SSC Men’s Basketball Team Earns National Ranking in Pre-Season NJCAA Division II Poll The South Suburban College (SSC) Men’s Basketball Team has secured a notable fifth-place national ranking, as indicated by the Pre-Season Poll of the National Junior College Athletic Association (NJCAA) Division II. As they prepare for the 2023-24 season, the Bulldogs schedule will include seven teams ranked in the top 20. The Bulldogs will kick off the upcoming season on Wednesday, November 1st, with a home game against Trinity Christian (JV) at 7:00 p.m. Under the guidance of Coach Pigatti, who enters his 18th season, the Bulldogs are steadfast in pursuing their 13th Region IV title. In 2022, the team made history as the sole undefeated team to win a National Championship. The 2023-24 roster features Jemel Jones, the nation’s leading returning scorer, alongside eight players hailing from the northwest Indiana and southern Chicago suburbs. Homeowners are encouraged to review the bottom left corner of the tax bill to review exemption deductions. What should you know about RMDs? SUBMITTED BY PATRICK ZAMKIN You may spend decades contributing to various retirement accounts. But for some accounts, such as a traditional IRA and 401(k), you must start withdrawing funds at a certain point. What should you know about this requirement? To begin with, the rules governing these withdrawals — technically called required minimum distributions, or RMDs — have changed recently. For many years, individuals had to begin taking their RMDs (which are based on the account balance and the IRS’ life expectancy factor) when they turned 70½. The original SECURE Act of 2019 raised this age to 72, and SECURE 2.0, passed in 2022, raised it again, to 73. (If you turned 73 in 2023, and you were 72 in 2022 when the RMD limit was still 72, you should have taken your first RMD for 2022 by April 1 of this year. You will then need to take your 2023 RMD by Dec. 31. And going forward, you’ll also need to take your RMDs by the end of every year.) Not all retirement accounts are subject to RMDs. They aren’t required for a Roth IRA, and, starting in 2024, won’t be required for a Roth 401(k) or 403(b) plan. But if your account does call for RMDs, you do need to take them, because if you don’t, you could face tax penalties. Previously, this penalty was 50% of the amount you were supposed to have taken, but SECURE 2.0 reduced it to 25%. When you take your RMDs, you need to be aware of a key issue: taxes. RMDs are taxed as ordinary income, and, as such, they could potentially bump you into a higher tax bracket and possibly even increase your Medicare premiums, which are determined by your modified adjusted gross income. Are there any ways you could possibly reduce an RMD-related tax hike? You might have some options. Here are
two to consider: • Convert tax-deferred accounts to Roth IRA. You could convert some, or maybe all, of your tax-deferred retirement accounts to a Roth IRA. By doing so, you could lower your RMDs in the future — while adding funds to an account you’re never required to touch. So, if you don’t really need all the money to live on, you could include the remainder of the Roth IRA in your estate plans, providing an initially tax-free inheritance to your loved ones. However, converting a taxdeferred account to a Roth IRA will generate taxes in the year of conversion, so you’d need the money available to pay this tax bill. • Donate RMDs to charity. In what’s known as a qualified charitable distribution, you can move up to $100,000 of your RMDs directly from a traditional IRA to a qualified charity, avoiding the taxes that might otherwise result if you took the RMDs yourself. After 2023, the $100,000 limit will be indexed to inflation. Of course, before you start either a Roth IRA conversion or a qualified charitable distribution, you will need to consult with your tax advisor, as both these moves have issues you must consider and may not be appropriate for your situation. But it’s always a good idea to know as much as you can about the various aspects of RMDs — they could play a big part in your retirement income strategy. Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We are thinking of selling, but we are concerned with the news about the housing market. What’s going on? Answer: The real estate market is facing a turbulent economy which are exacerbated by inflation, slowing GDP growth, high interest rates, bank stress and rising geopolitical concerns involving Russia, China, Iran and elsewhere. Inflation is the biggest factor. Excessive Government spending is not good for inflation. The Pandemic also played a role. Mortgage rates have not been this high since 2000. There are less buyers because they cannot qualify for a loan with these higher rates. There are less sellers because homeowners do not want to give up their low mortgage interest rate. We believe we are headed towards lower home prices, even though there is less supply. This will not apply to all homes. Just those homeowners who still think their home is worth more than it really is. The homes that are selling are the ones that are very attractive and beautiful to buyers. The buyers are willing to pay the higher interest rates because they have fallen in love with the home, and can move right in without home improvement expenses, believing they can refinance, at a later time. As sellers worry about the value of their home decreasing, they will start lowering
