Illinois’ COVID-19 disaster proclamation to end in May
Exactly 38 months after the World Health Organization declared COVID-19 a global pandemic, Illinois will no longer be under a disaster proclamation as of May 11, Gov. JB Pritzker announced Tuesday.
That’s the same day President Joe Biden will end the national public health emergency, which just passed the three-year mark last week. The White House announced the May 11 end date on Monday.
Pritzker had declared a public health emergency two days before the WHO’s pandemic determination and has renewed his disaster proclamation every 30 days since then.
The repeated proclamations gave the governor authority for COVID-related actions such as closing schools, issuing stay-athome orders and mandating masks and vaccines. But they were a source of consternation for Pritzker’s political opponents.
The governor had slowly rolled back his COVID-19 mandates over the past year, including an action in October when he reversed the requirement for vaccines, testing and masks in health care settings.
But Illinois is still one of seven states with some sort of COVIDrelated emergency proclamation on its books.
These disaster declarations have allowed those states –including Republican-run Texas – to continue benefiting from COVID-era bumps in federal reimbursements for programs like Medicaid, additional benefits for those on food stamps and the ability to quickly deploy emergency workers to respond to areas in need, like hospitals with severely short staffing.
“Our state’s disaster proclamation and executive orders enabled us to use every resource at our disposal from building up testing capacity and expanding our health care workforce to supporting our vaccine rollout and mutual aid efforts,” Pritzker
said in a statement.
Pritzker said 1.4 million children in Illinois received nutrition support under the additional Supplemental Nutrition Assistance Program benefits. He also pointed to the expansion of telehealth during the pandemic under his disaster proclamation, which has largely been adapted into state law after it proved popular with doctors and patients alike.
“Let me be clear: COVID-19 has not disappeared,” Pritzker said in the statement. “It is still a real and present danger to people with compromised immune systems—and I urge all Illinoisans to get vaccinated or get their booster shots if they have not done so already.”
Opponents to Pritzker’s repeated issuance of disaster proclamations insisted the governor was limited to the 30 days laid out in state law, but legal challenges to that effect ultimately failed after months of litigation.
The governor’s disaster proclamation also allowed for the activation of the State Emergency Operations Center, which brokered cooperation between the leaders of different state agencies in response to COVID-19.
In a message to Congress on Monday, Biden wrote that waiting until May to end the national public health emergency will avert “wide-ranging chaos and uncertainty throughout the health care system” than if it faced the “abrupt end” sought by the Republican-controlled House.

Sheriff Dart Warns Public of Phone Scam
Cook County Sheriff Thomas J. Dart is warning of a telephone scam where a caller identifying as a Sheriff’s Office employee tells victims they must pay a large fine for missing court or they will go to jail.
The caller tells the victim to pay the fine using a money transfer app such as Zelle or Venmo and warns the victim not to talk to anyone about the matter because there is a gag order.
The name used by the caller matches the name of an actual Sheriff’s Office employee, so an Internet search of the name may
make the call appear to be legitimate.
The public should be aware that this is a scam. The Sheriff’s Office does not request payments in this manner, nor does the Office accept any payment via money transfer apps.
Individuals who believe they have been a victim of this scam are asked to call the Sheriff’s Police Investigation Section at 708865-4896 or the Sheriff’s Police non-emergency number at 847635-1188.
Indiana 211 Day raises awareness of valuable resource for Hoosiers
Governor Eric J. Holcomb has proclaimed Saturday, Feb. 11, 2023, “Indiana 211 Day,” as Indiana joins states and cities across the country raising awareness about 211: an important, free resource, available to all Hoosiers. In 2022, Indiana 211 helped connect more than 150,000 callers throughout Indiana with housing, utility assistance, health care, food and many other important resources.
“In 2022, assistance locating housing was the number one concern of callers to Indiana 211, along with utility assistance and help feeding their families,” said Tara Morse, executive director of Indiana 211. “But what many Hoosiers don’t realize is that they can call for everyday information like where to take their child for developmental screening or how to locate job training or find free tax filing support.”
Experienced, responsive and compassionate community navigators at Indiana 211 can quickly help connect Hoosiers to resources and services they need. During winter months and the early part of the year, the 211 team also enhances its database to include specific resources such as energy assistance programs, warming centers on subfreezing days or tax assistance during tax season.
February 2023 marks the 20th anniversary of the first call accepted by Indiana 211. Indiana 211 connects Hoosiers with thousands of health and human services agencies and resources in their local communities quickly, easily and confidentially. Anyone can call 211 and connect to a navigator who can assist them. There are no eligibility requirements or income standards, and Hoosiers can call on behalf of themselves or for other Hoosiers in need. Many Hoosiers called 211 during the pandemic to schedule or reschedule a vaccine or find a testing site.

