How will higher rates affect you? SUBMITTED BY PATRICK ZAMKIN As you know, interest rates have risen considerably over the past couple of years. But what does this mean to you, as a consumer and as an investor? From a consumer’s standpoint, it’s not hard to see the effects of higher interest rates. If you want to take out a mortgage or refinance an existing one, you’ll find that it’s considerably more costly, in terms of the interest you’ll pay, than it was a few years ago. And the same is true of car loans and credit cards. Paying these debts at higher rates can affect your cash flow, so while rates are high, you may need to make some important decisions about your overall budget and spending plans. As an investor, though, you may find the effects of higher interest rates to be somewhat more complex. That’s because higher rates can have a different impact on different types of investments, such as stocks and bonds. When considering stocks, be aware that not all market sectors will respond the same way to higher interest rates. For example, the financial sector, which includes banks, insurance companies and brokerage firms, may benefit from higher rates. On the other hand, smaller technology companies, which still must invest heavily in their businesses, may not do as well due to rising interest rates making it more expensive for them to borrow. And other sectors will respond differently to higher rates. Keep in mind, though, that there’s great variance within sectors and among companies, so when you consider purchasing stocks, evaluate each choice on its merits and make sure it fits within your risk tolerance, time horizon and need for portfolio diversification. When you diversify your investment dollars, you can

reduce the risk of market volatility affecting just one type of asset, although diversification by itself can’t protect against all losses. With fixed-income investments, such as bonds, interest rate movements can have significant and direct impacts. When interest rates rise, the value of your current bonds will likely fall because new bonds can pay higher rates. However, you can also buy bonds at the new, higher rates and benefit from bigger interest payments. Still, there’s no guarantee that interest rates will stay elevated – in fact, the Federal Reserve has indicated that it might actually start cutting rates in 2024 – which is why it may be a good idea to build what’s known as a “ladder” consisting of short-, intermediateand long-term bonds. Once you have your ladder in place, you’ll have some protection from interest-rate movements. So, if rates were to keep rising, you could reinvest the proceeds of your short-term bonds in the new, higherpaying ones. But if rates level off, or even fall, you’ll still benefit from your longer-term bonds, which typically (but not always) pay higher rates than short-term ones. Of course, if you hold your bonds until maturity, you will continue to get the same interest payments, regardless of where market rates go. In any case, it’s useful to be aware of what’s happening with interest rates — the more you know about the factors affecting your investments, the better off you’ll be. It means giving total commitment to putting forth your best effort in everything you do. Whether it’s pursuing your heart’s desires, answering the calling on your life, or fulfilling your responsibilities. Whatever your heart desires, do it with ALL your heart, soul, mind, and strength. Success is sure to follow when you do. All areas of our lives are profoundly and directly impacted by the level of effort we invest in them. When we wholeheartedly dedicate ourselves to our goals and endeavors, it ignites a passionate drive within us to achieve what we’ve set out to do. Giving all is crucial to the task at hand. If we only dedicate partial effort, we’ll likely face struggles, discouragement, or even abandonment of our pursuits. To truly give it your all, here are some strategies to pursue your heart’s desires for your physical and mental health, financial stability, and spiritual growth. Physical and Mental Health: Our health is greatly influenced by the choices we make, such as eating nutritious foods, exercising appropriately, avoiding unhealthy habits such as smoking and alcohol, and obtaining adequate sleep. Giving it your all entails committing to your health goals by embracing a balanced diet, eliminating sweets, extra salt, and fatty foods, managing stress effectively, and prioritizing self-care activities. Pursuing your health goals requires you to give it your all to be successful. Chronic stress can take a toll on the body, leading to illnesses, weakened immune systems, and chronic diseases such as heart disease, diabetes, and obesity. Choosing to take care of your physical body and mental health is an investment toward your overall well-being that will directly influence all aspects of your life. Financial Stability: You must make an ALL-or- nothing decision when it comes to maintaining financial success and sustainability. Being wise over part of your finances leaves

