W

ith its historic homes, its proximity to area beaches and its relatively low cost of living, there is no town in Delaware more suited for laying down roots than Georgetown, county seat of Delaware’s southernmost, largest and most picturesque county. Data from the 2010 United States Census was not available as of this writing, but Georgetown has continued to grow and prosper through the years and is now firmly planted as a home of industry in southern Delaware, while still maintaining the historic feel of a uniquely Sussex County small town. The biggest change in Georgetown in the last 20 years has been the large influx of Hispanic residents who have come to work at the town’s Perdue poultry operation. As of the 2000 United States Census, Georgetown had the highest percentage of Guatemalan Americans anywhere in the country. Twenty-one percent of Georgetown residents in 2000 were of Guatemalan heritage, with 45 percent being white, 21 percent black and 2 percent Native American. Like much of Delaware, Georgetown has become an eclectic mix of different personalities, different cultures and different ways of life. Georgetown has become a special 8

place to live for men, women and children of any race and any nationality, the perfect place to call home. According to United States Census Bureau estimates, 4,911 people lived in the corporate limits of Georgetown in 2006, with projections showing a huge population jump in coming years. Going back six years to the official census numbers gathered by the federal government in 2000, records showed 1,489 households and 957 families residing in the town. The population density was 1,124 people per square mile. The median income for a household in Georgetown was $31,875 in 2000, with the median income in 2005 projected at $36,500. As of this writing, 2010 Census data was still being collected. With a growing population, the Town of Georgetown continues to focus on amenities afforded to residents within its limits. The Town, for example, provides sewage treatment to most of Georgetown; the big exception is the Perdue Plant on Savannah Road, which has its own sewage treatment facility. The Town also provides municipal water service to homes and businesses located within its boundaries, operating six wells ranging from 145 feet deep to 350 feet deep.

Independent Disposal Service picks up garbage for town residents weekly and either Delmarva Power or Delaware Electric Cooperative, depending on the area of town, provides electricity. The Town maintains on-street parking meter spaces around The Circle, and on East Market Street. There are also metered spaces on either side of East Market Street on Race Street. Local merchants and the Sussex County government maintain other parking facilities in the central business district. City property is assessed based on market value figures established by Sussex County. Property is taxed by the Town of Georgetown at a rate of $2.93 per $100 of assessed value, collected annually. The Town of Georgetown is divided into seven administrative departments. These departments all work in conjunction with the town manager to serve the needs of the community. The Town of Georgetown is responsible for town administration, finance, planning and zoning, police, streets and grounds, water and wastewater.

The Georgetown Police Department, located on the corner of Race Street and New Street, provides police services to town residents. All of the department’s

officers are trained and certified at the Delaware Police Academy. The police department’s operating budget is drawn mainly from city tax revenue, in addition to funds received from various federal and state programs. The police force includes 12 patrol officers, two detectives, two lieutenants, a captain, Police Chief William Topping and an administrative assistant to the chief. The Georgetown Police Department tragically lost a member of its force on Sept. 1, 2009, when Officer Chad Spicer, a native of Georgetown, was killed during a traffic stop. He is

survived by his parents and a young daughter, whom the department has set up a trust fund for. Donations are accepted at Wilmington Trust for Aubrey Spicer, who was three years old when her father was killed. The Georgetown Police Department has 12 patrol vehicles, a Harley Davidson motorcycle, an armored vehicle, four detective vehicles and two administrative vehicles at its disposal. It also has two K-9 units. In addition to auto patrols, the department conducts foot and motorcycle patrols in the two business districts

To deal with the growing needs of the Hispanic population, the police department has hired two bilingual officers who are responsible for community policing and public safety education for Latino residents. In 2009, the Georgetown Police Department responded to 6,126 complaints.

Delaware State Police

Troop 4 of the Delaware State Police is located on Route 113 and works cooperatively with the Georgetown Police Department. The Georgetown Police, State Police and the community enjoy a strong and cooperative relationship. The Georgetown and State Police forces provide several community programs to promote neighborhood crime prevention, community relations and road and child safety.

