The Dancers of Katie’s Spotlight Dance Academy are getting ready for their 1st Annual Spring Showcase in May, LIGHTS CAMERA DANCE! The dancers come from all over the region. All of the dancers have been working very hard in preparation for their Showcase since January. Katie’s Spotlight Dance Academy is under the direction of Katie Solina. Registration for their next session of classes will be available to see on their Facebook page

My Letter to the Griffith Town Council
On March 24, 2023, I wrote a letter to the Town Council of Griffith, Indiana. The same problem could have happened many other places. Here is the letter.
A few months ago, ambulance services started charging a response fee of $900 per ambulance call that did not require immediate transport to a hospital.
Ambulance firms lobbied for a change in the law to compensate them when they did not have to transport someone to a hospital. These firms claimed that they were losing money on such calls. They joined together to lobby for the $900 response charge.
Yesterday, I got a call from one of our clients who lives in Griffith. She called for an ambulance when she fell and could not get back on her feet. She has Parkinson’s Disease. She got a bill for $900 from a local ambulance company. Some companies will negotiate the fee down. Some will not.
If you gave a contract to an ambulance company, its leaders knew about such calls when they asked for the contract. They did not complain about such calls then. They thought that responding to all calls would be profitable enough to ask you to let them serve your town. You gave them permission and
Watch What You Consume

Do you ever pause to look and think about what you are consuming? What are you feeding yourself? Most of us proclaim that we want to be healthy, but we’re constantly consuming the wrong things. However, we consume more than just food.
In Matthew 4:4 (NIV), Jesus answered, “It is written: ‘Man shall not live on bread alone, but on every word that comes from the mouth of God.’”. We also consume words! Some of the things we consume leave us empty and still longing for something. We don’t know what, but we keep looking for it. We consume or take in everything around us consciously and subconsciously that will feed our souls and minds for good or bad; positive or negative; and right or wrong.
We are what we consume, whether we are aware of it or not. Our minds draw in from what we experience and engage. It is important to be vigilant about the words we allow into our minds, whether they are positive or negative. The Word of God teaches us to be discerning and to seek guidance from the Holy Spirit, who God gave to us as our helper and counselor.
Some things are harmful to us such as listening to or consuming bad advice, insults, or doubt. Negative words can lower our self-esteem, cause anxiety, and even affect our physical health. Bad advice can lead us down the wrong path, causing us to make poor decisions that have negative consequences. Insults can hurt us emotionally and damage relationships.
When we allow negativity to take root in our minds, it can lead to fear and uncertainty, causing us to lose faith in ourselves and in God. The Word of God teaches us to focus on positive uplifting thoughts, to seek wisdom
from God, and to trust in His plan for our lives.
Two simple ways to watch what you consume:
• Watch the words you consume by being mindful of the language you use. Be selective of the people around you, and the information you take in from social media and television with what messages they convey to you. Consuming violent and disturbing media can be harmful to our mental health and can lead to anxiety, fear, and desensitization to violence. Spending too much time on social media can lead to feelings of inadequacy, fear of missing out, and depression.
• Digest the Word of God by regularly reading and studying scriptures. This can help you gain a deeper understanding of God’s message and how it can apply to your life. Your hunger and thirst can be satisfied by immersing yourself in the Word of God and developing a deeper relationship with Him. Memorize and meditate on the Word by internalizing God’s messages.
Therefore, we should be intentional about what we consume and allow into our minds and hearts by surrounding ourselves with positive influences that encourage us to grow and thrive. This can greatly impact our thoughts and emotions. We should utilize sources that promote positivity, growth, and inspiration for Psalm 119:105 NIV states “Your word is a lamp for my feet, a light on my path.” We should make a conscious effort to reject negative thoughts and influences, and instead, meditate on the promises and truths of God’s Word. If you can make an ordinance or rule that ambulance companies cannot charge $900 for a no run to the hospital call, it would be a great service to your residents who are already handicapped or elderly. Perhaps a rule limiting the $900 response charge to only $200 or so to keep the contract to serve your community could be accomplished. I don’t know the details of the lobby efforts of the ambulance companies. I just know that the $900 amount is hurting senior citizens that our agency serves. If you care about your town’s senior citizens, please explore how to help solve this problem. Thank you.
My letter was sent to help our client and any other senior citizens in Griffith even if they were not clients of the insurance agency where I work.

