Farm Bureau, Lincoln Park Zoo partner to protect pollinators By JEFF BROWN - Illinois Farm Bureau Call it the honeybee version of a Yelp review: Pollinators have developed a system of alerting others when they find an especially good place to eat. They dance. But besides the noticeable show for alerting other bees, the dance serves another purpose at Lincoln Park Zoo, where educators use it to ease nervousness among visitors about why there are so many bees buzzing around. “We often have field trip groups that are understandably a little afraid of bees,” said Emma Martell, the downtown Chicago zoo’s manager of learning exploration. “One really cool thing about bees is they’ll do a waggle dance to communicate. They actually use this method to tell the other bees where the best flowers and nectar and pollen are to be found. “So, once we share a little bit about that, we invite kids to do the waggle dance themselves, everyone’s a little more comfortable with bees.” Cook County Farm Bureau (CCFB) agrees with the need to make everyone more comfortable with bees and other pollinators. In June, the Farm Bureau partnered with Martell and Lincoln Park Zoo to set up an ag literacy table in a main thoroughfare at the zoo. CCFB staff spoke with hundreds of visitors, most of them elementary school students taking field trips in the final days of the semester. “Everybody should care. Pollinators impact every single one of us,” said Bona Heinsohn, CCFB director of governmental affairs and public relations. “Farmers, consumers, individuals, all families are connected to pollinators. We need to care. We need to be aware. We need to do our own little bit.” To nurture pollinators in downtown Chicago, Lincoln Park Zoo renovated a man-made pond to become Nature Boardwalk, a recycled boardwalk path surrounded by wildflowers, native plants and other pollinator attractants. The area is located near its Farm-in-the-Zoo exhibit, designed to help an urban audience learn where how farmers produce food and care for animals. The farm features several farm animals and two edible gardens. The zoo also encourages visitors to plant native species at home, whether they live in a downtown Chicago apartment or own a suburban home with a yard. CCFB’s table featured games, crafts and giveaways, including sending home seed in hopes it might find its way into a backyard garden or just a pot that gets placed on a porch. “People in the city always say, ‘What can I do? I have a condo.

We hope it’ll trickle back to the parents,” Martell said. IFB provides grant funding to 13 county Farm Bureaus, including CCFB, to help implement pollinator projects. The projects range from installing and maintaining pollinator habitat to education and outreach. “We all contribute, and can all make a difference for pollinators,” said IFB Environmental Program Manager Raelynn Parmely. “It’s just about providing the right resources for everyone and having the conversation about how we’re all able to do this together.”

Prepare yourself for a long retirement SUBMITTED BY PATRICK ZAMKIN We all want to live long lives. We all expect to live long lives. But are we financially prepared for this longevity? Before we get to the issue of preparation, let’s look at a couple of interesting findings from a 2022 survey by Age Wave and Edward Jones: The surveyed retirees said, on average, they expect to live to 89, and they said the ideal length of retirement is 29 years. When asked if they want to live to 100, nearly 70% of the respondents said “yes.” The main reason for this desire for long life? To spend more years with their family and friends. Of course, none of us can see into the future and know how long we’ll be around. But with advances in medical care and a greater awareness of healthy lifestyles, these aspirations have a real basis in reality. However, if you’re going to enjoy a longer lifespan, and the extra years with your loved ones, you need to ensure your finances are also in good shape. How can you make this happen? Here are some basic steps to follow: Save and invest early and often. This may be the oldest piece of financial advice, but it’s still valid. The earlier you start saving and investing for your retirement, the greater your potential accumulation. Consider this: If you began saving just $5,000 per year at age 25, and earned a hypothetical 6.5% annual rate of return, and didn’t take any early withdrawals, you’d end up with $935,000 by the time you reached 65. But if you waited until 35 to start saving and investing, and you earned the same hypothetical 6.5% return – again with no early withdrawals – you’d only end up with $460,000. And if you didn’t start saving until 45, you’d end up with just over $200,000, again given the
