Habitat for Humanity and South Shore Roller Derby Join Forces to Empower Women Through Women Build Habitat for Humanity and South Shore Roller Derby formed a partnership earlier in the year. South Shore Roller Derby members volunteered their time and skills to assist in the construction of a Habitat for Humanity home in Lake County, Indiana, through Habitat for Humanity of NWI’s Women Build initiative. Women Build focuses on engaging and empowering women to actively construct and rehabilitate affordable housing for families and individuals facing housing insecurity. Through this partnership, South Shore Roller Derby members volunteer their time and skills to help build homes in the community. They also work to raise funds and awareness for Women Build, helping to ensure that everyone has a safe, decent, and affordable place to call home. Mrvan Introduces Legislation to Support Survivors of Domestic Violence Washington, DC – Yesterday, Rep. Frank J. Mrvan introduced H.R. 6097, the Safe Recovery Together Act. The purpose of this legislation is to support survivors by providing collaborative resources to address the adverse effects of domestic violence and create safe, supportive environments for families. Specifically, the Safe Recovery Together Act would institute a federal demonstration grant under the Department of Health and Human Services’ Office of Family Violence Prevention and Services to provide trauma-informed support that reflects the unique circumstances of survivors of domestic violence. This program would address barriers to accessing care that survivors often face when seeking services in their time of need. Congressman Mrvan stated, “I am proud to introduce the Safe Recovery Together Act to address the lasting impacts of domestic violence, including struggles with mental illness, substance use disorder, and housing instability. I look forward to working with my colleagues to pass this legislation and provide support and resources to survivors of domestic violence throughout our communities.” Shenna Morris, Vice President of Policy & Systems Change at the National Resource Center on Domestic Violence, stated, “The National Resource Center on Domestic Violence supports the introduction of the Safe Together Recovery Act. We are particularly appreciative of the bill’s intentionality to create pathways for safe housing and sustainability supports such as direct cash assistance. Understanding the life-span ripple effect of domestic violence, this investment is a solution that addresses the interconnectedness of what survivors need to be safe and heal.” Margaret Mitchell, CEO of YWCA USA, stated, “As the largest network of domestic and sexual violence service providers in the United States, YWCAs have seen an increased need for substance use services within domestic violence programs and for closer partnerships in the community to support survivors and their families. Carole Warshaw, MD, Director of the National Center on Domestic Violence, Trauma, and Mental Health, stated, “Thank you to Rep. Mrvan for his leadership in support survivors of domestic violence and their families by introducing the Safe Recovery Together Act that highlights the substance-use related effects of domestic violence - including abuse specifically targeted towards a partner’s use of substances - and the critical need to support the development, implementation, and evaluation of more integrated, collaborative approaches. by Janice R Newman As the holiday season fast approaches, there are less than nine weeks to the Christmas season. The anticipation and anxiety of gatherings are met with the challenge of budgeting and saving money, while not missing anyone on the list and having ample food. The stores will start stocking their shelves with the latest tempting toys, new cutting-edge gadgets, and holiday apparel shortly after Halloween. It’s all too easy to get caught up in the hype for the holiday and forget about the cost. Budgets are tight with inflation affecting everything from food prices to wages, savings, and spending. However, even if money is tight, there are numerous ways to have a great holiday season without over-stretching your budget. This can occur with early planning, setting realistic budgets, taking advantage of discount or coupon shopping, making homemade presents, and combining presents or dinners. Here are several ways to enjoy the season without compromising your finances. 1. Early Planning: Managing the holiday season effectively starts with early planning. It’s easy to get carried away in the holiday spirit, impulse shopping, and last-minute shopping sprees. You can avoid stress with early planning by creating a list of all anticipated expenses, of gift recipients, meal planning, potential travel, and decorations including tree costs. With your lists, you can start shopping early by taking advantage of sales and early discounts for food and gifts, buying for select people, and not overbuying. 2. Setting Realistic Budgets: Be honest with your financial situation when setting a budget. Determine how much you feel comfortable allocating for the holidays to prevent overspending. Analyze your income, savings, and expected bills. Set dollar amounts for each recipient’s gift. Be responsible by sticking to your budget. It’s so tempting to get caught up in the celebrations and spending. It’s important to remember that the thought and love of the gift is more valuable than the gift. 3. Take Advantage of Discount and Coupon Shopping: Most department

