Bill would give ‘child influencers’ a share of parents’ vlogging revenue
Parents who make money posting videos of their children on social media channels may soon be legally required to share that revenue with their kids.
The Illinois Senate Labor Committee this week unanimously approved a bill that would guarantee children a right to a percentage of that revenue if the videos meet certain criteria.
“Parents should not be able to profit from the work of their children,” state Sen. Linda Holmes, D-Aurora, a cosponsor of the bill, said during a Wednesday news conference. “It’s no different than kid television stars having protections. We must ensure that kids are accurately compensated for their work.”
Bill sponsor state Sen. David Koehler, D-Peoria, compared it to California’s 1938 “Coogan Law” – named after the child silent film star Jackie Coogan – that first protected the income of child actors in Hollywood.
But Koehler said no such law exists to protect children whose parents make them the subject of social media videos, and if the bill passes, Illinois would become the first state to do so.
“I didn’t realize how big of an issue this is. This is a huge issue,” he said. “And we’re getting national attention on this.”
The act of parents sharing photos or videos of their children on platforms like Facebook, YouTube and Instagram is not new. But some parents have turned it into a cottage industry by launching a video blog, or vlog, that generates revenue through advertising, product placements and subscription fees.
People who engage in that business are sometimes referred to as “influencers.” That comes from the business practice of endorsing specific products or services in an attempt to influence others to purchase them.
Koehler and Holmes said they got the idea from a 15-year-old student, Shreya Nallamothu, of Normal, who said she began looking into it as part of an independent studies project at her high school.
“When you’re scrolling online, do you ever see videos of children
or families vlogging every aspect of their life?” She asked. “Most of the time when kids are featured on the internet, it’s often wholesome content with no ill intentions. But unfortunately, with the rise of social media, we’re starting to see the rise of something called child influencers, and child influencers are essentially kids who are forced to be featured in videos by their parents to rake in more views and more money.”
Senate Bill 1782 would put children who are featured in vlogs under the protection of the Illinois Child Labor Law.
It provides that if a child under age 16 is depicted in 30 percent or more of a vlogger’s content within a 30-day period and the videos generate compensation, then the child is entitled to a proportionate share of that revenue. In other words, if the child is depicted or discussed in 30 percent of the content, then the child would be entitled to 30 percent of the revenue.
If more than one child is depicted and they all meet the threshold for being compensated, they would split their share of the revenue evenly.
That money would have to be set aside in a trust fund that the child or children can access when they turn 18.
In addition, once the child turns 18, he or she can request the online platform to remove any content in which they are depicted.
“Because a lot of kids are, quite frankly, videoed and it’s really funny,” Koehler said. “But when they’re, you know, 20 years old they may not think it’s so funny.”
Although the bill passed out of the Labor Committee, Koehler said he plans to bring an amendment to clarify aspects of the bill before it’s considered by the full Senate.

How to Develop Strong Relationships
by Janice R Newman
“Two people are better off than one, for they can help each other succeed.” Ecclesiastes 4:9 (NLT).
Relationships were created from the beginning of time. Relationships are the interaction, collaboration, connection, or association between two or more individuals, businesses, concepts, objects, or groups based on mutual trust, understanding, and communication. They develop through various means for either personal or business or share mutual interests for a social cause, similar background experiences, or simple chance encounters. Relationships are formed as friendships, family, romantic, professional connections, and with God. Over a lifetime, a person will create hundreds of relationships from childhood through work, with most varying in length and value. Therefore, it’s necessary to learn how to develop a strong relationship that will last.
Developing a strong relationship takes time, effort, commitment, and hard work for both personal and professional relationships. They don’t develop overnight. It is important to build trust, foster collaboration, and achieve mutual success. A true relationship can not be one-sided with one person taking advantage or mistreating the other. There are ways to develop strong relationships that are beneficial for both.
One of the best ways to develop strong relationships is to become a better you. Be your authentic self. Be you and not fake! Show genuine interest in others. Get to know people on a personal level. Ask about their interests, hobbies, and family. This is helpful for personal and business contacts.
Make sure that you are reliable for any commitments you made. Business relationships require you to be reliable, honest, and trustworthy. Be honest and trustworthy to family and friends also. Don’t gossip
Caught Hospital Mistake
WOODROW WILCOX
On March 7, 2023, I wrote a letter to a hospital to protect our client from being wrongly charged $1,322.
