10-day Sales Tax Reduction on Clothing, School Supplies Aug. 5th through 14th Beginning Friday and lasting through Aug. 14, the state will reduce its sales tax rate from 6.25 percent to 1.25 percent for certain clothing items costing less than $125 and school supplies. The “tax holiday” was included in Gov. JB Pritzker’s “family relief plan,” one prong of several bills making up the Fiscal Year 2023 operating budget. The tax breaks passed with nearly unanimous support in the General Assembly and provided an estimated $1.8 billion in tax relief for Illinoisans. “These past two-and-a-half years, for everyone, of managing through the pandemic has been hard,” Pritzker said at a news conference Thursday. “And the last nine months of inflation on top of that has strained the budgets of parents and teachers alike. Prices have risen for everything from gas to groceries to school supplies, and everyone is taking a hit. It’s at moments like these that we need thoughtful and creative solutions that provide financial relief for Illinois families.” The state estimated the sales tax reduction would amount to $50 million in savings for taxpayers. Included clothing items The 10-day tax reduction includes clothing items costing less than $125 individually. Clothing items, as defined by the law, include the standard items such as shorts, pants, skirts, shirts and underwear. The tax reduction will also apply to aprons, hats, caps and earmuffs, coats and jackets, belts and suspenders, rubber pants, lab coats, hosiery, scarves, bathing suits, school uniforms and neckties. It also applies to footwear – shoes, shoelaces, slippers, insoles, boots, socks and sandals. Excluded items But it does not apply to ballet, tap or athletic shoes, roller or ice skates, ski boots, waders, or fins. Shoppers also should not expect the reduced sales tax rate on accessory items such as briefcases, hair bows, handbags, jewelry, sunglasses or wigs. The reduction also does not apply to sports gloves, goggles, hand and elbow guards, life preservers, wetsuits, shoulder pads, shin guards or mouth guards. Also excluded are protective equipment items such as breathing masks, hearing protectors, face shields, hard hats and helmets, respirators, protective gloves, safety goggles or tool belts. Included school supplies Binders, book bags, calculators, cellophane tape, blackboard chalk, notebooks, erasers, folders, index cards, legal pads, lunch
boxes, pencils and sharpeners, supply boxes, protractors, rulers, compasses, and scissors are all eligible for the reduced tax rate. So are glue, highlighters, markers, crayons and colored pencils. Excluded items Shoppers should not expect other art supplies to be eligible for the reduced rate, however. Clay and glaze, paints and paint brushes, sketch pads and drawing pads will all be taxed at the regular 6.25 percent rate. Textbooks, reference books, maps and globes are all excluded from the “holiday” as well. Electronics and computers will also be taxed at the regular rate. That includes computers and related supplies such as flash drives, memory cards, data storage, computer cases, cables, printers and ink. Shoppers also should not expect any breaks while buying cameras, cellphones or handheld electronics. The task of adjusting the tax rate for individual items will fall on retailers, who collect sales tax and remit it to the state. Guidance from the Illinois Department of Revenue on qualifying items can be found here. Other tax relief Other tax relief measures approved in the budget include a property tax rebate up to 5 percent of the homeowner’s tax bill up to $300, and a one-time income tax rebate of $50 per individual and $100 per dependent, up to a limit of three children per family. Those would be available to individuals with incomes up to $200,000 and joint filers with incomes up to $400,000. The package also suspends for one year the 1 percent tax on groceries and puts a six-month pause on the automatic inflationary increase in the state’s motor fuel tax, which was estimated to be 2.2 cents per gallon. The plan also permanently expands the state earned income tax credit from 18 to 20 percent of the federal credit while also expanding the number of households that can claim the credit. The measure also set an income tax credit for teachers buying classroom supplies at $250 for the current year and $500 beginning Jan. 1, 2023. This 8-hour certification course covers the basic forklift driving skills needed to obtain a Forklift Operator Certification. Illinois requires all forklift operators to obtain a license to avoid OSHA sanctions
and possible penalties. Forklift driving is no simple matter; it causes more than 100 deaths each year. A Certification Card from the National Safety Council will be issued to each student upon successful completion of the program. WEI Sponsored Program: The Workforce Equity Initiative (WEI) project is funded through the Illinois Community College Board (ICCB) to support qualified participants through the completion of short-term educational opportunities leading to employment. Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We are thinking of selling our home next month. What can we expect if we do? Answer: This is still a very good real estate market. People are still buying homes. If your home is well cared for and updated, you can expect it to sell quickly and you will be happy about your selling price. Mortgage rates started rising from historic lows in the second Half of 2021 and may continue to increase throughout 2022. This is in large part due to high levels of inflation and the current administration’s policy response to rising prices. Mortgage applications are down more than 15% compared to 2021. What this means is that there are less qualified buyers. I said, “Less buyers,” not “No buyers.” Demand for homes will drop, but homes will still sell. People still need to move for various reasons. But, I can’t stress enough that you need to have a saleable property to obtain top dollar. Like I mentioned before, your
