Development would improve communication Mission Record
A 65-lot subdivision could be built in Steelhead if area residents tell council they approve. The proposal, brought forward by OTG Development Concepts, is to rezone two properties totaling 32.3 hectare (80 acres) near the corner
of Cardinal Street and Thomas Avenue. Under the current rural 16 zone, the developer would only be allowed to subdivide the two properties into 19 lots, each at least 1.6 hectares (four acres) in size. The proposed suburban 36 zone would create lots 0.88 acres with city water services, or 1.73 acres without.
Property owner and developer Dean Hodgson lives in the area and says he has the support of Steelhead Community Association’s (SCA) executive board. He has worked with SCA to bring in Telus fiber optic lines and better communication channels if the project proceeds. District staff are against
the proposal because it does not conform with the Official Community Plan, there would be additional service requirements for the area, there are no plans for parkland in the area, and it could restrict forestry operations as the site’s south and east boundaries are adjacent to the Mission Municipal Forest. cerns, such as response time and water access. The development must also be approved by the water and sewer commission. Councillors Nelson Tilbury and Jeff Jewell wanted to know if there was a greater plan for the area, beyond the subdivision and how much a development would cost taxpayers. “My concern is with the
cost implications of increasing the population. There are resources needed to support a new community,” said Jewell. Council has moved the proposal forward in order to hear comments from residents. “It might be overdue for a development like this in the area,” said Coun. Tony Luck. The developer will now organize a public input meeting.

