state government was a huge success. Due to the massive public resentment as spearheaded by the apex tribe organisations and village authorities, no nominations were submitted in all the above named places stated official sources. Scrutiny of nomination papers would take place on January 10. The bandh was strictly enforced in Kohima and Medziphema by thousands of Angami youth volunteers including elders stationed at strategic locations and outside DC Kohima’s office to prevent filing of nomination papers. Shops and other business establishments remained shut though some

food joints and pharmacies remained open. Some volunteers reportedly shot down a drone (quadcopter) belonging to the Assam Rifles with catapults. The copter was reportedly taking photographs during the bandh period. According to ADC & RO Kohima Municipal Council, Lithrongla Tongpi, no candidates filed nominations for the forthcoming municipal election. After the time period for filing of nominations ended, Angami Public Organization (APO) president Dr. Velhousa Seleyi addressed the public and volunteers outside DC’s office premises. SH: While acknowledging those candidates for paying heed to the call of the Hoho by refraining from filing nominations, SH has asked those candidates who filed nominations for Zunheboto Town Council to withdraw their candidature in the larger interest of the Sumis and the Nagas in general. In a press statement, S H p r e s i d e n t To n i h o Yepthomi and general secretary Vihuto Asumi alleged that despite appeal to all intending candidates to refrain from filing nomina-

tions, NPF candidates led by working president Huskha Yepthomi and MLA Hukavi Zhimomi ignored the Hoho’s appeal and went ahead with their entourage and security forces and forcefully filed nominations. In this regard, SH warned that the the two leaders would be solely held responsible if any complications may arise in future causing hindrances or infringement upon the practices and rights of Sumi people. M e a n w h i l e, S u m i Hoho reaffirmed to stick to its resolution to oppose the ULBs elections till the existing Municipal Act was thoroughly reviewed and to ensure that Nagas’ social practises and customary procedures were protected. It also affirmed that it would never accept and would not compromise that infringe Article 371A. On 33 % reservation, the Hoho

Confirming this to Nagaland Post, KVC chairman said that it would initiate action against the candidates who failed to withdraw within the given date. CPO: Chakhesang Public Organization (CPO)

has directed all the candidates who had filed nominations to the municipal/town council election to withdraw their nomination papers on or before January 12. Land acquisition for SEZs: SC seeks reply from states Stop construction of border fencing: CSOs NEW DELHI, JAN 9 (AGENCIES): A plea seeking return of unused land acquired for setting up of special economic zones to farmers and a court-monitored CBI probe into alleged flouting of SEZ rules by beneficiary corporates, today led the Supreme Court to seek responses from the Centre and seven states. A bench of Chief Justice J.S. Khehar and Justices D.Y. Chandrachud and L. Nageswara Rao issued notice to the Ministry of Commerce and Industry and states of Telangana, Andhra Pradesh, Maharastra, Karnataka, Tamil Nadu, West Bengal and Punjab, on the PIL which alleged that almost 80 per cent of the land acquired for the SEZs were lying unused. The plea alleged that in last five years alone, 4,842.38 hectares of land was acquired for various SEZs and only 362 hectares were uti-

lised, leaving around 4,480 hectares unused. Senior advocate Colin Gonsalves and lawyer Sravan Kumar, appearing for ‘SEZ Farmers Protection, Welfare Association’, referred to a CAG report of 2012-13 and said not only have the farmers been deprived of their land, but also consequential benefits like employment generation and industrialisation of the acquired areas have not taken place. Some companies, for whose SEZs the plots of land were acquired, raised loans by mortgaging the land documents as collateral securities with banks, but strangely did not use the loan money to develop these SEZs, the PIL said. “Issue writ…or direction directing investigation under the supervision of this court by the Central Bureau of Investigation on violations, diversion of loan money obtained by SEZ

holders against the SEZ rules,” it said. The farmers’ body also sought initiation of civil and criminal proceedings against the holders of land, meant for SEZs, for “not performing the obligatory duty under the contract resulting to unemployment, wastage of natural resources, causing loss to food security”. Besides returning “vacant, unused land to farmers”, the plea also sought declaring of the land acquisition as “unconstitutional”, being violative of fundamental right to life and equality on the ground that they have caused “joblessness to the farmers, agricultural labour”. The plea has sought a direction to the Centre and the states to conduct “comprehensive social impact study” on the affected farmers and their dependents on account of land acquisition for SEZs.

Quoting Rajya Sabha proceedings, the PIL said “now the government has also admitted to the fact in the Rajya Sabha that as high as 40 per cent of the total land acquired for SEZ across 20 states of the country remained unutilised up to March 13, 2015.” “In four states, 100 per cent of the SEZ land acquired remains unutilised, while in seven out of 20 states 50 per cent of the total land acquired under SEZ remains unutilised,” it said. “The states with 100 per cent unutilised are Nagaland, Manipur, Goa and Jharkhand. Some of the states with high rate of unutilised SEZ lands include Chhattisgarh (78.24 per cent), Haryana (70.69 per cent), Rajasthan (82.31 per cent), Uttar Pradesh (63.24 per cent), Tamil Nadu (53.08 per cent), Punjab (67.04 per cent), Chandigarh (59.60 per cent),” it said.

DIMAPUR, Jan 9 (NPN): Nine Naga Civil Society Organizations (CSOs) in Myanmar have issued a statement demanding that the ongoing construction of international border fencing along Indo-Burma border, specifically in Naga territories be halted immediately. The NCSOs- Council of Naga Affairs, Naga Student and Youth’s Federation-Yangon (NSYF-Y), SHANAH, Naga Community Resource Centre (NCRC), Makury Naga Youth Federation (MNYF), Eastern Naga Students’ Association (ENSA), Naga Social Relief Team (NSRT), Tangshang Naga Literature Committee (TNLC) and Naga Baptist Convention, stated that the construction of border fencing would escalate military tension between the governments and the Naga armed groups that would have an effect on regional peace.

The statement issued on behalf of the NSCOs by Council of Naga Affairs Zingaling-Khamti, general secretary Naw Aung Sann also termed the move was an insult against all Nagas and direct violation against the rights of the indigenous people. Further, the organizations slammed both the governments of Myanmar and India, for creating division among the Naga nationals and placed them under two different administrations without their consent during the 1950s.

Border fencing ploy to divide Nagas: NSCN (R)

NSCN/ GPRN (Reformation) has also joined the chorus in opposing the ongoing construction of the Indo-Myanmar international border fencing, saying that it was another ploy of India and Myanmar to further divide the Naga family.

In this regard, MIP of NSCN (R) appealed to all Nagas in both countries to stand up against the “devilish plan” of the two countries. It further advised the Government of India to solve the Naga issue peacefully, rather than putting salt on the wound. The outfit also reminded both the governments that Naga people settled have down in the present location thousands year ago before India and Myanmar government came into being. Whereas the artificial boundary has been fenced by India and Burma only in 1972 without consulting the Naga peoples, MIP said. It therefore, claimed that the proposed imaginary International boundary fencing between India and Myanmar would infringe Naga people inhabiting across artificial boundaries. K Y M C

Assistant project manager Venketesh Rao said that only the bridge part had been opened. They will reply few days before the January 20th meeting. Their replies will be discussed in detail,” PAC Chairman and senior Congress leader K V Thomas told PTI. Asked if the PAC would call the Prime Minister if replies were not satisfactory, he said: “The committee has all right to call anybody involved in the matter. But that will depend on the outcome of the January 20th meeting. We can call PM on demonetisation issue if members unanimously decide.”

Andhra Pradesh leads in e-governance

Union Minister M. Venkaiah Naidu releasing a book “Excellence in e-Governance” at the inauguration of the 20th National Conference on e-Governance, in Visakhapatnam, Andhra Pradesh on Monday. (PTI) VISAKHAPATNAM, JAN 9 (Agencies): Andhra Pradesh has developed over the years the necessary infrastructure for e-governance and it is way ahead of other states and therefore the Union Government should implement the relevant projects in the State first and then replicate them in other states, Chief Minister N. Chandrababu Naidu has said. He was speaking at the twentieth two-day national conference on the subject which began here on Monday, after earlier inaugurating it with several Union ministers and state ministers participating in the function, reports The Hindu. He said State had developed the right eco system for e-governance and was keen on introduction of the

latest technologies in the IT sector. “Leveraging technology, I believe, is the only way to improve the quality of the life of the public,” he added. Union Minister of State (independent charge) in charge of the north-east region Jitendra Singh said the tools of IT and related technologies should be viewed as a means, and not an end in itself, for bringing about good governance. “It is a fallacy to think that these technologies of themselves will usher in good governance. We should make judicious use of them to achieve the desired objectives,” he said. M. Venkaiah Naidu, Union Urban Development Minister, said digital (cashless) transactions would play a crucial role in the af-

termath of demonetisation and therefore e-governance would be of great significance in rooting out corruption and making administration accountable.