home must reflect being well cared for and your home must be attractive, to attract, the fewer buyers, otherwise, buyers will choose the nicer properties. In summary, with low housing inventory, low unemployment, wage growth and a large demographic of buyers entering their peak homebuying years, the housing market should stay strong. However, rising interest rates are making things less affordable for a lot of people. WOODROW WILCOX On August 3, 2022, a man brought papers to our office for his friend who is our client. The client wanted us to help her file a claim. Two weeks ago, another client asked me to file a claim with Medicare. No, we don’t do that. This firm is an insurance agency. We are not trained, qualified, or equipped to file Medicare or other medical claims. I won’t even try. Both clients mentioned failed to ask the medical service provider if it was contracted with Medicare and would file claims with Medicare. Not every doctor or medical service provider does. In Hammond, Indiana, there is one medical firm and doctor who will not file any claim with Medicare because of a technical rule under the “Affordable Care Act” (Obamacare). He is a nice doctor and he treated our client well in an emergency. I respect him. But he won’t risk violating an Obamacare rule and getting into trouble. Seniors should always ask if the medical firm is contracted with Medicare and will
file claims with Medicare. People who have a Medicare Advantage plan should always ask if both the facility and the doctor or other billing party are within network. Don’t assume that if the facility is “in-network” the doctor must be “in-network”, too. Despite all this, I am trying to help the client who had her friend deliver papers. I heard of a discount program that might be available to her. I called the vice president of the insurance company with which she has her medigap policy. The vice president was on vacation but agreed to phone me next Monday when she returns from her vacation. That is all that I can do for now. Indiana American Water Cuts Ribbon for New Solar Array at NWI Distribution Center in Gary Indiana American Water Company, a subsidiary of American Water Company (NYSE: AWK), today joined Gary Mayor Jerome Prince, community leaders and project partners at a ribbon cutting ceremony to commemorate completion of new $600,000 solar array at its northwest Indiana distribution center in Gary, Ind. The project will provide enough power to meet the energy needs of the company’s facility at this location and will also abate more than 200 metric tons of CO2 emissions annually. “This project is a great example of our commitment to incorporating efficiency and sustainability components into our operations and facilities,” said Indiana American Water President Matt Prine. “Over the last several years, we have already significantly reduced our electrical usage and carbon footprint by constructing several LEED certified facilities, replacing many of our older pumps with variable frequency drives that adjust pumping levels based on demand, and implementing other electrical and water efficiency measures at our facilities across the state. “This project not only benefits the environment, but in the long run also benefits our customers by reducing our operating costs and keeping water rates more affordable,” said Prine. “This new solar array will generate nearly 300,000 kilowatt hours of electricity annually and produce approximately $1 million in savings over the next 25 years.” The Gary solar energy project is the second one for Indiana American Water. Another solar array was placed in service in 2017 in Newburgh, Ind. American Water maintains a portfolio of alternative energy supplies across the country to reduce costs and greenhouse gas emissions, including solar, wind and biomass facilities. The vast majority of energy consumed by water utilities is used to pump water. American Water’s path to reduced energy consumption
and resiliency is driven by using water more efficiently. In 2021, American Water added two new goals regarding Water Efficiency and Water Resiliency and is on track to meet both targets. By 2035, the company goal is to reduce the amount of water delivered per customer by 15 percent, compared to a 2015 baseline. Over the past five years, American Water has accomplished a 4.3 percent reduction in water delivered per customer. Also, by 2030, the company will have improved its water system resiliency by increasing its Utility Resilience Index weighted average by 10 percent, from a 2020 baseline. By continuing to improve energy and water efficiency, system resiliency, as well as increasing procurement of renewable energy, and increasing its alternative-fuel fleet, the company continues to make progress. The Gary solar energy project was designed and constructed through a collaborative partnership with Sweney Electric of Gary, Ind. and Night & Day Solar in Collinsville, Ill. RICHARD ZEKVELD We need to be good examples for those we lead or who look up to us. Typically, we think of setting an example for success. But have you ever thought of setting an example for how to fail? No, we should not purposely fail in order to set an example! The issue is, how will I respond when I fail to accomplish something or fall into sin? It is especially important to consider the example we set at such moments. When I fail, can I own up to my missteps, mistakes, and flaws and how they contributed to my failure? When I fail, can I accept my failure as valuable education that will help me learn and grow? When my failure is sinful or moral failure, can I take responsibility for it? Can I confess it? Can I humble myself to say those hard three-word sentences from the heart: “I was wrong. I am sorry.”