fourth Avenue, and the weekly talks, coordinated by adult counsellor Tina Brazeau, began in 1987. The lectures are open to the public, run Thursday nights from 6:30 to 8 p.m., and include topics such as what is addiction, neurochemistry of relapse, cross addiction and oxycontin and other prescription drugs. “The lecture series helps people to understand addiction and offers tools to guide people toward recovery,� said executive director Cynthia Coyle. Additionally, the education provided helps addicts see what recovery looks like,

and works to diminish the shame, guilt and stigma attached to substance use. “In the initial stages it is not always as important to focus on the why of addiction as to how to get through it,� she said. Coyle said many people who have problems with addiction have had some type of trauma in their lives and may also struggle with mental health concerns such as depression and anxiety. Family members are also invited to the lectures as they need support for their own feelings which include, hurt, loss of hope and frustration, said Coyle. But despite the education available, many addicts are still marginalized. “People find [addiction] difficult to understand because they feel it’s a choice [addicts] are making,� Coyle noted. The lectures are dropin based, and people can come to whichever ones

About Fraser House Fraser House Society offers counselling and prevention services for anyone with substance use issues, and operates on a not-for-fee contract with Fraser Health Authority. The non-profit charitable organization is run by a dedicated board of directors, many of whom have served for several years. In addition to outpatient services for youths and adults, Fraser House runs a rural connection program for the Deroche/Lake Errock area. There is one counsellor dedicated to that area seeing clients at

the Fraser Valley Regional District Access Centre two days a week and mobile locations for the remainder of the week. The school-based prevention program is also popular. The Fraser House prevention worker, Georgina Mitchell, visits all grade levels in the elementary and high schools, with a particular focus on Grades 4-6 and 7-8 about drugs and alcohol. A youth day treatment program offers teens with substance misuse problems one-on-one and group therapy sessions and is also an alternative for some students who have been suspended from school. Solimano said many of the affected drivers had been waiting for possible retroactive relief and still have not yet undertaken costly requirements such as attending a responsible driving program or installing an ignition interlock. “Those penalties don’t expire with the passage of time,� he said. Litigants in the case weren’t just demanding repayment of their fees and direct costs. Carol Beam, whose car was impounded 34 days after a failed test in October 2010, claimed $6,869 for costs that included six days of lost income, her need to hire a driver, legal fees, the cost of an ignition interlock and taking the responsible driver program. Jamie Chisholm claimed $19,510 — most of it for lost wages during his 84-day driving prohibition after blowing a fail. Scott Roberts told the court he agreed to have his $5,000 vehicle destroyed because he couldn’t afford the impound fees for 30 days. He claimed nearly $28,000, including lost wages. The province adjusted the law this spring after Sigurdson’s earlier ruling found it invalid because there wasn’t an adequate method to challenge a failed reading of over 0.08 on a roadside test. Now police officers must tell suspected impaired drivers they are entitled to blow a second time on the screening device and that the lowest of the two readings will apply. Previously, the second reading was binding if a driver opted to blow again. Justice Minister Shirley Bond said she’s pleased all the penalties will stand, adding the province remains “steadfast� in its groundbreaking approach to deterring drunk driving. “The 44 per cent reduction in alcohol-related fatalities since our law came into force — with an estimated 71 lives saved — is unprecedented,� Bond said.

DISTRICT OF MISSION ZONING AMENDING BYLAW 5304-2012-5050(83) (R12-021 – District of Mission) This bylaw proposes to amend the text of District of Mission Zoning Bylaw 5050-2009 by: a. deleting from Section 106 Use Regulations, Part C. Uses Prohibited, Paragraph 2.; b. deleting Section 804 Commercial Highway Zones in its entirety and replacing it with an amended Section 804 Commercial Highway Zones to create a new Commercial Highway Two (CH2) zone which permits “drive through restaurants” as an outright permitted use; and c.

rezoning the properties shown on the following maps from Commercial Highway One (CH1) zone to Commercial Highway Two (CH2) zone to permit “drive through restaurants” as an outright permitted use for the properties.