MODI Means - ‘Making Of Developed India’: Naidu

Venkaiah Naidu is synonymous with his witty oneliners and prasas. He never leaves a chance to utter prasa dialogues. In one such incident, he has ‘renamed’ PM Narendra Modi’s name and said MODI Means - ‘Making Of Developed India’. This statement was made by Naidu at an international conference on e- Governance organised in Visakhapatnam. And needless to say that it received huge appreciation from the crowd.

Descent, not ascent

A

Public Interest Litigation filed in the Supreme Court has demanded answers from the government of India, notably the ministry of civil aviation about the mind boggling purchase of almost triple the number of aircraft which Air India needed, the huge cost in running it and why lucrative and money making routes were “given away” to a private airlines supposedly favoured by a former minister. It is true that in spite of having the most bloated personnel structure in the industry, Air India continues to provide the worst service in the skies. Hopefully it seeks to change under the Modi government but the oldies, overstaffed, overpaid and underworked and lazy staff have to be straightened out. Other airlines have less than half the employees of Air India but they have ensured that their companies are not in the red. Air India used to be one of the best airlines in the world (its ‘hawai sundaris’ included Maureen Wadia and Parmeshwar Godrej, among others) but the rot that set in after its unceremonious nationalisation by prime minister Jawaharlal Nehru took a few decades to show up as big losses. However, the rot set in after 1999 when successive civil aviation ministers piloted Air India to its descent by appointing corrupt bureaucrats in the airlines and gradually merging the national airlines with the domestic airline(Indian Airlines). This merger went against those in Air India. In his book Descent of Air India Jitendra Bhargava, former executive director of Air India writes how the airline had been on steep descent over the decades and how, since April 2012, the Union government has pumped in more than Rs 22,280 crore to Air India’s core equity as part of its turnaround plan. This is part of the Rs 30,000 crore committed to Air India by Union government as part of its turnaround plan. With loss of around Rs.5,859.91 in 2014-15 the Modi government improved the situation by reducing it by almost 60% in the fiscal year ended March 2016. Being a government carrier is more of a curse than a boon as Air India has to cater not only to the innumerable VVIPs but also tens of lakhs of government employees who are eligible for holiday travel cost by air and this too has to be booked by Air India. Mr Bhargava also explains how the airline reached a point of no return under chairman V Thulasidas who acted as ‘His Master’s Voice’ to the then minister Praful Patel, accused of damaging the national carrier. Bhargava also mentioned about objections by V.Subramaniam, then additional secretary and advisor in the ministry of civil aviation against the disastrous fleet acquisition under Praful Patel in 2004. He was removed at ‘lightening speed’ and transferred to the ministry of rural development the day he asked for some data at a board meeting. Former Comptroller and Auditor General (CAG) Vinod Rai had confirmed that Patel “nudged” Air India’s board to increase its order for planes from 28 to 68, causing it to sink under debts. He also blamed Patel for the AI-IA merger which was described as the biggest manmade disaster in aviation history - thanks to their varying cultures and employee costs. It would take decades to improve the internal problem but the merged Air India needs to compete with private airlines in order to regain its footing.

DailyDevotion Prayerful Inner-Searching May your whole spirit, soul, and body be preserved blameless… —1 Thessalonians 5:23 “Your whole spirit….” The great, mysterious work of the Holy Spirit is in the deep recesses of our being which we cannot reach. Read Psalm 139. The psalmist implies— “O Lord, You are the God of the early mornings, the God of the late nights, the God of the mountain peaks, and the God of the sea. But, my God, my soul has horizons further away than those of early mornings, deeper darkness than the nights of earth, higher peaks than any mountain peaks, greater depths than any sea in nature. You who are the God of all these, be my God. I cannot reach to the heights or to the depths; there are motives I cannot discover, dreams I cannot realize. My God, search me.” Do we believe that God can fortify and protect our thought processes far beyond where we can go? “…the blood of Jesus Christ His Son cleanses us from all sin” (1 John 1:7). If this verse means cleansing only on our conscious level, may God have mercy on us. The man who has been dulled by sin will say that he is not even conscious of it. But the cleansing from sin we experience will reach to the heights and depths of our spirit if we will “walk in the light as He is in the light” (1 John 1:7). The same Spirit that fed the life of Jesus Christ will feed the life of our spirit. It is only when we are protected by God with the miraculous sacredness of the Holy Spirit that our spirit, soul, and body can be preserved in pure uprightness until the coming of Jesus-no longer condemned in God’s sight.

We should more frequently allow our minds to meditate on these great, massive truths of God.

hat happens to the bones of animals once they are killed for their meat or skin? We have been killing animals since we stood upright and decided that we were above nature. Prehistoric people made sharpened projectiles out of wood or bone. The Apaches made clubs from the jawbone of a horse elk, buffalo or bear. The teeth were left in the jaw, and sometimes even polished for aesthetic appeal. Samson (of Delilah fame) is said to have killed one thousand men with the jawbone of a donkey. Pieces of bones, whether from turtle shells or the shoulder blades of oxen or water buffalo, were used to divine the future in ancient China, Japan, Korea, Europe, Africa and North America. The practice exists even today, among Greek and Serbian farmers. Shoulder blades were also made into shovels. 30,000 years old flutes, made of wing bones of swans and vultures, have been found. The truth is that bones are the hidden ingredients in a lot of things you eat or use. In Paris, in the 13th century, button makers made buttons from the shinbones of cattle.

These, and knife handles, are still made in France and Germany. Bones contain about 12% fat. The feet of sheep, horses and cattle are boiled and the oil from the bones used in the manufacture of delicate grades of leather. The oil from cows’ feet only is used as a lubricant for delicate machinery, such as clocks, guns, etc. as it has a low solidifying temperature (“cold test” 25°-28°F.) It is called, professionally, as neat’s oil. The boiling of bones results in a very offensive smell, so bones are broken and steamed as well to take out the fat. Another extraction method is by melting the bones with petroleum ether (benzine). The grease recovered from the extract is used by the candle-maker, who bleaches the dark grease and dyes and perfumes it. B e n z i n e ex t r a c t e d bones are also passed on to the glue makers. They are boiled again and finally concentrated into a glue liquor which is clarified through alum, and bleached with sulphurous acid gas, before drying and setting into jellies. The jelly is cut into cakes and dried to give glue. This is used in joinery and furniture-making, in

Nagaland Post, Dimapur Tuesday, January 10, 2017

What happens to the bones of animals...? the paper and book-binding trades; the textile industries which absorb considerable quantities of glue for dressing and finishing yarns, sizing woollen threads, stiffening carpets, etc. Other applications of glue includes preserving ropes etc. Gelatin is prepared from bones pre-treated with hydrochloric acid and then treated with hot water and steam. Gelatin is used for photographic emulsions, as a culture medium in bacteriology, in food and most sweets (the word jelly and jello comes from gelatin), as a stabilizer for ice cream, yoghurt and pies, and other frozen desserts, and for the clarifying of wines and beers ; it is also employed as a dressing for white fabrics, silks, silk printing and straw hats. The most annoying use is in medicine capsules which I refuse to eat. I have been trying to

get them made vegetarian for over twenty years. Approximately 6.5% of the total production of gelatin is used in the pharmaceutical industry. Most of it is used to make the outer covering of capsules. Gelatin is used in the manufacture of medicated tablets and pastilles, in protective ointment, such as zinc gelatin for the treatment of ulcerated varicose veins. Gelatin can be made into a sterile sponge by whipping it into foam, treating it with formaldehyde and drying it. Such sponges are used in surgery, and also to implant a drug or antibiotic directly into a specific area. It is used as a plasma expander for blood in cases of very severe shock and injury. Bones are ground and used as fertilizer (called bone meal) and this is also put into poultry feed ( which is very dangerous as it is responsible for the spread

