NEW DELHI, JAN 15 (AGENCIES): The Congress on Sunday shifted to top gear in poll-bound Punjab with former BJP stalwart Navjot Singh Sidhu joining its ranks and the party approving fielding of bigwigs to fight Badals in the elections. Sidhu will contest from Amritsar East where his wife is the sitting MLA right now. Earlier today, Sidhu met Congress vice-president Rahul Gandhi at the latter’s residence after which the party issued a statement welcoming the former cricketer into its fold. Punjab Congress chief Amarinder Singh will file his nomination from Lambi against Chief Minister Parkash Singh Badal while Ludhiana MP Ravneet Singh Bittu will take on Punjab Deputy Chief Minister Sukhbir Badal in Jalalabad.

DIMAPUR, JAN 15 (NPN): A day before January 17, the last date for withdrawal of nominations, various tribe organisations and councils have reaffirmed their total opposition against the state government for brushing aside their concerns and going ahead with the February 1, 2017 elections to Urban Local Bodies (ULBs) and also issued last reminder to all candidates to withdraw nominations. Joint Co-ordination Committee (JCC) of Central Nagaland Tribes Council (CNTC) on Sunday made a clarion call to all NPF party candidates of Dimapur to come out from the hiding and to immediately withdraw nominations for the Urban Local Bodies (ULB) election 2017. If the candidates fail to comply with the appeal, they would be expelled from Dimapur jurisdiction, JCC asserted. CNTC comprises of Ao, Sema and Lotha tribe and the recently formed JCC was also joined by Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO). Addressing media persons here on Sunday, JCC convener Supu Jamir, co-convener Vek-

hosayi Nyekha and secretary Renbo Ngullie, informed that the resolution was adopted at a meeting between Naga Council Dimapur (NCD), CNTC and JCC on Sunday at Lotha Hoho-Ki Dimapur. They said other candidates from Dimapur had expressed willingness to withdraw their nominations if the NPF party candidates comply with the call notice of NCD, CNTC and JCC. Meanwhile, CNTC and JCC under the banner of NCD resolved to organise a mass public rally in Dimapur in the event of non-compliance of the unanimous resolution at an appropriate time after January 17. Ward 18 candidate asked to immediately withdraw: JCC has also directed NPF party candidate of Ward 18, Aphien Pame to immediately withdraw her nomination failing which the three apex body warned of stern action. They maintained she was not eligible to contest as she falls under the Rongmei community. CVC, 16 tribal units issue ‘last warning’: Chumoukedima Village Council (CVC) along with leaders of 16 tribal units of Chumukedima town on Sunday decided to issue the “last notice/ warning” to candidates under its jurisdiction to withdraw nomina-

tion papers by January 16, 2017. CVC chairman, Razouvotuo Chatsu in a press note informed that CVC and the 16 tribal units held a meeting on January 15 at Chakhroma Public Organisation Hall and unanimously resolved to issue the last notice and adopted several resolutions. Citing the “undertaking bond” letter, signed by the candidates who were yet to withdraw nominations, CVC warned that if they failed to comply with the last notice, they would be expelled/ excommunicated from Chumukedima area. The house has advised the candidates to “treat this warning notice with all seriousness, that no, undesired, ugly consequences could happen”. CVC, the tribal units and neighbouring villages have also appealed to the state government to postpone the ULB elections until the issue was thoroughly deliberated, rectified and reach a desirable settlement. While urging the government to listen to the cries of the Naga people, CVC cautioned that the public may instead learn from the present issue and “stop supporting the party who rules by iron hand.” CPO to take action: Chakhesang Public Organisation (CPO) has expressed gratitude

on all candidates who had filed their nominations but withdrew as per CPO resolution. Further CPO through its vice president Ariyi Nienu and press secretary Wekhrope Marhu has urged Chozuba Range Public Organisation (CRPO) and Phek Area Public Organisation (PAPO) to “immediately submit” antecedents of “every defaulting candidates” to CPO office by January 16, 2017 for implementing its resolution “with immediate effect”. CPO has also directed all area presidents, VCCs, GBs, Phek Town Youth Society and ward chairmen to assist the Chakhesang Youth Front (CYF) for detailing youths during the course of taking action against the “defaulters”. CPO has directed all the area/range president(s) and executive council members to reach its office on January 16, 2017. CPO also cautioned that it has been marking those “who have become incendiary in playing bigger roles behind the screen against the wishes of Chakhesangs, all through this period of turmoil over ULB election.” CPO warned that it will not remain “silent” over their activities and to realise it on time. CYF directives: In pursuance to the CPO resolution,

Chakhesang Youth Front (CYF) has asked the respective area/ range president, village council chairman, youth president/chairman and GBs to mobilize and depute volunteers to the designated places on January 17 at 10 a.m. According to CYF president Welete Kapfo and general secretary Chubutse Kapfo, Pfutsero Town Youth Forum, Chokhri area, Chozuba area, Sekruzu area and Western Chakhesang Youth Organization would be deployed at Chozuba town. In Phek town- Khezha/Kuzha area, Razeba Range, Centre Chakhesang, Chizami area, Phek area, Tizu area and Chakhesang Youth Organisation Kohima would be deployed. Further, CYF warned that necessary action would be initiated against organization failing to comply with the directive. LHJAC appeal to candidates: Lotha Hoho Joint Action Committee (LHJAC) comprising of frontal organizations and villages on Sunday, at a meeting held at Lotha Tribal Council Hall, “unanimously resolved” to once again appeal to the candidates from the community to immediately withdraw their candidatures for the civic body polls in the larger interest of the Lothas and Nagas in general.

In a press note, LHJAC said the committee adopted a fourpoint resolution which would be imposed, if any candidate failed to withdraw his/her candidature for the ULB polls-- i. Lotha public will not recognize his/her status even if elected/elected unopposed and will not co-operate him/her; ii. Lotha public will bar him/her from having affiliation with any Lotha organizations including presently held posts or status; iii. Lotha Public will with immediate effect de-recognize his/her membership as a Lotha along with his/her entire family members from Lotha community, and iv. For any eventuality in this regard, the concerned candidate/s will be fully accountable and the LHJAC will not be responsible. Further, LHJAC has questioned the NPF Central leadership for issuing stern warning to candidates of other districts (not to withdraw nominations) when the party had failed to even file a single candidate in Kohima and Mokokchung districts. “Isn’t the directive itself a mockery?” LHJAC wondered, saying NPF candidates and NPF leaders of other districts should blame their central leadership for the misleading directive.