With some editing to protect the privacy of our client, here is what I sent to the hospital.
Our client sent to our firm a bill from your firm for our review. The bill seeks a balance of $1,322 on Account Number XXXXXXXX for services rendered on 02/11/22. I believe that the bill is false. Here is why.
The client gave me his copy of the Medicare Summary Notice. That should have exactly the same information as what your firm got from Medicare in the Medicare Explanation of Benefits. Here is what my teammate Danielle MacDonald and I found in the MSN form.
Your firm mistakenly billed the man twice for the same things and Medicare caught your mistake. Look carefully at Claim # XXXXXXXX-XX. There are four items on the list of services that were marked as denied. The four items add to $1,322 -- the amount that Medicare denied. These items with an “M” footnote are duplicate claims. In each case, one claim was accepted and approved by Medicare and one claim was denied by Medicare because it was a duplicate. Look
at footnote “M” on the ones that were denied. It states, “This is a duplicate of a charge already submitted.” Thus, your firm is trying to bill the patient for amounts that Medicare has ruled you cannot bill him. You are clearly in violation of Medicare rules.
Please, stop billing our client for the $1,322. If you believe that we have erred, explain that in writing addressed to our client. Our client will forward your response to us.
All the help that Danielle MacDonald and I gave the client were FREE OF CHARGE. This insurance agency helps our clients with Medicare related medical bill problems without charge. It is just one way that we demonstrate to our clients that we really do care about them. If your insurance agent or agency does not give clients this high standard of customer care, why don’t you switch to our insurance agency?
Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana. He has saved clients of that firm over three million dollars. Also, Wilcox wrote the book SOLVING MEDICARE PROBLEM$ which is available through book stores and online.

and break trust when someone discloses something. Actively listen to the other person and with all communications be sincere and supportive. God made us with two ears and only one mouth, listening twice as much as speaking.
While forming a better you, learn to communicate with others. Communicate not only your feelings, but also communicate by staying in touch, reaching out, text messages, calls, social media, or actually…meet them in person. In business relationships, be respectful and communicate regularly with them through follow-up after orders, networking to expand your business, and showing appreciation and gratitude for business clients and employees. Use networking opportunities such as trade shows and conferences to make new relationships.
Relationships involve showing appreciation for someone being in your life or celebrating their achievements when yours might seem limited right now. Facebook allows us to add smiling, sad, or thumbs-up emojis, but that’s not a real relationship. Relationships have more personal involvement.
Lastly, develop a strong relationship with God through regular prayer, deep conversation with God, and meditation on the Bible. Find time to study the Bible to deepen your faith, and understanding, and provide guidance on how to live a fulfilling life. Take time out daily to practice gratitude for what you are thankful for. Attend a religious service. If you don’t know where there is a list in The Shopper. Then with all relationships you have, strive to live according to your faith, values, and principles to develop stronger, more meaningful, true relationships, because you will reap the reward of two are better than one. MINISTER: REV. GERALDINE COLVIN SUNDAY SERVICE.......................10:00 AM
Are you dead?
That may seem like a silly question given that you’re holding and reading this newspaper, but it’s actually an extremely important one.
In Ephesians 2:1-2, the Bible says, “You were dead in the trespasses and sins in which you once walked.” Those are harsh words. Scary words.
The Apostle Paul is talking about spiritual deadness. As sinful beings who make countless mistakes, we are dead before God. Our hearts are cold, dark, and lifeless. Our actions are just part of our ongoing spiritual flatline. Our sinfulness has separated us from God, sapping our life in the process.
Thankfully, there’s more to the story. Paul continues, “But God, being rich in mercy, because of the great love with which he loved us, even when we were dead in our trespasses, made us alive together with Christ” (Ephesians 2:4-5).
While we were dead, God sent Jesus, who gives us life.
Our sin didn’t require Jesus the lifeguard to save us from the deep waters of ourselves. We don’t need Jesus the doctor to nurse us back to health. Dead people don’t need help— dead people need life!
Through Jesus, God promises to make us alive. Our “deadness” dies with Christ as he suffers on the cross in our place, and it’s replaced with abundant life as He is resurrected from the dead. Jesus is life—rich, eternal, and completely free.
