Giannoulias to IL Drivers: Ditch the DMV Secretary of State Alexi Giannoulias told Illinois motorists today to stay away from the DMV. That’s because Illinoisans can now obtain more DMV services and complete more transactions online. In addition, Giannoulias unveiled a series of new measures aimed at reducing wait times if a DMV visit is required. “Don’t come to the DMV, skip the trip!” Giannoulias said. “The truth is that most people no longer need to even come to a DMV because the services they need are available with just a few clicks. Our efforts to modernize the office and create efficiencies have led to a ‘Do-it-Online, Skip-the-Line’ approach, which saves Illinoisans time and headaches.” Giannoulias noted that 2.25 million Illinoisans will need their driver’s license or state ID renewed in 2024. Of those, more than 1 million, or nearly half, have the ability to renew online. In 2023, there were just over 1 million Illinois drivers who were part of the state’s “safe driver” program (those with clean driving records without a moving violation) that had the option of renewing without having to visit a DMV. Of those safe drivers, approximately 400,000 renewed online, 60,000 renewed by mail and 30,000 renewed over the phone, but nearly 560,000, more than 50%, visited a DMV unnecessarily. The Secretary of State’s office has made design changes to its website, www.ilsos.gov, to make all available online services more accessible to all customers. The Skip-the-Line program, which launched last September, has accommodated more than 800,000 Illinoisans by appointment, resulting in little to no wait times upon arrival at DMVs. New Features: 1. Expanding Eligibility for Online Driver’s License and State ID Renewal To determine if you qualify to renew online, www.ilsos.gov has a new feature that determines a driver or resident’s eligibility for online renewal in real-time after entering their driver’s license or state ID number, Social Security number and date of birth. If a visit is required, the system will automatically direct customers to the appropriate appointment type. In addition, eligibility for online renewals has been expanded to include customers who: 1) Are ages 75 to 78
2) Have made an online address change to their driver’s license or state ID 2. Launching Appointment Portal By utilizing the appointment portal available at www.ilsos. gov, customers will now be guided to the correct service and appointment type they require or qualify for. Once they determine which service they wish to obtain, customers are routed to the appropriate appointment type or online service. 3. Implementing Text Message Notification for Appointments After booking an appointment online, customers will now receive text notifications to remind them of their upcoming appointment. Customers will receive a reminder notification 24 hours before their appointment. They will be instructed to respond “1” to confirm their appointment or “2” to cancel their appointment. If the appointment is cancelled, the free slot will be made available to other customers. 4. Establishing a Dedicated Phone Help Line to Assist with Online Service Access Anyone encountering any difficulty accessing online services can now call a dedicated phone line, 800-252-8980, and staff will provide them with assistance making appointments and answer any questions about requirements or eligibility. Specific options are built into the call-handling system for teen and senior drivers. 5. Expanding DMV facilities for Seniors and Behind-theWheel Tests Since the launch of the Skip-the-Line program in September, the office has opened a total of four “Senior Only” DMV Centers and four Road Testing Centers. The “Senior Only” DMV Centers, which are designed specifically for the needs of seniors, provide walk-in service without the need for an appointment. The centers in Bridgeview, Calumet Park, Evanston and Westchester and have served 21,000 seniors since Sept. 1. The new Road Testing Centers are located in Addison, Lockport, Naperville, and on Elston Avenue in Chicago. These dedicated testing centers will free up appointments at other DMV facilities to those who wish to conduct business that does not require a road test.

While Zakat Foundation is known for its international humanitarian work in over 40 countries, it also commits to serving its neighbors throughout the United States. Recently, the Zakat Foundation launched a Social Services Center in Harvey, IL, providing low-income families with free clothing, hygiene items and warm winter essentials free of charge to local income families. For Martin Luther King Jr. Week, Zakat Foundation of America will use its local US offices to reach out to under-resourced communities and provide them with winter and essential necessities and address basic needs. A core tenant of the organization is “humanity above all” and beneficiaries are always treated with dignity, respect and care. Five states will
host various activities expected to impact about 6,500 individuals. The list of events can be found below with highlights including tutoring, winter gear/clothing distribution, grocery distribution and serving hot meals. Consider family meeting to discuss estate plans SUBMITTED BY PATRICK ZAMKIN At some point, you’ll want to share your estate plans with your loved ones — and the first step in this process may be to hold a family meeting. The best time to hold this meeting is when you’re still in good mental and physical shape, and the enactment of your estate plans may well be years away. But what topics should you cover? Consider these main areas: • Your wishes — and those of your family. Use this meeting to introduce your estate plans and, in a basic sense, what you hope to accomplish with them — leave money to your family, support charitable groups and so on. You’ll want to emphasize that you want to be equitable in what you leave behind, but there may be issues that affect this decision, such as disparities in income between grown children or an allowance for a specialneeds child. But you’ll also want to listen to what your family members want — and you might be surprised at what they tell you. Consider this: More than 80% of the millennial generation would rather know their parents are financially secure throughout their retirement, even if this means that their parents will pass on less money to them, according to an Edward Jones/Age Wave study. • Estate planning documents – At the time of your family meeting, you may or may not have already created your estate planning documents, but in either case, this would be a good time to discuss them. These documents may include a will, a living trust, financial power of attorney, health care power of attorney and possibly other arrangements. At a minimum, you’d like to give a general overview of what these documents mean, but at an initial family meeting, you don’t necessarily have to get too detailed. For example, you might not want to talk