DIMAPUR, JAN 15 (NPN): Close on the heels of the resolution of the Eastern Nagaland People’s Organisation (ENPO) which had on January 14, reaffirmed to oppose the civic polls and also directing the Eastern Nagaland Women Organisation (ENWO) to withdraw from NMA’s JACWR, three frontal organisations of eastern Nagaland have come out to oppose their apex body and thus indicating a rift within. Apparently as part of the government’s effort to thwart attempts to derail the civic polls, minister of health and family welfare, who is also the convenor of Eastern Nagaland Legislators Union (ENLU), P. Longon held an emergency meeting with the three organisations at his residence Sunday. The joint statement of the three organisations-- ENLU, Eastern Nagaland Gazetted Of-

To the insistence of Sumi Hoho on all candidates withdraw their nominations, Akavi said NPF party and the legislators were only upholding the undertaking between Sumi legislators, party and Sumi Hoho on January 11,2017.

15: Amidst all the hype that has been going around on the issue of Nagaland Municipal and Town Council election, several individuals have come out to express their views on the issue. Talking to an individual who wished not to be name, also a member of the land owners board (Lika), said he was about to file his nominations from his ward but decided not to file, heeding to the call of the apex body and other organizations against it. He clarified that it was not that the people don’t want local bodies to be set up for development but that some contents in the Municipal Act were detrimental to the very social fabric and customary essence. He added that since time immemorial Ao men and women were relegated

More opposed to Indo-Myanmar border fencing State EC clarifies to NPCC D I M A P U R , JA N 1 5 (NPN): Opposition to border fencing along IndoMyanmar international boundary grew louder, as Wolam Nyukyan (New Pangsha) Students’ Union (WNSU) and Konyak Union Eastern (Myanmar) strongly objected on the ongoing construction project, alleging that it was a policy to create division among the Naga family. WNSU president Hangching M Thai and general secretary K Khulim demanded immediate withdrawal of the ongoing survey of border fencing at ITC Dan Pangsha. The union claimed that Khiamniungans were living as one and knew no boundary, but after imaginary line was drawn, the core sentiments of one blood ancestral relation of Khiamniungan have been wounded. The student body asserted that the construc-

tion was to create division among the Khiamniungans living in two separate countries. The union also termed the move of the two countries was to bring “filthy sentiment, hatred and dissection instead of development”. Therefore, the union asserted that the two countries should think of the road condition, network and media coverage and other public institutions faced by the people living in the area, rather than construction of fencing in the name of development. It further asked both the governments to atleast construct road with 10 feet width instead of cutting 20 feet width fencing trench, as the area which has been called International Trade Centre road has become motorable for only twowheelers. WNSU also accused

Myanamar government of ignoring the plea of the people by carrying out the construction works and dismantling the area. It therefore, warned of consequences, in the event the Myanmar authority continues to ignore the plea of the people. WVSU also appealed to the governments of India and Myanmar to refurbish the dismantled area by planting trees. Asserting that regardless of development, the people in the area have been living in peace for past decades, the WVSU said that fencing would ignite war and bloodshed between the Naga people living on both sides. Konyak Union Eastern (Myanmar): Konyak Union Eastern (Myanmar) has backed Khiamniungan Tribal Council and rejected the Myanmar government’s claim that the construction

of fencing was to protect the border area people and for development. Instead, the union alleged that the Myanmar government was trying to fool the Naga people. The union president, S.A. Khotai and general secretary, K. Akham H Konyak vowed that it would never accept the move to fence the border, as it would deprive the inherent rights of the Naga family from communicating with each other. It questioned both the governments as to why it was applying cruel and divisive policy, when they have neglected the Naga people on both sides of the border in all sphere of human necessities. Konyak Union Eastern also asserted as boundary demarcation agreement in 1967 between India and Myanmar government there shall be free entry

and exit in Naga land on account of Naga living in both sides. However, the union contended that the border fencing was erected without the consent of the land ownership and had been “posted by aerial survey alimented.” The union claimed that the before India and Myanmar got freedom and before the proposal for the erection of pillars, they were the land owner from time immemorial and that it was their rights to stop and prohibit such activities. Further, the Konyak Union Eastern also praised all NPGs and civil society for raising their voice against the issue. It also requested all Naga pioneers and civil society to co-operate and protect the rights of the Naga based on common Naga history and customary law.

DIMAPUR, JAN 15 (NPN): State Election Commission (SEC) on Sunday has issued a clarification, stating that the date of nominations for the ensuing election to Urban Local Bodies (ULBs) was extended as per the election programme. SEC’s clarification came after NPCC accused NPF-led DAN government of misusing the power on the process of conducting elections to Urban Local Bodies (ULBs) and the commission of violating the election process. In this regard, SEC Sentiyanger Imchen reminded NPCC that under Rule 20 Section 7, the commission can “vary, modify and alter the election programme, which also included extension of date of nomination”. According to Imchen, the SEC extended the deadline on the request of the state government after it found that candidates were restricted from filing nominations due to bandh imposed by various organizations on January 7 (last date of filing of nominations) irrespective of whether it was holiday or not. He further said, SEC also confirmed from Returning Officers and district administration. Therefore, the commission in exercise of the powers conferred under rule 30 of the Nagaland Municipal Council, and in “superintendence, direction and control” after considering all relevant aspects on the issue, had decided to extend the date of nominations to offer another opportunity to the candidates to file their nominations. In view of the above, SEC expressed hope that the issue would be put to rest and urged all political parties, candidates and general public to cooperate with the SEC to conduct free and fair elections. The Eucharistic celebration was presided over by Bishop of Kohima, Most Rev. Dr. James Thoppil with over 10 priests concelebrating with Bishop. Bishop while speaking on the occasion applauded the office bearers of the PCWA for organizing such a beautiful and grand celebration. Bishop, referring to the first reading of the

day from the book of Leviticus, said that repentance, release, renewal, restoration and re-dedication were the key elements of the anniversary celebrations. Bishop further said that the celebration should be an occasion to remember the past with gratitude, live the present with passion and look to the future with hope. He urged the audience to commit oneself newly and totally to the faith of the Church, for which our forefathers suffered and bore witness, so that we would be filled with the fullness of God. Other speakers on various topics were Rev.

