Once completed the office building will house the new head office of legal firm Fluxmans. WBHO are the main contractors working on the project whilst Paragon Architects is a firm behind the design.

Multi – Million Rand Cell C Head Office on track for completion at end of 2013 Page 10


T

he new multi –million rand facility will house Cell C’s head office, a national network operations centre (NOC), a customer walk-in centre and a distribution warehouse. It will stand at the confluence of the N1 and the N3 freeways near Woodmead, about 2km south of Midrand, on currently vacant land diagonally opposite TopTV’s head office across the Buccleuch interchange. A number of technology companies, including Oracle and Nashua, already have offices in the area, which is centrally located between Johannesburg and Pretoria, with a freeway to the east leading to OR Tambo International airport. The new Cell C campus will form part of the multibillion-rand Waterfall Business Estate development, which straddles the N1 between the Buccleuch interchange and Midrand’s

Allandale Road. It is this prime location that Luke Chandler - design architect - believes was the site’s big selling point. “The visibility from the highway, as well as its close proximity to arterial roads and the financial hubs of Sandton, Pretoria and Johannesburg are great attributes.” Atterbury Investment Holdings is the major investor in the property development. Owned by the Waterfall Islamic Institute since 1934, Atterbury secured exclusive commercial and business development rights for the site in 2008. The Waterfall development will consist of approximately 1.6 million m2 of bulk, including retail, commercial and residential projects. The overall private deal, orchestrated and concluded by Atterbury, is said to be one of the largest property deals, in both size and value, to be concluded in South Africa.

“The site was a unique aspect of the property and most certainly a challenge,” says Chandler, adding that one of the most notable aspects of this project is the incredible speed at which this deal with Cell C was concluded, and further to that, the incredible speed at which they are required to complete the project – Cell C will take occupation in December 2013.

and Repair Centre of 5 000m2; a Network Management Centre of 2 200m2 and a main Distribution Warehouse of 14 000m2 (designed by the JV architects Empowered Spaces). Aesthetically, the campus has been broken up into ‘ribs’, adding rhythm and repetition to the buildings. To create further cohesion and tie the four components together, we used a generous landscaped pedestrian boulevard that weaves its way past each component and makes the overall development a lush, green, and pedestrian friendly environment while tying all the components together,” Chandler explains. In designing the main office campus, the architect used the natural slope on the site and created a platform that protrudes from the natural ground level and places the building on a podium, giving it maximum exposure to the highway. The strongest design elements of the offices are arguably the three main landscaped courtyards that run through the spine of the building. The office wraps around these courtyards to form a perimeter building. These courtyards have a number of advantages that not only employ passive sustainability initiatives, but also create

a more pleasant working environment. They fill the buildings with natural light; they create a private and recreational environment for employees; they allow for solar protection, cross ventilation and passive cooling to the building; and they ensure that all employees are closely connected to nature and green space.

Environmental influence By consolidating the various components of the business into a central campus within the region of 3000 employees, Cell C will achieve vastly improved efficiencies, meaning less waste in terms of, among others, transport and man hours. “Furthermore, we are adjacent to a sensitive and preserved wetland, which has not been looked after but could be an incredible natural amenity to the site. From the start, we wanted to rehabilitate this wetland and make it integral to the development. As such, the master plan proposes a seamless link between the wetland and the development and pulls people into the wetland with walking paths, running tracks and view sites,” says Chandler.

he new EY Johannesburg Offices currently under construction in the rapidly expanding Sandton Central Business District (CBD) epitomizes the latest in leading edge technology and design.

The new building is located at 102 Rivonia Road, a stone’s throw away from the iconic Sandton Gautrain Station, will place EY at the centre of South Africa’s economic hub. The new 30,000sqm development which is being developed by Eris Property Group will comprise two conjoined structures, one with eight floors and the other with 14 floors. The built footprint will be 98 800 square metres and the development rests on nine storeys of basement parking including service areas, cold rooms, electrical plant rooms and water storage tanks. There will be a total of 1 150 staff parking bays, with provision for 100 visitor parking bays in the EY block, with 544 staff and 29 visitor parking bays for the Eris Tower. The building design has already achieved early recognition at the World Architecture Festival held in October 2012 in Singapore, where the project was shortlisted for an award in the Future Commercial Office category. Designed by Boogertman & Partners the building comprises three elements — the eight storey building with an active atrium space animated by transecting stair and bridge links, the 14 storey office tower connected by a five storey high bridge that allows for future versatility and podium on which the buildings rests, further enhancing the visibility and legibility of the building. The podium forms part of the eight storey parking basement and forms the ground plane of the

development accommodating the main entrances to both buildings. The ground floor of the EY building includes a staff restaurant and a client hospitality area, both with external access to views. Among several elements designed to collectively achieve a 4-star green rating, the building will make the most of innovative opportunities to harness natural light and ventilation, and to conserve energy. The building’s fully glazed façade will provide excellent ingress of daylight, which is linked to employee wellbeing. At the same time, the glass will restrict radiant heat gain into the building and the problem of direct glare will be mitigated by the vertical fins. Sixty percent of the floor area will allow external views to the outside, enabling office personnel to look out of the windows and maintain a refreshing connection with the outdoors. In addition, the external glass has been modelled together with the HVAC system, with a primary focus on maintaining thermal comfort. By completion, the construction project will have used approximately 39 000 cubic metres of concrete, two million bricks, 6 000 tons of rebar and 98 000 square metres of formwork.