? Will I run to Jesus for forgiveness and grace? Will I do what I can to make amends with others? Peter was Jesus’ lead apostle. Fear drove him to disown Jesus rather than stand with him during his trial. Afterward, Peter was devastated. But instead of falling into despair, he fell into the mercy of Jesus, who forgave and restored him. Afterward, Peter opened up about his failure. Scholars believe Mark recorded Peter’s preached account of Jesus’ life. That account includes his epic failure. Peter used his failure to point to Jesus as the hero of his story. Peter was who he was as a leader because Jesus forgave him, Jesus put him back on his feet, Jesus was still working on him, and Jesus was using him in spite of his flaws and failures. Habitat for Humanity of Northwest Indiana to Receive Grant from The Cleveland-Cliffs Foundation to Help Families with Housing Needs Habitat for Humanity of Northwest Indiana recently received a $25,000 from The Cleveland-Cliffs Foundation to support building an affordable home in Lake Station. “Building quality and affordable homes help change a family’s life forever. We appreciate the partnership with The ClevelandCliffs Foundation to stabilize another family in the community through homeownership,” Dawn Michaels, Executive Director of Habitat for Humanity of Northwest Indiana.” When housing is stable and affordable, a positive push happens for a family and in the community. Thank you, ClevelandCliffs Foundation, for the generous gift in support of our mission!” The grant will support building a home in Lake Station for
the Habitat Partner family Michaelene and her two children. Beloved mother, grandmother, and friend, Judith Joyce Fuentes (nee Myszka) of Dolton, IL, passed away on July 17th 2022 at the age of 78. Judy was born in 1943 in Chicago, Illinois to Paul Myszka and Victoria Smith. Growing up, Judy immersed herself in school and language, eventually learning to speak Spanish fluently. She adored Mexican culture, even travelling to Mexico on her own as a young lady. Throughout her life, working brought her joy. Her first job, across from the Marina Towers in Chicago, was no exception. It was in the city that Judy met the love of her life, Oscar Miguel Fuentes (dec. 1984). As a loving mother of six, Judy prioritized her family and encouraged learning. She was often found attending her children’s baseball and softball games, spelling bees, and concerts. Judy loved music and singing, a love she shared with her family. Judy was a deeply generous person, even when she did not have much to give. Judy had a giving heart full of love, kindness, and compassion. Throughout her lifetime, she opened her home to many people in their time of need and acted as a mother to more than just her six children. She was diagnosed with Dementia in 2014 and moved to a long term care facility. The staff and fellow residents found her a pleasure to be around. She was kind to all. Caring. Playful. Judy loved God; she showed this love with a deep and sincere sense of gratitude, humility, and in loving those around her. She was preceded in death by her daughters Cecilia and Laura and is survived by her four sons, Oscar (Lisa), Victor (Anne), Diego (Dani) and Francisco and her grandchildren, Danielle (Tony), Joey, Jake, Mikayla and CiCi. David Reed Sullivan, Sr. “Sully,” 79, of Griffith, Indiana, passed away on August 5, 2022, after a long-term illness. Dave was born on September 1, 1942, to Reed and Kathleen Sullivan in Hammond, Indiana. After graduating from Griffith High School in 1960, he married his high school sweetheart and went on to have a 51-year career at State Line Energy/Commonwealth Edison. After retirement, Dave partnered with his youngest son in the family’s local fishing business where he spent his last days and was fondly known as “the old man” around the lakes. Dave was known throughout the years as the bike shop guy, the guy with all the Borzois, and later in life, as the guy with the axes. But the title he loved the most was being a father. He loved his children, loved his wife, and loved his grandchildren. David was a living example of the Heavenly Spirit, faithful and true in serving God to the end. Throughout his life, he was a peacekeeper, a tender spirit, and loving to all his children. Dave is survived by his wife of 61 years of marriage, Patricia JoAnne Sullivan, and their children and spouses/partners: David Sullivan, Jr, Donna Alviani Sullivan (Bret), Scott Sullivan (Andrea), Edward Sullivan (Diana), Ryan Sullivan (Melissa), Mike Sullivan, Sr., (Sara) and Meegan Morgan (Matt). He is lovingly remembered by his 21 grandchildren and their spouses and partners and his 9 greatgrandchildren. He is also survived by his brother, Christopher Sullivan. When can you choose retirement?