about specific inheritances. This is also an opportunity to inform your loved ones of the professionals involved in your estate plans, such as your attorney and your tax advisor. • Roles of everyone involved – Not only does a comprehensive estate plan involve moving parts, such as the necessary documents, but it also includes actual human beings who may need to take on different roles. You will need an executor for your will and, if you have a living trust, you’ll need a trustee. Even if you choose to serve as the initial trustee, you’ll still need to identify one or more successor trustees to take your place if you become incapacitated, or upon your death. Plus, you’ll need to name people to act as your power of attorney for health care and finances. Choosing the right people for these roles involves thought and sensitivity. Obviously, you want individuals who are competent and reliable, but you also need to be aware that some family members could feel slighted if others are assigned roles they feel they could do. By being aware of these possible conflicts, you can be better prepared to address them. Here’s one more suggestion: Let your family know that this initial meeting doesn’t mean the end of communications about your estate plans. Encourage your loved ones to contact you with questions whenever they want. You may need to hold additional family meetings in the future, but by laying the initial groundwork, you will have taken a big first step in establishing the legacy you’d like to leave. JOSH BOOTSMA I think of mercy as the act of showing compassion to someone even if they don’t deserve it. From the recipient standpoint, to receive mercy is to not receive the full consequence of whatever offense you may have committed. For example: If I’m playing a friendly game of baseball with some friends and one of my friends swings and misses three times, the rules of baseball say that he’s out. But as an act of mercy, I could allow him to continue to swing until he gets a hit. He deserves to be out, but I withhold that consequence from him out of compassion. God does the same, but on an eternal scale. God is perfect and holy, and as such, he is fully deserving of our complete obedience and devotion. As God established the world, he also established that sin is abhorrent to him, and requires a punishment of death. Sin (ie, actions, thoughts, or words that are contrary to God and His Word) deserves punishment. You and I deserve a just punishment for our offenses against God. The great mercy of God is shown most brilliantly when we call upon the name of Jesus Christ as our Savior. When we do this, God doesn’t give us what we deserve but instead shows us mercy. That punishment for our sin is placed on Jesus and we receive blessing upon blessing from the Lord. 1 Peter 1:3 says, “According to [God’s] great mercy, he has caused us to be born again to a living hope through the resurrection of Jesus Christ from the dead.” If you’re weighed down by the weight of your sin, come to Jesus Christ for mercy. Neighbor 2 Neighbor JANICE MINTON-KUTZ ST.MARGARET NOT TOO HEALTHY THESE DAYS-What a shame that this hospital (now known as Franciscan) which served residents of SE Illinois and NW Indiana (Hammond) for 124 years is now shuttered. As you can see by the blown out windows of the hospital, it is in no shape to serve anyone. We who pass it by every day wonder what is to become of it. Franciscan moved to close St. Margaret Hospital in Hammond at the end of 2022 following years of financial losses, but the city of Hammond sought a preliminary injunction to keep the hospital open (June 30, 2023) . St Margaret is 124 years old and is scheduled to be torn down according to published reports. But, in the meantime it is an aging, rusting eyesore just off Hohman Avenue. One wonders also, about the parking garage, now fenced off. All the signs say “closed,” so we are not hoping for a reboot, but maybe the Franciscan powers that be can show a little mercy on the building that started, saved and ended so many lives for the 124 years. This brings to mind St. James Hospital in Chicago Heights that was torn down last year. Now all that reminds us of the former hospital are vacant lots. Is the same fate awaiting St. Margaret Hospital in Hammond? ***

