New Year, New Laws: Giannoulias Initiated Laws Take Effect Initiatives call for safe driving, expanded voter registration & preventing book bans Several new laws initiated by Illinois Secretary of State Alexi Giannoulias take effect today. The initiatives were passed in 2023 by the Illinois General Assembly before being signed into law. “I wish all Illinoisans a safe, healthy and happy New Year. The laws going into effect today will make our roads safer, increase voter access and protect our libraries and librarians,” Giannoulias said. “But this is just the beginning. My office has big plans for 2024 as we continue to strive to deliver the best possible results for all Illinoisans.” In an effort to combat distracted driving, House Bill 2431 makes it illegal to Zoom, watch or stream videos, or access social media sites while driving. This legislation will ensure drivers keep their eyes and attention on the road, making Illinois roadways safer for all Illinois motorists. It is now easier for young Illinoisans to guarantee that they are eligible to vote when they turn 18. Under Senate Bill 2123, teens obtaining their driver’s license or state ID card may register to vote at an Illinois Driver and Motor Vehicle (DMV) facility. This legislation increases voter participation and access, ensuring that young people have a voice on the issues that have a direct and tangible impact on their lives, especially student loan debt, the economy and education. In order to qualify for grant funding in 2024, Illinois libraries are now required to adhere to the American Library Association’s

(ALA) Library Bill of Rights or issue a statement prohibiting the practice of banning books or resources. This first-in-the-nation legislation guards against censorship, protects librarians and preserves the purpose of education: teaching children to think for themselves. Individuals seeking abortion care and undocumented immigrants will feel more at-ease while traveling on Illinois roads knowing that the use of automatic license plate readers (ALPRs) is now regulated in the state. House Bill 3326 prohibits the use of data collected with ALPRs to track innocent people or criminalize lawful behavior. While ALPRs can be a valuable tool for law enforcement, this regulation will prevent abuse, harassment and unlawful surveillance. Illinois drivers can now feel free to hang an air freshener, COVID-19 mask or rosary from their vehicle’s rearview mirror without the worry of getting pulled over. House Bill 2389 makes it illegal for police to stop motorists for the presence of hanging items, decreasing unnecessary encounters over minor infractions, which can lead to discriminatory practices and violent confrontations between police and motorists. Libraries, the cornerstones of Illinois communities, will now have an easier time making digital resources available to residents across the state, regardless of where they live. Senate Bill 2419 authorizes the Secretary of State’s office to negotiate with e-book and audiobook publishers to acquire digital rights to these materials at lower prices.

The Biggest Problem With Medicare WOODROW WILCOX

What is the biggest problem with Medicare? My over 20 years of experience helping senior citizens fight various problems with Medicare tells me that it is the lazy, sloppy, unprofessional work of the federal government, federal employees, federal contractors, and federal contractor employees on one matter – getting things done in a timely manner. Medicare fails to process paperwork in a timely manner. Here are three cases of that. Today (December 21, 2023), I got a bill for a client that was rejected by Medicare because its record said that he did not have the insurance policy that our agency sold him. He did have it, but Medicare never updated its records in over half a year. Our agency sold him a policy over a month before it became effective on 02/01/2023. A medical firm filed a claim for service on 08/15/2023 and Medicare reported that the client did not have the policy because Medicare failed to update its records. Medicare was over six months tardy in updating its record on the client. This lack of timely updating costs money, time, and patience of the hospitals, doctors, insurance companies and insurance agencies to work through the problem to process the claims properly. Medicare should be able to update new information within three business days. If it can’t do that, why should managers and employees of Medicare and its contractors keep their jobs? The slow way they work causes problems for seniors on Medicare and

the various parties that try to serve seniors under the Medicare system. This slow work ethic of Medicare hurt another client recently, too. Medicare failed to update his record by over six months. When the client and I got a Medicare representative on the phone, the person admitted his record was not updated and promised it would be by a certain date. We wrote to the medical firms about the problem and asked them to file again after that stated date. They got told the same thing as before. We contacted Medicare again and they told us that the file was updated but not until three months after they promised it would be updated. Medicare messed up my file with it slow service, too. My new insurance started March 1, 2023. But Medicare did not even start to update my file until I called them on September 13, 2023 to scold them for not updating it sooner and screwing up claims that were filed since March 1, 2023. I have helped many seniors with various Medicare bill problems in over 20 years. But the biggest problem is getting the Medicare system and the people in the Medicare system to work in a professional and timely manner. MLK a Brief History of why we Celebrate Martin Luther King Jr. was a transformative figure in American history, renowned for his leadership in the civil rights movement during the 1950s and 1960s. Born on January 15, 1929, in Atlanta, Georgia, King emerged as a powerful advocate for racial equality, justice, and nonviolent resistance. His life was marked by significant accomplishments that not only reshaped the landscape of civil rights in the United States but also left an indelible impact on the global struggle for human rights. One of King’s pivotal achievements was his role in the Montgomery Bus Boycott, which began in 1955. This protest, ignited by Rosa Parks’s refusal to give up her bus seat to a white person, lasted for 381 days. King emerged as a charismatic leader during this time, leading the African American community in a successful effort to desegregate the city’s public transportation system. The boycott not only challenged the discriminatory practices of the time but also served as a catalyst for King’s commitment to nonviolent resistance. In 1957, King, along with other civil rights leaders, founded the Southern Christian Leadership Conference (SCLC). The SCLC became a crucial platform for organizing and coordinating nonviolent protests against racial injustice. King’s commitment to Gandhian principles of nonviolence and civil disobedience became central to the strategies employed by the civil rights movement. King’s leadership reached its zenith during the 1963 March on Washington for Jobs and Freedom. On August 28, 1963, in front of the Lincoln Memorial, King delivered his iconic “I Have a Dream” speech, a powerful call for an end to racism and a vision of a nation where individuals would be judged by their character rather than the color of their skin. The march drew a quarter of a million people and is widely regarded as a pivotal moment in the civil rights