Georgetown Volunteer Fire Company

Fire protection in Georgetown is provided by the Georgetown Volunteer Fire Company, located on South Bedford Street near The Circle. Approximately 100 volunteers serve a district that extends north to Ellendale, south to Millsboro, east halfway to Lewes and west toward Bridgeville.

the town’s four wards. The mayor is elected for a two-year term and serves as council president. The town council appoints a town manager, a solicitor, the police chief and any committees deemed necessary for the operation of the town. The town manager is the chief administrative officer for the town and serves at the pleasure of the town council. The manager is ultimately responsible to the council for Georgetown’s daily operations. All town employees are hired or dismissed by the town manager, who also calculates and formats the town budget each fiscal year.

Sussex County Emergency Medical Service

Based in Georgetown, Sussex County Emergency Medical Service provides paramedic service to the residents of and visitors to Sussex County. Officials work closely with local fire departments, volunteer ambulance services and local hospitals, as well as state and local police. The staff of nearly 100 paramedics and support personnel serves a 938-square-mile area and a year-round population of 163,000, which becomes much larger during the summer months. Transportation of patients is provided by the agency, or by a helicopter service provided by the Delaware State Police and stationed in Sussex County. Sussex County EMS answers more than 16,000 calls annually.

s the county seat of the First State’s southernmost and largest geographic county, Georgetown offers many options for both year-round residents and the seasonal tourists who flock to local beaches during the summer months. Here is just a sampling of what’s available to see and do in the Georgetown area:

Brick Hotel

This locally famous landmark was constructed in 1836 by Joshua S. Layton and Caleb B. Sipple, builders of the Sussex County Courthouse across The Circle. County courts were actually held at the hotel during construction of the courthouse from 1837-39. Known for a time as the Union Hotel, the Brick Hotel was a well-known gathering-place for northern sympathizers during the Civil War. After the war, business flourished with the coming of the railroad. Later, with the advent of the automobile, the number of lodgers began to decline and the hotel 16

was closed in the mid-1950s. It was later renovated and used as a bank until 1998. The Brick Hotel was listed in the National Register of Historic Places in 1979. The Brick Hotel almost met its demise several years ago when the State of Delaware attempted to tear it down to make way for a new Court of Chancery building. Georgetown residents organized to save the structure. It was soon thereafter purchased by local residents Ed and Lynn Lester. In 2008, the Lesters restored the property to its original use, and it is now a 14-room inn with an onsite restaurant & tavern, and meeting/conference facilities. www.thebrickhotel.com

The Circle

Designed by Commissioner Rhoads Shankland following the purchase of 76 acres for the new Sussex County seat on May 9, 1791, The Circle is centered on the original square surveyed by Shankland. It is listed in the National Register of

Historic Places. Many of the town and county office buildings are centered on The Circle, including Town Hall, the Sussex County Administration Building and the Sussex County Courthouse.

Georgetown Train Station

The Train Station is the home of the Greater Georgetown Chamber of Commerce. Photo by Ron MacArthur

In 1857, efforts to extend a rail line from Harrington to the harbor at Lewes were initiated. Though the line was completed to Milford in 1859, additional work was delayed until 1867. By 1868, the rails had finally reached Georgetown. The railway was extended to Lewes the following year, and to Rehoboth Beach and the lower Eastern Shore in the 1870s. Located at the hub of this network, Georgetown was transformed by a growing population and booming economy. The town’s first passenger station was located immediately north of the current site. By the 1880s, a steady increase in the number of travelers had resulted in the need for a newer and larger facility. In response to this demand, the construction of the present station was completed in 1892. The Georgetown Train Station served as an office for various railway functions until it was sold in 1972. The building was vacant when it was purchased by the Historic Georgetown Association in 1996. An extensive project to restore the exterior of the building to its original appearance was undertaken. With the completion of the interior renovations in 2003, this historic structure was returned to its role as a center for the economic and social life of the community. Today, the train station serves as the offices for the Greater Georgetown Chamber of Commerce.