prices, in order to sell quicker. This will start the decrease in home values. Sellers must realize that investments are not great all the time. They rise and decline. They must also realize that they probably have a lot of equity in their home due to the past 10 years of an excellent market. Another key hurdle is that buyers and sellers are still in a standoff. Sellers are holding out for values at or close to what was achievable prior to the interest rate explosion. Meanwhile, buyers believe values are much lower based on higher costs. Remember, there are people who must move for various reasons and there are people who must buy. This will never change. So, houses will sell at the right price. “90% of all millionaires become so through owning real estate.” This famous quote from Andrew Carnegie, one of the wealthiest entrepreneurs of all time, is just as relevant today as it was more than a century ago. Don’t Fight Over the Turkey by Janice R Newman Thanksgiving is approaching with festive preparations. We’re busy stocking up on our favorite holiday dinner and snack foods like turkey, sweet potatoes, stuffing, dressing, mac and cheese, pies, cookies, and all the goodies that delight our taste buds and tummies. We plan the music playlist, the must-watch television shows or sporting events, and decorating. However, one aspect of the holidays tends to invoke anxiety: the seating arrangements! Seating arrangements? Oh, the stress it can bring. Holiday gatherings are cherished occasions to create beautiful memories, but they often come with the stress of dealing with emotional baggage and bad memories that we haven’t unloaded. We find ourselves holding on to grudges, past hurts and pains, dislikes, unresolved arguments, and festering jealousy that miraculously reappear at holiday gatherings. So, imagine you’re seated across the table with the turkey in the middle, and having to muster a smile for someone who has caused you personal harm. How can you be nice and don’t fight over the turkey? Here are some strategies to keep the holiday season filled with pleasantries versus chaotic disputes. • Have Open and Honest Communication: Express your feelings and concerns calmly and respectfully with the person you have a conflict with. It’s not uncommon to have unresolved issues that reappear during the holidays. Unfortunately, making new memories sparks old memories to resurface. Preferably, discuss these issues before the gathering. Be open, honest, and polite, then listen as much as you speak. • Practice Forgiveness: Holidays can be excellent times to forgive others and let go of grudges. Forgiveness releases you from the pain, even if the other party won’t apologize. Colossians 3:13, “Bear with each other and forgive one another if any of you has a grievance against someone. Forgive as the Lord forgave you.”(NIV) It can be hard forgiving someone that’s harmed you but we are called as believers to forgive as we want God to forgive us. Practicing this during the holiday can be the best gift to yourself.
• Respect Differences: God created us all differently. Sometimes differences can lead to arguments, dislikes, and tension. Remember it’s okay for people to have different opinions, likes, dislikes, beliefs, and viewpoints. Do not quarry trying to change someone else’s beliefs as you wouldn’t want someone quarrying with you to change your beliefs. • Focus on Common Ground: Instead of arguing or if you can’t settle your differences seek out common interests and topics to create positive conversations. Avoid topics that are controversial such as politics, social issues, childhood memories, or even sports. Not everyone cheers for the same sports teams or has similar social beliefs. Avoid any similar topics related to the unresolved issues. By shifting the focus to shared interests, you can create a more harmonious atmosphere. • Stay Calm and Composed: Everyone may not agree to be civil and respectful during the holiday gatherings. Be responsible and not give in to chaos. Respond with empathy and understanding rather than reacting with anger. If arguments arise, take a deep breath, pray, remain calm, and respond with love. In Proverbs 15:1, the Bible advises, “A gentle answer turns away wrath, but a harsh word stirs up anger.” (NIV) • Set Boundaries: Start with setting boundaries and rules for everyone. Politely and firmly state what can and can’t be discussed. Topics that consistently cause arguments must be avoided to maintain a peaceful environment. As the holiday season approaches, it’s essential to focus on creating an atmosphere of love, forgiveness, and understanding during gatherings. By practicing forgiveness, respecting differences, and avoiding arguments, we can ensure that our holidays are filled with warmth, joy, and cherished memories. So, as you prepare to gather around the table with loved ones, remember the importance of letting go of past grievances and embracing the spirit of unity and togetherness that the holidays represent, and don’t fight over the turkey. Heart Smart JOSH BOOTSMA The truth hurts sometimes. Sometimes our minds are numbed by how broken the realities of life are. The child shot in senseless violence. That family friend in a coma, unlikely to recover. War overseas killing thousands. Our own dreadful