KOHIMA/MOKOKC H U N G / T U E N S A N G, JAN 9 (NPN): General Naga public have sent a strong message to the state government for brushing aside their concerns by the hasty decision to hold civic polls through a total bandh on January 9. The bandh called by Angami Youth Organisation (AYO) in Kohima and Medziphema, Ao Senden in Mokokchung and Chang Tribal Council (CKS) and Tuensang Village Citizen Union (TVCU) in Tuensang to thwart the filing of nomination papers on the extended day by the

MOKOKCHUNG, JAN 9 (NPN): Ao Senden on Monday resolved to issue a ‘quit notice’ on PWD Mech., NHs & Elections, Nuklutoshi from Ao territory with immediate effect. Justifying its resolution, the Senden, said the initiative and action by Nuklutoshi “the so called minister of govt of Nagaland” towards Ao community was beyond tolerance and also unacceptable. The Senden also demanded that Nuklutoshi “should acknowledge his misdeed and tender unconditional apology” and warned it should “not be held responsible if any untoward incidents arise out of the issue, either to Nuklutoshi and his parties during and after the notification.” Federal Assembly: Meanwhile, Ao Senden, in a notice issued by its Acting president C. Angang Jamir has called for a Federal Assembly meeting on January 11, 10 a.m. at the Senden’s office. It was disclosed that the meeting would discuss on issues particularly concerning the Municipal and Town Council election. The Senden has asked all federal members and units to attend the meeting positively and for which no separate information will be issued apart.

Due to the massive public resentment as spearheaded by the apex tribe organisations and village authorities, no nominations were submitted in all the above named places stated official sources. Scrutiny of nomination papers would take place on January 10. The bandh was strictly enforced in Kohima and Medziphema by thousands of Angami youth volunteers including elders stationed at strategic locations and outside DC Kohima’s office to prevent filing of nomination papers. Shops and other business establishments remained shut though some

food joints and pharmacies remained open. Some volunteers reportedly shot down a drone (quadcopter) belonging to the Assam Rifles with catapults. The copter was reportedly taking photographs during the bandh period. According to ADC & RO Kohima Municipal Council, Lithrongla Tongpi, no candidates filed nominations for the forthcoming municipal election. After the time period for filing of nominations ended, Angami Public Organization (APO) president Dr. Velhousa Seleyi addressed the public and volunteers outside DC’s office premises. Dr Seleyi thanked

all volunteers for sacrificing their time by keeping vigil outside DC’s office from day one till January 9 and for standing by APO’s resolution. He maintained that volunteers who took part in the protest, may not see any achievement now but would realise its fruit in future. APO also acknowledged the security personnel for co-operating with the protestors throughout the eight-day vigil besides cooperation from the Governor, chief minister and colleagues, state election commissioner, principal secretaries of Urban and CMO, DC & Sr. SP Kohima etc.

Mokokchung: The total bandh called by the Ao Senden in Mokokchung was total and peaceful despite palpable tension. Normal life came to a standstill during the bandh which started from 8 a.m. to 3 p.m. Volunteers of the Ao Kaketshir Mungdang (AKM), Ongpangkong Kaketshir Mungdang including Mokokchung Town Lanur Telongjem (MTLT) manned strategic points to enforce the bandh. Meanwhile, thousands of volunteers gathered outside DC’s office to prevent anyone from filing their nomina(Cont’d on p-5) tions. Later in the after-

noon, the Deputy Commissioner Mokokchung confirmed that there was nil nomination for Mokokchung Municipal Council. Earlier in the day, after getting the go ahead from the State Election Commission, the place for filing nomination for Changtongya Town Council was shifted to Tuli ADC hqs. However, the landowners of Tuli namely-- Mernagkong, Kangtsung and Wamaken villages -opposed the state government’s move. Later, the venue was shifted to EAC Chuchuyimlang but as per reports till 3 p.m., no nomination papers were received.

cidents.The bandh called jointly by Chang Tribal Council (CKS) and Tuensang Village Citizen Union (TVCU) was to boycott against candidates from filing nominations for election to Tuensang Town Council. CKS & TVCU criticized the state government for further extending the date for filing of nomination against the will of the people. Further, CKS & TVCU appealed to the Chief Electoral Officer, Nagaland not to extend time in order to avoid any kind law and order situation in the town. If the dates are extended again, CKS and TVCU warned that the state government would be held responsible for any untoward incidents that may arise. The unions further expressed gratitude to all intending candidates for their cooperation and for understanding the aspirations and demand of the people by not filing the nominations. The bodies also thanked the volunteers for executing all assignments efficiently and for ensuring peace during the bandh.