movement. The Civil Rights Act of 1964 stands as a monumental achievement that King played a crucial role in. This landmark legislation outlawed discrimination based on race, color, religion, sex, or national origin, and it marked a significant step toward dismantling institutionalized racism in the United States. King’s advocacy and tireless efforts were instrumental in pushing for the passage of this historic legislation. King continued his crusade for justice, equality, and voting rights. The Voting Rights Act of 1965 was another major triumph for the civil rights movement, removing barriers that had prevented African Americans from exercising their right to vote. King’s leadership and the activism of countless others contributed to the dismantling of discriminatory voting practices, paving the way for increased political participation among African Americans. Despite facing relentless opposition and even violence, King remained steadfast in his commitment to nonviolence. His philosophy of love, justice, and equality inspired people around the world. In 1964, he was awarded the Nobel Peace Prize, making him the youngest recipient at the time. This recognition underscored the global significance of his contributions to the fight against racial injustice. Tragically, King’s life was cut short on April 4, 1968, when he was assassinated in Memphis, Tennessee. His legacy, however, lives on. Martin Luther King Jr.’s contributions to the civil rights movement and his advocacy for equality have left an enduring impact, serving as a source of inspiration for generations to come. His birthday is now celebrated as a national holiday in the United States, a testament to the enduring significance of his accomplishments and the principles he championed.

Have you ever been in toxic relationships, jobs, or situations that seemed to take you further and further down the rabbit hole of negativity and destruction that you could not shake free of? Oxford Languages defines toxic as “poisonous” and “very harmful or unpleasant in a pervasive or insidious way”. Anything toxic is detrimental and poisonous to your life. It’s bad and can destroy you. Toxicity must be handled, reduced, or eliminated appropriately. Ditching toxicity involves defusing negative relationships, job, or situation in your life, that are holding you back from succeeding or living a fulfilled life. Most adults have encountered a negative toxic person or situation. We’ve experienced Debbie Downer or Negative Ned. It can also be mom or dad, of which negativity was embedded since childhood. Everything you say, Debbie, Ned, or Dad shoots it down fast, causing damage. Recognizing toxicity in your life is the first step towards overcoming it. You’re not always aware of toxic relationships as they are typically people that are close to you and trust such as a spouse, parent, or friend. Key signs to identify toxicity are constant negativity, emotional abuse, violating boundaries, and lack of mutual respect. There are constant negative conversations in a toxic relationship. They are characterized by pessimism, criticism, complaining, and finding bad in everything. Some have emotional abuse, either subtle or blatant. The toxic person utilizes manipulation, control, belittling, and degradation to get you into submission to their beliefs or desires. Not everyone is for you, even if they are in your inner circle. The relationship is not mutual, one-sided, and all taking with no giving. If you’re constantly giving and nothing is bouncing back, that’s a sign. Lastly, toxic individuals disrespect personal boundaries by ignoring or violating them with no remorse. Examples: Toxic relationship: A friend constantly makes you feel inadequate, seems to be happy when you’re in a bad situation, constantly talks negatively about you and your abilities, or is unsupportive. This friend may downplay