of bovine spongiform encephalopathy or mad cow disease) and dog food. Animal charcoal (or boneblack) is obtained from roasting bones out of contact with air. What emerges is a gas which is used as fuel for factory boilers, coal tar, and ammonia liquors. The tar is used in the manufacture of black varnishes such as Brunswick black. The ammonia liquors are steam-distilled and used for low grade fertilizer. The charcoal from the burnt bone, a porous, black, granular material, is protected from exposure to air until cold. It is then crushed and graded. Bone charcoal is employed as a decolourizing (to turn naturally brown sugar into white) and refining medium in the sugar industry, which consumes enormous quantities. Bone char is used to filter and remove fluoride and metal ions from water to make it drink worthy. Bone char is used as a black pigment for artist’s paint, printmaking, calligraphic and drawing inks. Bone black and ivory black are artists’ pigments. It is also used to refine crude oil in the production of petroleum jelly. In the 18th and 19th century, bone char, mixed with tallow or wax,

was used by soldiers in the field to impregnate military leather equipment, to increase its lifespan and turn it black. Bone Ash, which comes from burning fresh bones, is an important constituent of porcelain and bone china. When treated with sulphuric and phosphoric acids, bone ash yields a substitute for cream of tartar in baking powders. China, which turns anything into their quack medicine, grinds bones and uses them as treatment for a variety of ailments, such as dizziness, leg cramps, dysentery, internal swellings, and malaria. And now we have invented plastic which can be used to replace parts in your body. Clemson University has brought out a plastic made of meat and bone meal. The raw material is mixed with ultra-high-molecular weight polyethylene, a tough material used in replacement joints. How much of you will remain you and how much of it dead other animal/plastic is something we will assess in a few years. Imagine constructing a life in which so many things you use are based on killing other beings. No wonder the core of each human is so unhappy.

Naga’s cry for unity a hallucination? Neither women reservation nor ULB

T

he shortest and famous quote; “Unity is Strength” is a profound proverb which has significant implications and principles in the making of a firm, powerful and resilient society or a nation. The strength of the Union of struggling and progressive people is so advantageous and magnificent that, it not only earns them people’s respects and supports but it also frightens and weakens the morale spirits and audacity of their foes to provoke or infringe upon them without having to engage in any form of confrontation. In a contemporary struggle against subjugation and injustice, it is not the arms and ammunitions we needed to fight back, but to stick together in proximity- putting our heads together armoured in oness is imperative and formidable; to retaliate or to grapple the oppressor’s threats and strategies. In other words; as and when destruction is the motive of adversaries, Unity is the best shield to defend from any form of strike that would come unexpected. No doubt, most of the Nagas of today perceived the importance of being in togetherness and desired our community to be United at all times to be able to strive collectively for our ‘Common Goal’ and to fight in unison against the arbitrary designed of ‘Devide and Rule’ policies of our adversaries. Hence, we have been promoting and espousing for Unity of all Nagas through reconciliation and forgiveness of the past mistakes we have committed against each other, which have caused physiqcal, emotional and spiritual injuries amongst ourselves. Delightfully, we often hear or get to read many persuasive messages; speaches, write-ups, slogans etc. from leaders of NPGs’ factions, leaders of Civil Organisations, policians, scholars and concerned intellectuals talking about reconciliation and forgiveness, emphasizing on the need to stay and walk together in unison for our journey of common hope as a people. And it’s emphatically great that we all could now discerned the significance of being in Unity, but it will be Brilliant if we would come out of our illusions and deceptive nature of lip’s services or preachings to serve one’s own interests! Obviously, Unity is something to be desired, to be striven for, and to be invited by every sensible person in a society, but it cannot be willed by mere declarations! Because Unity is not something to be just envisaged or conceptualized but also to be professed and realized within and without, and to be let known to the world- most importantly to one’s opponents. Nevertheless our relentless and consistent efforts to achieve unity, it has become one of the biggest challenge for us to attain unyielding Unity. The more we emphasized and yearns for Unity, the further we are seen drifting apart politically, emotionally and physically due to various indiscernible internal and external crisis we are entangled with.

Is Naga’s cry for Unity just a hallucination? Let us all scrutinize or scan our minds and souls... And let us all ponder... Why have we not been able to realized Oneness in; identity, thought, feeling, belief, ambition, etc. up till now? Going by discourse of our history, we have been constantly striving for Unity since the start of our civilization! Was the foundation of our Naga ethnicity and nationalism not conventionally robust and well- established? So that we couldn’t withstand the artificial stroms and falling apart ever... Or, were our elders not being coherent and resolute enough about our endeavours for Nagas’ Unity? Even before the term Naga was derived to identify our ethnicity, our ancestors have come a long way with shared history, culture and traditions having affinity in kinships or genealogy. The fundamental basis of ethnicity or ethnic group’s identification too indicates that, the concept of Naga’s identity or ethnicity is not a bogus or fiction as termed by our neighbours, (Meetei in particular.) Why then are we so fractionated and detached with each other in all aspects? Who are responsible for our disunity and adversities today? Should we blame our ancestors, grandparents, elders, or our enemies? As per my point of view and conviction, we the present generation are chiefly responsible for all the present crisis and strifes amongst our people. I observed, We are boastfully very defensive and over-possesive about our culture, lands and identity, which is okay! And I am much bewildered to also notice that, Nagas of today literally don’t welcome nor entertain other people’s thoughts or interference when it comes to our rights and political issues. But ironically, every Naga by blood is a selfdom in his/her own way, thoughts and deeds, with lots of egos and attitudes which make it difficult to correspond and synchronize amongst ourselves. Another vexing predicaments we got in our society today is the lack of; empathy, sympathy, tolerance, encouragement, recognition, appreciation, gratitude, etc. within ourselves which are in fact eminently vital in forging human’s relations/ bonds. Futhermore, there is a high deficiency of mutual respect and respect for others, particularly the youngsters of Nagas’ although highly educated and learned have no respect for each other and respect for our elders/ leaders! We have the syndrome of opprobrium besides the “I know-it-all” attitudes. We tends to criticize, accuse and condemn each other, especially to our leaders for not being upto our expectations. We blame our leaders of everything with whatever our wild- iddle minds coinaged. We talked about the changes we saw only in our dreams or imaginations and petronize people to revolt against our leaders who are heading our established Govt., Organisations or Institutions with the motives to deface their reputations or to pull them down, forgetting that we

are the leaves and branches of the trees we are trying to cut down. We became only the contributors of adversities and disunity in society as we grumbled for a change. Dear compatriots of Naga, let us be mindful that, we are a people known by ‘Nagas’ to other people of the world, so we cannot be separated in interest or divided in purpose to let others look us down and take due advantage of our shortcoming and fragility. Our most talk about Unity can only be realized when there is better co-ordination, mutual respect and understanding in our society; when there is no friction of thoughts and conflict of ideologies amongst our Leaders, Organisations, Churches, Tribes, villages and the people. Unifying people is a relentless and perpetual process for which we need direct people to people contacts and constant nourishment of unifying substances through various channels by taking it as our priority and liability, to foster emotional links and to bridge the gaps amongst our people. We should therefore follow the ideals established by scholars and philosophers and engage ourselves in virtuous thoughts, speeches and deeds. Lastly but not the least, I frantically would like to make a fervent appeal to all the leaders and concerned intellectuals of Nagas through this write-up; to come up with ideas and mechanism to treat the various syndromes of social epidemics we are exposed to as a society through the various mediums like; Churches, Educational Institution, News papers, Social media etc. We need to promote and inculcate the sense of Oneness, Belongingness and Responsibilities first and foremos if we must stand and live together as a people in this world where survival of the fittest is the popular modus operandi of the people. I therefore would like to take this opportunity to propound that, organizing a grand event called, “The Naga Unity Day” every year with an objective to promote and instill the sense of Unity amongst our Naga community/ Tribes would be of great influential and booster for our Naga community. All the Nagas around the world irrespective of geographical boundaries should observe and celebrate this Day with prayers and various programmes or activities. I strongly believed it will ultimately lead to strengthening of our Unity fabrics and arouse the spirit of nationalism. This occasion can preferably be marked or derived from any eminent historic event/ occasion of the past on which we have manifested our Unity, like the one “Naga plebiscite on May 11, 1952 in which 99.9% of Nagas voted for Naga independent”. We need to commemorate this historic event every year to revamp our movement and to reclaim our resolved to strive and live together in solidarity against odds until the end of the time. Kuknalim. Markson V Luikham, New Delhi