The truth about your livelihood is as simple and stark as this: if you are not saved by Jesus Christ, don’t let your beating heart fool you—you are dead. If He is your savior, you are alive in the truest sense—alive to bask in His glory and share him with others.
It’s amazing how good life can be when you’re no longer dead!

THE IDES OF MARCH The Ides of March is the 74th day in the Roman calendar, corresponding to March 15. It was marked by several religious observances and was notable in Rome as a deadline for settling debts.
In 44 BC, it became notorious as the date of the assassination of Julius Caesar, which made the Ides of March a turning point in Roman history. “Beware the Ides of March” was a line made famous in William Shakespeare’s Julius Caesar

Subjective Bias
MIKE BUDER
If the comparable sales are so crummy, why did they sell and you didn’t? I just got word that my clients offer on a Lansing property was accepted. What is unusual about this deal is that the seller’s actually interviewed me before listing it with another agent. I respect the agent, so I was happy for them. Ironically the home sold for the price I predicted back in October, which is probably the reason I didn’t get hired.
During the negotiation, my colleague and I kept cooler heads and affected a meeting of the minds. This was a far departure from the mini dramas I have seen playing out lately where sellers and agents let their emotions get the better of them and inject unneeded drama into a process that calls for calm and sanity.
One tactic I have seen is the petty nonsense some sellers and their agents pull when comparable sales are cited as justification for the price offered. They will say: “oh that dump, our home is much better” or “that home is not comparable to ours, how insulting”. While I respect some honest bias toward one’s own home, it is ludicrous to think that the other homes that have been selected by buyers while you remain unsold are all bad places. If anything, the buyers
SSC & Pace Bus Partner to Offer
2nd Pre-hiring Event on Mar. 28
South Suburban College (SSC) and Pace Bus are pleased to announce a second pre-hiring event to provide a free Class B Commercial Driver’s License (CDL) permit course for the next generation of professional bus operators in the Chicago Southland region. The college and transportation agency will offer a customized two-week course to assist qualified applicants in obtaining their CDL permit. To remove financial barriers for students to pursue and complete the program actively, Pace will cover the costs of tuition, training, books, fees, and other expenses associated with the program.
On Tuesday, March 28th, 2023, from 6:00 pm – 9:00 pm, SSC will host a pre-hiring event for job seekers to meet with Pace staff. During the 3-hour event, which begins at 6 pm, applicants will complete a screening process in SSC’s Performing Arts Center, including application completion, an assessment questionnaire, and a background check. All candidates must bring a valid Illinois
driver’s license and a DMV or Secretary of State Motor Vehicle Report (MVR) (also called Driving Record Abstracts in Illinois) with no more than two infractions or tickets in the last five years. Assessment results will be available 2-4 days after the event, when candidates must complete an Illinois Department of Transportation physical and drug screening. Pace Bus will cover the cost of these screenings. Candidates who pass these screenings will be enrolled in a training course that will take place at SSC.
Qualified candidates who complete the twoweek course will transition to a six-week on-thejob training with Pace. For more information or to register for the CDL Class B licensure program with SSC and Pace, please contact SSC’s Continuing Education Program at 708-596-2000 ext. 5723.
* Candidates are responsible for the cost of the MVR, which is $12.
in our area are now scooping the cream off the top.
Buyers today are more savvy and careful than they have ever been. If a house sells ahead of another, it is usually for a good reason. In short, it is foolish to discount the comparable sales because of subjective bias, especially in this unpredictable current environment. Most homes selling now are priced right and in good to great shape for the money. You can take that to the bank. The sooner some sellers and their agents come out of the fog that their house is not the only habitable house in the neighborhood and we are no longer in the commoditized market of 2020 and 2021 the sooner they will sell. It means suspending bias, but it pays off far better in the end than destructive house vanity. Real estate agents who grasp this are doing their job right for their clients.

Giannoulias to Libraries: We’re United Against Banning Books
Amid coordinated efforts throughout the nation to ban books from library shelves, Illinois Secretary of State Alexi Giannoulias has drafted first-in-the-nation legislation designed to support public and school libraries and librarians as they face unprecedented censorship of books and resources in Illinois.
