The Center for Hard to Recycle Materials at South Suburban College Calling All Residents for Households Recyclables
Cook County and South Suburban College (SSC) partnered in April 2023 to establish a grant-funded Center for Hard to Recycle Materials (CHaRM) on the SSC Main Campus in South Holland, IL. This innovative facility provides area residents, businesses, and organizations with a dedicated recycling drop-off point, effectively diverting millions of pounds of waste and hard-to-recycle items from local landfills and water systems. Since its opening on April 22, the CHaRM center has processed 36,804 lbs. of materials.
“The CHaRM is one of the first in Illinois and a unique opportunity for Cook County residents to drop off hard-to-recycle and expensive-to-recycle goods at no charge,” said Terry R. Wells, SSC Chairman of the Board of Trustees. “We need the Southland to recommit to recycling and understand this is not just about televisions and electronics, but anything in your house.”
Residents are encouraged to take advantage of the CHaRM center’s operating hours as follows:
* Tuesdays from 7 a.m. to 12 noon.
* Thursdays from 2 p.m. to 7 p.m.
* 2nd Saturday of every month from 9 a.m. to 3 p.m.
The CHaRM center accepts a wide range of items for recycling, including clothing, furniture, e-waste, glass, metal, paper, plastic, small appliances, Styrofoam, and textiles.

Air pollution rule change to move forward, preventing sanctions from federal government

SPRINGFIELD – A proposed change in state air pollution regulations will move forward despite an objection from a legislative oversight committee, allowing the state to avoid federal sanctions that otherwise would go into effect next month.
The change, which came from the Illinois Pollution Control Board and the Illinois Environmental Protection Agency, repeals existing language that allowed factories, refineries, power plants and other facilities to exceed their emission limits during shutdowns, startups, and malfunctions.
The previous rules also gave the owners of those facilities a certain level of immunity from civil lawsuits for exceeding their emission limits during those events.
The change was necessary because of recent court decisions that prompted the U.S. EPA to change its interpretation of the federal Clean Air Act, a program that is largely administered and enforced by state and local governments.
Illinois was first informed about that change in 2015 and was told, along with many other state and local governments, to repeal those regulations and submit new state implementation plans, or SIPs. Illinois did not immediately act on that notice, however, and two years later, the then-new Trump administration put the change on hold.
The Trump administration issued new guidance in 2020 saying such provisions were permissible in some circumstances, but when Democrat Joe Biden came into office in 2021, his EPA administrators reversed course again. In January 2022, Illinois was told for a second time to submit a new SIP.
That notice, known as an “SIP call,” became effective Feb. 11, 2022. From that date, Illinois and other jurisdictions subject to the SIP call had 18 months to come into compliance before the first set of sanctions would take effect – drastically stricter emission limits on new or significantly altered facilities.

On July 19, 2023, a client from brought a medical bill for me to check. The client is from Porter County, Indiana.
He bought a policy with which I was not familiar. When he met with our agent Moe Qader, Moe asked him about what kind of health problems he was likely to have and how much he could afford. Moe DID NOT just recommend any policy. He learned about the client and his needs before recommending a policy.
I had helped this client with medical bill problems in the past. He told me that he brought the bill for $1,850 to have me check it before he paid any of it.
With the client present, I phoned the agent Moe Qader because he was more familiar with the policy and how it worked than I was. I wanted accurate information to help the client.
The bill was correct. The client got a policy that has deductibles, co-pays, and out of network charges. But the bill for $1,850 was just a co-pay of $370 per day for five days in the hospital. That was the amount he owed with the policy that he bought.
If you ask me, the client made out like a bandit. The total bill was for $135,670.80. The credit adjustments reduced the bill by $126,749.50. His insurance company paid $7,071.30. He owed only $1,850. He was in the hospital for five days.
I’m proud of Moe Qader for listening to the client and helping the client select a policy that really helped the client. Oh, I forgot to tell you something. The monthly premium for the health insurance policy that Moe recommended to the client was only $24 per month. We can’t always guess the best policy for the client. But our agents are good and they do their best to make an educated guess about which choices seem to be the best for the client.

