Candlelight Parade Friday night Put on your winter clothing for the 7:30 p.m. start of the 28th Mission Candlelight Parade, one of the largest nighttime parades in B.C., and for many people the official start to the holiday season. This year over 75 entries will be strutting to holiday tunes down First Avenue between Horne Street and the Cedar Connector, Dec. 2. And topping it off this year will be a completely revamped Santa
Claus float, said chamber manager Michelle Favero. The work — which has made Santa’s ride bigger and better than ever — has been donated by Fraser Valley Building Supplies, last year’s commercial category winners. Mayor-elect Ted Adlem will be marching in the parade, while outgoing Mayor James Atebe will be judging the entries. Park and ride is offered from

MISSING HUNTERS FOUND SAFE Mission Search and Rescue and RCMP were scouring the Davis Lake area Tuesday after two hunters were reported missing. The men were eventually found, and one man was airlifted to hospital with non-life threatening injuries. PAGE 21

B.C. may sign 20year RCMP contract BY JEFF NAGEL Black Press
B.C. now appears close to inking a new 20-year policing contract with the RCMP. Negotiations in Ottawa ended last week with an apparent tentative agreement that could keep the Mounties as the police force for most B.C. cities. Solicitor General Shirley Bond stressed no final decisions have been made, describing it as a large, complicated contract and noting some of her counterparts in other provinces may not yet be briefed. “We’ve certainly made progress,” she said Monday. “Each individual jurisdiction needs to deal with the information that’s been provided.” Bond wouldn’t call it a tentative agreement and when asked why not said she doesn’t want to get caught up

No details have been released on the potential new contract. “I’m not going to presume anything about what the province is going to do with the report they get from their deputy,” said Langley City Mayor Peter Fassbender, the municipal observer in the talks. Lack of oversight led to project overrun: report BY ADRIAN MACNAIR Mission Record
An apparent lack of project oversight caused the cost overruns on the Gaudin Creek diversion project, according to a report released Monday by the municipality’s corporate administration department. Mayor James Atebe said the rules in place to prevent this were not followed. “It’s a little disappointing in that this was supposed to be a signature project,” he said. Coun. Mike Scudder said, “this was a bad news, good news story,” explaining that he blamed senior levels of government for pushing
Mission into crisis. He said staff were forced to jump to take advantage of limited-time funding opportunities before a proper risk assessment of the project could be done. Scudder was referring to the $4.8 million Cedar Street widening project which was completed $826,000 under budget, that the district then hurriedly redirected into the diversion project before the Oct. 31 grant deadline. The diversion project is the construction of about 340 metres of new creek channel complete with flood berms. Initially, a project budget of $596,454 was approved, but a se-
ries of cost overruns led to verbal change orders that inflated the revised budget to $942,803. These verbal change orders put the project $330,000 over budget without alerting district administration or council. In delivering the report to council Monday, deputy chief administrative officer Paul Gipps outlined a series of failures in project management, including the time crunch that did not afford proper risk assessment, limited use of staff, and no real accountability owing to a lack of a project manager. Gipps said in reviewing other projects he was frustrated to learn the Cedar Street widening project
has reported similar cost overruns of $8,000 on Nov. 10 to $435,000 a week later. Coun. Paul Horn hammered the report, saying the same issues were raised eight years ago during discussions about the Leisure Centre cost overruns. “Far and away this is an unacceptable situation,” said Horn, adding it’s difficult to leave council knowing such a big issue has yet to be addressed. Gipps took exception with some of Horn’s comments, saying the money isn’t being “tossed out the window” because it’s going into permanent infrastructure. But Horn disagreed, saying council wouldn’t
have agreed to spend the money had it known this would happen, particularly given the state of the district’s finances. Gipps assured council the incident has been taken seriously and administration is now drawing up firm rules about the amount of money a department can spend without administrative or council authorization, as well as a project management framework. But not everyone was confident in these assurances. During question period, resident Terry Mortimer asked why nobody has been punished. “If there’s no consequences, then there’s no accountability,” he said.
Formal approval given for Hwy. 7 and Cedar Connector project The proposed drive-thru development at Lougheed Highway and Cedar Connector was adopted by council Monday evening. Urban Design Group’s 1.37 ha (3.39 acres) commercial development was approved under a zoning bylaw amendment that will allow a 16-stack drive-thru Tim Hortons and a 10stack drive-thru Burger King. While drive-thrus are prohibited under the
Official Community Plan, the original application was delivered in December 2007, which precedes the OCP amendment. Council voted 5-2 for adoption, with the same two councillors opposing as in third reading, Couns. Danny Plecas and Heather Stewart. A 794-signature petition against future drive-thru developments was delivered to council in May.