stores like Kohl, JCPenney, and Michaels have coupons or percentages off sale. Utilize cashback offers, loyalty programs, online platform sales, Black Friday and Cyber Monday sales, and app deals to shop for gifts with savings. The discounts offered are often substantial and help you stretch your holiday budget. Some stores will offer additional discounts on clearance items to clear the shelves for new merchandise. Clearance items are an opportunity for significant savings. 4. Making Homemade Presents: Homemade presents are not only an excellent way to save money but also an opportunity to give a unique thoughtful gift with your personal touch. Homemade gifts can be customized for the recipients based on their favorite color, interests, or name personalization. Homemade gifts can consist of baked goods, custom ornaments, clothing, DIY spa kits, coupons, and from your creative hobbies such as crocheting, woodcarving, and jewelry making. 5. Combining Presents or Dinners: Combining funds for a larger gift or sharing dinners can reduce your financial and hosting stress during the holidays. With large families buying gifts for everyone or hosting extravagant dinners can quickly become a financial strain. You can save money by combining presents by buying one large family gift versus individual gifts or splitting the cost with someone. Having a potluck holiday dinner by asking guests to bring a dish can save money, lighten the load, create a wide assortment of delicious dishes, and foster togetherness and shared responsibility. To reduce cost suggest having a Secret Santa gift exchange or gift card exchange instead of buying for everyone. The holiday season is a time for the fruits of the spirit of joy, love, and gratitude, along with togetherness, that should not be hindered by financial strain. You might consider implementing these strategies from early planning and setting realistic budgets, to combining presents and dinners to eliminate stress by not weakening the wallet. Y? Why Not!

My Final Words... & Thank You! MIKE BUDER As I retire my real estate license of 42 years and sign off to my final real estate column, allow me to begin by thanking The Shopper for this platform which has enabled me to share my industry knowledge, periodic opinions and my unedited Christian faith on a weekly basis since 2009. My career began October of 1981 at Santefort Real Estate in Dolton, Illinois. My father (Earl Buder) was my office manager and my mother (Maureen Buder) was an agent in Santefort’s South Holland office. I grew up learning about real estate at the supper table as mom and dad were wonderful parents to me and my two sisters while they slowly built our family name as a top producing real estate brand. As a rookie real estate agent, I broke into the business when mortgage interest rates were hitting their all-time historic highs of 16% to 17%. I went on to join the RE/ MAX franchise in 1986. As the mortgage interest rates came down to single digits in the 1990’s, my own personal production had escalated to levels that were recognized corporately. In January of 1994 I was listed by RE/MAX of Northern Illinois as the top producing RE/MAX agent in the entire region, in 1995 I was presented the RE/ MAX Hall of Fame designation and in 2002 I became a recipient of RE/MAX’s Lifetime Achievement designation. Throughout the

14 years I have been given the privilege to write this weekly real estate advice column, my primary purpose has been to educate consumers on what is normally one of the biggest decisions we make in life. My second goal of the weekly advice was to bring transparency of my industry from a Realtor’s viewpoint. Although I am retiring from retail, real estate sales, please don’t hesitate to contact me (mikebuder@sbcglobal.net) if you need any guidance towards reputable Realtors, Lenders, Appraisers, Inspectors etc... RICHARD ZEKVELD “I pray differently than I used to,” Jorge* informed me at the Cook County Jail. His primary focus in prayer used to be asking God for his felt needs and desires. For a man in jail, such prayers often include requests for a favorable “deal”, verdict, or sentence in the courtroom, for someone to deposit money into his account, for his loved ones back home, or for the ability to go home soon. There is nothing wrong with looking to God to meet our felt needs and to satisfy legitimate desires. In fact, if I were incarcerated, I would probably ask for the same things. When Jorge came to know Jesus as his Savior and Lord, however, core spiritual needs began to rise to the top of his prayer list. He began asking God to help him overcome sinful patterns and perspectives hindering his growth as a man in relationship with God and others. He began to ask God to help him use his time well to pursue growth, spiritual and otherwise. He wants to know Christ and become more like him. Psalm 27:8 (ESV) says, “You have said, ‘Seek my face.’ My heart says to you, ‘Your face, LORD, do I seek’.” Daniel Henderson of Strategic Renewal often says we must seek God’s face, not just his hand. Why? Because God himself is our Greatest Good and Highest Joy. Our greatest need is eternal life in fellowship with God through faith in Jesus Christ and his atoning work for us on the cross. Avoid these investment mistakes SUBMITTED BY PATRICK ZAMKIN We all make mistakes in many areas of life. These mistakes are usually fairly harmless — we took a wrong turn while driving, used the wrong ingredients in a recipe and so on. But sometimes, our mistakes can be costly — especially those connected to investing. Here are some of the most common investment mistakes: • Too much buying and selling – Some people find it exciting to constantly buy and sell investments in the pursuit of big gains. Yet, frequent trading can work against you in a couple of ways. First, it can be expensive — if you’re always buying and selling investments, you could rack up taxes, fees and commissions. Perhaps even more important, though, excessive purchases and sales can make it difficult to follow a unified, cohesive investment strategy. Such a strategy requires, among other things, careful construction and management of an investment portfolio that’s appropriate for your goals, risk tolerance and time horizon. Heavy trading can disrupt this strategy. • Failing to diversify – If you only owned one type of asset, such as growth-oriented stocks, your portfolio could take a hit when the financial markets go through a downturn. But not all investments will respond the same way to the same forces — for example, stocks and bonds can move in different directions at any given time. And that’s why it’s usually a good idea to own a mix of investments, which can include domestic and foreign stocks, bonds, certificates of deposit (CDs) and government securities. Keep in mind, though, that while diversification can help reduce the impact of market volatility, it can’t guarantee profits or protect against losses in a declining market. • Trying to “time” the market – “Buy low and sell high” might be the original piece of investment advice, but it’s pretty hard to follow — because no one can really predict when an investment will reach “low” or