CSi Thabile Networking Solutions (PTY) Ltd CSi Thabile Networking Solutions (PTY) Ltd, a leading IT Environmental and Data Cabling Company, were invited to tender on the Ernst and Young project and after the adjudication process was completed, were contracted to undertake the Data Cabling Reticulation in the iconic new Head office situated at 102 Rivonia Road, in Sandton directly opposite the Sandton Gautrain station. The contract was awarded to CSi Thabile in June 2013 by Murray and Roberts – the main contractor and WSP - the project consultants who prepared the specifications for the IT infrastructure. According to CSi Thabile’s, Sales and Marketing Director Mark Cheketri, “based on the stringent technical specification and detailed bill of quantities presented by WSP, it was clear from the outset that the client had a need for high speed, state of the art cabling infrastructure that would comply with international leading edge standards” The scope of works included OM3 fiber backbone cabling throughout the building, with redundant links to each Network Patch Room and dual representation in the server room. The server room required Category 6A cabling between core and distribution as well as Category 6 horizontal wiring reticulated from the Patch Rooms to strategically positioned consolidation modules accommodated in the floor void and then extended to their final connection points at the desktop via floor grommets. The Network Cabling Cabinets formed part of the contract and were positioned in the Patch Rooms complete with cable management and containment features. These lockable cabinets accommodate the Fiber and Copper patch panels including Networking hardware. Cheketri explains that, “As a company we invest in our staff and ensure that our employees are trained and certified to install all leading products in accordance with OEM, international and local standards. Having the in house expertise and experience, and complying 100% with the

manufacturer’s specification are important to us as it enables us to offer the clients internationally endorsed extended warranties.” Cheketri went on to say, “the entire fiber installation and more than 5000 data points will be certified and documented complete with ‘as built’ drawings that would become part of the official handover pack presented to the client at the end of the project” The cabling components specified on this project were sourced from Molex and had to be Low Smoke Zero Halogen (LSZH) rated with APC sourced state of the art cabinets. Mapei assists in doubling the capacity of the Panama Canal

M

apei, world leader in the production of adhesives and chemical products for building, can look back on its 75 year history with pride. From the massive Panama Canal project to the breathtaking Three Gorges Dam on China’s Yangstze River; from London’s ingenious Olympic Stadium to Cape Town’s tallest skyscraper, Mapei’s technical expertise and innovative products are playing a key role.

The world’s most important waterway The company is involved in the doubling of capacity of the 81km-long Panama Canal, the most important waterway in the world. Scheduled for completion in 2014, Mapei has been supplying admixtures for both the mass and marine concrete work on what is one the largest construction sites in the world. Mapei’s research laboratories developed a new generation of admixture technology to suit the specially

designed 5,5 million cubic metres of concretes being used for the project. This included a highly-evolved superplasticizing admixture, Dynamon XP2 Evolution 1, to enhance workability and handling properties. The company is also contributing to the refurbishing of the Gatún Locks on the existing canal, considered by many to be the most impressive reinforced concrete structure ever built. The work requires a special type of concrete, which incorporates two Mapei admixtures: Planitop 15, an inorganic powder for concrete cast in formwork, and Mapecure SRA, which is a liquid admixture specially formulated to reduce the formation of cracks caused by hygrometric shrinkage in normal and self-compacting concrete.

The unique facilities for the London 2012 Olympic Games were designed and constructed to embody sustainability as their underlying philosophy. Stadium structures are able to adapt to the sport development needs of the British community far into the future and the athletes’ village has revitalised a rundown, derelict area of London to become a desirable residential district. Mapei supplied an extensive range of products contributing to the durable, sustainable quality principles used in the construction of all the facilities. The running track in the main Olympic stadium was installed with Mapei’s two component adhesive, Adesilex G19, an epoxy-polyurethane. In sections of the athletes’ village, substrate preparation featured the company’s quick-setting and drying hydraulic binder, Mapecem. Keraquick highperformance cementitious adhesives were used to install floor and wall tiles, finished with Ultracolor Plus fast-setting, water-repellent grout. Similarly, the company’s products were used at London’s Wembley Stadium, Wimbledon Centre Court and Earls Court sports arena, as well as other sports facilities in England.

Bringing the technology to South Africa The Group’s 55 000 customers are served by 58 production facilities operating in 27 countries on 5 continents, and 18 main research centres. In the last five years, the Mapei building chemicals technology that has proven itself successfully in the full glare of international competition, has been introduced to the local construction industry by subsidiary, Mapei South Africa. “It has been an exciting growth phase for us,” says the local company’s Antony Offenberg, Manager Admixtures and Grinding Aids. “We are now viewed as a valuable contributor to the South African construction industry and are increasingly involved in major construction projects.”

Reaching for the sky Mapei technology is currently being used for two of Murray & Roberts prestigious office developments: one in Cape Town and the other in Sandton, Gauteng. The 32 storey Portside building in Cape Town is destined to be the Mother City’s tallest building and South Africa’s first Green Star rated skyscraper. Mapei is providing close technical service support and is ensuring that the unequalled technical resources of the international Group are available to develop the most effective solutions to construction challenges. The extensive involvement with the Portside project has included the supply of products such as the modified acrylic-based super-plasticiser Dynamon Easy 31 for high water reduction and extra-long workability, as well as speciality high strength repair mortars. At 102 Rivonia, an architecturally advanced commercial development in Sandton, Mapei has a technical sales team on hand to provide support to the contractor with product installation advice, dosing systems and on-site testing.

The fast track project is using a high cement replacement concrete mix incorporating fly ash, a recycled by-product from coal-fired power stations. The formulation provides a high ultimate strength of up to 80MPa for the building’s structure, while making a significant contribution to the ‘green’ status of the project. This is further supported through the use of a vegetable-based mould release agent, Mapeform ECO 31, and Mapecure WF75, a biodegradable curing compound that fully degrades over 28 days. “The Mapei range of products has allowed us to increase the green parameters of our projects with a welcome high level of technical service backup not experienced in South Africa until now,” says Murray & Roberts’ Group Concrete & Research Manager, Cyril Attwell, commenting on Mapei’s involvement in the two projects. “Their technical assistance has accelerated our own green technologies of increasing the amount of waste material utilised at Portside and 102 Rivonia to reduce the carbon dioxide footprint of these structures.”