Ray Boucher isn’t claiming any special issue vaulted him to replace long-time electoral area director Dick Bogstie at the Fraser Valley Regional District board. “I just think it’s time for a change,” Boucher said last Wednesday, when he finally found the time to comment on his Saturday election victory. For the record, Boucher confirmed he was in Mexico election night, but he was there on a family vacation planned three years ago, well before he decided to run for election.
“I’ve lived in the area for 30 years,” he said. “I’ve been a firefighter in Coquitlam, recently retired.” And he’s been up at the crack of dawn recently to help put up two million twinkling lights in Stanley Park, part of an annual fundraiser for the B.C. Professional Firefighters Association Burn Fund. Where his election support came from to upset Bogstie, Boucher claims he doesn’t know. “It’s possible,” he conceded, that Bogstie’s support of the Aggregate Pilot Project that identifies approved gravel mining areas in the region may have something to do with it.
“Gravel is an issue,” Boucher agreed, “but whether I’ll be able to make any headway with it, who knows?” His goals as the new director for Electoral Area F (Hatzic Prairie/ McConnell Creek)? “Listening to the people and representing their issues as best I can at the board,” he replied. Boucher said he’s really not sure what those issues might be, “but I’m open to take calls on any issues from anybody.” Boucher was the only challenger to replace a sitting electoral area director in the 2011 election, winning 129 votes to Bogstie’s 87 votes.

Muni AG solid idea Premier Christy Clark’s announcement that a municipal auditor-general will be appointed is good news for taxpayers, and it could be helpful to municipalities as well, should they choose to adopt a conciliatory approach. When Clark suggested this new office, many mayors and councillors condemned it, stating that their expenditures were already audited. This is disingenuous. Yes, their books are audited‚ but a year-end audit by an accounting firm is far different from specific performance audits of specific programs. Year-end audits pronounce judgment on general financial management, and rarely single out specific programs. On rare occasions, auditors will include a note about a specific program that raises some questions, but it is not part of their job to follow up. A municipal auditor-general should be able to follow up on some of those types of “flagged” issues, as well as issues that are raised by taxpayers. Some of these may revolve around specific programs, particularly ones where accountability is less than transparent. Both provincial and federal auditors-general have performed many valuable services, and the small amount it costs to run their offices has been more than justified by the savings they have identified. It can be safely said that they are one of the very few branches of government with a mandate to try and save money for taxpayers. If municipalities accept the reports and advice from the new municipal auditor-general, it could go a long way towards improving their financial management. It will also help them to be more accountable to taxpayers. - Langley Times

Court system close to collapse O ne of the last exchanges in the B.C. legislature’s fall session was over the state of the court system. Drug dealers are walking free, NDP leader Adrian Dix reminded Public Safety Minister Shirley Bond in the final question period. Dix referred to a Prince George case this fall where a convicted cocaine dealer racked up more trafficking charges while he was on trial, and then was released because he couldn’t be tried in a timely fashion. The NDP was picking up on an unusually political speech last week by B.C. Supreme Court Chief Justice Robert Bauman. Speaking to the annual B.C. judges’ conference in Las Vegas, Bauman warned that funding cuts have the B.C. court system “going over a cliff in slow motion.” The cuts are real. By next year, court service budgets are expected to be down 10 per cent since 2008, and staff down 15 per cent. The provincial court is down 17 judges from 2005. There aren’t enough clerks. And the

