Nagaland Pradesh Congress Committee (NPCC) during its emergency general session held on January 12, resolved to urge the state government to defer the Urban Local Bodies (ULB) election till consensus was arrived at with the tirbe hohos and village councils. NPF Mon firm on facing civic polls D IMAPUR , J AN 1 2 (NPN): Despite various tribal bodies asking candidates to withdraw their nominations on or before January 17 (last date for withdrawal) or face ex-communication, the NPF Mon division reaffirmed to “courteously” face the forthcoming election to municipal/town council in the state. The reaffirmation motion was adopted at the division meeting held on January 12. Rather, NPF Mon unit press secretary Hongnaw H.A. Konyak informed that the officials vowed to execute the task till NPF candidates in Tobu, Aboi, Naginimora and Tizit town councils emerged victorious. The unit claimed that nine NPF candidates from Mon district would probably be declared elected unopposed after the official voting since there were no opponents. NPF Mon unit expressed confident that the remaining party candidates from the district as well as from the entire state, who are in the fray would also emerged victorious as desired by the party. Further, the unit appealed the government officials, NGOs and civil societies, law enforcing agencies to actively cooperate with the competent authority administering the election process.

Staff Reporter adds: Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO) on Thursday joined the newly formed Joint Co-ordination Committee (JCC) of the Central Nagaland Tribes Council (CNTC), which was formed on January 5 to take up issues pertaining to Urban Local Bodies (ULB) election and ongoing nomination of intending candidates. With this development, JCC has now five members– Ao Senso Telongjem Dimapur (ASTD), Lotha Hoho Dimapur (LHD), Western Sumi Hoho (WSH), Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO). Thursday evening, JCC convenor Supu Jamir informed that a meeting was held with the new members and various resolutions pertaining to the issue of ULB elections in the state were adopted. “The house resolved that the five tribes will insist candidates to withdraw their candidature with immediate effect,” he stated. Another resolution was to constitute a Joint Action Committee (JAC) wherein youth organisation of the five tribes would play a key role “to accomplish the demand of Nagas”. Meanwhile, JCC has appealed for cooperation towards its cause and also asked the public to stay prepared for any eventualities.

NCD ultimatum

Naga Council Dimapur (NCD) on Thursday directed all candidates for the “so called forthcoming urban local bodies election”, irrespective of all political parties and Independents under Dimapur, East Dimapur (Purana Bazaar) and Chumukedima, to withdraw their nomination papers on or before January 15, 2017. Appropriate action would be initiated, as per Naga customary law and practice, against those candidates who fail to comply with the directive, NCD asserted. In a press note, NCD general secretary Thsapongkyu Sangtam said the council stood firm with the January 4 joint resolution adopted by NCD, 19 Naga tribal bodies and civil societies.

Lotha Hoho (LH) has issued a calling notice to all candidates on January 14, 11 a.m. at LTC hall, Wokha. In this regard, LH has warned that stern action would be initiated against any candidate who failed to attend the meeting including be ex-communication. (See Advt on p-9)

However, same resolution was revoked by Nagaland Legislative Assembly on November 24, 2016 to exempt the state from implementing 33% women quota in municipalities. The resolution was revoked after NMA moved the Supreme Court against it.

The JACWR leaders minced no words against the “different organisations” whose statements were reported in the media for trying to suppress the voices of women, who comprise of 50 % of the population. JACWR reiterated that women were not trying to fight men but only demanding their constitutional rights which has been passed by the state assembly. JACWR comprising of NMA, Eastern Naga Women Organisation(ENWO) Watsu Mungdang, Tenyimia Women Organisationi and Naga Women Hoho Dimapur has since been demanding the implementation of the 33% women reservation since 2011. They said when approached, then chief minister Neiphiu Rio expressed helplessness and instead encouraged them to move the court after which he would implement the order. However, when the court ruled in their favour, they alleged that then chief minister “did not keep his word” and dragged the matter to the Division Bench in Gauhati and obtained time to review the reservation. Correspondent IMPHAL, JAN 12: One person was killed and two others injured when militants opened fire at a convoy of civilian vehicles and trucks moving along NH-37 with security escorts late Thursday evening, near Lukhambi area under Noney police station. The deceased identified as one Nipen Kalita (24) son of Gojen Kalita, a resident of Khatkati (Assam) was killed on the spot while he was driving his Renault Duster car (ML-04B-7428). Two occupants sitting at the backseat sustained bullet injuries. They were later rushed to Imphal for treatment, police reports stated. The ambush, from a hilltop, took place at a time when police were escorting over 700 trucks loaded with essential commodities to Imphal from Jiribam. However, no militant organization has claimed responsibility for the attack till the time of filing the report. Police have been regularly escorting trucks in view of the indefinite economic blockade imposed by United Naga Council (UNC). This was reportedly the second incident where armed miscreants attacked a convoy.

