It amazes me that there are still real estate agents out there that don’t seem to get that being completely honest with a home seller may be hard, but it’s the right thing to do. Not long ago, I heard from someone who had been trying to sell their Lansing home for a long time with no success. They asked me to take a look at the house and give my opinion on pricing it for today’s market. When I visited the home, I found several items of deferred maintenance that would keep the house from attracting the most qualified buyers, especially the FHA and VA buyers that are making up the majority of home sales in our area. There were lots of little things to do and it’s my practice to let sellers know about everything that could be improved, explain why they need to be improved and recommend the most critical things to be addressed before a house goes on the market.
Sometimes, this means that I don’t get the listing, but I wouldn’t be doing my job if I didn’t address the overall condition of a home. Most owners are open to doing the things that are needed, but there are always those who have a “take it or leave it” approach about the condition of their home, even when just a little time and money can put them into a higher price range. In my opinion, the house needs to shine from the first day on the market. I gave them a list of repairs and improvements that I thought
Ruth Johnson Colvin Selected as Recipient of 2023 Illinois Community College Trustees Association Distinguished Alumnus Award
Ruth Johnson Colvin, a graduate of South Suburban College (SSC), formerly known as Thornton Junior College (TJC), was selected as the 2023 recipient of the Illinois Community College Trustees Association (ICCTA) Distinguished Alumnus Award. Johnson Colvin attended the College from 1934 to 1936. This centenarian (born in Chicago, Illinois, on December 16, 1916) has trailblazed a unique path in her field and is commonly referred to as the mother of Adult Literacy.
SSC President Dr. Lynette D. Stokes attended the ICCTA annual awards banquet at the Bloomington-Normal Marriott Hotel and Conference Center on Friday, June 2, 2023. “It is an honor to accept this recognition on behalf of an extraordinary alumna who has dedicated her life to serving her community, this country, and the world at large through her literacy efforts,” Stokes remarked. “Her unwavering dedication to her passion for helping others is truly inspiring.” While Johnson Colvin could not attend the awards banquet, she did send brief remarks about receiving the award, “As you know, Chicago, Illinois, was my childhood home, so I was honored to be given such an outstanding award from the ICCTA. A big thanks, and I hope to help all to be able to read and write. I believe being literate is most important. “
Upon earning an associate’s degree, Johnson Colvin studied at Moser Business College and Northwestern University before earning a bachelor’s degree in 1959 from Syracuse University. After reading about the illiteracy rate of citizens living in Syracuse, New York (NY) during the 1961 Census Data Report, Johnson Colvin became an agent of change and launched Literacy Volunteers of America (LVA) in 1962. In 2002, LVA merged with Laubach Literacy International and became ProLiteracy Worldwide. This non-profit organization has served more than 300,000 adult learners.
Johnson Colvin’s early literacy work aided in recruiting volunteers to be trained as tutors to teach the illiterate population. Her undertaking produced partnerships with various colleges and organizations worldwide in training to eradicate illiteracy. Her curriculum encouraged the autonomy of adult learners while building a profile based on the individual needs of each learner.

Former President Ronald Regan acknowledged the efforts of Johnson Colvin’s advocacy for literacy as she earned the President’s Volunteer Action Award in 1987. She was also inducted into the Women’s Hall of Fame in 1993 and received the Presidential Medal of Freedom from former President George W. Bush 13 years later. The former President noted, “Ruth Colvin is a person of intelligence, vision, and heart. And she has earned the gratitude of many and the admiration of us all.”

We appreciate your frankness…” It is our job as Realtors to promote our clients best interests and appealing to the broadest market is definitely in their best interest. Also, if there are issues that are going to keep a house from selling quickly or at the listing price, it’s the job of the agent to counsel the sellers in advance about how those issues may affect their ability to sell. Don’t get me wrong. I don’t like to be the person who tells someone that their house needs to be cleaned or de-cluttered or deodorized. But I also don’t want to be that agent that isn’t honest with a seller. When you are choosing a Realtor, make your selection based on more than just what price they are willing to list your home at or the commission they are charging. Find an agent who is realistic and candid about what you need to know before putting your house on the market.

