Artists who worked in the make-up team of late chief minister and AIADMK founder MG Ramachandran who was also an iconic actor of yesteryears lined up streets holding placards seeking her release. All faith prayers seeking her early release are also being held across Tamil Nadu. An estimated 1.5 lakh powerlooms in Coimbatore and Tiruppur districts did not function on Tuesday with the workers abstaining from work to express solidarity with Jayalalithaa.

BANGALORE/NEW DELHI/CHENNAI, OCT 7 (AGENCIES): Karnataka High Court had rejected advocate Ram Jethmalani’s request for an early hearing of J Jayalalithaa’s bail plea, stating the hearing would take place according to the number allotted to the case. Jayalalithaa, her aide Sasikala and two others were convicted in the Rs 66.65 crore corruption case by a special court in Bangalore on September 27. While the AIADMK chief was asked to pay Rs 100 crore, the other three were fined Rs 10 crore each. In her petitions seeking immediate bail and challenging her sentence, Jayalalithaa had maintained that the charges of amassing wealth against her were false and that she had acquired property through legal means. Meanwhile, the police are prepared for the influx of AIADMK supporters and leaders, who are camping in various lodges and resorts on the eve of Jayalalithaa’s bail plea hearing, Kumar said. “We have made all security arrangements to avoid any untoward incidents. We have information on a lot of AIADMK supporters and leaders flocking to the city from the border areas of Hosur,” ACP (Law and Order) Alok Kumar told PTI in Bangalore. “Let them come. We have handled the situation on earlier occasions--on the verdict day and bail plea hearing days. We will handle the situation this time too,” Kumar said. DIMAPUR, OCT 7 (NPN): Survival Nagaland (SN) has expressed concern over what it called the latest monopoly exercised over the selling of king chilli (raja mircha) by Illegal Bangladeshi Immigrants (IBIs). In a press release, SN media cell said the organization found out that that IBIs had formed a chain of network engaged in purchasing king chilli from the local farmers at a cheap rate and then sold them to local entrepreneurs and customers at a much higher price fixed by them.

Kathipri said the department has been striving for a fair and transparent system of functioning keeping in view the welfare of students. Promote selfattestation: Govt tells states NEW DELHI, OCT 7 (PTI): Centre has written to states asking them to promote selfattestation of documents in place of notarised and gazetted officer-signed affidavits required for majority of governmentrelated works. Terming it a good governance initiative, Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh on Tuesday said introducing a single, self-attested affidavit would go a long way in simplifying processes and revolutionising governance in the country. “It is one of the good governance initiatives taken by the government. We are promoting self-attestation of documents in place of affidavits. We have written to states and sought their views too,” Singh said. The government is yet to come out with an official order in this regard. “The intent of declaration has been made very clear. We cannot give any timeline for it (implementation of self-attestation of documents),” Singh told reporters here after inaugurating two-day symposium on ‘Excellence in Public Service and Public Administration’ here. He said the government need to focus on maximising and simplifying governance. “It has been our endeavour to ensure maximum governance and minimum government. We will continue to simplifying government processes,” the Minister said. At present, an individual has to spend about Rs 200-500 to get a notarised affidavit, whereas, getting a certificate or affidavit from a gazetted officer remains a herculean task for common man, especially those living in remote areas of the country.

DC Kma notifies on bye-poll campaign DIMAPUR, OCT 7 (NPN): Deputy Commissioner (DC) Kohima W. Honje Konyak has notified that as per Section 126 of the Representation of People Act, 1951, the campaigning period for the ensuing Bye-election to 11-Northern Angami- II (ST) A/C, would come to an end during the period of 48 hours ending with the hour fixed for the conclusion of poll-4 p.m. on October 13. According to a DIPR report, the district election administration/police administration would ensure that all political functionaries leave the constituency immediately after the campaign period was over. However, the restriction may not be insisted upon the office bearers of the political parties who were in-charge of the state. Such office bearers of the parties should declare their place of stay in the headquarters and their movement during the period would remain confined normally between party offices and place of their stay.

Patton Tuesday asked the Superintendent of Police (SP) and Deputy Commissioner (DC) Wokha to lift Section 144 CrPC from Ralan areas with immediate effect. Speaking at the inaugural programme of Ralan Police Station under DEF Wokha, Patton also pointed out that the neutral force gate at Yanpha Village should also be removed from the area. He said: “We will not compromise” and accused the neutral force of “harassing and checking” Nagas and their vehicle passing through the area. He also pointed out that vehicles owned by people from Assam could ply freely with essential commodities in the area. During his speech, Patton assured building more police staff quarters and said his department would focus on the amenities to be provided for those living in the quarters. Patton told the gathering that Nagaland government has taken up with the Union Minister of State for Home the issue of “neutral force” stationed at Disturbed Belt Area (DBA)