same 6.5% return. Be mindful of debt. You may not want to be burdened with certain debts when you enter retirement. So, while you’re still working, try to reduce unwanted debts, particularly those that don’t offer the financial benefits of taxdeductible interest payments. The lower your debt load, the more you can save and invest for the future. Keep reviewing your progress. It’s important to monitor the progress you need to make toward achieving your goal of a comfortable retirement. Over the short term, your investment balances may fluctuate, especially in volatile financial markets such as we’ve seen in the early part of this year. But you’ll get a clearer picture of your situation if you look at long-term results. For example, have your accounts grown over the past 10 years as much as you had planned? And going forward, do you think you’re in good shape, or will you need to make some changes to your investment strategy? Keep in mind that, if you’re 50 or older, you can make “catch-up” contributions to your IRA and 401(k) that allow you to exceed the regular limits. You may also want to adjust your investment mix as you near retirement to potentially lower your risk exposure. Hopefully, you will enjoy many years of a healthy, happy retirement. And you can help support this vision by carefully considering your financial moves and making the ones that are right for you. State general revenues top $50 billion for first time in FY 2022 State tax revenues grew by $5.5 billion in the fiscal year that concluded on June 30, exceeding $50 billion for the first time in Illinois’ history, according to a new report from a state budgeting agency. The 12 percent base revenue growth in Fiscal Year 2022 gave lawmakers near-unprecedented flexibility in the current budget year. That allowed the General Assembly to approve $1.8 billion in tax relief, pay $500 million more to state pensions than statutes require, retire hundreds of millions of dollars in interest-accruing debts early, and drive the state’s “rainy day” fund to its highest-ever balance of over $1 billion. It also helped the state reach a zero-day accounts payable cycle – meaning it was caught up on its bills – for the first time in decades. But the report from the Commission on Government Forecasting and Accountability also noted that the pandemic-related drivers of growth, which led to nationwide revenue windfalls for nearly all state governments, are likely to wane in the coming months. That’s something Gov. JB Pritzker told Capitol News Illinois last week that lawmakers planned for in April when they projected Fiscal Year 2023 revenues at $46.5 billion – an 8 percent decrease from the final FY 2022 numbers. “We wrote that into the budget, that is a decrease in revenue just in this coming year,” Pritzker said in an interview. “So, we understand that there were some temporary nature of revenues that were coming in.” All told, the FY 2022 base revenues reached $50.3 billion without including direct federal aid. The number jumps to $51.1 billion when including a $736 million direct transfer-in of COVID-19 relief dollars. The base revenues were nearly $8 billion beyond the May 2021 projections on which the FY 2022 budget was based. Personal and corporate income tax grew $6.1 billion beyond what was projected in May 2021, while sales tax revenues were about $979 million beyond projections. While the revenue windfalls won’t alleviate longstanding budget pressures such as a $130 billion unfunded pension liability that demands about a quarter of state general revenue funds each year, it’s a level of good financial news that Illinoisans are not accustomed to hearing – and a level of progress Pritzker has hung his hat on as he seeks a second term. “A significant surplus and a zero-day payment cycle mean that our schools are funded, our roads are being rebuilt, and our healthcare providers are paid on time – and Illinois taxpayers are no longer dealing with hundreds of millions of dollars in interest payments because government didn’t do its job,” Pritzker said in a statement last week. “Illinois’ massive bill backlog – eliminated since I came into office – once contained bills past due for as long as 500 days.” The COGFA report noted that even though direct federal aid was not included in the base revenue calculation, the indirect effects of federal stimulus played a major role in the unexpected growth. So major, in fact, that revenue came in beyond initial projections in 49 states in the fiscal year. One driving factor, according to the report, was the “continuation of a pandemic-related shift” in consumer spending from non-taxed service-based sales to taxable goods, which
created “strong market conditions” that led to increased tax revenues from corporate profits and capital gains. Republicans have also attributed the revenue spikes at least partially to an “inflation-induced sugar high,” noting that as prices increase so does sales tax revenue. “The influence of these particular factors is expected to wane as the state enters into FY 2023 resulting in reduced revenue expectations for the upcoming fiscal year,” the COGFA report noted. Still, June’s receipts remained strong, growing by $736 million compared to the previous fiscal year. As a result, final FY 2022 revenues were $2.6 billion higher than the April estimate from the Governor’s Office of Management and Budget that was used as the basis of this year’s budget negotiations. A GOMB spokesperson said in an email Wednesday that the surplus has not led to any discussion