Former interim body member Tokheho H. Sema passes away D IMAPUR , J AN 1 2 (NPN): Former minister and Interim Body Member, Padma Shri Tokheho H. Sema passed away on Thursday. He was 84. Late Tokheho was elected to represent the Sumi community to the Naga Peoples’ Convention in 1959. Later he was elected to the Legislative Assembly in 1969, 1974, 1989 and was also a cabinet minister. An eminent social worker, he was associated with various organizations and was also the founder of Zunheboto Arts College, executive member of Sema Baptist Churches Associations, founder president of 1st Sumi GB’s Association, secretary Naga GBs’ Federation etc. TR Zeliang: Nagaland chief minster TR Zeliang has expressed grief on the sudden demise of one of the last few surviving Nagaland IBM members, former min-

ister and Padmashree recipient Tokheho Sema. Zeliang in a condolence message to Mrs Kitoli Yeptho, said late Tokheho was an altruistic person, who dedicated his life for the welfare of the general public and the State in particular. Chief minister, who had worked with late Tokheho during his entry into politics, recalled him (Tokheho) as a humble and straightforward person and never hesitated to speak out his mind. “He called on me last year on August 15 along with five other Members of the Interim Body and expressed concerns about the insufficient pensions exlegislators were getting, and I must say it was through his initiatives that the Nagaland Assembly had raised the salary of legislators and also the pensions of ex-legislators last year”, Zeliang said. Acharya Thursday has appealed to all stakeholders to cooperate with the authorities, for smooth conduct of elections to municipal/town councils slated to be held on February 1, 2017. Emphasizing that dialogue was the only way to solve all issues, Acharya further appealed to the NGOs to follow the law and to allow Municipal/Town Council elections to go ahead as announced by the government, so that the democratic ideals of Nagaland was protected and preserved. The Governor also said that Nagaland will now join the rest of the country in implementing reservation for women in local bodies by conducting Municipal/ Town council elections with 33% women quota. Dimapur, Jan 12 (NPN): Joint Action Committee on Women Reservation (JACWR) leaders after an emergency meeting in Dimapur resolved to strongly urge the state government to “complete the election process” as per the “interim order from the apex court” and also condemned the use of force, intimidations, threats of excommunication and preventing candidates from filing nominations by some tribe organisations. In a joint statement, JACWR convenor & president NMA, Mrs Abeiu Mer u and co-convenor JACWR and advisor NMA Dr. Rosemary Dzuvichu claimed that the tribe organisations had prevented candidates including women candidates from filing nominations and also forced some to withdraw in Kohima, Mokokchung,Tuensang, Medziphema etc. JACWR also questioned the sincerity of “some legislators” who flipped flopped over passing contradictory amendments to the Nagaland Municipal Act while expressing its appreciation on the courage of those Naga women in braving the resistance to file their nominations.

Dr. S.C. Jamir: Odhisa Governor Dr. S.C. Jamir condoled over the sudden demise of veteran Naga political leaders, former Nagaland IBM member and former minister Tokheho Sema. Jamir said that the demise of late Tokheho was a great personal loss to him, as they had fought and worked together for the identity and dignity of Nagaland and Naga tribe. He praised the contribution of late Tokheho to restore peace in the trouble-torn Nagaland in the late fifties. Jamir also lamented that when the state of Nagaland was desperately seeking to rewrite its destiny to form a dynamic and progressive Naga society, his death was an irreparable loss. The Governor also praised the leadership quality of late Tokheho, who never compromised with the Naga identity and aspi-

ration. It was for this quality, he was conferred with the prestigious Padma Shri award for public life, Jamir said. Further, the Governor prayed for the departed soul to rest in peace. Chotisuh Sazo: Nagaland Legislative Assembly (NLA) speaker Chotisuh Sazo has also expressed grief on the passing away of late Padmashree Tokheho Sema, former IBM member and former minister on January 12. Sazo said late Tokheho was a prominent social worker and in recognition of his contribution to the people both in the state and country, he was awarded Padmashree in April 2016. His demise was great loss to Naga people in general and Sumi community in particular, Sazo said. The speaker further on behalf of NLA conveyed condolences to the bereaved family members and prayed

that almighty grant them strength to overcome the sorrow. Rio: Lok Sabha MP, Neiphiu Rio has expressed deep pained over the demise of Tokheho, an Interim Body Member (IBM) and minister. Rio in his condolence message described him as a person who served with distinction in every responsibility that was entrusted to him in the service of the people. Recalling his association with later Tokheho, Rio said he was a person who was always committed to serving the public in the best manner possible. His significant contributions and sacrifices for the cause of the people would always be remembered by all, said Rio. Rio said late Tokheho immensely contributed towards building Nagaland State during the most difficult and crucial period.

IndiGo to ferry mortal remains of NE people for free

New Delhi, Jan 12 (PTI): Budget carrier IndiGo in association with Delhi Police on Thursday launched ‘Akhiri Ahuti’, a social service under which the Gurgaon-based airline would ferry free of cost the bodies of Northeast residents who die in Delhi to their homes. However, the service would be available only on the recommendation of the Delhi Police, IndiGo said in a release. The service has been launched to facilitate transporting of mortal remains of the deceased of the very underprivileged people from Northeast, it said. It was also one of the first band party from the North East Region to participate at the national level.

tion cases. Heads of departments should ensure that promotion cases are always routed through the DPC expeditiously so that adhoc approach to officiating promotion was avoided. All the departments have been requested to submit the list of all officers in the enclosed proforma in Excel Format alongwith CD to the P&AR Department (AR Branch) on or before January 31. The chief guest of the programme also released Ku Si Khang Le (A book on scientific study of Flora and Fauna in Chang Dialect) and Mutei Mangsangh Dolen Thangjam Kumhaang (a book on vision statement 2020). Chingmak DB Tuensang highlighted the significance of the poang lum while short speech was delivered by Sangkhum Hd. GB C/ Khel Tuensang village. A special folk dance by Yangpi Women’s Organisation Tuensang Town was another highlight of the celebration. DIMAPUR: A book titled, “The Church, its People” authored by Rev Dr Phughoto Sema was released on January 10 by executive secretary WSBAK, Rev Dr Hevukhu Achumi at Kiyeto village. The book is based on his experiences and observations of the Church and its people which he analysed in his 35 years of service for the Lord. The book also includes a discourse on divisive politics and illegal vote banks which negatively affects