While Johnson Colvin’s work began in NY, her literacy efforts have expanded internationally. She worked to eradicate illiteracy from more than 26 developing countries during her travels to train others and spearhead grassroots ventures focused on literacy education. Her passion for literacy is also evident through her publication of tutoring books and the pedagogical teachings of English to adult learners.
Currently, Tutor 8, one of 15 books authored by Johnson Colvin, is used in the Adult Education department at South Suburban College. “Ruth’s Tutor curriculum has shaped how volunteer literacy programs are run nationwide for decades,” stated Dr. Matthew Beasland, SSC
“I met my husband, Bob Colvin, while attending TJC, who was the love of my life,” Johnson Colvin remarked. “My time at TJC was an excellent two years, I had outstanding teachers, and while attending community college, I developed a passion for wanting more. I’ll always remember the community college experience.”

True Christianity does not pit personal faith against a public care for mercy and justice. True Christianity does not abuse Scripture to justify evil. Many of Equiano’s colaborers in the cause shared his living faith. The power of Christ in them also drove them forward in the cause of freedom.

Pritzker set to consider signing more than 500 bills in the next three months

SPRINGFIELD – Illinois lawmakers passed 566 bills through both chambers of the General Assembly in the recently concluded legislative session – all but one of them in May.
It sets the table for an approximate threemonth bill-signing season for Gov. JB Pritzker. That’s because the state’s constitution gives legislative leaders 30 days from a bill’s passage to send it to the governor, who then has 60 days to sign or veto it.
If the governor takes no action in that time frame, the bill would become law automatically. Historically, the legislature has sent bills to the governor in batches, allowing his staff ample time to review the proposals.
Below are some of the bills that Pritzker will consider signing in the coming months.
Noncitizen licenses: A measure backed by Democratic Secretary of State Alexi Giannoulias would allow residents of Illinois to obtain a standard driver’s license, rather than the “temporary visitor driver’s license” that is currently allowed under law. An applicant would be required to show their U.S. immigration documentation or, if they don’t have that, a passport or consular card. They would also have to prove they have car insurance.
A standard license can be used as identification, whereas a TVDL cannot. Advocates said that has made tasks such as buying alcohol or picking up a prescription challenging for many TVDL holders. Under House Bill 3882, noncitizens would still be ineligible to receive a federal Real ID certified license.
According to the secretary of state’s office, more than 300,000 people currently have a TVDL. Those would still be valid until their expiration date, but the state would not issue any new ones.
It passed the House 67-35 and the Senate 33-18.
Noncitizen law enforcement: House Bill 3751 provides that noncitizens can become law enforcement officers in Illinois if they’re authorized by federal law to work in the country or if action on their immigration status has been deferred under the federal Deferred Action for Childhood Arrivals process.
Those individuals must meet all other state qualifications for being in law enforcement and must be authorized to possess a firearm under federal law.
The measure passed 37-20 in the Senate and 100-7 in the House.
License plate readers: Another measure backed by Giannoulias would prohibit any “user” of an automated license plate reader from sharing data collected by the device with out-of-state law enforcement officers who are investigating activities related to abortion care
or someone’s immigration status.
Prior to sharing any data, an ALPR user – which includes law-enforcement agencies and other entities if they share the data with law enforcement – would first need a written declaration that the law enforcement agency would not use the data contrary to the bill’s language. If no such declaration exists, the user would be prohibited from sharing the data.
House Bill 3326 passed 39-15 in the Senate and 69-34 in the House.
Native American repatriation: House Bill 3413 would streamline the process through which Illinois returns Native American remains and materials to their communities. In part, it would create a procedure in which the Illinois Department of Natural Resources would consult with affiliated tribal nations when returning remains.
The measure was spurred by reporting from ProPublica which showed the Illinois State Museum has the second-largest collection of unrepatriated Native American remains in the U.S. As of 2022, the state museum had only returned 2 percent of the 7,700 remains it reported to the U.S. government.
HB 3413 allows IDNR to establish burial sites for Native American human remains and other artifacts that are closed to the public and protected by the state.
Additionally, it creates a fund in the state treasury that would be paid into by violators of the act and subject to appropriation to cover costs including reinterment, repatriation, repair or restoration of human remains.
It passed both houses unanimously. One lawmaker voted “present” in the House.
Probation drug testing: Senate Bill 1886 would limit the circumstances under which a judge could order a person to refrain from cannabis and alcohol use and submit to testing while on probation. A judge could still mandate testing if the person is under 21 or was sentenced for an offense that included use of an “intoxicating compound.”