YOUR VIEWS Give new politicians the chance to show abilities Editor, The Record: Re: Political landscape has been changed in Mission, Nov. 24 edition. In general, I agree. However, what Mr. Wiens is missing is the fact that the last council marched to the beat of their own drum with Mr. Atebe being the drum master. Look at what that got us with only one lonely voice in the form of Ms. Stevens in opposition when she could. The others just followed in step. I voted for the CRMG slate. We need a regimented group in power for the next three years to get done what needs to be done. There is no other way to phrase it other than there is a mess for them to clean up. Once that is done, then yes Mr. Wiens, I totally agree with you, then we can bring in alternatives and differing opinions at which time discussion in council could once again flourish resulting in alternative solutions. Congratulations to Ted, Jenny, Tony,
Larry, Jeff, Nelson, and Dave on your win and getting the vote out. You all know what you have to do, now don’t let Mission down, get it done. Your constituents are counting on you. On behalf of all the neighbours of the municipality, James, Heather, Paul, Terry, Danny, and Mike, thank you for your past public service over the last few years. Good luck in your new endeavours. Going forward, I firmly believe there should be a mix on the elected municipal level, not only in gender but in generation as well. No one should hold an elected position more than two terms. Finally, let the newbies settle in as they have a huge learning curve ahead of them — this is politics, not business, but they all have their own different skills to adapt to the new process. CRMG’s challenge is to do what they promised Editor, The Record: No longer do residents need to endure the endless bafflegab and wrongheaded dictates of a mayor out of touch with constituents’ needs. The need to replace incumbent councillors was paramount, but significant obstacles remained such as indifferent and apathetic voters and no viable alternative. The PSIT issue in Mission and P3 water in Abbotsford gave two rallying calls for public action but not enough in themselves to overthrow incumbents. And then emerged the grassroots CRMG and its slate of candidates. This was new for Mission and certainly the only perceived manner to break the deadlock held by in-
cumbent council. Mission council was under misguided leadership and heading down a path of no return, and could not recognize they were out-of-touch to public needs. Hence, full speed ahead with PSIT, continuation of in-camera meetings, and hiring of the spin doctor. All the incumbents (save Coun. Jenny Stevens) were turfed out of office, and therein lies the challenge to CRMG, to do what they promised. Additionally, a high priority for seniors is to see the Community Activity Centre designated solely for seniors’ use, and to see within three to five years, a new seniors’ facility adjacent to the Leisure Centre. But equally as im-
portant, to gain public confidence and credibility, CRMG must be responsive to the public needs and do so in an empathetic manner, be astute business-oriented stewards of our tax dollars, environment, smart-growth development and progress in a timely manner to encourage density of development in the downtown/waterfront. This should start by enticing back Howard Meakin’s Sturgeons on the Fraser concept and placing a “Mission is open for business sign” on our door. To do otherwise will be a one-term tenure for most, as voters will not tolerate being lied to and deceived. George F. Evens Mission

Several chances to donate to Christmas Bureau scheduled Mission’s Christmas Bureau is off to a flying start, registering 350 families already according to coordinator Phil Hope. Registration continues until Dec. 9, when focus switches to preparation of the hampers which will be distributed to families. The Candlelight Parade is this Friday, so bring donations and watch for volunteers. During the week, donations can be brought to the Christmas
Bureau, Mission Community Services, the Mission Record or fire station one. Fire stations two and three are accepting donations on Sunday mornings, 8-10 a.m. Watch for the firefighters next week when they will be out on the streets collecting donations. On Dec. 7, they cover the areas north of Cherry Avenue on the west and east sides of Cedar Street. On Dec. 8, they will visit from Cherry Avenue to 12 Avenue, between
Cade Barr Street and Stave Lake Road. As well, Christmas at the Clarke is coming Dec. 10, and donating all proceeds to the bureau, so get your tickets soon. Finally, the West Coast Express is doing Santa Trains Dec. 10 and 17, which gets people return tickets to Vancouver when they bring donations for the bureau to the station. Tax receipts are available for donations over $10.