ild and Marr (Pty) Ltd, a supplier of premium quality audio and visual equipment were approached by Celestia AV to assist in the design and installation of a sound masking system for Ernst and Young’s new offices. These are situated at 102 Rivonia Road in Sandton and the system is a requirement of the Green Star rating process for the building. Wild and Marr (Pty) Ltd, being the agents for Harman Professional, utilized their state-of-the-art HiQnet communications protocol or language with which all Harman HiQnet enabled device-types within the full audio signal path can communicate. In addition BSS Audio London Architect software allows the operator of the system to then monitor the various HiQnet enabled devices in real time as well as allowing for fault-logging and other functions based on the system design and application. All digital signal processing and routing for the multiple inputs and outputs was achieved using Harman Pro’s Soundweb London devices. One of the operating requirements of the system is that it would be able to, with the aid of eighteen ambient sensing microphones, automatically adjust the volume of the masking signal in different zones independently. Shure low profile colour-coded boundary microphones were utilized for

their reliability, sensitivity to audio as well as the aesthetic requirement for minimal visual presence. Loudspeaker enclosures for the system were custom designed and built with the appropriate materials to ensure compliance with Green Star requirements including type of wood and adhesives for their construction. A dual set of cables were run to each zone with half of the loudspeakers on each circuit to ensure redundancy in the case of a failure on a loudspeaker line. The multiple channels of amplification for the system required an economical solution with respect to both power consumption of the amplifiers as well as rack space to house the amplifiers. Crown’s groundbreaking new DriveCore Installations series of energy efficient and networkable amplifiers with true rack density provided the perfect solution. These amplifiers consume less than half the power of previous generation amplifiers yet are able to provide almost double the output to loudspeakers through their next generation Power Factor Correction universal power supplies. This technology ensured an SCN/InfoComm award for installation products in April 2013.

AE – AMD Renewable Energy projects underway A

E-AMD Renewable Energy, a joint venture between the Spanish AMDA energia and the South African Alt-E Technologies is currently developing two South African ground-mounted solar power projects totalling 33 megawatts (MW).

The Herbert plant will consist of 91,908 solar panels mounted on 3,996 single-axis trackers, each in a monopole foundation. Each tracker carries 23 PV solar panels. The second site, Greefspan, having a similar approach as the Herbert site, will consist of a field of 1,998 single-axis trackers, using a total of 45,954 solar panels to complete the project. The two solar projects will generate local construction jobs and deliver clean, reliable energy to the community.

Both systems will be owned by AE-AMD Renewable Energy in partnership with the IDEAS Fund, an infrastructure fund managed by Old Mutual Investment Group of South Africa that will also resell the electricity to Eskom upon completion of the projects. SunPower has a five percent share in the two projects. The ground-mounted solar systems will feature 138,000 SunPower photovoltaic solar panels on single-axis trackers. The solar panels are being produced at the Cape Town manufacturing facility.

Five years ago Stallion took bold steps and invested heavily in building an in-house technology and electronics division to compliment its services in guarding, alarm monitoring and armed reaction services. Many security companies have in-house technical divisions, however these are primarily focused on traditional alarm and intruder systems, today considered “lowtech” and “run-of the mill” systems that from the large players to the small players in the security market can provide and support. When it comes to high-end, high-tech security systems, the traditional security company does not have the engineering expertise to handle these and one usually finds they partner-up with an electrical or electronics integrator/sub-contractor to try and deliver such solutions, or the client separates the guarding/manpower component to security from the systems component and deals with a non-security electrical contractor to provide the security systems. Stallion is one of the few, possibly the only Security Company that can offer in-house - turnkey, high-tech security systems and projects to its clients. This was the thinking when the group decided to invest in establishing the Electronics arm of Stallion. Today Stallion is active in this market space competing for and executing complex large turnkey projects for integrated security systems and solutions. There is a significant interest and investment in Southern Africa for “green” or Sustainable Energy Power Plants. Stallion has identified this as a growing market space with opportunities for us to compete offering full turnkey integrated security solutions. The group has made significant in-roads and has been appointed turnkey contractor and service provider for Security systems and services for two of the first large scale solar power plants to be developed and installed in South Africa.

Stallion has commenced with security systems installation and services at the revolutionary solar power plants being built by the global industry leader SunPower (Tenesol) near Douglas in the Northern Cape (South Africa). In April 2013, Stallion successfully completed the “Herbert” site security systems installations and SunPower/Tenesol signed acceptance for the systems as 100% and zero snags or outstanding items and were already well underway with the execution of works at “Greefspan”. Stallion is responsible from the design through the build and install and the final functionality of the systems. The Electronic Security Perimeter Detection System makes use of both a high voltage industrial physical electric barrier fence as well as state of the art thermal imaging and video motion detection systems from Flir. A central control room is equiped as part of the project and will be run by Stallion personel. The electric fence electricfication and detection system is state of the art from Stinger and can pinpoint to the nearest 100m the location of an intrusion. High mounted Thermal night vision cameras from Flir are installed arround the perimeter that give the security offerecers maning the site live viewing of the entire perimeter. Inteligent Video Analytic systems sample the video feed and allert the security officers of any movement so they can observe and react as appropriate. The systems also have full IP Public Address Audio functionality, allowing the security officer to communicate with possible intruders trying to breach the perimeter and warn them off. Stallion are in strong contention to also be awarded the next two projects (much Larger 70-MW plants) with SunPower for the Security Systems as well as contenders to provide similar systems for the Siemens WindFarm and Solar projects soon to commence. Stallion plan to be at the forefront of the security for this new clean energy industry expected to boom in Southern Africa.

Brand Engineering contributes to Greefspan and Herbert PV projects B

rand Engineering SA (Pty) Ltd is proud to be involved in the installation of an 11 MW solar farm collector system at the Greefspan photovoltaic (PV) solar energy project and the installation of a 22 MW collector system at the Herbert PV project, both of which are located near Douglas in the Northern Cape. Established over 40 years ago, Brand Engineering, together with its two Empowerment Companies, Besamandla (Western Cape) and Besamandla (Eastern Cape), is a leading electrical contractor in Southern Africa and throughout the African continent. “Greefspan and Herbert are two of five PV engineering, procurement and construction (EPC) projects that Brand Engineering is currently working on as part of the move to the implementation of renewable energy in South Africa,� says Herman Kriel, Group Managing Director, Brand Engineering SA (Pty) Ltd. The company is carrying out the supply, installation and commissioning of the AC, DC, MV and communications systems for solar farm collector systems as well as HT substations and grid connectivity, which includes overhead lines, for the PV projects. It has also been awarded three separate grid connection projects,

