AS WISCONSIN Senator William Proxmire pointed out the Richard Nixon administration must reduce its military expenditures if its new economic program is to work. Speaking as chairman of the Joint Economic Committee of Congress, Proximire said, "A cutback in US troops in Europe and a greater sharing of the costs of defense among our NATO allies, together with a final end to the war in Viet Nam, would significantly improve our balance - of - payments position and give out economy a chance to recover." In contrast to Proxmire's forthright exposure of the relationship of the war to the economic crisis, Presidential hopeful George McGovern (D—S. Dak.) was claiming that the war would' not be a big issue in the campaign. McGovern incorrectly separates the war and economy issues and says he will concentrate on the latter.

I t r u n s in family WASHINGTON—President Nixon's brother, Edward C. Nixon, is director of a mutual fund which is presently under investigation by the Securities and Exchange Commission. The agency lists the US ambassador to the Netherlands as vice president. The investigation involves transactions dealing with purchases and sales of securities for the Oceanographic Fund, a New York mutual fund. AT ANY rate, he appears to be doing a lot better than Nixon's cousin, Phillip Milhous, who is on welfare.

J a m a i c a using J i m C r o w T H E JAMAICA Progressive League of New York presented a petition to the United Nations Human Rights Commission on August 19, charging that the Government of Prime Minister Hugh Shearer is violating the Universal Declaration of Human Rights by withholding the franchise from 250,000 voters. Jamaicans who attained the age of 21 after October, 1969, the petition stated, will not be able to vote in the next national election. The petition also cited criticism of the Shearer Government by religious, political and business leaders in Jamaica and quoted an editorial of the Daily Gleaner, a Kingston newspaper, as saying: "The Prime Minister has apparently deliberately taken no part in the debate. We think he should have, because he is presiding over a government which is saying... there is nothing wrong about having 42 per cent of the eligible voters... disenfranchised." Though the country is Black, the tactics used by Shearer are like those used against Blacks, Spanish - speaking peoples and (formerly) women and youths in the USA.

Cop k i l l s in C a r o l i n a COUNTY - W I D E BOYCOTTS, mass rallies and jail - ins have begun in Ayden, North Carolina, to protest the brutal killing of William E a r l Murphy, 32, by a State trooper. Murphy was arrested by trooper Billy Day as Murphy was seeking a loan from a hardhearted employer. The trooper handcuffed Murphy and put him in the T R U N K of his patrol car. Later Murphy's corpse was delivered to a hospital with bruises all over it, a deep gash on the forehead and a bullet hole entering from the back. Telegrams needed to protect prisoners in San Quentin

WASHINGTON The following letter from two Black inmates was smuggled out of the Adjustment Center at San Quentin two days before the murder of George Jackson there. The two brothers who sent this letter are accused of killing a guard during the week of August 2nd who was guarding an inmate in the prison hospital. The inmate was slated to testify against the Soledad Brothers. T H E W R I T E R S of this letter were put in the hole immediately following the incident and never given a chance to deny the charges against them. Prisons are seen as worlds unto themselves. Prison authorities are rarely held accountable for punitive actions taken against inmates. Often - times within the California penal system prisoners (and particularly Black prisoners) are punished with no charges put upon them, but simply because of something known as "institutional convenience." As one of the brothers writes: "At the time of the incident, I ( E a r l Gibson) was a patient in the hospital for an injured back. The prison guards ran in and ordered me out of my sickbed and threw me in the hole... we are being framed, therefore we have no doubt that the frame - up will be played to the end." Given the highly questionable circumstances surrounding the murder of Brother Jackson on Monday, it is important that the authorities-see that others outside the prison are concerned about the safety of Brothers Gibson and Justice, the two remaining Soledad Brothers and brother Ruchell Magee. This is the only protection which they and all the other brothers in the Adjustment Center have at this time. Letters and telegrams should be sent to the brothers at the addresses listed below.

AS O F July 21, we ( E a r l Gibson and Lawrance Justice) have been charged — by the prison administration — with two counts; assaults on an inmate (supposedly an informer) and the murder of a prison guard, recently stabbed in San Quentin. The S.Q. Administration is attempting to frame us because of our close association and political awareness. OUR PAST activities have been to expose the barbaric and inhumane treatment now existing in these warehouses under the guise of Department of Correction. This is one of the reasons why we are being framed (and also) because of the indiscriminate way the administration use to arrest any Black person as a suspect for a crime. AT T H E T I M E of the incident, I ( E a r l Gibson) was a patient in the hospital for an injured back! The prison guards ran in and ordered me out of my sick - bed and threw me in the hole where I am forced to sleep on a concrete, slab, which is more onerous to my back injury. W E ' R E NOW in a maximum security wing in the adjustment center. This is where prison guards ran in our cells and beat us and forcibly extracted blood from our arms and took our finger prints. I AM NOW serving a five -tolife term. If found guilty of these crimes, it means automatic death in the gas chamber. As we stated before, we are being framed, therefore we have no doubt that the frame - up will be

