Xixiang New Wave an urban regeneration initiative in Xixiang Neighbourhood, Bao’an District, Shenzhen, 2016. It offers a new way to transform the urban village of Xixiang into a more attractive coastal town, avoiding the whoesale clearance of the existing urban fabric. It envisages a new life style that would set off transformational waves in the future.

西乡对于深圳意味着什么? 西乡小镇位于深圳西部宝安区。 位居山海之间,紧邻深圳门户,地处 发展腹地,拥有极佳的先天区位优势。

What does Xixiang mean to Shenzhen? Xixiang is located in Bao’an, west of Shenzhen. It’s between sea and hill, next to the gates of Shenzhen with high development potentials.

深圳是一座背山面海的城市。 西乡作为深圳东西线性发展轴上的一个节点,北临宝安机场, 南接大铲港,西面珠江入海口,东倚铁仔山、平峦山。 是深圳西海岸唯一一处,山、城、海得以相遇的场所。

除了近在咫尺的宝安机场T3航站楼,规划中的深中通道也将从基地北 侧穿过,加上福永码头、大铲港、沿江高速、G107等,它们一同赋予 了西乡深圳门户的重要地位。

Between sea and mountain

Gateway to Shenzhen

Shenzhen is a seafront hilly city. Xixiang, as one of the notes along the horizontal development axis of Shenzhen, Dachan Bay in the south, the sea in the west, Tiezai Mount and Pingluan Mount in the east. It’s the only place in west Shenzhen where sea, city and mountain can meet together.

Apart from the T3 terminal just next to our site, Shenzhen-Zhongshan causeway will also go through the north. Together with Fuyong Ferry, Dachan Bay and Highway… all of them make Xixiang as the gate of Shenzhen.

Development Hinterland Bao’an district has the overall strategic plan of 3 bandings, 2 centers and 1 valley. They made the west coast competition as well as the G107 fashion business competition. Our site locates exactly between two of them and would definitely become one of the development hinterlands in Bao’an

A coastal community park lied along the sea, providing civic service for neighbourhood. In the South, there are Expo, mall and business park.

In the south with the urban skyline as background, seafront park, museum, marina can be found along the coast. In the north, there is a renewal project about the old harbour.

尼斯蓝色海岸机场,北侧靠近老城,著名的滨 海大道纵贯南北,建立城海联系;南侧则拥有 更加不规则的岸线,其中点缀着酒店,游艇码 头等不同功能。 Nice Côte d’Azur International Airport, France also have two types of waterfront. In the north the famous long promenade weaved the town and sea together. In the south programs like hotels or marina become parts of the less formal coast between boulevard and water.

这里是岭南文化和海洋文化的交融之地。 姜氏大宗祠、文昌阁、芳庸家塾、佑文姜宗祠、沙湾碉楼、 蔡氏宗祠……是岭南文化的典型,耕读传家,源远流长。 固戍码头、固戍革命烈士纪念碑则展现了这里以海为商,从 陆地走向海洋的传统。 Xixiang is the place where LinGnan culture mixed with Marine culture. Shawan tower, Wenchang tower, Jiang’s clan house, Fangyong School present the Linnan Culture…. Gushu old harbour, Monument to the Revolutionary Martyrs show the history of traveling towards the sea.

属于西乡的滨海风情 Coastal Lifestyle of Xixiang We believe the lifestyle of Xixiang should be like this: The feet on the earth, facing the sea, embracing the sky. It’s inherited from the historic culture but also incorporates the modern local lifestyle. To visitors, Xixiang is the extension of T3, the rear area of the airport city and the arrival point for those coming from the other side of the Pearl River Delta. It is a front door of Shenzhen. To new and old Xixiangers it is a home for life, connected to industry and ecology.

我们认为,属于西乡的滨海风情应该是这样的,它 脚踏大地,面朝大海,拥抱天空;既有对历史老风 貌的传承,又有对风土新人情的吸纳。 它对外是机场T3航站楼的延伸,是空港新城的后 方,是珠江对岸来客的落脚点,是深圳的区域颜值 担当。对内,它平衡生态、生产、生活,是新老西 乡人共同栖居的容器。

水岸沿线 Seafront and river zone

Seafront and river zone is one of the key design areas in West coast competition. We think the current design as well as the built mangrove parks are already good enough. Together with our design, we’d like to give some improvement suggestions. For example, diversify the ecology, strengthen the anchors by layering programs, provide better accessibility, especially for slow traffic and create a liner experience axis along the old dike.