Question: We signed a ‘side agreement’ as sellers to give the buyers cash at closing for repairs to the property we sold. The repairs were to be done after the closing. We have not paid the funds. We do not have the money. What should we do?
Answer: By “side agreement” do you mean a part of the sale arrangement which was not disclosed to the lender?
When you enter into a real estate agreement which requires financing by a third-party lender, the lender must be given the entire sale agreement. If the idea of the “side agreement” was to hide information from the lender, then the lender has the right to decline the loan. The lender might also see the loan application as fraudulent, something no borrower should want.
In the same way that lenders should not abuse borrowers, it’s equally fair that borrowers should not abuse lenders. Lenders have a right to all details regarding a transaction, otherwise they’re likely to make erroneous lending decisions.

Smart moves for investors after a down 2022

Many investors were glad to see the end of 2022. But what’s ahead this year? And what moves can you make in response to last year’s results?
To begin with, here’s what happened: 2022 was the worst year for the financial markets since 2008, with the Dow Jones Industrial Average dropping nearly 9%, the S&P 500 losing more than 19% and the technology-heavy Nasdaq falling 33%. Several factors contributed to these results, including the moves by the Federal Reserve to aggressively hike interest rates to combat inflation, the Russia-Ukraine war, recession fears and increased concern over COVID-19 cases in China.
However, 2023 may be different. Many experts believe that inflation may moderate considerably, especially during the second half of the year. If that happens, the Fed may well pause its interest rate hikes and perhaps even consider cutting rates — a move that is often positive for the financial markets. Also, if a recession emerges, but it’s relatively short and mild, as expected, the rebounding economy may be favorable for the investment outlook.
Regardless of what transpires this year, though, you can help move toward your financial goals by following some basic steps that make sense in all investment environments. Here are a few to consider:
• Focus on the long term. It can be disconcerting to look at investment statements containing negative results, as was the case for many people throughout 2022. But it’s important to view a single year’s outcome in the larger context — and historically, the stock market has had many more positive years than negative ones, though, of course, past performance is not a guarantee of what will happen in the future. In any case, it’s generally not a good idea to overreact to short-term downturns and make moves that could work against your long-
term strategy.
• Keep adequate cash in your portfolio. The value of your investments may have gone down in 2022 — but you didn’t really sustain any actual losses unless you sold those investments for less than what you paid for them. To avoid having to sell investments to supplement your income or to pay for unforeseen costs, such as a major home or car repair, try to build the “cash” portion of your portfolio, so it covers a few months’ worth of living expenses. When you’re retired, and it becomes even more imperative to avoid selling investments when their price is down, you may need an even bigger pool of available cash.
• Look for opportunities. Although 2022 was certainly a down year for the financial markets, some developments have presented new opportunities for investors. For one thing, the contribution limits have increased for IRAs, 401(k)s, and Health Savings Accounts (HSAs), all of which are pegged to inflation. Also, with interest rates considerably higher than they were a year ago, fixed-income investments may offer more income and provide added stability in portfolios during times of economic weakness.
When you’ve been investing for a long time, you will experience down years in the market, such as the one in 2022. These years are an inevitable part of the investment process. But since you can’t control what happens in the financial markets, you need to concentrate on what you can control — and that may be a lot more than you think.

