court building is contemporary modern in style. According to Chuck Rudalavage, the lead architect on the project, the Philadelphia Family Court is currently located in two separate facilities. The new building will unify the Domestic Relations Court on south 11th Street and the Juvenile Division at 1801 Vine St. Rudalavage said, “While the current building is handsome,” it lacks most of the amenities, mechanical systems, acoustical privacy and separate circulation

Fiske amily Court is definitely not a place where people are happy to appear, but at least the building can be clean, equipped with hot and cold running water in the restrooms, working air conditioners and lights that turn off and on when needed. This is not the case in the current Family Court building, despite the fact that it is a majestic classic

revival structure complete with columns and a magnificent view overlooking the Benjamin Franklin Parkway at 1801 Vine St. It was designed by John T. Windrum and constructed from 1938 to 1941 as part of the Work Projects Administration. The building was designed as a companion to the Free Library of Philadelphia, constructed between 1917 and 1927. While the new contemporary building will not
attempt to replace the old, it will also not intrude upon the Benjamin Franklin Parkway. It will be located at 15th and Arch — near, but not on, the hallowed neoclassical space on the Parkway. Work has begun on the site and the building will be completed in two years. Designed by the Philadelphia architecture firm Ewing Cole, the new
paths between public, court personnel and defendants required in modern court systems. The new Family Court building is situated on the last empty lot surrounding JFK Plaza and the beginning of the Parkway.
“The east side of the building will play a key role in defining the main automobile access into center city, along 15th Street from the Vine Street Expressway,” Rudalavage said. “And there is no ‘back’ to the Philadelphia Family Court.” The final costs to the state for the new building are not known, but it is estimated that they will be about $140 million, less than the original estimate of $200 million announced last year by former Gov. Ed Rendell. According to Rudalavage, “The approach to the design of the building is … to express in a calm, dignified manner its symbolic and functional role as a key part of the justice system that deals specifically with family matters — domestic relations and children. The building is a clear and straightforward design consisting of interweaving rhythms of glass and metal.” On the outside, the building will resemble a cube of glass and metal. The interior lobby is travertine with a woodslatted ceiling. The courtrooms have cherry millwork at the judge’s bench and attorney tables. The abovegrade area of the building is 510,000 square feet. According to Rudalavage, the design echoes the organization of the family courts by creating a two-story-high clear
glass window wall along 15th Street and Arch Street, which extends vertically along 15th Street up to a height of six stories. This clear glass element reveals the organization of the main building inside. The first floor is the lobby; the second floor, the public area. There will be waiting areas at all court floors. The design, Rudalavage said, “allows for views from the city into the building, expressing the philosophy of openness and transparency of the public courts.” The building will include 14 occupied floors above grade, three underground parking levels for 265 cars and one partial mechanical penthouse level. Throughout all floors of the building, separate vertical and horizontal circulation paths are created for the public, judges and courts staff, and prisoners. Meanwhile, there is concern about the old building. The Preservation Alliance for Greater Philadelphia circulated an online petition calling for a task force to study the future use of the site. They asked for a transparent process in the decision-making. Last May, Rendell promised $20 million in state funds to transform the old building into a luxury hotel and museum. Mayor Nutter said at the same event that the city would issue a request for proposals from developers, But preservationists are worried that the selection process may be rushed and result in bad choices for the Parkway site. NOTE: Architect Zaha Hadid will receive a special award Nov. 19 at the Philadelphia Museum of Art. She is currently displaying non-architectural designs in the Perelman Center of the museum.

The exhibition of her furniture and other selections is titled “Zaha Hadid: Form in Motion.” It is set to be on view in the Perelman Building, located at Fairmount and Pennsylvania avenues across from the museum’s landmark building at 26th Street and the Parkway. The installation consists of an undulating environment in finished polystyrene and vinyl components. They are based on curvilinearshaped geometric configurations and exploit a distinctive flow of energy. All of them are characteristic of what Hadid utilizes and emphasizes in her unique approach to the many design challenges she confronts. Within the overall display, one finds elegantly curved sofas, tables and chairs made of materials ranging from steel and aluminum to polyurethane. They are installed along with smaller items in groups along a rippling wall, reflecting the wide variety of new and unusual shapes Hadid has introduced. The “Mesa” table is supported by branching, lofted connectors, more void than solid. Another table, of polished aluminum, appears to hover close to the floor, supported only by some invisible forces that generate the
craters on its surface. The striated video wall, sinuous floor and wall graphics all transform the gallery and its contents into a perfectly balanced constellation of unified parts. Among the highlights of the examples on view are a coffee and tea set with vessels for tea, coffee, cream and sugar, WMF Flatware, Crevasse Vases, Swarovski-crystal necklaces and spiral-shaped footware created for Lacoste and Melissa. There is also a curiously futuristiclooking three-wheeled vehicle called the Z-Car-I available for study by transportation buffs in the atrium of the Perelman annex. Hadid is convinced she was influenced very early in life by what surrounded her in the organic totality of the Iraqi landscape. She feels it was there that she saw sand, water, reeds, birds, buildings and people flowing together as an integrated harmony of diverse forces in flux. Joining those insights with forms suggested by the modern Russian art movement called constructivism and a sophisticated awareness of important contemporary architectural milestones have provided her with a sound foundation for realizing significant breakthroughs. All of these factors and the exercise of remarkable intuitive and inventive resources have led her to enrich the practice of design in the here and now.

This exhibition features exceptional paintings from two centuries of American art.