滨水区域是西部活力海岸带项目的重点设计范围,我们认为上一轮的 设计以及现已开放的红树湾公园一期和开工的二、三期已经解决了这 片区域的大多数问题。我们在此基础上结合小镇设计,提出一些改进 之处。例如,多样化滨水带的生态自然特征;在不同区域配套不同功 能主题;提供针对慢行交通更好的可达性;沿着旧海堤创造线性的变 化体验。

北部 - 河与水岸生态保护区 北部区域相较于基地其他部分较难到达。它应该成为真正的生态区 域。人类活动的足迹应该给自然植被的需要让步。 North - River and Waterfront Eco Reserve The north is less accessible for people. It should become a truely ecological zone. Human activity should be secondary to the needs of fauna and flora.

多层次功能叠加 创造生机勃勃的活力点 我们建议开发具有强烈识别性的主要城市活力点来吸引人群前来冰水 地段。,每一个活力点都应该具有自己的主题, 但是在功能上的多样 性应该是不同层次的叠加,从而可以长期吸引多种目标人群并举行各 种各样的活动。举例来说,这样的活力点可以是海鲜美食广场附带儿 童游乐设施和室外活动场所。除了有美食可以享受之外,也是有孩子 的家庭一日游的最佳去处。 Multi-layered mix of programme creates stonger anchors We recommend to develop distinctive destinations as main anchors to draw visitors to the waterfront. Each of the anchors should have one main theme, but the programmatic mix should be multi-layered to create places attractive to more than one target group and for longer, and multiple acticities. Example: Seafood center combined with kids playground and outdoor activities becomes a one-day family destination, and not only a place to eat good food.

中部 - 红树林亲水公园 现有的设计成功地将人的活动和生态连接起来。由于其易达性和与周 围社区的紧密联系,使它成为非常具有活力的公园。故在此不需要做 更多设计。 Middle - Mangrove Waterfront Park The existing design successfully combines waterfront ecology with human activities. This is most active park because it is closest to the existing community and easily accessible. No improvement needed. 南部 - 绿带作为“城市中的自然” 南部的高尔夫球场再开发计划在山和海之间创造出了一条公共的绿 带。我们建议将其设计成为“城市中的自然”,让在大都市居住的让 你们有一处可以在自然中放松的地方。绿带应该尽量利用其自然的地 形地貌,保留现有植被,动物栖居群落,并细致地与人的活动结合起 来。 South - Green Belt as “Nature in the City” The redevelopment of the golf course creates a publicly accessible green belt between the sea and the hills. We recommend to design it as “Nature in the City” to offer welcome relief to life in the metropolis. The green belt should use natural topography, local plants and animal habitats, and mix it with carefully with human activities.

将游艇码头移至南部 我们建议将游艇码头移至泻湖的最南端,使之成为一个在绿带滨水区 域内极易到达的活力点;同时也是与更南侧宝安和前海之间的过渡区 域。 Move the sailing marina to the South We recommend to move the sailing marina to the southern end of the lagoon, where it becomes a well accessible anchor at the seafront of the Green Belt and a transition to the harbour area further south in Bao An and Qianhai.

更易穿行的金湾大道和宝源路 我们建议增加几处过街天桥和过街通道以连接海边和西乡滨海风情小 镇的水岸公园。这些通行设施应该前瞻性地与未来建成的轻轨车站结 合从而为整个水岸区域带来更好的可达性。 Better access across Jin Wan and Bao Yuan Road We recommend several additional bridges and tunnels to link the sea and riverfront park to Xixiang Coastal Town. These should be strategically combined with the future light rail stops to create the best possible access to the waterfront.

旧海堤再利用,成为水岸和公园路径的主结构 现有的堤坝是滨水区域中最具代表性和历史性的景观元素。纵然看似 并不新奇,但是在整个深圳再也没有一处如此直如此长的慢性路线。 我们建议将这条堤坝作为主结构整合进公园的游览路线里,从而让每 一个来访者都能体验到这个城市里独一无二的线性海迪。 Old dyke as backbone of the waterfront and park routes The fomer dyke is the strongest historic landscape feature in the waterfront park. It seems nothing special, but nowhere else in Shenzhen exists a slow route that is as long and as straight. Being on the dyke is a unique experience. We recommmend to make the dyke the backbone of the network of park routes so every visitor will experience this special place in the city.

南北门户 我们认为整个滨水区域缺少明确的起始点,所以我们建议分别在南北 增加两个新的门户。南部的游艇码头将成为联系西乡滨水区域和绿带 的节点。与公共交通紧密联系的新北部门户,结合机场商务公园轴线 上的开发区域,将成为此区域明确的进入点。 Northern and Southern gateway We miss a clear ending to the waterfront park and recommend two new gateways in the North and South. The sailing marina is an anchor and gateway that links the Xixiang waterfront to the Green Belt. A new northern gateway, combined with a development plot in the axis of the airport business park, provides with a clear entry point and should be linked to public transport.

