CANDIDATURE TO THE UNITED NATIONS SECURITY COUNCIL
2020 - 2021
In December 2009, Viet Nam presented its candidature for a non-permanent seat of the Security Council for the term 2020-2021 and elections are to take place in June 2019 during the 73rd Session of the General Assembly in New York. This decision stems from Viet Nam’s foreign policy of peace, independence and self-reliance, as well as our respect for and strong commitment to the noble purposes and principles of the United Nations. It is also our wish to make greater contribution to the joint efforts of the international community in upholding international law and the United Nations Charter, and promoting the role of the United Nations and multilateral institutions, especially in maintaining international peace and security. In May 2018, Viet Nam was endorsed by the Asia-Pacific Group as the Group’s only candidate.

OUR FOREIGN POLICY Viet Nam consistently pursues a foreign policy of independence, self-reliance, peace, cooperation and development. As a reliable friend and partner, a responsible member of the international community, Viet Nam seeks to build strong and diverse ties with countries around the world and to play an active role at multilateral fora, particularly the United Nations. Viet Nam is a strong proponent of multilateralism globally, regionally and inter-regionally. Today’s global challenges require global, effective and sustainable solutions to which multilateral cooperation can make immense contribution. Viet Nam is an active member of the Association of Southeast Asian Nations (ASEAN) and seeks to build a peaceful, stable, friendly and cooperative ASEAN Community, contributing to peace and security, prosperity and sustainable development of the region and the world at large. Viet Nam strongly supports the central role of the United Nations in maintaining international peace and security, furthering cooperation for development and coordinating joint efforts to address global issues. For the Organization to effectively fulfill its role, reforms are needed to make it more efficient, democratic and transparent. Viet Nam upholds the purposes and principles of the United Nations Charter and international law, particularly the principles of sovereign equality of states, refraint from the threat or use of force against the territorial integrity or political independence of any state and settlement of international disputes by peaceful means.

OUR WORK AT THE UNITED NATIONS Viet Nam has served in important policy-making organs of the United Nations, including the Security Council (2008-2009), Human Rights Council (2014-2016), Economic and Social Council (2016-2018), Executive Board of the United Nations Educational, Scientific and Cultural Organisation (2013-2017).

Viet Nam strongly supports multilateral cooperation, with the United Nations at the center, to promote sustainable development, address climate change, build inclusive societies and protect and promote human rights. Viet Nam is a party to almost all core human rights treaties, and is seriously fulfilling its obligations.

Building on our successes from the Doi moi (Renovation) process and the implementation of the Millennium Development Goals, Viet Nam is committed to achieving the Sustainable Development Goals, particularly poverty eradication, gender equality, quality education, improved healthcare and well-being for all, inclusive growth and reduced inequality.
Partnership for Sustainable Peace Since 2014, Viet Nam has sent military officers to the United Nations peacekeeping operations in South Sudan and the Central African Republic. Viet Nam is to deploy a Level-2 field hospital to South Sudan in 2018 and engineering units in the near future.
Pioneering the “Delivering as One” initiative is Viet Nam’s concrete contribution to the United Nations efforts in repositioning its development system at country level to enhance its efficiency and effectiveness. Throughout its membership in the Security Council in 2008-2009, Viet Nam played an active and constructive part in the Council’s consultations, meetings and consideration of decisions on a wide range of issues relating to regional conflicts, post-conflict reconstruction, international terrorism, sanctions review, peacekeeping operations, and improving the Council’s transparency. Among the highlights of Viet Nam’s contributions are the adoption, during Viet Nam’s Presidency, of Resolution 1889 on Women, Peace and Security which focused on responding to the needs of women and girls in post-conflict situations and improving the participation of women at all stages of peace processes and its initiative to hold a consultation with the broader United Nations membership on the Council’s Annual Report. Viet Nam advocates stronger engagement of regional arrangements with the United Nations. As a member of ASEAN, Viet Nam is working with all ASEAN members and partners to build a strong and cohesive ASEAN Community, contributing to peace, security and prosperity in the region and the world. Partnership for Sustainable Peace
OUR PRIORITIES Serving on the Security Council is a serious undertaking. If elected, Viet Nam will make the most of its two years on the Council to contribute to improving the effectiveness of the Council, to foster dialogue to help find peaceful solutions to conflicts, and to bring voices of the small and the weak to the work of the Council. We will give particular focus to: Conflict prevention, preventive diplomacy, peaceful settlement of disputes and strengthened implementation of Chapter VI of the Charter. Improving the methods of work of the Security Council; enhancing engagement with regional arrangements in the maintenance of international peace and security, in accordance with Chapter VIII of the Charter. Protection of civilians and critical civilian infrastructures in armed conflict. Women, peace and security, and children and armed conflict. Addressing the aftermaths of armed conflicts, including threats to civilian populations posed by landmines and explosive remnants of war. United Nations peacekeeping.