of amending the FY 2023 budget in the first week of the new fiscal year. But it’s likely to allow for some flexibility. “FY 2022 revenues continued to outperform expectations through the last quarter of the fiscal year,” GOMB spokesperson Carol Knowles said in an email. “This will allow the state to be better positioned in the coming year as we continue to monitor the national economic outlook.” Knowles noted that the higher-than-expected revenues contributed to the improving fiscal situation which Comptroller Susana Mendoza and Pritzker highlighted in a pair of news releases last week. Those releases noted Illinois has erased its “bill backlog,” ending the fiscal year with a general revenue funds payment cycle of zero days from when vouchers are received by the state comptroller’s office. The $1.8 billion accounts payable balance was a far cry from the height of the state’s twoyear budget impasse between Republican Gov. Bruce Rauner and Democrats in the General Assembly, when the bill backlog reached $16.7 billion. Pritzker has also touted – and bond ratings agencies have noted – that Illinois focused much of its spending of surplus dollars on relieving interest-accruing debt. Illinois has seen six credit rating upgrades – two each from each of the three major agencies – in the past year. In a news release last week Pritzker contrasted those upgrades with the eight downgrades the state received during the tenure of Rauner, whom Pritzker unseated in 2018. While the upgrades this year mark the first upward break from a downward trend that began in the Blagojevich administration, Illinois remains in the worst shape of all states as judged by the ratings agencies. And while Illinois lawmakers dedicated $1 billion to the rainy day fund, Mendoza said in a news release she’d push for laws mandating greater contributions to budget stabilization funds when Illinois has stronger-than-expected revenue performances in the future. “The fact that we’ll have a billion dollars saved in our rainy day fund to help us during adverse downturns certainly helps, but Illinois must save more when we are able to with stronger-than-expected revenue receipts so that we strengthen our ability to weather through these unexpected crises,” she said.

GAS ANGEL STRIKES AGAIN-Locals got up early Saturday morning July 9, 2022 in order to get to two gas stations in North Hammond--The CITGO’s at Gostlin and Calumet and Gostlin and Hohman. The cars snaked around the neighborhood, corraled by friendly Hammond cops. The motorist’s benefactor in this case is the same as previously in other parts of Chicago, Dr. Willie Wilson. And while North Hammond is not technically in Chicago’s city limits, residents who live in the city and live on the border always come to Hammond to buy gas. I know I do, and all my neighbors from Hegewisch do--There are no gas stations in the 10th ward of Chicago which comprises South Chicago, East Side, Hegewisch, South Deering. So, Dr. Willie Wilson spent $2 million of his own money Saturday pumping $50 gas into hundreds of cars, or, “until the $2 Million was used up,” according to a reliable source. JOSH BOOTSMA Do you ever wonder how God could possibly love you when you think of all the dishonest, hateful, and unloving things you’ve done in your life? If so, consider this: Abraham, who God promised to be the father of many nations, lied, saying that Sarah wasn’t his wife because he was afraid a foreign king might kill him otherwise. Moses, who God chose to lead His people out of slavery in Egypt, grew frustrated with God and was not allowed to enter the land promised to God’s people. Rahab, who as an act of faith hid Israelite spies in the city of Jericho, had made her living as a prostitute. David, who the Bible calls “a man after [God’s] own heart,” impregnated a married woman and had her husband killed on the battlefield. Solomon, who God made the wisest king of his day, accumulated 700 wives and 300 concubines and sought after wealth, despite all that God had already given him. Esther, the queen God tasked with saving His people from mass genocide, slept with the Persian king to gain his favor. Peter, of whom Jesus said, “On this rock I will build my church,” denied that he knew his savior three times over in a misguided attempt at self-preservation. Paul, who shepherded many early churches, made a living persecuting Christians up until his conversion. Guess what? You’re not the first to commit terrible sins. But rather than give us a free pass to sin, these stories provide a powerful testimony of the power of God’s forgiveness and his divine purposes. Through Jesus Christ his Son, God offers salvation to each one of us, a salvation that replaces our dark brokenness with his perfect righteousness. Timeline unclear for special session on abortion rights By PETER HANCOCK -Capitol News Illinois SPRINGFIELD – Gov. JB Pritzker and top Democratic leaders in the Illinois General Assembly said Tuesday that while they still plan to call a special session this year to strengthen abortion rights, they expect to take the “remainder of the summer” to craft policies before lawmakers return