Testing could also still be required if the person is in problem-solving court or if the person has undergone a clinical assessment that includes alcohol or cannabis testing. Courts could also still require a person to abstain from cannabis and alcohol for 30 days between sentencing and the person’s participation in a clinical assessment.
The measure would also prohibit a court from banning cannabis use if it is prescribed by a medical professional and from assessing fees for mandatory drug or alcohol testing if the person is indigent as defined in state law.
It passed 75-40 in the House and 31-18 in the Senate.
Child influencers: Senate Bill 1782 aims to protect “child influencers” who are under the age of 16 and featured in at least 30 percent
of money-making internet videos, or vlogs, published by a family member in a 30-day period.
Vloggers who feature children under the age of 16 would be required to keep records of the children’s inclusion in vlogs, proof of age and other documents. If they don’t, the child would have a right to sue in civil court.
If the vlog reaches a platform’s moneymaking threshold or generates at least 10 cents per view, the vlogger would be required to put a percentage of earnings into a trust fund for the child that is equal to half of the percentage of content that features the child. Percentages differ if multiple children are featured.
It passed the House 98-17 and the Senate 57-0.
Hotel worker protections: House Bill 2220 would give hotel managers greater authority to remove disruptive visitors from their premises. That includes individuals who refuse to pay, threaten employees, violate laws or posted hotel rules, or use “verbally abusive language.”
The hotel industry pushed for the changes, which also state the removed guest must be refunded for unused portions of their stay. It also states the language can’t be used to evict long-term residents or if the area is under a severe weather warning. It also may not be used to discriminate against a guest based on characteristics protected under federal, state or local law.
Hotel managers would be allowed to refuse accommodation to anyone who destroys or threatens to destroy hotel property or who is on the premises for the purpose of providing alcohol to an underage person or possessing a controlled substance.
It passed 108-3 in the House and 51-2 in the Senate.
Full-day kindergarten: House Bill 2396 would require Illinois elementary and unit public school districts to offer full-day kindergarten by the 2027-2028 school year. After that time, offering half-day kindergarten would be optional. Some districts would be able to apply for a two-year waiver based on their level of state funding.
The measure would also create a task force to study the number of districts offering kindergarten, the number of students enrolled and several other factors. The task force is to be named by October, with an interim report due to lawmakers by June 30, 2024, and a final report by Jan. 31, 2025.
It passed 52-1 in the Senate and 85-24 in the House.
New state flag commission: Senate Bill 1818 –numbered for the year Illinois entered the union – would create a commission to consider new state flag designs and make recommendations to the General Assembly as to whether the current flag should be replaced.
Members would be appointed by the governor and legislative leaders of both parties,
as well as the secretary of state, the state board of education and the state museum. They would be unpaid other than a per diem reimbursement.
The commission would set “guiding principles” for a new flag, raise awareness for the effort and create a submission process for new designs. By Sept. 1, 2024, they would select 10 of those designs, and by Dec. 3, 2024, they would report to lawmakers with their recommendations.
It passed 39-16 in the Senate and 72-40 in the House.
Teacher licensure: Senate Bill 1488 will temporarily suspend and create a task force to review one of the tests prospective teachers must pass to be licensed in Illinois. The test is known as the Teacher Performance Assessment, or “edTPA,” which would be suspended through Aug. 31, 2025, under the measure.
The edTPA is a performance-based assessment that requires applicants to submit a portfolio including lesson plans and tests they’ve administered while student teaching, along with examples of student work and other material. The portfolios are scored by outside teachers and teacher educators. It has been a requirement in Illinois since 2015 but was temporarily stalled by Pritzker’s executive orders related to the COVID-19 pandemic, which expired May 11.
SB 1488 would also establish a task force to evaluate teacher performance assessment systems and make recommendations to the State Board of Education and the General Assembly by Aug. 1, 2024.
It passed the House 84-19 and the Senate 552. School district cash reserves: Senate Bill 1994, which passed both chambers unanimously, would require school districts to report their annual cash reserves and average three-year operating expenditures to the state. When reserves exceed 2.5 times the average threeyear expenditures, the school district would be required to file a plan to the state board detailing how they plan to spend reserves down to 2.5 times their average expenditures or less.
Districts would not be required to spend reserves, but only to submit the plan detailing how they intend to do so over three years.

