From the Board Chair Greeting to the MVMA membership! I hope that life is starting to feel more normal to everyone. I was so happy to be able to see everyone in person at the Marcy Hammerle, DVM conference this year. It is always one of my favorite meetings and I think we all appreciated being in-person again. The MVMA team did a great job setting up our meeting and put on a great conference for us. The leadership of the organization also attended a retreat to work on the strategic plan for the MVMA and I can assure you that our organization will

continue to be strong and support you over the years to come. At this meeting, each committee looked at the goals for the upcoming year and the needs of the members. We all worked together to make these strategic plans. The committees and task forces all work hard behind the scenes to look at all of the issues that are affecting our profession and they can always use your help! Please consider finding a committee that you are interested in and volunteering. Please let the MVMA staff know your interests! As I reflect over my last few years on the executive board, I think about all of the issues that we dealt with. I never would have imagined that some of the

topics would have come up. Who would have imagined that we would have had a global pandemic and been dealing with a virtual online conference during my years on the board? I have really enjoyed working with the executive board and the MVMA staff. Everyone is committed to the success of the organization of of our profession. I have been so proud to be a part of this group. People with many different backgrounds and opinions were able to work together toward a shared goal. For the last 17 years, I have had the privilege of reading every one of these messages from the officers and the director. Now it is my turn to be a part of MVMA’s past, present, and future.

I follow in the most admirable of footsteps and hope that I have picked up even an inkling of knowledge and wisdom that has been shared throughout the years that this profession so graciously affords. Someone mentioned this as my “first solo year” as executive director and I thought about that for a moment and said, “Nope! There is no “I” in MVMA.” This organization is made up of supportive and encouraging members and a fantastic staff that has never faltered or hesitated under this transition. I am proud to be a part of the profession in this role and together we will move forward with strength, wisdom, and grace to accomplish what lies ahead. The legislative session has ended and the Veterinary Scope of Practice bills HB 1586 and SB 1058 were both sent 3

to committees, had lively testimonies in favor and in opposition, and were passed out of committee. However, troublesome language was attached to HB 2149 as an amendment in the Senate which was unacceptable and may have created an unintended consequence if the bill were signed into law. You can find a full session update on the pages ahead. It is membership dues renewal time! Electronic dues renewals were sent on May 1 and paper renewals were mailed on May 23. While you are renewing, consider sharing with a non-member the purpose of organized veterinary medicine and why their membership is important. If you have a new graduate in your practice, share with them why it is important to be a member of the association and their district. History shows that membership and participation grow if a mentor just asks the new team member to come along and join. Thank you for your membership and those you support! An extremely successful MVMA Veterinary Leadership Conference and Strategic Planning session occurred this Spring. See the updated MVMA Mission and Strategic Plan on page 16.

Coming soon! An MVMA membership APP, the MVMA Equine Summer program, MOVVC training, Fall Equine Dentistry weekend, Missouri State Fair, KC Fetch, and MVMA Convention January 26-29, 2023, in Columbia, Mo. Committees are busy and at work with technician utilization information, aggregate price matching results, join-acommittee form, veterinary retention, well-being code of conduct flyers, and so much more to work on throughout the year. Thank you to all the volunteers that make the Association what it is. Last, but not least, as Richard moves into a retired lifestyle, I would like to publicly thank him for his mentorship and encouragement. He epitomizes the definition of servant leadership, and I will be eternally grateful for the faith and foresight he has had in me throughout the years. Julie R. Braun

MVMA PEOPLE & EVENTS MU-CVM Class of 2022 Graduation Returns to Jesse Hall By Tracey Berry, CVM Director of Communications • Photos by Karen Clifford (For complete article and more, go to http://cvm.missouri.edu) The CVM graduation ceremony returned to Jesse Hall for the first time in three years and included recognition of house officers completing internships and residencies, 115 students receiving their doctor of veterinary medicine degree, and four students earning a bachelor’s degree in microbiology. It was the first spring graduation for the bachelor’s degree program, which started in 2019. CVM Dean Carolyn Henry, DVM, MS, served as the master of ceremonies. “Your diploma will inform prospective employers that you are driven by a work ethic that earned you a coveted spot in the Class of 2022 and possess a determination to push through during challenges and adversity,” Henry told the graduates. “Your diploma will tell the world that you made a commitment to serve mankind by helping to improve the health and welfare of animals and people. And your diploma will tell the world that you refused to let your dream be derailed by a worldwide pandemic. You simply do not know the word quit.”