Question: My wife and I are purchasing a condo. We were scheduled to close a day after the sellers, but were unable to because the lender did not complete the loan docs. However, the sellers turned the gas and electricity off the day we were scheduled to close. The utilities were off for several days. The broker told us the sellers did not have to leave the utilities on after we did our final “walk-through?” Do you agree?
Answer: When you buy a property it must be delivered to you at closing in substantially the same condition as it was on the day the offer was accepted, perhaps 30 to 60 days earlier.
It’s common for closing dates to change. For sellers, the best approach is to keep utilities on until title actually changes hands because the cost of utilities for a few additional days is minimal and the potential for damage in some climates can be large.
After 24 months of noncompliance, the state’s access to federal highway funding would have been tightly restricted.
The process by which the state agencies proposed the changes, however, upset many industrial firms as well as lawmakers on the Joint Committee on Administrative Rules, or JCAR, a 12-member bipartisan body that has oversight authority on administrative rules.
That’s because even though the agencies were told in January 2022 that they needed to make the change, they did not officially publish the rule change until November of that year, forcing them to use a “fast-track” approval process that greatly limited the time allowed for public comment and negotiations.
JCAR considered the proposed rule change at its monthly meeting in June but postponed the rulemaking for 45 days to give the regulated industries more time to discuss the issue with lawmakers, the agencies and U.S. EPA.
Meeting again Tuesday in Chicago, the committee voted to issue a formal objection to the rule change based on the agencies’ use of the fasttrack approval process. That does not stop the rule change from going into effect, but it does require the agencies to submit a response within 90 days.
“Recognizing that while we can’t go back and address what’s already occurred, we are going to ensure that the steps are in place so that the next time there is a rule like this – which there will be because of the nature of our federal implemented programs – that we have a structure that doesn’t lend itself to that the type of concerns that brought us here last month,” IEPA deputy director James Jennings said in response to lawmakers’ questions at the hearing.

of discontinued utilities then you should ask an attorney to review the matter. Also, be sure to test all appliances and systems at the pre-settlement walk-through. If the utilities are not on you have no way to know if appliances and systems work or if something is leaking.
In this situation it may be prudent to require the establishment of an escrow fund at closing, money that will not be released to the seller until all systems and appliances can be tested and shown to be in working order.

Who are you?
Easy question, right? You’re James, or Jasmine, or whatever your name is.
But is that your identity? Is your whole personhood wrapped up only in the name on your birth certificate? Of course not.
Maybe you can trace your lineage back centuries to Senegal or Spain. And that’s certainly an important part of you, but it doesn’t fully explain who you are today as you read this.
Your vocation and work are very much linked to you as a person, but does it define your identity? Aren’t you more than what you do every day?
Some people talk about gender identity and sexual orientation in terms that imply those things constitute who we are. But your sexuality is simply a way to describe the type of person you’re attracted to. And your gender describes the way you think about yourself and those around you. Neither of them capture the root of your identity.
Your family is closer to the mark. Because if, God forbid, your family were taken from you, a huge part of your identity would be taken as well. But not all of it.
The answer to who you are is not wrapped up in anything on this earth. It’s founded entirely upon God. The God who created you has linked your identity inseparably to Himself. Being God’s child, saved by the death and resurrection of Jesus Christ, is the only thing that remains after we’ve peeled away the layers of who we are. Your relationship with your Savior is the only solid rock that your identity can stand upon.
There are only two answers, then, to the question “who are you?” The first is “I’m a child of the world” and the second is, “I’m a child of God.” What’s your answer?

REUNION: The drive from Tullahoma, Tennessee to Grant Park, Illinois was definitely worth it according to the ladies here. Cousins Stephanie and Samantha Ducat and Mom Valerie Ducat along with Tina, Julie Anna, Jennifer, and Sydney Leigh Minton and the girls’ maternal grandmother Ruby (Tuesday) Davis gathered together last week for a family gathering that took them to pizza places far and near as the gals savored the delicious pies in all their differences. A great Chicago style pizza is pretty had to find in the south, as Val can attest to. So, on this trip to Grant Park the gals made sure that Aurelios was top of the list, with Pizza Dough next, Domino’s, Nancy’s and more! While up here on holiday the girls planned a trip to the Lincoln Park Zoo and the home of the “Shameless” television sitcom/drama in Chinatown. In between the sightseeing there was pizza, pizza pizza! The only missing link was Alex Minton (Christina’s identical twin) who was on assignment with her new job in Florida—but Alex plans on making the next reunion for sure! ***