which further demonstrate the knowledge, skills and diverse services it offers. Brand Engineering is an electrical subcontractor to Independent Power Producer (IPP), Tenesol. The IPP was awarded the two projects during the first round of the South African Department of Energy’s (DoE) Renewable Energy Independent Power Producers Programme (REIPPP). International manufacturer of solar products, Sunpower, acquired South African-based Tenesol over a year ago. Construction has commenced at both Greefspan and Herbert and completion is scheduled for the second quarter of 2014. The ground-mounted solar systems will feature 138,000 Tenesol TE 240 PV solar panels on single-axis trackers. The project engineering services Brand Engineering provides comprise planning, client liaison, advisory and verification services. Procurement is well underway at both Greefspan and Herbert, with the implementation and the next phase of installation in progress. The objective of this is to prepare the works for full operational functionality in accordance with global standards and regulations. Quality and environmental control is integral to the entire procedure and Brand Engineering continuously verifies installation standards and regulations. “We carry out our work in a sustainable manner, and our projects are subject

to appraisal guidelines to ascertain their impact on the environment,” states Kriel. “These stringent regulations are already enforced very early on in construction.” All our energy and green sustainability initiatives are in line with South Africa’s ambitious target to reduce carbon emissions by 34% by 2022. The REIPPP stipulates that IPP projects boost local economic development. The local power generation and transmission infrastructure at Greefspan and Herbert will provide employment opportunities in particular in the form of construction work, as well as community upliftment and improved living conditions to people in these areas. “Brand Engineering totally supports local community upliftment with a view to creating sustainable, long-term employment,” says Kriel. “We are contributing extensively to development in the areas in which the projects are being conducted. Our commitment is to employ previously disadvantaged, unemployed people for the various tasks being undertaken.” Brand Engineering has committed itself to the following projected employment figures: 250 people for Herbert and 120 people for Greefspan. Employees undergo training for jobs, such as plant operators and work requiring basic electrical skills, and then receive the

appropriate proficiency certificate. Training is an ongoing process, and an example here is teaching and instruction for the various electrical skills for which learners get recognition. With exposure and experience towards the initial electrical modules, an employee can then upgrade and train further to become an electrician should he decide to continue with this work after the completion of Brand Engineering’s projects in the area. “Brand Engineering is committed to a philosophy of empowerment, local participation and transfer of skills,” Kriel continues. “This approach is integral to all the projects we undertake and we have followed it consistently throughout our numerous years of experience in our industry. he new First National Bank Head Office (FNB Namibia) under construction in the city centre is going to be housed in a green building, a first of its kind in Namibia. Namibia does not have a green building council and the bank worked with the South African and Australian councils to develop a rating system and terms of reference that apply to Namibian conditions. The new head office will have a rating of four stars. Green buildings are environmentally conscious from the construction phase and through their entire life cycle – from the design, construction and operations to maintenance, the goal is to reduce the overall impact of the built environment on human health and the natural environment. Like other green buildings, the bank’s head office will use water andelectricity efficiently by harnessing the latest technologies and natural light, while reducing waste and pollution. The health of employees as well as their productivity will also be looked after. FNB has had a long history of environmental sustainability. Currently, the bank has four separate buildings in Windhoek from which it operates. These will now be consolidated into

one head office, which has been designed with service and ease of access in mind. The green star rating is not without its challenges of reporting and documentation. “The original design already encompassed many aspects that address best practice with regard to electrical, water and waste management in terms of our FNB standards for new building developments. In pursuing and by achieving the 4 stars Green star rating FNB had to add some additional components adding additional spending to the project. It is estimated that the building would represent 15 percent savings in energy costs with a payback period of only four years at current expected electricity tariff increases. The new multi-million rand building will have six floors, including the ground level and six basement levels with 658 parking bays. At almost 4 600 m2, it can house 1 100 people. The building will form part of a larger precinct development known as Freedom Plaza, which is being developed by United Africa Group and Redefine Properties.

Agrivaal Building: New Office Accommodation for Government Department

S

ituated at the corner of Edmond Street and Hamilton Street in Pretoria CBD, the Agrivaal Building is currently being refurbished as part of Public Works inner city regeneration programme. When the Department identified the need to revitalize the building in order to facilitate viable office accommodation, it undertook a feasibility study to ascertain the scope of the project. This resulted in the commissioning of a large scale restoration and refurbishment of the heritage building and required a team of specialists- not only for the refurbishment in general, but specifically as the Department wanted to create a Green Star Building – the first national Government building project to target a Green Star certification.

The Akani Consortium, consisting of a mix of architects, quantity surveyors, engineers, facilities management specialists, interior designers, space planners and project managers, won the bid to undertake the project and Afroteq Facilities Management was appointed to lead the Consortium as the facilities management, interior design and space planning consultants. The building has been designed by PKA International Architects and Francois van der Merwe Architects in association, and is being put together in a manner that promotes the use of environmentally-friendly, non-toxic materials; the use of renewable energy sources and recycled materials among other green building measures.


The project has contributed in the alleviation of poverty and skills shortage, one of the government’s priorities, by transferring construction skills to 120 Expanded Public Works Programme (EPWP) beneficiaries, being taken-in in batches of 3. These candidates are being trained mainly in areas such as Earthworks, Piling, Scaffolding, Health & Safety, Plumbing and Electrical. The candidates are also rotated so as to get training in all of these areas. Of these beneficiaries over fifteen (15) have received permanent employment under the project. Towards the end of 2013, the Agrivaal building achieved a 4-star green design rating from the Green Building Council of South Africa (GBCSA), and is the first pilot project created by DPW to approach the design and construction of new government structures in a manner never previously undertaken. The impressive building is located within earshot of the Union Buildings, and will become an icon of the city, rising above all buildings in its immediate context. The construction project got underway with the demolition of the existing buildings around the original Agrivaal structure which was followed by the basement excavations, before the restoration of the heritage building was carried-out. The construction of the new office building and restoration of the existing Agrivaal building commenced on 23rd March 2012 and is set to be completed by the end of 2014. Upon completion, the R400-million building will be able to accommodate approximately 1100 occupants and will have a total floor area of 40 847m² comprising of 10 stories office accommodation, 6 underground parking levels i.e. 545 parking bays, a fully-functional canteen, 2 internal coffee shops, a 200 seat fully-fitted and operational media briefing room, 120 seats fully-fitted and operational auditorium, roof gardens, courtyard and atrium areas.