Gently, he rebuked them for missing what the prophets had said about Messiah. He had to suffer and die, then begin his glorious reign. It was all part of God’s plan! Evil had fulfilled, not killed, their hopes. He led them through the Old Testament, explaining how various passages pointed forward to Messiah and his sufferings. Maybe he led them through Leviticus 16, Psalm 22, and Isaiah 53.
When they arrived home, he accepted their supper invitation. The moment he spoke a blessing over the meal, they recognized him. It was Jesus! Then he vanished. Astounded, they raced back to Jerusalem to tell the disciples. You can read this account in Luke 24:13-35.
When Jesus joined the men, “their eyes were kept from recognizing him” (Luke 24:16, ESV). It was vital that they first get to know (recognize!) Jesus for who he was from the Scriptures before recognizing him physically. Physical recognition would have short-circuited faith recognition.
Jesus still shows up, by his Spirit, to reveal himself to us in his Word so that we can know, trust, and love him as our Savior and risen Lord. Show up where he promises to meet you – in his Word and in communal Christian worship.

Cook County and SSC Announce
New Recycling Center and Household Hazardous Waste Event
Cook County has partnered with South Suburban College (SSC) to establish the Center for Hard to Recycle Materials (CHaRM), a permanent recycling drop-off facility located on the Main Campus for all Cook County residents. A grand opening will be held on Saturday, April 22, 2023, from 8 a.m. to 3 p.m. at this new location in South Holland.
CHaRM will accept clothing, computers, e-waste, furniture, glass, metal, paper, plastic, small appliances, Styrofoam, and textiles on Tuesdays from 7 a.m. to 12 noon, Thursdays from 2 p.m. to 7 p.m., and the second Saturday of every month from 9 a.m. to 3 p.m. Additional information and other accepted materials may be verified at www. cookcountyil.gov/CHaRMCenter<http://www. cookcountyil.gov/CHaRMCenter>.
During the grand opening, SSC will additionally host a one-day household hazardous waste (HHW) collection event on the north side of the Main Campus in the overflow parking lot. Participants interested in dropping off household hazardous waste are encouraged to register at cookgov.me/HHWsignup and may enter at the traffic signal on State Street.
Acceptable waste that can be collected during the HHW event includes acids, aerosol paints, antifreeze, cleaning products, corrosives, drain cleaners, fluorescent lamp bulbs, herbicides, hobby chemicals, household batteries, insecticides, lawn chemicals, mercury, oil-based paints, old gasoline, paint thinners, pesticides, pool chemicals, solvents, and used motor oil.

A Real Estate Q & A QUESTION: How can I go forward and buy the home we need, when I can’t sell my current home?
ANSWER: If your housing needs have changed, welcome to the club. That’s a perfectly normal situation that has motivated home sellers and buyers for decades. In today’s market, however, it’s not always easy (or even possible) to sell one residence and use the equity to purchase another. That doesn’t necessarily mean you’re trapped in a home that no longer fits your shrinking or growing household…not if you can rent that home for enough to cover your monthly mortgage payment.
Have you considered these other options for your down payment and closing costs?
VA FINANCING – Little or no money down for qualified veterans, as well as active-duty military. Even if you’ve already used your VA eligibility in the past, you may be able to use it now. FHA FINANCING – only 3.5% down for qualified buyers. Allows a seller to pay up to 6% towards “actual costs” of the loan. Some conventional loans allow sellers to pay up to 3% toward the buyers closing costs. Most sellers are willing to do this! RETIREMENT PLAN: In some cases, you may be able to borrow your own money
previously contributed to a retirement plan. Check with your administrator to find out if this is possible and to determine any penalties or tax obligations that accompany this action. LIFE INSURANCE – You may be able to liquidate the cash value of your life insurance. Check with your insurer to find out if this is an option for you. REFINANCE
YOUR CURRENT HOME – You may be able to liquidate some of your equity of your current home for down payment and closing costs on another home by refinancing. For some homeowners refinancing will lower the payment to improve cash flow, even if you don’t take cash out. RELATIVES –Your parents or another relative may be in a position to help you out. Sometimes it doesn’t hurt to ask. If your housing needs have changed, you aren’t necessarily trapped in your current home. This may be a perfect time for you to make a move!