New Delhi, Jan 15 (PTI): Top central ministers, along with security officials, today reviewed the prevailing situation in Manipur where a 75-day long economic blockade on national highways has crippled normal life. Home Minister Rajnath Singh, Defence Minister Manohar Parrikar, Finance Minister Arun Jaitley, Army Chief General Bipin Rawat, Home Secretary Rajiv Mehrishi and other top officials closeted for an hour to discuss the situation in the Northeastern state. Notably, Attor ney General Mukul Rohatgi was also present in the meeting, leading to speculations of central government mulling some legal action. The Ministers and top officials discussed how to reopen the blocked National Highway 2, the lifeline of landlocked Manipur, and restore normalcy, official sources said. The top priority of the central government is now to reopen NH-2 which connects Manipur from Assam through Nagaland. While the other highway, (NH37), is reopened, the Centre wants to reopen the NH-2 too as early as possible,

the sources said. Assembly election in Manipur is scheduled for March 4 and 8 and around 20,000 central security personnel have been sent to the northeastern state keeping in view the security situation in the wake of violence following the economic blockade imposed by the Union Naga Council (UNC) on the National Highways since November 1. The UNC has imposed the economic blockade on NH-2 (Imphal-Dimapur) and NH-37 (Imphal-Jiribam) that serve as lifelines for the landlocked Manipur. While NH-37 was partially reopened, there is no traffic movement on NH-2. In a stern message, the Centre had told the Manipur government last month that it cannot escape responsibility for the “humanitarian crisis” arising out of the economic blockade by a Naga group and must work to end it, while making it clear that nobody will be allowed to take political advantage of the situation. Home Minister Singh had written twice to Chief Minister O Ibobi Singh asking him to ensure reopening of the highway but it did not yield any result.

Lanong blamed police apathy in cases of crime against women and children for the low rate of conviction and the sudden rise in the crime in the Meghalaya. Speaking to The Shillong Times on Saturday, Lanong said many times rape accused are not punished harshly and they get away in a matter of few months since police do not take interest in such cases. “In many cases, police do not take cognizance and are slow. This multiplies the crime… If police officers take interest and responsibility in such cases, half the battle is won,” Lanong said while reacting to the growing cases of crime against women and children in the State. The UDP leader further said lower courts should be stronger while dealing with rape cases and disposal of cases has to be fast.

IMPHAL, Jan 15: Cash amount of Rs 6.95lakh in new Rs.2000 and Rs.500 currency notes was seized by a static surveillance team of Bishnupur district on Saturday night, around 8:30 pm in the poll-bound state of Manipur. Centre funds for Akhaura ICP devp Agartala, Jan 15 (Agencies): Central government has sanctioned the project to Tripura for constructing cafeteria, open theatre, gallery and conference block at Akhaura Integrated Check Post to facilitate the viewers of joint parade by the BSF and BGB at the Indo-Bangla Border. Tourism minister Ratan Bhowmik said here today the first installment of project has been released by the centre as part of the DPR. Rs.18 crore had been sent to build up infrastructure for viewers of joint parade and to introduce light and sound system at Ujjyanta Palace. The state will complete both the project with this fund within next two years. He further informed

that another four star hotel will be constructed at the outskirt of Agartala. Construction Company Nagarjuna will construct the hotel at Agartala Airport road. The company has purchased two and half acre land for the purpose. Imphal, Jan 15: Union human resource development minister Prakash Javadekar Sunday blamed Ibobi led government for failing to end the United Naga Council (UNC) sponsored economic blockade on National Highways in Manipur. Addressing a news conference here, Javadekar said that “since the economic blockade started, 40 additional companies have been provided for opening the national highways.” He added that 175 companies of CPMFs were with the Manipur government to handle law and order, insurgency and internal security situation. However, the state government is not utilizing the CPMFs deputed by the Centre, said Javedkar. He also gave a detail of the steps being taken up by the Centre to restore normalcy in the state. Officials said the Government is updating its plans with new components and the process of consultation and necessary review are on. According to the officials, the Government will resubmit its proposal to the Centre in March. “The updated plan will also be put up in the public domain for suggestions and views,” the officials said. Shillong could not qualify for the smart city project on three occasions. The upcoming shortlist, the announcement date for which is not known, will be the final one and if Shillong cannot qualify, its dream to have a smart city will be over. The State is sceptical about the funding of the project and had earlier made it clear that it would not be possible for it to take up the smart city project unless it is made 90:10. The matter was also taken up with the Centre. Shillong was among the 23 cities and towns from among various States and Union Territories which were given the opportunity to participate in the ‘Fast Track Competition’ under the Smart City Mission.

Itanagar, Jan 15 (Agencies): Union minister for road transport and highways Nitin Gadkari on Saturday promised more road projects worth Rs 50,000 crore to Arunachal Pradesh that will include a 1841-km frontier highway along the state’s international boundary with China. Inaugurating four highway projects worth Rs 935 crore that included the state’s first four-lane highway, Gadkari also said that there would be no dearth of funds for road infrastructure projects in Arunachal Pradesh. “All road projects in the state worth Rs 50,000 crore will be completed before the government at the Centre completes its first five-year term,” Gadkari said, promising to sanction Rs 50,000 crore more for a number of road projects submitted by the state government.

