New York, NY – September 5, 2024 – The iconic Tribute in Light commemorative art installation returns for another year, viewable within a 60-mile radius around lower Manhattan from dusk on September 11 to dawn on September 12, to mark the 23rd anniversary of 9/11. These twin beams of light, which evoke the original Twin Towers, have become an essential element of how New York City always remembers our city’s resilience in the face of the September 11, 2001 terrorist attacks and all those who were killed.

The 9/11 Memorial plaza opens to the public at 3 pm on September 11, 2024 and will remain open until midnight so that visitors from across the city and around the world can view the installation from this sacred site of remembrance and learning.

“On 9/11, the world turns its eyes to New York City, where the lights that pierce our skyline symbolize our collective memory and

unwavering strength,” said New York Assemblyman Charles Fall. “It is our solemn duty to ensure that these lights continue to shine brightly each year, honoring the lives we lost and the resilience that defines our city.”

Tribute in Light was first presented six months after 9/11 in March 2002, while rescue, recovery, and relief efforts at Ground Zero continued. The installation consists of eighty-eight 7,000-watt xenon light bulbs assembled in two 48-foot squares, echoing the shape and orientation of the original Twin Towers. The lights are custom-made by Space Cannon and the installation is produced annually by Michael Ahern Production Services (MAPS).

This event is supported by a Market New York grant from Empire State Development and I LOVE NY/New York State’s Division of Tourism, awarded through the Regional Economic Development Council initiative.

Convicted California Serial Killer Returned to Cook County to Face Charge for 1993 Murder

A convicted serial killer currently sentenced to death row in California appeared in the Skokie Courthouse today for the 1993 murder of an 18-year-old Glenview woman.

Michael Gargiulo, 48, formerly of Glenview, made his first court appearance today for the murder of Tricia Pacaccio, more than 13 years after he was initially charged with her slaying.

“The arrest and prosecution of Michael Gargiulo marks a crucial moment in our pursuit of justice for Tricia Pacaccio,” said Sheriff Dart. “While nothing can erase the pain of her loss, we remain committed to the Pacaccio family and are grateful that they can finally see this case move forward.”

In August 1993, Sheriff’s Police Detectives opened an investigation into the murder of 18-year-old Tricia Pacaccio, a recent high-school graduate who was found stabbed several times on the doorstep of her family’s home in unincorporated Glenview.

During the course of their investigation, detectives learned Gargiulo was a family friend and neighbor of the victim. In 2003, detectives linked Gargiulo to DNA material found under Pacaccio’s fingernails, but prosecutors declined to approve charges at that time.

The investigation continued until 2011, when Gargiulo was charged with Pacaccio’s murder following his arrest in 2008 for a string of violent attacks in California that left two women dead and another woman injured.

In 2019, he was convicted of murder and attempted murder for the California attacks and was sentenced to death in 2021.RESS RELEASE On Thursday, Gargiulo was extradited to Illinois and appeared today for his initial hearing at the Skokie Courthouse, where he was ordered detained. His next court date was scheduled for Sept. 20.

The public is reminded that the defendant is presumed innocent until proven guilty by the government in a court of law.

dipping sauce of choice (optional)

Fill Dutch oven or large frying pan halfway with oil and butter; heat over medium heat. In large bowl, mix eggs and milk then place chicken strips in mixture. In separate bowl, mix flour, barbecue seasoning and mesquite seasoning. Add salt and pepper, to taste. Remove 4-6 chicken strips from milk mixture and cover completely in flour mixture. Drop pinch of flour in hot oil; if it crackles, it’s hot enough. Once hot, fry battered chicken 4 minutes then, using tongs or fork, turn over and fry 4 minutes. When done, chicken will be golden and almost float. Remove from frying pan and repeat with remaining chicken.

Serve with dipping sauce of choice, if desired.

Saving Money While Shopping

Shopping is a necessity that we all do, whether for groceries, clothes, or other things we need. Shopping can get expensive fast. If we’re not careful, it could result in high credit card bills or drained bank accounts. Currently, with rising prices, businesses closing, and companies downsizing, many families are finding it harder to make their money go as far as it used to. More families are readjusting their shopping habits to manage higher store prices by changing how, where, when, why, and what they shop for.

For some people, shopping can be a fun, joyful challenge to hunt for the best deals, whether a bargain special, discounted, hardto-find, or something free. With the holiday season fast approaching, finding smart ways to shop on a budget and starting early can make a big difference.

