NEW DELHI, JAN 15 (AGENCIES): The Congress on Sunday shifted to top gear in poll-bound Punjab with former BJP stalwart Navjot Singh Sidhu joining its ranks and the party approving fielding of bigwigs to fight Badals in the elections. Sidhu will contest from Amritsar East where his wife is the sitting MLA right now. Earlier today, Sidhu met Congress vice-president Rahul Gandhi at the latter’s residence after which the party issued a statement welcoming the former cricketer into its fold. Punjab Congress chief Amarinder Singh will file his nomination from Lambi against Chief Minister Parkash Singh Badal while Ludhiana MP Ravneet Singh Bittu will take on Punjab Deputy Chief Minister Sukhbir Badal in Jalalabad.

DIMAPUR, JAN 15 (NPN): A day before January 17, the last date for withdrawal of nominations, various tribe organisations and councils have reaffirmed their total opposition against the state government for brushing aside their concerns and going ahead with the February 1, 2017 elections to Urban Local Bodies (ULBs) and also issued last reminder to all candidates to withdraw nominations. Joint Co-ordination Committee (JCC) of Central Nagaland Tribes Council (CNTC) on Sunday made a clarion call to all NPF party candidates of Dimapur to come out from the hiding and to immediately withdraw nominations for the Urban Local Bodies (ULB) election 2017. If the candidates fail to comply with the appeal, they would be expelled from Dimapur jurisdiction, JCC asserted. CNTC comprises of Ao, Sema and Lotha tribe and the recently formed JCC was also joined by Western Chakesang Hoho (WCH) and Chakhroma Public Organisation (CPO). Addressing media persons here on Sunday, JCC convener Supu Jamir, co-convener Vek-

hosayi Nyekha and secretary Renbo Ngullie, informed that the resolution was adopted at a meeting between Naga Council Dimapur (NCD), CNTC and JCC on Sunday at Lotha Hoho-Ki Dimapur. They said other candidates from Dimapur had expressed willingness to withdraw their nominations if the NPF party candidates comply with the call notice of NCD, CNTC and JCC. Meanwhile, CNTC and JCC under the banner of NCD resolved to organise a mass public rally in Dimapur in the event of non-compliance of the unanimous resolution at an appropriate time after January 17. Ward 18 candidate asked to immediately withdraw: JCC has also directed NPF party candidate of Ward 18, Aphien Pame to immediately withdraw her nomination failing which the three apex body warned of stern action. They maintained she was not eligible to contest as she falls under the Rongmei community. CVC, 16 tribal units issue ‘last warning’: Chumoukedima Village Council (CVC) along with leaders of 16 tribal units of Chumukedima town on Sunday decided to issue the “last notice/ warning” to candidates under its jurisdiction to withdraw nomina-

tion papers by January 16, 2017. CVC chairman, Razouvotuo Chatsu in a press note informed that CVC and the 16 tribal units held a meeting on January 15 at Chakhroma Public Organisation Hall and unanimously resolved to issue the last notice and adopted several resolutions. Citing the “undertaking bond” letter, signed by the candidates who were yet to withdraw nominations, CVC warned that if they failed to comply with the last notice, they would be expelled/ excommunicated from Chumukedima area. The house has advised the candidates to “treat this warning notice with all seriousness, that no, undesired, ugly consequences could happen”. CVC, the tribal units and neighbouring villages have also appealed to the state government to postpone the ULB elections until the issue was thoroughly deliberated, rectified and reach a desirable settlement. While urging the government to listen to the cries of the Naga people, CVC cautioned that the public may instead learn from the present issue and “stop supporting the party who rules by iron hand.” CPO to take action: Chakhesang Public Organisation (CPO) has expressed gratitude

on all candidates who had filed their nominations but withdrew as per CPO resolution. Further CPO through its vice president Ariyi Nienu and press secretary Wekhrope Marhu has urged Chozuba Range Public Organisation (CRPO) and Phek Area Public Organisation (PAPO) to “immediately submit” antecedents of “every defaulting candidates” to CPO office by January 16, 2017 for implementing its resolution “with immediate effect”. CPO has also directed all area presidents, VCCs, GBs, Phek Town Youth Society and ward chairmen to assist the Chakhesang Youth Front (CYF) for detailing youths during the course of taking action against the “defaulters”. CPO has directed all the area/range president(s) and executive council members to reach its office on January 16, 2017. CPO also cautioned that it has been marking those “who have become incendiary in playing bigger roles behind the screen against the wishes of Chakhesangs, all through this period of turmoil over ULB election.” CPO warned that it will not remain “silent” over their activities and to realise it on time. CYF directives: In pursuance to the CPO resolution,