Interim Associate Dean for Academic and Student Affairs, Leah Cohn, DVM, PhD, convened the graduation ceremony. Also addressing the audience were Joan Coates, DVM, MS, interim director of Veterinary Health Center, who spoke on behalf of the CVM and MU alumni associations, UM Curator Robin Wenneker, Jose Arce, DVM, president of the American Veterinary Medical Association, and UM President Mun Choi, PhD. Edward Migneco, DVM, president of the Missouri Veterinary Medical Association, led the new doctors of veterinary medicine in reciting the Veterinarian’s Oath. “I’m a small animal practitioner in St. Louis,” Migneco said. “And I have to take this unexpected opportunity to thank Dr. Green for pulling me, kicking and screaming, through my equine rotation 36 years ago, otherwise I wouldn’t be here today. “You’re going to take the Veterinarian’s Oath and I really hope that you will listen to every word as you say it and take it to heart,” Migneco said. “There’s a part in here that’s very important to me and that’s the part about ‘the promotion of public health’ that you’re going to say in a few minutes. And if you don’t think that’s important, think about what’s been going on in the world in the past couple of years. You may or may not know this, but the CEO of Pfizer, which obviously is one of the manufacturers of the three vaccines we have, is a veterinarian.” Members of the DVM Class of 2022 chose Matthew Oerly, DVM, to deliver their response. Oerly’s father is a veterinarian who owns a mixed animal practice in California, Missouri.

“We’re about an hour from Columbia which means that we typically get several students that rotate through our clinic for large animal experience,” Oerly said. “I remember when I was working at the clinic in high school, my dad would always tell the students that rotated through the same piece of advice that has served him well during his 34 years of practice - don’t do the math on that, he is an old man,” he joked. “He would tell them, ‘It isn’t what you know, it is how you treat people.’ This is a public service profession. Many of us are going to be dealing with the public on a daily basis. You can be one of the smartest most qualified veterinarians out there, but if you’re a jerk, you’re going to end up in the poor house.” Oerly reminded his classmates of the love people have for their animals and that it is their duty as veterinarians to make their clients feel heard and that their needs are being addressed.

Dean Carolyn Henry Named as At-Large Director for AAVMC

MVMA Holds Annual Leadership Conference

The MVMA held its annual leadership conference on Saturday, April 2, 2022 at Margaritaville Resort, Osage Beach Mo. Forty members attended the conference sponsored in part by ProPartners Wealth. The conference included free registration and lunch and five hours of continuing education. It was designed to be a one-day easy in and out meeting to bring together MVMA leaders to focus on issues and challenges. The conference included presentations on recruiting, retaining, and investing in top talent for veterinary teams; a roundtable on issues facing the profession in Missouri; and strategic planning for the MVMA. Note: A newly revised Strategic Plan can be found on page 16 of this issue.

Carolyn Henry, DVM, MS, ACVIM (Oncology), dean of the University of Missouri College of Veterinary Medicine, was recently named an at-large director for the American Association of Veterinary Medical Colleges. The AAVMC is a nonprofit membership organization that works to protect and improve the health and welfare of animals, people and the environment around the world by advancing academic veterinary medicine. Henry has been involved with a variety of AAVMC committees as well as previously Dr. Carolyn Henry serving as a non-voting member of the Board of Directors. With the creation of her new position, at-large director for the North American Region, Henry becomes a voting member for business pertaining to the organization. In this new position, Henry will also be assigned as a liaison to the Association of Public and Land-Grant Universities, where she will represent the field of veterinary medicine when it comes to funding from federal sources. The APLU is a research, policy and advocacy organization that is dedicated to strengthening and advancing the work of public universities in the U.S., Canada and Mexico. The association’s membership consists of 245 public research universities, land-grant institutions, state university systems and affiliated organizations, including the University of Missouri System. Henry was nominated to this role based on her prior work with the APLU and because she has experience with land-grant institutions through Mizzou and her alma mater, Auburn University. She said she understands the importance of advocacy. “Having this role and working with APLU is important to me,” said Henry. “Being on the board as a voting member allows me to help shape the future of the organization. There are more and more colleges of veterinary medicine being proposed each year and we understand what the pain points are in the profession. This group is aimed at trying to address some of those.”

A dinner cruise on the Lake of the Ozarks was held for those staying over for the Sunday board meeting.

In addition to her new duties, Henry will be serving on a wide variety of committees within the AAVMC that include the Advocacy Committee, the Finance Committee, the Intern/Resident Wellbeing Task Force, the Research Committee, the Minority Serving Institutions Working Group and the Veterinary Nursing/Technician Education Forum. Henry says she is excited about the opportunity to represent Mizzou in the AAVMC. “This position gives the University of Missouri representation at a higher level, not just within the AAVMC, but with other veterinary schools across the world, with the people in Washington D.C. and with our stakeholders. Coming from a land-grant institution, I feel that making sure that we are heard is especially important.” Henry says she also wants to focus on the Minority Serving Institutions Working Group. “I have a strong personal interest in this group, and I’m continuously frustrated by the lack of diversity within our profession,” she said. “I’d like to see that change sooner rather than later.” Roundtable discussions allowed individual members to voice their concerns and possible solutions. 5