Here are three of my favorite places to shop for discounted items.

• Shop Aldi’s Aisle of Shame. Aldi is known for low-priced, non-brand groceries, but also sells various specialty non-grocery items. They stock seasonal items, small kitchen appliances and gadgets, clothes, and more at super prices. My favorite finds at discounted rock-bottom prices include kids’ shoes for $0.39, dresses for $0.99, a huge 9.5-foot inflatable movie screen for $8.99, and kids’ comforter sets for $6.74. Aldi’s has great gift items like toys, pet supplies, household items, summer yard games, or camping equipment without spending a lot. While you’re there shop for their one-time specialty grocery or discounted food items.

• Kohl’s. I never used to shop at Kohl’s until I discovered their extra 50% off clearance sale. Depending on the sale, you can sometimes find extra savings on topname brands like Under Armour, Adidas, and Nike clearance items. Sometimes they run concurrent sales with an extra percent off, along with the bonus of earning and spending Kohl’s cash. Some of my finds included ladies’ boots for $6, men’s dress shoes for $12, and specialty Barbie dolls for

$3. With the free Kohl’s cash giveaway, I got a Nine West shirt for $1.40. Top brands at low prices make great gifts that people will really appreciate.

• Mad Friday Deals Bins in Highland, Indiana. Ever wonder what happens to returns from Amazon, Walmart, and Target? Or what do stores do with merchandise when the season is over? They end up at bargain bin stores! At Mad Friday Deals Bins, the price you pay depends on the day of the week. The store restocks on Fridays when everything is $10. But if you wait until Wednesday, you pay $1 per item. They sell returns, store items, and miscellaneous products way below retail. They sell items ranging from electronics to baby items, rugs, and clothes. My super finds were two silver clutch purses for $1 for both, a $2 adult blowup dinosaur costume, cowgirl boots and flats for $2 each, a kids play yard for $8, and a cat backpack carrier for $1 (my kitten loves it!). All around 90% plus off retail prices. Other ways to save money while shopping are thrift stores, garage sales, and general merchandise ads such as in The Shopper, Facebook, or Poshmark. For example, thrift stores like the New 2 U of Lansing have special sales. Shopping thrift stores for your personal items such as clothes helps you save money that can be utilized for other gifts. Garage sales are a great source to find both new and used bargain items at a fraction of the cost. Listings for garage sales and general merchandise can be found in the classified ads in The Shopper, which is a source for merchandise, home repair contractors, and shopping local businesses. Today, money is tight, and it’s important to stretch your budget. The best way is to be a smart shopper – hunting for bargains and conquering the best deals for your money. Shop with WISDOM! Y? Question: Is there a correlation between the cost of HOA fees and home values? Does increasing HOA fees run the risk of impacting the value of properties in a planned community?

In our community we have 77 homes with an average value of $250,000. The current fees are $15 a month. The HOA board is proposing an increase of 44 percent in fee (from $15 to $21.67 per month per lot). This is to adjust for increasing costs and because prior management operated in the red.

Answer: HOA fees are not related to property values, they are related to the costs required to run the HOA. If the HOA provides a lot of services, then fees should be higher. If the HOA provides few services, then the fee should be lower.

In your example, the HOA fee is being increased by 44 percent. This would be a meaningful statistic if we were talking about a lot of money. Instead, we’re talking about an extra $6.67 per month for properties valued at $250,000. If it takes less than $10 a month -- regardless of percentages -- to have a functioning HOA and a better community, pay the fee and protect your investment.

Question: I want to know exactly where

the property line is between my house and my neighbor. My sister told me it doesn’t matter because it’s not much to care about and I would have to take care the grass. Do you think she’s right? If she isn’t then what should I do to re-measure my property?

Answer: To determine your property’s exact boundaries you want to get a survey by a licensed surveyor. Knowing the precise boundaries of your property is important. First, you want to assure that you’re not paying taxes on property used by a neighbor. Second, if your neighbor continuously, openly and notoriously uses your property, he may actually obtain title over a number of years. Third, when you sell, you want to assure your buyer that they are getting a given quantity of property and that the boundaries of that property are well defined.

Heart Smart

I heard a devotional some time ago that really changed my perspective on a story in the Bible. The devotional was written by Dr. Dustin Benge and focused on Mark Chapter 7. Starting in verse 31, Jesus is brought to a man who was completely deaf and unable to speak. Jesus takes him aside, away from the crowd, and puts His fingers in the man’s ears, and spits on His own hands before touching the man’s tongue. Then Jesus sighs, looks up to heaven and says, “Be opened.” The man is immediately healed, and despite Jesus’ urging not to tell anyone, can’t help but use his new voice to praise Jesus Christ.