Adopt A Friend: Love Beyond Familial Circles by Janice R Newman Recently, I attended a Chicago Wolves game with my family. It was adopt-a-dog night. They had numerous animals readily available for adoption by eager people wanting an addition to their homes. It was joyous seeing the smiling faces of potential new pet owners meeting perspective furry animals for the first time. There were probably 40 dogs there. Most were adopted by the end of the night. It was a thoughtful event as man is not meant to be alone. We’re called to extend our love beyond our familial circles. In addition to adopting a furry friend, Why Not a lonely senior, a teenager in need of a mentor, a relative, or even a neighbor? Jesus taught the essence of love and compassion through his profound teachings of the two greatest commandments. Jesus stated in Matthew 22:37-39 (NIV) to “Love the Lord God with all your heart and with all your soul and with all your mind.” This is the first and greatest commandment. And the second is like it ‘Love your neighbor as yourself’”. This divine directive is a powerful foundation for adopting seniors, teenagers, extended relatives, or neighbors. Each type of adoption is a call to love others and extend a compassionate hand to those in need even beyond our familial ties. Here are some ways to encompass the second commandment: Adopting a Senior: Many seniors find themselves facing the challenges of aging, including loneliness and isolation. Becoming a friend to a senior involves simple meaningful acts of kindness such as checking in regularly with a call or visit, assisting with a task, or simply being a comforting presence. Do a safety/well-being check during atypical weather conditions. Be a listening ear to combat feelings of isolation and foster a consistent connection. Help with grocery shopping or provide them with contacts to the resources they may need. Adopting a senior, bridges generational gaps by communicating between generations with wisdom and emotional support. Mentoring a Teenager: Jesus urges us

to love our neighbors including teenagers. Mentoring a teenager can be profound. Being a mentor involves cultivating the potential within a teenager, providing additional guidance, support, and a listening ear as a help to a parent. A mentor strives to empower teenagers to become their best by encouraging them to dream big and pursue their passions, help with character development, and create a bond based on empathy and trust. Sometimes it’s easier to get a message through to an adolescent from a mentor adult, older relative, teacher, or school counselor versus a parent. Mentors contribute to the emotional and spiritual growth of the younger generation. It really does take a village. Adopt a Relative or Neighbor: In our fast-paced world, we focus on ourselves with limited time for people we might live with. We are called to love our “neighbors”, but literally most don’t know their next-door neighbors or only talk to a relative at a family reunion. Being a friend to a distant relative or neighbor invites us to make connections that transcend societal barriers, and create a compassionate community where everyone, regardless of their struggles or background feels seen, valued, and embraced. It involves extending kindness, understanding, and compassion through support and friendship. Include them in activities or social gatherings to ensure they feel connected. Take a moment out to really introduce yourself and get to know them. Do more than a wave. Jesus’ teachings demonstrate the importance of love and establishing relationships with God and our neighbors. We are called to love others as God loves us. By adopting and embracing those in need, we embrace the essence of the second greatest commandment, by fostering relationships and manifesting the divine love of God that binds us together. Mary Beth was a teacher. Her tenure as the Dean of Foreign Languages at Andrean High School was over 20 years. Mary Beth had an incredible sense of humor and always seemed to see the humor in any situation. But above all, Mary Beth’s pride and passion was her family, whom she loved dearly, and who will miss her beyond words.

Biden-Harris Administration to Shorten Path to Debt Cancellation for Some SAVE Borrowers