SUBMITTED BY PATRICK ZAMKIN If you’re like most people, your work has been a central part of your life. So, wouldn’t it be nice to have the flexibility to decide when you no longer want to work? Many people of retirement age have achieved this type of control. In fact, two-thirds of workers ages 65 and older say they work primarily because they want to, not because they have to, according to a 2021 study by Edward Jones and Age Wave. But that means that one-third of workers in this age group feel financially compelled to work. This doesn’t necessarily mean they dislike the work they do — but it’s probably fair to say they would have liked the option of not working. How can you give yourself this choice? You can start by asking yourself these questions: When do I want to retire? You’ll want to identify the age at which you wish to retire. You may change your mind later and move this date up or back, but it’s a good idea to have a target in mind. What sort of retirement lifestyle do I want? When you retire, do you anticipate staying close to home and pursuing your hobbies, or do you hope to travel the world? Would you like to spend your time volunteering? Open your own business or do some consulting? Clearly, some of these choices will require more resources than others, so you’ll want to follow a financial strategy that aligns with the retirement lifestyle you intend to pursue. Am I saving and investing enough? As you chart your course toward your retirement journey, you’ll want to assess the sources of

income you’ll have available. If you think you may be falling short of achieving your retirement goals, you may need to consider saving more. When should I start taking Social Security? You can begin collecting Social Security benefits as early as 62, but your monthly payments will be much bigger if you wait until your “full” retirement age, which will likely be between 66 and 67. Your decision about when to take Social Security will depend on several factors, including your other sources of income and your family history of longevity. Of course, as you’re probably aware, the Social Security system is facing significant financial stress, so it’s possible that we may see changes to Social Security, based on actions Congress could take. In any case, you might want to be fairly conservative in estimating how much Social Security can contribute to your retirement income. By addressing the above questions, you can get a clearer sense of when you might reach the point at which work is optional. But you’ll also need to consider other factors, too, such as how much you enjoy working or when your spouse or partner is planning to retire. In any case, the sooner you start planning for this next phase of your life, the better position you’ll be in when it’s time to make the transition. MIKE BUDER Planning to sleep in your new home tonight…what’s Plan B? It’s closing day! Everything has gone like clockwork and you have nothing but the closing between you and home ownership! THE PLAN: You’ll spend an hour at the title company signing all the closing documents and then receive the keys to your new kingdom. You’ll head straight to your new home with a loaded moving truck already in the driveway and a dozen friends and family there ready to move you in. REALITY: The phone rings just hours before closing. The underwriters have been doing their final perusals before issuing the closing package. They have hit a snag. (I’ll leave it at that…the form those snags can take in this new world for lending is unpredictable). Your loan officer assures you that it will be worked out. But…your closing is going to be delayed! A couple of hours? Maybe. A full day or even two? Possibly. PLAN B: First, lets talk about what Plan B is not. It is not you will call your agent and ask them to get you the keys so you can move in anyway. The seller would have tremendous insurance liability and legal risks to allow such a move without a special agreement and a special insurance
endorsement in place prior to the move in. Since you did not close, your homeowner’s policy is not in effect. A BETTER PLAN B: Give yourself a buffer of at least a day between closing and moving in. If you want to move in on the weekend don’t set your closing on Friday, because if things go south you will be waiting until Monday to close. If you absolutely must move in on your scheduled closing day, negotiate ahead of time through your agent, exactly what will happen if your closing is delayed. Keep in mind, the seller is not required to give you occupancy until you own the home. Above all, understand that some things are simply out of the hands of even the best lenders, agents and attorneys. Plan B may not necessarily be your ideal, but it is always better than the alternative… especially if you don’t have one! The American Cancer Society Awards Patient Navigation Grants to two Chicago-Area Health Care Systems

The American Cancer Society (ACS) has awarded Rush University Medical Center and University of Chicago Medicine each $300,000 grants for patient navigation programs to enhance oncology patient navigation and address barriers to individualized, timely and equitable access to care for cancer patients and their families. Rush University Medical Center and UChicago Medicine are two of fourteen hospitals across the country to receive this grant. Sponsorship for this initiative was led by the Janssen Pharmaceutical Companies of Johnson & Johnson, along with Bristol Myers Squibb. Additional sponsors include Daiichi Sankyo and other funders. Patient navigation is one of the only evidence-based interventions to eliminate health disparities and improve health equity in cancer care.1 Patient navigators help guide patients through health care systems with the resources they need. Navigation is a crucial component of cancer care, from prevention through treatment and survivorship. By providing individualized assistance to patients, families and caregivers, navigation ensures high-quality health and psychosocial care, creating positive health outcomes for patients. Data shows the customized care provided through patient navigation programs decreases hospitalizations and intensive care unit admissions, improves timely diagnostic follow-up.2 Additionally, patient navigation increases scheduled appointment arrivals, adherence to recommended cancer screening and the likelihood treatment is initiated within 30 to 60 days from diagnosis.3 “We know oncology navigation can significantly improve the experience and outcomes for patients with cancer and their families, especially those from populations traditionally excluded,” said Kathleen Goss, PhD, regional vice president of Cancer Support at the American Cancer Society. “The American Cancer Society is proud to partner with Rush and UChicago Medicine to enhance capacity, improve processes, and develop best practices to increase the access of patient navigation and quality care to as many individuals as possible.” “This support will help us continue improving our oncology navigation infrastructure,” said Kunle Odunsi, MD, PhD,