Realtors launch blanket drive The 17th annual Realtors Care Blanket Drive runs from Nov. 28 to Dec. 5 in Mission and throughout the region. Hundreds of real estate offices will serve as drop-off depots for new or used blankets, warm clothing, coats, sleeping bags, as well as new socks and underwear. Realtors will pick up, sort
and deliver the donations. The drive collects, on average, 4,300 bags of items in communities from Whistler to Chilliwack each year. Donations stay in the community in which they are collected or, if the volumes are too large, go to charities in neighbouring communities.

Luyken contributes to UFV win The University of the Fraser Valley Cascades split their weekend games falling to Saskatchewan Huskies, 7565, in Saskatoon, on Friday and defeating the Alberta Pandas, 68-67, on Saturday. The Cascades go into the exams break with a 5-3 conference record in Canada West’s Western Division. On Friday, the Cascades women’s basketball team came out strong and led by four points at the half, 34-30. In the second half the Huskies outscored UFV by 14 points to earn the 10-point victory. Gran fondo scheduled For Fun for Mission in May Ideas Registration is now open for a 120 and 70 km bicycle road race in Mission this May. The Mission Classic Gran Fondo is a professionally managed course that will start and finish in the district and feature beautiful scenery, timed climbs, supported aid stations and on-course support. The local race is looking to attract 1,500 cyclists. The course will head west towards Maple Ridge, climbing up Dewdney Trunk Road, then east across the Stave Lake Dam and back towards Mission. Riders then do a challenging loop through Silverdale, then up and over to the rural roads of the Miracle Valley/McConnell Creek area. The undulating terrain will challenge participants’ strength and stamina on May 27, read
a press release. After the ride, prizes will be awarded across age groups and team categories. The event will be finished off with a post-ride meal and a free concert slated to take place in Fraser River Heritage Park. Included in the entry fee will be an event garment and various gifts from the sponsors of the event. “Our goal is to bring a first-rate cycling event to an area that is known for great riding and has a long history of great local club support and events to area. The combination of a scenic, rural course located just 70 km from Vancouver will make the Mission Classic Gran Fondo an event not to be missed,” says Joe Dixon, event organizer. The teams lived up to the hype. Both Mission Secondary School’s varsity and junior varsity will be fighting for a provincial title this Saturday, a spot most prognosticators at the season’s start said they had the potential to make. “It’s going to be a battle — a battle in the trenches,” said varsity head coach Kevin Watrin. The senior squad and its coaching staff say there’s a “bit of relief” in making it this far, given the high hopes in September. “We felt we had a good team at the beginning of the year and now we’ve proved it. We have one more team left to test ourselves against,” he said. The senior Roadrunners defeated the Ballenas Whalers Nov. 19, 34-14, to earn the right to face the John Barsby Bulldogs, the team to whom the AA local team lost in last year’s semi-final, 28-0. The junior varsity team is aiming for its second provincial win in two years, as it wrapped up the regular season 10-1 overall, with a 9-0 record in league and playoff games. The JVs beat Carson Graham 14-13 last week to advance to the AA final, in which they also face the Bulldogs. “[John Barsby] have been dominant this year, having several teams forfeit rather than play them. They are 6-0 and have only allowed seven points against the entire season,” said JV coach John Kapty. “We are certainly the underdog. Barsby has been absolutely unbeatable ... that being said, we have no intention of showing up at BC Place expecting to lose. I know the character and work ethic of the kids on our team and I am confident we will bring our best game on Saturday,” he said. The JV play at 10 a.m., and the seniors play at 3 p.m. Both games are at BC Place.

