NPCC for deferment of polls WCH, CPO join hands with JCC of CNTC

Nagaland Pradesh Congress Committee (NPCC) during its emergency general session held on January 12, resolved to urge the state government to defer the Urban Local Bodies (ULB) election till consensus was arrived at with the tirbe hohos and village councils. NPCC media cell said the unanimous decision was made after assessing the present situation which was developed in the recent days with regard to ULB election. Further, NPCC said the house also resolved to endorse the January 9, 2017 executive committee resolutions on demonetization and condemned the senseless act of demonetization by Prime Minister Narendra Modi, saying it had crippled economic activity across the nation.

NPF Mon firm on facing civic polls D IMAPUR , J AN 1 2 (NPN): Despite various tribal bodies asking candidates to withdraw their nominations on or before January 17 (last date for withdrawal) or face ex-communication, the NPF Mon division reaffirmed to “courteously” face the forthcoming election to municipal/town council in the state. The reaffirmation motion was adopted at the division meeting held on January 12. Rather, NPF Mon unit press secretary Hongnaw H.A. Konyak informed that the officials vowed to execute the task till NPF candidates in Tobu, Aboi, Naginimora and Tizit town councils emerged victorious. The unit claimed that nine NPF candidates from Mon district would probably be declared elected unopposed after the official voting since there were no opponents. NPF Mon unit expressed confident that the remaining party candidates from the district as well as from the entire state, who are in the fray would also emerged victorious as desired by the party. Further, the unit appealed the government officials, NGOs and civil societies, law enforcing agencies to actively cooperate with the competent authority administering the election process.

Staff Reporter adds: Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO) on Thursday joined the newly formed Joint Co-ordination Committee (JCC) of the Central Nagaland Tribes Council (CNTC), which was formed on January 5 to take up issues pertaining to Urban Local Bodies (ULB) election and ongoing nomination of intending candidates. With this development, JCC has now five members– Ao Senso Telongjem Dimapur (ASTD), Lotha Hoho Dimapur (LHD), Western Sumi Hoho (WSH), Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO). Thursday evening, JCC convenor Supu Jamir informed that a meeting was held with the new members and various resolutions pertaining to the issue of ULB elections in the state were adopted. “The house resolved that the five tribes will insist candidates to withdraw their candidature with immediate effect,” he stated. Another resolution was to constitute a Joint Action Committee (JAC) wherein youth organisation of the five tribes would play a key role “to accomplish the demand of Nagas”. Meanwhile, JCC has appealed for cooperation towards its cause and also asked the public to stay prepared for any eventualities.

NCD ultimatum

Naga Council Dimapur (NCD) on Thursday directed all candidates for the “so called forthcoming urban local bodies election”, irrespective of all political parties and Independents under Dimapur, East Dimapur (Purana Bazaar) and Chumukedima, to withdraw their nomination papers on or before January 15, 2017. Appropriate action would be initiated, as per Naga customary law and practice, against those candidates who fail to comply with the directive, NCD asserted. In a press note, NCD general secretary Thsapongkyu Sangtam said the council stood firm with the January 4 joint resolution adopted by NCD, 19 Naga tribal bodies and civil societies.

Lotha Hoho (LH) has issued a calling notice to all candidates on January 14, 11 a.m. at LTC hall, Wokha. In this regard, LH has warned that stern action would be initiated against any candidate who failed to attend the meeting including be ex-communication. (See Advt on p-9)

The Gover nor also explained on how the Nagaland Legislative Assembly in 2012 exempted the State from applicability of Article 242 (T), Part IX-A of the constituent, which deals with reservation of seats in Municipalities. However, same resolution was revoked by Nagaland Legislative Assembly on November 24, 2016 to exempt the state from implementing 33% women quota in municipalities. The resolution was revoked after NMA moved the Supreme Court against it.

The JACWR leaders minced no words against the “different organisations” whose statements were reported in the media for trying to suppress the voices of women, who comprise of 50 % of the population. JACWR reiterated that women were not trying to fight men but only demanding their constitutional rights which has been passed by the state assembly. JACWR comprising of NMA, Eastern Naga Women Organisation(ENWO) Watsu Mungdang, Tenyimia Women Organisationi and Naga Women Hoho Dimapur has since been demanding the implementation of the 33% women reservation since 2011. They said when approached, then chief minister Neiphiu Rio expressed helplessness and instead encouraged them to move the court after which he would implement the order. However, when the court ruled in their favour, they alleged that then chief minister “did not keep his word” and dragged the matter to the Division Bench in Gauhati and obtained time to review the reservation. Correspondent IMPHAL, JAN 12: One person was killed and two others injured when militants opened fire at a convoy of civilian vehicles and trucks moving along NH-37 with security escorts late Thursday evening, near Lukhambi area under Noney police station. The deceased identified as one Nipen Kalita (24) son of Gojen Kalita, a resident of Khatkati (Assam) was killed on the spot while he was driving his Renault Duster car (ML-04B-7428). Two occupants sitting at the backseat sustained bullet injuries. They were later rushed to Imphal for treatment, police reports stated. The ambush, from a hilltop, took place at a time when police were escorting over 700 trucks loaded with essential commodities to Imphal from Jiribam. However, no militant organization has claimed responsibility for the attack till the time of filing the report. Police have been regularly escorting trucks in view of the indefinite economic blockade imposed by United Naga Council (UNC). This was reportedly the second incident where armed miscreants attacked a convoy.

