Dear Parents, Guardians and Unaccompanied Youth, This McKinney‐Vento booklet has been created just for you! As you make your transition into permanent housing, it is important for you to let the Mount Vernon City School District know about your moves, every time you move! Enclosed you will find a Housing Status Letter from the District Homeless Student Liaison. This letter details the steps that you will need to take to be in compliance with the District’s policies and procedures for continued enrollment and services. Accurate and timely updates on your housing status (shelter, transitional housing, doubled‐up, motel/hotel, car, trailer or campsite, etc.) including your current address, your current phone number and your updated emergency contact persons will help us serve you better. If the District Homeless Student Liaison does not receive this information, it could negatively affect; Continued enrollment Transportation Supportive services Please follow this guide every time you move!

GUIDELINES FOR HOUSING STATUS CHANGES (Please follow this guide every time you move) Dear Parent/Guardian or Unaccompanied Youth, 1. If you have moved into Permanent Housing with a Lease or Deed in your name; Please complete the address update form for each student and attach a copy of your lease or deed, a valid Picture ID, Con Edison or home Telephone Bill. 2. If you are Doubled‐Up, living temporarily with family, friends or relatives; Please complete the address update form for each student and provide us with a copy of your valid Picture ID, a valid Picture ID of the person you are living with, a notarized letter from the person you are living with, a Con Edison bill with the person’s name you are living with, and a copy of lease/deed of the person you are living with. 3. For Unaccompanied Youth; if you have moved out of the home of your parent/s and/or guardian/s; Please complete the address update form and provide us with a copy of your valid Picture ID, a valid Picture ID of the person you are living with, a notarized letter from the person you are living with, a Con Edison bill with the person’s name you are living with, and a copy of lease/deed of the person you are living with. Bring or send these documents to the Mt. Vernon Board of Education Student Services Department or to Dr. Lillian F. Reynolds at Mount Vernon High School, Rm. 268. You can also email these documents to; lreynolds@mtvernoncsd.org. Please submit these documents every time there is a change in your housing status. Any changes in pick‐up or drop‐off locations must be submitted to the Homeless Liaison and the Mount Vernon City School District Transportation Department. If your student attends an afterschool program, and the program is cancelled for that day; you MUST contact the ALL COUNTY Bus Company and the Mount Vernon City School District Transportation Department to inform them of the Alternate Drop‐Off Location.

SANCTUARY The Lower Hudson Valley Runaway and Homeless Youth Shelter Program Westchester & Rockland Emergency Hotline 1‐888‐997‐1583 or 1‐877‐540‐7680
When teens from the Lower Hudson Valley run away from home, are in need of respite services, or otherwise become homeless, The Children’s Village’s Sanctuary program is often the only thing between them and frightening and dangerous nights on the streets. The Sanctuary is the only shelter for youth in the Lower Hudson Valley including Westchester and Rockland Counties, and has been operated by Children’s Village since 1994. The program was expanded in 2003.
Youth from the Lower Hudson Valley age 12 to 17 may access The Sanctuary 24 hours a day, 7 days per week by calling the hotline numbers or being referred by the Street Outreach program, police, guidance counselors, therapists, community leaders, social service agencies, family members, church groups, or other professionals. The Sanctuary is a voluntary short‐term program. Barring unusual circumstances, youth may stay for a maximum of 21 to 30 days depending on the type of services needed. The admission process is simple. It only takes a call to our hotline and a youth’s willingness to be 24
THE CHILDREN’S VILLAGE cont’d. admitted. The Sanctuary is a “Safe Space” for LGBTQ youth and is able to accommodate both males and females. The program provides food, shelter, clothing, skills assessment, counseling, medical care, preventive respite and aftercare services to help young people in crisis take control of their lives. The most common reason for a youth to request admission to The Sanctuary is that they have had a conflict with their parent(s) or guardian(s). A youth’s average length of stay is 9‐10 days and they remain in the custody of their guardian(s) at all times. While at The Sanctuary, they are transported round‐ trip to their school. Approximately 90% of the youth admitted to The Sanctuary return to their parent or guardian with supportive services from the community. Staff is here 24 hours a day, seven days a week to work with the youth and families who request our services.
LIFE’S BRIDGES SUPPORTIVE HOUSING A Safe Home to Learn Independence To ensure that we are meeting the needs of youth (unaccompanied youth) with no other resources at their disposal, each youth is screened to determine if there is a possibility of a return home or into an alternate living arrangement with a relative. Youth are also screened to ensure that they are appropriate candidates for the program according to the criteria: • The youth is 16‐21 years old • is willing to refrain from use of alcohol and drugs • is able to accept and understand house rules and guidelines • can benefit from a supportive environment without constant supervision • will participate in case planning with staff
Young people in the supervised living apartments receive life‐skills training; health education and care; HIV/AIDS education, prevention, and counseling; substance abuse counseling and treatment; and educational, psychological, and vocational counseling. With counselors, youth work on short‐term and long‐term planning to help them advance their educations in meaningful ways. The youth are provided with employment readiness, conflict resolution, and social skills workshops. Participating youth receive transportation for em‐ ployment, education, and medical and counseling appointments.