Police cars no longer idling You asked: “Why are Mission Detachment police vehicles seen idling for hours at a time and often with no officers in them?” The cars were being left running to ensure that the Mobile Workstation Terminal (MWT) remained functional at all times. The MWT is a tool used by officers to receive calls for service from the RCMP Operational Communications Centre in Chilliwack. When a call for service is dispatched through the MWT it includes description of call, location and officers available to respond. These MWTs are also used to query persons and vehicles when conducting roadside checks, and is a tracking system that identifies where officers are at any given time – the information is critical. When officers were attending calls and shutting off their cars, they found the MWTs were not rebooting. To avoid delays in responding to persons calling for help and ensure officer safety, officers were leaving the cars running. Mission RCMP approached District of Mission Fleet Services to identify the problem and offer potential solutions. Fleet Services determined the original battery installed in the police cars were not able to withstand the power consumption from the combined use of the police radio, emergency lights and MWT. An extra battery pack is now being installed in each vehicle to increase the time it can be turned off with the ability for the officer to continue to use the police radio, the MWT and have emergency lights activated. This solution has resulted in the elimination of vehicle idling and reduced fuel consumption.

Cultural Commission calling for nominations The District of Mission Cultural Resources Commission is seeking nominations for commission members for a twoyear term beginning in January 2012. Hunters found safe Mission RCMP along with Search and Rescue (SAR) teams from Mission and Central Valley rescued an injured hunter after he fell from a ridge in the Davis Lake area Tuesday, east of the district. According to local RCMP Cpl. Sharon Siluch, a 26-year-old Delta man and his 26-year-old friend from Surrey were going hunting yesterday near Davis Lake, but their families contacted police when they didn’t return. Mission RCMP found their vehicle last night and contacted Mission SAR but opted to wait for daylight. Mission SAR coordinated a ground search and the Lower Mainland Traffic Safety Helicopter was called to assist with an air search this morning.
According to RCMP, the hunters’ vehicle broke down on Sylvester Road yesterday, and they became lost after trying to walk out. One of the two hunters fell from a ridge and sustained a “serious hemorrhage” to his knee making it impossible to walk. The uninjured hunter stayed with his friend throughout the night before hiking out this morning. Just after 10 a.m., one of the missing men walked out of the woods and was met by a SAR volunteer. The helicopter located the second man at 10:45 a.m. and he was transported by air ambulance to hospital. “In this case, these men were prepared as they had with them provisions that kept them warm and dry,” said Siluch.

Musical variety in Xmas concert The Clarke Theatre is going to be filled with wonderful songs, old and new, and Christmas favorites performed by some of the best singers and musicians the Fraser Valley has to offer, in the 12th Annual Christmas at the Clarke Benefit Concert Dec. 10. Crystal Hicks, along with the band Horizon which consists of five versatile and entertaining musicians all from the lower Fraser Valley, will be at the show. Playing a wide variety of musical styles, including swing, blues, rockin’ soul, R&B, with some Latin, country and classic old time rock and roll, people are going to love this band. Also performing will be the valley’s own consummate showman, Phil Aldridge and the band 1066. The band has performed on TV, in theatre, and at fairs and conventions on both sides of the border entertaining people with a diverse range of musical styles, ranging from Celtic, folk, rock, jazz and blues. After missing a couple of years, people will be glad to know that the fabulous band Topaz will be performing this year. Playing a little jazz, blues and classic rock like only they can, Scott Boyes, Jeff Fultz, Gerry Brown, Jerry Hlookoff and vocalist Vikki Evans, are going to dazzle the audience. One of Mission’s own great singer/songwriters, Susan Dearing, will be performing a tune or two at the show. Well-known in the world of musical theatre, Dearing’s voice and friendly, gentle charm endear her to her audiences wherever she performs. No Christmas show would be complete without a great choir, and the quartet, Four Real will fit that bill nicely. Christmas at the Clarke, sponsored by Prospera Credit Union and Fraser Valley Building Supplies, goes toward helping two community organizations, the Christmas Bureau and the emergency housing operated by the Women’s Resource Society of the Fraser Valley. A good example is not to be copied, but to be emulated. We should try to equal or surpass the spirit of the virtuous rather than being eager to simply imitate their every deed. Hagiography, the writing or study of the lives of the saints, can be extremely effective as a spiritual exercise because of its power to motivate us to emulate these devout and virtuous souls. But we should not try to copy their lives or imitate their actions with wooden literalism. Although many of the saints lived exemplary lives in many respects, they were still far from perfect. Some of them abused their bodies mercilessly; others neglected their familial duties while devoting themselves to God. The faults of great men and women can easily become stumbling blocks to others, because we tend to cast a “halo” around great people, thinking that everything they do is somehow imbued with their greatness. People in positions of power, eminence or even just great influence should be careful in this regard because their less-than-exemplary actions might easily become a stumbling block to others, or even worse, a source of imitation. Emulate the pious and the virtuous, but don’t imitate them uncritically, for surely they too have their faults. Then let us no more pass judgement on one another, but rather decide never to put a stumbling block or hindrance in the way of a brother. R.S.V. Romans 14:13