mistakes in life that leave others wounded. These things are powerful, and they are true. And if that’s all that was true, we’d have no reason to live! But for those who are followers of Jesus, so much more is true. Here’s a truth bomb from Revelation 21: “He will wipe away every tear from their eyes, and death shall be no more, neither shall there be mourning, nor crying, nor pain anymore, for the former things have passed away.” As powerful as the truth of suffering is, even more powerful is God’s promise of redemption, and a holy existence beyond pain and brokenness. Jesus says in John 16: “I have told you these things, so that in me you may have peace. In this world you will have trouble. But take heart! I have overcome the world.” God is the creator of truth. And what’s true is that He has overcome the power of sin and death, and will bring his own children into his rest and peace. No matter what truth is plaguing you right now, know that if you’ve given your life to Jesus, one day, all of the sad things will come untrue. I love Sally Lloyd Jones’ interpretation of Revelation 21 in her Jesus Storybook Bible: “God and his children are together again. No more running away. Or hiding. No more crying or being lonely or afraid. No more being sick or dying. Because all those things are gone. Yes, they’re gone forever. OECOSL awards $8.7M in expansion grants to early education providers The Family and Social Service Administration’s Office of Early Childhood and Out-of-School Learning awarded more than $8.7 million to child care providers to expand access to high-quality early education for Hoosier families. OECOSL awarded 21 grants to 11 centers, four ministries, four homes and two public schools. The grants will add 1,572 child care seats in 18 Indiana counties. Seven providers received up to $200,000 to expand existing programs by updating facilities and operations; 14 received up to $750,000 to create new programs in underserved areas of the state. Additional grants may be awarded. “This Child Care Expansion Grant will help high-quality providers grow their businesses and serve more children and families, particularly in underserved areas of Indiana, or expand availability to priority age groups where care is often hardest to find,” said Courtney Penn, OECOSL director. “The first five years of a child’s life are the most significant to build a strong foundation for future success. In recent years, FSSA has provided $542 million in stabilization grants to more than 3,300 child care providers to help them rebuild after the instability caused by the pandemic, which led to a 29% decrease in vacant child care and early learning teaching positions from 2021 to 2022.

Loving brother of Chad Bronecke and Ruby Bronecke. Devoted grandson of Barbara (late William) Slateritz and the late Carol Robertson and the late David De Arce. Cherished nephew of Sandy (Doug) Meyers, Debbie (Dave) Sjoerdsma, Mike De Arce, and the late Gail De Arce-DeBartolo. Dear cousin of Maddie Meyers and Remy Meyers. Best friend of Brandon Lucken. Sam loved watching basketball (especially LeBron James). He enjoyed anything to do with cars, trucks, and beer. Wrestling and Sponge Bob were also favorite things in Sam’s life along with “Doggo”. WOODROW WILCOX On November 2, 2023, I wrote a letter to an insurance company to get help to fix erroneous information in a senior’s Medicare file. When a senior is in a car accident and a claim for health is made, Medicare assumes that all the medical services given to that senior are related to the accident until the car insurance company notifies Medicare that the claim is settled. I have been told that box on a Medicare claim form can be checked by a doctor or other medical service firm to clarify that the current claim is not related to an accident. But that is usually overlooked. In this case, Medicare failed to update the senior’s record for almost ten years. Fixing this matter is a lot of work. It is a lot of detailed work. With some editing to protect the privacy of our client and others, here is the letter that I sent to an insurance company about a car accident and one of our clients. Our client’s Medicare records and claims are being messed up. Medicare claims that it never received notice from your firm that his injuries from the car accident case of October 17, 2013 were closed. Medicare has relied on bad information in his file for almost TEN YEARS. If your firm failed to file notice with Medicare that this case was closed, then I believe your firm failed its professional responsibility toward this client. If Medicare
failed to update the file of this client after receiving notice from your firm, then people at Medicare failed in their professional responsibility. I want to know who caused the harm to this client. Medicare still believes that your firm is primarily responsible for medical bills for him rather than Medicare. Bills are not being paid in accordance to Medicare’s normal rules. The widow is being hounded to pay bills that she never should have gotten. Did your firm file notice with Medicare in a timely manner? If so, on what date? What can you do and what evidence can you send to us to help us correct Medicare records in a timely manner? The help that I am giving the client and his widow is FREE OF CHARGE. The program is also supported by the Indiana Manufacturers Association.