“After two years of advocacy and partnership with organizations across the State, despite numerous misinformation campaigns and many other legal challenges, today, the Illinois Supreme Court ruled the Pretrial Fairness Act fully constitutional. Today’s ruling ends the cash bail system, replacing that system with a detention process based on community safety and not

Today’s ruling is a monumental milestone toward achieving equal justice for all in Cook County and Illinois. It is our responsibility to address the historic inequities in our justice system. Everyone deserves a fair shot at justice, regardless of their

POSITION SUMMARY: Under the direction of the Police Records Manager, the Assistant Records Manager is responsible for distributing assignments, checking the work of others to ensure compliance with rules, policies, codes or other requirements, and referring matters that require supervisory intervention to the Police Records Manager. The assistant manager is a lead worker among the police records clerical staff, performing the full domain of clerical duties in support of the Police Department including processing and maintaining documents, correspondence and coding reports; and to provide information and assistance to the public.

JOB RESPONSIBILITIES:
• As a lead worker, distributes work to and checks work completed by police records clerks for compliance with rules, policies, codes or other requirements, and referring matters that require supervisory intervention to the Police Records Manager.
• Compile, enter, record and file a wide variety of police records, reports and materials including memos, letters, reports, complaints, booking information, restraining orders, citations and fingerprint cards.
• Maintain the Department’s warrant system, including research and recall; track and maintain documentation on attempts to serve; access information from the computerized warrant system; send warrants to other agencies upon request; enter information into LEADS system.
• Counts and reconciles monies received for bonds.
• Process, sort, file, copy and distribute crime reports, traffic reports, citations, petitions, and other materials to appropriate personnel; enter data into computer system.
• Maintain a variety of police record filing systems including field interrogations and bicycle registration; prepare and maintain legible, concise and understandable activity logs.
• Codes police and traffic reports. Compile data from records or other information as requested; inform officers of pertinent information as related to other Village departments, other police departments or other agencies.
• Post, record, file and issue receipts to the cashier relating to the collection of various fees.
• Compile and process arrest packages for court filings including jail paperwork, citations, and bails.
• Assist Department personnel and the public in person and by phone including retrieve information and files; mail out requested reports to outside agencies, provide general information regarding Department policies, procedures and regulations.
• Operate a computer terminal and printer to type, enter, modify and retrieve a wide variety of police reports and records, memos, letters and other material.
• Maintain a variety of logs including traffic accident logs and logs of all stolen, recovered, stored, or impounded vehicles.
• Research records and criminal histories for police officers upon request.
• May be subpoenaed into court to address or clarify employee-initiated actions.
• Act as the MSI administrator and oversee Local Court.
• Oversee Background checks and fingerprinting programs.
• Fulfilling Freedom of Information Act Requests (FOIA) as delegated by the records manager.
• Approve reports generated during duty hours.
• Promote and maintain responsive customer service and community relations while responding to citizens’ inquiries and complaints in a courteous, professional and timely manner while assisting customers at the window and on the phone.
• Plan, coordinate, assign and evaluate work for quality, thoroughness and accuracy. Reporting such to the Records Manager.
• Uphold a high level of confidentiality with employees, residents and any other office contacts.
• Maintain a professional demeanor and respectful working relationship with the Mayor, Village Board, Administration and Department Heads.
• Prepare data, correspondence and reports for Bond Drops and Red Light Camera Hearing process.
• Assist in maintaining all computerized police records, service contracts, and quality control customer service surveys.
• Exercise independent judgment to resolve problems involving records staff and/or residents.
• Operate and properly maintain all equipment needed to perform essential job functions and responsibilities listed above.
• Perform other duties as assigned or may be required by the Police Chief, Deputy Police Chief(s) or Records Manager.
• May require working additional shifts as needed to cover part-time vacation, sick or emergency leave.