This flagship project for DPW is approaching several industry benchmarks in that; the building is designed from a full facilities management operational perspective, a first for the built environment industry. The mandate was to design the interior architecture based on sound operational and facilities management principles and to ensure that this was incorporated within the total building design. As consortium leader, Afroteq, a division of Afroteq FM Solutions, have played a fundamental role in the overall building design and have ensured that the building will perform consistently with the client’s needs, and most importantly that the it will function at an optimum financial, operational and practical level, once completed and occupied. Another major benchmark derived from using an FM company to lead such a project is that the majority of aspects traditionally seen as being part of the tenant’s responsibility, including retrofitting which is usually undertaken after handover, have already been incorporated into the initial planning and completion phases. New Military Health Base Depot T

he South African Military Health Service is the branch of the South African National Defence Force responsible for the medical facilities and the training and deployment of all medical personnel within the force. Recently a new Military Health Base Depot was completed in Thaba Tswane Pretoria, for the Department of Public Works and Department of Defence.

The new Depot which was constructed at an estimated cost of R300-million was project managed by the South African Department of Public Works on behalf of the Department of Defence. Pretoria based architects Jeremie Malan Architects and Interiors are the architects who were behind the design of the new Health Base Depot whose construction started in 2011 and Liviero Building was the main contractor on the project.

Architecturally, over the years we have diversified into residential, commercial and industrial architecture completing projects both nationally and internationally. Our experience on commercial projects includes new high rise structures, retail centre

first being the new flagship Oxford Liquormart store design (completed July 2013), The Oxford Freshmarket pop up store is to be completed in August 2013, staff facilities are to be completed in September 2013 and the main final store is to be completed during 2014. Parking has been increased significantly to allow shoppers easy access and the final project includes undercover parking for inclement weather. The existing structures have been completely refreshed to improve circulation, visibility, comfort and security of the shopper. The buildings are to be modernised and cleared where possible without losing the charm of the human scale courtyards and verandas. Cleaner lines and textures are to be used in the architectural expression to give the centre a more contemporary feel. The retail potential is to be maximised by improving the parking access and numbers, joining smaller footprints to allow better tenant mixes and encouraging family orientated business. The overall shopping experience has been improved by allowing routes through the centre for prams and trolleys, lighting has been significantly improved and the central green space is to be kept to allow for outdoor entertainment. A focus on the family is important and the tenant mix is being adjusted to suit this. Over time there is to be a complete relook at the signage, finishes and the property circulation and site planning. The result is a fresh, energetic centre without departing from its community roots. Oxford Freshmarket is something to look forward to with its quality products and fresh take on supplying the community with what it needs.

West Hills to become West Africa’s Biggest Mall

A

new $93-million first class shopping mall- The West Hills Mall is currently under construction in West Accra Ghana.

The project is a joint venture between Delico Property Developments Limited, an investment company incorporated in Mauritius and controlled by South Africa’s Atterbury Africa, and Ghana’s pension fund, the Social Security and National Insurance Trust (SSNIT). Delico Properties Development Limited is the turn-key developer of the project. West Hills Mall will be the biggest in West Africa upon completion, because currently the biggest is in Nigeria and it is only 23,000 square meters and Accra Mall is 20,000 square meters, whilst West Hills Mall is 27,000 square meters, but would be increased to 40,000 square meters over time. It will have two supermarket anchor stores namely Shoprite and Palace Markets, 65 line shops, as well as restaurants and a 5-screen cinema complex. It will sit on a 24-acre land and promises to offer world class one stop-shop for shopping, business and pleasure for the fast developing western part of Accra. The mall’s anchor tenant will be South African retailer Shoprite, along with other South African retailers Woolworths, Mr. Price and Truworths. The project currently employs five sub-contractors in Ghana and one from outside Ghana, with over 300 workers on site so far. During construction of the mall about 1,000 locals will be employed and many of these local employees will be trained in the operation and deployment of a variety of construction and earth-moving equipment. West Hills Mall is expected to be completed in October 2014, by South Africa’s construction firm WBHO.

he iconic Pavilion Shopping Centre in Durban which is owned by Pareto Limited is currently undergoing a massive structural redesign and redevelopment as part of its master development plan (MDP). Recognised as one of South Africa’s most successful shopping centre destinations, The Pavilion is also ranked as one of the top six super regional shopping centres in the country. The Pavilion also celebrates its 20th anniversary this

year, with the management expressing their gratitude to shoppers for their patronage. Phase one of the redevelopment includes an extensive refurbishment of the Via Pareto mall on the ground floor which has already started. A brand new food hall is expected, an improved entertainment offering which includes four state of the art cinemas with plush seating and the latest technology. The existing 8 cinemas will be upgraded to world class digitalised standards. With the new changes visitor access will be made easier with ample dedicated parking for the entertainment area, improved lift and escalator access, creating a flow to different areas and levels, and cutting edge designs and upgrades to the restroom and family facilities. The development will retain The Pavilion’s current market, ignite world renowned brands, and aims to restore the market share with its evolutionary changes for shoppers and spenders. The MDP aims to provide a hub that provides shoppers, food and entertainment lovers with a setting that will make Pavilion stand out from the rest. While construction is underway, the Centre Management will ensure safety for shoppers and the amount of least inconvenience for shoppers. In order to limit the impact on trading, most of the construction work is scheduled for the night. The new R228-million redevelopment will create jobs for the local people during and after construction is scheduled for completion in March 2014.