Sockeye fishery unlikely to happen BY JENNIFER FEINBERG Black Press
The 2012 Fraser River sockeye run is running out of steam. It looks likely that neither the commercial fleet nor recreational anglers will be getting a crack at the prized red salmon this year. The run size estimate for the summer run of sockeye remained unchanged Friday at 1.3 million, and about 2.3 million for the total Fraser sockeye returns, according to the Pacific Salmon Commission. “The late run sockeye is the limiting factor,” said Barry Rosenberger, co-chair of the Fraser River Panel, and also DFO’s area director for the Interior. They would need the late summer run to reach about 300,000 fish to trigger a commercial fishery opening for sockeye. “Currently we’re only at about 250,000 fish,” he said. It was a tough year for the sport fishing retail and guiding industry, starting with the challenges of high water over a prolonged wet and cold spring, and early predictions for poor Fraser
sockeye returns. One of the issues in the summer run is that stocks of concern, like the dwindling Cultus Lake sockeye, are intermingled with other stocks coming through the system. “I think at this point there’s an attitude of resignation out there now among recreational anglers,” said Rod Clapton of the B.C. Federation of Drift Fishers. DFO is still expecting a few more sockeye to come up the river but it won’t like change anything, and no one is expecting a recreational opening. “Whenever the Late Summers show up, it shuts down the fishing, so it’s not looking too positive for this season,” Clapton said. The big hope is for the year after next, when a record run is set to come back on its fouryear cycle. “We’re just holding our breath that it will be a wonderful year.” DFO officials are not expecting things to change much for the rest of this season, but they’ll continue to monitor daily test fishing catches. “So we’re still looking for some more fish,
Police changing alarm response protocol in 2013 BY CAROL AUN Mission Record
The Mission RCMP is changing the way it responds to alarms. Beginning January 2013, police will only attend commercial alarms if it is verified, or if it is a panic, hold-up, multi-zone breach, twoway voice or glass break alarm. Residential alarms will be treated similarly, and police will also attend if it is a domestic assault personal alarm, and if the home is occupied by those who are elderly, physically challenged, or have special needs. All school alarms will be attended. Police hope the new protocols will reduce the amount of resources
spent on false alarms. Coquitlam, Chilliwack and Langley have a comparable policy, said Mission RCMP Insp. Richard Konarski, who also notes the change will place the responsibility on businesses and home owners to ensure there is an adequate alarm to protect their property. Last year about 10 per cent of all calls police responded to were false alarms. About 95 per cent of alarms that rang were false or cancelled in 2011.
The total Fraser sockeye run is being estimated at 2.3 million fish, according to the Pacific Salmon Commission. The low return is prompting officials to consider cancelling the fishery altogether this year. RECORD FILE PHOTO
but things are winding down,” said Rosenberger. Aboriginal fisheries on the Fraser have taken a total of 288,050 fish to date, according to the PSC. That is for all of the
First Nations communities to share on the Fraser. “The thing is it’s either feast or famine in the Aboriginal food fishery,” said Ernie Crey, fisheries advisor to the Sto:lo Tribal Council. “The
DFO can try to spin this season saying it’s marginally better than four years ago, but there were fewer taken this year.” The abundance or dearth of fish stocks depends on migrating patterns and conditions,
which vary wildly from year to year. Impoverished First Nations communities along the Fraser watershed will have to work “really hard” with DFO officials, as well as commercial fishermen,
conservation and sport fishing groups to restore these runs, he said. “Only when the spawning beds are reseeded and the strength of runs restored will the Aboriginal priority to fish truly be respected.”
Sister city bond strengthens BY CAROL AUN Mission Record
Mission’s sister city relationship with Oyama, Japan continues to be strong after Mission Mayor Ted Adlem’s recent visit. In addition to cultural exchanges, both communities are working on strategies to support commerce, existing products and services between the two cities, and promote each other as a tourist destination. There are challenges in the relationship too, such as communication (not many Mission residents speak Japanese, and not many Oyama residents speak English), economic (Oyama is struggling with its economy too), and political (both cities have new mayors and it takes time to get up to speed). Cory Cassel, one of three delegates to accompany Adlem on his two-week trip last month, gave a short presentation Monday night at a council meeting. He also noted Oyama picked up the bill for the mayor’s trip,
Mission Mayor Ted Adlem helped plant the Canadian maple tree in Oyama on Mission Street. SUBMITTED PHOTO
while the others paid their own way, with some help from Oyama’s committee. The visit was to commemorate Oyama’s 100th anniversary and during the visit, a Canadian maple tree was planted in the mayor’s honour, explained Cassel. Each city is still committed to sending a delegation once every four years, and there is a student exchange program through Mission Public Schools. Two Oyama students who win the
speech contest also visit Mission each year. The next group from Oyama is expected to arrive next year and will be a part of the Canada Day celebrations at Fraser River Heritage Park. In order to welcome the delegation, Mission International Culture Association (MICA) was created to take over the financial responsibilities. MICA is holding a fundraiser on Sept. 20 at Cedarbrooke Chateau called Dress and Dine
for Diversity. The mayor’s second annual golf tournament next year will also benefit the group. MICA hopes to raise $10,000 for the visit. Cassel encouraged residents to get involved by attending the fundraiser and volunteering to host a delegate. Mission and Oyama have been sister cities since 1996. Mission has sent delegates to Japan in 1999, 2000, 2004, 2009 and now 2012. The district has hosted visitors from Oyama in 1995, 1999, 2002, and 2006. In 2009 Mission Arts Council gifted a house post, and that year’s delegation from Mission helped unveil it in Japan. Oyama is sending over a friendship bell in 2013. Tickets to the Sept. 20 fundraiser are $50 and can be purchased at Mission Community Services Society, District of Mission municipal hall, Murdoch’s Book Shoppe, or by calling Cory Cassel at 604-8323130. Donatelli earns nat’l coaching award BY JASON ROESSLE Mission Record
A local speedskating pioneer was recently honoured by the national association for his 46 years of service to the sport as a coach. George Donatelli hadn’t even learned to skate until he was 30 years old, but that didn’t stop him from getting his oldest child, James, into the sport shortly after the Mission Leisure Centre was constructed in the 1970s. Donatelli’s next child, Eden, was almost two years younger than her brother, and took to the sport immediately. “She put herself in [speedskating],” he recalled with a gentle chuckle, and everyone could see she had the makings of an exceptional athlete and was setting Canadian records in short order. Donatelli eventually took
over coaching the 17 kids who were showing up to learn in the 1971-72 season, and he hasn’t stopped. Eden went on to compete in the world championships in Montreal at 16 years old, winning a gold medal in the 500 m. She moved to Montreal to train as a member of the Calgary Olympic relay team, and went on to win silver and bronze medals at the 1988 Olympics, plus a host of honours at numerous international and national competitions. She was inducted into the B.C. Sports Hall of Fame in 2000. Donatelli has helped a number of people achieve success in the sport, including Langley’s Courtney Shmyr, who represented Canada at the Junior Short Track Speed Skating World Championships, Alec Janssens, from Sardis, who skated his way onto the national long track develop-
ment team, and Maple Ridge’s Michelle MacKay, who became the Canadian short track champion for her age class. He also set up the speedskating program for the B.C. Winter Games in 1977-78. The sport has always struggled to attract athletes, mostly due to the overwhelming influence of hockey in Canada. Donatelli said there were 850 speedskaters when he first began in the sport, and that number is the same today. All these successes, and the nearly five decades of volunteer work saw Donatelli earn Speed Skating Canada’s Coaches Award of Excellence for 2012. “I just love working with kids. It’s very gratifying,” he said. Donatelli coaches about 35 children out of Sardis currently, and says he’s unsure when he’ll retire. “I’m just going year by year,” he said.

from the suspects throwing lightbulbs into a fire they had started outside, said Siluch.

OPINION
Published and printed by Black Press Ltd. at Mission at 33047 First Ave., V2V 1G2
ICBC mishandled The BC Liberals have completely mishandled ICBC, and the proof came on Thursday, when a review showed that the company has been hiring boatloads of senior managers and paying them more each year — with the government apparently oblivious to this fact. There are 32 per cent more managers than in 2007, and they are paid (as a group) 70 per cent more than managers received in 2007. Fifty-four of them made more than $200,000 each in 2011. The Liberals insisted, on taking office in 2001, that ICBC didn’t need to be privatized, nor did there need to be complete competition in the auto insurance sector. They merged ICBC operations with the motor vehicle branch, and had ICBC contribute to policing initiatives, and thus thoroughly muddled it with legitimate government activities. The simple fact is this: ICBC is being used by government for all sorts of purposes that are far afield from its ostensible role as a public car insurance company. This isn’t new — the NDP did this with ICBC back in its earliest days. But it certainly points out that the Liberals are just as good as the NDP at mismanaging Crown corporations and sticking taxpayers with extra costs. ICBC needs to be privatized. This of course won’t happen under a new NDP government, nor under a re-elected Liberal government. ICBC is a sacred cow. There is no real need to have government operate a car insurance company that forces all drivers to buy at least basic car insurance. Competition is allowed for what the government considers “optional” coverage, such as collision or comprehensive. ICBC has been mismanaged by both the NDP and the Liberals. It should be sold off, but that won’t happen any time soon. Drivers will just keep paying more than they should for car insurance.