“high” points. Also, trying to “time” the market in this way can lead to bad decisions, such as selling investments whose price has dropped, even if these same investments still have good business fundamentals and strong prospects. • Not understanding what you’re investing in – If you don’t know the nature of investments when you buy them, you could set yourself up for unpleasant surprises. For example, some companies, by the very nature of their business and the type of industry they’re in, may consistently pay dividends to their investors even though their stock prices may only show relatively modest price gains over time. If you bought shares of this stock, thinking it had the potential to achieve quite substantial appreciation, you might end up disappointed. • Making the wrong comparisons – You’re no doubt familiar with some of the most well-known investment benchmarks — the S&P 500, Dow Jones Industrial Average and the Nasdaq Composite. But it might be counterproductive to compare your results against these indexes. If you have a diversified portfolio, you’ll own an array of investments that won’t fit into any single index or benchmark, so you won’t get an apples-to-apples comparison. You’re better off comparing your portfolio’s performance against the only benchmark that really matters — the progress you need to make to help achieve your goals. • Investing will always have its challenges — but you can help make it easier on yourself by staying away from as many mistakes as possible. Complaint to IL Attorney General WOODROW WILCOX On September 15, 2023, I typed a letter for our client to sign so that we could add details to our complaint with the Illinois Attorney General against a doctor, medical firm, and medical billing firm. With some editing to protect the privacy of our client and other parties, here is the letter that I typed for the client. You wrote to me asking for an Explanation of Benefits from either Medicare or the secondary insurance company or both. None is available because the medical firm never filed the claim properly. My insurance agent’s office phoned Medicare for me to request a Medicare Summary Notice about this claim and was told there is no record of such a claim being filed. I believe that a medical firm has 15 months from the date of service to file a claim. After that, the claim is dead and cannot be filed or collected. Enclosed is a copy of the bill dated 01/02/23. Note the entries. The total original charge is $457. They claim to have sent the claim to various parties, but none responded. So, it is likely that none got the claim because it was not properly filed. The medical firm just needed to send the claim to Medicare properly and then Medicare should have crossed over the claim report to the secondary insurer. That would be my Medicare supplement insurance company. To verify that NO SUCH CLAIM WAS EVER FILED by the provider, you will need to phone Medicare and/or my secondary

insurer as we did. The release that I signed and am sending to you with the copy of an info sheet that we used to ask about this will give you what you need to check this – my Medicare ID and my insurance policy ID. Look on the bill to get the name of the doctor, the firm that is billing, the date of service, and other info. The phone number to Medicare is 800-XXX-XXXX and the phone number to my insurance company is 866-XXX-XXXX. The medical billing firm did not follow the rules of Medicare originally and the medical firm is not following the rules of Medicare to file timely or kill the bill. When I and my insurance agent’s office have tried to bring this to their attention, the medical firm and its biller have “given us the run around routine”. The bad business practice of this medical firm and its biller hurts consumers. Please, put a stop to their bad business practices. All the help that I am giving this client is FREE OF CHARGE. Our firm helps all clients with medical billing problems to demonstrate that we really do care about our clients. If your insurance agent or agency does not give this high level of customer service, why not switch to our insurance agency? Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We have an accepted contract to purchase a home. When we made our offer, there was an attractive concrete walkway in the front yard. Since then, the sellers hired a contractor to inspect the septic tank. The contractor had to cut out two sections of the walkway, but when he replaced the pieces, he set them in a way that is uneven, unsightly, and could cause someone to trip. Now the sellers and their agent say it is up to us to replace the damaged pavement because temporary removal was required to meet the terms of the sale. Do we really have to fix this ourselves, or is it the responsibility of the sellers? Answer: Nothing surprises us anymore, especially where common sense should prevail. The sellers and their agent are entirely out of bounds. You made an offer to purchase a property in the condition that existed when it was marketed. Since the offer was accepted, that condition was adversely altered by contractors who were hired by the sellers. The excuse offered by the sellers and their

