UNITED NATIONS, N.Y.— The d e a d l y hypocrisy of U n i t e d States foreign policy, already exposed i n the V i e t Nam war — crying "Peace!

P e a c e ! " while, at the same t i m e , the bombs continue to m a i m and k i l l — has been found and unveiled i n the Afr i c a n cocoa m a r k e t place.

A M E R I C A ' S public official expressions of " c o n c e r n for bettering the lot of mank i n d everywhere" w a s repudiated by U.S. actions i n discussions h e r e on a cocoa price agreement.

As a consequence, black M r . H o w a r d A f r i c a stands to lose tens of millions of dollars i n countries where the average i n c o m e i s l e s s t h a n $100 a n nually.

The dirty U.S. economic wash was hung out on the General Assembly line when U.S. Representative James Roosevelt objected to an amendment tabled by Ghana to t h e r e p o r t of t h e Second Committee. The amendment would have the General Ass e m b l y c a l l on the cocoaproducing countries to exert stronger efforts to reach a n agreement on a floor price for cocoa beans.

"BLACK P E O P L E in A m e r i c a to an extremely l a r g e e x t e n t do not o w n p r o p e r t y a n d h a v e no chance to own a n y t h i n g , " h e continued. " A m e r i c a n society is based on p r o p e r t y ownership, our p e r s o n a l identification comes f r o m jobs, yet black people have few o p p o r t u n i ties to p a r t i c i p a t e i n either property ownership or job prestige.

"Slums exploit the poor and develop tenant ownership. Instead they should create new jobs for ghetto residents i n the r e h a b i l i t a t i o n w o r k as w e l l as i n t h e management area. This w i l l be the t r e m e n d o u s undert a k i n g , " McKissick declared.

T h e e x t e n t of t h e p r o b l e m i n one d i s t r i c t , i n o n e c i t y — H a r l e m — is t h a t the A r c h i tects' Renewal Committee a s s e r t s t h a t $3.8 b i l l i o n i s necessary for New Y o r k City f o r t h e n e x t 10 y e a r s t o r e habilitate existing structures to create decent housing i n H a r l e m alone. " A N O T H E R $27 b i l l i o n i s needed to build new units to create a sufficient s u p p l y of decent housing for the entire c i t y . A n o t h e r $780 m i l l i o n i s needed j u s t to m a k e s h o r t t e r m r e p a i r s to p r o v i d e decent housing while new units are being built. " I n addition, rent supplem e n t s w i l l be r e q u i r e d b e cause r e h a b i l i t a t i o n c o s t s w i l l push up rents w h i c h poor people cannot pay. This w i l l r e q u i r e a n a d d i t i o n a l $1.1 b i l lion per y e a r , " he e m p h a sized. " I f this is the extent of the p r o b l e m i n j u s t one c i t y , h o w does t h e F e d e r a l governm e n t deal w i t h i t across the nation? As an example, the current rent supplement prog r a m , which barely squeaked t h r o u g h Congress, h a s a n a p p r o p r i a t i o n o f $20 million.

McKissick asserted that the ghetto is a " r o t t e n p l a c e " to l i v e a n d i t is g e t t i n g worse. A n d to m a k e i t even worse, he added, the F e d e r a l p r o g r a m s have been cleverl y developed to raise t a x revenues and sweep the poor under the r u g .

He said there were two tragic omissions on the p a r t of t h e w h i t e m a j o r i t y i n the h i s t o r y of A m e r i c a . One w a s the f a i l u r e to give freed s l a v e s 40 a c r e s a n d a m u l e , a mistake we are paying for to this v e r y day. The other m i s t a k e , he said, w a s the f a i l u r e to send F e d e r a l r e g istrars into every b l a c k c o m m u n i t y of the South, the day after the Voting Rights A c t o f 1965 w a s s i g n e d . " W E D O N ' T ask f o r any m o r e l a w s , " he continued.

"We simply demand that c o n s t i t u t i o n a l r i g h t s be e n forced. A s y s t e m of j u s t i c e w h i c h depends upon ignorance a n d p o v e r t y to secure convictions is no j u s t i c e .

CORE supports a l l reforms in this area — funds for legal assistance, bonding o n p e r s o n a l r e c o g n i z a n c e a n d so on."

M c K i s s i c k cited the following statistics: I n August, 1965, t h e w h i t e u n e m p l o y m e n t r a t e w a s 4.1 p e r c e n t and the Negro unemploym e n t r a t e w a s 7.7 p e r c e n t — the traditional level of a l m o s t t w i c e as m a n y u n e m p l o y e d b l a c k s as w h i t e s .

Presently, w h i t e employm e n t i s d o w n t o 3.5 p e r c e n t while at the same t i m e , Negro unemployment has risen to the t r a g i c f i g u r e of 8 p e r cent. The gap continues to widen. " W e need m a n y more black-owned business i n our black communities," M c K i s sick said. S e c r e t a r i a l schools and s m a l l business t r a i n i n g p r o g r a m s s h o u l d be supported by government f u n d s . Cooperatives and c r e d i t u n i o n s s h o u l d be e n couraged. " I N S U M M A R Y , " the CORE l e a d e r concluded, " t h e anguish of poor b l a c k people f e n c e d into the squalid ghettos m u s t a c t u a l l y g o v e r n the Senate C o m mittee's deliberations. T h e scientist w h o uses such poison on h u m a n beings either wants to m i n i m i z e the b i r t h r a t e o r cause the ext i n c t i o n of a people.

UN Urges Universal Aid To Eliminate Illiteracy N E W Y O R K â&#x20AC;&#x201D; The United Nations General Assembly has issued a n u r g e n t appeal to the conscience of t h e w o r l d to s u p p o r t w o r l d - w i d e e f f o r t s to e l i m i n a t e m a s s i l literacy by providing the necessary and indispensable means to this end.