a Naga traditional village polity

T

he subject of empowerment of women has becoming a burning issue all over the world including we Nagas since last few years. To me the prevalent burning issue of Naga village polity versus ULB & General election, or to some extend traditional versus constitutional is merely a problem of unconvinced discourses. At the very first place, as we all are well aware of the prevalent issue we should look the matter through contextual worldview and understand the demand of a change society. Remember, there are many unaddressed and unattended issues surrounding us that are keeping us aloof from and behind other societies. I believe what made us so sensitive on the issue particularly about women’s reservation is best known to every concern individuals. In the tradition dominated by essentialism, translation has generally been regarded as a stubborn theoretical problem which defies the basic assumptions of most traditional disciplines. Our Naga village polity what I heard from oral literature was purely a rural setup polity. So do their election system different from what we practice today. For instance, Angami practiced pure democratic form of polity, every one dictated in his own rights, Ao practiced democratic setup of Putumendan system (elected on seniority), and Sümi and Konyak practice monarchical polity, hereditary system of angh and akükau etc etc. My question with this regard is, how are we man folk interpreting Article 371 a in the context of women’s reservation and general and ULB election? Is it okay if we man folk enjoys general election and ULB election against our traditional rural village polity and restrain women’s reservation in urban local bodies? Is ULB and general election a constitutional and 33% women’s reservation a traditional? How good and comfortable are we in interpreting foreign constitution and exercising our traditional life

? Is present ULB and state general election system a replicate of Naga traditional village polity? If so how strict are we maintaining it. Is empowerment provision for women in any way against Naga traditional village polity? If so how honest are we implementing its benefit? And how do we justify creamy layer quotas? Urbanization is completely a foreign habitation in nature, how practical are we enforcing traditional village polity in this new environment? Are we determining to safeguard and preserve our Naga age old traditional gender biasness under the pretext of article 371 a? And erase factors that do not affect us directly i.e., indigenous identity issue, rural settlement, primitive religion, morung institution, agricultural profession, language, traditional dietary, dress, indigenous knowledge, lifestyle, and sense of community living? Which effect is actually more endanger at higher scale? Culture is dynamic and it evolves with contextual time frame. Conservatives’ notion of static culture has to do away with time. We can no longer dwell in the past practices as a detached community from the rest of the digital world. While safeguarding and preserving our rich cultural and traditional values we should also erase those practices that are impractical, irrelevant, bias, taxing, harsh, and unethical that contradicts with Human rights and present ethos of human values and Christian principle. Therefore, let’s try to understand that the notion of women empowerment not only focuses on giving women strength and skills to rise above from their miserable situation but at the same time it also stresses on the need to educate men regarding women issues and inculcating a sense of respect and duty towards women as coworkers. Dr. Hesheto Y. Chishi, Indigenous Cultural Society, Nagaland, (hchishi@yahoo.com)

Sir,

Seeking clarification on nps from SDEO, Wokha

Our Permanent Retirement Account Number (PRAN) has been generated on way back in 2012 and we have received the PRAN Kit and every month my contribution (Employee contribution) for National Pension System (NPS) has been deducting from our salary for the past 5 years but neither employees contribution nor the employer’s contribution has been uploaded in the Central Recordkeeping Agency (CRA) transaction statement till date. As of transaction statement received on January 7, 2017, The total contribution on our pension account till Dec 31, 2016 was Rs. 0.00. The total value of our contributions as on Dec 31, 2016 was Rs. 0.00. Thus, our contributions have earned a return of Rs. 0.00 till Dec 31, 2016. Therefore, we would like to know the reason why still there is no clarification or action initiated by the concerned DDO –Sub Divisional Education Officer, Wokha, even after a lapse of 5 years? T. Mumbai launches India’s biggest public Wi-Fi network

Mumbai, Jan 9 (IANS): India’s biggest public Wi-Fi network, and among the world’s largest, went live at 500 dedicated hotspots across the city here on Monday, Chief Minister Devendra Fadnavis said. “Happy to dedicate Phase 1 of MumbaiWiFia For this instance, 500 Hotspots go live across various locations in Mumbai,” Fadnavis said in a tweet. He added that while MumbaiWiFi is India’s largest public WiFi service and one of the biggest globally and another 700 hotspots will be active by May 1 - which is celebrated as Maharashtra Day. “As committed, 1,200 WiFi hotspots will be active by May 1, 2017. We will also monitor the progress on connectivity and

speed,” Fadnavis added, after the first phase went active and became accessible to the people. During the trial period between January 2-8, around 23,000 users signed up in Mumbai and downloaded more than 2TB (TetraByte) data, which Fadnavis termed as “a major aspect of digital empowerment in the state”. The WiFi - free with unlimited usage till January 31 - is now available at the offices of Mumbai Police Commissioner, Vidhan Bhavan, KalaNagar in Bandra, Bombay High Court and other prominent public places in the city and suburbs. BJP complains to EC over Kejriwal’s comment Panaji, Jan 9 (IANS): The Bharatiya Janata Party (BJP) on Monday filed a complaint against Aam Aadmi Party (AAP) chief Arvind Kejriwal for allegedly violating the Model Code of Conduct in the state by asking voters to accept money offered by all political parties, but to vote for the AAP. The Congress in Goa also demanded an apology from Kejriwal for “insulting” the voters of the state by urging them to accept cash against their vote. “Kejriwal has insulted the voters of Goa with this comment. He must apologise,” state Congress spokesperson Trajano Da’Mello said. “Kejriwal addressed a public meeting at Sankhali, Goa, on January 8. In that meeting, he asked voters to accept cash against casting

their vote. This is a serious violation of the Model Code of Conduct and must be addressed immediately,” said a complaint filed by the BJP’s legal cell with the office of the Chief Electoral Officer here late on Monday. In all his four speeches at election rallies in Goa last weekend, Kejriwal said that people should not just accept Rs 5,000 but demand Rs 10,000 from politicians keen on offering money, and then vote for the AAP. “If the Congress or the BJP people offer money, don’t say ‘no’ to it. It is our own money, at least you are getting some of it back... But when it comes to pressing the EVM button, vote for AAP,” he said at an election rally in Sanquelim assembly constituency in North Goa.

7 Naga tribes send strong message with... (From p-1) Later, interacting with media persons, Dr. Seleyi said: “We have achieved what want and people’s voice was strong and supreme and had overcome all the obstacles”. He said APO took the responsibility to protect the people’s rights. “Today’s achievement was one of the most remarkable, as we serve the Nagas,” Dr. Seleyi added. When asked about the outcome of Sunday’s meeting with the chief minister, Dr. Seleyi said the approach of both the sides were different. “They are concerned as to how best they can protect their own chair; whereas APO’s objective is how best we can save and serve the Nagas.” On whether APO would be holding consultative meeting with other tribal hohos on the issue, Seleyi said the boycott-call

was an eye opener for all Naga tribes. Prior to this protest every tribe was prepared to oppose but that “money speaks and some could not overcome the money power”. On those who had filed nominations, he said APO hoped that they would “realize the value of unity and obedience to their own community and expressed hope that they would respect the resolutions and guidelines shared to the people”. On 33% women reservation vis-à-vis Article 371(A), Seleyi reiterated that Article 243 D, which points to reservation, had no bearing since Article 371(A) which ensures Nagas the right to protect and preserve the customary law and procedures etc. and insulates the state of Nagaland against any act passed by parliament. He said as long as

Article 371(A) was in force, no Indian law can disturb the Nagas though some people had the tendency to interpret it in their own interest. Dr. Seleyi said if anyone felt that they have been deprived of something, they should approach the people and the state government as this was the only way to resolve any issue amicably. He also opined that the reservation issue (for which SLP was filed in Supreme Court by JACWRI, could have been settled within one’s own community and kitchen. He said APO was not against women but against anything that would dilute or infringe upon Article 371(A). He said APO stood firm so that the court’s ruling should not have repercussion towards any other issue within the Naga society in the future.