Highlights and Actions of the MVMA Executive April 3, 2022 Osage Beach, Mo. The Missouri Veterinary Medical Association met April 3, 2022 at the Margaritaville Resort, Osage Beach, Mo. The following are highlights. All formal actions were moved and seconded by board members, and all motions carried, unless noted otherwise:

Missouri Veterinary Medical Association Executive VIRTUAL Board Meeting APRIL 3, 2022 OSAGE BEACH, MO

• The MVMA Executive Board reviewed and approved the minutes and financial reports of the association. • Approved the budget for 2022-2023 • Heard and approved the candidate slate for vice president and reviewed the At Large Delegate terms and positions. • AVMA Delegate report was given by Dr. Chuck Barry. • Dr. Cliff Miller, Legislative Committee Chair and Ex-Officio on the MVMA Executive Board reported on active legislation of concern for this session including, the practice of veterinary medicine, chiropractic practitioners, mandatory cross-reporting on child abuse, animal research reporting, confiscation of animals, and more. • MVMA Membership App implementation approved and coming to

members this fall. • Heard a report of the MU College of Veterinary Medicine by Dean Carolyn Henry which included MVMA representation on the MU CVM Dean’s Advisory Board. • MVMA’s annual financial review by a contracted CPA firm was reviewed. • Dr. Mark Lux’s Scope of Practice Committee requested the board to adopt AVMA’s position on Telemedicine. Missouri Statute on the definition of a current veterinary-client-patient relationship will be sited with publication of the adopted position. • Dr. Falk gave an overview of the membership committee’s co-chair structure bylaws change to be voted on by the membership this summer as well as the bylaws change to the Lifetime membership requirements. (See pages 8 & 23.) • MVMA continues to appeal for a fully up-to-date Missouri Veterinary Medical (Licensing) Board. • Website and social media analytics continue to rise due to the increased presence administered by our Digital Communications and Program Coordinator position at the MVMA office. • Benchmarking survey results are being analyzed by a contracted veterinarian for distribution to membership. • A committee application form will be created to simplify the process to join a committee or task force. • The Strategic Plan that was updated at the April 2022 MVMA Leadership Conference was presented to the board for approval. (See page 16.) • MVMA’s Policy Manual was presented for approval. • Dr. Ed Migneco, Dr. Erica Nowlin and Mrs. Julie Braun attended the virtual MU CVM Accreditation Day. • On behalf of the Wellbeing Task Force, the Code of Contact Flyers were presented to the Board for distribution to membership. • Financial reports were reviewed for the MVMA, LLC and PAC.

Proposed MVMA Bylaw Changes MVMA Lifetime Membership Requirements At the January 17, 2021, MVMA Executive Board meeting it was discussed and approved to change the Lifetime Membership eligibility requirements and remove the age requirement. New wording is in bold. Text to be removed has been struck through Excerpt from MVMA Bylaws: Article I. MEMBERSHIP Section 5. Lifetime (A) Any Active or Retired member of the MVMA who has been a member of the veterinary profession for at least forty (40) years, and an MVMA member for at least ten (10) years, and is sixty-five (65) years of age or more is eligible for Lifetime membership. Lifetime members shall have all privileges of Active members. Lifetime members shall be dues exempt. (B) Any Non-Resident member of the MVMA who has been a member of the veterinary profession for at least forty (40) years, and an MVMA member for at least ten (10) years, and is sixty-five (65) years of age or more is eligible for Lifetime membership. NonResident Lifetime members shall have all privileges of Active members except for voting rights. Non-Resident Lifetime members shall be dues exempt. (continued on page 23)

Candidate for President Elect Dr. Kacie Ulhorn grew up in Macon, Missouri. She attended college at Southwest Missouri State University, and graduated with a Bachelor of Science in Animal Science. She graduated in 2010 from the University of Missouri College of Veterinary Medicine. Dr. Ulhorn joined the Hermann Veterinary Clinic immediately after graduation and is now a co-owner of that multi-doctor practice. She enjoys the variety of a mixed animal practice and is happy to work with livestock and pets alike. Dr. Ulhorn lives near Hermann with her husband Tim and their four children. They share their farm with 3 dogs, an awesome orange cat, a small beef herd, and a few goats. Dr. Ulhorn has previously served as East Central VMA treasurer and president, followed by two 3-year terms as the East Central VMA Delegate to the Board of the Missouri Veterinary Medical Association. Additionally, Dr. Ulhorn is a graduate of the inaugural class of the MVMA Power of 10 program and served on the planning committee when MVMA hosted the Heartland Veterinary Leadership Conference. She also led the task force that established the Ortu Stella young veterinarian award. Dr. Ulhorn has extensive leadership training through involvement in the National FFA Organization, where she was awarded her American Degree and served as Missouri State Officer. She is a member of St. George Catholic Church and the Hermann Jaycees. Four kids ago, when Dr. Ulhorn had free time, she enjoyed hiking, canoeing, gardening, traveling, and spending time with friends. Her current favorite hobby is coaching t-ball. “Organized veterinary medicine is very important to me. I truly love this career and serving our association would be an honor. Continuing the services MVMA currently provides our members and continually searching for emerging needs is very important to me. Veterinary medicine is always changing as are the needs of veterinarians and animal owners. I believe my skill set and experiences will allow me to serve our membership well. “ Kacie Ulhorn, DVM