Barbara Ann (Michalak) Kerstowske, age 87, peacefully passed away in the early hours of Sunday, July 16th at the William J. Riley Memorial Residence hospice care near her home in Dyer, IN. She was born on July 9th, 1936 in Chicago, IL to Clementine (Sowinski) Michalak and Edward Michalak. She attended Immaculate Conception grammar school and was a graduate of St. Peter and Paul High School. She married Elmer W. Kerstowske at Immaculate Conception church in South Chicago on September 21, 1958. She worked at Illinois Bell Telephone Company and later with her husband at Crain Communications in Chicago, IL in the library. Barbara devoted herself to raising her daughters and keeping a pristine home. She enjoyed the freedom of driving and was always willing to help friends and family with errands. She liked bowling, reading, traveling with Elmer, and was an impressive whistler. She loved sweets, especially Gayety’s hot fudge sundaes and Fannie May pixies, and spent lots of time walking in the mall with Elmer or in the neighborhood with her friends. One of her favorite activities was going out for dinner with her husband after mass. Later in life, she devoted her time to supporting her granddaughters and spent countless hours watching tennis matches and theatrical productions. She is preceded in death by her parents, her brother Richard Michalak, and her husband. She is survived by her daughters, Kathleen Kerstowske and Judy (Mark) Swisher, and her granddaughters Mallory (Michael) Kroll and Kate Swisher. The appraised value of a property and the market value are separate but equally important metrics. Two separate terms are often used when discussing the value of a home: The appraised value vs market value. Many homeowners often wonder what the difference is between the two and which one matters most. The truth is, they both play an important role in your real estate transaction. What is the market value of a property? In real estate, the market value is determined by how much prospective buyers are willing to pay for it in the current market. In other words, it’s the same as the purchase price that’s proposed when a buyer submits an offer on the home. Typically, when buyers decide on a proposed sale price for a property, they take the following four factors into consideration: 1. The Asking Price. Usually, buyers will look at your home’s asking price as a starting point for the negotiations. They will then decide to offer a contract price that may be higher or lower based on their overall impression of the property. 2. The competition. For the most part, by the time buyers are ready to submit an offer, they’ve been on a few showings, this means they have seen a few other homes that are currently on the market and are likely similar. When making their offer, they’ll be weighing how your home stacks up to the competition. 3. The Condition. The property’s condition is another big factor in determining the proposed selling price. In buyers’ minds, they’re budgeting how much money they would have to put into the property if they end up buying it. That said, homes that need more TLC are likely to receive lower
proposed purchase prices than homes that are more up-to-date.
4. The Interest in The Property. Our current market has many properties that receive multiple offers and they tend to receive contracts above the list price while some properties sit on the market without experiencing much activity at all. Mortgage companies require appraisals because they want to verify that the property is worth at least the proposed purchase price… They do this in order to make sure they’ll be able to sell off the asset to cover any losses in the event that the buyer defaults on the loan. The appraisal is done by a third-party professional which is licensed or certified in the state. These appraisers are trained to determine your home’s value without showing any bias and must be able to substantiate their determination of value. Simply put, a home’s market value is often more subjective because it is largely based on the buyer’s opinion of the property. The home’s appraised value is very important in our area because it will often be a condition of the buyer’s mortgage approval.