New population control program disguised as 'preventive medicine' Special to Muhammad Speaks CHICAGO — Upset by growing Black awareness that the imbalance between funds for population control and funds for health, housing and education is a sign of genocidal policy, the rich whites who want to reduce the Black population are coming up with population control disguised as "comprehensive health" programs. T H E U R B A N L E A G U E is the main Black organization aiding in this new approach to population control. Aiding the U L are other groups, including a "revolutionary party," which like the League are willing to perform unpleasant tasks if the pay is high enough. MUHAMMAD S P E A K S learned from a League source who objects to the program that the League here is seeking a grant to try a "new approach to family planning outreach and follow up." The main trick in this "new approach" is to pretend to parents that infant mortality, mental retardation, malnutrition, poor education, poor housing and other real problems suffered by Black citizens are caused by so - called overpopulation. B Y BRAINWASHING people into thinking that the size of their families is the source of poverty, the League and the other groups involved will let the plundering militaryindustrialists and swindling big bankers who profit from poverty off the hook. The League proposal states that the Black population control mercenaries will tell Black parents that social ills are "a high price to pay" for having several children — as if the only choice before people is to eliminate children or to watch them die early. The League has gathered "militants" and "nationalists" around it in order to give them a "piece of the action." The role of the "militants" and "nationalists" is to give the program a good name among awakening groups in the community by describing it as "revolutionary" preventive medicine. Naturally, some good will result from the program's recognition of other health problems. But better health programs do not require disproportionate population control spending. And balanced against this short term good is the long term decline in the numbers and spirit of Black people in America. The facts show we are not living better in the many cities where our birth rates have been reduced. T H E P R O G R A M which the League is embracing is, in the words of the proposal itself, only an effort "to update and broaden" the attack against the "Black population launched by the Rockefellers and .other multi - billionaires whose sole interest is to reduce the number of US citizens seeking wages from the business enterprises run in the sole interest of a few wealthy whites. To participate in this genocide, to give it a Black "stamp of approval," the League and the well known "revolutionary party" have joined in the grant proposal with the US Food and Drug Administration (pill and I U D dispensers), Cook County Hospital, the Chicago Board of Health and other organizations which have never been known for their concern for the health of Black people. T H E U R B A N League has long represented the interests of an elite bureaucratic bourgeoisie within the Black community — a sort of middle man between the oppressed poor and the oppressor. To maintain and expand its operations, the tasks set before the league and its kind become increasingly destructive in a period marked by nationwide economic crisis. The uneasy crowd had to be quieted on two occasions so that the proceedings might be heard inside the church. Jackson was slain, as was his brother, under questionable circumstances at the hands of California prison officials at San Quentin. Warden and prison spokesmen contend that. Jackson was leading an escape attempt from the maximum security prison with a gun they said he hid in his hair after it had been smuggled to him during a visit immediately before the disturbance. Jackson, husky and resistant to attempts by prison officials to break his will to resist the oppressive jail conditions, was well familiar with security and the dangers of such an attempt. He was said to have been running toward a 20 foot wall after breaking out of the prison adjustment center where he and the prisons' other so-called problem prisoners (those who resist brutalization) were kept. Many have questioned whether one so intimately aware of the massive security weaponry inside California's prisons would have tried such an apparently foolhardy move, leaving much room for assassination theories. Prison officials immediately clamped a "lock-up" condition on the entire facility and undertook severe repressive measures according to unofficial reports and rumors brought out by prisoners' attorneys. The prison was locked to all outsiders until midweek while guards and officials secured the remaining inmates (two white prisoners and three white guards were killed during the same melee) by searching every cell, shaving off all "Afro" hairstyles, and in some cases launching physical attacks, according to further unofficial sources. Soledad brothers defense team personnel charged the prison with suppressing the true evidence of the case and with tampering with and destroying other evidence during the period when no outside doctors, attorneys and

only a few "handpicked" newsmen were allowed inside. At the end of the week a delegation of Black community leaders including outspoken Congressman Ron Dellums. San Francisco Assemblyman. Willie Brown and Dr. Carlton Goodlet, physician and publisher of San Francisco's Sun Reporter newspaper. Able to see only what the warden and state officials showed them or permitted them to see. they openly admitted that they had seen what prison officials had claimed all alongâ&#x20AC;&#x201D;that after the initial beatings things were back to "normal." However, the prison adamantly refused to allow them or any other group of Black officials or dignitaries to conduct a full investigation. But while authorities seemed to make the most of the case, angry mothers of prisoners charged that their sons inside were being beaten, that they were not receiving proper medical treatment and that even sanitary conditions had been made inoperable. When the mother of John Clutchette denounced a judge in a hearing concerning the Soledad Brothers, a bloody melee resulted. Jackson's body lay in state in an open casket for viewing before and after the services. He was then shipped to Mount Vernon, Illinois, to be buried in his home town beside the body of his slain brother Jonathan. I During burial ceremonies his mother, Mrs. Georgia Jackson. cautioned some official mourners to "stop that preaching." She explained that George Jackson did not like preachers and that he would not like it if preachers tried to rebuild the christian church on his body. (Earlier she told Muhammad Speaks that those who are confused by the killing should not be. " It's just the same old thing," she said. "No one should be confused by it." She also recalled that MS was the first national publication to carry the story of the Soledad Brothers. MS correspondent Charles 20X covered the story almost two years ago.)

WHY DON'T Y O U JUST T A L K A L I T T L E ABOUT T H E IDEA OF THE TRIP? Peggy: We were going to look into accusations of student repression in Saigon. At that time Mam's trial was scheduled for the 27 of July and so we planned to arrive before that date. We were hoping to get into the trial, so that he could get some press coverage. We thought that way he could get at least something of a fair trial—which was kind of ridiculous we have since learned. We told the Vietnamese Embassy that we were going as a fact-finding mission, to study the pre-election procedures, otherwise we would never have gotten visas.