By definition, business owners put a lot of their financial resources into their enterprises. But as an owner, you may need to invest in more than inventories and payroll to help achieve the future you’ve envisioned. Here are a few investments you may want to consider:
• Retirement account – Depending on the nature of your business and how many employees you have, you can choose from a variety of tax-advantaged retirement plans, such as an owner-only 401(k), an SEP-IRA and a SIMPLE IRA. By contributing regularly to one of these accounts, you can avoid being entirely dependent on the sale of your business to pay for your retirement years.To fund your 401(k) or other retirement plan, you’ll have many investment options — stocks, bonds, mutual funds and so on. And if you “max out” on your retirement plan, you may even be able to build a separate investment portfolio. In any case, keep in mind that you’re already putting a lot of money into your business, so, to achieve a level of diversification, you may want to concentrate your investment choices in areas outside your industry. However, while diversification can help reduce the impact of market volatility on your portfolio, it can’t guarantee profits or protect against losses in a declining market.
• Property – Your physical space is a key part of your business’ success. So, you may want to invest some time in comparing the pros and cons of renting versus owning. Of course, owning your building may require a big financial commitment, and it may not be feasible, but it could free you from worrying about untimely rent increases.
• Disaster protection – If a fire or a weatherrelated disaster should strike your business,
would you be prepared? It’s important for you to create a disaster recovery plan, which can include business interruption insurance to pay for your operating costs if you’re forced to shut down for a while.
• Emergency savings – While a disaster protection plan with appropriate insurance can help keep your business afloat, it’s unlikely to cover other types of emergency needs, such as a major medical bill or an expensive repair to your home. For these unexpected costs, you may want to build an emergency fund covering at least a few months’ worth of living expenses, with the money kept in a liquid account. Without such an emergency fund, you may be forced to dip into your 401(k), IRA or other longterm investment vehicle.
You’ll also want to invest the time and energy into creating a business succession plan. Will you keep the business in your family? Sell it to outsiders or a key employee? If you do sell, will you do it all at once or over time? Clearly, the answers to these types of questions will make a big difference in your ultimate financial security.
Finally, invest in help – Enlist the services of a financial advisor and business-planning professional, so you’ll be able to make the decisions that work best for your business and you.

Question: I closed on the purchase of a house and a few days later we had to vacate the house because the bathroom toilets, shower and tub were overfilling with water. It was discovered by a plumber that the main sewage line had collapsed and was filled with roots. The damage to the sewage line is approximately 25 feet from the house foundation. Are there any measures that I can take with the seller with whom I bought the house from? The house was not bought “as is.”
Answer: There are some things which are the responsibility of the seller -- and some which are not.
The question which you need to ask is whether or not the seller knew about the condition of the pipe at the time the property was made available for sale. If yes, then the seller would have an obligation to disclose the problem.
I assume you hired a professional home
inspector? Was there anything in the inspection report that would indicate a problem?
How likely is it that a homeowner would know about problems with a buried sewer pipe outside the home? Were there leaks? Depressions in the ground? Back-ups? Speak with the neighbors and ask if they remember any plumbers at the property recently.
As well, is this even a homeowner repair? Given the distance to the house, by any chance is this pipe the responsibility of the water company?

Booming gains in government pension funds likely shortlived; Airports boost economy without burdening property taxpayers, report finds
A once-in-a-generation investment market for government worker pension funds likely will be fleeting, according to a Cook County Treasurer’s Office report of local government debt.
The office’s latest analysis shows overall local government debt in Cook County rose 1.6% to $160.5 million from fiscal 2020 to 2021 — a modest increase held in check by the exceptional investment performance of the pension funds. But those gains are expected to be diminished by investment losses in fiscal 2022 that have yet to be fully recorded.
The report, based on data submitted to Treasurer Maria Pappas under the Debt Disclosure Ordinance enacted at Pappas’ urging in 2009, also explains how the region’s primary economic engines — its two airports — rack up significant debt that is no burden on Chicago property taxpayers. Although billions of dollars of debt stem from work at O’Hare and Midway airports, all of it is paid off with federal revenue and from fees and taxes paid by airline travelers. That’s just one way some types of local debt don’t push up property taxes. That’s also the case for water and sewer line upgrade debt, which is paid off with water and sewer fees, and bonds
backed by sales taxes instead of property taxes.
Those alternate debt-funding sources help explain why Chicago has one of the lowest tax rates in Cook County despite having one of the highest debt levels.
The report also explains why some predominantly minority south suburbs have high property tax rates despite relatively low amounts of overall debt. That occurs when troubled finances constrain the ability to borrow, forcing local leaders to instead raise property taxes to fund government. In addition, this report includes dozens of governments previously excluded for lack of adequate assessment data, including 13 additional municipalities, 17 more school districts and 50 other local governments.
“This is the ultimate in government accountability,” Pappas said. “It opens government books that were previously closed. People can now see where their tax money goes and how much debt their governments have incurred.”