Tribal bodies urge candidates to withdraw nominations Woman found dead in Bhandari Correspondent

DIMAPUR/MOKOKCHUNG, JAN 9 (NPN): Sumi Hoho (SH), Chakhesang Public Organization and two Ao village councils- Khar and Longchemdang- have also urged the candidates to withdraw their nominations for the February 1 civic polls. SH: While acknowledging those candidates for paying heed to the call of the Hoho by refraining from filing nominations, SH has asked those candidates who filed nominations for Zunheboto Town Council to withdraw their candidature in the larger interest of the Sumis and the Nagas in general. In a press statement, S H p r e s i d e n t To n i h o Yepthomi and general secretary Vihuto Asumi alleged that despite appeal to all intending candidates to refrain from filing nomina-

tions, NPF candidates led by working president Huskha Yepthomi and MLA Hukavi Zhimomi ignored the Hoho’s appeal and went ahead with their entourage and security forces and forcefully filed nominations. In this regard, SH warned that the the two leaders would be solely held responsible if any complications may arise in future causing hindrances or infringement upon the practices and rights of Sumi people. M e a n w h i l e, S u m i Hoho reaffirmed to stick to its resolution to oppose the ULBs elections till the existing Municipal Act was thoroughly reviewed and to ensure that Nagas’ social practises and customary procedures were protected. It also affirmed that it would never accept and would not compromise that infringe Article 371A. On 33 % reservation, the Hoho

viewed that at “par with men, women too, competent and desirous can go ahead for open contest from anywhere if they wished to and hold any position as men does”. KVC, LVC: Khar Village Council (KVC) and Longchemdang Village Council (LVC) have served seven-day deadline to the 13 candidates in Mangkolemba Town Council to withdraw their nominations by January 16. In this regard, both the councils convened a meeting with the candidates who have filed nominations. However, only 11 of them turned up for the meeting, as two were out of station. Confirming this to Nagaland Post, KVC chairman said that it would initiate action against the candidates who failed to withdraw within the given date. CPO: Chakhesang Public Organization (CPO)

has directed all the candidates who had filed nominations to the municipal/town council election to withdraw their nomination papers on or before January 12. This was decided at the CPO executive council meeting of the 35th general session held on January 9 at Yoruba village according to a joint statement issued by CPO president Kekhwengulo Lea and general secretary Mutsivoyi Kotso. The resolution was a reaffirmation of the CPO emergency meeting held on January 3, 2017 to direct all candidates to withdraw their nomination papers. CPO also warned that in the event of non-compliance, defaulters would be ex-communicated for a period of seven (7) years as per Chakhesang customary law as deemed fit as adopted at Pfutsero. In order to ensure withdrawal, CPO directed

respective village council chairman, colony chairman and GB’s to co-ordinate with the CYF and to complete the process before the stipulated given time. CPO appealed to the state government to review its decision and defer the civic polls. It also appealed on the JACWR to consider the appeal made by various tribal organisations and withdraw the SLP in the greater interest of the Naga people. CPO appealed on NMA to gracefully review the application in the Supreme Court. CPO also applauded the “steadfastness” of APO, Ao Senden and other tribal Hohos on ULB election issue and expressed solidarity to work together till the demand is fulfilled. Further, The organization also urged the State government to call for consultative meeting with the tribal Hohos at the earliest.

DIMAPUR, Jan 9 (NPN): A 34-year old woman was reportdly found murdered inside the staff quarter of 7th NAP Bhandari on January 8. The victim was identified as one Nchumbeni Jami, employed as NCE at 7th NAP Bhandari. SDPO Bhandari James Jami told Nagaland Post, that police were informed about a foul smell emanating out from the quarter that was locked from outside. When police personnel broke open the main door, they found the body of the woman in a decomposed state. On inquest report, it was found out that the deceased was hit by a blunt object, SDPO said. Further enquiry, revealed that she was living with a person named Samuel for the past eight months in Bhandari. However, his whereabouts is not known, Jami said. On refusal to conduct post mor-

tem, the body was handed over to the family members. A case has been registered under sec 302 IPC and investigation is on, he said. BTLH condemns: Bhandari Town Lotha Hoho (BTLH) has vehemently condemned the br utal murder of N. Nchumbeni Jami (NC) 7th BN. NAP Bhandari. The Hoho said that the victim was living with Samuel Jongkor son of Lanuwati of Dibuia Village under Mangkolemba, Mokokchung district. In a pres note, BTLH chairman, Lisumo Jami and secretary David K Lotha said that the “suspected” person has been missing since December 31, 2016 and his whereabouts not know. The Hoho has urged the responsible authority to trace the “culprits” at the earliest and booked according to the provision of law. It also urged all civilised citizens to condemn such kind barbaric act.