A habit is defined by the Oxford Language Dictionary as “a settled or regular tendency or practice, especially one that is hard to give up”. You develop habits by repeatedly and consistently performing an action or practice until it becomes second nature to you. Developing habits will become skills that you can complete automatically or establish a regular behavioral pattern for the activity.
Habits are quite forming. Whether good or bad, when you master the habit, it will stick with you until you break the habit. Habits play a fundamental role in shaping our daily lives and can have a profound impact on our overall well-being and success. Over time, habits become ingrained in our routines, evolving into skills that we can effortlessly execute or establish as regular patterns of activity.
Forming habits is a transformative journey that empowers individuals to take control of their lives and steer them toward success and fulfillment. Habits shape our daily routines and long-term achievements, defining the trajectory of our personal and professional growth. When you understand the mechanics of habit formation it can enrich your life. Consistent actions have the power for monumental changes that can propel you toward a life of purpose, order, and accomplishment. Three ways to create or strengthen habits in your life are consistency and repetition, creating small micro-habits, and utilizing habit stacking.
1. Consistency and repetition: Being consistent with the repetition of an activity can establish a habit. Phillippa Lally, a psychology researcher, conducted a study that concluded it takes approximately 66 days for a new habit to be established. Choose a specific habit you want to master, then consistently do it every day for a minimum of two months for it to become a routine in your life. It can be simple as choosing to walk for 30 minutes, eat three servings of fruit, or read the bible daily. If you are consistent with the specific
time to practice the habit that will increase the effectiveness of keeping the habit.
2. Creating small Micro-Habits: Start with small habits that are tiny and manageable that require minimal effort. You don’t want to be overwhelmed when first learning to create habits and you want them to be sustainable. Starting with small habits increases the chances of success and reduces discouragement. For example, if you want to read the bible daily, start with one page a day. The more you’re consistent then you can increase the intensity or duration of the habit.
3. Utilizing Habit Stacking: Habit stacking is when you add a new habit you want to create with an existing one. You analyze your current consistent routine and determine where you associate or blend in a new habit with the current. It can be a connected habit or a cue to transition into the habit. For example, if you regularly walk daily, blend in an audiobook to establish the habit of listening to motivational materials or learning a new language.
Forming new habits can be incredibly beneficial for several reasons. They have the potential to significantly improve various aspects of your life in achieving goals and aspirations, increased productivity, better time management, improved physical health and well-being, efficiency and consistency, personal growth, and self-discipline.
Remember that forming habits is a gradual process, and setbacks are normal. It’s essential to acknowledge that change takes time and effort. Small, consistent actions can lead to significant change with perseverance and dedication. Habits allow us to shape our lives into the best version of ourselves. The habits you choose to cultivate, whether good or bad, can shape the course of your life, allowing you to lead a more purposeful life. Help get your teen started with a Roth IRA

To be successful in most endeavors, it’s important to develop good habits — and that’s certainly the case for investors. And the earlier one develops these habits, the better. So, if you have teenagers who may be starting to work at part-time jobs, now may be a great time to introduce them to investing — and one place to begin might be a Roth IRA.
As you may know, a Roth IRA is a popular retirement savings vehicle — its earnings can grow federally tax-free, provided withdrawals aren’t taken until the investor is at least 59½ and has had the account five or more years. But because a Roth IRA is funded with after-tax dollars, contributions can be withdrawn at any time, penalty-free, to pay for any expenses — including college. Roth IRA earnings can also be used to help pay for college, although these withdrawals will be taxable. However, if a child is the account owner, a lower tax bracket will likely apply.
In 2023, up to $6,500 per year can go into your teenager’s Roth IRA, as long as the amount contributed doesn’t exceed the amount of their taxable compensation for the year. And your child doesn’t have to put all the money in — you and the child’s grandparents can also contribute. In fact, you might want to “match” your child’s contributions up to the limit to provide an incentive for them to continue investing in the Roth IRA. Not only will your matching contribution help build the Roth IRA’s assets but it can also instill in your child’s mind the benefit of earning a match – which can prove valuable later on, when your child is in the workforce full time and has a chance to receive an employer’s matching contributions
Your child may well find a job at a local
restaurant or shop, as these businesses have experienced a shortage of workers the past couple of years. But if you have a family business, you can employ your teen to provide income that can go into a Roth IRA. Furthermore, if the business is one parent’s sole proprietorship, or it’s a partnership in which each partner is the parent, the payments for a child younger than 18 are not subject to Social Security and Medicare taxes. As an employee, your child must perform reasonable tasks necessary for the business and be paid reasonable wages — that is, wages comparable to what you’d pay a regular employee for the same work.
But wherever your child’s wages come from, using some of them to help fund a Roth IRA can be a good move. For one thing, it gives you a chance to explain the value of putting time on your side when you invest — simply put, the more years you invest, the greater your chances of accumulating the resources you need to meet your goals. And by helping your teen open a Roth IRA, which holds stocks, mutual funds or virtually any other type of security, you can discuss the different risk/reward characteristics of various types of investments — the kind of basic knowledge that all investors should have.
Once your teen’s first paychecks start coming in, consider bringing up the idea of opening a Roth IRA — you may well be opening the door to a lifetime of consistent and informed investing.