Mrvan Announces DOT Safety Grants for East Chicago, Gary, and Hammond
Today, Rep. Frank J. Mrvan announced federal grant awards for the Cities of East Chicago, Gary, and Hammond under the Department of Transportation’s (DOT) Safe Streets and Roads for All (SS4A) Grant program.
The SS4A Grant program was created under the Infrastructure Investment and Jobs Act, which Congressman Mrvan supported and was signed into law during the 117th Congress.
According to the DOT, the SS4A Grant program aims to improve roadway safety by supporting communities in developing plans to implement infrastructure projects designed to reduce transportation-related fatalities and serious injuries.
The City of East Chicago will receive $240,000, the City of Gary will receive $140,000, and the City of Hammond will receive $80,480 in SS4A grants to develop city-wide comprehensive safety action plans to aim to eliminate roadway fatalities.
Congressman Mrvan stated, “Congratulations to all of the leaders and public servants in the Cities of East Chicago, Gary, and Hammond for successfully obtaining and utilizing this federal resource. Divore and Beyond
The parish of St. John the Evangelist is offering the program; “DIVORCE AND BEYOND” for individuals who are struggling with the issues of divorce. The program is faith based but open to people of all denominations. The facilitated weekly sessions take place in a confidential support group setting. Whether you’ve been divorced for many years or have just recently filed, being able to share your story with others in similar situations has proven to be very helpful to previous attendees. “DIVORCE AND BEYOND” is geared toward addressing the hardships associated with divorce as well as the healing process and moving forward. Many issues are discussed at our sessions, but topics such as anger, self-esteem and loneliness are always included, in accordance with the program’s itinerary. WGN radio had former Hegewisch resident Cole Stallard talking about City Officials in Chicago announcing their “YOU NAME A SNOWPLOW” contest. Given the cold weather Chicago has experienced during the first half of 2022/2023, it’s no wonder we Chicagoans had to name them. As head of Streets and San, Cole is in the front lines of keeping our streets passable. Fifty finalists out of 80,000 entries named the metal beasts that keep our streets cleared of snow. Winner was “Mrs. O’ Leary’s Plow,” with “Da Bears,” coming in second, “Salter Payton,” was 3rd and 4th was Sears Plower.” The contest began in December 2022 “YOU NAME A SNOWPLOW,” as the first of its kind with Chicago city staff making the selections. ***

“Should I wait until the spring market and warmer weather before I list my home for sale?” As a Realtor in the south suburbs of Chicago, I get asked this question all the time. My response is quite simple…“If you can list your home now, you really should.”
And the reasons why are equally simple:
1. Low inventory 2. Continued demand. Our local market has become a year-round market. Sure, more people do move in spring and summer but traditional sellers have an opportunity to shine if they list their homes when there are mostly distressed homes on the market.
Many homebuyers now are waiting for well maintained and well-priced homes to hit the market. This is an opportunity few home sellers will take advantage of because they think people do not want to move in the winter, and some people don’t want the inconvenience of showing their homes during snowy weather. But in my experience, the buyers looking at homes in the winter months are very serious about buying a home.
Home buyers are tired of viewing bank and corporate-owned properties that need
work and have no disclosures. They get frustrated with short sale homes that they will have to wait months for a clear accepted contract and possession. Most buyers prefer to buy from a traditional seller…and buyers worry that interest rates could edge up even more in the spring. The plain truth is a wellprepared home seller most likely will not have to wait a long time.
In the past few weeks, homes that I have listed received offers within days of hitting the market. Pricing and preparation were key to getting quick offers. These are not flukes either. I have seen many well priced listings fly off the MLS in January and February. In past years, I have seen inventory levels double from February to May. So… stop thinking like the average seller, get your home on the market now and let it shine!

For its 20th Anniversary Season opening show, the Towle Theater is pleased to present the musical Love, Linda (The Life of Mrs. Cole Porter). The music and lyrics were written by Cole Porter, book by Stevie Holland with Gary William Friedman and arrangements and additional music by Gary William Friedman. In this tour-de-force one-woman show, Linda Lee Thomas (Mrs. Cole Porter), candidly recounts, through song and story, her life’s journey with Cole Porter. Though Porter was gay, their companionship and love lasted through 35 years of marriage and a spectacular, glamour-filled life. With innovative arrangements, the timeless music and lyrics of Cole Porter weave through the compelling narrative of Love, Linda, examining the darker sides of their life, while also celebrating the deep love that blossomed through their unconventional relationship.
The Towle is excited to have Linda J. Wilczynski back on their stage as Linda Lee Thomas. Previously, Linda has been seen at the Towle Theater as Vivien Leigh in Vivien Leigh: The Last Press Conference. She has also appeared in Parade, Tick Tick Boom! and Ordinary Days. Sims named Majority Caucus Appropriations Leader
State Elgie R. Sims, Jr. is honored to be named Majority Caucus Appropriations Leader and to serve as chair of the Appropriations Committee during the 103rd General Assembly.