Chakhesang Youth Front (CYF) has asked the respective area/ range president, village council chairman, youth president/chairman and GBs to mobilize and depute volunteers to the designated places on January 17 at 10 a.m. According to CYF president Welete Kapfo and general secretary Chubutse Kapfo, Pfutsero Town Youth Forum, Chokhri area, Chozuba area, Sekruzu area and Western Chakhesang Youth Organization would be deployed at Chozuba town. In Phek town- Khezha/Kuzha area, Razeba Range, Centre Chakhesang, Chizami area, Phek area, Tizu area and Chakhesang Youth Organisation Kohima would be deployed. Further, CYF warned that necessary action would be initiated against organization failing to comply with the directive. LHJAC appeal to candidates: Lotha Hoho Joint Action Committee (LHJAC) comprising of frontal organizations and villages on Sunday, at a meeting held at Lotha Tribal Council Hall, “unanimously resolved” to once again appeal to the candidates from the community to immediately withdraw their candidatures for the civic body polls in the larger interest of the Lothas and Nagas in general.

In a press note, LHJAC said the committee adopted a fourpoint resolution which would be imposed, if any candidate failed to withdraw his/her candidature for the ULB polls-- i. Lotha public will not recognize his/her status even if elected/elected unopposed and will not co-operate him/her; ii. Lotha public will bar him/her from having affiliation with any Lotha organizations including presently held posts or status; iii. Lotha Public will with immediate effect de-recognize his/her membership as a Lotha along with his/her entire family members from Lotha community, and iv. For any eventuality in this regard, the concerned candidate/s will be fully accountable and the LHJAC will not be responsible. Further, LHJAC has questioned the NPF Central leadership for issuing stern warning to candidates of other districts (not to withdraw nominations) when the party had failed to even file a single candidate in Kohima and Mokokchung districts. “Isn’t the directive itself a mockery?” LHJAC wondered, saying NPF candidates and NPF leaders of other districts should blame their central leadership for the misleading directive.

DIMAPUR, JAN 15 (NPN): Close on the heels of the resolution of the Eastern Nagaland People’s Organisation (ENPO) which had on January 14, reaffirmed to oppose the civic polls and also directing the Eastern Nagaland Women Organisation (ENWO) to withdraw from NMA’s JACWR, three frontal organisations of eastern Nagaland have come out to oppose their apex body and thus indicating a rift within. Apparently as part of the government’s effort to thwart attempts to derail the civic polls, minister of health and family welfare, who is also the convenor of Eastern Nagaland Legislators Union (ENLU), P. Longon held an emergency meeting with the three organisations at his residence Sunday. The joint statement of the three organisations-- ENLU, Eastern Nagaland Gazetted Of-

Further the three organisations resolved “to strongly abide by the ENPO’s January 4 resolution wherein it was resolved to leave the decision of holding of ULBs elections to concerned tribal bodies of eastern Nagaland.” The organisations have therefore appealed to people of eastern Nagaland to go ahead with the civic polls as per the decision taken by respective tribal bodies. Further, they warned that the signatories of January 14 ENPO resolution would be held responsible of any untoward incident on any individual, particularly during civic polls.

Akavi pointed out that as resolved and supported by Sumi legislators, the party paraded its candidates at the Returning Officer’s office on the same day at 2.40 pm in presence of Sumi legislators and Sumi Hoho officials. To the insistence of Sumi Hoho on all candidates withdraw their nominations, Akavi said NPF party and the legislators were only upholding the undertaking between Sumi legislators, party and Sumi Hoho on January 11,2017.