Marvel Museum

The Nutter D. Marvel Carriage Museum is located on South Bedford Street and boasts a collection of historic buildings and horse-drawn carriages. The property belonged to local entrepreneur, horseman and legislator Nutter Marvel until his passing in 1988. At that time, the property was given to the Town of Georgetown by Marvel’s

grandchildren in order to preserve his legacy. The museum boasts an extensive collection of antique carriages, many of which are utilized every two years for the town’s biennial Return Day celebration. Some of the carriages in Marvel’s collection include the Queen’s carriage, the Disney carriage, a peddler’s wagon and a 1800s era horse-drawn hearse.

The Marvel Museum property also features a village setting that includes a church, a one-room schoolhouse, a blacksmith shop, a barrel barn and a memorial to area veterans of the American Civil War. There is also an extensive collection of photographs, newspaper clippings, books and other memorabilia about Georgetown housed at the museum. The

Masonic Lodge

In 1827, the Delaware legislature authorized a lottery for the purpose of funding the construction of “an Academy and Masonic Hall.” Land was

| The Marvel Museum boasts an extensive collection of antique carriages as well as Georgetown memorabilia. purchased in 1840, and construction commenced the following year. The building was formally dedicated on Dec. 28, 1842. The Georgetown Academy had a prestigious reputation and was attended by students from throughout the county. Classes at this private institution were discontinued in 1885 when a new public school was built in

Georgetown. The Masonic Lodge is located on East Market Street just east of The Circle.

St. Paul’s Episcopal Church

Organized in 1794, the wood frame structure of St. Paul’s Episcopal Church was built in 1804. The brick structure was constructed in 1844.

A fire in 1987 destroyed the parish house in the rear, but it was rebuilt in 1990. St. Paul’s is one of the 38 parish churches of the Episcopal Diocese of Delaware. Many statesmen from Sussex County are interred in the church’s churchyard, including Caleb R. Layton, Daniel J. Layton and others. The church was added to the National Register of Historic Places in 1979.

Designed by renowned architect William Strickland, the current Sussex County Courthouse was built between 1837 and 1839 on the same location as the old courthouse. The portico and cupola were added in 1914. In 1835, a lottery was authorized to raise funds to replace the frame structure, which had served as a courthouse since 1791. Construction of the new building began in 1837 following the sale and relocation of the original courthouse to its present site on South Bedford Street. A major renovation and expansion project was completed in 1969.

Town Hall

Located on the former site of a tavern built in 1820 and called the “Rising Sun,” the current Georgetown Town Hall was built in 1921 for the Delaware Trust Company. The building was donated to the Town of Georgetown in 1965 by the Wilmington Trust Company. With only about 1,000 square feet, the town needs more space and is planning to build a new town hall sometime in the near future.

eorgetown offers many special events throughout the year, ranging from family-oriented activities, to a yearly stag gathering, to the biennial event that is probably more synonymous with Georgetown than anything else. But each offers good fellowship and fun and draws attention to the character and flavor of our greater Georgetown community. Return Day

Every two years, Georgetown hosts the event for which it is perhaps most famous – Return Day. Dating back to as early as 1792, the event features a parade and festival two days after Election Day. Stemming from colonial times when the public would congregate along the streets in Georgetown two days after the election to hear the election results (because it would take that long to deliver them to the courthouse by horseback), the day is marked by a traditional parade around The Circle and the ceremonial “burial of the hatchet” in sand from nearby Lewes (the original county seat of Sussex) by leaders georgetowncoc.com

of Delaware’s political parties. While television and the Internet have eliminated the real need for Return Day, tradition has kept the festival alive. The winner and loser of each political race ride together in a horse-drawn carriage in a parade from Georgetown Middle School to The Circle, where they are announced and pass a reviewing stand. Other participants in the parade include current state officials, high school bands and local pageant winners. During the ceremony, the town crier appears on the balcony of the County Courthouse and reads the results of the election in Sussex County because, as he says, they are the “only results that matter.” For years the town crier role has been filled by former mayor W. Layton Johnson, The whole day has a carnival atmosphere, complete with merchants, food vendors and competitions, such as a hatchet tossing contest, pitting the mayor of Georgetown against the mayors of other Sussex County towns. The afternoon of Return Day is a holiday for county and state workers in Sussex County, and the event is marked by a traditional ox roast, much revelry, and, of course, the beginning of the next round of campaigns. Many in Delaware feel that the state’s historically friendly political climate 24