Manipur police arrest Final electoral roll shows women four NSCN (I-M) cadres voters exceed men in Manipur est constituency with the constituencies in Imphal covering only two square km each. The elections to the 60 seats Manipur Assembly will be conducted in two phases, on March 4 and 8, as announced by the Election Commission of India on January 4 last. Among various political parties operating in the state, nine of them are recognized by the ECI, the CEO said while listing out the parties. The recognized parties are All India Trinamool Congress (AITC), Bahujan Samaj Party (BSP), Bharatiya Janata Party (BJP), Communist Party of India (CPI), Communist Party of IndiaMarxist CPI-M), Indian National Congress (INC), Nationalist Congress Party (NCP), Naga Peoples Front (NPF) and People’s Democratic Alliance (PDA). Manipur People’s Party (MPP), the oldest regional political party, has been

delisted from the recognized political parties after it was derecognized by the ECI in 2013. The party which had ruled the state for more than two terms was derecognized after none of its candidate had won the last state Assembly election in 2012 and Lok Sabha election in 2009. However, as it is still active, the party is planning to field its candidates in the ensuing elections. Its president N Sovakiran was among others who are planning to contest the elections. Talking about the preparation being made by the election authority for the smooth as well as free and fair elections, CEO Vivek Kumar Dewangan said that Voters Assistance Booths (VAB) will be set up in every polling station. As per the electoral rolls published today with January 1, 2017 as qualifying date, the total number of people eligible for casting votes in the ensuing two-phase polls in March is 18,93,743 out of which 9,25,431 are male and 9,68,312 are female electors. State chief electoral officer (CEO) Vivek Kumar Dewangan said that the highest number of voters were in the age group of 20-29 with 5,04,502 electors constituting 15.27% of the total electors. I mphal , J a n 1 2 (PTI): Three cadres of NSCN(IM) and one sympathiser was apprehended from different locations of Thoubal district following three search operations by Manipur police commandos, a police officer said today. In a search operation conducted at Tuisem village by state police commandos yesterday led by SP M Pradeep, at around 3 am, seven persons were apprehended for failing to provide authentic identity papers. Three of them turned out to be former members of NSCN(IM), the officer said. They have been handed over to Pallel Police station for verification, the officer said. Four SSBL guns and one weapon were recovered during the operation, the sources said. In another operation carried out yesterday

at Khangshim village in Thoubal district, one sympathiser and a captain of the militant outfit was also arrested. The duo has been identified as Hongsha, 32, and self-styled Captain Ashang Hongsha, 42, of the same village, the police officer said. HOngsha was in constant touch with cadres stationed at Dimapur’s Hebron Camp, the officer added. The commando team also recovered one .38 pistol with four live rounds and one mobile handset. Meanwhile, another police team, carried out a search operation at Serou locality, leading to the arrest of yet another two cadres of the same outfit identified as Bungdon Bingham, 29 and Setlun Shungjong, 23. The state force managed to recover one .32 pistol loaded with one live round, by the police, the officer said.

Agartala, Jan 12 (PTI): The Trinamool Congress (TMC) today wondered why the CBI was only targetting it’s leaders while leaving out other opposition leaders who were also allegedly involved with some chit fund groups. “It is surprising that despite involvement of Babul Supriyo and Roopa Ganguly, two BJP leaders from Bengal, CBI did not take any action against them,” West Bengal minister for Irrigation, Rajiv Banejee said, adding two TMC MPs were arrested in framed up ponzy cases.

Banerjee also alleged that Tripura Chief Minister, Manik Sarkar and Social Welfare minister Bijita Nath were involved with some chit fund groups, but the probe agency did not initiate any action against them. “CBI is working with a political motive to harass the TMC supremo Mamata Baner jee and political leaders of TMC,” he said at a protest meeting at RMS Chowmuhani here against demonetisation and alleged vindictive attitude of the central government towards the leaders of TMC.

BENGALURU, Jan 12 (Agencies): A youth from the north-east, working in Bengalur u, was slapped and assaulted with a rod by neighbours allegedly over a vehicle parking issue. PMO seeks report on BSF jawan food video NEW DELHI, Jan 12 (Agencies): The Prime Minister’s Office (PMO) on Thursday sought a report from the home ministry about BSF jawan Tej Bahadur Yadav’s allegation that poor-quality food being served to paramilitary troops at border areas. Yadav’s wife today said her husband is being pressured to withdraw his complaint and apologise. “He told me that he is being pressured to take the complaint back and apologise,” the BSF jawan’s wife Sharmila told ANI. Earlier on Wednesday, Sharmila backed her husband asserting that what he did was not wrong, as his intention was to expose the truth. “If my husband were mentally unstable or indisciplined, why was he given a rifle by the BSF to guard the country’s border in crucial areas?” asked Sharmila. “My husband’s problem is that he is in the habit of not tolerating injustice, for which he has suffered during his service tenure,” Sharmila told TOI on Wednesday. Around 90 lakh people have watched the video and around 4.4 lakh have shared it on social media in three days.

used as performing animals either for Jallikattu events or for bullock cart races in the states of Tamil Nadu, Maharashtra or elsewhere in the country. The festival of Pongal is celebrated to thank the Sun, rain and farm animals. It would be celebrated on January 14.

