Seaford officials congratulate Charles Anderson and present him with a desk plaque after announcing his appointment to the assistant city manager post. From left are Mayor Ed Butler, councilpersons Pat Jones and Grace Peterson, Anderson, City Manager Dolores Slatcher, and councilpersons Mike Vincent and Rhea Shannon.

Charles Anderson appointed to assistant city manager post By Lynn R. Parks Charles Anderson joined the city of Seaford staff in 1989 as a building inspector. On July 1, he became the city’s assistant city manager, after serving as director of operations for nine years. “I’m just kind of overwhelmed by this whole opportunity,” said Anderson, 38. “I didn’t expect it, didn’t imagine that they city would do this. I am very grateful.” The city’s last assistant city manager was Ron Breeding, who was named director of facilities and parks when the city reorganized in 2001. Breeding retired last year. Anderson said that the city has no immediate plans to hire a new director

of operations. His duties will remain much as they were before his promotion. He will also fill in when city manager Dolores Slatcher is on vacation. Anderson grew up in Delmar and graduated from Delmar High School in 1986. He obtained his associate degree from Delaware Technical and Community College, Georgetown, in 1989 and came to work for the city that September. He was named the city’s building official three years later and director of operations seven years after that. Anderson earned a bachelor’s degree in applied sciences from the University of Delaware in 2002 and his master’s in business administration from Wilmington College in 2005.

Shortly after he got his MBA, the city council held a surprise party for him, at which he credited the city for enabling him to continue his education. He also thanked his mother, Margaret Anderson, Delmar, for teaching him that education is important. A single mother, Margaret earned her master’s degree while her son was in high school. “She taught me to value education,” Anderson said last week, in an interview in city hall. “She showed me by example that you have to work for things.” Anderson lives in Seaford with his wife, Laurie. He has a step-daughter, Nicole Szabo, Seaford, and a son, Tyler, 7, a second grader at Central Elementary School.