Family Ties is a network of family‐sponsored mutual support groups for families with children and adolescents who have special emotional or behavioral needs. Peer support groups, parent skills training, parent information services, and special family recreational events are provided.

OUTPATIENT MENTAL HEALTH TREATMENT SERVICES Separate Partial Hospitalization Programs for Children, Adolescents, and Adults, located on the Grounds of Four Winds Hospital include 24 hour crisis intervention, on‐site school for children and adolescents and full day scheduling in these intensive, highly structured program alternatives to inpatient treatment.

This program provides permanent housing while case managers teach each participant skills needed to maintain independent living. Each individual pays a third of their income in rent and have easy access to whatever assistance they need to achieve independence.

RENTAL ASSISTANCE PROGRAM 914‐613‐0700 Administered through Westchester County Department of Community Mental Health, the program combines support services provided by a housing case manager and a rental assistance subsidy. Assists homeless individuals or families with a history of mental illness and/or recovering from substance abuse, and who may be living with HIV/AIDS. Each participant is assisted in relocating to an affordable housing unit and in developing self‐sufficiency skills. Ongoing case management is provided. Each individual pays 30% of their income towards rent.

MOUNT VERNON YOUTH BUREAU Summer Entrepreneurship Academy A partnership with the Westchester Community College Foundation, the Westchester Community College Mount Vernon Extension Center and the National Foundation for Teaching Entrepreneurship, Inc., High school students are equipped with the knowledge, skills and abilities that are needed to develop a small business. This unique program introduced youth, ages 15‐17, to the basic principles of planning and managing a business, while exposing them to the college environment. Mount Vernon United Tenants (MVUT) is a grassroots, community‐based organization that has been providing principled and effective tenant assistance for over 30 years. As the only funded and staffed Tenants Association in Westchester County, NY, MVUT is essential for protecting and extending tenants’ rights.
Homelessness Prevention Program (HPP): MVUT provides intensive case management services for tenants at‐risk of eviction. Services include assistance in securing rent arrears; landlord/tenant mediation and negotiation; preparation of meritorious defenses for court cases; assistance in filing Order(s) to Show Cause (OSC); collaboration and cooperation with Legal Services of the Hudson Valley. In addition to eviction prevention services, our intensive case management services help tenants with hundreds of various other landlord/tenant issues.

DOMESTIC VIOLENCE EDUCATION & PREVENTION PROGRAM The shelter is open 7 days a week. Residential and community based service for women, teens, and children affected by domestic violence and abuse in other relationships. Services include support groups, individual support, legal assistance, and advocacy. The Domestic Violence Education and Prevention (DVEP) Program provides presentations, group and individual support for teens, primarily within the middle and senior high school. DVEP offers supportive counseling for teens (ages 12‐18) who have experienced dating violence or witnessed domestic violence in the home. Additionally, specialized services are available for LGBTQ teens that are living with or existing violent dating relationships.