Navy inks `20 crore contract to lift INS Betwa

NEW DELHI, JAN 15 (Agencies): The Navy has inked a contract worth almost Rs 20 crore with an international salvage firm to lift the 3,850-tonne frigate INS Betwa, which had tipped over at the Mumbai naval dockyard on December 6, killing two sailors and

injuring 14 others. Concurrently, the Navy has also completed its board of inquiry (BoI) headed by a Rear Admiral into the unprecedented mishap, during which the Brahmaputraclass frigate “slipped from her dock blocks”, tilted and then crashed flat on her

left (port) side while being undocked during a maintenance refit, said sources. “Strict action will be taken against the personnel, including the dock-masters, found guilty of lapses. But the BoI findings will have to be confirmed by higher authorities, first by the

Western Naval Command at Mumbai and then by Navy headquarters in New Delhi,” said a source. With the main naval dry dock at Mumbai blocked by INS Betwa, the Navy wants the frigate to be salvaged and made battle-ready to re-join the fleet as soon as possible. The salvage firm, Resolve Marine Group, has sought a month to mobilise its resources from different places as well as build the “required rigs and sponsons” for the complicated operation. “It should take another month after that to make the frigate upright,” said the source. The mishap apparently occurred due to the miscalculation of the “load distribution equilibrium” required in the complex and delicate undocking procedure, leaving the frigate heavily damaged with at least 25% flooding in its compartments, as was reported by TOI earlier.

Acharya has lauded the IndiGo Airlines for launching ‘Akhiri Ahuti’ a social service, in association with Delhi Police, where the airlines would ferry bodies of people from the North East who die at Delhi free of cost to their home state. In a letter to the Aditya Gosh, president and whole time director of Indigo Airlines, Acharya said: “I value your care for North East people. Bihar boat tragedy: Death toll rises to 24

NEW DELHI, JAN 15 (Agencies): The death toll in yesterday’s boat tragedy in Patna rose to 24 today, NDRF said. More than half a dozen are still missing after the boat carrying 40 people from Sabalpur Diara en route to Gandhi Ghat in Bihar’s Patna capsized yesterday. Today, Prime Minister Narendra Modi expressed grief over the tragedy. He also announced an ex gratia from the PM’s National Relief Fund (PMNRF) of Rs 2 lakh for the next of kin of the deceased, and Rs 50,000 for those seriously injured in the incident. Meanwhile, Union minister Ravi Shankar Prasad has blamed Bihar state government for the boat tragedy. “Arrangements should have been more robust, inquiry will expose loopholes and defaulters will be caught,” Prasad told

Separate teams of the National Disaster Response Force (NDRF) and the State Disaster Response Fund (SDRF) have been deputed to the site of the mishap since yesterday and rescue operations are underway. Yesterday, Bihar chief minister Nitish Kumar ordered a high-level investigation into the mishap. He directed the state’s principal secretary of disaster management, Pratyay Amrit, Patna DIG Shalin and Patna DM Sanjay Kumar Agrawal to rush to the site of the mishap and personally monitor the rescue operations. The CM also announced an ex gratia to the next kin of deceased persons at the earliest. As per Bihar government guidelines, an amount of Rs 4 lakh is paid as ex gratia to the kin of persons killed in any kind of disaster.

New Delhi, Jan 15 (Agencies): After a second video of an Army jawan alleging discrimination by officers surfaced on social media, Army Chief Gen Bipin Rawat on Sunday warned of action against those using the route to air their grievances instead of going through the regular channels. “A few colleagues are using social media to draw the media’s attention to their problems. It affects the morale of the jawans and thereby the Army... You can be held guilty of a crime... and get punished,” Gen. Rawat warned while addressing the Army Day parade in Delhi Cantonment. Last week Lance Naik Yagya Pratap Singh of 42 Infantry brigade expressed his grievances against the sahayak (orderly) system in the Army and how soldiers were forced to “wash clothes, polish boots and walk dogs” for seniors. He said that he was being victimised by his superiors for complaining against it.

NEW DELHI, Jan 15 (Agencies): More than 1,600 people died due to extreme weather conditions across the country last year, with severe heat wave claiming the largest chunk of the total deaths at 40 per cent, followed by flooding and lightning. The IMD said 2016 was the warmest year ever recorded, globally as well as in India. Phalodi in Rajasthan recorded 51 degrees celsius, highest ever recorded in the country. January and February were the warmest winter months ever, according to IMD, which records weather patterns since 1901. Bihar, Gujarat and Maharashtra topped the casualty list with the states contributing 35 per cent of the total. They together recorded 552 deaths due to extreme weather patterns. According to a report by India Meteorological Department (IMD), 40 per cent of the total deaths were due to severe heat wave, which claimed more than 700 lives in the country, with Telangana and Andhra Pradesh together recording the maximum deaths i.e

ays of media hype over the Sahara- Birla payoffs scam became history after the Supreme Court rejected the plea for a probe by a special investigation team (SIT) against Prime Minister Narendra Modi and other politicians on allegations that two companies paid Rs 65 crore to him ahead of the 2014 Lok Sabha poll. Noted lawyer Prashant Bhushan said he was disappointed with the Supreme Court for rejecting his plea for probe into the seized CBI documents pertaining to alleged payoffs. While dismissing the petition, a division bench of the Supreme Court comprising of justices Mishra and Amitava Roy termed the diaries and documents recovered a “loose sheets” not admissible as evidence. They also contended that probes cannot be held against people holding high constitutional positions without cogent material. The Sahara Group and an Aditya Birla Group company allegedly made massive payments to prominent Bharatiya Janata Party and Congress politicians in 2013-14 and 2012 respectively, according to a set of documents bundled along with an application in a pending writ petition filed by citizen collective Common Cause. Among others who figured in these documents were BJP’s LK Advani, Sushma Swaraj and Ravi Shankar Prasad; Samajwadi Party’s Mulayam Singh Yadav, BSP chief Mayawati, RJD supremo Lalu Prasad, Congress leader Salman Khurshid and Sheila Dikshit, National Conference leader Farooq Abdullah, Shivraj Singh Chouhan, the Chief Minister (CM) of Madhya Pradesh, Raman Singh, CM of Chhattisgarh and Shaina NC, the treasurer for BJP in Maharashtra. According to a latest report, the purported “Sahara Diary”, now in SC, names more than 100 leaders across the political spectrum as recipients. The PIL in the apex court filed by the NGO Common Cause - which Bhushan represents – sought a SIT probe into the documents allegedly recovered by the Income Tax department in connection with raids on the Sahara and Aditya Birla groups in 2013-14. The CRS has come out with its study as the Modi government in March 2016 dragged the US to World Trade Organisation’s (WTO) dispute settlement body for increasing fees for H1B and L-1 visa categories. India also opposed China’s rail-road cargo service with Nepal as it hits sale of Indian goods. No wonder China has also protested India’s $ 1 billion aid to Mongolia and termed it “bribe”. It even went on to tell Shivaji India that if it opposed Nepal link, it could face endless trouble. China’s support to Pakistanbacked terrorists like JeM chief Masood Azhar is an international irritant. Modi has tried to ensure energy security through deals in Saudi Arabia, the United Arab Emirates, and Qatar, Mozambique and the US by his whirlwind tours. The Modi government’s steps are considered bold and strategic by international experts. His move at making India a partner in US defence strategy is to boost critical production. This may help India gradually o get into the Nuclear Suppliers Group (NSG). It may be recalled that in July, 2016 India became the member of the