15: Amidst all the hype that has been going around on the issue of Nagaland Municipal and Town Council election, several individuals have come out to express their views on the issue. Talking to an individual who wished not to be name, also a member of the land owners board (Lika), said he was about to file his nominations from his ward but decided not to file, heeding to the call of the apex body and other organizations against it. He clarified that it was not that the people don’t want local bodies to be set up for development but that some contents in the Municipal Act were detrimental to the very social fabric and customary essence. He added that since time immemorial Ao men and women were relegated

He lamented that the implementation of reservation for Municipal and Town Council would directly infringe on the social setup and customary practises. On the land and building tax which the govt had omitted from the Act recently, he expressed apprehension that the very word “omission” cannot be termed as deletion from the act. He also added that the landowners and All Ward Union Mokokchung had decided not to allow the system of having advisory board to Mokokchung Municipal Council like before where only the handpicked persons were nominated as advisors from the ruling party. More opposed to Indo-Myanmar border fencing State EC clarifies to NPCC D I M A P U R , JA N 1 5 (NPN): Opposition to border fencing along IndoMyanmar international boundary grew louder, as Wolam Nyukyan (New Pangsha) Students’ Union (WNSU) and Konyak Union Eastern (Myanmar) strongly objected on the ongoing construction project, alleging that it was a policy to create division among the Naga family. WNSU president Hangching M Thai and general secretary K Khulim demanded immediate withdrawal of the ongoing survey of border fencing at ITC Dan Pangsha. The union claimed that Khiamniungans were living as one and knew no boundary, but after imaginary line was drawn, the core sentiments of one blood ancestral relation of Khiamniungan have been wounded. The student body asserted that the construc-

tion was to create division among the Khiamniungans living in two separate countries. The union also termed the move of the two countries was to bring “filthy sentiment, hatred and dissection instead of development”. Therefore, the union asserted that the two countries should think of the road condition, network and media coverage and other public institutions faced by the people living in the area, rather than construction of fencing in the name of development. It further asked both the governments to atleast construct road with 10 feet width instead of cutting 20 feet width fencing trench, as the area which has been called International Trade Centre road has become motorable for only twowheelers. WNSU also accused

Myanamar government of ignoring the plea of the people by carrying out the construction works and dismantling the area. It therefore, warned of consequences, in the event the Myanmar authority continues to ignore the plea of the people. WVSU also appealed to the governments of India and Myanmar to refurbish the dismantled area by planting trees. Asserting that regardless of development, the people in the area have been living in peace for past decades, the WVSU said that fencing would ignite war and bloodshed between the Naga people living on both sides. Konyak Union Eastern (Myanmar): Konyak Union Eastern (Myanmar) has backed Khiamniungan Tribal Council and rejected the Myanmar government’s claim that the construction

of fencing was to protect the border area people and for development. Instead, the union alleged that the Myanmar government was trying to fool the Naga people. The union president, S.A. Khotai and general secretary, K. Akham H Konyak vowed that it would never accept the move to fence the border, as it would deprive the inherent rights of the Naga family from communicating with each other. It questioned both the governments as to why it was applying cruel and divisive policy, when they have neglected the Naga people on both sides of the border in all sphere of human necessities. Konyak Union Eastern also asserted as boundary demarcation agreement in 1967 between India and Myanmar government there shall be free entry

and exit in Naga land on account of Naga living in both sides. However, the union contended that the border fencing was erected without the consent of the land ownership and had been “posted by aerial survey alimented.” The union claimed that the before India and Myanmar got freedom and before the proposal for the erection of pillars, they were the land owner from time immemorial and that it was their rights to stop and prohibit such activities. Further, the Konyak Union Eastern also praised all NPGs and civil society for raising their voice against the issue. It also requested all Naga pioneers and civil society to co-operate and protect the rights of the Naga based on common Naga history and customary law.

DIMAPUR, JAN 15 (NPN): State Election Commission (SEC) on Sunday has issued a clarification, stating that the date of nominations for the ensuing election to Urban Local Bodies (ULBs) was extended as per the election programme. SEC’s clarification came after NPCC accused NPF-led DAN government of misusing the power on the process of conducting elections to Urban Local Bodies (ULBs) and the commission of violating the election process. In this regard, SEC Sentiyanger Imchen reminded NPCC that under Rule 20 Section 7, the commission can “vary, modify and alter the election programme, which also included extension of date of nomination”. According to Imchen, the SEC extended the deadline on the request of the state government after it found that candidates were restricted from filing nominations due to bandh imposed by various organizations on January 7 (last date of filing of nominations) irrespective of whether it was holiday or not. He further said, SEC also confirmed from Returning Officers and district administration. Therefore, the commission in exercise of the powers conferred under rule 30 of the Nagaland Municipal Council, and in “superintendence, direction and control” after considering all relevant aspects on the issue, had decided to extend the date of nominations to offer another opportunity to the candidates to file their nominations. In view of the above, SEC expressed hope that the issue would be put to rest and urged all political parties, candidates and general public to cooperate with the SEC to conduct free and fair elections.