to the Capitol. Pritzker first announced his plan for a special session on June 24, the same day the U.S. Supreme Court released a decision overturning Roe v. Wade, the landmark 1973 case that legalized abortion nationwide. While the governor said at the time he would call the special session with support from Senate President Don Harmon, D-Oak Park, and House Speaker Emanuel “Chris” Welch, D-Hillside, he did not set a specific date for lawmakers to return. He said only he would call the session “in the coming weeks.” In a joint statement Tuesday, the three leaders indicated the return to Springfield could come as late as the fall. “In the coming weeks, as the ripples of the decision to overturn Roe are felt throughout the nation, we expect to get an acute sense of our needs and how Illinois can play an even more vital role in standing up for reproductive freedom,” the statement read. “We plan to work closely together for the remainder of the summer to assess every possibility of what we can do and convene a special session in the coming months.” Illinois already has among the most permissive laws in the country regarding abortion. In 2019, Pritzker signed the sweeping Reproductive Health Act
which, among other things, declares access to abortion services a “fundamental right” in Illinois. And in December, he signed a law making it legal to perform an abortion on a minor without notifying the minor’s parents. Illinois also allows public funding of abortion services for people enrolled in the state’s Medicaid program, the result of a 2017 law signed by then-Gov. Bruce Rauner, a Republican. However, as a result of the U.S. Supreme Court’s ruling in Dobbs v. Jackson Women’s Health Organization, more restrictive laws have automatically taken effect through so-called “trigger laws” in some of Illinois’ neighboring states, including Missouri, Wisconsin and Kentucky. That has led many to anticipate that Illinois could see a large influx of residents from those states coming to Illinois for abortion services. During a June 30 interview with Capitol News Illinois, Pritzker suggested one response might be to expand segments of the state’s health care workforce to take on greater demand. “Again, this is about securing access, making sure we have capacity to handle the needs of people to get procedures,” he said. “We need hospital personnel, health care personnel. Other states, for example, allow certain kinds of professionals to perform these procedures that Illinois doesn’t allow. So we’re going to look at expanding who can do the procedures.” During that interview, Pritzker also said the state would not consider providing aid for out-of-state travel to Illinois for abortions.

Starting this fall, the cost to belong to FFA will no longer be a challenge for ag students in Illinois. A state appropriation of $550,000 will pay the FFA membership dues for every student taking agriculture classes in Illinois. The fee elimination makes Illinois an FFA-affiliationmembership state, ensuring every ag ed student will have FFA dues automatically paid. Jesse Faber, agriculture teacher and FFA adviser at Pontiac Township High School, told an agriculture education advisory committee June 21, defraying the costs will help students and schools. Faber noted the costs for membership adds up for chapters. Funding for dues and other required services, such as record-keeping services, added up to an extra $1,000 to $1,200 a year for his school. Gov. JB Pritzker said his priority is to make agricultural education more accessible. In a statement, the governor said he was proud to implement a measure spearheaded by state Sen. Doris Turner, D-Springfield, to waive FFA membership fees for all Illinois ag students. “The more bright minds we can bring in to help solve the agricultural problems of

Illinois Agriculture Director Jerry Costello II noted nearly 37,000 students across the state took ag classes, but 23,000 belong to FFA. “By removing the cost barrier, this opens up the doors for thousands more students to benefit from what FFA provides, which goes well beyond what can be taught in the classroom,” Costello said. The state also has strengthened ag education’s position in curriculum. In 2021, the General Assembly passed, and Pritzker signed two measures that added “agriculture education” to the list of acceptable electives qualifying students for admission to state universities and added “agricultural sciences” to the list of acceptable science courses for admission. In Illinois, FFA membership is offered to students in seventh through 12th grade. Currently, more than 350 schools across the state have a FFA chapter. Medicare Refused $450 of Claim WOODROW WILCOX On July 7, 2022, I helped a client with a bill for $450. The client is from Highland, Indiana. I got the bill at our office the previous day at about 5 pm. I started working on the bill the next day. I spoke with the client’s Medicare supplement company. It reported that Medicare denied part of the bill that totaled over $5,000. But the insurance company did not know why. To help the client, a copy of the Medicare report about the claim was