Delta Demolishers has been one of the most important key players involved in the upgrade to one of Durban’s busiest malls the Pavillion Shopping Centre. We were involved from inception starting with the Demolition and Civils of the Adventure Golf Area for the owner. The Adventure golf was one of the last putt putt’s in Durban, demolition of the Adventure golf was strenuous with heavy rock and gahnite surfaces however the team of Delta Demolisher let nothing stand in their way, demolishing and clearing the area leaving no trace off the once famous putt putt area. Delta Demolishers then bagged the second phase of the contract from the Aveng Grinaker – LTA Group and moved on to

Mhluzi Township to receive a New Mall

ituated on the corner of Ikageng and Tswelopele roads in Extension 4 Mhluzi, to the west of Middleburg, the new e’Mhluzi Mall is currently under construction. The Mall will comprise of 23 shops in an area of 9379sqm and it will have over 380 parking bays. e’Mhluzi Mall is being developed by Fontis Developments, an established property development company which focuses on the development of retail shopping malls in rural areas. Fontis attracts a wide variety of client-oriented tenants that already have an established customer base in the city centres, thereby bringing suppliers of essential consumer goods, clothing and furniture stores, fast-food outlets, as

well as banking and pharmaceutical services, closer to the country’s large rural communities. Shoprite will be the anchor tenant at the e’Mhluzi Mall, while the balance of the tenant mix will include strong furniture, homeware and fashion components as well as a strong fastfood component. The tenants list include Cashbuild, Shoprite Liquor, a Pharmacy, SA Post Office, Capitec Bank, PEP, Dunns, MTN, Vodacom, Fish & Chips outlet, Pallino Itallino, King Pie, Hungry Lion, African Bank, Ellerines, Ok Furniture and Price & Pride. he Billion Group, a property developer that is also the asset manager of JSE-listed Rebosis Property Fund, has several significant developments underway in SA, one of which is the Forest Hill Shopping Centre. The 75,000m² Forest Hill shopping centre to the west of Pretoria, is part of a greater mixed-use precinct covering about 300,000m². The first phase of the project is due to open in April 2014. Billion Group broke ground in October 2012 on the new centre, the mall is set within the Forest Hill City precinct, located on a major interchange, spanning 1km along the N14 highway and 300 metres along the R55 in Monavoni, Centurion. The mall is strategically located and highly visible from the main highway interchanges set on a hill. This intersection connects Midrand, Centurion, Sandton, Johannesburg, Krugersdorp and Pretoria. Its exceptional location will service the current 112 500 households in the primary catchment area, which is set to grow to almost 160 000 households by next year. Forest Hill Mall introduces the latest in international trends optimising shopper convenience and dwell time. The Mall will have a 4 split-level parking consisting of 2 400 bays at 600 bays per level and additional parking will bring the total number of bays to 4 320. The construction of the mall marks the first phase of three phases in the development of the mixed-use precinct which will feature A-Grade office properties (22 000 square metres), two hotels (groups not yet secured), motor show rooms (8 000 square metres) and 1 500 apartments. Once completed, the retail will measure a whooping 110 000sqm and the precinct will have 298 000sqm of mixed use. Billion Group will relocate its head office to Forest Hill City from Montecasino.

New Expansion of Mediclinic Pietermaritzburg

M

ediclinic Pietermaritzburg is set in a serene, indigenous garden on the banks of the Umzunduzi River. This multidisciplinary hospital serves the community of Pietermaritzburg and the KwaZulu-Natal Midlands, and is superbly equipped with the latest technology. The Hospital is currently undergoing a multi –million Rand expansion, the new project will see the addition of about 95 beds to create capacity in the medical, paediatric, surgical and neonatal intensive care units at the Mediclinic Pietermaritzburg Hospital. The client saw the need to expand the Hospital due to the increased bed demand, lack of parking bays, requests for doctors consulting rooms as well as the need for a licensed cath lab.

The Hospital has a staff complement of 350, plans to employ 100 additional nursing staff and 20 additional support staff as a result of the expansion. The expansion — which is been undertaken primarily in the areas overlooking the Umsunduzi River and Woodburn Rugby Stadium — is the single biggest investment in a project within the group’s portfolio of 52 hospitals in South Africa. It includes an additional 5 medical beds, 14 paediatric beds, 23 day care beds, a new neo-natal intensive care unit with four additional beds, 21 cardiac beds, the installation of a catheterisation lab (for cardiac treatment), two additional theatres, a new pharmacy and emergency centre, a new kitchen and laundry, as well as a triple-storey parking deck with 360 bays. A further 16 specialist medical suites will be added to the hospital. Pietermaritzburg Medi-Clinic has 140 beds at present.

Some of the challenges currently being faced on the project include managing the continuous noise and dust levels and attempts to minimise the inconvenience to patients and visitors. And the fact that construction is being carried out on

the banks of the Duzi River, there are complications with soil quality. The project which started in October 2011 and is expected to be completed in July 2014, will cost R200 million.

Fairscape Precinct Development set for 2014 B

otswana’s iconic edifice, “the Fairscape Precinct development” project that is intended to add flavour and catapult Gaborone city’s panoramic status to that of the world class levels, is progressing well. Not only is this project on track, but its sheer size, style and splendour has already exerted a pull on those who cared less to look and fostered clarity of its intended purpose and mission to those who appreciate beauty. For mere clarity may not be enough for persuasive rhetoric, the fairscape Mixed-Use Precinct is another grand development by Commercial Holdings, a 100% subsidiary of Botswana Development Corporation. This project comprises of rental office space, retail space and main tower standing at 15 stories high, whose apex accommodate penthouses, girdled by a hotel and 884 car parking bays in the basement. BDC found it imperative to initiate Fairscape Precinct to revitalise Fairgrounds by offering prospective commercial and retail tenants with a world class mixed-use property. The architectural design is a reflection of the tremendous

The Precinct is being developed in 3 phases, with phase one consisting of offices, retail space and 8 penthouses. Phase two will consist of 120 room hotel development and phase 3 being the future development will consist of offices, residential units and retail space. The construction of the Multi-million pula development was awarded to Stefanutti Stocks Botswana, who are the