Candidate for Secretary-Treasurer Dr. Shelia Taylor graduated from the University of Missouri-College of Veterinary Medicine in 1992. After practicing in private practice for several years, she took a teaching position and is currently an instructor in Bioclinical Sciences at Ozarks Technical Community College in Springfield, MO as well as continuing to practice medicine on a relief basis. Dr. Taylor currently serves on the MVMA Executive Board as Secretary-Treasurer and is a member of the Recent Graduate and Collegiate Task Force and Missouri Volunteer Veterinary Corps. “Since becoming involved in organized Veterinary Medicine, I have a much greater understanding of what our state and national organizations can do for us whether we currently work day to day in private practice, are in industry or regulatory medicine, academia, or wherever our veterinary education takes us. Serving as your SecretaryTreasurer for the past several years has made me appreciate the profession and the members of our association even more. Therefore, I am once again running for the position of Secretary-Treasurer because for your Association to work for you, we must have a financially sound association. The officer teams and state office have worked hard to maintain the standards of the association and I wish to continue that honored tradition in this position with the help of my fellow officers, district delegates, and you the members. Tom Rose, DVM, MPH, DACVPM graduated from the University of Missouri College of Veterinary Medicine in 1988 and has practiced at Rolling Hills Veterinary Hospital in Columbia, MO ever since. Dr. Rose progressed rapidly form working as an associate veterinarian to serving 30 years as a co-owner and managing partner of Rolling Hills Veterinary Hospitals, PC until their recent sale to VetCor. He worked for several years as a solo small animal practitioner (and continues to do so full time) at the original location, which may be familiar to many past MU graduates, while also serving as the business manager for both Columbia hospitals. During this time he developed particular interests in internal medicine and reproduction. In 2017, Dr. Rose completed a Master of Public Health degree at MU and in 2019 became a board certified diplomat of the American College of Veterinary Preventive Medicine (ACVPM). He is also currently an adjunct assistant professor in the MU MPH program, teaching online and assisting with internships for MPH students in the Veterinary Public Health emphasis area. Aside from his work in veterinary medicine and public health, Dr. Rose has been very involved in public education on the local and state level for several years. These activities have included serving as an officer on several community and nonprofit boards and commissions, including seven years on the Columbia Board of Education, and participating for several years in the student mentoring program at Columbia Public Schools. He was named Missouri’s Child Advocate of the Year for 2013 for his work promoting quality early childhood education. Another passion of his is involvement with Rotary International, being an active member of Columbia Metro Rotary, including serving twice as club president. Dr. Rose and his wife have also been very active members and ministers with the Newman Center Catholic Church on the MU campus since arriving as undergraduate students. They have three daughters who have also pursued science related fields of nursing, engineering, and physical therapy. In his free time, aside from his community volunteer work, Dr. Rose enjoys exercising and watching Mizzou athletics. All veterinarians are also public health practitioners. As a private practice owner and as an educator promoting One Health, I have experienced many of the diverse challenges facing our profession today. I have treasured the opportunity to become more active at the organizational level of our profession by serving my fellow veterinarians on the MVMA Board of Directors as an At-Large Delegate for the past 2 years. My background in public health, as well as my experience as a practicing veterinarian and small business owner for so many years, have prepared me well to continue to serve as a board officer for the association. I would be honored and humbled to serve as your MVMA Vice-President. Tom Rose, DVM, MPH, DACVPM