your achievements, make you feel insignificant, or be outright critical. The toxic relationship often involves a power dynamic where they make you feel insignificant to reinforce their superiority. This hinders your growth with negativity, self-doubt, and affects various areas of your life. Toxic Job: Imagine a job that demands you to be Superman or Wonder Woman by setting unrealistic demands on you for excessive overtime, high unreasonable expectations, horrible working conditions, and failure to recognize your hard work. My brother-in-law was the only custodian at a large elementary school. His daily workload was so extensive that it was destroying his health. This kind of toxic work environment can lead to burnout, stress-related health problems, and a significant decline in your quality of life. Toxic Situations: This is being in situations where you constantly feel taken advantage of, like lending money to someone who never pays you back or having to sustain a larger portion of expenses because other parties fail in their responsibilities. This affects your financial stability and creates feelings of resentment, betrayal, and frustration. This contributes to breaks in relationships. To overcome toxicity, you must set clear boundaries, practice effective communication, and learn to say “no” when necessary. Surround yourself with people who respect you in give-and-take relationships. Proceed with care and wisdom when dealing with negative toxic people. No one is forcing you to answer the phone or text back to the toxic individual unless it’s absolutely work-related. Practice self-care by prioritizing your physical and mental well-being. Lastly, utilizing prayer and developing a strong faith can offer guidance, strength, and clarity to protect you from toxic influences. Proverbs 4:23 (NIV) advises “Above all else, guard your heart, for everything you do flows from it”. Not counting the extra light before sunrise (dawn) and after sunset (dusk), that is 9 hours and 20 minutes of daylight out of 24. In other words, the days are short, and the nights are long. Maybe you feel that at this time of year. Maybe it takes a bit more motivation to roll out of bed in the morning or to get out of the house to do something at night. Maybe you’re at low ebb or lack bounce in your step. But here’s some good news. The shortest day, the winter solstice, was back around December 21, 2023. That day, we had only 9 hours and 7 minutes of daylight. The days are getting longer again. This predictable, 365-day cycle is thanks to the 23.5 percent tilt of earth’s axis. God was intentional when he tilted earth’s axis. His measurements were precise. You may not be crazy about short days and long nights. But isn’t it great news that God set up the created order so that the annual calendar with its length of days and changing seasons is predictable? We can be certain that, unless Christ returns first, spring and longer days will follow winter. Farmers will get another chance to plant crops, then harvest them so that we can eat. This goes back to a promise God made to our ancestor Noah, after he destroyed the world with a great flood. “While the earth remains, seedtime and harvest, cold and heat, summer and winter, day and night, shall not cease” (Genesis 8:22, ESV). Chicago State University receives funding to address student homelessness thanks to Sims support With support from State Senator Elgie R. Sims, Jr., Chicago State University will receive $200,000 to address student homelessness and help provide necessities many students lack. “When students lack basic necessities – like food or housing – they lack the stability to allow them to reach their full potential,” said Sims (D-Chicago). “Chicago State University will now have the resources to uplift its most vulnerable students, putting them on the path to success.” The End Student Housing Insecurity grants were awarded by the Illinois Board of Higher Education, and will be used to support ongoing efforts to address systemic causes of student homelessness and basic-needs insecurity. Chicago State University is one of 10 institutions chosen by the IBHE. The grants were awarded by a competitive application process, based on the school’s

ability to address primary causes of homelessness and basic-needs insecurity, and to help students overcome barriers to graduation. Answer: Having experienced hundreds of home inspections, we can tell you that there are a few issues that arise often: Improperly wired outlets. This is a common issue. You can buy a tester at Home Depot for $5 and plug this tester into each outlet. This will tell you if the outlet is wired properly. Also, outlets within 6 ft of a water source need GFCI protection. If your roof is old, consider having the roof inspected. If your roof report is good, just ask the roofer to write that he sees no roof problems on the invoice. No one wants to buy a home with a roof that needs repair or replacement. Install smoke alarms. Unless you’ve replaced them recently, now is a good time to replace the old with the new. Install/extend downspouts. Water should be directed about 4 ft away from the home’s foundation. This helps prevent seepage, which is not something you want as an issue on the inspection.

Make needed repairs to doors, locks, and windows. Windows should be able to open. Cracked glass should be replaced. Have your Furnace and Air conditioning checked and cleaned. Your service invoice should state that the HVAC has been cleaned and checked and is operating satisfactorily. Wipe away any exterior dirt off of the furnace so it looks clean. Repair any plumbing leaks. Mold can form quickly which is a major issue with buyers and it’s not good for your health. Buyers will notice how well cared for your home looks and this will help with your negotiations! This will also be valuable with home inspections, and the appraiser will notice this well cared for look. Remember, buyers are nervous and cautious. But what happens if you’re forced to retire earlier than you anticipated? Unfortunately, this situation is not that uncommon. About 40% of Americans say they have been forced into retirement, according to a recent survey from Edward Jones and Morning Consult, a research firm. If this were to happen to you because of a layoff, company downsizing or a health issue, would you be prepared to maintain your lifestyle today — and in the future? Everyone’s situation is different. If your forced retirement happened only a short time before you actually expected to retire, you might not need to take any steps at all. But if it was a matter of a year or more, you may need to look into the following areas: • Cash flow – Obviously, a sudden, unexpected loss of employment will affect your cash flow. And if yours was the only source of income for your household, the situation could be especially concerning. Still, you may well have options that can help.