THERE ARE MORE PRISONS THAN SCHOOLS in Saigon; that includes universities, high schools and elementary schools. These students bravely demonstrate against US presence in their country. It is speculated that the backers of Amin may now be looking for a better or more sophisticated puppet. They speak of the disappearance on July ninth of two Americans in Uganda who had been investigating the situation there. A US Embassy official told a commission of inquiry that evidence indicated that an army unit had detained the two men.

We made a few initial contacts with the international liaison of the Student Union whose name is Miss Vu Thi Dung, and she started setting up appointments for us—with students, with Mam, with the women's groups, and religious groups—the organizations that are just grouping together now, into a sort of third force grouping. I don't know if that's a really legitimate term, but, nevertheless, it's antigovernment and it's not communist. They tried to have us meet with some of the committees they had set up to study the election procedures and to try to bring about prison reform. they're drafted. Because if they miss one exam, it counts as a failure. The government not only assures them that they will stay in school, not miss any exams, and not be drafted, but also gives them money to pay for their education. Peggy: They have something called the "swan program" In which they introduce, how do they put it, "Beautiful Vietnamese girls" into the movement in South Vietnam as informers. They have a whole organization for this. Marijean: About the universities themselves. Their whole budget is intertwined with the role of the American advisor there who decides whether they should get American money or not. We saw Thieu drive down the street one day, and they completely cleared the streets of any Vietnamese about five or ten minutes before he arrived. And then he's well protected in the front and the back with bulletproof vests and motorcycle police. and soldiers with bulletproof vests. Peggy: It's interesting how they're using Ky at this point. Because Ky seems to be in contact with the students, which really surprised me. We got the impression that people are using him in a way. Because I think—just my own political observation—Ky knows that there's going to be a coup, whether it's going to be right after the election, or right after the Americans withdraw. Southern Blacks strive for political unity By Samuel 17X

M O B I L E , Alabama — Over 500 Black political leaders and activists recently met here in a three - day weekend Black Caucus which was called to create a viable, independent political structure for Blacks to work within during the 1970s. ORGANIZED by former Black Alabama gubernatorial candidate Dr. John Cashin, the caucus was attended by such political notables as Manhattan Borough President Percy Sutton, Mayor of Washington D . C . Walter Washington, Vice Mayor of Atlanta, Maynard Ferguson, Congressman John Conyers of Michigan, Congressman Parren Mitchell of Maryland, Georgia State Representative Julian Bond, former SNCC Chairman John Lewis, and Operation Breadbasket Director Reverend Jesse L . Jackson. Set in a friendly, getting together - back - down - home once - more atmosphere the Caucus was able to reach many inportant points of agreement stemming from two days of workshops, and three major addresses. One of the important points of agreement was the selection of three co - chairmen for the Southern Black Caucus. They are Julian Bond of Georgia, John Cashin of Alabama, and Mayor Charles Evers of Fayette, Miss. Another important point of agreement was the selection of a steering committee with a representative from each southern state who will work to implement resolutions drawn from the Caucus. MAJOR A D D R E S S E S were delivered by Comedian politician Dick Gregory, Congressman Parren Mitchell and Representative Julian Bond. Addressing the group on Friday night, Gregory began humoring his audience with sharp, political jokes. One was about a white airplane passenger who said to him: "Things look so bad, looks like we're heading into another depression." Whereupon Gregory answered: "Well, we (Blacks) never got out of the last one!" Growing more serious in his address, Gregory told his audience that "If you fast for just one day you can see something bad's going to happen (to America) one day soon... but the difference between America and Rome is that you got (such things going on) as a lot of Black people at a meeting here tonight...

REP. PARREN MITCHELL charged the Small Business Association (SBA) with a stingy policy toward struggling Black businessmen. Parren said that SBA recently gave $300,000 to a white firm facing bankruptcy to teach Blacks how to succeed in business. main vehicles through which it works toward that goal." But, according to Mitchell, if the Small Business Administration is any indication of the administration's agencies' work towards Black economic development then the Nixon administration is not really interested in Black economic development. SBA shortcomings observed by Mitchell are that of its own 39,000 employees only 300 of whom are Black; of its 10 regional directors, none are Black. Mitchell said that when ever the SBA does make loans to Blacks, it is generally to those businesses which don't offer much competition to white owned businesses. After announcing findings on SBA which reveal that their loans to Blacks are considerably less proportionally than to whites, Mitchell said, "You might get economic power, but you'll have to take it." One way for Blacks to take economic power, according to Mitchell, is to "Do away with the money spent" on such meaningless and absurd social functions as the cotillion, ("Gloria is making her debut

Mongolians aware of racist lies By John Woodford (Part three) U L A N B A T O R , Mongoliaâ&#x20AC;&#x201D;(In the first two articles in this series of Mongolian people's ancient history and modern revolutionary history were central topics. This installment begins a series of sketches made during a 900mile five-day jeep trip in central Mongolia.)