Missile Technology Control Regime (MTCR), considered a precursor to the entry to NSG. His government’s rescue missions in West Asia – Operation Rahat – exemplified that bold initiative can change perceptions about India. Nobody possibly knew that choking terror funding was so easy. Jammu and Kashmir and Chhattisgarh see unprecedented solutions. Terrorists are Sarkar on the run, stone pelting stopped and Naxalites take the safe route of surrender as their cash evaporates. It would not only change the development discourse but would also reduce expenses on policing – possibly equal to the cost of printing new currency notes and destroying the old ones – almost Rs 30,000 crore. Yes, the cash crunch has thrown new challenges to the rural economy. Agricultural markets saw a sharp drop in trading volumes. Small farmers who require funds sold their kharif produce at a discount. Modi has started thinking in terms of farmers and kisan credit cards but the latest National Sample Survey (NSSO) says that 52 percent farm families have an average debt of Rs 47,000.

Note-ban certainly is a bold decision to move away from 1991Manmohanomics. It is an experiment that is likely to become the anchor for future discussion on Indian economy. Modi is accused of changing rules over 60 times in 50 days (Nov8 - Dec30). The detractors see it as flip-flop while others view it as the adaptability of a non-rigid government to suit the practical needs. That has prevented the opposition cash on the supposed discontent over noteban. Delhi’s Times of India on Dec 29, 2016 headline says, “Round one seems to be Modi’s”. This is proven by the “joint” opposition’s rejection of Congress as the automatic leader of the antiBJP campaign. The political circles still are apprehensive of the scam tainted Congress, or “which”, to quote Rajmohan Gandhi (Indian Express, Dec 27), “did not or could not fight corruption… Modi seems closer to cultural revolutionaries of the Right and Left”. Digitalisation has its problems. It is expensive. Security is lax. Even Infosys chief Nandan Nilakeni says that each transaction costs Rs 5 to 15 or more on e-wallet and much more on debit and credit cards.

But it is fast. Overnight it has catapulted India into digital age, a promise the 2016-17 budget made, a big leap since computerization by Rajiv Gandhi. Prudent Modi is expected to make it inexpensive, secure and people friendly. Modi has to bring farms and farmers into focus in the budget. He has to ensure when production rises farmers investments are protected and middle men do not thrive in difficult situations. Note-ban is a great gamble. Modi has to win it for all - rural folks, urban workers, and the industry. He has to send banks on feverish pitch after large lenders to end bad loans. People want to see him succeed in a globally challenged economy. They want him to take care of their travails, decide on floor deposit interest rates at 9 percent so that their money value remains intact, do away with income-tax, highway tolls, make people cash rich and cut bank transaction costs. More money into people’s hands is the panacea for pacing up economy. Many hints are there that Modi wants to do. The country expects that 2017 becomes a landmark in Indian economy.

The debate on reservation for women My personal opinion on the

he reservation for women in Urban Local Bodies has become an issue that has rocked the State of Nagaland. Social Organizations and individuals have voiced their protest against the reservation for women, averring that the same is against the customary practices and laws of the Nagas. The common ground for the protest is that the reservation for women in Urban Local Bodies is in violation of Article 371A of the Constitution of India which protects the customary practices and laws of the Nagas. As a member of the legal fraternity and as a Naga, I have concerns about the views expressed. Each of us, as citizens of the State, in relation to issues of Public importance, must be careful about voicing informed opinions. We are all too familiar with the penchant of the Nagas for indulging in articulating less than informed public opinions and the consequences arising therefrom. With due respect to all social organizations and individuals, I write this article to share my opinion on the debate. The Constitution of India is one of the longest Constitutions of the world. It contains 395 Articles and 12 Schedules. Parliament has the power to amend the provisions of the Constitution from time to time. By the 74th Amendment, which came into effect on 01-06-1993, Parliament incorporated Part IXA in the Constitution of India. This Part of the Constitution is in relation to the Municipalities, and comprises of Articles 243P to Article 234ZT. Article 243T, in this Part, provides for the reservation of one third of the total number of seats to be filled by direct election in every Municipality, for women. The said Article then delegates to the State Legislatures the power to enact Laws to give effect to the reservation. Article 234T of the Constitution is therefore the foundation for the reservation for women in Urban Local Bodies. What needs to be understood is that, the reservation for women has not been brought about by an Act of Parliament or an Act of the State, but through a constitutional provision viz, Article 243T. At the cost of repetition, for emphasis, the reservation for women is provided by a Constitutional provision and not through an Act passed by Parliament or the State Legislature. Those opposed to the reservation for women cite their reliance on the protection afforded by Article 371A of the Constitution of India. One cardinal principle in the interpretation of Status is that, the provisions of Law must be read in the entirety and not on piecemeal basis. Article 371A begins with a non-obstante clause, which most opponents of reservation for women vehemently quote time and again. For a proper understanding of the said Article, the relevant portion is quoted hereunder. “[371A. Special Provision with respect to the State of Nagaland:(1) Notwithstanding anything in this constitution:a) No Act of Parliament in respect ofi) Religious or social practices of Nagas,