Oyster Eat

In 1937, the Georgetown Volunteer Fire Company established an annual fundraising effort known as the “Oyster Eat.” Hundreds of men (sorry ladies, it’s still a stag only event) gather each February to enjoy the food and fellowship at the Oyster Eat, which has been recognized by the United States Congress for its historical and cultural significance. It’s a special tradition to hundreds of Sussex County men and has been passed down from generation to generation. On the night of the Eat, the men of the fire department take the fire trucks and other vehicles out of the fire hall and replace them with a four-inch thick layer of sawdust, which makes it easier for clean up at the end of the evening. The Eat has been featured on national television, was the subject of a feature in New Yorker magazine and has been honored as a Library of Congress Local Legacy event. It has evolved into one of the biggest social events of the year in southern Delaware, with all-you-caneat oysters, all-you-can-drink beer and bluegrass music aplenty. In addition to hundreds of bushels of oysters, the hardworking men of Station 77 also provide

egg sandwiches and beer. And watch out on election years – the Oyster Eat has become a favorite stop for current and aspiring politicians out stumping for votes. The annual Georgetown Fire Company Oyster Eat is held each year at the end of February, just before the traditional start of the spring planting season. Easter Egg Hunt

The Georgetown Chamber of Commerce hosts Georgetown’s Annual Easter Egg Hunt every spring. Hundreds of kids especially enjoy the hunt for some 5,000 eggs “hidden” on the grounds of the Nutter Marvel Carriage Museum in Georgetown. In addition to this main event, there is a moon bounce, face painting, arts & crafts, train rides, entertainment and refreshments. ince the day Georgetown was founded in the late 1700s, the business of government has revolved around the patch of land in the geographic center of town known as The Circle. Stand in the middle of the original town square, look in any direction and you’ll find a different building focused on government in Delaware’s southernmost county. Many law offices, as well as Georgetown Town Hall and the historic Brick Hotel – at one time a temporary courthouse – also claim space either on or within a short radius of The Circle. Toward the southeast stands the historic Sussex County Courthouse, which dates back to 1839. It

replaced the original 1791 structure, which still stands less than a block from The Circle. Both structures are among the most historic buildings in Delaware. The courthouse’s eye-catching façade and historic architecture are symbols of what Georgetown was, and still is – the seat of justice in Sussex County. Included within the walls of the Sussex County Courthouse are Sussex County Superior Court and the Court of Common Pleas; Sussex County Family Court is located just a few feet to the south. Adjacent to the courthouse on The Circle stands the Sussex County Administration Building, built in 1996. The 60,000-square-foot structure houses many of georgetowncoc.com

the county’s departments, including the offices of the Sussex County Council, the Justice of the Peace and the Planning and Zoning department. The majority of the county’s employees work in this building, or in the 21,000-square-foot Sussex West Complex on Route 113. Some also work in the

Register of Wills office in Justice of the Peace Court 14 behind the administration building, or in buildings at the Sussex County Airport. To the northeast sits the Sussex County Court of Chancery. Construction on this building began in March 2002 and it is the only free standing Court of

Chancery in Delaware. The famed court, which has achieved a national reputation for its efficiency and reliability, is a carry-over from the courts of England long ago. Nearly half of the companies on the New York Stock Exchange are incorporated in Delaware because of the state’s favorable corporate tax laws. The new Court of Chancery, which was planned for the site of the Brick Hotel before a deal was reached with the State to save that structure, cost about $4 million to construct. In all, there are nearly two dozen county departments and offices in Georgetown. Due to rapid growth between 2000-2010, Sussex County officials may need to build a new administration building in the near future; that structure would likely be away from The Circle because of limited space.