Time for investment in forests T he B.C. government’s emergency committee on timber supply has produced its report, but it leaves many of the big questions unanswered. Can the Burns Lake sawmill, destroyed by fire last winter, be given enough timber to rebuild? It’s likely, committee members concluded, if areas that are currently considered “marginally economic” are harvested. With nearly half the pine in that region dead from beetle infestation, and much of the better timber already cut, that means harvesting areas that would produce only about two thirds of the volume that is currently considered economical to log. Will eight more sawmills have to close once the beetlekilled timber becomes too degraded to cut in the next few years? Committee members hold out hope that extending the cut to less economic timber stands can reduce this impact as well. But with the current cut far above historical levels to maximize beetle-kill harvest, some industry contraction seems inevitable. All this depends on ad-
equate forest inventory and investment in replanting, fertilizing and provision of additional roads and power lines that would allow access to timber and potential bioenergy development. And that is where the political fight lies ahead. The timber supply committee delivered a unanimous report, despite the harsh divisions between the BC Liberal and NDP members who serve on it. NDP forest critic Norm Macdonald, vice-chair of the committee, agreed it did good work during the seven To months it has toured affected areas of the B.C. Interior. But he said the roots of the problem go back a decade, to when the BC Liberals started reducing support for forest health just as the beetle epidemic was spreading. Ten years ago the government removed the obligation for the province to reforest areas affected by disease and fire. This was not only at the
peak of the epidemic, it was one year before devastating wildfires raced through the Interior in the summer of 2003. “In 2002, the government removed its obligation to replant those areas, and cut the budget by 90 per cent,” Macdonald told me. “The three-year budget that’s in front of us is keeping on the downward slide, and it’s not what people in communities are saying is the answer. So that has to change.” The opposition, the auditor general and various forest experts have m been blasting the government for the degraded state of the timber inventory, at a time when environmental changes have been sweeping. Steve Thomson, minister of the newly amalgamated forests, lands and natural resource operations ministry, points to the urgent efforts to upgrade the government’s detailed picture of the state of the forests, so it can con-

sider new cutting, planting and fertilizing efforts. But there’s no denying that he came to the job in a crisis that will take more spending in the future, and he will have a hard time finding it as Finance Minister Kevin Falcon looks to balance the books for the 2013 election. If nothing else, the pine beetle epidemic has forced the B.C. government to consider some of the intensive forest management that we hear about in Scandinavia. And it has prompted renewed interest in offering new forest tenures to aboriginal communities with unresolved resource claims. Under current law, the government can only direct award new forest tenures to aboriginal communities. So part of the committee’s proposed solution is to “expedite negotiations” with the Burns Lake First Nations to give them a chance to harvest some of the marginally economic forest areas that remain. YOUR VIEWS Mission needs more urban walking trails Editor, The Record: Re: Area residents don’t want trail network, Aug. 16 edition. For the second time this year I read that some Cedar Valley residents are asking council not to build trails in their neighbourhoods despite the trails being part of the overall community plan. Urban trails are valuable and contribute greatly to a community. They encourage people to be active and interact with nature. They bring neighbours together on the paths. This trail network was part of the Cedar Valley Comprehensive Development plan laid out long before the residents moved in. Many other cities have extensive urban trail networks that encompass many neighbourhoods. Abbotsford, for instance, boasts of over 100 kilometres of trails including the 35 kilometre Discovery trail. I often take my daughter bike riding on that trail and see many people enjoying it. Local residents have taken pride in the trail and signs indicate their active stewardship. The trails are clean and I have never encountered problems. Mission has only a few very short sections of trail spread out throughout the city. In order to get to a more substantive trail system, one must drive to Heritage Park or venture

into the municipal forest which is geared more towards hikers and bikers. The district has a responsibility to all residents as a whole. Mission is lacking in urban trails and Cedar Valley was an area that was identified as having the potential to include more. I suggest that the district needs to inves-
tigate other community trail networks and find out how they have made them successful. District staff should also examine their own parks and recreation master plan which outlines how to make trails safe and neighbourhood friendly. They need to educate local residents on the importance and

value of these trails, and finally, they must maintain them to a standard that discourages misuse and demonstrates their value. These trails were meant for all Mission residents and any decisions must be made with this in mind. Bruce Schmor Mission