ii) Naga customary law and procedure. iii) Administrative of civil and criminal justice involving decisions according to Naga Customary Law, iv) Ownership and transfer of land and its resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides ” Referring to the introductory sentence “Notwithstanding anything in this Constitution”, most of us have the opinion that this sentence has application to all laws framed by Parliament. However, a reading of the entire Article would show that this sentence is qualified and relates to firstly, Acts of Parliament and secondly the said Acts of Parliament in relation to the subjects mentioned in Clauses (i) to (iv). The emphasis in this Article is therefore, “Acts of Parliament”. Acts of Parliament are passed under the enabling Articles of the Constitution. The argument with regard to reservation for women and customary practices and laws vis-à-vis Article 371A must therefore be understood in the constitutional context. Article 371A is in relation to the Acts framed by Parliament and its ambit does not cover the Articles of the Constitution itself. By the very incorporation of Part IXA and Article 243T thereof, in the Constitution of India through the 74th Amendment, the issue of Women’s reservation in Urban Local Bodies is no longer debatable in relation to Article 371 A. Whether or not women’s reservation in Urban Local Bodies violates Naga customary practices and laws is itself a debatable issue. However, with the incorporation of 243T in the Constitution of India, the said debate has been effectively removed from the purview of Article 371A. This would mean that those who protest against women’s reservation as violative of Article 371A of the Constitution of India, are actually protesting a non -issue. In the year 2012, the State Assembly adopted a resolution to exempt itself from the purview of Part IXA of the Constitution of India. An objective assessment of the said resolution would disclose that the State Legislature lacked the competence to exempt itself from the purview of the said Part of the Constitution of India. Parliament alone is competent to exempt the State from the said Part or any other Part of the Constitution of India. This anomalous situation was corrected by the State Legislature in the year 2016. Drawing a simple analogy, can a father become the son and vice versa? In the scheme of the Constitution of India, no State Legislature has the competence to exempt itself from any Part of the Constitution of India. Since the women’s reservation which came into effect in 1993 was not implemented by the State, the women, through their organization approached the Hon’ble High Court. The Single Bench of the Hon’ble High Court directed the State Government to implement the provisions of Part IXA and Article 243T with regard to women’s reservation. This

direction was issued holding that Article 371 A has no application in relation to Article 243T. In appeal by the State, the Division Bench of the Hon’ble High Court set aside the judgment of the Single Bench and allowed some time to the State to examine the matter. The matter went up to the Hon’ble Supreme Court and this case is still subjudice. The Central Government as well as the State Governments derive their authority from the Constitution of India. The constitution of India is the fountainhead of all laws enforced within the Indian Union. Article 243T is a part of this fountainhead and it is the duty of the State of the Nagaland to give effect to its provisions. Therefore, beginning from the year 1993, it was the duty of the State Government to give effect to the provisions of Article 243T. The exercise in this regard was taken by State Government with the introduction of the Nagaland Municipal Council Act 2001. This Act passed by the State Legislature carries out the delegated duty of the State to implement the provisions of Article 243T of the Constitution of India. The misconception in the minds of the people in general is that, by the passing of this Act, the State itself provided for reservation for women in Urban Local Bodies. The bottom line is that, whether it is the current Government or any other succeeding Government, the implementation of Article 243T is a Constitutional mandate. There is a huge distinction between a Constitutional mandate and a Statutory mandate. In the larger context, it must be appreciated by all of us that the State Government has a duty to carry out its Constitutional as well as Statutory mandates and any failure in this regard would be tantamount to a breakdown of the Constitutional machinery. In Conclusion, I urge all the social organizations and individuals who are opposing women’s reservation in Urban Local Bodies to objectively examine the matter afresh. As citizens of the country and the State, we are bound by the Constitution and the laws framed thereunder. Our objections and protests in relation to issues of governance must be based on the principles of the Rule of Law. Every society must progress and our society has progressed from the villages to towns and cities. In the process, we have adopted the democratic form of Government with elected representatives. We have undertaken a voyage of development and growth. The customary practices and laws of the Nagas is still protected and we have institutions in this regard in the villages. Many of the institutions that we have adopted, strictly speaking, are alien to the customary practices and laws of yesteryears. In addition to the proposition that reservation for women is not a subject covered by Article 371A of the Constitution of India, it is perhaps time for an attitudinal change in our mindsets. hough I am also a beneficiary of this so called Indian state of Nagaland and my late father was also a former employee of the state and fed us from his salary from the state, BECAUSE I later discovered that this Indian state was achieved through treachery and trickery at the expense of Naga Blood and Naga tears, I disassociated myself from it. After this discovery, I never cast my vote for its perpetuation. And far from thinking that this corrupted state of Nagaland is the ultimate fulfillment of all Naga dreams, I have always considered the Nagaland state of India as a farce and a shadow of the real thing which is self rule. And because of these facts which were exposed in my book “Uncovering the Political lies that have covered Indo- Naga political history from the 1940’s to the Present,” I had kept my mouth shut even though I could clearly see that the present Municipal elections controversy is headed for a headlong collision course. It will again be a collision of Naga people’s wishes AGAINST the wishes of some opportunist and pragmatic Nagas with the support of the Government of India and its constitution. The pro-ULB supporters can perhaps be called the Second 16 Point Agreement coterie. I for one (And thank God, I am not the only one), can clearly see through all the clever political lies and reasons- supported by legal terms and even religious appeals- why the elections must be held to safeguard women’s equal rights with man and blah blah blah. But the main reason- as every sane and sober Naga- can clearly see is the MONEY FACTOR that will come into the state, if the elections are held. I for one thank God that the present state coffers are empty and there is very little scope left for indulging in money amassment for coming elections in the near future. All Nagas with a conscience know that these Urban Legislative Bodies elections will bring in another flood of money and that all the active Pro-Municipal Elections supporters have their greedy eyes focused on that money. But the real and fundamental issue is whether the Municipal elections supported by the state authorities who are in turn, sup-