Oran John Forsyth of Abbotsford, BC passed away peacefully on Saturday, November 12, 2011 at the age of 65 while at the Christine Morrison Hospice in Mission, BC. He is survived by his children Nicole Pattison (Shawn) and Jennifer Taylor (Andy); grandchildren, Connor and Kaitlyn Pattison, Dylan and Jake Taylor; and his sister Mary Moorcroft (Larry). Oran was a very caring man and willing to help anyone who needed it. He worked most of his life at shake and shingle sawmills and enjoyed country music. The family would like to thank the wonderful doctors and staff at the Christine Morrison Hospice.

Drago (Carlo) Kolic was born in Croatia in 1943 and passed away peacefully at home with his family at his side on November 23, 2011. He will be missed and lovingly remembered by his wife, Jocelyne Kolic and sons Marko (Wanda), Stephan (Roxana) and Luka (Rebecca). A visitation service was held at Woodlawn Mission Funeral Home, 7386 Horne Street Mission, BC on Monday November 28, 2011. Clarence went home to his Lord and Savior on Saturday, November 26, 2011. He will be missed here on earth by his devoted and loving wife of 67 years, Martha; his treasured children, Vernon (Jayne) of Ohio, Judy (Dennis) of Victoria, Howard (Sherr) of London, Ontario, Nancy (Chris) of Chilliwack; 9 beloved grandchildren, 18 treasured great grandchildren; one brother Harry of Saskatchewan and countless other family and friends from around the world who were blessed to know him. His legacy is one of faithfulness to and trust in Jesus. He served the Lord as Business Manager in Nigeria with the Sudan Interior Mission from 1950 to 1965. Following their return to Canada he worked in the insurance business and as town administrator in Dalmeny, Saskatchewan. Clarence and Martha retired to Abbotsford in 1986. It was from Abbotsford that their love of traveling the world continued their meeting with other missionaries, their work with the Gideons, and his playing golf or going bowling. He touched the lives of many people with his quiet unassuming generosity. A visitation will be held on Friday, December 02, 2011 from 7-9:00 p.m. at Woodlawn Funeral Home, 2310 Clearbrook Road, Abbotsford. A celebration of his life service will be held on Saturday, December 03, 2011 at 11:00 a.m. at Woodlawn Funeral Home. A reception to follow in the Tea Room. Donations in Clarence’s memory can be made to the Gideons to go towards the purchase of Bibles. Many heartfelt thanks to the caring staff at Menno Hospital, Dr. T. Wiebe Hoppe Susan Susan Wiebe Hoppe was born in Rosthern, Saskatchewan on April 4, 1924. In 1940 she moved to Greendale, BC and in 1944 married Frank D. Hoppe. She died in South Surrey on November 25, 2011. Throughout her life she was a loving, noble woman of God. She was a devoted daughter, sister, wife, mother, grandmother and friend leaving many to mourn her passing. Survived by 4 children, Carol (Jerry Falk), Jane (Wilf Epp), Frank Hoppe and Ed Hoppe (Valerie), 8 grandchildren and 18 great-grandchildren, 1 sister and 3 brothers. She was predeceased by her husband of 50 years Frank Hoppe, her husband of 1½ years Abe Klassen, her greatgrandson Jamieson Borseth, her daughter-in-law Judy Veer Hoppe, her mother and father, 3 brothers and 1 sister. Her life will be celebrated on Saturday, December 3, 2011 at 11:00 a.m. at Greendale MB Church, 6550 Sumas Prairie Road, Chilliwack, BC. (Greendale).