Land acquisition for SEZs: SC seeks reply from states Stop construction of border fencing: CSOs NEW DELHI, JAN 9 (AGENCIES): A plea seeking return of unused land acquired for setting up of special economic zones to farmers and a court-monitored CBI probe into alleged flouting of SEZ rules by beneficiary corporates, today led the Supreme Court to seek responses from the Centre and seven states. A bench of Chief Justice J.S. Khehar and Justices D.Y. Chandrachud and L. Nageswara Rao issued notice to the Ministry of Commerce and Industry and states of Telangana, Andhra Pradesh, Maharastra, Karnataka, Tamil Nadu, West Bengal and Punjab, on the PIL which alleged that almost 80 per cent of the land acquired for the SEZs were lying unused. The plea alleged that in last five years alone, 4,842.38 hectares of land was acquired for various SEZs and only 362 hectares were uti-

lised, leaving around 4,480 hectares unused. Senior advocate Colin Gonsalves and lawyer Sravan Kumar, appearing for ‘SEZ Farmers Protection, Welfare Association’, referred to a CAG report of 2012-13 and said not only have the farmers been deprived of their land, but also consequential benefits like employment generation and industrialisation of the acquired areas have not taken place. Some companies, for whose SEZs the plots of land were acquired, raised loans by mortgaging the land documents as collateral securities with banks, but strangely did not use the loan money to develop these SEZs, the PIL said. “Issue writ…or direction directing investigation under the supervision of this court by the Central Bureau of Investigation on violations, diversion of loan money obtained by SEZ

holders against the SEZ rules,” it said. The farmers’ body also sought initiation of civil and criminal proceedings against the holders of land, meant for SEZs, for “not performing the obligatory duty under the contract resulting to unemployment, wastage of natural resources, causing loss to food security”. Besides returning “vacant, unused land to farmers”, the plea also sought declaring of the land acquisition as “unconstitutional”, being violative of fundamental right to life and equality on the ground that they have caused “joblessness to the farmers, agricultural labour”. The plea has sought a direction to the Centre and the states to conduct “comprehensive social impact study” on the affected farmers and their dependents on account of land acquisition for SEZs.

Quoting Rajya Sabha proceedings, the PIL said “now the government has also admitted to the fact in the Rajya Sabha that as high as 40 per cent of the total land acquired for SEZ across 20 states of the country remained unutilised up to March 13, 2015.” “In four states, 100 per cent of the SEZ land acquired remains unutilised, while in seven out of 20 states 50 per cent of the total land acquired under SEZ remains unutilised,” it said. “The states with 100 per cent unutilised are Nagaland, Manipur, Goa and Jharkhand. Some of the states with high rate of unutilised SEZ lands include Chhattisgarh (78.24 per cent), Haryana (70.69 per cent), Rajasthan (82.31 per cent), Uttar Pradesh (63.24 per cent), Tamil Nadu (53.08 per cent), Punjab (67.04 per cent), Chandigarh (59.60 per cent),” it said.

DIMAPUR, Jan 9 (NPN): Nine Naga Civil Society Organizations (CSOs) in Myanmar have issued a statement demanding that the ongoing construction of international border fencing along Indo-Burma border, specifically in Naga territories be halted immediately. The NCSOs- Council of Naga Affairs, Naga Student and Youth’s Federation-Yangon (NSYF-Y), SHANAH, Naga Community Resource Centre (NCRC), Makury Naga Youth Federation (MNYF), Eastern Naga Students’ Association (ENSA), Naga Social Relief Team (NSRT), Tangshang Naga Literature Committee (TNLC) and Naga Baptist Convention, stated that the construction of border fencing would escalate military tension between the governments and the Naga armed groups that would have an effect on regional peace.

The statement issued on behalf of the NSCOs by Council of Naga Affairs Zingaling-Khamti, general secretary Naw Aung Sann also termed the move was an insult against all Nagas and direct violation against the rights of the indigenous people. Further, the organizations slammed both the governments of Myanmar and India, for creating division among the Naga nationals and placed them under two different administrations without their consent during the 1950s.

Border fencing ploy to divide Nagas: NSCN (R)

NSCN/ GPRN (Reformation) has also joined the chorus in opposing the ongoing construction of the Indo-Myanmar international border fencing, saying that it was another ploy of India and Myanmar to further divide the Naga family.

In this regard, MIP of NSCN (R) appealed to all Nagas in both countries to stand up against the “devilish plan” of the two countries. It further advised the Government of India to solve the Naga issue peacefully, rather than putting salt on the wound. The outfit also reminded both the governments that Naga people settled have down in the present location thousands year ago before India and Myanmar government came into being. Whereas the artificial boundary has been fenced by India and Burma only in 1972 without consulting the Naga peoples, MIP said. It therefore, claimed that the proposed imaginary International boundary fencing between India and Myanmar would infringe Naga people inhabiting across artificial boundaries. K Y M C