What an odd story, right? It’s a little gross. It’s certainly not sanitary in a post-COVID world.

After Jesus pulls the man away from the jeering crowd, what can He say to him? The man can’t hear Jesus speak! Nor can the man explain his own condition. He can’t talk. By putting his fingers in the man’s ears, Jesus is speaking in a language the man can understand. Jesus is saying, “I’m going to do something to your ears.” And by spitting on his hand and placing on the man’s tongue — a strong visual image — Jesus is saying, “I’m going to do something to your voice.”

Jesus meets this man in a way the man will understand. Jesus bends to this man’s level to address his need.

Friends, Jesus does the same for you and me today. God sent Jesus Christ to bend all the way down to our fallen, sinful nature and meet us there. Jesus makes our ears to hear his gospel. He touches our voices so we can glorify Him. He puts his hand on our dirty, stained hearts and says, “I’m going to fix this.”

Jesus is the ultimate physician, and there’s no condition of your heart, mind, or body that he can’t heal.

On this Patriot Day and National Day of Service and Remembrance, we pay tribute to the heroes and victims who lost their lives on September 11, and we recommit ourselves to the spirit of unity, patriotism, and service that carried our Nation through in the days that followed.

Claims Were Missing

On September 6, 2024, I wrote a letter to a medical firm for a client from Schererville, Indiana. With some editing to protect privacy, here is the letter that I sent for the client.

Our client sent to our firm a bill from your firm for our review. The bill seeks a balance of $885 on Account Number XXXXXXXX for two dates of service – 06/28/2024 and 08/23/2024.

I phoned the client’s Medicare supplement insurance company to learn what it knew of these claims. It reported that it did not receive these claims from Medicare. Then, I phoned Medicare to request duplicate Medicare Summary Notice forms regarding these claims be sent to the client. Medicare could find only one claim that they believed your firm sent. Medicare had no record of you ever sending a second claim. Medicare could not tell me which one was missing because of HIPPA laws.

To solve this problem as fast as possible, please send both the original billing information and the Medicare EOB information on these claims directly to the

secondary insurer at the following address. [Claims address of the insurance company.] Otherwise, you will need to wait for Medicare to send the EOB. I am telling the client to send it to me when he gets it. That is how I will learn what might have gone wrong with your claim.

All the help that I gave to this client was FREE OF CHARGE. This insurance agency helps all our clients with similar medical bill problems at no charge to prove that we really care about our clients. If your insurance agent or agency does not give this high level of customer service, shouldn’t you switch to an insurance agency that does? This one does.

Note: Woodrow Wilcox is the senior medical bill case worker at Senior Care Insurance Services in Merrillville, Indiana. He has saved clients of that firm over three million dollars by fighting billing mistakes and fraud in the Medicare system. Also, Wilcox wrote the book SOLVING MEDICARE PROBLEM$ which is available through book stores and online.

Habitat for Humanity of Northwest Indiana Nominated for Chick-fil-A True Inspiration Awards Grant

Habitat for Humanity of Northwest Indiana (HFHNWI) has been nominated for the prestigious Chick-fil-A True Inspiration Awards® and is seeking the community’s support to secure a 2025 grant through the Chick-fil-A One app voting process.

The Chick-fil-A True Inspiration Awards program was created to honor the legacy of Chick-fil-A founder S. Truett Cathy, and it supports nonprofit organizations making a meaningful impact in their communities. With $6 million in grants available to 56 organizations, HFHNWI has a chance to receive up to $200,000 in funding, which would greatly enhance its mission of building affordable housing for local families.

Tyler Carter, owner of the Merrillville Chickfil-A and soon-to-be owner of the Crown Point location, expressed his enthusiasm for HFHNWI’s nomination. “We are thrilled to support Habitat for Humanity of Northwest Indiana. Their dedication to building strong, stable communities aligns perfectly with our values at Chick-fil-A. I’m proud to be part of this effort to bring much-needed resources to Lake County,” said Carter, whose Crown Point restaurant is set to open later this month.