A Victoria businessman is heading up a proposal to build a $13-billion oil refinery in Kitimat. David Black, chairman and owner of Black Press, the parent company of The Mission Record, announced Friday he wants to build a world-scale oil refinery at Kitimat, B.C. Black told a news conference in Vancouver Friday he is submitting an environmental assessment application to build a “world scale” oil refinery on behalf of Kitimat Clean Ltd., a company owned by Black. The application to the B.C. Environmental Assessment Office is expected this fall. The proposed refinery would be big enough to process all the diluted bitumen carried by Enbridge’s proposed Northern Gateway pipeline. Black said he has had extensive discussions with Enbridge and other players in the Canadian oil industry, but none has so far offered to back the project. Black said he will use his own money to finance the proposal through environ-

mental assessment, which he expects to cost several million dollars. After that, he said investors would be needed to complete it, assuming both the refinery and the pipeline receive approval. He has had preliminary meetings with Kitimat and Terrace councils, as well as the Haisla and Kitselas First Nations in the region. The proposed site is
a 3,000-hectare Crown industrial property between Terrace and Kitimat. Kitimat Mayor Joanne Monaghan spoke by phone to the news conference, offering encouragement for the proposal. But Black acknowledged he does not yet have formal support from communities or investors. Black is working with Glenn McGinnis, a con-

sulting engineer and former manager of the Ioco oil refinery in Port Moody. The refinery would produce 240,000 barrels per day of diesel, 100,000 barrels per day of gasoline and 50,000 barrels per day of kerosene or aviation fuel, refined from heavy oil. Among those attending the news conference was Art Sterritt, executive director of the Coastal First Nations, a group in the Kitimat area that has strongly opposed the pipeline proposal. Sterritt disputed Black’s assertion that a B.C. refinery “solves half of the problem” with exported oil by shipping refined gasoline, jet fuel and diesel in tankers instead of heavy crude. Those products have their own risks, Sterritt said. Black pointed out that without marine shipments of those fuels, the remote coastal communities Sterritt represents would not be able to function. The lighter fuel products are still an environmental hazard, but they dissipate much more quickly and do not persist for many years like spilled heavy crude, he said. NDP energy critic John Horgan was also skeptical. “At this point, it’s a proposal without business partners and without First Nations and local community support,” Horgan said. “It doesn’t change our position [opposing] the Enbridge Northern Gateway project.” Black said the refinery will mean nearly 6,000 construction jobs over a five-year period, 3,000 permanent jobs at the refinery and tax revenue for various levels of government.

Police looking for suspects after two men found in home A Knight Street resident was surprised when she returned home to find two unknown males inside her house Sunday (Aug. 19) just after 8 a.m. As she opened the front door, the men ran out the back and crashed through a fence in the
back yard, according to police. “The two men probably used a vehicle to make their getaway,” said Mission RCMP Cpl. Sharon Siluch. The suspects entered the home by prying open the basement door, she said, adding the house
was ransacked and various electronic and personal items were taken. A police dog couldn’t locate the suspects and the incident is still under investigation. The first suspect is described as a white male, about 5’7”, with a stocky build. He was wearing a
black hoodie and lightcoloured board shorts. The second male is
Caucasian, with a thin build. He was wearing a red T-shirt and shorts,
and stood about about 5’11”. If you have informa-
Four males charged after RCMP called to rural area A police dog was called in Tuesday night to track a group of men Mounties have now charged. One man was found hiding in nearby bushes, while the remaining three were found a short distance away. All
were arrested. Police found evidence of an attempted break-in at the home. Marshal Taj, 26, and Fahad Mohammad, 29, both from North Vancouver, Coquitlam’s Marcus Cardoso, 21, and Justin Porter, 24, from Mission all face with break and enter, possession of a weapon for a dangerous purpose and trespass by night charges. Corbin family still waiting for answers BY JOE FRIES Black Press
Marco Corbin had the world by the tail. A gifted athlete, musician and student, the 18-year-old was only a few months out of high school in Mission when he and some friends made the trip east for summer fun on Osoyoos Lake. But the fun came to a tragic end just after sunset on Aug. 16, 2011, when the tube on which Corbin and two buddies were being towed was run over by another boat. Corbin was rushed back to shore where paramedics and bystanders tried in vain to revive him. One year later, a criminal investigation continues but no one has been charged. Police have said little to the public or the family, although details of the investigation are contained in court documents. RCMP Cpl. Mike Field, the primary investigator, acknowledged the probe has been a lengthy one, but noted that fatalities are never routine. “It takes time to conduct these investigations because you have to make sure you get it right,” he said. Field said police are still considering charges against the drivers of both boats: dangerous or impaired operation of a vessel causing death against the operator of the boat that hit Corbin; and criminal negligence causing death against the operator of the boat that was towing Corbin. The corporal said he expects to have a report to Crown ready in the next few months once lab results are back. “I understand that police can only tell you so much and sometimes it’s nothing because they say everything’s under investigation, so we’re just waiting,” said Corbin’s mom, Elena Di Giovanni. The eldest of three sons, Corbin was an “outstanding scholar, friend, brother, boyfriend, everything,” his mother said. He also fronted the Corbin Brothers musical trio, a group that performed an eclectic mix of ska, rock and jazz throughout the Fraser Valley.