"SANBAINO," the man greeted us. When the jeep pulled up at the tsum headquarters. A tsum is an agricultural brigade or work team, the smallest unit of a collective farm. This one was a very small settlement, located in the middle of a grazing area as most of them are. Health, education, supplies and cultural centers are found in tsums. Small children kept a distance away from the visitors, scattering giggling every time a camera pointed in their directions. But an older boy trotted over on one of the tough Mongolian ponies with the zebra -build. He stopped near the man who had greeted us, relaxing on the horse while the man squatted on the dusty ground, squinting under the typically bright cloudless sky. He said his name was Nikmara and that the boy, Ihrtin, was his son. Nikmara's job was to tend the engine for the local well. Plumbing has a long way to go in these rural settlements. Life is not yet modernized in the countryside but things are getting better year by year. Ihrtin, who was around ten years old, helped his father and also tended sheep in grazing areas surrounding the brigade center. The local school is closer than 30 miles so Ihrtin

truth about us when you return to your country." So many people seem worried about what was written about their country that I asked what had been written by travellers from the West in the past. To justify their government's no-trade and, in the case of the USA, no -recognition, policies journalists from the monopoly owned press had published lies all too familiar to Black Americans who are also objects of racist mythology and distorted "history." Both Aitangerel, our interpreter, and Saravish detailed a few of these samples of "bourgeois propaganda:" Mongolians have been accused of being hungry and poor. But actually with 18 head of farm animals per each citizen that is a pretty bold lie to spread. Each family can own about 50 head of cattle for its own personal use. They tend hundreds which belong to the people collectively. AS FOR HUNGER, Mongolians eat meat and dairy products three times a day if they want them. That is more than you can say about the 30 million poverty stricken US citizens and their counterparts in Western Europe and neocolonies dominated by countries with exploitative social systems. "An English writer said Mongolians were wild and ate raw meat," Saravish laughed. "But the only time I have seen raw meat it was served at a (Continued on page 10)

Signs of oppression of the cultural or neo-colonial sort are easy to see when you come from an oppressed nation yourself. I saw none of it in Mongolia and hope that more Black people can go there to check my impressions. The Mongolians hope more people from the USA and lands controlled by those who own most of the USA can visit here because they know Mongolia sets an example for those

No one can exploit another person in Mongolia. The private herds and farm plots must be worked by those who own them—no one can hire another person for work on any private property. And the products of the limited personal property cannot be sold on the market. They are restricted to personal use. THIS SITUATION was not forced on the people. They chose to limit the size and use of the nation's property after tens of years of experimentation. This method of planning their economy was chosen because with it the herdsmen improved their production yields. their security, their incomes and the health, education and welfare of their families.

IHRTIN, one of Nikmara's sons, enjoys outdoor life which contributes greatly to health of Mongolians. Though only around ten, he is already old' as far as Mongolian jockies go. Big 15 to 25 miles races feature jockies six to ten years old. Even though 50-year-olds still tend herds from horseback, competitive racing is special. Mongolians also enjoy saksim bumbuk' (saksim means 'basket; bumbuk means ball)!

was ostensibly designed to "determine the extent to which alienation, Black militancy and race consciousness" influence Black women's attitudes toward birth control. But the underlying thrust of the plan, called a "survey" by

it's authors, is clearly to discover methods of persuading Black families to accept mass birth control in genocidal proportions. In connection with this scheme the Population Reference Bureau recently published the results of a study conducted in 159 Black

households in a medium - sized city in New England (not identified by researchers at the University of Massachusetts) which allegedly proved that Blacks "discount genocide" as the motive behind birth control programs. (Continued on page 12)

Darity disclosed at that time that the Hartford survey had been conducted "with as few white faces as possible." The published results of the "survey" are not surprising, though obviously dubious. Darky's background as a well paid advocate for population control is well known. He is a board member of the notorious Planned Parenthood Federation of America, and three of his immediate survey assistants, one of whom is a white female statistician, have received previous grants for studies in Barriers to Fertility Control. intended by the pre - test and upcoming national scheme by these researchers can be seen in the wording of the key "yes no" question: "Encouraging Blacks to use birth control is camparable to trying to eliminate this group from society." Quite obviously this unqualified "all - or - nothing" question would draw a limited number of "yes" responses. According to the report. 28 per cent agreed while 72 per cent disagreed, thus researchers claimed that genocide was being discounted. DESPITE THESE trick questions however, the researchers found, undoubtedly with dismay, that Black men under 30 years of age polled 47 percent "yes" on the question of genocide. From these results one might correctly assume that the "yes" percentage would double or triple were an unbiased survey to be taken. As a further tell - tale indication of the intent of the nation - wide interrogation, the origianl grant application stated that the study "is important because the high Negro fertility is a P R O B L E M in population policy pro grams..." The cost of the grant was originally estimated at $108,918. Picking up the tab for the grant now will be the Center for Population research, a unit within the National Institute of Child Health Development.

THINKING

The justification for restricting more than 95% of Black workers to unskilled, low paying jobs is related to the myth which holds that Black workers are, in general, not qualified for the higher paying semi-skilled, skilled and professional jobs. Any other reasons given would be equivalent to a tacit admission of discriminatory practices. As the reader knows, myths are very difficult to prove. Without giving them a chance to prove themselves it is usually decided on the basis of unrelated job tests that Black workers are not qualified to learn certain jobs. It has never been admitted that such tests are not infallible and in this way the objective method of disproving the myth is avoided altogether. Nor does it help to point to other successful Blacks. They are considered as exceptions to the rule. One may ask, how many exceptions to the rule are there? Might not one deemed unqualified also become an "exception to the rule" if allowed to prove himself? OBSERVATIONS

Without any professional knowledge, the layman himself knows that discriminatory practices persist in essentially all job categories. Also, it is a matter of public record that numerous applicants are denied participation in on-thejob training and other programs as well as entrance to such professional schools as medicine, law, nursing, dentistry, engineering, etc.