BJP will not allow talks to jeopardize Manipur’s territorial integrity: Rijiju IMPHAL/NEW DELHI, OCT 7 (AGENCIES): Union Minister of state for Home Affairs, Kiren Rijiju said that the BJP government at the Centre would not allow the ongoing peace talks with NSCN (I-M) to jeopardize Manipur’s territorial integrity. He said this during an election rally in Manipur’s Thoubal district for BJP candidate Maibam Dhanabir. Rijiju was campaigning for the October 17 bye-election to the Hiyanglam assembly seat in the district. After the new BJP-led government took over at the Centre, and following the invitation by the Prime Minister’s Office (PMO) for “formal talks”, Centre-NSCN (I-M) resumed the peace talks last week. Sources said the talks were basically an ice-breaking effort after the new Government assumed office as there

MHA sources revealed that the Centre has made it clear to the leaders of the NSCN(I-M) that a political solution to the issues would have to be found within the framework of the Constitution of India. Around 20 NSCN (I-M) members led by chairman Isak Chishi Swu and general secretary Th. Muivah held a meeting with the newly appointed Interlocutor for Naga peace talks and chairman of Joint Intelligence Committee R.N. Ravi including other senior officials. Centre and NSCN (I-M) leaders have agreed to expedite the peace talks and to take the process to a logical conclusion at the earliest.

HRLN files PIL on setting up fast track courts Amur Falcons arrive Pangti Village DIMAPUR, OCT 7 (NPN): Human Rights Law Network (HRLN), Nagaland has filed a Public Interest Litigation (PIL) in the Gauhati High Court (GHC), Kohima Bench seeking directions from the state government to establish or re-establish Fast Track Courts (FTCs) in Nagaland. According to a statement, HRLN, Nagaland said the PIL was filed by Dr. Rosemary Dzuvichu against the state of Nagaland and others. HRLN, Nagaland reminded that in 2003, two FTCs were established in Kohima and Dimapur districts out of 11 (eleven) districts to try criminal pending cases. These courts were functional till 2012. However, on September 18, 2012, the cabinet decided to discontinue all FTCs and consequently cases pertaining to crime against women were transferred to the family court. In this connection, Naga Mother’s Association (NMA) had submitted a representation

the governor on July 13, 2013 requesting him to immediately set up FTCs in all the districts as there was alarming rise in crimes against women and children in the state. NMA also submitted another representation to the chief minister on July 19, 2013 seeking a review of the cabinet decision that revoked the functioning of FTCs. On May 28, 2014, Ministry of Law & Justice, department of justice wrote to the state law/home department asking it to implement the decisions taken in the conference of chief ministers of the states and chief justices of High Courts held on April 7, 2014 in Delhi. The decisions taking during the conference include taking immediate steps to set up suitable number of FTCs relating to offences against women, children, differently-abled persons, senior citizens and marginalized sections of society. hima Bench conveyed to the department of justice & law, Nagaland on June 24, 2014 that the GHC had rejected the proposal of the state government for declaring the family courts as the special courts for cases pertaining to crime against women, said the HRLN statement. It said crime against women like rape, molestation etc and several such cases were pending in various courts and the slow legal system in disposing such cases has made sexual offenders remain unpunished and further encouraging other criminals to commit similar offences. In the wake of December 16, 2012 Delhi Gang Rape, Centre had announced to provide adequate fund for setting up of FTCs across India to try such cases like rape, crimes against women and children, so as to ensure justice without delay at affordable cost. The Central government had agreed to bear the financial burden up to 90% in case of Northeastern

states for setting up of FTCs, said the statement. Terming the state government’s decision of clubbing FTCs with family courts as a “mockery and against the directives of the Supreme Court and the Central Government”, the petitioner requested the High Court to quash and set aside the impugned cabinet decision on discontinuance of FTCs and restore them in in all the districts as per the national policy. The PIL asked the High Court to set up an enquiry headed by a retired/sitting judge to find out why the state government closed down the FTCs in Kohima and Dimapur districts and transferred the cases to the family courts without the permission of the Court in violation of the established legal procedures. The PIL was heard on September 26 last and the High Court has fixed November 3, 2014 for the government to file the affidavit-in-opposition.

DIMAPUR, OCT 7 (NPN): Migratory birds Amur Falcons arrived Pangti Village in Wokha District Tuesday morning. According to a press release issued by Nagaland Wildlife and Biodiversity Conservation Trust (NWBCT) managing trustee Bano Haralu and secretary Rokohebi Kuotsu, a small flock of about 100

falcons flew over the Pangti Baptist Church at around 5.30 a.m. at the highest point in the Sungro range. They were later seen flying over Doyang Reservoir - their stopover for the next six weeks before they resume their journey towards Southern Africa. All villages in the range were also fully geared to ensure safe passage of the falcons as

they did last year. The state government has assisted the local community to erect watchtowers and rest sheds for visitors coming in to see the spectacle of migrating Amur Falcons, said the press release. NWBCT informed that this year, the community has created a low impact ecotourism model through basic home stays to take care of the guests. NWBCT whose ‘Friends of the Amur Falcon’ programme is in its third year would continue its education programme via its Ecoclubs. They would be adding two more Ecoclubs targeting more school children and more villages visited by the falcons. The annual phenomenon of the migration of the “marathon bird” would form the backdrop for a nature camp that NWBCT would be conducting from October 8 to October 11, said the press release. K Y M C