agent is entirely unacceptable. Suppose the sellers’ chimney sweep had damaged the roof? Would that also be your problem? What if the sellers’ painter had cracked a window? Would you be required to replace the glass? In this case, the sellers had to hire a septic tank contractor. The performance of that obligation did not license them to denigrate the property at your expense. Either the sellers or their septic contractor should restore the property to the conditions that existed when you made your offer. Pappas: School districts hiked property taxes on Cook County homes, businesses An analysis of Cook County’s 1.8 million property tax bills for 2022 shows that school districts are chiefly responsible for hefty tax bills that are due Dec. 1, according to Treasurer Maria Pappas. The median residential tax bill in the north and northwest suburbs increased 15.7%, the largest percentage increase in at least 30 years, an analysis of tax bills found. These higher tax bills are the result of increased levies ­­ — the amount of money sought by taxing districts — and a shift of the tax burden onto homeowners from businesses as a result of reassessments in the northern suburbs. Treasurer’s Office researchers Hal Dardick and Todd Lighty led the analysis. Pappas hired the former Chicago Tribune investigative journalists to head up her office’s think tank. The analysis is the latest addition to the Pappas Studies, a series of examinations of the complex property tax system available at cookcountytreasurer.com. Key findings of the analysis show: Of 940 taxing agencies in the county, 676 — or 71.9% — increased taxes. The amount of taxes billed to property owners countywide rose more than $909 million from $16.7 billion to $17.6 billion, a 5.4% increase over 2021. Homeowners are shouldering $599.1 million, or two-thirds of the increase, while commercial properties are picking up one-third and owe an additional $314.4 million. In newly reassessed north and northwest suburbs, taxes rose $331 million — with a $387 million, or 12.9%, increase on residences and a $56 million, or 2.7%, decrease on commercial properties. In the south and southwest suburbs, taxes rose $173 million from $3.88 billion to $4.06 billion. Residential taxes increased $98 million, or 4.1%, from $2.4 billion to $2.5 billion, while taxes on commercial properties increased $75 million, or 5.1%, from $1.48 billion to $1.56 billion. Cook County is divided into three areas for reassessments: the city of Chicago, north suburbs and south suburbs. The county assessor calculates new values for properties in each region once every three years, a process known as triennial reassessments. Property values are one factor in the complex property tax system. Local units of government

set tax levies that determine how much money they need to operate. The assessed values of properties and amounts of levies determine the tax rates, which vary widely among communities. State law allows school districts to hike taxes by the prior year’s increase in the consumer price index, or 5%, whichever is less. Because the CPI increased by 7% in 2021, school districts were allowed a 5% increase. But the overall percentage increase was higher, partly due to a new provision called recapture. Recapture, which took effect in the 2021 tax year due to a change in state law, allows schools and other taxing bodies to recover money that was refunded to property owners whose assessments were lowered by the Illinois Property Tax Appeal Board, state courts or county offices. Recapture accounted for $203.7 million countywide for 2022, a $72.7 million increase from last year. Significant increases in the amount of money the city of Chicago and Chicago Public Schools said they needed to operate, coupled with the recapture provision and higher tax increment financing district bills, boosted the overall property tax burden in Chicago by $410 million from $7.65 billion to $8.1 billion. That broke down as a $296 million, or 7.8%, increase on commercial properties and a $115 million, or 3%, increase on residential properties. Chicago Public Schools recaptured $50.8 million for the 2022 tax year. As a home rule municipality, the city of Chicago is unable to recapture taxes, as the state law applies only to non-home rule communities. The Treasurer’s analysis revealed that throughout Cook County in 2022, the amount owed to tax increment financing districts increased $124.6 million from $1.43 billion to $1.56 billion. TIF district increases account for about 13.7% of the overall rise in what property owners across the county owe. Second Installment 2022 tax bills are set to be mailed Nov. 1 and are due Dec. 1.