The purpose of the proposed text amendment and zone amending bylaw is to allow drive through restaurants as a permitted use in certain locales of Mission. 2. DISTRICT OF MISSION ZONING AMENDING BYLAW 5306-2012-5050(84) (R12-022-Maras) This bylaw proposes to amend District of Mission Zoning Bylaw 5050-2009 by amending the zoning of the following legally described property: Parcel Identifier: 025-702-581 Lot B Section 33 Township 17 New Westminster District Plan BCP36392 from Rural Residential 7 (RR7) zone to Rural Residential 7 Secondary Dwelling (RR7s) zone. The location of the subject property is 9460 Barr Street and is shown on the following maps:

DISTRICT OF MISSION ZONING AMENDING BYLAW 5307-2012-5050(85) (R12-024 – District of Mission) This bylaw proposes to amend the text of District of Mission Zoning Bylaw 5050-2009 by deleting the following from Section 501, Urban Residential Zone, Part C. Lot Area, Subsection 1: “*In the R465 zone, a maximum of 30% of the total Lots in any one development may be a Type II Lot” in its entirety, and replacing it with “*In the R465 zone, a maximum of 40% of the total Lots in any one development may be a Type II Lot.” The purpose of the proposed amendment is to amend the Urban Residential 465 (R465) zone Type I and II by increasing the percentage of lots that can be created with a minimum lot size of 465 square metres (5005 sq. ft.) from 30% to 40%. Copies of the proposed bylaws and reports relevant to these bylaws may be inspected at the Municipal Hall, 8645 Stave Lake Street, Mission, BC, Monday to Friday, excluding statutory holidays, from 8:00 a.m. to 4:30 p.m., from August 16, 2012 to August 27, 2012. The District of Mission, together with its project partner, Go 2 Zero Waste, is in the process of securing funding for a feasibility study to determine businesses’ requirements for reducing waste going to landfill. Pending funding approval, the study will include a cost analysis, complete with potential offsets, in order to maintain cost neutrality or possibly achieve a financial benefit for businesses. In the interest of time, the initial baseline data collection will proceed regardless of funding confirmation, and will include requests for information on current waste management service levels and associated costs incurred by participating businesses. Go 2 Zero Waste will take the lead in this initiative and will be following up with local businesses after an initial mail-out regarding the project by the district. If you are a business owner in Mission and would like to participate in the study, please return a copy of the letter

Please include your business name, address and contact information in your response. If funding is approved for the remainder of the feasibility study, results will be used to identify opportunities for increased diversion of compost (including food waste) and recyclables, while offering financial incentives to business owners to participate in a turn-key composting and recycling program. Actual program details will be developed based on the findings of the feasibility study and will involve the collection of compost, recyclables and suitable residuals to produce Alternative Recovery products from refuse in separate streams. Getting kids back to nature In this electronic age, more and more children are drawn away from the natural environment and towards video games and other electronic entertainment. four designated dropoff locations to receive a congratulatory certificate. All entries received will be placed in a draw for prizes. The Trails Challenge is open to everyone. Help fix Mission’s roads The district is completing a Transportation Master Plan and our first step is to ask residents for their input which will help guide the study’s focus. Since the last Transportation Master Plan in 1996, Mission has experienced a period of sustained moderate growth. According to Census Canada, Mission’s 2011 population is about 36,500 and is estimated to be approximately 55,000 by 2035. The district now requires the review

and evaluation of the existing transportation system to determine overall transportation needs over the next 25 years. The Transportation Master Plan will identify what road upgrades are required to meet current and future growth needs, pedestrian and cyclist needs and improve movement of goods for businesses. Further public consultation will take place once the study is underway however your input now can help better to focus the

study at the outset. Copies of the questionnaire are also available at the Municipal Hall in the engineering department. The survey will remain open until Friday, Oct. 14, 2012. Popular acts perform at Twilight Wheat in the Barley performs at the Envision Twilight Concert Series at Fraser River Heritage Park on Friday, Aug. 17 from 7 to 8 p.m. This is Canadian roots music with a major makeover. Crack songwriting, brilliant and warped arrangements and stunning instrumental solos unite under the banner of a savvy eclecticism that’s always been the band’s guiding light. The Wheat in the Barley pulls together a lot of great influences into one package. With an impressive array of instruments at their command, the band puts on a show that’s as danceable as it is listenable. Wheat in the Barley is group founder Steve Gidora on guitar; Victor Smith on accordion, whistles, guitar, or just about anything; Mark Dowding on woodwinds; Nicole Scoffield on violin; Mickey Hovan on guitar and bass; and Ed Johnson on percussion. The concert partner for this evening is Best Western Mission City Lodge. “Envision has been proud to support the Envision Twilight Concert Series for the past 12 years,” says