Candidate for Vice President Dr. David Wilson grew up on a mixed livestock and grain farm in LeRoy, Illinois. He graduated from Illinois State University with a Bachelor of Science in Accounting, and initially worked as a certified public accountant. He managed a quarter horse farm in Bloomington, IL during college, which eventually altered his career path from accounting to veterinary medicine. He graduated in 1984 from the University of Illinois College of Veterinary Medicine. Dr. Wilson joined the Illinois Equine Center in Farmer City, Illinois and returned to the University of Illinois to complete an equine surgery residency and master’s degree. He subsequently joined the University of Missouri, College of Veterinary Medicine, Department of Veterinary Medicine and Surgery as a clinical instructor in equine surgery. In due course he became a full professor, section head of equine medicine and surgery, chair of the hospital advisory board, and hospital director of the MU Veterinary Health Center. Dr. Wilson retired from the University of Missouri in 2021 as an Emeritus Professor and continues to be involved as an Adjunct Professor with the MU Veterinary Health Center. He lives on a small farm near Columbia, MO with his spouse Chris, their 2 dogs, and 3 horses. He has three daughters that live in the Columbia area. Dr. Wilson is a member of the West Central VMA and the Missouri VMA. He has been a member of multiple MVMA committees including the equine committee (Chair 2004-7), planning, program, legislative, scope of practice, and membership. He worked with the MVMA to initiate the annual summer Equine Program at MU which this year will celebrate its 16th year of the meeting. He has presented many topics over the years on equine lameness and surgery at the MVMA annual conference. In addition, he has been an active member of multiple other professional organizations including the AVMA, AAEP, ACVS, and AAVC (American Association of Veterinary Clinicians), with leadership roles in the ACVS (Board of Regents, and chair of the Exam and Credentialing committees), and AAVC (President and member of the executive committee). Dr. Wilson has 79 peer-reviewed publications, 12 book chapters, and has written and edited two books; Equine Field Surgery, and Clinical Veterinary Advisor: The Horse. During his career, he has made over 300 presentations at 90+ local, state, national, and international meetings. The MVMA has been very important for my career and for the University of Missouri. It has been an honor to be a part of organized veterinary medicine with the opportunity to meet and interact with veterinarians from Missouri, the nation and around the world. The MVMA has been and will continue to be a resource for all Missouri veterinarians, and a voice in Jefferson City to monitor and support legislative actions that support the animals, their owners, and Missouri veterinarians. There have been many issues facing the MVMA and Missouri veterinarians over the last 2-3 years. It would be an honor to serve as Vice-President of the Missouri Veterinary Medical Association to help the association navigate these challenging issues.

Lynn Martin, DVM, MPH, DACVIM West Central District Lynn Martin (MU 2014 grad; DVM, MPH) is a diplomate of the ACVIM and professor of equine internal medicine at MU. Dr. Martin is chair of the Missouri Horse Council and member of the MVMA (Equine and Legislative Committees), AVMA, AAEP and ACVIM. Dr. Martin and her husband Brian were selected to serve on the Missouri Farm Bureau Young Farmers and Ranchers Committee and maintain a row crop and livestock operation. I have always considered organized medicine to be important for preserving the duty and responsibility of our veterinary profession for the communities in which we serve. A leadership role in the MVMA, while working closely with other members and stakeholders, furthers the integrity, education, and rights of our vocation.

Jason Nickell, DVM, PhD, DACVPM Greater Kansas City District Dr. Jason Nickell received his DVM degree in 2003 from the University of Missouri. After four years of mixed animal practice, Dr. Nickell attained a PhD in Epidemiology at Kansas State University in 2010. Dr. Nickell serves as Director of Insights and Outcomes for Merck Animal Health. Dr. Nickell is a Diplomate of the ACVPM and member of the MVMA, AVMA, AVC, and AABP. During my first term as an at-large delegate, I’ve observed first-hand the magnitude of work and passion of those working on behalf of the MVMA. Those efforts play a tremendous role in not only the day to day functions of veterinarians within our state but also have impact in their future livelihood. My goal in serving a second term is to continue to assist in those processes.

Erica Nowlin, DVM

Greater Kansas City District Erica Nowlin is a 2013 MU CVM graduate and is now practicing small animal medicine at Excelsior Springs Animal Clinic. Besides state conventions, Dr. Nowlin attended the Leadership Conference in 2018 and 2022. She was a member of the Power of 10 and she participated in the MU Accreditation Day. She also represented the MVMA at the AVMA Veterinary Leadership Conference this past January as an emerging leader. Organized veterinary medicine has been the cornerstone of our profession: from monitoring legislation to providing community education and outreach and supporting our veterinarians state-wide; we have a duty to continue the upstanding tradition that is the MVMA. Servant leadership is the best way I can help further our profession and it would be a tremendous honor to serve as a board member.

I grew up on a small diversified family farm in central Missouri. I graduated from the University of Missouri - College of Veterinary Medicine in 2016. I was a practicing veterinarian for two years at a mixed animal practice in rural Missouri before transitioning to a regulatory veterinarian in 2018. I am currently working as the State Epidemiologist and district Veterinarian for the Missouri Department of Agriculture. I wish to be an At-Large Delegate to become more active within the MVMA as well as expand on leadership abilities and knowledge. I have previously participated in the Power of Ten. Legislative Session Recap T

he 101st Missouri General Assembly adjourned May thirteenth and ended May thirtieth. A lot of time for MVMA representation has been spent at the Capitol this session, from our MVMA Veterinary Day at the Capitol to multiple hearings on the Scope of Practice Preemption bills in the House and the Senate. Bi-monthly updates with our legislative consultants and legislative chair along with weekly text and phone calls with MVMA leadership to make sure dangerous legislation didn’t slip through the cracks. With session over we are still monitoring bills that are on the governor’s desk for signing. In a session that was politically and ideologically divisive, House and Senate leaders successfully passed some of their key priorities. Much of the first three months of the year was dominated by debate over the redistricting map for Missouri’s eight U.S. Congressional districts.