Former interim body member Tokheho H. Sema passes away D IMAPUR , J AN 1 2 (NPN): Former minister and Interim Body Member, Padma Shri Tokheho H. Sema passed away on Thursday. He was 84. Late Tokheho was elected to represent the Sumi community to the Naga Peoples’ Convention in 1959. Later he was elected to the Legislative Assembly in 1969, 1974, 1989 and was also a cabinet minister. An eminent social worker, he was associated with various organizations and was also the founder of Zunheboto Arts College, executive member of Sema Baptist Churches Associations, founder president of 1st Sumi GB’s Association, secretary Naga GBs’ Federation etc. TR Zeliang: Nagaland chief minster TR Zeliang has expressed grief on the sudden demise of one of the last few surviving Nagaland IBM members, former min-

Zeliang in a condolence message to Mrs Kitoli Yeptho, said late Tokheho was an altruistic person, who dedicated his life for the welfare of the general public and the State in particular. Acharya Thursday has appealed to all stakeholders to cooperate with the authorities, for smooth conduct of elections to municipal/town councils slated to be held on February 1, 2017. Emphasizing that dialogue was the only way to solve all issues, Acharya further appealed to the NGOs to follow the law and to allow Municipal/Town Council elections to go ahead as announced by the government, so that the democratic ideals of Nagaland was protected and preserved. The Governor also said that Nagaland will now join the rest of the country in implementing reservation for women in local bodies by conducting Municipal/ Town council elections with 33% women quota. Dimapur, Jan 12 (NPN): Joint Action Committee on Women Reservation (JACWR) leaders after an emergency meeting in Dimapur resolved to strongly urge the state government to “complete the election process” as per the “interim order from the apex court” and also condemned the use of force, intimidations, threats of excommunication and preventing candidates from filing nominations by some tribe organisations. In a joint statement, JACWR convenor & president NMA, Mrs Abeiu Mer u and co-convenor JACWR and advisor NMA Dr. Rosemary Dzuvichu claimed that the tribe organisations had prevented candidates including women candidates from filing nominations and also forced some to withdraw in Kohima, Mokokchung,Tuensang, Medziphema etc. JACWR also questioned the sincerity of “some legislators” who flipped flopped over passing contradictory amendments to the Nagaland Municipal Act while expressing its appreciation on the courage of those Naga women in braving the resistance to file their nominations.

Dr. S.C. Jamir: Odhisa Governor Dr. S.C. Jamir condoled over the sudden demise of veteran Naga political leaders, former Nagaland IBM member and former minister Tokheho Sema. Jamir said that the demise of late Tokheho was a great personal loss to him, as they had fought and worked together for the identity and dignity of Nagaland and Naga tribe. He praised the contribution of late Tokheho to restore peace in the trouble-torn Nagaland in the late fifties. Jamir also lamented that when the state of Nagaland was desperately seeking to rewrite its destiny to form a dynamic and progressive Naga society, his death was an irreparable loss. The Governor also praised the leadership quality of late Tokheho, who never compromised with the Naga identity and aspi-

ration. It was for this quality, he was conferred with the prestigious Padma Shri award for public life, Jamir said. Further, the Governor prayed for the departed soul to rest in peace. Chotisuh Sazo: Nagaland Legislative Assembly (NLA) speaker Chotisuh Sazo has also expressed grief on the passing away of late Padmashree Tokheho Sema, former IBM member and former minister on January 12. Sazo said late Tokheho was a prominent social worker and in recognition of his contribution to the people both in the state and country, he was awarded Padmashree in April 2016. His demise was great loss to Naga people in general and Sumi community in particular, Sazo said. The speaker further on behalf of NLA conveyed condolences to the bereaved family members and prayed

that almighty grant them strength to overcome the sorrow. Rio: Lok Sabha MP, Neiphiu Rio has expressed deep pained over the demise of Tokheho, an Interim Body Member (IBM) and minister. Rio in his condolence message described him as a person who served with distinction in every responsibility that was entrusted to him in the service of the people. Recalling his association with later Tokheho, Rio said he was a person who was always committed to serving the public in the best manner possible. His significant contributions and sacrifices for the cause of the people would always be remembered by all, said Rio. Rio said late Tokheho immensely contributed towards building Nagaland State during the most difficult and crucial period.

ADC Bhandari wherein a 7-day ultimatum was served on state home minister urging him to take action in arresting the culprit(s), stated BTEH president Thungsali Odyuo and BTSU president Longtsubemo T. Kikon in a press note. They also demanded adequate relief to the victim’s family. The public further resolved to initiate own course of action in the event the state government failed to arrest the culprits and also held responsible for any untoward incidents. IndiGo to ferry mortal remains of NE people for free

New Delhi, Jan 12 (PTI): Budget carrier IndiGo in association with Delhi Police on Thursday launched ‘Akhiri Ahuti’, a social service under which the Gurgaon-based airline would ferry free of cost the bodies of Northeast residents who die in Delhi to their homes. However, the service would be available only on the recommendation of the Delhi Police, IndiGo said in a release. The service has been launched to facilitate transporting of mortal remains of the deceased of the very underprivileged people from Northeast, it said.