Aurangabad, Jan 12 (PTI): In an incident of fratricide, a CISF personnel today allegedly opened fire at his colleagues, killing four of them at the Navinagar Power Generating Company premises in Bihar’s Aurangabad district. Superintendent of Police Satyaprakash said the CISF personnel Balbir was apparently angry over leave issues and fired at his colleagues from his service rifle, killing two of them on the spot at the company campus. Two others injured by him in the incident were declared brought dead by doctors of Narayan Medical College and Hospital in neighbouring Rohtas district where they were rushed, the SP said. The incident was reported at about 12:30 AM. The accused CISF person-

Air Chief flies solo in MiG-21 New Delhi, Jan 12 (PTI): Air Chief Marshal BS Dhanoa, who was on a visit to a forward base in Utarlai in Rajasthan, today flew solo in a MiG-21 ‘Type96’ aircraft, his first such flight after taking charge of the force. It is also rare for an Air Force Chief to fly solo. Dhanoa flew the same type of aircraft during Kargil Operations and carried out many night strike missions in the mountainous terrain. He was awarded Yudh Sewa Medal. The MiG-21 is the oldest fighter fleet in the IAF inventory. Dhanoa, who is visiting the forward air base in the western sector from January 12 to 14, will assess operational readiness and review the morale of the personnel stationed there.

MUMBAI, JAN 12 (PTI): Tata Sons today named TCS Chief Executive Officer and Managing Director N Chandrasekaran as its new Chairman over two months after the unceremonious sacking of Cyrus Mistry. Popularly known as ‘Chandra’, the 54-year-old was chosen to step into the shoes of interim Chairman Ratan Tata, who took over on October 24 last year after the removal of Mistry. The decision to appoint Chandra, a Tata group veteran, was taken at a meeting of Tata Sons board here, sources said. The decision followed a five-member search committee comprising Ratan Tata, TVS Group head Venu Srinivasan, Amit Chandra of Bain Capital, former diplomat Ronen Sen and Lord Kumar Bhattacharya zeroing in on Chandrasekaran. Promoting varied interests

T

here’s a lot of money to be made in the business of preparing and projecting surveys, especially pre and post poll surveys in the country in the given circumstances where voter preference can be as varied and wide. With elections to five states to beheld during February, pre-poll surveys appear to have handed states to certain parties. It is still too early to conclude the outcome and only the exit polls could provide some inkling on how the polling went. Opinion polls taken before polling as well as after polling , have aroused fierce debate among the people and a point that had led both the Press Council of India as well as the Election Commission of India issuing strictures against their publication. However, the Supreme Court of India intervened following petitions on the issue of freedom of expression which made the Election Commission withdraw its guidelines. The opinion polls normally published before polling, is supposed to inform public about surveys conducted on the voter preferences. Exit polls on the other hand, are taken after voting to get an idea for whom or for which party or parties, the people voted for. This is also meant to inform the public on the likely trend of the results. The opinion polls published in major national newspapers including metro television channels have taken psephology to another level. It begins with a series of visits to the constituencies where the ground reports are analysed by the survey team. The accuracy of such surveys depend on the margin of error. In many cases, media in collaboration with the firms doing research, are often hired by a political organization to promote their cause or interests for favourable projections. Sometimes, the projections could go very wrong if the surveys were conducted with the motive of trying to promote the interests of any political party. The so-called ‘hung house’ has become the favourite phrase of the media and the easiest escape route of pollsters. The so-called ‘margin of error’ of one percent or two swing this way or that sounded methodical. Fortunately these poll predictions were dumped to the dustbin by the electorate. The euphoria sought to be created by segments over the predictions or exit findings for the consumption of political parties is flawed. In a way, democratic elections can be best served if the people’s preference is kept within the bounds of discussion rather than publishing surveys that undeniably unfairly influence the voters and impinge upon their freedom of choice. Anything that serves to influence the minds of voters cannot be accepted. Such publications or broadcast should be considered as electioneering campaign sponsored by whichever political party so that the opponents could also organize their own surveys. Then only will these opinion and exit polls be considered fair though flawed. There is no guarantee that political parties would not influence the pollsters to ‘swing one or two percent’ their way to serve their political objectives. Money is no problem as politics is all about money and power and the highest bidder gets the media attention and concern. These opinion and exit polls should be dealt with more carefully and if needed, the Election Commission of India and the Press Council of India should set clear cut guidelines.

But as long as there is any doubt that we are unworthy, God will continue to close us in until He gets us alone. Whenever there is any element of pride or conceit remaining, Jesus can’t teach us anything. He will allow us to experience heartbreak or the disappointment we feel when our intellectual pride is wounded. He will reveal numerous misplaced affections or desires— things over which we never thought He would have to get us alone. Many things are shown to us, often without effect. Post-mortem Lessons on confrontations Joint Action Committee on Women Reservation

O

n 2017, 9th January morning, the AYO (Angami Youth Organization) Volunteers and the Nagaland Police faced each other eyeball to eyeball in a tense situation in Kohima City Main Street. The Nagaland Police, Armed with Automatic Rifles, loaded and ready to use any moment on Order from the Authority, and many of the AYO Kohima-Bandh Volunteers with Wooden and Bamboo Sticks, faced each other, the narrow Street only separating each other. It was a poignant moment of confrontation and any unintended action from either side could cause serious difficulties. In confrontation mood, it is a test, on both sides, of the principle, discipline and nerve. Some two thousand and seventeen years ago, according to the famous contemporary Jewish Historian –Josephus, a confrontation occurred in the middle of the Jerusalem City during the reckless Roman Governorship of Pilat. Roman Soldiers Armed in full battle readiness were on duty in the Streets of Jerusalem to prevent any sudden Jewish insurrection against the hated colonial Power: Thousands of Jewish Worshipers from all over the then known World were in the city for the Annual Religious Festival of the Jews. Suddenly a great riot broke out against the Roman Soldiers; the Jewish worshipers threw stones and any available missiles at the Soldiers. The soldiers killed many of the rioters and when things finally settled down, thousands of worshipers lay strewn dead in the street. The Emperor removed Pilat untimely from the Governorship of Judea. The incident started from an irate Roman Soldier lifting his Skirt and contemptuously showing his Genitals at the worshipers who started throwing stones at him in anger! The Kohima City Centre at 7:30 AM on 9 January looked completely strange: the Main Street eerily empty, uncommonly quiet, all shops closed except a few Eateries; there was a Woman trying to open the Lock on the front door of her Pharmacy and few Deshuali laborers in the Street. Soon Northern Angami Youth Volunteers poured out of this, that houses of Northern Angami Constituency I, and phalanges of them moved to the local football Ground Khuochiezhie. Two lone-armed Police distinctively walked through the Ground from the Southern Gate, in full of view of the collecting youth Volunteers in the ground: some half a dozen Kohima Village GBs sat on plastic chairs on the side. A thoughtless jest or funny remark from any one of the considerable Volunteers in the Ground at