Court allows conversion of old BJP, SP locked in battle over Ramayana notes seized from IS suspect

New Delhi, Jan 9 (IANS): A court here on Monday allowed Rs 2.83 lakh in demonetised notes, seized from a suspected Islamic State (IS) member by the NIA, to be converted into new currency notes. National Investigation Agency Special Court Judge Amar Nath directed Chief Investigating Officer to exchange the scrapped old currency notes with the new notes with certain conditions. Suspected IS activist Syed Mujahid’s counsel M.S. Khan moved the plea before the special court seeking release

of Rs 2.83 lakh in cash, which was recovered by the NIA during investigation. Advocate Khan told the court that the amount was the business proceeds as well as the savings of the parents of the accused, which was earned through legitimate sources. He, therefore, requested the court to allow conversion of the amount into the new currency notes to avoid the money going a waste as scraps of paper. The NIA did not oppose the plea and requested the court to keep the photocopy or scanned copies

of the old currency notes on record before depositing the money in the treasury account maintained by the probe agency. “I allow this application with the direction to the Chief Investigating officer to keep the amount in the shape of Fixed Deposit Receipt (FDR) in the name of the court after changing the same from old currency to new currency in the wake of demonetisation initially for the period of one year, which shall be extended automatically on attaining maturity till further orders of the court,” the judge said.

NEW DELHI, JAN 9 (Agencies): Ayodhya is turning into a battlefield of sorts again as UP moves closer to polls, this time over who does more for Lord Ram. While the BJP government at the Centre last year announced setting up of a Ramayana museum in the holy town and sanctioned Rs 151 crore for a Ramayana circuit that will include the museum, Akhilesh Yadav’s SP government in the state has now announced a Rs 20-crore facility, bhajansthal, to promote preaching of the Ramayana. And, in the game of one-upmanship for the Hindu votes, no one is leaving the chance to belittle the effort of the other. For now, the SP has accused the Centre of announcing the museum project without even procuring land for it. “Unki baatein saari hawa mein hai (They are speaking in the air). They have not approached the state government with any plan or land proposal,” UP minister

for forests and the Ayodhya MLA, Pavan Pandey, told ET. “Where will the Ramayana museum come up? They cannot build it in the air. First of all they have to tell us what is their budget for the museum, or which department will initiate it.” The Ramleela Park or bhajansthal that the SP government has announced will mainly have a hall filled with pictures depicting scenes from the Ramayana and there will be recitals from the epic all day, he said. The state government has also approved a proposal to have pictures of Ram and Hanuman painted along the entire stretch of the Saryu River in Ayodhya. “We are also planting neem, peepul and parijat trees along Saryu to give the town that ancient feel,” Pandey said. “Apart from bhajans and kirtans, the bhajansthal that will have a seating capacity of 5,000 people and will also host Ramkatha pracharaks and traditional story tellers.”

This is sur prising, said the report, as “CSO had access to some postdemonetisation data for banking, it chose to stick to data till October. The Central Statistics Office (CSO) last Friday projected India’s GDP growth to slow down to 7.1 per cent, from 7.6 per cent in 2015-16 even without taking into account of demonetisation impact. Traders were also worried that cash crunch arising out of demonetisation is expected to paralyse economic activity in the short-term and likely to pull down growth. Meanwhile, Finance Minister Arun Jaitley today said both direct and indirect tax collections have shown robust increase during the April-December period, indicating uptick in economic activity including manufacturing, dismissing concerns of slowdown due to demonetisation. Mumbai, Jan 9 (PTI): Foreign brokerage HSBC today projected sharply lower growth numbers for the year at 6.3 per cent, way lower than the official CSO estimate of 7.1 per cent for 2016-17. The Central Statistical Organisation (CSO) had over the weekend released GDP estimates wherein it had pegged growth at 7.1 per cent for 2016-17, lower than 7.6 per cent in the previous fiscal year. The CSO said it did not calculate the impact of the note ban on economic growth. Mumbai, Jan 9 (PTI): The rupee today tumbled by over 25 paise to close at 68.21 against the US dollar on renewed worries over fall in the country’s economic growth coupled with concerns regarding quarterly earnings due from this week. Besides, Fed rate hike speculation triggered by stellar jobs report and also frantic dollar demand from importers and corporates added pressure on the local currency. All stakeholders are discussing who will bear these, he said. Pradhan said the Reserve Bank of India has come out with a circular on the amount of MDR to be charged for transactions below Rs 1,000, those between Rs 1,000 and Rs 2,000 and those above Rs 2,000. Asked if petrol pumps will continue to accept card payments after January 13, he said, “They will accept cards. I want to assure the people of the country who want to do digital transactions in petrol pumps, they will continue to do so.”

Pradhan said the government stands by its decision that customers using non-cash digital modes of payments will not have to pay any transaction charge. Also, the 0.75% discount on fuel rate for using digital payments will continue. “Banks and oil marketing companies (OMCs) are discussing the issue. In the coming days a mechanism will be worked out under which customers or petrol pump owners will not bear the cost,” he said. Pradhan said the government had in February last year issued a circular saying customers will not have to bear the MDR charges on digital transactions so as to help the country move towards digital transaction and less cash economy.

Report by the RBI had said the gross non-performing advances ratio increased to 9.1 per cent from 7.8 per cent between March and September 2016, pushing the overall stressed advances ratio to 12.3 per cent from 11.5 per cent. Moody’s said given the magnitude of stressed assets in the system, it expects the banks to increase their focus on resolving some of the large problem accounts. “We expect an increased pace of debt restructuring under various schemes offered by RBI, including the scheme for sustainable structuring of stressed assets (S4A), strategic debt restructuring (SDR) and the 5:25 scheme,” the report said. “Nevertheless, weak reserving levels and continued pressure on profitability will limit the ability of the banks to proactively resolve problem assets under these schemes,” Anbarasu said. Icra said a muted level of credit off-take -- on the back of weak demand, increasing competition and greater disintermediation -- will continue to exert downward pressure on lending rates.

NEW DELHI, Jan 9 (PTI): Credit and debit cards will continue to be accepted at petrol pumps even after January 13 without customers having to pay transaction charges, the government said on Monday. Banks and oil companies are in discussions as to who should bear these charges, it said a day after averting a crisis that would have hit millions of people as oil pump owners threatened to stop taking card payments. “Merchant Discount Rate (MDR) charges will be levied as per RBI guidelines but who will take the hit? Banks, oil marketing companies are discussing,” Petroleum Minister Dharmendra Pradhan told reporters after meeting Finance Minister Arun Jaitley on the issue. “We had assured yesterday also that since retail outlets, petrol pump owners work as commission agents, we will not pass on the cost to them,” he said. Petrol pump operators had yesterday threatened to stop accepting card payments after banks said the transaction charges of up to 1% will have to be borne by them. The crisis was averted

further deterioration in key credit metrics such as debt/ equity and interest coverage ratios has been arrested,” the report said. As per Karthik Srinivasan, a senior vice-president at Icra, “while bank profitability is not expected to be as weak as the levels seen in the financial year 2015-16, the weakness in asset quality will continue to drag on profitability indicators, with return on equity remaining in the single digits for the financial years 201617 and 2017-18.” Anbarasu said the pace of asset quality deterioration over the next 12-18 months should be lower than what was seen over the last five years, and especially compared to the financial year 2015-16. She considers the Reserve Bank’s asset quality review in December 2015 as an important catalyst in pushing banks to recognise some large accounts as being impaired. “We now estimate the ‘true’ level of impaired loans for Indian banks to be around 1-1.5 percentage points higher than the latest reported numbers,” Anbarasu said. The latest Financial Stability

tral excise has shown a 43 per cent increase, service tax 23.9 per cent increase and customs duty has increased by 4.1 per cent,” he added. Direct and indirect taxes for the first three quarters of current fiscal has moved up significantly, he said. Jatiley said the demonetised notes had no role to play in the tax collections for December as people were allowed to pay taxes in the spiked currency only in November. “In December, payment of taxes in old notes was not allowed.” Jaitley said over 99 per cent central taxes were paid by digital mode. Compared to November, the indirect tax collection in December had seen a growth of 12.8 per cent. As compared to December 2015, the customs declined by 6.3 per cent in this December because gold imports during the period crashed, he added. “However, central excise, related to manufacturing, has increased by 31.6 per cent in December when compared to the same month last fiscal. Service tax during the month increased 12.4 per cent.”