Likewise, applicants having successfully completed a prescribed course of training are denied employment or the right to practice their professions. I n both types of situations it is either the aptitude test or job placement test which is the initial obstacle. Moreover, matters are so arranged that there are other impediments to employment. Indeed, between the time a job seeker files a n application and the time he actually receives it he must pass through a number of stages the first of which is the job test.

When presented with concrete evidence the adversary is more or less forced to admit to discrimination. At the same time he will hasten to point out that the observed cases are isolated and "not the general rule." Herein lies the difficulty in proving the existence of a pattern of discrimination. To prove discrimination it must be shown that a disproportionate number of Blacks are so victimized than whites. It is not generally known that there exist precise methods—called statistical decision techniques—for measuring the extent to which discriminatory practices persist in a given job category. However, application of such techniques requires access to the files on employment applications, specifically as regards to tests administered, corresponding test results, supporting documents and final disposition of the application. Access to this information is not always easy to obtain since such data is frequently considered to be confidential. OBJECTIVES

We were blinded to that knowledge, until Allah (God), Master Fard Muhammad, to Whom Praises are due forever, came and raised up His Messenger Muhammad and taught him the true knowledge of us. Messenger Muhammad teaches this knowledge to us. It is the work and mission of Messenger Muhammad, to reform us and recivilize us. and prepare us to take our place. The Black woman of America must be prepared, for she does not know her place and she does not know how to take her place. The clothes which the Muslim woman wears are the clothes appointed by Allah (God), for her to wear. T H E R E G A L garments of the Muslim woman cover her from her high neck-line to her long sleeves, to her ankles. She is well tailored and well -groomed. WHEN A Black man or woman of America becomes a Muslim, he or she reclaims their membership in the Nation of Islam. Messenger Muhammad teaches us, and the Holy Quran Chap. 33:59, verifies, to the women, "... let down upon them their over garments. This is more proper, so that they may know, and not be given trouble. And Allah is ever Forgiving. Merciful." How proud we are to be the Woman in Islam.

This is a fitting description for the junior F O I and Senior F O I in array behind the loud speakers going throughout the Black community inviting our people to hear the life giving teachings of our Beloved

Leader, Teacher, and Guide, Messenger Elijah Muhammad. The little F O I make up over one - half of this force; but the work they produce is the work of true men. To them the task of taking truth in Muhammad Speaks to our lost brothers and sisters is a great joy. These are young followers of Messenger Elijah Muhammad whose average ages are 6-11. Already they have been blessed with the spirit of Allah to fight in the cause of truth. When these little brothers approach a lost brother or sister, their righteous beauty captures the hearts of our people. The people know not why they fling open their hearts and doors to these brothers, as well as purchase from them the Muhammad Speaks Newspaper; but we know that it is the reflection of Messenger Elijah Muhammad and the Great God that raised Him up, Master W.F. Muhammad to Whom Praises Are Forever Due. Recently, while traveling through the Black community, we sang these words while walking back to headquaters: "All Praises Are Due to Allah, for The Honorable Elijah Muhammad" (over and over). Some people stopped in their tracks; some people stopped cars, and others came out of stores and shops to witness a righteous procession of brothers spiritually elevated from seeking to help in the work of Messenger Elijah Muhammad.

Even leaders of the Christian church are admitting this mighty truth today, where yesterday most preachers slandered the Nation of Islam and mocked the Divine Teachings o f The Honorable Elijah Muhammad. Only this month, writing from distant Ethiopia, the Rev. Hosea Williams, veteran leader of the Southern Christian Leadership Conference in many civil rights struggles across the Deep South, wrote t o The Messenger: 'Dear Honorable Muhammad—After touring ten African countries we have learned a lot about the struggle of poor and Black people. We have a/so learned that you are Number One a l l over.' The letter is signed by Rev. Williams and his wife, Juanita. The evidence cannot be disproved. Muhammad is The One!'

THE DUTY of the Black Man is to do something for his Black self and Black kind. THE DUTY of the BLACK MAN is self-preservation. E V E R Y L I F E that is created on the planet earth has a duty. It is bound to this duty, by nature, to do something for self. THE ONCE slave Black Man in America — enslaved by the white people, his white slave master and enemy, made the Black Man a subject and keeps him a subject by depriving the Black Man of the knowledge of self and the doing for self. These are the two most hated things which the white man hates to have come to the Black Man — the freedom to DO something for Black self and the freedom to THINK for his Black self. The white man hates for the Black Man to be a visionary for his Black self. He hates for the Black Man to control ideas that will produce recognizable constructive plans and doing for Black self. We are just entering into a day and time that we should have had 100 years ago. AS YOU S E E , my Followers and myself try the utmost to do something for self and this is hated by white America. We are an example for the Black People here in America who wish to try to do for exercising such freedom for Black self that white America would like to go to war with you and destroy not only your efforts and the produce which you are producing, but they even want to destroy your life, your self, because of your efforts to do something for self. But we just do not have fear of white

