EXECUTIVE SUMMARY Attempts to revitalize 4th Street have taken numerous forms over the past several decades. Over this time period, it has evolved from a premier commercial corridor lined with shops and businesses, to a pedestrian mall, to an enclosed mall, to an entertainment district. With the success of 4th Street Live!, the Downtown Development Corporation (DDC) is now focused on creating a new downtown neighborhood along 4th Street between Muhammad Ali to Broadway. This stretch of 4th Street features an emerging mix of uses including buildings rehabbed into condominiums, restaurants, retail storefronts, and historic theaters and hotels. The DDC is actively recruiting retailers and master leasing a stretch of storefronts to breathe additional life into the corridor and there are additional infill plans in place that would bring hotels and public space to the corridor.

Today, the 4th Street streetscape is a challenging mix of poorly installed materials, failing street trees and difficult to access on-street parking. The design for 4th Street supports the renewed focus on retail, infill development and street level activity along 4th Street by doing the following: •

Replacing poorly installed pavement in favor of simple, high quality concrete with finish and granite curb.

Retaining wide sidewalks that allow for sitting, strolling, sidewalk dining and generally encourage storefronts to spill out onto the sidewalk and activate the street.

Realigning the street to remove the final vestiges of the pedestrian mall and allow for parking on both sides of the street, instead of just one.

Planting large, high canopy, appropriate species street trees in bump out planters that provide adequate soil volumes to allow for healthy, large trees that provide shade, define the street edge, and slow traffic.

Installing pervious pavers in the on-street parking lanes to allow for on- site infiltration of stormwater.

This simple, timeless, high quality streetscape will enable 4th Street to once again function as an urban retail street. Doing so will make 4th Street more attractive to existing and future retailers and developers allow the storefronts and the eclectic mix of architecture to be the focus of the street.

PROJECT OVERVIEW 1

4TH STREETS REGIONAL IMPORTANCE

OLD LOUISVILLE

Fourth Street is a critical north-south connector between Downtown Louisville and the University of Louisville and Churchill Downs. With these improvements, the important anchors, such as the Brown Hotel, the Palace Theater and the Derby Clock will be better connected to downtown and 4th Street Live!. It also helps to attract people across Broadway from SoBro and Old Louisville. This new streetscape will hopefully also set the stage for future work along the corridor where gaps in activity and the urban fabric exist. On either end of this project, there is a need for additional improvements. To the north, there are connectivity issues between 4th Street Live!, the Convention Center and the Riverfront, and to the south, there are significant opportunities for infill development along the corridor as it makes its way through Old Louisville to the University. With these general design principles in place, the 4th Street corridor could once again become a premier street with Downtown Louisville and beyond.

PROJECT OVERVIEW 1

1 STREET + 6 SPACES = ONE NEW DISTRICT Embedded in the design of 4th Street is the understanding that the streetscape needs to enable redevelopment of adjacent public and private parcels. First and foremost, the design creates the ideal environment for an urban retail corridor. On-street parking, ample sidewalks and a green tree canopy makes the street more inviting and active. The simplified approach both in design and materials makes 4th Street inherently flexible, allowing for the diverse needs of building users. The design supports hotel valet needs, sidewalk dining, and other building uses that depend on street level interaction. Along the corridor there are also opportunities for public spaces, and the streetscape elements can be peeled back to allow those uses (such as the Derby Clock and the proposed Happy Birthday Park) to embrace the street. Finally there are ample opportunities for infill development along the corridor to bring buildings back to the street edge and fill in the gaps along 4th Street. Throughout all of these unique locations and uses, the streetscape is design to be flexible enough to accommodate the revitalization of the corridor.

4TH STREET PHASING STRATEGY

The planning team has developed a plan for 4th Street improvements that enables the project to be phased in over time. To accommodate the retail storefront tenants that will be moving in this spring, the west side of the north block has been the first phase implemented. Subsequent phases will take place as funding becomes available. Special attention should be paid in phasing this project to accommodate and match the construction projects that are planned as part of infill redevelopment and building reuse so that streetscape improvements coincide with other work. Timing will be critical to ensure that streetscape work is not damaged by construction of surrounding parcels and buildings. Taken together, this new streetscape for 4th Street will encourage and support the redevelopment efforts that are well underway along this key urban corridor.