Mumbai, Jan 9 (PTI): Weak asset quality will continue to plague credit profile of banks, with their profitability remaining under pressure till the next fiscal, says a report. “Asset quality will remain a negative driver of the credit profiles of most rated banks in the country and the stock of impaired loans. Non-performing loans and standard restructured loans will still rise during the horizon of our outlook that lasts till the next financial year,” Alka Anbarasu, a vice-president and senior analyst at Moody’s, said in a report today. The report is jointly penned by Moody’s and its domestic arm Icra Ratings. The report said the pressure on asset quality largely reflects the system’s legacy problems, as relating to the strong credit growth seen in 2009-12, when corporate investments rose significantly. It, however, said aside from the legacy issues, the underlying asset trend for banks will be stable because of a generally supportive operating environment. “While corporate balance sheets stay weak, a

Aleppo bombing was justified: Bashar al-Assad

Paris, Jan 9 (Agencies): Syrian President Bashar al-Assad has said the bombing of eastern Aleppo, which his forces recaptured from rebels last month, was justified. “This is the price sometimes, but at the end, the people are liberated from the terrorists,” he told French media. The UN says air strikes by the government and its allies on a civilian-packed area in the battle’s final stages were probably a war crime. Russia has joined Syria’s strikes on anti-government rebels since 2015. Alongside Turkey, Moscow helped to negotiate a fragile ceasefire in Syria that is largely holding, despite claims of violations from both sides of the conflict. Both countries and Iran are now pushing for peace talks to be held later this month in the capital of Kazakhstan, Astana. An estimated 21,500 civilians have been killed in Aleppo since the battle there began about five years ago, according to the UK-based Syrian Observatory for Hu-

Bashar al-Assad

man Rights. In comments to French media that were published by Syrian state news agency Sana, President Assad described the devastation of eastern Aleppo and killing of civilians as “painful for us as Syrians to see”, adding: “Every war is bad.” But, he added, “is it better to leave [civilians] under their [rebels’] supervision, under their oppression, by beheading, by killing?” Thousands of civilians trapped in just a handful of rebel-held districts faced intense bombardment as government troops advanced through the city. The rebels eventually surrendered it

three weeks ago as part of a deal to allow civilians and rebels to travel to other rebelheld areas in northern Syria. The loss of eastern Aleppo is considered the biggest blow to the rebels in nearly six years of civil war. “It’s a tipping point in the course of the war and it is on the way to victory,” President Assad said. Touching on the proposed talks in Astana, for which no date has been set, President Assad said his government was ready to negotiate on “everything”. “Who will be there from the other side? We do not yet know. Will it be a real Syrian opposition?” President Assad said, dismissing rebel groups backed by Saudi Arabia, France and the UK. It is not yet clear who will represent the opposition. Syrian says the ceasefire currently in place excludes so-called Islamic State (IS) and rival jihadist group Jabhat Fateh alSham, as well as the Syrian Kurdish Popular Protection Units (YPG) militia - though rebels dispute this.

international Pope urges clerics to stop misusing God’s name Vatican City, Jan 9 (IANS): In a speech that urged the pursuit of peace in the New Year, Pope Francis on Monday called upon religious leaders around the world to reject killing in the name of God. The pontiff made the declarations in his annual address to the diplomatic corps accredited to the Holy See -- ecclesiastical jurisdiction of the Catholic Church in Rome, Efe news reported. “We are dealing with a homicidal madness which misuses God’s name in order to disseminate death in an attempt to affirm domination and power,” the Pope said. “I appeal to all religious authorities to join in reaffirming unequivocally that one can never kill in God’s name,” he added. The pontiff said that religion was still being used as a tool for marginalisation and violence. Pope Francis went on to list examples of nations spanning four continents that suffered at the hands of religiously motivated attacks in 2016.

thorough sanctions and pressure by the international community,” South Korean Defense Ministry spokesman Moon Sanggyun said. Strict international sanctions have so far failed to prevent Pyongyang from developing its nuclear program. In the Sunday statement, the country’s foreign ministry alluded to those sanctions and said US officials “spout rubbish” when they assume Obama’s policies will be maintained in future. “Anyone who wants to deal with (North Korea) would be well advised to secure a new way of thinking after having clear understanding of it,” the statement said. IS ideology has reached Philippines, says Duterte Manila, Jan 9 (IANS): The brutal and violent ideology of the Islamic State militant group has reached the Philippines, President Rodrigo Duterte said on Monday. “The IS ideology is here to stay,” Xinhua news agency quoted Duterte as saying. He said terrorist groups are using illegal drugs to fund their organisations on Mindanao island in southern Philippines. Philippine national police chief Ronald dela Rosa told the media on Monday that security forces were monitoring the possible presence of five to 10 foreign terrorists in the

country. He said the authorities have received information that foreign terrorists were training in the Philippines before their deployment in Syria. Dela Rosa said a foreign man and his wife were killed in a police operation in Mindanao on Saturday. Abu Naila, the slain suspect, was a Sudanese national and member of jihadist group Ansar AlKhilafa.

professor of international studies at Yonsei University said the statement was “definitely a message to the Trump transition team to say don’t go down this dead end (of sanctions).” Fo l l ow i n g P yo n g yang’s apparent nuke threat in Kim’s new year’s speech, Trump tweeted that “North Korea just stated that it is in the final stages of developing a nuclear weapon capable of reaching parts of the US. It won’t happen!” Trump adviser Kellyanne Conway was later asked on “Good Morning America” what the President-elect intended to do to stop North Korea’s nukes. “He’s not stated that publicly, and he won’t before he’s inaugurated,” Conway said.

Analysts have said that Trump, through his own pronouncements and the failure of the Obama administration to prevent North Korea from developing its nuclear arsenal, is left with few options. Since six-party talks broke down in 2009, North Korea has claimed to have conducted four successful nuclear tests, strengthening its hand in any future negotiations. “There’s no question signaling is going on,” Delury said. “(The North Koreans) are trying to create some space for Trump to reverse the Obama policy and talk with them in a serious way.” Bruce Bennett, a senior defense analyst at the Rand Corporation, told CNN last week that despite North Korea’s apparent progress on a warhead, it doesn’t yet have good enough missile and rocket technology to deliver a nuke. The US has been working with South Korea to deploy the Terminal High Altitude Area Defense system (THAAD) in that country, but the future of the program is in doubt under a Trump administration.

China concerned over N Korea’s missile threat

Beijing, Jan 9 (IANS): A day after North Korea threatened to launch a nuclear missile “anytime and anywhere”, a “concerned” China on Monday urged the relevant parties not to aggravate tensions on the Korean Peninsula. “We have noticed relevant reports,” China’s Foreign Ministry spokesperson Lu Kang was quoted as saying by Xinhua news agency. Lu said the United Nations Security Council resolutions are clear about North’s testing activities in utilising inter-continental ballistic missile (ICBM) technologies. He said that in light of the current complex and sensitive situation, China urges relevant parties not to take action that could aggravate tensions. China will pay close attention to developments in the region and make efforts to maintain its peace and stability, Lu said.

Nicosia, Jan 9 (Agencies): The leaders of Cyprus are meeting in Geneva for UN-led talks, with optimism that they can reach a settlement to end decades of division. The UN envoy in Geneva said Greek Cypriot leader Nicos Anastasiades and his Turkish Cypriot counterpart Mustafa Akinci “really want to make this work”. Previous attempts at reunifying the island have failed. The aim is to create some kind of united but federal Cyprus where power is shared between the two communities. Cyprus has been split since Turkish troops invaded in 1974, following an Athens-inspired coup by Greek Cypriots seeking union with Greece. The northern third of the island is inhabited by Turkish Cypriots and the southern two-thirds by Greek Cypriots. Both leaders, said by diplomats to be genuinely committed to achieving a deal, acknowledge that there are key issues that still need to be thrashed out. But if they make progress, leaders from the three countries that currently guarantee Cyprus’s security - Britain, Greece and Turkey - will join the talks. New UN SecretaryGeneral Antonio Guterres, who has spoken of an “historic opportunity” for a breakthrough, will also be Geneva. UN envoy Espen Barth Eide said the two leaders still had some obstacles, but had “demonstrated a degree of will and leadership that we haven’t seen for a very, very long time in Cyprus.

Chinese diplomats not to meet Tsai but stated: “We will continue to meet with anyone, including the Taiwanese, as we see fit.” Tsai will also stop in San Francisco on her way back from Central America. Beijing regards Taiwan, which has governed itself for decades, as part of China. It insists that countries with whom it has diplomatic ties do not recognise Taiwan under its one-China policy. The US recognises Beijing, but is also Taiwan’s most important ally and provides Taiwan with sufficient weaponry to defend itself. Trump’s phone call raised concern in Beijing that he planned to deviate from the policy.