people, anymore, also we have control of ourselves. We can show them that we are guided by God, and that we rely on Allah our God and that He is our Avenger against our enemies and is quick to Retaliate as it is written, "He is Quick to Take Retribution". The whole country of America is visited by all kinds of calamities because of the evil that white America has done to us, the Black onceslave. Allah (God) is Happy to Retaliate. He Wants to Fight. He Does Not Want us to fight, He Wants to Fight the white man for us. We the Muslims are not going to try to prevent Allah (God) from Fighting for us by putting ourselves in the way. We stay out of the way and let Allah Fight for us. THE BLACK Man here in America, in Africa and everywhere on our planet earth is hated, despised and opposed by the white man for his efforts to do something for self. OUR DIVINE DUTY today, is to unite on a constructive plan that I have by the Help and Guidance of Allah (God), set before you. Your efforts, Blind Black leaders, is to have it to say that you lead this people into that plan, in order to get some name for your own Black leadership, which you are not qualified to do, today. It is Divine Leadership that will win for the Black Man and not political leadership, nor christian leadership. CHRISTIAN LEADERS have in the past and up to the present day, made much merchandise out of the Black Man in America. It takes a very good spiritual and understanding church preacher to do anything constructive for his people. And he cannot do anything constructive through Christianity. He will have to come to Islam for there is no hope for you in the church. The church is a house of slavery made by the white man for you and me a long time ago and its head is in Rome, Italy. We see how much trouble the head is having. There is not hope for us in any christian religion and you the Black preachers are the big boosters of the christian religion. It was organized and is backed by the white man in order to make merchandise out of the Black Man. He has made you to think that Jesus established the church. Jesus prophesied the doom of the church, while he himself did not know it, and the doom of the white man and all who go in their religious belief. T H E R E ARE a few white people who

believe in Islam. We give them credit for their belief, but they are not by nature a' true Muslim. The Black Man is born a Muslim; by nature, he is a Muslim. The Black man is not to be made into a Muslim. But white people, if they accept Islam, they v ill be made Muslim on the principle of their belief in Allah and His True Religion, Islam. We call them Muslim through their faith or belief, but they are not Muslim by nature. But we the Black People are Muslim, by nature. THE DUTY of the BLACK MAN is to do for self and think for self. This duty is now made binding upon us because of the loss of the world power of the white man. The power of the white man is falling

Now that we have reached the eleventh link of the chain of WISDOM, it is only natural for the following question to arise. How does the present administration view the Black Muslims'".''.' THIS IS a very good question. Since 1962 or there about, we the Black Muslims have been able to reason with the administration To make it so that you can better understand the administration's view, below are some quotations from the present administration, and we would like to thank them for their personal views. Some are white and others are Black. " I wished we had 1500 Muslim inmates, frankly." he says, alluding to their excellent rehabilitation records! Mr. Anderson L . Magruder, Associate Deputy Superintendent "In the last five years, the Muslims here at Lorton have been very instrumental in getting the inmates to understand the importance of getting an education." Mr. J.A. Johnson, Supervisor of Education " I respect the Muslims for the pride that they have for themselves, and I also respect the Muslims for the respect they have for women." Mr. C. Kinsey Supervisor of Clinical Guidance " I have the same respect for Muslims that I had for them back in Baltimore. I have a great respect for them. Whenever one joins the faith, his insight on life becomes great, during my experience with them. They are very pleasant people. They are doing a lot for the young people in their schools. The Muslims are very orderly. If we had more Muslim schools we could get some where. I enjoy reading the Muslims' paper (Muhammad Speaks). The Muslims are going somewhere without tearing up the world." Dr. C. LeComte. M.D.

"The Muslims that I have personally come in contact with treat me like a man. and I also feel that they would do the same if they were on the streets. It has been rewarding lor me to work with many Brothers in the sphere of interpersonal relations." Mr. R . G . C . under the direction of Minister Lonnie Shabazz. On these trips we are escorted out to the tower where we are picked up by Minister Shabazz or Captain Harrell X and returned to the institution by the same. At the present we have brothers who participate regularly in these outside trips. Our beloved Minister Thomas X Howard Jr. here at Lorton Reformatory has not only helped in getting such outside trips, but he has. with the help

His Messenger reflects this supreme science and math, just watch the Messenger at work you will see that his Divine gifts are from Allah. Let us understand the power of Allah and his Messenger. Your mother or father couldn't get you to do right but a few words from Muhammad turned your whole life around. The army, navy and police forces couldn't get you to do right, but Muhammad did. Allah is the Greatest and He lhas provided a great Messenger for us, so count us as another planet rotating around the sun.

TRAN MINH NGHIA, 36, deranged supporter of puppet South Vietnam Vice President Nguyen Cao Ky writhes on ground after setting himself afire on a Saigon street. He was protesting Ky's recent disqualification from the Oct. 3 presidential election. Nghia's life was temporarily saved when a military policeman sprayed him with a fire extinguisher before he was taken to a hospital with burns on 80 per cent of his body. Students meet in Chicago By Gerry Tyler Special to Muhammad Speaks CHICAGO—Delegates from around the nation are gathering for the 2nd annual convention of the National Association of Black Students herein Chicago. ACCORDING to NABS'figure about 250 students have registered. They are meeting in a city college here on the city's west side and at a motel at least three miles away. At this writing, the convention is halfway finished and key resolutions have yet to be passed. To be discussed will be resolutions concerning the 18-year-old vote and its consequences. Gwen Patton Woods, national staff member and consultant for the group said that it was highly important that the vote of youth be encouraged. Its effectiveness will be instrumental in Philadelphia to stop the Democratic candidate for mayor, former police chief, Frank Rizzo, a racist "law and order'' candidate who promises repression by the truckloads to Black citizens if he is elected. The organization consists of groups that are youth or student oriented. NABS spokesmen estimated "about 80-100" organizations belong to NABS. The group is attempting to establish a mass base in the Black and Latin American student communities. Since their 1970 convention in Detroit the students, working with the League of Revolutionary Black Workers, presented what they call the "First Principle statement of NABS.