The few bills that were truly agreed to and finally passed were: The Large Animal Veterinary Student Loan Program was fully funded in the amount of $180,000. If you know of a large animal veterinary student, make sure to mention this loan reimbursement opportunity.

• Mandatory Reporting of Abuse by Veterinarians Fails. Senate Bill 1182 would require veterinarians, animal control officers, and animal humane investigators to be mandatory reporters in cases of abuse and neglect of children, the elderly, and other vulnerable persons. The bill also requires the “Missouri Animal Control Association” establish a hotline to receive such reports. This legislation was referred to the Senate Seniors, Families, Veterans and Military Affairs Committee in April, but the hearing was later cancelled at the request of the bill sponsor. • HB 2204 and SB 847 ensured that veterinarians are paid for their care of confiscated animals. In the event the owner is not found guilty the cost incurred for the placement and care of the animal while charges are pending shall be the responsibility of the confiscating agency.

Exemptions for Professional Licensing for active duty or reserve members of Armed Forces, National Guard, or employee of the US Department of Defense. This bill modifies several provisions relating to professional licensing.

Bills that DID NOT pass: • House Bill 2739 would define an animal chiropractic practitioner as someone who is a licensed veterinarian or licensed by the Board of Chiropractic Examiners and who is certified by a veterinary chiropractic organization. The bill removed “animal chiropractic” from the definition of veterinary medicine and it allowed an animal chiropractic practitioner to engage in animal chiropractic without being considered practicing as a veterinarian. The bill did not receive a House committee hearing. • PREEMPTION OF VETERINARY SERVICES KILLED DUE TO TROUBLESOME AMENDED LANGUAGE. Senate Bill 1058 (Brown, R-Rolla) and House Bill 1586 (Murphy, R-St. Louis County) preempts the entire field of legislation concerning the practice of veterinary medicine and political subdivisions shall be preempted from enacting, maintaining, or enforcing any order, ordinance, rule, regulation, policy, or similar measure that prohibits, restricts, limits, regulates, controls, directs, or interferes with the practice of veterinary medicine. Both bills were passed out of committee this session. The language was attached to House Bill 2149 as an amendment in the Senate, but the language received a troublesome addition to which the proponents were unable to accept. Sen. Doug Beck (D-St. Louis) included the language “medically necessary” to which may have created 18

an unintended consequence if the bill were signed into law. Thus, the Missouri Veterinary Medical Association elected to strip this language from HB 2149.

Celebrating50 The MVMA Academy

Going above and beyond to never stop learning.

I

n 1972, a group of veterinarians came together with the idea to push continuing education and professional development for veterinarians. This idea came to fruition in the form of the Missouri Academy of Veterinary Practice (MAVP). It gave them the well-deserved recognition for going above and beyond the requirements for continuing education. Dr. Dick Taylor and Dr. Ken Vroman, Fayette, Mo, were part of the founding group of practitioners that helped plan and organize the yearly MVMA conventions.

The Academy celebrates 50 years as an organization that has continued to honor its main goal of continuing education and professional development as a prestigious organization sought out by a group of veterinarians so many years ago.

To this day there is still an Academy member represented on the convention planning committee and they continue to host four-hours of mini-topics during the MVMA convention.

In recognition of 50 years, the MVMA Academy and MVMA Executive Board voted to approve an “MVMA Academy Lifetime Membership” status for Academy members meeting these criteria.

At conventions and other meetings throughout the year, veterinarians like Dr. Vroman and Dr. Taylor, worked on growing Lizzie Benke with Academy founding member. Dr. Ken Vroman. the MAVP through word of mouth. In 2017, the board voted to change the name to The MVMA Academy while keeping it’s main goals and focuses the same. “The MVMA Academy is a group of individuals who strive to go above and beyond the minimum of 10 hours of CE and achieve 40 or more hours a year. This parallels one of my beliefs that the best investment you can make is in yourself. Regarding veterinary medicine, the MVMA Academy provides the opportunity to surround yourself with individuals who strive for excellence by investing in themselves and to better their profession, clients, and patients,” writes 2022 Academy president, Dr. Betsy Marziani. On Prescription Writing