Carol Hamilton, branch manager at Envision Financial’s Mission location. “This is a wonderful series that provides local artists with the chance to perform in a relaxed and casual atmosphere while the community enjoys various musical genres ranging from jazz, blues and folk to country, rock and pop.” The Envision Twilight Concert Series welcomes back the popular group 1066 on Wednesday, Aug. 22 from 7 to 8 p.m. 1066 emerged from a jam session in Abbotsford in November of 1985. The audience that night saw four musicians, who had never before played together, entertain for two hours in the lounge of an Eagles club, providing entertainment until the dance band started up for the regular Friday night dance. Their musical style was “not too seriously Celtic.” They were re-hired for the next several weeks and by January of 1986 had become the Friday night entertainment. Since then the band has performed on television, stage, fairs, conventions and pubs on both sides of the border to apprecia-

tive audiences. Their irreverent, light-hearted style covers a broad range of the musical spectrum. They have shared the stage with such diverse luminaries as Irish Rover Will Millar, jazz piano phenom Michael Kaeshammer, Big Band leaders Dal Richards and Mart Kenney, and banjo virtuoso Fast Eddie Erickson. Leader Phil Aldridge hails from Liverpool, England and is a long time resident of Mission. The rest of the band are Abbotsford residents and have their roots in Scotland, England, Denmark and Canada. The band’s diverse musical background stems from Celtic folk, rock, classical, jazz, blues and musical theatre. The concert partner for this evening is Mission Foundation. The Canadian Motorcycle Drag Racing Association’s Summer Nationals will take over Mission Raceway Park Aug. 18-19. This event promises to be the biggest of the year as 14 classes of motorcycle drag racing challenge one of North America’s finest race

More two-wheeled action will take place all weekend long with performances by the West Coast Freestyle Stunt Team. As an added bonus, the CMDRA will also be hosting fan appreciation day on Saturday by providing free admission to the public. The free Trev Deeley Foundation Drag Racing School kicks off the weekend at 9 a.m. Saturday which is open to anyone on two wheels. Not only will participants learn racing fundamentals from professional drag racers, but competitor fees will be waived for first time racers as they compete for prize money.

Golfers heading south for school A trio of local girls will be attending Alabama State University this fall on golf scholarships. Brooklyn Kraakman had signed her national letter of intent last fall, while Janelle Kraakman and Dani Shap recently agreed to head south. This May, Brooklyn represented B.C. at the BCGA North Pacific Team matches in Washington State where the province won the event. At the 2012 B.C. Women’s Amateur, Brooklyn placed 10th with scores of 74, 75, 73 and 69. Shap placed 18th, tallying scores of 75, 73, 76 and 80, while Janelle came in 22nd with 78, 78, 77 and 77. At the 2012 B.C. Junior Girls Championship, Brooklyn placed fifth and Janelle placed 16th. And most recently in Calgary at the 2012 Canadian Junior Girls

Championship, Brooklyn placed ninth and Janelle placed 55th. Brooklyn is currently in Trinidad and Tobago, representing Canada at the CJGA Stephen Ames Cup. Both Janelle and Brooklyn have represented zone 3 in past BC Summer games winning gold medals; Janelle in 2008 and Brooklyn in 2010. Last year, as members of the Hatzic Secondary School’s golf team, Brooklyn and Janelle placed first in the Fraser Valley and fifth in the province. Shap and Janelle left for Alabama Tuesday (Aug. 14); Brooklyn will be joining them the following week. Brooklyn’s other cousin, Alex Leech, received a partial golf scholarship to Adam State in Colorado and also left Aug. 14.