ALTHOUGH T H E farmers don't attend classes during the harvest time, they learn faster than most youth, says the First Secretary. One remarkable example is that of a 70 - year old woman who enrolled in the adult education class and has learned to read in the first week of studies. She says that it is now possible for her to teach others in her community to read. According to the First Secretary, or highest ranking civil servant in the district, there are 23,000 illiterates in this district, but 20,000 of them are now enrolled i r the classes. School enrollment also includes the once nomadic Masai tribe, famous for their cattle raising and war resistance against the white settlers who immigrated to Southern Africa. More than one million of Tanzania's 13 million or so cattle are in Masailand. This is a territory where livestock outnumber the human population by ten - to one.According to H. Cheche, a staff writer for the NATIONALIST newspaper, "It is believed that if Tanzania's livestock industry was properly exploited the nation could easily become selfsufficient in all livestock products. Today Tanzania continues to import large quantities of these products from overseas and the neighboring countries, and by so doing, it loses part of her much needed foreign exchange." A step was taken in 1965 to develop the Masailand which covers some 24,000 square miles of sparsely populated land — when the Masailand Range Development Commission was set up. The Commission's task is to provide more water supply to the vast ranchland and the improvement of pasturage and pasture management. This, says Cheche. will make Masailand cattle of economic value not only to the Masai but to all Tanzanians.

Those in Tanzania find a government sympathetic to their traditions; those in Kenya are reportedly meeting more antagonism. CHICAGO Lou House, executive director of the Council For Bio - Medical Careers — a nonprofit, private education agency — announces their first counselee is going to Lagos, Nigeria to further her studies in medicine. House said: "This is one of our most dramatic firsts and should be an inspiration and encouragement to other Black students. T H E F I R S T counselee is Arike Abiola (Geraldine Logan), a third year medical student at the University of Illinois School of Medicine. "These white priests have had their Black harems in the Black neighborhoods long enough, and we're going to put a stop to it," a young Black woman declared, as she and several others picketed the noon mass at St. Paul Augustine Catholic Church, the oldest predominately Black ,.parish in the District. Hurley, whom they accused of exerting "sinister pressure" upon Black nuns and lay women to "keep them in their place" and to "whip them into line." The women's protest echoed the growing sentiment among Black catholics across the country who no longer tolerate the church's White Father image and are "wrestling with their souls" over the issue. His bosses are the billionaire Mellon family, another ruling class tribe in the industrial and financial world. Another example of strong rail and steel ties is Norman Chandler of Southern California. Not only is he a director of the Sante F e line, he also sits on the boards of Kaiser Steel and other corporations of awesome power. Serving both rail and steel companies is the influential Continental Illinois National Bank and Trust Company of Chicago. One of its top

directors is William J . Quinn who also serves as chairman of the Chicago, Milwaukee, St. Paul Pacific Railroad which has very strong Morgan connections. The Chesapeake and Ohio Railroad, a two billion dollar outfit, is linked to steel through its chairman, Cyrus Eaton of Cleveland. Eaton founded the Republic Steel Corporation which is today the third largest steel producing company in America. Many peoples' lives depend upon what goes on in the plush board rooms of the financial giants of American rail and steel industries. The steel and railroad kings have the Nixon Administration on their side as evidenced by the recent strike breaking efforts of the President.

At least these observations can be deduced from findings on alcoholics which were contained in research at Harvard University Medical School and the National Institute of Mental Health. The findings were presented by Dr. Jack Mendelson, professor of Psychiatry at Harvard, before the seventh annual Symposia on Recent Advances in Neuropsychiatry which was held here. According to the research findings, it is false that alcoholics eat a small amount of food because of the calories obtained from the alcohol they consume. The Harvard research team said that the true reason alcoholics reject food is they know they will gain a greater "high" or become intoxicated faster when not eating. Eating was held to reduce intoxication or "spirits" in an experiment studying the effect of reduction of caloric intake of alcoholics.

alcoholism The adverse effect of alcohol on the memory was shown in a study which revealed that when the alcoholic tells what he knows of one of his drinking bouts, he is generally in error as to what actually happened. Mendelson said tests showed that short-term memory begins to fail as alcohol in the blood rises above 250 mg./lOO ml. Concerning the harmful effects of alcohol on the nervous system, Mendelson said that "it is our feeling that changes produced in the C.N.S. (Central Nervous System) by the intake of alcohol are probably more significant in this process of accommodation than the adaptation of metabolism." One of the important new findings of the studies was that rather than suffering from dehydration after long-term drinking, the chronic alcoholic actually experiences increased hydration. This observation can change the concept of treating alcoholics for withdrawal. It was also noted that the cerebral blood flow was reduced to 40 per cent during withdrawal. This is held by the reasearchers to cause the tremors, convulsions and other discomforts experienced during withdrawal from alcoholic intoxication.