Grant funding can be used to support employees’ child care needs in a variety of ways, including sponsoring dependent care assistance plans, providing on-site or near-site child care or offering child care tuition benefits. Grants of up to $750,000 will be awarded. The full list of allowable uses and details can be found here. “Families will benefit from more convenient child care options in their communities, giving children the opportunity to learn, grow and develop alongside their peers,” said Courtney Penn, OECOSL director. “This grant will give parents more opportunities to learn, grow and develop in their careers as well.” To be eligible, employers must be located in Indiana and either a business or corporation employing 20 or more employees, a group of employers with 20 or more employees or a community-based nonprofit applying on behalf of a group of local employers with a combined total of 20 or more employees. Employers must also be willing to contribute 10% of the total amount requested and be able to implement solutions within the first year of the program. REQUEST FOR RELEASE OF FUNDS On or about November 24, 2023, the above-named Illinois Housing Development Authority (the Authority) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Federal funds under Risk Sharing Program authorized by Section 542(c) of the Housing and Community Development Act of 1992 for the following project: Project Name/I.D. Harvey RAD for PRAC PID 12289 Project Location:166 & 174 West 151st Street, Harvey, IL 60426 Propose: The proposed project is the the rehabilitation of two 60-unit senior apartment buildings in the City of Harvey. These two properties will be combined into a single ownership entity and refinanced under the RAD for PRAC program, which converts the PRAC rental assistance subsidy to a traditional project-based Section 8 rental contract. The project consists of two contiguous, rectangular-shaped parcels containing a total of approximately 3.88 acres. As required by the PRAC program, the project currently offers resident support services and will continue such services following RAD conversion. Scope of work will include replacing the roof, replacing generators, replacing in-unit hot water heaters and installing solar energy panels. Interior work will include updating kitchen bases and upper cabinets, pantry storage shelving replacement, integrated vanity counters, vanity bases, medicine cabinets/mirrors, window treatment and horizontal blinds. Total Estimated Cost: The estimated total project cost is $44,894,216. In addition to the Risk Share funds, the project will be funded with a BMO Construction Loan, a Seller Note, a Sponsor Loan, LIHTC Equity, Solar ITC Equity, and a Deferred Developer Fee.
FINDING OF NO SIGNIFICANT IMPACT The Authority has determined that the above project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Today, Ranking Member Frank J. Mrvan participated in the House Veterans’ Affairs Subcommittee on Oversight and Investigations hearing entitled, “Trust in Transparency: Holding VA Accountable and Protecting Whistleblowers.” A video of the hearing is available here, and the Congressman’s opening statement as prepared for delivery is below: Whistleblowers are the unsung heroes of our government that expose corruption, abuse, fraud and waste. Reporting evidence of wrongdoing from the inside is a courageous task, and whistleblowers often risk their livelihoods to expose critical issues. Their actions are paramount in holding the government accountable, and whistleblowers should be commended for the courage it takes to come forward. VA is entrusted with caring for our nation’s veterans. VA employees must feel empowered to call out problems, including wrongdoing. Managers need to be trained on rules and policies, so they are also empowered to create and foster an open and transparent culture, which benefits everyone – from the public, to staff, to veterans – that engages with VA. Over many decades, Congress has authorized important institutions, which are charged with oversight and investigative authority, with administering whistleblower protection laws, and with holding the federal government accountable. We have the VA Office of Inspector General, the Office of Special Counsel, and the Government Accountability Office as long-standing parts of that oversight and accountability structure. In 2017, Congress established another layer by creating the Office of Accountability and Whistleblower Protection (OAWP) in response to a very serious and catastrophic accountability failure, which is the Phoenix wait times scandal. However, OAWP quickly failed at its mission due to egregious abuses by leadership, which were investigated by the Inspector General, and current leadership has had an uphill battle rebuilding OAWP into an office that can meet the mission established by Congress. From my perspective, OAWP has done a commendable job. It is now staffed up with dedicated individuals who are taking its responsibilities seriously. We are starting to see outputs that show the office can and wants to do the job. From our oversight work, we can see significant progress on the investigations side of the office. Over the past year, OAWP has worked to clear the backlog of complaints. Improvements have been made in case timelines and referrals. Now we are starting to see what is possible on the accountability side. We need more information on how VA is implementing OAWP’s recommendations and understanding if this work is leading to institutional change. OAWP has a mandate to advise the Secretary on accountability matters and conduct data analysis to identify trends and issue reports. We’ve seen some of the results of efforts in these areas, but there are other areas that would benefit from this analytics work, such as settlement agreements, ensuring that disciplinary actions are being used equitably across VA, and how the Department can further build a culture that values accountability. From reading the testimony of the organizations on the second panel, it is clear that a trust gap still exists between the whistleblower community and OAWP. I know OAWP is working in earnest to bridge that gap, and I look forward to discussing a few specifics about ongoing concerns with both VA and the good government groups. I know there have been questions since the 2017 law was passed about ways to enhance OAWP’s independence. There are also fundamental questions about its purpose and how it should or should not differ from other oversight organizations, such as the IG and OSC. I hope we can have a thoughtful discussion on these, and other issues. Whistleblower protections and accountability are different sides of the same coin. They should not be in conflict. We should work hard towards accountability so that employees don’t have to become whistleblowers. They should be able to speak up about concerns and have those concerns taken seriously by management. This is the goal we all should be working towards because that is what we owe to our veterans.