He was “every mother’s dream of a perfect son,” Di Giovanni said. “The kind of kid who was always, always doing something.” She balked when he first asked permission to head to Osoyoos Lake to stay at a friend’s grandparent’s cabin. “We’d never let him go anywhere on his own where there hadn’t been more adult supervision,” Di Giovanni recalled. But Corbin eventually got his wish, leaving behind a mom who was worried most about the teens safely navigating the highways en route to Osoyoos. She couldn’t imagine what was about to come next: “It’s every parents nightmare. You get a knock on the door at 2 o’clock in the morning and it’s just shocking. And it’s still shocking.” Di Giovanni said she has only spoken to investigators through a liaison at the RCMP detachment in Mission. She did, however, receive a card through police from a group of females who were on the boat that hit her son and swam over to the tow boat to try to help. Di Giovanni said she spoke to the girls by phone and thanked them for their efforts, and wished to extend the same thanks to anyone else who tried to help that night. She also praised the coroner who examined her son and reported to her there were no drugs or alcohol in his body. Di Giovanni has not spoken to the driver of the boat that hit her son and did not even know his name until told by Black Press. Police said in a press release a few days after the incident that the driver was a 27-year-old Alberta man. “It was no one’s intention to set out and kill somebody,” Di Giovanni said. “These are tragic accidents.” Court documents suggest alcohol, a lack of proper navigation lights and non-compliance with boating regulations on the part of both operators may have been factors in the crash. “Common sense would have prevented this, and that’s the tragedy. It wasn’t a tsunami, it was an accident that could have been prevented,” Di Giovanni said.

Killer Darcy Bertrand dies in Mission prison The man who in 1995 murdered his estranged wife in front of her children after stabbing to death her parents outside of a Maillardville church was found dead in prison. Darcy Richard Bertrand was reportedly found unresponsive in his cell Tuesday at Mission Institution and later pronounced dead in hospital. The cause of death has not been determined. Bertrand pleaded guilty to seconddegree murder for the killings of Henry and Celine Roufosse, then 60 and 63 respectively, and their 29-year-old daughter, Annette Roufosse. On Thanksgiving Sunday in 1995, Bertrand stabbed the elder Roufosses to death in the parking lot of Our Lady of Lourdes Catholic Church in front of their grandson and an elderly friend to whom they were giving a ride. He then drove to their home, where Annette Roufosse was living, tried to kick down a door and smashed a window; when she came out of the house with her young children, he stabbed her to death, too, then fled. He was later arrested and was to stand trial for first-degree murder but the Crown and defence came to a plea agreement just as the trial was to proceed, with Bertrand pleading guilty to three counts of second-degree murder. Bertrand was given three concurrent life sentences, with no eligibility for

parole for 20 years. At the time of the sentencing, Jean Roufosse, Celine and Henry’s youngest son, said, “It’ll have to do. It’ll have to do.” In a statement in court, Bertrand said to the family: “I don’t ask your forgiveness because I don’t forgive myself. The bile in my stomach turns at my reflection in the mirror. “I only wish there was a death sentence for my deeds.”

Pursuant to the provisions of Sections 890 and 892 of the Local Government Act, a Public Hearing will take place in the Council Chambers of the Municipal Hall, 8645 Stave Lake Street, Mission, BC at 6:30 p.m. on Monday, August 27, 2012 to consider the following proposed bylaws:

Separate food waste It’s barbecue season! Please remember that bones, bread, cooked leftovers and paper towels can be included in your Rot Pot. Just ensure that all materials are placed in the Rot Pot promptly to avoid odours and maggots. Separating your food waste from garbage helps to keep over 2,000 tonnes of compostable materials out of the landfill per year and reduces the amount of greenhouse gases that are changing our climate. In May of 2012, 364 tonnes of compost were collected at the curb, representing a 52 per cent increase over May 2011 and an 86 per cent increase over May 2010. Please note that food waste is collected in the same collection vehicle as is yard waste. If you prefer, you may include your food waste in your regular yard waste
1. DISTRICT OF MISSION ZONING AMENDING BYLAW 5304-2012-5050(83) (R12-021 – District of Mission) This bylaw proposes to amend the text of District of Mission Zoning Bylaw 5050-2009 by: a. deleting from Section 106 Use Regulations, Part C. Uses Prohibited, Paragraph 2.; b. deleting Section 804 Commercial Highway Zones in its entirety and replacing it with an amended Section 804 Commercial Highway Zones to create a new Commercial Highway Two (CH2) zone which permits “drive through restaurants” as an outright permitted use; and
bin, together with grass clippings and other yard debris, provided your yard waste bin features an orange sticker, a tight-fitting lid and does not exceed 80 litres in capacity and 20 kilograms in weight. If you are no longer using your Rot Pot because you are using your yard waste bin instead, please return your empty and rinsed Rot Pot to the engineering department at City Hall, send an e-mail to engineering@ mission.ca or call 604-820-3795 to request pickup. Please remember that it is important to store all waste materials, including food waste, yard waste, recyclables and garbage inside a secure building or enclosure until the morning of collection day so that it does not attract bears to your neighbourhood. For more information, visit www. mission.ca.

rezoning the properties shown on the following maps from Commercial Highway One (CH1) zone to Commercial Highway Two (CH2) zone to permit “drive through restaurants” as an outright permitted use for the properties.
Play it safe this summer Make this summer a fun and safe one for you and your family by taking some precautions. Every summer police see an increase in thefts in seasonal recreational areas. Property left in driveways, carports, backyards, or out at your summer properties are prime targets for thieves. Items such as boat motors, boats and trailers, personal water craft (jet ski’s), dirt bikes, motorbikes, scooters, and ATVs should be stored and
secured properly. Many summer seasonal recreation items are portable and valuable, and are popular with thieves. Do not store items on trailers. Clean out your garage so you can use it to store your valuable items inside. Buy a trailer lock that cannot be cut by bolt cutters. If you are away from your seasonal property for an extended period of time ensure it is locked, windows are secured, and valuable items are
removed. Check your property periodically or make arrangements for someone to check it. Don’t be a victim of vehicle theft When using day use seasonal recreational areas ensure all valuables are removed from your vehicle, and ensure your vehicle is secured with an antitheft device. Thieves don’t take a vacation but they wait for you to. Keep registrations papers with you and ensure your address is not left in your vehicle.