main contractors on the project. Apart from constructing the building, they responsible for all technical and logistical management, plant and equipment, includes the coordination of all services. The 24 months contract which started in February 2012 will be concluded in March 2014. Tim Stow the General Manager for Stefanutti Stocks Botswana said: The 15 storey tower building is being constructed from precast concrete “diagrids”. The Diagrids triangular, off-shutter precast concrete elements, each weighing 6 tons. They are lifted with our tower cranes and installed “upside down” staked on top of each other and cast into the concrete slabs to form the perimeter vertical structural support. The diagrids are glazed, which will allow maximum light and views, but as it is 600mm wide, it also provides solar shading. Tim further said, “To reduce the carbon footprint of the project, 30% fly-ash has been specified in all concrete. The normal OPC is blended with fly-ash, and although a very workable concrete, it has a delayed strength growth, which had to be considered in formwork cycle times and the program as a whole”. This development has created jobs to the locals, currently we have 630 people on site daily, and we expect to peak at 900. We estimate that approx. 300 (33%) people will be permanently employed with either ourselves or our subcontractors in the future. Various training and a skill transfer program is in place, to ensure “localization” is implemented within our company. Some of the challenges being faced are that, this is a very large project for Gaborone, and the majority of our design consultants, materials, plant and equipment are from South Africa. This requires careful planning and longer than normal lead-times for most activities, to ensure timeous completion. Said Tim. Once completed the P370milion Pula R410milion development will have Building 1, consisting of 3 parking basements plus 4 floors (6,000sqm office and retail). Building 2, consisting of 2 plant rooms, basements plus 15 floors. (15,000sqm office and residential) and Building 3, will consist of 2 parking basements plus 3 floors (3,000sqm office and retail).

Major cost overruns on any construction project are frequently due to poor forecasting of the costs and inherent risks in a contract at tender stage. That is why estimating is considered to be one of the most important practical aspects of construction management.

T

he process of estimating has become much more integrated, says constructionestimating specialist Len Holder.

This is mainly due to technological advances. Software that measures projects has simplified the process making it simultaneously less-time consuming and more accurate. However there aretwo common dangers when it comes to estimating and both have equally damaging consequences. These errors are known asoverestimating or underestimating. These errors are more likely to happenin non-standard projects and role-players should tread carefully when budgeting for unusual operations. According to Holder overestimating occurs when quantity surveyors are trying to be too conservative or when contractorsbecome pedantic about risk cover. The miscalculation is motivated by the fear of the client’s reaction if additional costs surface at the end of the project. Because this scenario is common in construction projects both parties seek to cover themselves in advance. Underestimating lies at the other end of the spectrum and usually originates from a lack of information, says Holder. “This happens when there is no structural information from the engineer.” It is also due to misunderstandings over what is required. For example, the client may desire fancy balustrades but if this detail is not specified in the brief the contractor may assume standard balustrades are sufficient. Len Holder provides some tips to avoid these costly errors and develop accurate estimates.

Visit the site “Don’t just work from the information given by the architect.” Do your own investigations so that you have a broader perspective of what is required and how much it will cost.

Check details Make sure that you have a clear understanding of what is expected. Holder says individuals who are inexperienced in the construction industry are hesitant to ask questions. He advises people to get clarification early on in order to avoid costly mistakes down the line.

Communicate In general poor communication is probably the source of most of the other problems. If the brief is unrealisticgo back to the architect, client or quantity surveyor and negotiate a more reasonable deal. Present and discuss options that satisfy all parties.

he Green Building Council SA (GBCSA) recently took residence of its new green office at the Black River Park complex in Observatory.

As the SA commercial property industry embraces sustainability, the GBCSA’s capacity and reach has expanded to the point where it outgrew its original office space. “The GBCSA has grown from a small start up to a fully-fledged mainstream operator,” said GBCSA chief executive Brian Wilkinson. “From just one rating tool and one certification in 2008, the council has progressed to four rating tools with another two in development, and almost 40 certified projects. Close to 5 000 professionals have attended our training programs, almost 500 professionals are Green Star SA Accredited, and 1 100 corporate have joined as members, showing a real commitment to sustainability in the built environment by corporate SA.” The GBCSA designed a space that will reflect their green building values and principles. The new open-plan office has been designed to accommodate the expected future growth, and embraces the GBCSA’s increasingly flexible, collaborative, and shared approach to office space and the work environment.

Besides the tangible sustainable interventions, the GBCSA has also instituted a ‘hot-desk’ system which supports flexibility, team integration and maximizes space. To encourage staff to use alternative and public transport instead of their own cars to come to work there are fewer company-rented parking bays available than staff employed. The site for the head office was chosen because it is a reused old warehouse building, and Black River Park prioritizes efficiency and recycling. It is close to public transport nodes, and the office park has excellent amenities, and more within walking distance. Black River Park has also installed the largest rooftop solar photovoltaic installation in South Africa, which will provide 1.2 MW of renewable energy, once completed.

Mandela School of Science & Technology to be completed at the end of November 2013

A

new generation of scientists and engineers is due to emerge from the ambitious Mandela School of Science & Technology nearing completion in Mvezo, a small village on the banks of the Mbashe River in the Eastern Cape. Mvezo Komkhulu (the Great Place) is the birthplace and ancestral home of Nelson Mandela.

The new R100-million project is being built in partnership between Siemens (the primary partner), the department of education, department of science and technology, the Mvezo development trust and the community of Mvezo.

Once completed at the end of November 2013 the school will provide secondary education (Grades 8-12) to approximately 700 learners from Mvezo and surrounding areas. It will be the first secondary school in Mvezo. Construction of the doublestorey 25-classroom school started in October 2012.

“This is a landmark educational project for South Africa and we expect the Mandela School to produce many of South Africa’s future engineers and scientists,” Prof Dr Siegfried Russwurm, member of the managing board of Siemens AG said.

Minister of Basic Education Angie Motshekga toured the school with Nkosi (Chief) Zwelivelile Mandela, Head of the Mvezo Traditional Council, and Prof Dr Siegfried Russwurm, Member of the Managing Board of Siemens AG and head of the Siemens delegation visited the school half-way through the construction process, which coincided with international Mandela Day on 18th July 2013.

The Mandela School of Science & Technology will provide world class facilities and educational opportunities to learners from a wide area around Mandela’s birthplace. “We are applying our corporate responsibility to support South African education, to stimulate interest in science and technology, and to address the shortage of engineers and

Phase 1A Launched at Cornubia Development C

onstruction work is well on track at the multi –billion rand Cornubia development north of Umhlanga Ridge, KwaZulu Natal.

To date approximately 320 temporary construction jobs have been created through the development, for both the Phase 1A (Pilot project) and 1st phase of the Cornubia Industrial and Business Estate.

Cornubia is a joint venture between co –landowners and developers Tongaat Helot and EThekwini Municipality. Once completed Cornubia will be Kwazulu Natal’s first truly sustainable integrated human settlement. The 1200 hectare multi –billion Rand project will be a mixed –use mixed income development, incorporating industrial, commercial, residential and open space uses.