Question: What is my legal obligation for prescription writing and filling internet pharmacy prescription requests? I get dozens of requests to fill prescriptions from online pharmacies daily. It’s getting out of hand. Answer: As a veterinarian with a current veterinarian- client-patient relationship (340.200 Definitions. [23]), the client has the right to receive a written prescription from a veterinarian. * The client can then take the written prescription to the pharmacy of their choice to have it filled. No other signatures, phone or fax authorizations are required. *20 CSR 2270-4.031 Minimum Standards for Practice Techniques (F) All clients shall have the right to receive a written prescription from their veterinarian to take to the pharmacy of their choice so long as a valid veterinarian-patient-client relationship exists. - Excerpt from Mo. Veterinary Practice Act Question continued: But I receive numerous faxes throughout the day from internet pharmacies asking me to approve a client’s prescription request when I have already given the client a written script. Answer: If you have already given a written prescription to that client then no other action is needed.The pharmacy is removing the step of getting the prescription from the client by going straight to the veterinarian. This is a nice convenience for the owner and adds more daily workload for you and your staff. Retraining your clientele to submit the prescription to the pharmacies will allevi- ate these extra tasks for your team. Question continued: In the past, I have had occurrences where the online pharmacy has changed my prescription quantities and refill amounts. Is there anything I can do about this? Answer: Changing a prescription in any way that is not authorized by the veterinarian is illegal. These situations should be reported to the Missouri Board of Pharmacy. If the pharmacy is based in another state, you can also file a complaint with that states Board of Pharmacy. Review any refills thoroughly or write a new prescription to the client. Suggestions: •Create a policy for online prescription writing. •Communicate this policy with your client verbally. •Include the policy on your script pad. Leadership of the MVMA Membership Committee At the January 27, 2022, MVMA Executive Board meeting it was discussed and approved to change the Bylaws to have the MVMA Board Chair and Vice President serve as Membership Committee co-chairs. Currently the Vice President serves as Chair of the Membership Committee and all MVMA officers (President, President-elect, Secretary/ Treasurer, and Board Chair) are on the committee per the bylaws. Having the Board Chair as a co-chair would ensure continuity as a new Vice President enters the co-chair position each year. New wording is in bold. Excerpt from MVMA Bylaws: Article IV. OFFICERS Section 7. Duties of the Officers E. Interest rates are on the rise! How is this going to affect the sale of veterinary hospitals? When a hospital is priced at Fair Market Value, the profit of the hospital should be sufficient to cover the debt service on the purchase price. Profit = Revenue – Expenses Note: among the operational expenses of the practice, there must be a reasonable compensation for the owner (generally 20% - 22% of revenue production for small animal doctors and a bit higher for mixed and large animal doctors). Additionally, the owner is allocated 0.5% - 4.0% of revenue for their contribution to the management of the hospital. If the owner of the practice is also the owner of the building, fair market rent is also necessary (typically 8-10% of the real estate value). Debt Service = the principal and interest payments that a buyer must pay to a lender What happens when interest rates rise? Debt service increases and the price that a buyer can “afford” to pay for the hospital decreases. Examples: A hospital priced at $1,000,000 #1: 10 year loan @ 4% interest = annual debt service (principal + interest) of $121,494. This means the hospital would need to be generating at least $121,494 in profit for a buyer to afford the purchase of this hospital. #2: 10 year loan @ 6% interest = annual debt service (principal + interest) of $133,225 This means this SAME hospital would NOW need to be generating at least $133,225 in profit for a buyer to afford the purchase of the SAME hospital. As you can see, when a hospital is sold while interest rates are low, a buyer can afford to pay a higher price. Foundation Update Event Highlights from Your Missouri Veterinary Medical Foundation

Pet of the Year

The Missouri Veterinary Medical Foundation (MVMF) has announced the winner of the 2022 Animal Archives “Pet of the Year.” The Archives offers an internet-based memorial program devoted to departed pets. This “Maris” the 2022 Animal Archives year’s winner is “Maris,” a Pet of the Year. twelve-year-old mixedbreed dog owned by Sharon Kirchhofer of St. Louis, Mo. She was honored by Rebekah Kirchhofer. Maris was one of six nominees in this year’s competition. Nominees are chosen from the previous year’s submissions to the Archives. During 2021/2022, the public was invited to vote online for their favorite departed pet based on its life story and the bond between the pet and its owners. Over 34,500 votes from across the state were cast for the six candidates. An Honorable Mention goes to the other five Pet of the Year candidates: “Bismarck”, “Missy”, “Coltan”, “Yadi” and “Buzz”. “We met Maris the summer of 2008. She was 12-weeks old; a darling black and white puppy. Weeks prior to our meeting, she was rescued by the Humane Society of Missouri from rural Missouri. At the time of her rescue, Maris was starving, infested with ticks and fleas and fearful. After addressing her flea and tick infestation and treating the secondary skin infection she developed from the infestation, the Humane Society placed her in foster care for socialization. A dog DNA test revealed Maris was a mix of Greyhound, Siberian Husky and Australian Sheppard. The Greyhound manifested in her lightning fast trips around the yard. The Australian Sheppard expressed in her love of corralling and rolling small dogs. The Siberian Husky evident in her daily conversations with us. Although always mature for her age, Maris became a fierce protector. Her watchful eye and loyalty made us feel safe. Even though her circle of friends was small, the unconditional love she showed her Mom, Dad and the sister, who carried her out of the Humane Society, was huge. Her love for Lion’s Choice mini ice cream cones, a daily treat, was also huge. Car rides, walks and bedtimes cookies (dog treat) brought her additional pleasure. Maris left us suddenly on Sept. 4, 2020, following a sudden and fatal seizure. The day she passed she had enjoyed one last ice cream cone, a visit to her favorite park and a car ride with the people who loved her most. She leaves behind an immeasurable hole in our family. She was our baby. She was perfect. She was loved. Maris, miss you forever, love Mom.” – Sharon Kirchhofer