USEFUL FICTIONS The great American philosopher and psychologist William James was fond of saying that when the outcome of some endeavor was in question, we would do well to believe what is in our best interest to believe. For example, if we are in a social situation where we are wondering whether someone is a friend or a foe, we are much better off assuming that they are a friend, because then we are likely to act in a friendly way toward them, and thus our belief that this person is a friend becomes a self-fulfilling prophecy. Likewise if we are attempting some difficult task, it will be better to believe that we can do it, and to see the difficulty as a stimulating challenge rather than an obstacle which is destined to defeat us. As Henry Ford remarked, “Whether you think you can or think you can’t, either way you are right.” Of course there are limits to positive thinking. Obviously we can’t “think” money into our bank accounts or shed pounds just by thinking that we are thin; but, in many areas of life, positive beliefs have a very powerful influence. So, we should banish all of our negative thoughts, and start thinking and believing only things that work for us.

can Song Contest. Her 2011 release SideDish took her in a new direction, exploring world music fused with her own unique roots style – ethno-roots, Italian, Spanish, Middle-Eastern, Brazilian and New Orleans influences are the backdrop of the musical landscape. Gurr’s music has been compared to Bonnie Raitt, Lucinda Williams, John Hiatt and Sheryl Crow, yet she still retains her own sound and style. She has played at festivals across Canada and concert halls from Vancouver Island to the Maritimes as well as U.S. dates in New York and Seattle. The Envision Twilight Concert Series welcomes Piper Down back to the park on Wednesday, Aug. 29 from 7 to 8 p.m. Blending traditional folk, Celtic, country, contemporary songs, sea shanties, instrumentals, and cleverly crafted humour, Piper Down has been the recipient of numerous accolades including being voted the most popular band of a previous year’s Twilight Concert Series. Influenced by Maritime folk groups, Piper Down has sculpted a distinctly unique sound. A variety of instruments, strong four-part harmonies, and crowd-pleasing interaction, attributes to the group’s depth. Formed about 13 years ago, Piper Down has been sharing their diverse repertoire of Celtic, Canadian, British, and American folk music at events from pub nights to international symposiums, and earning new fans at each performance. to the volunteer efforts and enthusiasm of many Mission and area residents. In recognition of these loyal guests and volunteers, Envision will be hosting a special “night of thanks” on Aug. 29. The series sponsor will offer fresh Chilliwack corn on the cob to the first 500 concert-goers in appreciation of their support. The Art in the Park program continues with a variety of visual artists presenting their work each evening of Twilight. “Envision has been proud to support the Envision Twilight Concert Series for the past 12 years,” says Carol Hamilton, branch manager at Envision Financial’s Mission location. “This is a wonderful series that provides local artists with the chance to perform in a relaxed and casual atmosphere while the community enjoys various musical genres ranging from jazz, blues and folk to country, rock and pop.” Bring a lawn chair or blanket for a fun evening at the park. The Blackberry Kitchen and The Log Cabin Café are open. Envision Twilight Concerts are a free-bydonation series. For information call 604-826-0277.

Moms-to-be needed by UFV nursing students If you’re a pregnant woman who will be having her baby in a Fraser Valley hospital between September and April, you’re in high demand by University of the Fraser Valley nursing students. Mothers-to-be who will be having their babies in the Fraser Valley are once again invited to help a UFV nursing student learn about pregnancy and childbirth from the patient’s perspective. Women having their babies at Abbotsford, Chilliwack, Surrey Memorial, Ridge Meadows, Peace Arch, Langley Memorial or Royal Columbian hospitals are eligible for this program. Countless UFV nursing students have had the opportunity to shadow a pregnant woman through doctor visits, prenatal classes, labour and delivery, and the postnatal period through the moms-to-be program over the past 16 years. Students complete this component of the program while they study maternity nursing and before they take clinical training in wards. If you agree to participate, the student nurse will meet you (and your partner if applicable) for a “get to know you chat.” For more information, or to volunteer, call UFV’s Health Sciences Centre toll free at 1-888-504-7441. Ask for the Health Sciences Centre at local 2841. Or e-mail marlene. upton@ufv.ca.