Today, the Biden-Harris Administration announced that next month it will start providing forgiveness after as few as 10 years of payments for borrowers on the Saving on a Valuable Education (SAVE) Plan who originally took out $12,000 or less for college. Borrowers enrolled in SAVE who are eligible for early forgiveness will have their debts cancelled immediately starting next month, with no action on their part. To help as many borrowers as possible benefit from this action, the (Department) is kicking off an outreach and email campaign to encourage borrowers who are not currently enrolled in SAVE to sign up because they may benefit from this shortened repayment period. The Administration is also announcing today that there are now 6.9 million borrowers enrolled in the SAVE Plan as of early January, more than double the enrollment on the Revised Pay As You Earn (REPAYE) plan it replaced in August. The shorter time to forgiveness benefit will particularly help borrowers who attended community colleges; these students typically borrow smaller amounts. Overall, the Department estimates that the SAVE Plan will make 85% of future community college borrowers debt free within 10 years. The SAVE Plan will also help borrowers who are more likely to struggle with their loans, as most borrowers in default originally borrowed $12,000 or less. “Beyond being the most affordable student loan repayment plan ever available, the BidenHarris Administration designed the SAVE Plan to put community college students and other low-balance borrowers on a faster track to debt forgiveness than ever before,” said U.S. Secretary of Education Miguel Cardona. “Our ability to deliver this relief to borrowers months ahead of schedule is a testament to the Biden Administration’s commitment to delivering relief to as many borrowers as possible, as quickly as possible. Today’s announcement gives borrowers an even greater reason to check out the SAVE plan and find out if they may qualify for earlier debt relief. With lower monthly payments, protection from runaway interest, and faster timelines to debt forgiveness, President Biden’s SAVE plan is not only benefitting millions of current borrowers but also providing the students of today and tomorrow with a more affordable pathway to college degrees and credentials.” The Department is accelerating this benefit months ahead of the date previously laid out in the Biden-Harris Administration’s final regulations for implementing the SAVE plan, which is July 1, 2024. Borrowers enrolled in SAVE who have made at least 10 years of monthly payments and originally took out $12,000 or less for undergraduate or graduate postsecondary studies are eligible for forgiveness. For every $1,000 borrowed above $12,000, a borrower can receive forgiveness after an additional year of payments. That means a borrower who originally borrowed less than $21,000 will be eligible for forgiveness faster than the 20-year timeline for undergraduate borrowers on SAVE. The benefit is based upon the original principal balance of all federal loans borrowed to attend school, not what a borrower currently owes or the amount of an individual loan. Periods that count toward the forgiveness benefits include months during the payment pause and time in repayment as determined through the payment count adjustment. “Today’s announcement will help struggling borrowers who have been making loan payments for years, including many who never graduated from college,” said Under Secretary James Kvaal. “Giving borrowers with smaller loans a faster path to being debt free will help many borrowers avoid financial distress and have peace of mind.” The Biden-Harris Administration is also kicking off a wave of outreach to encourage more borrowers to enroll in SAVE, particularly those who may be able eligible for immediate forgiveness. Today, the Department will begin emailing borrowers whose balances and time in repayment indicates they may benefit from the

shortened time to forgiveness provision. The Department will also work with the SAVE on Student Debt coalition and other supportive organizations to conduct further outreach in the coming months. In February, the Department will start notifying borrowers on SAVE who are eligible for forgiveness that their loans are being discharged automatically with no action needed on the borrower’s part. The Department will also email borrowers not on SAVE who can receive forgiveness as soon as they sign up for the plan. Moving forward, the Department will continue to identify and discharge the loans of eligible borrowers on a regular basis. The Department strongly encourages all eligible borrowers who originally borrowed $12,000 or less to apply for SAVE as soon as possible. For student borrowers, the SAVE Plan remains the most affordable repayment option in most cases. Under the SAVE Plan, single borrowers who earn less than $32,800 per year or those in a family of four making less than $67,500 have a $0 payment. The SAVE Plan also ensures that a borrower’s balance will never grow due to unpaid interest as long as they are making their monthly payments. The improved application allows borrowers to have their income securely accessed through the Internal Revenue Service so they do not need to re-certify their income or reapply for plans like SAVE each year. Savings for borrowers will increase again when the Department implements further payment reductions for borrowers with undergraduate loans in July 2024. Continued Increases in SAVE Enrollment The Biden-Harris Administration also announced today that there are now 6.9 million borrowers enrolled in the SAVE plan. This includes 2.8 million borrowers on SAVE who are new to an income-driven repayment (IDR) plan and approximately 700,000 who have switched from another income-driven repayment plan. Overall, borrowers are repaying $374 billion in federal student loans on the plan, about 30% of all Direct Loans dollars in repayment, deferment, or forbearance. Borrowers are continuing to see significant financial benefits from being on SAVE compared to the previous REPAYE Plan. Of SAVE enrollees, 3.9 million have a $0 payment, while borrowers who owe a payment are saving an estimated $117 a month (just over $1,400 a year). These savings don’t include the interest that borrowers avoid each month after they satisfy their repayment obligation. Department data show that SAVE enrollment continues to be well targeted, as 75% of SAVE borrowers also received Pell Grants, which are awarded to low-income college students. The SAVE Plan builds on the Biden-Harris Administration’s work to reduce the burden of student debt on America’s families. The BidenHarris Administration has already approved nearly $132 billion in targeted relief for more than 3.6 million borrowers. Just last month, the Department announced the approval of an additional $4.8 billion in student loan debt relief for 80,300 borrowers. The Biden-Harris Administration has now approved: • Almost $44 billion in IDR relief for nearly 901,000 borrowers; • $53.5 billion for almost 750,000 borrowers through fixes to Public Service Loan Forgiveness that began in October 2021. By contrast, only about 7,000 borrowers had received forgiveness through these programs at the start of the Biden-Harris Administration. The Biden-Harris Administration is currently in the process of writing proposed regulations that would make more borrowers eligible for debt relief. It also recently finalized regulations that help create the most effective accountability system ever for colleges that leave students with unaffordable debts and will continue to take action to reduce the cost of college and improve the value of postsecondary education.