space for waste in the other. Mastering your finances starts with creating a budget, keeping track of income and expenses, and starting a prudent savings pattern. Carefully track ALL expenses and savings, will give a true record of your money allocation. Trying to justify spending a few dollars reduces your savings. Proverbs 13:11, “Wealth gained hastily will dwindle, but whoever gathers little by little will increase it.” In addition to saving money, it’s crucial to increase your skills and interests in your career, to pursue new opportunities for growth and advancement for long-term financial growth. Spiritual Growth: Cultivating your spirit is a journey that requires complete dedication and commitment to growth. You must engage in practices to deepen your faith through prayer, expressing gratitude, deepening your understanding of God’s Word, and aligning your life with your spiritual values and principles. Establish a set time for studying the scriptures to gain wisdom and understanding. Reflect on the truths and moral principles taught in the Bible to nurture your spirit. Heart Smart RICHARD ZEKVELD For black history month, I continue my reflection about my experience of moving into and connecting with a predominantly black community. Last week, I reflected on my time in the south suburbs as a seminary student. In 2002, I moved to Winnipeg, Canada, to begin my calling as a pastor in a church there. While there, I married, and my wife and I started our family. My family and I moved to South Holland in 2008 and we’ve been here since. Being back in a primarily black community fueled my desire to learn more about black history. As a pastor in the reformed Christian tradition, one book caught my eye: Anthony J. Carter’s, Black and Reformed: Seeing God’s Sovereignty in the African-American Christian Experience. Carter grapples with the reformed tradition’s emphasis on the absolute sovereignty of God in salvation and history and applies it to the profound injustices and sufferings of black history. Another book I have found very helpful: Isabel Wilkerson’s masterful, biographical chronicle of the Great Migration in her book The Warmth of Other Suns. No amount of reading, though valuable, substitutes for cross-cultural relationships, conversations, and experiences. Those relationships and a variety of conversations and experiences that arise within them have proven formative for me. Call it cultural immersion. Along the way, I’ve had to deal with some latent culturally-derived attitudes and assumptions that surfaced in my own heart. Nothing prepared me for the murder of George Floyd and the upheaval that followed. From the moment I found out via the anguished text from a close black friend, I was forced to grapple, as a person and pastor, with competing narratives about race and racism in America and what to do about it. Biden-Harris Administration Time to get your St. Patrick’s Announces $75 Million to Revitalize Coal Communities, Day traps ready Create Good-Paying Jobs in IL SPRINGFIELD, IL — As part of the BidenHarris administration’s Investing in America tour, Principal Deputy Assistant Secretary for Land and Minerals Management Dr. Steve Feldgus and Office of Surface Mining Reclamation and Enforcement Principal Deputy Director Sharon Buccino traveled to Illinois today, where they announced $75.8 million in fiscal year 2023 funding from President Biden’s Investing in America agenda to address dangerous and polluting abandoned mine lands and catalyze economic opportunity in Illinois. During the visit, leadership toured two abandoned mine lands sites that are benefiting from fiscal year 2022 Bipartisan Infrastructure Law funding. At Peabody 10, funds are supporting work to address acid mine drainage and public safety hazards outside Pawnee, Illinois. This historic funding is expected to address the majority of currently inventoried abandoned coal mine lands in the nation, which will help communities address and eliminate dangerous environmental conditions and pollution caused by historic coal mining. It also enables economic revitalization by reclaiming hazardous land for recreational facilities and other economic redevelopment uses, such as advanced manufacturing and renewable energy deployment. This funding is a part of the Biden-Harris administration’s unprecedented investments in communities and workers to support an equitable transition to a sustainable economy and healthier environment after the closure of mines or power plants. Clients Got Big Refunds WOODROW WILCOX Sometimes, clients get insurance policies mixed up. The agent did not make the mistake. The client did. That is what happened to a couple from Crown Point. Our agency counseled them to get Medicare supplements from Bankers Fidelity Life Insurance Company. But then, they responded to a TV ad from Humana Insurance Company for a Medicare Advantage plan. That kicked them off the Medicare supplement plan. For two years, they paid the premiums for a supplement plan that they could not use. When we learned of this, we helped them ask Bankers Fidelity for a refund of premiums paid while they could not use that policy. Bankers Fidelity did not argue against a refund. It was a very unusual case. I had to get the facts and present them to the insurance company. Then more calls were made to remind and prod people to do their jobs. Finally, the refunds came. I want to commend Bankers Fidelity for its fair treatment of our clients. The couple got a combined refund of $13,200 according to their son. The son wrote a note to me that said, “My parents wanted to let you know they appreciated what you did to get things started.” All the help that I gave this couple was FREE OF CHARGE. We help couples with similar problems to demonstrate that we really do care about our clients. Ford bill would give Illinois media access to encrypted