the bristly walking two lone Police could cause ugly unpleasant scenes but none of the youth uttered any thing and the two crossed out of the northern Gate without any incident. Most of the Volunteers carried Sticks and Staff, the atmosphere was slowly getting charged with the rising Sun and the youth leaders reminded one the Volunteers not to be the first to use the Sticks. From the very beginning of the Rally, it was decided at every respective Village Councils that the Bandh would be observed but it was pointedly reminded to be a Peaceful and non-Violent Rally. In the days of yore, Angamis accepted violent bare hand fights in the people sometimes but the Person who uses ‘Sei-Ketsie’ (implements of Sticks-Stone) first was considered ‘Wrong’ and declared so. It is odd the AYO Volunteers carried Stick and Staff in the Rally. Fortunately, nothing more serious happened: A Peaceful, Non-Violent democratic Rally with fashioned Staff and Sticks with Nails is Unconscionable. The Nagaland Police showed exemplary forbearance and Restrains. They and their Officers from the Top to the Bottom deserve praise and applause. Civilians and the Police together must constitute the quality of the Society we all desire to uplift. One of the greatest examples of Peaceful Resistance, seared in the Psyche of the People of the whole World, is perhaps of the Jewish Settlers in Gaza, refusing to vacate their Houses in the Territory the Israeli Government has voluntarily decided to vacate the nation captured in the War long ago. The Israeli Police descended on the Settlers and tried to remove them bodily from their Homes. The Settlers community in Groups held each other personally and tightly together to prevent the Soldiers pull them apart and removing them bodily. There was not a single angry voice from any one, there was not a incident of violence and one by one, with considerable pulling and jostling, the Army pulled the Settlers away with care and vacated the Territory of Gaza. What an example of Peaceful Resistance! At this rate today in Nagaland, the Public may come to have to reject Government unwise decision sometimes and may have to resort to Peaceful Resistance. The Rallies may not be described as ‘Protest Rally’, but rather as ‘Rally To Preserve Citizen Rights’ and the Volunteers may sing Naga Rally Songs ‘Ho-uh......ho-oh; Ho-uh......ho-oh; Ho-uh......ho-oh’ and carry FLOWERS rather than make War Cries AND carry Sticks and Staffs. he Joint Action Committee on Women Reservation at its Emergency meeting held in Dimapur , strongly resolved to urge the Government to complete the election process to the Municipalities and town councils , as per the directive of the Interim order from the apex Court. The JACWR condemns the undemocratic use of force ,intimidations, threats of banishment and otherwise, by some Tribe organisations ,in stopping the filing of nominations of candidates, including its women candidates for the Municipal polls in the towns of Kohima ,Mokokchung, Tuensang, Medziphema and forced withdrawal of candidates in some other towns. The JACWR questions the sincerity of some of the elected representatives of the people, ,who after having passed the First Amendment of the Nagaland Municipal Act and later, at the request of the Tribal bodies, passed the Second and Third Amendments in the successive Assembly sessions ,seems to have lost all sense of Constitutional allegiance and adherence to law, by agreeing to withdraw bona fide candidates ,who are now eligible for the polls after Scrutiny of their nomination papers. The JACWR places on record our deep appreciation of the courage of those Naga women, in the face of such stiff resistance, coming forward to exercise their democratic right to file their nomination as candidates for the forthcoming polls. The number of women candidates who had filed and were ready to file nominations in all towns in Nagaland proves beyond any doubt , that Naga women are ready to take up such responsibilities of leadership. The statements from different organisations that have been covered in the media, seem to convey that for the Naga society , the voices of women, the fifty percent of the population is not the voice of the people. This is not the Middle Ages and while fully respecting age old traditions of our forefathers, with the changing times, we also uphold the democratic rights of women as equal citizens and as human beings under the Constitution We are not trying to fight with men, we are seeking that our Constitutional rights guaranteed to us under the Constitution ,the Parliament and passed by the Nagaland State Assembly is given to us. It is most unfortunate that the issue of reservation for women in Municipalities has been wilfully misinterpreted and politicised by vested interests. Therefore ,we are forced to reiterate the chronology of events ,as per the JACWR records for public information .In May 2011, the Joint Action Committee on Women Reservation was formed with leaders of the Naga Mothers Association, Eastern Naga Women Organisation, Watsu Mundang, Tenyimia