ported by the INDIAN Government and the INDIAN Constitution will bring peace and human prosperity to Nagaland and future generations of Naga children? The ultimate question is whether Nagas are for principled human values that will last for all generations to come or for quick money that will satiate the hunger and thirst for money and power of a few Nagas. The aftermath of a possible collision will surely be a bitter “after taste” for all future Naga generations. Cursed was the day when 19 Nagas went to Delhi and signed off all Naga rights to freedom and liberty in their own lands. Cursed was that day when that 16 point Agreement was signed enslaving Nagas to uphold the constitution of a foreign Country in their own country. Therefore, go ahead- The Indian puppet State Government of Nagaland the Joint Action Committee on Women Reservation (JACWR) and murder Nagaland once more on the altar of your lust for money and political power. But mind you, God and future generations of Nagas will judge you for your lust for personal aggrandizement. In recollection, all the Naga sacrifices of blood and tears for freedom from 1947 to 1960 were betrayed by the 16 Point Agreement opportunists of 1960. Next, the sacrifices of over 540 Naga soldiers- many of who bled and died on their return journey from China to Nagalandwere betrayed by the Revolutionary Government of Nagaland (For details read: “The Naga Saga pp. 221-286). Next, over 3000 Nagas were murdered on the false charges that the Shillong Accord had betrayed the Naga nation (For details read the book: “The illegal formation of the NSCN). All these self destruction acts of the Naga nation were committed by Nagas themselves. Go ahead therefore- the state of Nagaland and the JACWR- and murder Nagaland once more. The present imbroglio regarding the ULB election can only augur in more confusion for the people of the state than solution. With some section opposing while the other is firm about conduct of the election, I wonder whether this is really about 33% reservation at the end of the day. Diphupar ‘B’ village honours founder

DIMAPUR: Diphupar ‘B’ village honoured its founder by erecting a “village founder monolith” in memory of the village founder, Lt. Vesayi Rosetso, on January 14 which was unveiled by Thenucho, former Speaker, Nagaland Legislative Assembly at a programme organised by the village council. Speaking on the occasion, Thenucho appreciated the village council of the village, leaders and people of Diphupar ‘B’ for naming Lt. Vesayi as the founder of the village stating that the wise and exemplary decision will inspire many generations to come. Having known Lt. Vesayi during school days, Thenucho described the founder of the village as a man of courage, determination and self dedicated for public causes. Thenucho recalled how Diphupar ‘B’ was necessitated to be a government recognised village in 1992 when he was the speaker of Nagaland Legislative Assembly and Lt. NEW DELHI, Jan 15 (Agencies): Get ready to shell out a lot more for package tours as the government has hiked taxes on tour operators. As a result, costs may go up by 10%-15%, say travel industry insiders. “The government has changed service tax applicable on tour operators. With effect from January 22, 2017, tour operators would be required to pay service tax on 60% of the total invoice value. Whereas, currently the tour operators pay service tax in two slabs - only for booking hotel accommodation the tax is payable on 10% value and for other tours the tax is payable on 30%,” said Rajeev Dimri, chief (indirect tax) BMR & Associates LLP. “Thus this amendment would be prejudicial to tour operators and may significantly impact the financial models of their business engaged in tour and travel booking.

Amaravati, Jan 15 (PTI): About 44 airports across the country have “high potential” for operations under the ambitious Regional Connectivity Scheme (RCS) for civil aviation, UDAN, according to a report brought out by apex industry body FICCI has said. “Based on the geographical, operational and commercial parameters, 44 out of the 414 underserved and unserved airports have high potential under RCS. “We have also identified around 370 potential destinations for the shortlisted airports, including metros, state capitals and important commercial, industrial and tourism centres,” said the FICCI report, brought out in concert with global professional service company KPMG. New Delhi, Jan 15 (PTI): Coal imports fell by 25 per cent to 14.31 million tonnes in December, due to higher availability of domestic fuel. The country had imported 19.15 million tonnes of coal in December 2015. “Coal import (all type of coals) in December 2016 stood at 14.31 million tonnes (provisional) against 19.15 MT in December 2015,” mjunction, an online procurement and sales platform floated jointly by state-run SAIL and Tata Steel said. The coal import in November, 2016 was at 12.51 MT. “...Year-on-year imports were lower because public sector power generation companies have virtually stopped buying imported coal as they are getting almost sufficient supplies of domestic coal,” mjunction CEO Vinaya Varma told PTI. Mumbai, Jan 15 (PTI): The high interest rate of over 7 per cent because of competition is unsustainable, Fino Paytech has said, stating clearly that it will not join the interest rate war for customer acquisition but focus on profitability once it launches its payments bank. “We do not subscribe to high interest rates and free offers and feel that the business has to make sense. We are sure people also understand that these are not sustainable and are short-term ploys,” Fino Paytech MD and CEO Rishi Gupta told PTI. He was fielding a query about Airtel’s venture, which has become the first operational payments bank offering an interest rate of 7.25 per cent on deposits. Gupta said interest rates are on way down and there is a negative return because the government securities in which 75 per cent of deposits need to be invested are yielding 6.3 per cent. As a consequence, making its first projection on the country post-demonetisation, the World Bank earlier this week lowered India’s GDP growth estimate for this fiscal to 7 per cent from its earlier estimate of 7.6 per cent made in June last year. “Unexpected demonetisation weighed on growth in the third quarter of FY 2017,” the World Bank said in its latest Global Economic Prospects report. “Weak industrial production and manufacturing and services purchasing managers’ indexes further suggest a setback to activity in the fourth quarter of FY 2017,” it added. Last week, India’s official statistician in New Delhi also lowererd the country’s gross domestic product growth estimates for 2016-17 to 7.1 per cent, compared with the 7.6 per cent growth in 2015-16.