What the Muslims Want This is the question asked most frequently by both the whites and the blacks. The answers to this question I shall state as simply as possible. 1. We want freedom. We want a full and complete freedom. 2. We want justice. Equal justice under the law. We want justice applied equally to all, regardless of creed or doss or color. 3. We want equality of opportunity. We want equal membership in society with the best in civilized society. 4. We want our people in America whose parents or grandparents were descendants from slaves, to be allowed to establish a separate state or territory of their own—either on this continent or elsewhere. We believe that our former slave masters are obligated to provide such land and that the area must be fertile and minerally rich. We believe that our former slave masters are obligated to maintain and supply our needs in this separate territory for the next 20 to 25 years—until we are able to produce and supply our own needs. Since w e cannot get along w i t h t h e m i n peace a n d equality, after giving t h e m 4 0 0 years o f our s w e a t and blood and receiving in return s o m e o f t h e w o r s t t r e a t m e n t h u m a n beings have ever experienced, w e believe our c o n t r i b u t i o n s t o t h i s land and the suffering forced u p o n us by w h i t e America,

j u s t i f i e s o u r demand f o r c o m p l e t e separation in a state or t e r r i t o r y o f our o w n . 5. W e w a n t f r e e d o m f o r all Believers o f I s l a m n o w held i n federal prisons. W e w a n t f r e e d o m f o r a l l black m e n a n d w o m e n n o w under death sentence i n i n n u m e r a b l e prisons i n t h e N o r t h as w e l l as the S o u t h . W e w a n t every black m a n and w o m a n t o have t h e f r e e d o m t o accept or reject being separated f r o m t h e slave master's children and establish a land of t h e i r o w n . We know that the above plan for the solution of the black and white conflict is the best and only answer to the problem between two people. 6. W e w a n t a n i m m e d i a t e end t o t h e police brutality and m o b attacks against t h e so -called Negro t h r o u g h o u t t h e United S t a t e s , W e believe t h a t the Federal g o v e r n m e n t should intercede to see that black m e n a n d w o m e n tried i n w h i t e courts receive justice in accordance w i t h the l a w s o f t h e l a n d — o r a l l o w u s t o build a n e w n a t i o n f o r ourselves, dedicated t o justice, f r e e d o m and liberty. 7. A s long a s w e are not a l l o w e d t o establish a state or territory of our o w n , w e demand n o t only equal justice under the l a w s o f t h e United S t a t e s , b u t equal e m p l o y m e n t opportunities—NOW!

We do not believe that after 400 years of free or nearly free labor, s w e a t a n d blood, w h i c h h a s helped America become rich and p o w e r f u l , t h a t s o m a n y t h o u s a n d s o f black people should have t o subsist o n relief, charity o r live in poor houses. 8. W e w a n t t h e g o v e r n m e n t o f t h e U n i t e d S t a t e s t o exempt o u r people f r o m A L L t a x a t i o n a s long a s w e a r e deprived of equal justice under t h e l a w s o f the land. 9. W e w a n t equal e d u c a t i o n — b u t separate schools up t o 1 6 for boys and 1 8 for girls en t h e condition t h a t t h e girls be sent t o w o m e n ' s colleges and universities. W e w a n t all black children educated, t a u g h t and trained by their o w n teachers. Under such schooling system w e believe w e w i l l m a k e a better nation o f people. T h e United S t a t e s g o v e r n m e n t should provide, free, all necessary t e x t books and equipment, schools and college buildings. T h e M u s l i m teachers shall be left free t o teach and train t h e i r people in the w a y o f righteousness, decency and self respect. 1 0 . W e believe t h a t intermarriage or race m i x i n g should be prohibited. W e w a n t t h e religion o f Islam t a u g h t w i t h o u t hinderance or suppression. W e believe t h a t t h e so-called Negroes are m o s t in need o f m e n t a l resurrection: therefore, t h e y w i l l be resurrected first. Furthermore, w e believe w e are t h e people o f God's choice, as i t has been w r i t t e n , t h a t G o d w o u l d choose t h e rejected a n d t h e despised. W e can f i n d n o other persons f i t t i n g t h i s description in these last days more t h a n the so called Negroes in America. W e believe i n the resurrection o f t h e righteous. 6. W E BELIEVE i n t h e j u d g m e n t : w e believe this first j u d g m e n t w i l l take place as God revealed, in A m e r i c a . . . 7. W E BELIEVE t h i s i s t h e t i m e i n h i s t o r y f o r t h e

separation o f the so -called Negroes and the so -called w h i t e Americans. W e believe t h e black m a n should be freed i n name as w e l l as in fact. By this w e m e a n that he should be freed f r o m t h e names imposed upon h i m by his f o r m e r slave masters. N a m e s w h i c h identified h i m a s being t h e slave master's slave. W e believe t h a t if w e are free indeed, w e should go i n our o w n people's n a m e s — t h e black peoples of the earth. 8. W E BELIEVE in justice f o r all, w h e t h e r in God or not; w e believe a s others, that w e are due equal justice as h u m a n beings. W e believe in e q u a l i t y - — a s a n a t i o n — o f equals. W e do n o t believe that w e are equal w i t h o u r slave masters i n the s t a t u s o f "freed slaves". W e recognize and respect American citizens as independent peoples and we respect their laws which govern this nation. 9. W E B E L I E V E that the offer of integration is hypocritical and is made by those who are trying to deceive the black peoples into believing that their 400 year-old open enemies of freedom, justice and equality are, all of a sudden, their "friends". Furthermore, we believe that such deception is intended to prevent black people from realizing that the time in history has arrived

for the separation from the whites of this nation.