Pyongyang, Jan 9 (Agencies): North Korea says it could launch an intercontinental ballistic missile “at any time,” even as Pyongyang appeared to offer Donald Trump an avenue for future talks. Tensions on the Korean peninsula have risen considerably since leader Kim Jong Un said in his new year’s message that the country was close to testing an intercontinental ballistic missile (ICBM) capable of delivering a nuclear weapon to the US mainland. In a statement Sunday, a spokesman from North Korea’s foreign minister said “the U.S. is wholly to blame” for the development of its missile program. Speaking to NBC’s Meet the Press Sunday, Defense Secretary Ash Carter called it a “serious threat” and said the US would shoot down any missile aimed at it or an ally. China and South Korea on Monday denounced the North Korea missile threat, and warned that a test could lead to further sanctions. “If North Korea disregards our warning and launches an ICBM, it will face more powerful and

Tsai-Ing-Wen directly to a Taiwanese leader for decades. In an editorial the Global Times, a state-run tabloid, said Beijing need not feel “grateful” to Trump for not meeting Tsai, because the one-China policy was the foundation of SinoUS ties.

“Sticking to this principle is not a capricious request by China upon US presidents, but an obligation of US presidents to maintain China-US relations... There is no room for bargaining.” ‘See fit’ Tsai’s stopover came as she headed to diplomatic allies Honduras, Nicaragua, Guatemala and El Salvador. In a statement Sen Cruz, a senior lawmaker who ran against Trump for the Republican nomination, said the two discussed “arms sales, diplomatic exchanges, and economic relations”. He said lawmakers in Houston had been asked by

Tsai Ing-wen met Texas Senator Ted Cruz and Governor Greg Abbott during her stopover en route to Central America. But a spokeswoman for President-elect Donald Trump said on Saturday neither he nor his team would meet Tsai. China reacted angrily when Trump spoke to Tsai by telephone late last year, in a major break from the past. No US president or president-elect had spoken

La La Land sweeps Golden Globes 2017

H

ollywood musical La La Land has broken the record for the most Golden Globe Awards, winning seven prizes. It won every award it was nominated for - including best musical or comedy film, best director, screenplay, score and song. Its stars Emma Stone and Ryan Gosling also won in the acting categories. The Globes are seen as pointers to the Oscars. Moonlight was named best drama film, while Casey Affleck and Isabelle Huppert won other acting prizes. British actors also enjoyed a golden night in the TV categories, with prizes for The Night Manager and The Crown. Affleck was named best actor in a film drama for his role in Manchester By The

Sea and French star Huppert was the surprise winner of the award for best film drama actress. Her performance in thriller Elle - which was also named best foreign language film - beat contenders including Natalie Portman, who had been considered the favourite for playing Jackie Kennedy in Jackie. Viola Davis was named best supporting film actress for playing a woman in 1950s Pittsburgh in Fences - a role she first played on Broadway six years ago. The movie is an adaptation of the August Wilson play, which explores race relations in post-war America. Accepting the award, Davis said: “It’s not every day that Hollywood thinks of translating a play to screen - it doesn’t

scream ‘moneymaker’. But it does scream art, and it does scream heart.” In a surprise result, British actor Aaron Taylor-Johnson was named best supporting actor for his role in Nocturnal Animals - a prize that had been widely expected to go to Mahershala Ali for Moonlight. Zootopia was named best animated feature film at Sunday’s ceremony, which was hosted by Jimmy Fallon. The comedian’s opening monologue was less risque than those of some of his predecessors, but he still found time to make light of the divisive year in US politics. The talk show host joked that the Golden Globes ceremony was “one of the few places left where

to Donald Trump beating Hillary Clinton in the recent US election despite getting fewer votes overall. He also described griefstricken film Manchester By The Sea as “the only thing more depressing than 2016”. The ceremony featured several references to Mr Trump - not least when Meryl Streep launched an attack on the US Presidentelect while accepting the Cecil B Demille award for outstanding contribution to entertainment. Streep referred to Trump’s mocking of a disabled reporter and said: “Disrespect invites disrespect, violence incites violence. And when the powerful use their position to bully others we all lose.” There were several British triumphs in the television categories, including wins for Tom Hiddleston, Hugh Laurie and Olivia Colman for The Night Manager. Claire Foy also won best actress in a television series for her portrayal of Queen Elizabeth II in Netflix’s The Crown. The Golden Globe Awards, which are run by the Hollywood Foreign Press Association, honour the best in TV and film from the past year.

T

housands of David Bowie fans gathered in London for a charity concert on what would have been his 70th birthday. Stars including Simon Le Bon, Tony Hadley and La Roux were among the performers at the event which came just ahead of the first anniversary of Bowie’s death. Actor Gary Oldman, a close friend of Bowie, sang the first song. The three-hour show in Brixton, Bowie’s birthplace, included performances of hits such as Let’s Dance and Changes. Spandau Ballet’s Tony Hadley and Def Leppard’s Joe Elliott were also among the performers. Musicians who played with Bowie including keyboardist Mike Garson and guitarist Earl Slick also took part. Bowie died on 10 January last year. While the concert was taking place, Bowie’s son, filmmaker Duncan Jones, tweeted pictures of his father, writing: “Happy birthday (grand)dad. We love you. Goodnight.” Other songs featured included Ashes to Ashes, All the Young Dudes, Life on Mars, Rebel Rebel, The Man who Sold the World, Suffragette City, Starman and Space Oddity.

Aamir Khan’s ‘Dangal’ becomes the highest grossing Bollywood film

W

ith ‘Dangal’ registering a collection of Rs 345.3 crore, Bollywood star Aamir Khan has created a new record for the highest Hindi grosser, beating the business of his own movie ‘pk’. The film’s makers are overwhelmed. The spor ts drama film, directed by Nitesh Tiwari, took a leaf out of wrestler Mahavir Singh Phogat’s real life. ‘Dangal’, which released on December 23 last year, collected Rs 14.33 crore on January 8, taking the cumulative total to Rs 345.3 crore (net India box office), read a statement issued on behalf of the makers. Amrita Pandey, Vice President, Studios, Disney India, said: “’Dangal’ is an extremely special film for us at Disney, Aamir Khan and the entire cast and crew of the film. This is our ninth film with Aamir Khan, and with ‘Dangal’ we’ve broken our own record of ‘pk’. Aamir has set new benchmarks with each of his movies.”

‘Dangal’ has been lauded by the audiences for its powerful portrayal of the story of Phogat, who, much to the disapproval of his wife and his whole village, trained his daughters Geeta and Babita to wrestle. Christmas has turned out to be lucky for Aamir since the past few years. Even ‘pk’, ‘Dhoom: 3’ and ‘3 Idiots’ released around the festival and their success gave the actor more reasons to celebrate. Also read: Here’s why former wrestling coach PR Sondhi hates Aamir Khan’s ‘Dangal’ According to Pandey,

“’Dangal’ is breaking and setting new distribution circuit benchmarks all over India, in centres in key south markets, in Delhi, Uttar Pradesh, Punjab, Rajasthan and Central India. Even in key international markets like North America and Australia, ‘Dangal’ is setting new benchmarks.” “In fact, in North America, the movie is set to be the highest grossing foreign language movie for 2016. ‘Dangal’ is also the highest performing Hindi movie dubbed in Tamil language, beating the previous record of ‘The Jungle Book’.”

oul singer Ray BLK has topped the BBC’s Sound Of 2017 list, which aims to predict the most exciting new music for the year ahead. It is the first time an unsigned artist has won the honour - which has previously gone to Adele and Sam Smith. “I can’t believe this is happening,” said the 23-year-old, from south London. “It’s all just so ridiculous!” Four of the top five Sound of 2017 acts are black British women, reflecting a rise of female talent in grime and R&B. Ray said she wanted her music to “empower women to live life as they want”. “There are so many societal pressures on women, on how we should behave, and they’re all based on male privilege.” The Sound of 2017 list was chosen by a panel of 170 DJs, critics and festival bookers. Among them was Jamal Edwards, whose SB:TV YouTube channel has helped launch the careers of Dizzee Rascal, Stormzy and Ed Sheeran. He said he was “blown away” when he saw Ray BLK perform at one of his club nights last year.

Messi’s late goal earns Barca a draw

Lionel Messi celebrates after scoring with his teammate Luis Suarez during the Spanish La Liga soccer match.