etween 2008 and the early months of 2010, home prices and values have steadily decreased in Georgetown, as they have across the rest of the country. But rapid growth from 2000-2005, particularly in the Hispanic community, has led to a much larger county seat than in decades past. As of 2008, there were more than 5,000 residents of Georgetown, earning a median family income of just over $38,000 per year. Growth within its borders was so great that the town even imposed a six-month moratorium in 2005 on all new applications, changes of zoning classification, major subdivisions and uses requiring a site plan. The move was in response to growth and development projections that showed the town’s population possibly tripling in size by 2020. While that growth has slowed with the sluggish economy, many housing developments and retail establishments are

on hold and could be brought back to life when the nation’s economy turns around. Numbers compiled by the Georgetown Planning and Zoning Department in 2007 showed more than 3,300 new residential units and 900,000 square feet of additional commercial space coming to the town. With a recovering economy, many of those projects could once again be kick started, leading to another housing boom in Georgetown. In the last few years, however, home sales have settled back into a more reasonable rate of growth. According to data obtained from Judy Dean, 2010 president of the Sussex County Association of REALTORS®, there were 69 housing units sold in Georgetown in 2009, selling for a median price of $185,000. Twenty-three units were purchased in town in the first quarter of 2010, for roughly the same median price. New developments being built or planned around Georgetown stand in stark contrast to the town’s his-

toric district, which includes structures dating back to 1791 when the seat of justice in Sussex County was officially moved to Georgetown. Driving down North and South Bedford Streets is like taking a trip through history at times, with home after home harkening back to the days when the United States of America was in its infancy. Many of these homes are on the National Register of Historic Places – the original Sussex County Courthouse is even still standing, relocated to its new position just off The Circle many years ago to make room for a new structure. Many homes in the historic Kimmeytown district of Georgetown are owned or rented by members of the town’s rapidly growing Hispanic population. Lured to town by good jobs at Georgetown’s Perdue poultry processing operation, this segment of the population exploded during the 1990s. According to University of Delaware statistics, Georgetown experienced a jump from 75 Hispanic residents in 1990 to almost 1,400 in 2000. Hispanic families now make up about a third of Georgetown’s total population. A major draw to living in Georgetown is the area’s history of extremely low property taxes. The 2000 Census showed residents of Georgetown paid an average of $417 per year

in property taxes, less than half the Delaware average of $841. There is also no sales tax on purchases in Delaware, adding to the appeal of the Georgetown area. Whether it be one of the town’s

historic homes, an existing home or a home in one of the several housing projects currently being planned, living in the historic seat of Sussex County is always a smart choice.

Nanticoke Memorial Hospital serves the towns of Seaford, Bridgeville, Laurel, Georgetown and surrounding communities and is located on the banks of the Nanticoke River in Seaford. The hospital features 119 inpatient beds spread out over five floors. Nanticoke Memorial Hospital includes a pediatric unit with a specialty surgical unit for patients recovering from orthopedic surgery, as well as special Ronald McDonald rooms for children. There is also an 11-room maternity unit, a state-of-the-art intensive care unit and an outpatient center located on the hospital’s main campus. In the six operating rooms at Nanticoke, surgeons perform both routine procedures and cuttingedge surgeries on both an inpatient and an outpatient basis.

Cardiac Rehabilitation

The hospital offers a full range of rehabilitative services for cardiac patients, including follow-up care for those who have recently had a heart attack, bypass surgery or valve replacement surgery. Filled with the newest technology, the Cancer Care Center at Nanticoke Memorial Hospital has three floors completely dedicated to cancer care. Located in a tranquil setting, the Cancer Care Center is designed to relax the patients and make them feel comfortable during every phase of treatment. Chemotherapy suites have a serene view of the Nanticoke River. Intensity Modulation Radiation Therapy (IMRT) is performed in a soothing, comfortable atmosphere using a state-of-the-art linear accelerator. The latest in cancer treatment, IMRT allows doctors to precisely target the cancer without hurting the surrounding healthy tissue.

Mears Health Campus

The Nanticoke Health Services Mears Health Campus is an off-campus facility designed to alleviate pressure on the hospital’s main campus. Patients needing rehabilitation services can visit Herring Run Orthopedics or one of the rehabilitation or speech therapists located at Mears. Offices for orthopedic surgeons are also located at the facility. The Imaging Center has many of the outpatient testing services found at the hospital, such as mammography, ultrasound and CT Scan.