Available and Volunteers Needed for the SSC Literacy
Tutoring Program
South Suburban College (SSC) is seeking participants for the Adult Volunteer Literacy (AVL) Tutoring Program to educate adults who are unable to read and experience difficulty with daily activities, including competing in today’s job market. The program is structured to train volunteers to become one-on-one tutors for instruction in basic literacy skills, including the development of phonetic reading and whole language experiences, combined with effective communication skills.
Community members are welcome to volunteer as tutors and encourage others to take advantage of this free professional development opportunity. Once certified, the SSC volunteer literacy tutors visit adult learners at locations in or near their neighborhoods. Tutoring is flexibly scheduled based on the availability of tutors, learners, and tutoring sites.

Bill calls for review of teacher licensing standards

SPRINGFIELD – Some Illinois lawmakers are calling for a review of one of the tests prospective teachers must pass in order to be licensed in Illinois.
The test is known as the Teacher Performance Assessment, or “edTPA,” and it is intended to determine whether a prospective teacher has the knowledge and skills necessary to be effective in the classroom. It has been a requirement for teacher licensing in Illinois since 2015.
State Sen. Tom Bennett, R-Gibson City, said he started hearing concerns about the test from people in his district, and he later learned that those concerns were shared by other lawmakers.
“And it was over and over again,” he said in an interview. “I was only hearing from a few folks that thought it was the best thing since sliced bread, which, okay, but then I hear from the other side. It’s like, I’m not hearing the same thing from people in my district.”
Every state has its own criteria for licensing teachers and every school of education uses its own curriculum for training teachers. Developed at Stanford University, the edTPA was intended to be a standardized way of measuring an aspiring teacher’s knowledge and abilities, regardless of what state they came from or which college or university they attended.
The assessment is given at the end of a prospective teacher’s student teaching experience. It’s a performance-based assessment that, among other things, requires applicants to submit a portfolio that includes actual lesson plans and tests that they’ve administered, examples of their students’ work, and other material that demonstrates their knowledge and competence.
The portfolios are then scored by teachers and teacher educators with expertise in the subjects and grade level in which the applicant is seeking a license.
Bennett said that having outside evaluators who have never met or worked with the applicant scoring their portfolios is one of the issues that concerns him about edTPA.
“They’re weighing in, and their weight is pretty heavy,” he said. “If they pass, great. If they don’t, it’s based on this evaluation from these folks that don’t understand the whole situation. So that just got my attention.”
Sen. Meg Loughran Cappel, D-Shorewood, a cosponsor of the bill, said she has concerns that edTPA is so rigorous and intensive that it could deter some people from ever trying to become a teacher.
“You will have someone that wants to be a math teacher, and then they get to the point where they have to do all this work for their student teaching and all this additional rigorous testing and projects,” she said. “And what you end up having is, they’re like, ‘Why would I go through all of this and maybe not even make it, only to make $40,000 coming out (of college) when I could stop what I’m doing right now as a junior, take a couple extra classes and become an accountant and come out making $60,000 or $65,000?’”
During the COVID-19 pandemic, Gov. JB Pritzker issued an executive order suspending use of the edTPA but that executive order will expire when the disaster declaration is lifted on May 11.
Bennett is the lead sponsor of Senate Bill 1488, which passed unanimously out of the Senate March 30 and now awaits action in the House. It would continue the suspension of the edTPA through Aug. 31, 2025. It would also establish a task force to evaluate teacher performance assessment systems and make recommendations to the State Board of Education and the General Assembly by Aug. 1, 2024.
“I think this is a good time to sit back, let’s review it, see what we got, and I’m very grateful for bipartisan support from a number of Republican and Democrat senators really feeling the same way,” Bennett said.