Cook County State’s Attorney Kim Foxx Names Donyelle Gray as Director of Diversity, Equity, and Inclusion
State’s Attorney Kim Foxx announced today the appointment of Donyelle Gray as the Cook County State’s Attorney’s Office (CCSAO) Director of Diversity, Equity, and Inclusion (DEI).
“Donyelle’s appointment underscores our dedication to creating a workforce that reflects the diverse communities we serve,” said State’s Attorney Foxx. “It also signifies the office’s commitment to examining how we as a prosecutor’s office can strive for a fairer criminal justice system.”
As Director of Diversity, Equity, and Inclusion, Donyelle will work closely with the Executive Team, Human Resources, and Employee Resource Groups (ERGs), to create an even more inclusive work culture, help attract, recruit, and retain a diverse workforce, and advance policy for a more equitable criminal justice system.
For the past five years, Donyelle has served as the Office’s Equal Employment Opportunity (EEO) Officer, where she fostered a discrimination-free workplace and provided support and guidance on issues of discrimination. Before joining the CCSAO in 2018, Donyelle spent over a decade with the Illinois Human Rights Commission.
“I am excited to have the opportunity to advance our work in creating an inclusive and equitable culture,” said Donyelle Gray. “Investing in diversity, equity, and inclusion initiatives is not just the right thing to do, but a requirement towards meeting our mission of doing justice in the pursuit of thriving, healthy, and safe communities.”

NEED FOR REST AND RELAXATION

After a long week of work, for many, 40 to 60 plus work hours including commuting to go home and work more. There is constantly additional work at home including cleaning, shopping, paying bills, lawn care, car repairs, errands, etc. In modern society, the demands of work and daily responsibility leave little time for rest and relaxation. We seem to be constantly working without a break for rest. God was a role model emphasizing the need for rest from His work as noted in Genesis 2:2 “And on the seventh day God finished his work that he had done, and he rested on the seventh day from all his work that he had done” ESV.
Rest and relaxation are necessary and essential for the restoration of your mind, body, and spirit. It allows us to recharge and rejuvenate. It contributes to improvement in overall health and creates balance in our lives. Rest is not a luxury, it’s a necessity that positively impacts us. There are several ways to create opportunities to include rest despite a busy schedule.
First, prioritize practicing self-care and allocate time specifically for activities that will rejuvenate and restore you. Review activities that you find enjoyment with such as engaging in a hobby, reading a book, or gardening. It could be as simple as pampering oneself, taking a relaxing bath, taking a short nap, having a massage, or on weekends staying in bed an extra hour. Establishing a restorative sleep pattern can help you feel refreshed. Spending quality time with loved ones, being in nature, or finding ways to laugh can bring joy and restorative aspects to your health.
Second, delegating help and seeking support from family, friends or hiring professional services such as grocery shoppers, housekeepers, or babysitters. If you can delegate some chores this will allow additional time for you to rest. You can barter activities with family and friends to share the extra workload. It can become overwhelming if you attempt to complete everything on your own.
Jesus enlisted the help of disciples to reach others with the good. He also set time aside for quiet solitude for prayer.
Third, learning to set appropriate boundaries is necessary to limit saying yes to additional commitments that can overwhelm your schedule. It’s hard as a parent or friend to say “no” to someone in need or come to you for assistance. Setting boundaries in your professional and personal life will help you avoid overcommitting and overextending yourself. Constantly overextending yourself will lead to burnout. Communicate what you can and cannot take on, without feeling the need to justify yourself. Manage your time more effectively by creating a schedule with a dedicated time set for rest and sticking to it. This indicates that you value yourself and your well-being.
Lastly, allocate time for spiritual prayer to restore your spirit and soul. Your mind needs to have quiet and rest for restorative value. Prayer contributes to relaxation by increasing your trust, belief, and faith in God by providing comfort and assurance in your life. Rest and seeking solace help us find peace. Engaging in prayer and meditation fosters a deeper connection with God. Prayer allows us to share our joys, sorrows, and concerns to gain a release of the extra mental weight we carry throughout the week. Prayer provides the opportunities to express gratitude, offer praise and worship, to bring a sense of peace and contentment. When we spend time in prayer we obtain clarity, direction, and tranquility knowing that were not alone and that God is with us.
Rest and relaxation are necessary for restorative power to rejuvenate our lives to prevent burnout. There are several ways to add time for rest in a busy schedule. Special needs trust could ease families’ stress