Stroke Center

Nanticoke Memorial Hospital was the first hospital in Delaware to earn the gold seal of approval from the Joint Commission for Primary Stroke Centers. Treatment for patients arriving at Nanticoke with stroke symptoms involve a multi-disciplinary team approach, providing each patient an evaluation by a physician within 10 minutes of arrival to the hospital’s emergency room.

Continence Center of Delaware

The loss of bladder control, known as incontinence, affects more than 12 million Americans. Specialized treatment facilities like the Continence Center of Delaware can significantly improve or completely cure 80 percent of incontinence causes – many times without surgery. Patients receive a single one-hour treatment a week for six weeks at the Center, located at Kent General Hospital in Dover.

The emergency departments at Kent General and Milford Memorial are both Level III Trauma Centers. Kent General’s emergency department serves 40,000 patients a year, has more than 20 beds, a four bed trauma/resuscitation bay and five monitored beds. La Red Health Center administers an immunization program, participates in the state’s Vaccines for Children program, completes developmental assessments and provides nutritional advice and education to families, including referral to public programs for food assistance. Services for adolescents currently include developmental assessment, physical examinations for school and sports and health education regarding sexually transmitted diseases.

lready home to a diverse business landscape, Georgetown continues to solidify its standing as a business leader in central Sussex County. Its proximity to the state’s beach resorts and the ability to offer tax-free shopping have helped the town grow responsibly in recent years. While retail activity is centered along the Route 113 corridor, many businesses in town cater to locals and to the more than 6,200 people who work within one mile of The Circle. According to data from Sussex County’s economic development office, there are 137 businesses in Georgetown that deal in government affairs; most of these businesses are located in the downtown area. As the population of the area increases, business activity in Georgetown continues to blossom. According to the Sussex County Economic Development office, there are currently two business parks planned for the town, along with one office complex and a new park and ride service for the Georgetown Train Station. Georgetown’s retail trade consists of some regional and national firms, but most 40

are independent, locally-owned businesses in a variety of sectors. The majority of activity is centered along Route 113, primarily in the Walmart shopping center, as well as in the downtown area. Landing Walmart was a major coup for the town back in 2000. Its opening allowed Georgetown to further bolster its standing within the business community of Sussex County. Now included in the center with Walmart are several core businesses, including Dollar Tree, Radio Shack and Shoe Show, as well as a Walgreen’s/ Happy Harry’s drug store and a Cato Fashions. Shopping opportunities in the Sussex County seat also include many convenience stores and small markets that serve neighborhoods in and around Georgetown. Catering to the town’s robust Hispanic community – Georgetown experienced a jump from 75 Hispanic residents in 1990 to almost 1,400 in 2000, according to University of Delaware statistics – are businesses located in and near the historic Kimmeytown section of Georgetown. Joe’s Food Market at 118 Race Street, a fresh food market designed to appeal to the ever-


growing Hispanic population, anchors this area. Georgetown’s service industry is also expanding in all areas and includes a variety of firms engaged in activities such as real estate, accounting, insurance, automobile repair, office maintenance and all types of contracting. According to the most recent data, an impressive 186 businesses in town are classified as being “service-related,” the largest sector in Georgetown. That’s followed in frequency by the sectors of “government,” “retail” and “construction.”

There are also a multitude of choices for residents and visitors alike when the urge to eat out suddenly strikes. From downtown eateries like the Georgetown Deli, Casella’s and the Georgetown Family Restaurant to Route 113 establishments like Pizza Palace and Subway, there is something for everyone in Georgetown. There are also plenty of options available for those in a hurry, including national fast food restaurants like McDonald’s, Burger King, Arby’s and Kentucky Fried Chicken. There’s even a first-rate Italian eatery (Bella

Capri), located at the Wal-Mart shopping center, an all-you-can-eat Chinese buffet (Chinatown Buffet), located on the corner of Route 113 and Route 9 and a popular Mexican restaurant (La Quetzalteca), located on southbound Route 113. There is much more development planned for the near future in the constantly-growing seat of Sussex. Hoping to add to an already diverse group of businesses in Georgetown, the Greater Georgetown Chamber of Commerce will work to bring more quality businesses to town in coming years.