Businesses helping Zajac Ranch Just over $50,000 was raised for Mission’s Zajac Ranch for Children Aug. 15 during White Spot Restaurants’ Pirate Pak Day.
Two dollars from each Kids and Adult Pirate Pak sold on Wednesday went to the camp, located on the shores of Stave Lake, north
of Mission. Now in its fifth year, the event has collected $202,470 and sent more than 100 kids to camp. Said White Spot Pres-
ident Warren Erhart, “On Wednesday we sold 23,110 Pirate Paks to both the young and young at heart, allowing us to help even more

kids enjoy the wonderful and enriching experiences that Zajac Ranch has to offer.” White Spot will be sending kids to Zajac Ranch for “White Spot Week” from Aug. 27 to 31, allowing them to participate in a variety of activities such as horseback riding, kayaking, water sports and arts and crafts. The ranch is for children with with chronic, lifethreatening and/or debilitating conditions. Mr. Lube sends 40 kids to camp More than 40 children with life-threatening illnesses and chronic disabilities were brought together Zajac Ranch from Aug. 6-10 through the generosity of Mr. Lube. The annual Mr. Lube Kid’s Drive — held throughout August — has raised a total of $100,000 in three years, and all the funds have gone directly to support the Stave Lake-based camp’s programs, additional staff, travel and accommodations. During the drive, donations are collected from customers and franchisees. The camp welcomes children who are turned away from other camps because of their physical, developmental and behavioural challenges and offers them opportunities to have fun make new friends and try new things, in a safe inclusive environment. The jet cars and wheelstanders return to Mission Raceway Park this weekend for the annual Smoke, Fire and Thunder event. One of the most anticipated races of the year, the action kicks off Friday with a test and tune, and then on Saturday, regular bracket racing fills the day portion. The Canada West Doorslammers and the Canadian Pro Street Association start off the 200 mph action at 4 p.m. One of the features is the “Bad Dog Shootout” for the northwest’s fastest full-bodied race cars. It is the final race in the series and point champions will be crowned in both pro street and the wild outlaw 10.5 class.
Low six-second elapsed times at well over 220 mph will entertain fans. The northwest BB funny cars return for their second date at Mission in 2012. Up to 10 of these nostalgia-bodied funny cars will lay down side-by-side 600 foot smoky burnouts in about six seconds. Kids or kids at heart will love the quarter-mile wheelstands by Ed “Jelly Belly” Jones and Rick “The Frisbie Man” Marcum. These crowd-pleasing racers rip down the track on the rear wheels at over 100 mph. Then the fire show and afterburner pops of 300 mph jet dragsters and funny cars will wow the crowd, as the vehicles light up the skies and blast down the track. Darrin Bay’s two-car jet dragster
team, the Incinerator and Black Rat will make their debut at Mission and both are capable of 300 mph. Derek Snelson’s WarHawk jet funny car, and the Warped Speed jet funny car (owned by Darrin Bay) and driven by Richard Smith are two of the quickest and fastest jet funny cars in the world. By 8:30 p.m., as darkness hits the facility, all the wild and crazy feature classes do it again. The jet cars finish off Saturday at around 9:30 p.m. with round two. Admission is $10 Friday, $25 Saturday and $25 Sunday (includes pit passes). A three-day pass is $50, and kids under 12 are admitted free with an adult. Visit missionraceway.com for more details, and speedzonemagazine.com will have the action all weekend long.

Local dragon boat paddlers capture bronze in Hong Kong BY ANN MOHS Contributor
“Come on you guys, paddle harder, it’s only a bunch of women… old women!” From the False Creek shore at the qualifying Rio Tinto Dragon Boat races this past June, came this panic-filled shout as the age 50-plus women’s paddlers from Fast and Furious took the lead, winning their qualifying heat against mixed teams and others 20 years younger. These women are the World Club Crew 28-member team back last month from their bronze medal win in Hong Kong, China. Two years ago a local dragon boat team set their sights on competing in the World Club Crew Dragon Boat Championships. It began with coach Ben Lee’s vision, and from there a team of dedicated and passionate women, some new to the team, blended
into a world class crew. “These ladies are beyond dedicated,” said Lee. “And their transformation both physically and as paddlers has surprised many teams and their families and friends. I look forward to the challenge of qualifying for the 2014 Worlds in Italy next year in Victoria, and for us, bronze is not the new gold.” The competition was the team’s first entry into international competition, having qualified with a silver medal at the national championship race in 2011. There were many highlights on the journey to the worlds, points out Victoria Cuipka, one of the founding team members. “I was completely taken aback in Hong Kong by the realization we had made it to the worlds, seeing paddlers of all ages from all places who share the same dream.” Said Ingrid Rennie, a seasoned paddler and one of the newly claimed members from Cultus

Lake Dragon Flyers, “Paddling in Hong Kong at the Worlds Club Crew Races was a thrill of a lifetime which I will never forget.” Rita Holmes, also a founding team member, said: “I was completely overwhelmed as I waited with my team for our first race to begin, realizing that I was about to compete with so many strong, older women from all over the world.” Another newly claimed member from the Flyers, Mission’s Ann Mohs, commented that “being among world-class athletes felt like all our gruelingly [sic] tough practices, training, tears and expectations had all paid off … we were now where we all wanted to be … among the best.” Fast and Furious is a member of the Fort Langley Canoe Club. They practise in the Bedford Channel and also False Creek year round where the team practises in dragon boats and outrigger canoes.