Women Organisation and the Naga Women Hoho, Dimapur to pursue reservation for women in Municipal and town councils. When the large delegation of Naga women leaders representing different tribe women apex organisations met the then Chief Minister Mr.Neiphiu Rio, he expressed his helplessness in the opposition by the Tribe bodies and encouraged the Naga women leaders to seek justice in Court and committed that he would implement if an order was brought from the Court. When the head of the Government directs the women leaders to go to Court, it also meant our Memorandum to him to hold the long pending Municipal elections was in vain. Therefore, in June 2011,a Writ Petition was filed in the Gauhati High Court, Kohima Bench. After getting the Judgement order from the Gauhati High Court ,Kohima in favour of women in October 2011, the then Chief Minister did not keep his word and his Government dragged Naga women to the Division Bench in Gauhati. When the Gauhati Bench gave time to the Government as requested to review the reservation, we had no option but to seek justice for our constitutional rights in the Supreme Court. The Special Leave Petition in the Supreme Court was filed immediately in September 2013 and admitted by the apex court for hearing , while the Assembly passed its controversial resolution to exempt Nagaland from Part IX A of the Indian Constitution .At the insistence of the Advocate General, the petitioners were forced to file an additional petition challenging the Assembly Resolution. After numerous hearings and arguments since September 2013, on the 5th April 2016, the Supreme Court Interim order gave relief to the petitioner by telling both parties present in the hearing that day, to hold the long over due municipal elections and gave an order where the Division Bench Judgement and its implementation was stayed, thereby, legally reviving the First Judgment of October ,2011 .The State Government has already informed the Supreme Court its intention to hold the municipal elections and implement the reservation. Against this legal backdrop, the demand of various organisations to withdraw the case in the Supreme Court is illogical. The State Government petition has made the case infructuous and for Naga women, the case is over. For those of us who had attended court hearings for the last six years, there are enough observations made by the Honourable Courts including the apex court that reservation for women has nothing to do with Article 371 A , and we stand by that. To defame women in public banners, that we are playing with the rights and future of the Nagas is

highly objectionable ,and it proves that there are vested politicised interests who are bent on misinterpreting the law or ignorant of the law. Reservation for women is implemented in all Municipalities and town councils in different parts of the country in various states .In major cities like Mumbai,Delhi,Kolkatta and down south and in the north east like Tripura ,it is 50% reservation for women. In our neighbouring states like Manipur, Assam, Sikkim it is 33% reservation for women. Like Nagaland, Mizoram has the special provision of another clause of the Article in the Constitution and has implemented 33% reservation for women without any fears of infringement. The elections to the second tenure of reservation was held successfully last year in Mizoram. Reservation of seats is not forever and Naga women are not demanding that. The JACWR appeals to the Tribe Organisations to remember their Christian ethics and desist from exposing themselves to the outside world with such unchivalrous behaviour, threats and unbecoming statements. As Naga women and bona fide members of the respective tribes, it is against the inherent, the very essence of Naga culture to declare a war on women, that violates democratic principles and our fundamental right. The kind of threats and intimidations to candidates, that are emanating from such respected apex tribal bodies, the last few days ,that has brought great shame to the Naga family. The JACWR urge the State Government to stand by its commitment to uphold and protect the Constitutional rights of Naga women and the Elected legislators to remember they are the guardians of all citizens ,including women in the state. We are shocked with the stoic silence of the many Churches that has been sloganeering for Clean Election and expect sane Christian voices to emerge, when democratic principles are laid to siege and protect the Constitutional rights of women. As mothers, wives, sisters, Naga women deserve the respect that we have earned, through our contributions to the society in various ways. The contributions of earlier leaders of Naga women, though unwritten, has gone down in the annals of our political history as they stood side by side with our men, walked the jungles, fought and sacrificed for what we have today, and we must acknowledge that Naga women want Peace, but the kind of Peace that comes with Justice and recognition of our Rights to live with Dignity and Respect as equal human beings. To sign or not to sign: what does Nagas think about Naga? (From previous issue) Here, look at the history of how the European Union (EU) come into existing, the essential point is not only that cooperation is possible but also that it is, more importantly, desirable to improve economic development, political stability, and social well-being. The fact that the European countries that had been involved in two bloodied devastating wars were capable of cooperating under the umbrella of the EU and the euro has become extremely significance on contemporary politics. The EU has an excellent record of recovering from crisis and moving ahead even stronger than before due to firm political will. It is astounding that the states of Europe, so long used to deals with each other with bayonets and tanks, are now tightly bound together within a series of interlocking laws and institutions. This degree of integration of sovereign nation-states is unprecedented in modern times and has formed the basis of the peace and prosperity of Europe. In pursuing their political integration through institutional and market means rather than warfare and territorial acquisition the EU has created a new type of political entity in the global system, one whose tight institutional linkages and political community will. As the EU’s

experience demonstrates, historical reconciliation is a critical element in developing the necessary political will for cooperation. In stark contrast, there has been no such effort in our struggle. Perhaps, that fresh breeze of air to get the Naga ship sailing again. Only together we can generate the policies and institutions. Observing under the magnifying lens, collective leader’s policy on Naga political issue appears to be undefined based on tactics rather than strategy. It lacks a political vision and wisdom and uncomfortable with the active independent participation of people. In the background, three major developments have triggered a change in New Delhi views and policy towards the Naga issue: first, a shifting definition of the Naga national interest, second, new perceptions and priorities alongside a transformed domestic agenda and third, the demise of a responsive political milieu. At no time in the history of the Naga national movement, the leaders have been less popular at home and leadership role has been of less relevance- but even that seems to be of little significance in the political discourse of the Naga. The approval rates of Indo-Naga peace negotiation have been declining and the Naga public and elites would like