北部区域紧挨机场,深中大道贯穿东西,是进入深圳的必经之地。现 状以工业用地、仓储用地、空地为主。我们建议在此进行产业升级, 未来这里将会是高端机场、物流相关产业的聚集地。我们提出一系列 的城市设计导则来辅助指引该区域的建设。

Northern plots are next to the airport with Shenzhen-Zhongshan causeway crossing through. It has a very visible location. Currently there are industry, warehouse and empty plots. We suggest to upgrade them to more high-profile airport or logistics related business and industry, using urban design guidelines to control quality.

滨海公园的软质边界 与滨河公园直面的建筑和景观设计需要在沿河生态区域和公园之间创 造出积极的关系。我们建议低矮的建筑元素,绿化立面设计和具有活 力的内部功能。大面积封闭的仓库立面,硬质开放空间和装载区域需 要极力避免。 Soft edge to the riverside park The architectural and landscape design facing the riverfront park must create a positive relationship for the ecological zone along the river. We recommend lower building elements, green facades and active internal uses. Large areas of close warehouse facades, hard open space and loading bays must be avoided.

创造环境宜人的新产业基地 New industry plots

绿色建筑表皮 城市中的绿色植物对建筑空间的微气候和建筑裕兴的可持续性有重要 的作用。在深圳这样的高密度城市中,像基地中北部地块这样关键的 区域,可以用来创造自然绿色的空间相当有限。所以我们放眼于绿色 建筑。此区域中每一个新建项目都应该整合立面和屋顶绿化措施。 (图片来源:ARUP) Green Building Envelope City green has a serious influence on the micro-climate in the built environment and the sustainability of building operations. In high density cities like Shenzhen, and especially in prominent locations such as the Northern plots, the space for green infrastructure is limited. So we need to look to the buildings to do some work. Every building new development in the northern plots must implement facade and roof greening measures. (Image credit: ARUP)

Equal attention must be given to the construction of attractive modern working conditions inside and between the new industrial buildings. We recommend that all new development must follow the most ambitious ecological standards.

南部区域得益于横贯东西的绿色山海走廊,我们建议在将高尔夫球场 公共化的同时,整合慢行网络,加强城市和绿廊的联系,巧用不同的 山地制高点与现有池塘,创造湖山景致,加入更多儿童、公共运动功 能,使之成为举家出游的好选择。

Southern plots benefits from the location beside the large green corridor. While turning the golf course public, we suggest to Integrate cycling and walking networks to connect neighbourhoods, public transport and green, use the topography and existing ponds to create hill and lake landscape features. Also integrate with different public program to make a family destination in natral setting.

将绿带与社区相连 今天的高尔夫球场将在未来成为南部区域拥有最高空间质量的绿带。 其中的交通网络应该与周围社区的慢行交通系统直接相连。我们建议 建造一座新的步行桥以连接西乡滨海风情小镇中的芳庸广场和新建的 公园。 Link Green Belt and neighbourhoods The future Green Belt in todays Golf Course is the greatest quality of the southern area. The network with the Green Belt should link directly to the slow movement routes within the surrounding neighbourhoods. We recommend one new land bridge connecting the Fang Yong Square in Xixiang Coastal Town with the new park.

针对固戍老码头遗址地块,我们提出升级改造(综合整治),适当修 复历史建筑,梳理公共空间,建立与红树林公园的联系,混合住宅、 办公功能创造平衡多样得社区,引入酒吧、茶馆、展览、食肆等休闲 主题,在老码头迎接新来客。

We propose to connect Gushu Old Harbour to the waterfront park and its neighbouring areas, renovate the historical buildings, sort out the public space, and introduce a leisure theme of bars, teahouses, galleries, restaurants, as well as new workspaces and housing, to meet the new visitors at the old pier.

下围工业园的更新重建(功能置换) 对于紧邻固戍地铁站的下围工业园,进行功能升级。拆除部分建筑, 释放一定的公共空间,结合打开的南昌涌暗渠,创造有品质的核心步 行公共空间;改变现有工业功能,引入文化、商业、餐饮、娱乐、创 意、办公、旅馆等功能,这里将会从下围工业园华丽转身为全年午休 的下围尚街。

Reimagination of industrial plots beside Gushu subway station Xiawei Industrial Park will be turned into the Xiawei High Street. We propose the demolition of part sof the building, the release of a certain public space, combined with the opening of the Nanchang River, to create a quality core pedestrian public space; the change of the existing industrial functions, and the introduction of cultural, business, catering, entertainment, creativity, office, hotel and other functions.

At the end of Nanchang River, we suggest to transform the existing water gate into a water plaza, as part of Seasun Foodie Town. This will create a spacious link to the center of mangrove park.