requested to be sent to him. When he gets it, it needs to be brought to me to review with him. Right now, I do not know why Medicare denied $450 of the claim, but approved everything else. It sounds like the medical service company did not file the claim correctly on one item. But that is just a guess. Whatever it is, I’ll help the client. I have a good record of helping clients of this insurance agency. But I can’t guarantee success in eliminating the bill. I just investigate and help the clients as much as possible. All the help that I will give this client is FREE OF CHARGE. The owner and employees of this insurance agency really do care about our senior citizen clients who use Medicare. If there is a problem with a Medicare claim, we help at no charge to the client. If your insurance agent or agency does not give this high level of service to senior citizen clients, why not switch to one that does? This one does. Home or Investment? MIKE BUDER I come across a lot of buyers who get so caught up in the mathematics and economics of the home price that they can never really pull the trigger. Questions like: How much will this place be worth in 5 years? What if the market drops again? Am I going to be stuck with this home for years to come? Or can I make 20% in “X” years, after closing costs? Answer to all these questions, “I DON’T KNOW”. Elaboration: “NOBODY KNOWS”. Did anyone who closed on their home purchase September 10, 2001 anticipate, on that gratifying Monday morning, that their home value faced an uphill battle unseen in our country’s history? I think not. Could we have predicted the “worst economic disaster since the great depression”? No. If you truly want to buy a home, a place to hang your hat and live your life, raise your family or whatever your needs may be, you simply cannot allow yourself to try to be an economist with a crystal ball. Yes it would be nice to have your house perform as an appreciating asset, in which you have equity that grows at a rate beneficial to you when it comes time to sell. That said, you need to decide your goal when buying a home. Is this an investment, or is this a home? Which takes priority? If you rent, you cannot control the repairs, the appliances, nor can you control the assurance that you
will have a place to live at the end of your lease term. Owning a home offers security and peace of mind, not to mention a couple of annual tax deductions. If you are buying with the intent of staying there for 2 years, then sure, it could be dicey. But if you are looking for a place to call your own, then you need to come to terms with the concept that, through the peaks and valleys, as long as you make the payments, this is your home. Call me crazy, but there is no sense in buying a home if you are going to track the value like you track your investment portfolio. Buy It…Own It…Love It. “THERE’S NO PLACE LIKE HOME.” Dorothy was on to something there! You just need to be sure you agree with that statement before you decide to buy a home. Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We just moved in our home and we are finding bugs everywhere, including those creepy Centipedes. We did not get a pest inspection. What can we do? Answer: Before buying any home, you should always have it inspected for pests. Not only can pests bring down the value of your home, but they can also bring down your home. Literally. Termites, Carpenter ants, Powder Post Beetles, Carpenter Bees and other boring pests can cause major structural damage to your house. A WDO is an Inspection for wood destroying organisms. This inspection is more commonly referred to as a termite inspection. It’s called a WDO because termites are not the only wood destroying organisms. The WDO inspector is trained to look for things that we are not. Termites cause more than $5 billion in property damage each year, and are known as “silent destroyers” because of their ability to chew through wood, undetected. Unless a buyer knows what to look for, termites can be hard to find with the naked eye and therefore it could take many years before the signs of an infestation are apparent. Always hire a licensed home inspector to perform your WDO. There’s nothing more terrifying than watching a house centipede shoot across your floor and under your couch. House
centipedes typically have 15 legs and can travel 1.3 feet-per-second. But, this particular bug, is a good bug. House centipedes are known for killing pests in your house that are completely unwelcome. They kill roaches, moths, flies, silverfish and termites. They use the two legs right near its head, which has been modified to carry venom, and their other legs to scoop up the bug. Not only are house centipedes killing the bugs you really don’t want in your house, they also don’t create any type of nests or webs as well. They are considered active hunters and are constantly looking for their next prey. They aren’t eating your wood and they aren’t carrying a fatal disease. House centipedes just want to go after other bugs. If you want to get rid of house centipedes for good, try to get rid of the household pests that they prey on.