to see the negotiation as the maximalist end game. The changes in Naga political scenario have certainly influenced the metamorphosis of India’s political landscape. Seemingly, the negotiation has its lowest point and collective leadership finds itself in conceptual disarray. A disruption or breakdown of the hard earn peace process would be a disaster for Naga political movement and India’s domestic political discourse and international image. The strategic approach would be to regain lost public trust over the overdue negotiation. Such is the Naga dilemma. What Naga’s ready to do didn’t settle the issue. What could resolve the problem, New Delhi isn’t willing to do. If the latest Naga accord is everything its most optimistic reading promises, it would underline one of the most resilient truths of ancient statecraft. Many years have passed since the signing of cease-fire agreement and more than one years have passed after the ‘Framework Agreement,’ which provide a closer than ever before to the final settlement and hope in times of no hope to conclude it sooner than later, this will usher in a new political era for all Naga, unfortunately the agreement has not been finalized yet. The ‘Framework Agreement’ informs that New Delhi

has projected it as the first concrete fruition of the peace process in Nagaland, both the parties claimed that now the negotiation has a focus-oriented approach to push for a final acceptable solution. However, both the parties remained tightlipped on the content of the agreement, calling as ‘sensitive subject’ conceding only that it lays down broad principle within which final agreement will be based. While ambiguity surrounding the ‘hidden contents’ of so-called the ‘Framework Agreement’ persists, some developments give an indication of the course of the talks. One of the major challenges for finalising a settlement is the drafting of an “inclusive solution” with a single Naga group. There are several Naga militant factions, as well as political and tribal groups fighting for. Further, the spreading speculations about the contents of the agreements have also complicated issues on the ground. Given the current Naga political scenario, any persistence of uncertainty can only feed the forces of destabilisation. Even if a final settlement is not imminent, greater clarity on the status of the peace process, and on the terms of negotiations currently prevailing, can help contribute to a greater sense of calm in Nagaland and its neighbouring states.

Crucially, whether the present accord eventually works out as a Naga accord or simply as an NSCM-IM accord; as a pattern of piece-meal appeared appeasement that the Naga have repeatedly rejected over the past several decades remains to be seen. This will test the political

Here goes a little appreciation to Angami Peoples organisation, Ao senden, Chakhesang peoples organisation, Lotha Hoho and Sumi Hoho and others who had stood firm against the 33% womens reservation in urban local bodies passed by our formless NPF Government. With your leadership we Nagas expect better, swift and sound solutions in all round the clock. Our NPF Govt and our Naga sisters should know this- Former President Prathiba Patel, Congress leader Sonia Gandhi, late Jayalalitha, to name a few, never made a demand for reservation, they fought equally with men. If you want to be a leader, be a leader in form, but not in formless of any reservation. Also, with reference to recent ban on certain areas with regard to 33% women reservation, I opine, ban may not be the mechanism to scrap legislation, but why not take the example of Ao Senden “quite notice” to Nuklutoshi (minister, PWD mechanical & national highways & election). We are the voters, We elect our representative and We form our Government, thus We have the right power to Excommunicate or dethrone any of our representative. The attack can be launched with torpedoes as well as tube launched anti-ship missiles whilst underwater or on surface. It can undertake multifarious types of missions, including anti-surface warfare, anti-submarine warfare, intelligence gathering, mine laying and area surveillance, which are typically undertaken by any modern submarine. The boat is named after the first Khanderi, a diesel-electric submarine which was commissioned into the Indian Navy in 1968, and decommissioned in 1989. In 2005, India purchased six Scorpene submarines for USD 3 billion.

New Delhi, Jan 12 (PTI): A day after Chief Justice J S Khehar expressed concern over judicial work being affected by the shortage of judges, Law Minister Ravi Shankar Prasad today hoped that concerns regarding appointments and infrastructure would be addressed expeditiously. “I can tell you now that with the leadership of Justice Khehar as the new Chief Justice, we will be able to work together in a very meaningful way to address the concerns in judiciary, to expedite appointments, to ensure people of merit are appointed and also overall reinforce infrastructure needed for justice delivery,” he said at a conference on judicial reforms here. “We have made 126 appointments, the highest since 1990, and in high courts about 131 additional judges have been confirmed,” Prasad said a day after Justice Khehar said the shortfall in the number of judges was affecting work in the apex court. The Minister said “in terms of fundamental duties, justice delivery is integral to good governance. Therefore, justice delivery has to be faster, expeditious and also to be delivered in the spirit of integrity and accountability.” Referring to his fight against Emergency as a student activist, Prasad said the government was led by those who had participated in that movement. “All of us were student activists who fought against emergency and we fought for three freedoms - of the individual, media and judicial freedom. Therefore, this government is led by leaders who have fought for freedom of judiciary,” he said.

PM Modi ‘ejects’ Gandhi in Khadi Udyog’s calendar, diary Mumbai, Jan 12 (IANS): In a surprise development, Prime Minister Narendra Modi has aejected Father of the Nation Mahatma Gandhi in the 2017 wall calendars and table diaries published by the Khadi Village Industries Commission (KVIC), official sources said here on Thursday. Most employees and officials were taken aback to see the cover photo of the calendar and diary showing Modi weaving khadi on a large ‘charkha’, in the same iconic pose as Gandhiji. While Gandhi’s historic picture weaving khadi on a simple wooden charkha, wearing his trademark loin cloth, is legendary and imprinted in the minds of the masses since generations, Modi comes across in his signature attire of kurtapyjama-waistcoat, weaving khadi on a slightly modernised charkha.

New Delhi, Jan 12 (PTI): Irked over delay in completion of departmental inquiries, the Central Vigilance Commission (CVC) has asked all departments to ensure that such proceedings are completed in time. As per rules, a departmental inquiry against a government employee needs to be completed within six months and a final decision has to be taken by authorities concerned on it in the next two months. “The Commission has observed that the conduct and finalisation of departmental inquiry proceedings are unduly delayed and even after receipt of Inquiry Officer’s report, further processing for its consideration and final orders of the respective disciplinary authorities take long time,” the probity watchdog said in an order issued to Chief Vigilance Officers (CVOs)--who act as distant arm of the CVC-- of all departments.