The industrial estate is strategically located off the R102 with excellent access to the M41 and N2, and will be brought on to the market in phases. The location, infrastructure, accessibility and security of CIBE will ensure that it will be an outstanding property investment opportunity and an ideal environment in which to work. It is anticipated that this highly sought after location within the northern region of Durban and close to the King Shaka International Airport, will effectively see the reduction of user transportation costs, streamline supplychain processes and provide proximity to a large labour force.

Recently Phase 1A of Cornubia development which consists of 482 housing units was launched. The units consist of two bedrooms, a lounge, a kitchen and ablution facilities – a far cry from the usual one-bedroom RDP starter homes. The cost of Phase 1A has been estimated close to R100-million. Construction on Phase 1B is due to begin before the end of 2013. This phase will yield an additional 2 221 housing units at an estimated cost of R500-million. Cornubia will provide approximately 24 000 units once completed with an expected population of around 100 000 people. ecently the new multi million rand Bridge City Rail Link was launched, the new 3.5km dual passage link connects the mixed-land use Bridge City development, which compasses the communities of Inanda, Ntuzuma and KwaMashu with the existing rail infrastructure through an underground station at the new development. The open Bridge City Rail Link project will cater for high volumes of commuters and integrate the public transport system in the Durban metro. Linking Durban by Rail

RASA’s pioneering underground station, at bridge city in Durban reaffirms a South African shift from road to Rail that will ease the lives of thousands of commuters.

The Bridge City Station and Rail Link project at KwaMashu is the first underground station undertaken by PRASA and

houses state-of-the-art finishes and equipment, making it a world class facility. Leading Consulting Engineering Firm GIBB have been involved in a myriad of rail projects with PRASA, taking public transport to the people, one link at a time.

The Bridge City precinct project with PRASA and implementing agent Crowie will play a pivotal role in the development of the city’s R20 billion public transport system, making it perfect for businesses looking for a prime position and highly accessible location along the rapid developing northern coastal corridor. The Bridge City Station and Rail Link project is a significant public transport intervention that provides a new 3.2km rail link with a terminal station underneath the bridge city mall, as well as a fully integrated roadbased transport interchange for convenient connectivity to the public transport system. The new rail link provides for an extra 8 000 passengers per day accessing the rail network and the project has already made a significant and substantive contribution to local job, peaking at 27 500 jobs during construction period. According to GIBB’s project Executive Anita Govender, “The Railway extension comprises an elevated double railway line linking the new station with the existing Duff’s road rail line. The line comprises three viaducts totaling 500 meters in length and some 350 000sqm of embankment. Govender added that GIBB had been contracted to provide their expertise and excellence to the design and construction phase of the following: •

Station Box – Structural, Civil, Mechanical, and Rational Fire design, Electrical, Electronics and Earthworks.

Rail Link – Earthworks, perway, and signaling and overhead railway electrification.

“The scope of work for GIBB entailed fitting out the basement of the Bridge City Mall with a fully functional world -class commuter station. This included an automated passenger communication system with modern access control systems which will be used with the future automated fare collection system planned by PRASA. The modern architectural finishes and sensitivity to passengers with special needs will ensure an efficient and pleasant experience for commuters,” says Govender. Key features of the project included the provision of a slab track installation within the station box to accommodate the vertical clearances required for the rail infrastructure. The slab track interfaces to the conventional ballast track outside the station via a transition ladder. The bidirectional signaling system for the bridge city rail link will interface with the NFG interlocking at Duff’s road station. The current interlocking for the Duff’s road, KwaMashu and Tembalihle stations are controlled from a desk and a diagram system at the Duff’s road station. Through this project, a VDU remote control of all these stations, together with the Bridge City Station has been introduced. The project includes infrastructure changes at the Dalbridge and Congella Stations to facilitate the turnaround of the Bridge City service together with

the splitting of the Kwa Mashu-Umlazi services. These improvements will significantly enhance the current capacity and operational flexibility available to Durban Metrorail. The Kwa Mashu Umlazi corridor is a key component of EThekwini’s IRPTN and no doubt this project will improve the services available to commuters along this corridor. This challenging project has encompassed many studies and afforded the professional team the opportunity to work on a groundbreaking project. For PRASA, the project is one more realisation of its commitment to providing a world-class public transport system for a more efficient city. Meanwhile Dewald Potgieter, Technical Executive at GIBB said that while there’s a blatant move with freight rail, passenger rail is also on the cards. Passenger rail in South Africa is dominated by short distance commuter trips. “In relation to the rest of the world, we have a fairly high number of commuter trips per annum (about 500 million passenger trips annually) which places us about 10th or 11th globally, but as soon as distance is brought into the equation, we fall off the scale completely. The level of service required to attract people to long distance rail travel is simply not in place. PRASA is however looking at ways to improve this. A new R123.5bn rolling stock procurement process forms part of this strategy and involves the introduction of more than 7,200 new passenger coaches over next 20 years.” Potgieter adds that the infrastructure will be upgraded to accommodate the new coaches. “Capital projects include modernising priority passenger corridors - in Gauteng, Cape Town and KwaZulu-Natal (KZN) - which will involve upgrading the permanent way, 20 of the busiest stations and the signaling system at a total spend of about R14.5bn. GIBB is currently involved in the Gauteng and KZN projects.” With regard to freight projects, recent general freight projects include GIBB’s appointment as the engineering and construction management contractor for the 23km Kalagadi Manganese railway siding, connecting to the main manganese corridor from Hotazel in the Northern Cape to Port Elizabeth, as well as the Umlabo coal loading siding project in Mpumalanga. GIBB is also currently engaged in developing feasibility options for a coal export siding for a mining client in Mozambique. GIBB’s experience in the sector spans the full spectrum of rail services from heavy haul and general freight lines, to metro passenger and light rail. GIBB’s competency covers all railway engineering disciples, which means it can be involved in any project it its entirety – from railway maintenance and construction, permanent way structure and civil engineering design and implementation, to rail electrical engineering, railway signaling rail bound telecommunication and passenger information systems, railway systems management and rolling stock management.