police scanner transmissions Illinois State Representative LaShawn K. Ford (D-Chicago) has introduced legislation which would require any law enforcement agency in Illinois which encrypts police scanner transmissions to provide real time access to those transmissions to accredited media in the state. House Bill 4339 amends the Public Records Act to require that any law enforcement agency that encrypts radio transmissions provide, by license or otherwise, access to those transmissions to FCC licensed broadcasters and accredited newspapers as defined in the Act. Under the Lightford Administration, the Chicago Police Department instituted a program designed to encrypt police scanner transmissions across all police districts in the city. “I understand the desire to prevent members of the public from using real time police scanner information to commit crimes or to evade law enforcement,” said Representative Ford. “However, the media has an obligation to report on events in a timely manner and its use of real time information from police scanners is essential. Blocking accredited media from real time access is counter to governmental transparency and does not lend itself to the original stated purpose of the encryption program.” Representative Ford noted that his proposed legislation would apply to jurisdictions across Illinois. Several downstate law enforcement departments have also instituted encryption programs.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We paid off our $150,000 mortgage balance recently. The houses in our area are on the market for between $320,000 and $390,000. We were told by one of our neighbors that a few other neighbors are upset with us for doing this, because it dropped the value of the homes in our area. Is this true? Answer: No. If a home sells for $500,000 it means the owner gets $500,000 in cash at closing whether the home is owned debt-free or the sellers owe up to their eye brows. The $500,000 is then reduced by closing costs, lien pay-offs, etc. Home values are determined by supply and demand. Easy financing and low rates create additional demand by expanding the pool of potential buyers. That a home is free and clear of all debt does not mean it is less valuable or more valuable in the marketplace. Question: I’m interested in purchasing a home that’s priced 9 percent above others in the neighborhood. The seller feels the price is justified since they installed a lot of upgrades. I submitted an offer that’s almost 2 percent

higher than the neighborhood average price, and it was rejected. The home has been on the market for 122 days, is well kept and very nice, but I cannot see how it justifies nearly a 10 percent margin in price over the average. I want to offer the sellers a fair price for the home, but not overpay. What can I do? Answer: You are overthinking this. Real estate sale prices are established by informed buyers and sellers. If you don’t want to pay the seller’s price and the owner will not accept your offer, logic and reason are irrelevant -- the house won’t sell and you must look elsewhere. Does physical activity lessen pain intensity for cancer survivors? Study shows that higher levels of physical activity are linked with less pain, and to a similar extent in adults with and without a history of cancer. People who have had cancer often experience ongoing pain, but a new study reveals that being physically active may help lessen its intensity. The study is published by Wiley online in CANCER, a peer-reviewed journal of the American Cancer Society (ACS). Although physical activity has been shown to lessen various types of pain, its effects on cancerrelated pain are unclear. To investigate, a team led by senior author Erika Rees-Punia, PhD, MPH, of the American Cancer Society, and first author Christopher T.V. Swain, PhD, of the University of Melbourne, in Australia, analyzed information pertaining to 51,439 adults without a history of cancer and 10,651 adults with a past cancer diagnosis. Participants were asked, “How would you rate your pain on average”, with responses ranging from 0 (no pain) to 10 (worst pain imaginable). Participants were also asked about their usual physical activity. United States guidelines recommend 150 minutes (2 hours 30 minutes) to 300 minutes (5 hours) a week of moderate-intensity, or 75

minutes (1 hour 15 minutes) to 150 minutes (2 hours 30 minutes) a week of vigorous-intensity aerobic physical activity. Based on participants’ responses, the investigators found that, for individuals who had cancer in the past as well as for those without a history of cancer, more physical activity was linked with lower pain intensity. The extent of the association was similar for both groups of individuals, indicating that exercise may reduce cancer-related pain just as it does for other types of pain that have been studied in the past. Among participants with a past cancer diagnosis, those exceeding physical activity guidelines were 16% less likely to report moderate-to-severe pain compared to those who failed to meet physical activity guidelines. Also, compared with people who remained inactive, those who were consistently active or became active in older adulthood reported less pain. “It may feel counterintuitive to some, but physical activity is an effective, nonpharmacologic option for reducing many types of pain. As our study suggests, this may include pain associated with cancer and its treatments,” said Dr. Rees-Punia.