Securing this grant would help HFHNWI continue its critical work of partnering with families to build homes, thereby creating stronger communities and providing hope for a better future. Dawn Michaels, Executive Director of Habitat for Humanity of Northwest Indiana, highlighted the impact of the potential

grant. “Winning this grant would allow us to serve more families and transform lives across Lake County. We are incredibly grateful for Chick-fil-A’s support and for the community’s votes,” said Michaels.

Indiana Family and Social Services Administration Calls on Partners to Help Spread Awareness of Indiana’s 988 Crisis Response System

INDIANAPOLIS – The Indiana Family and Social Services Administration announces continued progress in building a comprehensive statewide crisis response system that encompasses all three pillars of the crisis continuum — Someone to Contact, Someone to Respond and A Safe Place for Help.

During National Suicide Prevention and National Recovery Month, and to mark the nation’s first 988 Day on Sunday, Sept. 8, FSSA is calling on communities across Indiana to help spread awareness about 988 and make sure that all Hoosiers know that help is just a call, text or chat away. Indiana’s five 988 Response Centers’ in-state answer rate of 92% puts the state in the top 10 of the nation. The call centers received more than 7,700 calls in July, compared to 3,700 in July 2022, when the 988 Suicide and Crisis Lifeline launched in Indiana.

The 988 Crisis Response System has rapidly grown, and now has the ability to dispatch mobile crisis teams in more than two-thirds of the state’s 92 counties and has funded 19 Crisis receiving & stabilization service providers, of which 17 are currently operating and open to the public. The final two locations are preparing to open in the coming months, providing a place where Hoosiers can receive services if their crisis cannot be resolved by a call center or mobile crisis team.

“Over the past two years, DMHA has worked diligently to build capacity and statewide coverage for crisis services,” FSSA Secretary Dan Rusyniak, M.D. said. “We are well positioned for the work ahead to ensure all Hoosiers have access to quality, enhanced level of behavioral health services.”

In June 2024, the U.S. Department of Health and Human Services named Indiana as one of 10 states selected to participate in the Certified Community Behavioral Health Clinic Medicaid Demonstration Program. To fully develop the state’s behavioral health continuum, the 988 crisis response pillars are an integral part of Indiana’s CCBHC demonstration and mission to fully develop the state’s behavioral health continuum.

To begin with, what is an international investment? Essentially, it’s an investment in companies based outside the United States. Investors can purchase individual foreign stocks, but many people choose international mutual funds or international exchangetraded funds (ETFs), which can be traded like stocks and track a specific market index. It’s also possible to invest in bonds issued by foreign governments or entities. However, investors should typically focus on diversified funds and ETFs for international exposure in their portfolios.

When you invest internationally, you can receive at least two key benefits. First, international investments can help diversify your portfolio. When you spread your investment dollars among a variety of investments, you can help reduce the impact of market volatility that might affect one type of asset particularly hard. For example, if you only owned stocks and the market went through one of its inevitable downturns, your portfolio would likely take a bigger hit than if you also owned bonds, government securities, certificates of deposit and other investments. The upcoming PBR Chicago will be one of the first events of the new individual season as riders vie for early points in the race to be crowned the 2025 PBR World Champion.

When PBR last travelled to the greater Chicago area in January 2024, Cassio Dias’ (Sao F. de Sales, Brazil) dominant rookie season continued as the reserved Brazilian went a perfect 3-for-3 to win his third Unleash The Beast event of the season, reclaiming the No. 1 rank in the feverish battle for the 2024 World Championship.

The win foreshadowed a historic season for Dias.

The bull riding action for the PBR Chicago begins with Round 1 at 7:45 p.m. CT on Friday, January 10, followed by Round 2 and the championship round at 7:45 p.m. CT on Saturday, January 11. All competing bull riders will get on one bull each in Rounds 1-2. Following Round 2 Saturday evening, the riders’ individual two-round scores will be totaled with the Top 12 advancing to the championship round for one more out and a chance at the event title.

Holding a firm grasp on the world No. 1 rank for nearly the entire season, Dias fell just short of tying the record for most elite tour wins in a season, riding to seven Unleash The Beast victories, and was one of just three riders to compete at each of the 23 regularseason events.

At his first-ever PBR World Finals, Dias persisted through a nasty wreck in the first phase of bull riding’s most prestigious event to be crowned the 2024 PBR World Champion. With his efforts headlined by a mammoth 92.5-point ride on Ricky Vaughn (WinRock/ D&H Cattle/Buck Cattle) Dias finished the World Championship and Rookie of the Year race 238.5 points ahead of No. 2 John Crimber (Decatur, Texas).