ICBC president Jon Schubert will step down and the public auto insurer is pledging reforms after a provincial audit found executive pay had soared far too high. The finance ministry review found ICBC was “not aligned” with the province’s cost-containment priorities and recommended ICBC reduce the number of managers and their pay to levels more consistent with what existed in 2008. “A culture of cost-containment and financial discipline has been lacking in recent years,” it said, adding expense policies were “generous.” ICBC had 13 top managers paid more than $200,000 a year in 2007, but that had more than quadrupled to 54 by 2011. The report also noted there are more than 1,291 other managers and employees earning $75,000 to $200,000 – up 52 per cent from 848 in that bracket in 2007. Despite a 2011 policy change denying bonuses if ICBC profits fail to top $35 million, more than 85 per cent of management still got at least three-quarters of their eligible bonus that year. The review said the profit target for allowing bonuses is “unreasonably low” because ICBC hasn’t earned less than $140 million in the past five years. It also detailed signing bonuses of up to $40,000 to attract new staff and annual allowances for cars and other spending of about $17,000 for each senior executive. ICBC responded by
announcing a management pay freeze, a hiring freeze and said it will cut 135 management positions by 2014. The corporation has a president, 10 senior vice-presidents who each oversee a division and 13 other vice-presidents. ICBC also said it will cut its operating budget by $50 million by the end of next year. Schubert will step down in November but work several more months as a paid consultant. The changes came as the B.C. Utilities Commission gave final approval to an 11.2 per cent hike in basic insurance premiums that had been provisionally in effect since February. ICBC says its six per cent cut in optional rates this year offsets most of the impact of the basic coverage increase, and overall auto insurance increases have averaged 0.8 per cent a year for the last decade. It competes with private insurers on optional coverage but has a monopoly on basic rates. BC Conservative leader John Cummins accused the Liberals of “profound managerial incompetence” in allowing ICBC executive pay to escalate unchecked for years. Canadian Taxpayers Federation spokesman Jordan Bateman said a management wage freeze isn’t good enough and called for current managers to take a 15 per cent pay cut. ICBC takes in more than $3.7 billion a year in insurance premiums and earns another $440 million from investment income.

Senior’s Corner
Many seniors disregard their contribution to society this world. This in turn opened my mind to wider horizons and showed me how similar humanity is on so many levels. By having someone wiser in the house at an early age, the seeds that would grow to help give me a stronger foundation in ethics and academics were planted within me. I had an eyewitness sharing detailed stories from a different time and a completely different lifestyle. I learned that there is more to life than video games and Pokémon cards (an addicting card game for children of my time) and that if I wanted to have a prosperous future I needed to invest in myself by loving what I study. My grandmother’s nursing inspired me to seek and gain knowledge in any field that will not only allow me to help myself, but to also help everyone around me. This is just a snippet of how my grandmother has changed my life for the better. Now, not every senior out there is a grandparent. Or maybe your grandchildren have other things to do or are all grown up and busy with their own lives. Regardless of the circumstance, each senior out there still has some sort of job to do on this planet. My grandmother’s job was to help direct me into the right path throughout my childhood. The job may be different for each senior. It’s your duty to find this job and make sure that you complete it. The elderly built this world and we need people with long-term experience on this planet to share their wisdom so that we can create a stronger future
for the younger generations. We can’t learn every-

hy can’t some senior citizens stay fit? Regardless of our age, we’ve all heard annoying phrases like “eat healthy” and “make sure you exercise regularly.” So if it’s not a lack of health consciousness that’s preventing some of us from getting up and moving around, then what is it? There are many factors that influence our health, but I believe that for citizens of elderly age there is a strong lack of self-awareness that demoralizes the will to try to lead a healthy lifestyle. That is, many seniors disregard their significant contribution to society and especially their potential in sharing knowledge to the younger generations. Without the feeling of being needed or seeing value in oneself, one may not see a reason to try and live a healthy lifestyle. To each senior out there, let me illuminate on why you are still obligated to live with good health and happiness by sharing a bit on how a senior in my life, my grandmother, changed my life for the better. In doing so, I hope to spark a sense of desire in you to stay active and take better care of yourself. Before I met my grandmother, I was ignorant for my age. I barely knew anything about my family history and the hardships endured by people of the past. I didn’t know how fortunate I was. That all changed after living with my grandmother. My grandmother’s proper guidance helped shape me into a better human being. I gained greater understanding of my culture, religion and the diversity present within
thing out there from a textbook or the Internet. So to all the seniors,
please get active, take better care of yourselves, and start realizing how
important you are to so many people. This world still needs
you. Submitted by Aurash Yazdgerdian

REGISTER NOW! In September, 220 adventurers took on the 2011 Innovative Fitness Canuck Place Adventure Challenge. Racers kayaked the calm waters of Deep Cove and Cultus Lake then set off on mountain or road bikes, before returning to tackle the trails on foot and racing back to finish to the cheers of onlookers. While challenging themselves, each of the participants was reminded of the daily challenges of Canuck Place children. All of the racers raised the minimum of $1000 for Canuck Place—and many exceeded it—raising a record $285,000! An event such as this is the sum of many parts and we look forward to our 2012 event, aiming to incorporate what we have learned into an even better experience. We particularly want to thank our most generous and committed sponsors, for embracing our mission and helping to surpass our expectations. You help us to “embrace life”. We sincerely thank all the participants, donors, sponsors and volunteers for supporting Canuck Place with such immense spirit and enthusiasm! We look forward to another exciting year ahead!