Veterinary Honor Roll Inducts Three New Members The Missouri Veterinary Medical Foundation (MVMF) has announced the induction for three new members into the Veterinary Honor Roll of Missouri. On April 23, 2022 a ceremony was held at the Foundation’s Museum in Jefferson City, Mo. to honor Dr. Dwayne Garrett, Dr. Richard Meadows and Dr. Bruce Whittle. Dr. E. Dwayne Garrett, Wentzville, Mo., is a retired lifetime member of the MVMA and the AVMA. He graduated with a Bachelors in Science degree from the University of Missouri, majoring in animal husbandry. He was accepted into the MU College of Veterinary Medicine in 1961 and graduated in 1965. Dr. Garrett started his professional career in the Wentzville and Troy Veterinary Clinics with two Dr. Dwayne Garrett with his associates. During the early years nominator, Dr. Carol Ryan. he served on various state committees in the MVMA. Dr. Garrett has told many audiences and friends he went to college because his father sold the family farm. This is when he decided to have a career involving his love and passion for animals. After 56 years of caring for animals, Dr. Garrett retired from veterinary medicine in 2021. Dr. Richard Meadows, Columbia, Mo. is a professor and board-certified specialist in canine and feline practice at the University of Missouri College of Veterinary Medicine. He earned his first bachelor’s degree from West Texas State University Dr. Richard Meadows and his family and a second bachelor’s with nominator, Dr. Ed Migneco. degree and his degree in veterinary medicine from Texas A&M University. He joined the MU faculty in 1999 and has received the College of Veterinary Medicine’s Carl J. Norden Distinguished Teaching Award; the college’s Aesculapius Teaching Award, voted on by students; and the Gold Chalk Award from the Professional Graduate Council. (continued next page)

Dr. Bruce Whittle, is owner/ practitioner at Honey Creek Veterinary Hospital, Trenton, Mo. He was recently honored as the recipient of the coveted 2022 MVMA Veterinarian of the Year Award. He was nominated for the honor by the MVMF board. Dr. Whittle grew up in the Joplin, Missouri area and attended Northeast Missouri State University in Kirksville for three years before being accepted Dr. Bruce Whittle (right) with at the CVM. Both he and his fellow nominee, Dr. Richard wife, Gayla, earned a Doctor of Meadows. Veterinary Medicine in 1994. Two weeks after graduation, they moved to Trenton, Missouri, where they established Honey Creek Veterinary Hospital, a mixed animal veterinary practice. In 2018, Dr. Whittle received the MU-College of Veterinary Medicine’s Faculty-Alumni Award. He previously received both the CVM Alumnus of the Year Award and the Dean’s Impact Award, which is presented for sustained and significant positive impact on CVM programs.

Consider Donating Pet Oxygen Masks to Local Fire Departments Here’s a great idea and a great lifesaver, and the MVMA has developed a step-by-step guide to make it easy for your clinic to donate these oxygen mask kits to your local fire departments. The Pet Oxygen Mask Project, an initiative of the MVMA Animal Welfare Committee in cooperation with the MVMA Emergency Management and Public Health Committee and the MVMA Missouri Volunteer Veterinary Corps, is working towards equipping Missouri fire trucks with pet oxygen masks. The pet oxygen masks are specifically designed for animals and each kit comes with three different size masks that can be used on any size dog or cat, as well as ferrets, guinea pigs, birds, and more. The cost per kit is $120.00. One kit per truck. Equipping fire trucks with pet oxygen masks will give firefighters the proper equipment they would need when trying to revive a pet that has suffered from smoke inhalation. The MVMA has presented the Boone County Fire District with oxygen masks. They were underwritten by the association as a pilot project to develop a model for local veterinary clinics to replicate this project in communities throughout Missouri.

MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.

How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.

Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,

BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.

Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administered; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.

Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.