The legislation comes after extremist groups –including the far-right nationalist group, the Proud Boys – have targeted Illinois libraries, divided communities and harassed librarians across the country, even though the books are not required reading for anyone.
Giannoulias, who serves as the State’s Librarian, reiterated his staunch support for Illinois librarians who not only deserve our gratitude, but also must have safe environments in which to work.
Giannoulias argued that book banning undermines First Amendment rights, threatens individual freedoms and liberties and prevents the public from accessing reading materials of their choice.
“This is an alarming phenomenon that’s occurring throughout the nation, including Illinois, which is designed to polarize and disrupt our communities,” Giannoulias said. “This scourge of censorship has a chilling effect on our democracy. These efforts have nothing to do with books. Instead, they are about ideas that certain individuals disagree with and believe no one should think, or be allowed to think.”
In delivering his State of the State address last month, Illinois Governor JB Pritzker spoke out about book banning and censorship. He recently announced his support for Giannoulias’ legislation.
“In Illinois, we don’t hide from the truth, we embrace it and lead with it,” said Governor Pritzker. “Banning books is a devastating attempt to erase our history and the authentic stories of many. Students across this state deserve to see themselves reflected in the pages of stories that teach and entertain. I’m proud to support House Bill 2789 and ensure that Illinois’ libraries remain sources of knowledge, creativity, and fact.”
Under House Bill 2789, sponsored by State Reps. Anne Stava-Murray (81st District –Downers Grove) and Carol Ammons (103rd District – Champaign) and State Sen. Laura Murphy (28th District – Elk Grove Village), Illinois libraries would only be eligible for state funded grants, which are issued by the Secretary of State’s office, if they: 1) demonstrate that they adhere to the American Library Association’s Library Bill of Rights indicating reading materials should not be removed or restricted because of partisan or personal disapproval; or 2) issue a statement complying with the policies of the State Library or one prohibiting the practice of banning books or resources.
Stava-Murray’s suburban district includes Community High School District 99 in Downers Grove, which withstood efforts led in part by the Proud Boys group.
“Downers Grove has seen first-hand what some groups will try to do to prevent access to books that contain language or ideals that they disagree with,” State Rep. Stava-Murray said. “Librarians and educators are dedicated to their schools and
communities and serve out of a love of knowledge, reading and helping people. It’s absurd to think that groups would seek to harass them and create animosity in our communities by driving cultural wedges in an effort to divide them.”
“As a legislator assigned to several educationrelated committees, this issue is very important to me,” said State Rep. Ammons. “The books these groups are targeting are overwhelmingly those written by or about people of color or LGBTQ individuals. We must fight to allow the public greater access to reading and learning materials, not restricting access by banning books.”
“This radical movement to ban books cannot be allowed in the state of Illinois – the state in which Ray Bradbury, the author of Fahrenheit 451 – a book that chronicled the dangers of censorship, book bans and book burning – called home,” said State Sen. Murphy. “Coordinated campaigns to banish books run contradictory to the principles our country was founded upon. Our First Amendment protects not only our rights to speak but the right to access resources from the school or public library that are free from censorship that comes from disapproval by select individuals or groups who dislike a book’s content.”
Currently, Illinois law does not contain language related to book banning or eligibility for state grants that restrict access. Last fiscal year, the Secretary of State’s office awarded 1,631 grants to Illinois libraries totaling more than $62 million. Of those, 97 percent of the grants were awarded to public and school libraries, with public libraries receiving 877 grants and school libraries securing 712 grants.
According to the Chicago-based American Library Association (ALA), there were 67 attempts to ban books in Illinois in 2022, increasing from 41 the previous year.
“Public libraries are committed to serve their communities with books and resources, programming, and other services,” said Cynthia Robinson, Executive Director of the Illinois Library Association. “Serving the community means serving everyone in the community. Not every book is for everyone, and library staff are always ready to help library users find the right book for themselves or their children. Parents are encouraged to make decisions for their own families, but not for other families. Banning books takes crucial resources away from those who need them.”
New restrictions not only challenge an individual school system or library, but legislation in certain states is aimed at eliminating the availability of certain books in schools and libraries all together. In neighboring Missouri, state lawmakers passed a law that empowers prosecutors to arrest, assess fines and even jail school librarians who fail to monitor books in their libraries.