New Delhi, Jan 12 (PTI): Retail inflation eased further to nearly 3-year low of 3.41 per cent in December, reflecting weak demand as consumers grappled with cash crunch following demonetisation. The decline in retail inflation has been mainly on account of falling prices of vegetables and pulses. This is the lowest level at least since January 2014. The Consumer Price Index (CPI)-based inflation stood at 3.63 per cent in November 2016, as per the data released by the Ministry of Statistics and Programme Implementation. Six seats on every domestic flight will be reserved for women from January 18, ANI said. This is perhaps the first time in the world that seats will be reserved only for women passengers on planes. However, other modes of transport in India, including local and long-distance trains, metros and buses have reserved berths, seats or coaches for women. Bengaluru, Jan 12 (IANS): The e-commerce revolution has led to the rise of online shopping by 83 per cent in 2016, said a report by leading digital payments firm PayPal and global market research firm Ipsos on Thursday. “Indian online shoppers spent Rs 58,370 crore on shopping from other countries last year,” revealed the third Annual Global Cross-Border Consumer Research 2016 report. Shopping on dedicated websites accounted for 53 per cent of online spending, 29 per cent through its application and 10 per cent through social media sites. The report also estimated that cross-border online spending by Indian shoppers would grow a whopping 85 per cent in 2017.

New Delhi, Jan 12 (PTI): Banks and oil marketing companies (OMCs) will bear transaction charges for the fuel bought using cards at petrol pumps, Oil Minister Dharmendra Pradhan said today. “The decision is very clear. Consumers will not be burdened with Merchant Discount Rate (MDR). Retail outlets (petrol pumps) will also be kept out of its purview. Now it is between banks and OMCs how they share it,” he said. Pradhan was speaking to reporters after attending a meeting on the issue that was called by the Department of Financial Services, Ministry of Finance. “It is a commercial decision and they (banks and OMCs) will sit together and sort it out,” he said. J a k a rta , J a n 1 2 (IANS): Hundreds of Indonesian students on Thursday marched through the streets of capital Jakarta to protest against the high cost of living. About 500 people, according to the students, protested in downtown Jakarta against possible government moves to increase electricity prices and cut subsidies for lowincome earners, Efe news reported. Students from several universities in Jakarta joined the “121” rally -named for the 12th day of January -- and was one of more than a dozen such protests held across the archipelago in cities including Medan, Surabaya and Makassar. Several students were heard saying that they do not want Indonesians to become poorer and they hope that people’s incomes will rise. Some 2,000 police officers reportedly turned up to provide security at the Jakarta protest, though there were no arrests or disturbances.

According to the latest report by the Department of Disaster Prevention and Mitigation, the floods have affected some 1.2 million people in more than 5,200 localities across some dozen provinces, and damaged 17 government buildings, 590 roads and 106 bridges, Efe news reported. Twenty-five schools and 170 places of worship have also been affected. Nakhon Si Thammarat province has been the worst-hit, with nine deaths, while six people have died in Surat Thani.

BAFTA awards in race row for ‘so white’ nominations

AFTA is in the middle of a diversity row after snubbing black and ethnic minority actors and directors in the main categories for this year’s nominations. The accusations began pouring in online, with critics tweeting ‘#BaftaSoWhite’ after Tuesday’s announcement omitted a few Oscar-tipped black stars for the main acting and directing categories. Denzel Washington, whose film Fences has been gaining awards momentum with 31 wins and 86 nominations this season so far, did not grab the attention of the British Academy. Another noticed omission in the main categories was that of director Barry Jenkins and Moonlight, a drama about black gay love, which is leading the awards race with the highest number of nods and wins. It won the coveted best

film category at the Golden Globes, while Jenkins was nominated for best director. Hollywood Reporter columnist Scott Feinberg has been one of the most vocal critics. “That stinks worse than week-old fish and chips, and BAFTA surely knows it,” Feinberg wrote, accusing the British Academy of Film and Television Arts of having “some sort of race-related problem”. BAFTA chief executive Amanda Berry responded by saying “everyone looks for the snubs”. “I want to remind people about the strong films,” B e r r y t o l d D e a d l i n e. “Let’s not overshadow their achievements because they are exceptional.” However, she did admit the lack of “diversity among the top acting categories” showed there was “still work to be done”. While Jenkins did miss out on a best director nomina-

tion, Moonlight did get nods for best film, best original screenplay and best supporting actor and actress. As for Washington, the six-time Oscar nominee and two-time winner has never been nominated for a BAFTA. The awards faced similar accusations last year and took steps to increase diversity by tweaking membership rules - although those have yet to take effect. The debate comes in the wake of last year’s #OscarsSoWhite row, which led to the Academy inviting a record number of new people for this year’s voting, including black stars Idris Elba and John Boyega. Last year, the London Film Festival took a similar stand, opening with Amma Assante’s A United Kingdom in an unprecedented push to promote diversity.

India rise to 129 in FIFA rankings Zurich, Jan 12 (IANS): India jumped six places to the 129th spot, their best football ranking in over a decade, according to world governing body FIFA on Thursday. It is India’s best ever ranking since December, 2005, when they were at the 127th spot. They have now improved 42 places in less than two years up from 173rd in March, 2015, according to a release. India won nine of their last 11 international matches. A 4-1 win against Puerto Rico, ranked 114, in September last year, has been the highlight of the surge. The top 34 positions remain unchanged with Argentina, Brazil and Germany still holding first, second and third place respectively. AIFF General Secretary Kushal Das said, “The national team gaining its best ranking since December 2005 shows that we are on the upsurge.