Idiotic, dangerous driving seems more prevalent in B.C. than anywhere else in Canada, according to a new poll. The national survey of drivers by Angus Reid Public Opinion found 95 per cent of B.C. drivers spotted others talking on cellphones in the past month, more than in any other region and well above the national average of 90 per cent. B.C. respondents also reported above-average rates of drivers speeding (93 per cent), tailgating (83 per cent), turning without signalling (85 per cent), changing lanes without warning (83 per cent) and running red lights (63 per cent). Seventy-one per cent had spotted a driver multitasking – such as reading, checking text messages or applying makeup – compared to 65 per cent across Canada. And 56 per cent here had seen drivers invade a crosswalk with pedestrians in it, far above the 33

per cent national rate. “There’s a lot of bad behaviour we’re seeing on the streets,” said Angus Reid vice-president Mario Canseco, who is based in Vancouver and reports similar observations himself. He said the apparent rate of illegal cellphone use is shocking considering B.C. has outlawed the practice for more than two years. “It’s just bizarre that we keep seeing people using their cellphones,” he said. But Canseco noted 81 per cent of B.C. respondents said only a few of the drivers in their city were bad drivers, while 19 per cent said most to all others on the road were bad. He said that result – better than the national average – suggests motorists here on the whole are fairly safe but a few particularly reckless drivers are highly visible. The only area where B.C. scored better than the national average was in littering, which only 43 per cent of respondents here witnessed recently compared to 46 per cent nation-wide. Other findings of the poll found 43 per cent of B.C. motorists said they’ve honked their horn at a bad driver, 27 per cent swore, 18 per cent waved their fist, arm or hands, 16 per cent made an obscene gesture and nine per cent called police.

Michael was born in Mission, November 14, 1977 and graduated from Mission Secondary School in 1995. He completed his undergraduate work at Simon Fraser University in 2004, earning his Bachelor of Arts degree in Criminology, and later finished his graduate work at the University of British Columbia in 2006, earning his master of Science degree in Neuroscience. He continues to perform scientific research and has published several peer-reviewed journals; including the Canadian Society of Forensic Science Journal, Neuromolecular Medicine, the Canadian Journal of Physiology and Pharmacology and Neurolmage. He recently received an award for clinical excellency in primary care optometry from PCO. Michael plans to practice locally in the area as an optometrist with emphasis on pre/post operative eye care. ROBINSON McNAIR Patricia Lynne July 12, 1946 - August 7, 2012

On August 7, 2012, the family and friends of Patricia Lynne McNair lost a beautiful and generous woman who always put us first and loved each of us so much. Her love started in Sheffield, England, born to Alfred and Margaret Roseblade, her sister, Margaret and brother Nigel soon followed. Lynne then came to Canada and met her soul mate, Alastair. A 46 year love affair started and their amazing love brought their three daughters, Nicki, Toni and Alison. Our mom fought a brave battle with cancer showing us the courage and strength we will all need in our own lives. Predeceased by her parents, brother Nigel and best friend, Louise Varley. Survived by daughters, Nicki (Gordon McCulloch), Toni (Bruce Burns), and Alison (Paulo DeGianni) and her loving husband Alastair and sister Margaret. Nana was so proud of her grandchildren, Taryn, Riley, Gavin, Alissa, Alex, Sophia, Morgan and Teo. Expression of Interest Leased office space in Abbotsford, B.C. Farm Credit Canada (FCC), invites Expressions of Interest from anyone interested in leasing office space to FCC. All proposals must meet the following criteria: 1. Approximately 10,000 usable square feet within one building, offering the entire space on one floor. Preference will be given to space with high visibility that provides for illuminated exterior signage. Thirty-five staff parking and four customer parking spaces are required. 2. The office space must be located in Abbotsford, B.C. 3. The building must be accessible to FCC on a 24-hour basis. Heating, cooling and lighting must be available at all times and under the control of FCC. 4. The physical characteristics of the building and surrounding area, including the use of land in the neighbouring area, must be compatible with FCC’s intended use as a business office. Build-to-suit options are also considered. 5. The landlord or builder must ensure that Telus can provide wide-area network (WAN) service for computers to the property. FCC may deploy a fibre or copper-based WAN service and it is the landlord’s or builder’s responsibility to ensure that proper service can be delivered. FCC may require written notice of service delivery from the WAN provider. 6. The space must be available for tenant fixturing no later than May 1, 2013, with a move-in date of September 30, 2013. The term of the lease is negotiable but FCC will require a five-year term, plus an option to extend the lease for at least one additional term of five years. 7.