Nationally, the number of attempts to ban books has been rising, with 681 attempts involving more than 1,600 titles throughout the U.S. in 2021, according to the ALA. This is the most attempts to ban books since the ALA began tracking these numbers 20 years ago.
If approved, HB 2789 would take effect January 1, 2024.

Guests will also have the opportunity to win exciting prizes like cash, trips, gift cards, sport tickets and more throughout the night’s raffles and online auction.
Have you built an emergency fund?
SUBMITTED BY PATRICK ZAMKIN
Many people make financial New Year’s resolutions, such as reducing their debts or contributing more to their retirement accounts — both of which are certainly worthy goals. But among those who planned to make a financial resolution for 2023, the primary reason was the desire to build an emergency savings fund, according to a December 2022 study by research firm Morning Consult.
Factors such as economic concerns and the sharp rise in inflation seem to be driving this greater interest in building an emergency fund. But it’s extremely valuable to maintain this type of fund in any economic environment. An emergency fund can help you prepare for a temporary job loss or early retirement, or pay for large home or auto repairs, sizable medical bills and other needs.
So, how much do you need to keep in an emergency fund? The answer depends on your stage of life. If you’re still working, you might want at least three to six months’ worth of living expenses in your emergency fund. If you’re already retired, however, you may need at least three months’ worth of expenses for emergencies, plus another 12 months’ worth of expenses, after accounting for your other sources of income, to cover your everyday spending needs.
And if you are retired, it’s especially important to maintain this larger emergency fund so you can avoid dipping into your investment portfolio to pay for any unforeseen costs and daily expenses. As you know, the financial markets can be volatile, so, if it’s possible, you’ll want to avoid having to sell investments when their prices may be down.
When building an emergency fund, where should you keep the money? You’ll
need it to be accessible, so you’ll want it in a liquid investment vehicle. At the same time, you don’t want to take risks with this fund, so you’ll want to be confident that your principal will likely be preserved. Some possibilities might include shortterm certificates of deposit (CDs) or money market accounts. But wherever you put the money, keep it separate from your regular checking or savings account — it’s called an “emergency” fund for a reason, and you don’t want to mingle it with the accounts you use every day.
Given the high cost of living, it’s not always easy to sock away money for emergencies — and if you wait until all your bills are paid before addressing an emergency fund, you may only make very slow progress. One possible strategy is to pay yourself first, so to speak, by having some money automatically moved from your checking or savings account each month into your emergency fund. And whenever you get a financial windfall, such as a tax refund or a year-end bonus at work, you might use some of it for this fund. It will take time and discipline to build and maintain an emergency fund. But once you’ve got such a fund in place, you’ll feel more confident in your ability to deal with unexpected costs that could potentially disrupt your progress toward your financial goals. So, make it a priority this year to build or strengthen your emergency fund. It will be worth the effort.

Question: We are thinking about buying a new home. What are the first steps?
Answer: You might think that finding a realtor or figuring out what type of house you should buy would be your first step, but looking into home mortgages is actually the best place to begin the home buying process.
financing already in place.
A multitude of auction items will be up for grabs including past favorites and new options. Several popular items include baskets containing alcohol and home items, BNI experiences such as preferred seating at graduation and choose-yourown locker and more.
All auction items will be listed online and bids will be placed online whether attending in person or virtually. In-person attendees must be 21 or older. Tickets cost $50 per person if purchased before April 17, 2023. Tickets purchased after will cost $60 per person.
Shop smartly and seek out the best rates. When shopping around for a mortgage, do it all in the same week. It will only ding your credit once, instead of every time! And, if you want to get the best deals for whichever loan product you choose, use a broker instead of a bank. Brokers, however, are independent owners who have access to wholesale interest rates and many different investors. They have the ability to ‘shop’ for the best deal for you through many different avenues, which could lead to significant savings.
Get prequalified, or even better, get preapproved—which one step beyond getting pre-qualified—is a good idea. With new technology, it‘s easier than ever before to request both pre-qualification (an estimate of what you can afford) and pre-approval (you’re approved for a specific loan amount pending finding a property). Pre-approval is a smart way to get a head start and be a more appealing buyer, by showing them you have