迁建图书馆, 结合公共服务 Combine Library with Public Service 我们将原先位于固戍一路局促环境 中的社区图书馆迁建于此。在图书 馆广场下方布置大量公共停车。作 为此节点的地标建筑,它将与北侧 学校操场一同丰富社区文体生活。

We move the library from the embarrassing existing location to here. With a lot public parking underneath, it will become a new landmark. Together with the playground of primary school, they will become community center.

Historic Fangyong private school and Modern Gushu Primary School are next to each other. We suggest to set different education program around this cluster. Make here the Public classroom of Xixiang.

巧建广场,联系自然山体 Connect Plaza towards Nature 在固戍小学东侧的临街空地,我们 建议留出开敞空间,作为学校前 场,并利用地势巧设平台,跨越 道路连接山体,打造山与城的通 道——碧湾阳台。

Next to Gushu Primary School there is an empty plot. We suggest to make a plaza as the entrance for school. Integrate it with topography, create a connection between city and mountain.

On the empty plot next to the end of the river, let’s build the Seasun Foodie Town. Transform the Watergate into an under-road water plaza, it will connect to the main square of mangrove park. In the future, Nanchang Corridor would be the best connection from metro to sea, waving energy together.

The middle part of Gushu has high density, twisted urban fabrics, limited space and complicated ownership. Big demolition and rebuilt don’t fit here. This is the place of the historic shoreline. A cluster of historic houses still exists, but is in a very sad condition and not many people know about it. Can we connect Gushu Old Harbour to the Waterfront Park and turn it into an interesting place to visit, and to live or work? Reaching at the other side of the village through small path, here is the Gushu Old Harbour. New visitors wander around the old buildings along the historic shoreline. It’s a place about nostalgia.

Design proposals are only one part of the solution. A regeneration plan of this scale and complexity needs a new and different way of thinking, and a new methodology of urban planning that adds additional steering tools to the established planning system. A clear and understandable process structure is as important as vision, urban planning and design solutions.

More communication is needed

The main challenge of development within the existing city is its complexity. Additional to the spatial complexity of existing structures and urban fabric - some historic, some informal from a period of rapid growth, some only recent investments – two factors set planning in the existing city apart from Greenfield development and asked for a different planning and implementation process:

Shenzhen is a growing city Shenzhen is a city in development. Its urbanization is very rapid and many developments are taking place at the same time. In these kinds of conditions there is a danger that these new developments won’t always work well together. From our recent experience we have concluded that communication is of the utmost importance when working in such a complex and dynamic conditions.

Diverse group of players The existing city has a diverse group of players such as established landowners, local businesses and an existing population. It is possible to include these players in the development of their district? How can these multiple players be heard, coordinated and together contribute to something that is more than just the sum of disconnected parts? Multiple speeds of development The transformation of existing city quarters will follow multiple speeds. Some areas can be developed easily and will be the first ones to change. Others are very difficult to transform and their development might not happen for a long time. How can a transformation masterplan give an overall vision for a better district, but also remain flexible to accommodate these different development speeds and changing demands. 148

Pro-active approach We believe that in order to create a truly sustainable plan, one must be involved in all aspects of its making. This means following the market trends and economic processes which influence its making. This way of working gives us the opportunity to have always a critical position, thus provide objective advice to the client. This gives everyone the necessary feedback on what is happening in the neighboring areas and the possibility to reflect on that. Flexibility during the process Our experience has shown that setting up a framework masterplan instead of making of a finished product provides much more flexibility during the process, and opens possibilities to improve, change or adapt.

Building knowledge and expertise Working in complex urban situations requires a detailed knowledge of the area. During this competition, a group of designers has already investigated and analyzed the area intensively. In our experience it is very valuable to keep this knowledge of the area “on board” and to decide for a structure of how to involve the best offices that already worked on the project also in the future.

Vision, goals and key concepts Our approach is therefore to set up vision, goals and main strategies in the beginning, and the means and ways of implementing of those can change during time. This enables us to react on all the changes that we come across during the process and reduces the risk of jeopardizing the ambitions of involved stakeholders. In this way we create a truly sustainable and flexible plan. Guidelines or control plans Design guidelines have proven to be a very useful tool to steer development, because they don’t only include the quantities usually defined in control plans. Design guidelines add rules and information on how to create quality and coherence. Design Guidelines can also more flexibly respond to the individual requirements of different areas. For empty sites they can include more strict control and definition. For complex sites they can be more descriptive.

Continuity on the client side Good projects can only be achieved with good clients which ask their consultants the right questions and lead projects into the right direction. Even more than the design teams, the client knows the diverse actors in the area, has an overview of developments already happening as well as the difficulties that needs to be handled. On the next page we outline the implementation structure that allows the client to continue with their good work: the “Implementation Agency”.