France holds world summit on Israel-Palestinian conflict

Paris, JAN 15 (Agencies): A major international conference to try to kickstart peace talks between Israel and the Palestinians is under way in the French capital, Paris. Delegates from 70 nations are expected to reaffirm support for a two-state solution to the decades-old conflict. Palestinians have welcomed the meeting but Israeli Prime Minister Benjamin Netanyahu - who is not attending - says the conference is “futile”. The last round of direct peace talks collapsed amid acrimony in April 2014. Israel and the Palestinians have been invited to hear the conclusions of the meeting, but not to participate in the summit itself. It comes at a time of tension between Israel and the international community after the UN passed a resolution last month denouncing Israel’s settlement activity on occupied land. Israel accused the Obama administration of engineering the motion and enabling it to pass by not using its power of veto in the UN Security Council. Connie Acayo, the spokesperson of the ministry, told Xinhua news agency by telephone on Saturday that confirmatory test of dead birds on Lutembe beach on the shores of Lake Victoria and in Masaka district showed that the disease had broken out. The spokesperson added that government is going to issue precautionary measures to prevent the disease from spreading further. Uganda is among the countries in sub-Saharan Africa that face a high risk of a bird flu outbreak because it is crisscrossed by several routes for migratory birds, which are carriers of the virus.

Duterte threatens martial law against drugs menace Manila, Jan 15 (IANS): Philippines President Rodrigo Duterte has said that no one could stop him from declaring martial law if the drugs problem worsens in the country, the media reported. “If I wanted to, and it will deteriorate into something really very virulent, I will declare martial law if I wanted to. No one will be able to stop me,” Duterte said in a speech to business people in the southern city of Davao on Saturday. But the President said he would declare martial law not on the basis of invasion or insurrection but to preserve the country, Inquirer daily reported. “The aim would be to preserve the Filipino people and the youths of this land,” he said, adding that he is acting to prevent

About 6,000 people have been killed in six months under Duterte’s anti-drugs crackdown. only to stop an invasion or a rebellion. But Duterte said the 60-day limit “would be gone”. Bahrain executes three Shia convicts M a na m a , Ja n 1 5 (IANS): Bahrain on Sunday executed three Shia men despite widespread protests in the capital. The three were convicted for the killing of three police officers in a bomb attack in March 2014, the BBC reported. The executions came less than a week after the country’s highest court confirmed the punishment against Abbas al-Samea, 27, Sami Mushaima, 42, and Ali al-Singace, 21. The execution by a firing squad was the first in the Arab country since a 2011 uprising, led by the Shia majority, calling for greater political rights. The three were found guilty, along with seven other inmates, of belonging to a terror cell that took part in the March 2014 bombing of the village of Sanabis in which three policemen died. The Sunni-ruled kingdom has escalated a crackdown on its Shia critics over the past year, including revoking the citizenship of the country’s most prominent Shia Muslim cleric, Ayatollah Isa Qassim. Special Rapporteur on Human Rights Yanghee Lee concluded a three-day visit Sunday to probe the situation in northern Rakhine, where an army crackdown has driven an estimated 65,000 Muslim ethnic Rohingya to flee across the border to Bangladesh in the past three months. “We really hope that her visit brings a positive change for Rohingya and we hope to gain our human rights,” a displaced Rohingya man living temporarily in Kyee Kan Pyin village said on condition of anonymity due to security reasons. The crackdown began in October after nine policemen were killed in attacks by a shadowy group along the border. The government and the army have rejected the accusations of abuses and killings, saying recently that they have simply been conducting a “clearance operation” in the region.

Rohingya villagers and activists say hundreds of civilians have been killed, but the number cannot be verified because authorities have limited access of aid workers and journalists to areas where the deaths occurred. WICB renamed; rebrands itself P o r t o f S pa i n , Jan 15 (IANS): West Indies Cricket Board (WICB) President Dave Cameron has renewed his commitment to making the embattled governing body profitable, as he announced a name-change of the organisation to Cricket West Indies. While no formal announcement of the name-change has been made, Cameron said WICB would now be known as Cricket West Indies and that an entity named Windies had also been created to deal with the commercial aspect of the operation, reports CMC. The controversial Jamaica administrator said rebranding was a necessary move if the institution was to remain commercially viable. “At this point in time we are no longer called the West Indies Cricket Board but Cricket West Indies and we have also formed a company to deal with the commercial matters of West Indies cricket and this is called Windies,” Cameron said. “I am a businessman, so I understand what it takes to make it successful. One thing you need to understand is that sport is a business and we at Cricket West Indies are like a government,” he added.

Chelsea beat Foxes

Two goals from Marcos Alonso and another from Pedro helped Chelsea overcome the absence of Diego Costa to beat Premier League champions Leicester City 3-0 away and move seven points clear at the top on Saturday. Any sense they would miss their top scorer lasted the six minutes it took Alonso to score with a rightfoot shot. Pedro almost doubled the lead with a neat free-kick near the end of the half before Alonso struck again six minutes after the interval. Chelsea enjoyed almost complete control and Pedro wrapped up the win with a header from a move he began with an exquisite flick as the Blues restated their title credentials.

Chennai edge Mumbai to win PBL New Delhi, Jan 15 (Agencies): Tanongsak Saensombonsuk came into the final of the Premier Badminton League searching for his first victory. As it was destined, the World No. 11 Thai rallied from being a game down against Ajay Jayaram and brought the Premier Badminton League title to Chennai Smashers. It was a topsy-turvy final with Chennai taking a 3-0 lead after its ‘trump’ mixed doubles combination and P. V. Sindhu came good. Mumbai made it 3-3 by proving superior in its ‘trump’ men’s doubles and H. S. Prannoy scoring his seventh victory following a close battle with P. Kashyap. So, all depended on an off-form Saensombonsuk who had lost both his previous matches this season but held a 3-0 head-to-head record against Jayaram. It was his confidence that made Chennai opt him ahead of Tommy Sugiarto in what turned out to be final match of the titleclash. Firing Mourinho cost Chelsea over $10 million Lo n d o n, Ja n 1 5 (IANS): The dismissal of coach Jose Mourinho cost Chelsea 9.5 million euros ($10.1 million) in late 2015, the capital football club has revealed. The Portuguese coach, who is now in charge of Manchester United, was fired in December 2015 after Chelsea’s poor start in the English Premier League (EPL), reports Efe. Mourinho received that amount as compensation for the termination, according to Chelsea on Saturday. According to Chelsea’s financial report for the 2015/2016 season, the English club lost some 80.8 million euros during the season, when the team finished the EPL in the 10th position.