If you have a family member with special needs, you might face emotional and physical issues, but you also may be concerned about maximizing the financial support your loved one requires. Consequently, you may want to consider establishing a special needs trust.
This type of trust can help maintain the financial security and lifestyle of an individual with special needs. Furthermore, a special needs trust can allow the trust’s beneficiary to receive financial support for supplemental needs without losing public benefits, such as Supplemental Security Income (SSI) and Medicaid.
Here’s how it works: You, as the trust’s grantor, establish the trust and name a trustee who is responsible for managing the trust. You can fund the trust with gifts throughout your lifetime or from other sources, such as inheritances or court settlements. But another popular funding mechanism is life insurance, which the trust can purchase on the life of one or both parents of a special-needs child. And as long as the trust is also named the beneficiary of the policy, government benefits will be protected.
In a special needs trust, the role of trustee is important. A trustee must manage the funds within the trust and ensure those funds are used only to supplement SSI and Medicaid, the government programs that typically pay for food, housing and medicine. Instead, a special needs trust can be used for most other expenses, including transportation and travel, education, entertainment, professional services and personal items.
You could serve as trustee yourself or choose a relative or a trusted friend. Ideally, you want someone who’s familiar with your wishes and the needs of your family member with disabilities and who is also competent at managing finances and staying current on SSI and Medicaid regulations.
As an alternative, you could hire a
professional trust company to manage your special needs trust. This type of company has expertise in asset management and government regulations and can provide you with strict recordkeeping of all the financial transactions associated with your trust. If you go this route, you’ll want to compare different trust companies’ costs and services. For such a personal matter as administering a trust for your special-needs family member, you’ll want to be sure you’re comfortable with whatever company you select.
Also, you’ll want to be familiar with some of the possible areas of concern regarding special needs trusts. For one thing, because the trustee totally controls when and how funds are distributed, beneficiaries can get frustrated if their requests for money are denied. Additionally, while third-party special needs trusts are funded by someone other than the beneficiary, first-party special needs trusts are funded by the beneficiary’s own assets — and for these first-party special needs trusts, the trust must typically pay back Medicaid for money it has spent on the beneficiary’s behalf after the death of the beneficiary. This repayment could deplete the trust, depriving secondary beneficiaries of any assets they might otherwise receive. Third-party special needs trusts do not require Medicaid repayment.
Consult with a legal professional before establishing a special needs trust to ensure this arrangement is appropriate for your family’s situation. But if it is, and if it’s managed properly, it can relieve you of some of the stress you may feel over the future of your loved one with special needs.

Kristy Yu, DVM, has been appointed as Clinic Associate Veterinarian at Humane Indiana (HI).
Yu relocated from Henderson, Nevada to work with HI. She previously served as an Associate Veterinarian in Nevada and Texas, and has expertise in not just domestic pets, but also wildlife.

In 2022, some of our clients started getting bills for $900 from ambulance companies that did not take anyone to a hospital. It used to be that if a senior citizen fell and no one was around to help the senior get back up, an ambulance would be called, help the senior get up, and leave without generating a bill. It was a community service that the ambulance companies did to win a contract with a local government to provide ambulance service in a community.
But not now! Someone helped change the law. Now, seniors are being charged $900 whenever an ambulance is called but no one is taken to a hospital. The chief of a fire department was the first one to explain this to me. He thought it was a change in federal law. I’m not sure about that.
I think that charging a fee of $200 or $300 for a call to an ambulance that does not result in transportation to a hospital MIGHT be reasonable. I’d want ambulance companies to open their books for inspection to justify that. But a charge of $900 for such an ambulance call is just outrageous.
I am so busy fighting mistakes in the
Medicare system for our clients that I don’t have lots of time to devote to researching how the law was changed, who “pushed” the change, and who voted for the change. So, I’m asking for some help.
If you really know who “pushed” the change and who voted for the change, please give me the information and the proof. I want to inform senior citizens about who “pushed” for the change and who voted for the change. I want to have and understand the truth of the matter so that I can inform senior citizens well and accurately. I don’t want to make a mistake and falsely accuse anyone.