M a d r i d, J a n 9 (Agencies): Barcelona are now five points behind Real Madrid in the La Liga title race, having played a game more, after they drew 1-1 with Villarreal. They had looked set to resume their league campaign following the winter break with a defeat after Nicola Sansone put the hosts in front five minutes after half time. But a sublime free kick from Lionel Messi, as the game crept into stoppage time, salvaged a deserved point for Luis Enrique’s side in his 150th game in charge. Barca remain in third, a point behind second-placed Sevilla, while Villarreal stay fifth, just one point adrift of Atletico Madrid. Barcelona had the bulk of possession in the first half and registered the first shot on goal when Andres Iniesta’s firm effort was on target but straight at

Villarreal goalkeeper Sergio Asenjo. It was Villarreal, however, who made the better openings and they were often more incisive as they showed good invention coming forward. After Neymar was also denied for the visitors, Alexandre Pato did well on the left to find Jonathan dos Santos but he lifted his volley just over the bar. Suddenly Barca were under pressure and it took good lunging tackles from Lucas Digne and Sergio Busquets to keep the score blank. They tried to respond but Andre Gomes shot over from long range, Neymar went closer from a similar distance and was then kept out from much closer in. Just before the break, Messi saw a header tipped over and the unusually quiet Luis Suarez was denied when he shot straight at Asenjo. Barcelona paid for those misses five minutes

after the restart when they gave away possession on the edge of Villarreal’s box and were punished in ruthless fashion. Pato collected on the halfway line and played a pass which took out three men, allowing Sansone to stroke the ball across MarcAndre ter Stegen and in off the far post. Barcelona should have been level almost instantly as Messi took a quick free kick to Neymar, but he finished like a man who is now without a goal in his last 11 games. N e ve r t h e l e s s, t h e visitors laid siege to their opponents’ goal and were denied a penalty when Neymar took a tumble. Moments later, another spot kick claim was waved away and this time it looked concrete home captain Bruno tumbled and clearly deflected Messi’s shot over with an intentional hand. O n c e m o r e, t h e apparent injustice continued for Barcelona as Bruno once more handled - this time less obviously - and Barca’s fury was clear as the stopper was given a foul instead. Just when it seemed time was ebbing away, Barcelona were thrown a lifeline as they won a free kick 25 yards from goal. Fr o m t h a t , M e s s i delivered in truly devastating style as he curled in with his left foot off the underside of the bar. Although Villarreal then had Juame Costa sent off for a second booking, there was no time for a winner from either side - and Barcelona’s bid for the title is now a little harder.

Konta included in GB Fed Cup squad Lo n d o n, Ja n 9 ( Ag e n c i e s ) : A n n e Keothavong has named Johanna Konta, Heather Watson and Laura Robson in her first Fed Cup squad as Great Britain captain. Jocelyn Rae is the four th member of Keothavong’s first squad, with the Lawn Tennis Association leaving their options open for the final slot. Keothavong took over from Judy Murray as Fed Cup captain in December, and backed high-flying Konta, who broke into the world’s top 10 last year, as a real threat.

Lopez survives scare in Auckland AUC K L AND, Ja n 9 (Agencies): Spanish veteran Feliciano Lopez scraped through the opening round of the ATP Auckland Classic on Monday after a scare from local wildcard Michael Venus. Lopez, seeded sixth, came from behind to grind out a 3-6, 6-4, 6-3 win over New Zealander Venus, a doubles specialist rated number 1,035 in the singles rankings. Dutchman Robin Haase overcame local hope Finn Tearney 6-4, 7-5 but the world number 58 was also unconvincing. He fell behind 3-0 in both sets and acknowledged it was only his superior experience in pressure situations that got him through. D av i d Fe r r e r a n d defending champion Roberto Bautista Agut, will play in the second round on Wednesday.

London, Jan 9 (Agencies): Joe Root is due to be available for the start of England’s one-day international series against India after the birth of his son. The batsman delayed his departure to be with his partner Carrie for the birth of their first child, which arrived on Saturday morning, but will not be taking an extended paternity leave. Instead, it is understood Root will be joining his team-mates in Mumbai on Thursday and is set to play in Sunday’s first ODI in Pune, which is live on Sky Sports. Yorkshireman Root scored 491 runs in the Test tour of India at the end of last year which saw Alastair Cook’s side suffer a comprehensive 4-0 defeat. The series loss led to calls for Root to replace Cook as captain in the Test format. However, England coach Paul Farbrace says the team are in favour of Cook staying on. Last month he said: “When you lose a series 4-0, of course people will talk about the leadership. “We all know that. We would all, at the end of this series, be having a think about what we can do better, what we have learned from this series, and what we need to do to make this team win. “But there’s nobody looking round the dressing room thinking, ‘Oh, I wonder who’s in charge?’. It’s very clear who’s in charge, and that hasn’t changed.” K Y M C

“In Johanna Konta we are lucky to have a player who is at the very top of the game right now, and she will make a formidable opponent for any player,” said Keothavong. “Along with Jo we have fantastic experience in Heather and Laura, with nearly 40 Fed Cup rubbers between them, and Joss Rae gives us a strong doubles option.” Great Britain will add one more player to their team on February 7, the day before starting their three-day Europe/Africa Group 1 tie in Tallinn. “There are some great

personalities in this line up and a robust team spirit will be key to supporting us through this tricky format,” Keothavong added. “ We a r e n o t underestimating the challenge in front of us, there are strong nations in this group, and our ambition has to be to progress and take this team where it belongs, into the World Group.” The draw for the Europe/Africa Zone Group 1 round-robin takes place on January 16, with matches held from February 8 to 10. Pool winners will then

contest promotion playoffs on February 11, with victorious nations then progressing to World Group II play-offs in April.

Ex Real defender Carvalho joins Shanghai SIPG Beijing, Jan 9 (IANS): The Shanghai SIPG Football Club confirmed on Monday the signing of veteran Portuguese defender and former Real Madrid player Ricardo Carvalho. The 38-year-old, who was part of the winning team at the UEFA European Championship last year, has played 89 matches and scored five goals for Portugal, reports Efe. Spain’s Real Madrid for three years and France’s Monaco for another three. He was left without a team after Monaco decided against renewing his contract last summer. Rumours of his new association with SIPG emerged when a photo of him training with the club surfaced recently, but the club was yet to confirm the signing until now. Chelsea, Spurs advance in FA Cup

Willia celebrates scoring his side’s third goal with a little dance routine alongside Zouma much to Batshuayi’s amusement.

LO N D O N, Ja n 9 (Agencies): Premier League leaders Chelsea had captain John Terry sent off as they cruised into the FA Cup fourth round with a 4-1 victory over Peterborough United on Sunday. Terry, handed a rare start, saw red for a lastman foul on Lee Angol at Stamford Bridge, but Chelsea progressed thanks to a Pedro Rodriguez brace and goals from Michy Batshuayi and Willian. Things were not so straightforward for Liverpool, who face a replay at fourth-tier Plymouth Argyle after a second-string team were held to a 0-0

draw at Anfield. Chelsea manager Antonio Conte made nine changes, Terry handed a first start since October and Kurt Zouma making his first appearance since last February following a serious knee injury. Chelsea’s 13-game winning run was ended by Tottenham Hotspur on Wednesday and they were under the cosh in the early stages, with Angol and Ryan Tafazolli going close for third-tier Peterborough. But Pedro put the hosts in front in the 18th minute, stepping inside a sliding challenge and curling home after Nathaniel Chalobah’s

shot was parried by Luke McGee. After Pedro hit the bar, Batshuayi and Willian scored neatly constructed goals either side of halftime to put Chelsea in control. Terry’s 67th-minute dismissal for upending Angol gave Peterborough hope, but despite Tom Nichol reducing the arrears three minutes later, Pedro’s second goal made the game safe. M e a n w h i l e, B e n Davies and Son HeungMin spared Tottenham Hotspur’s blushes with two late goals in the 2-0 win over Aston Villa. Mauricio Pochettino

made nine changes from the team that ended Chelsea’s 14-match winning run on Wednesday and his standins struggled, until the 71st minute when Davies headed home his first goal in Tottenham’s colours. Son put the result beyond doubt with 10 minutes to play after Pochettino had brought on Dele Alli earlier in the second half to inject some life into his side. Alli, who scored twice against Chelsea, certainly made a difference, along with 21-year-old winger Georges-Kevin Nkoudou, who came off the bench to set up Davies’ opener. Also, Middlesbrough booked their place in the next round with a 3-0 victor y over Sheffield Wednesday. Grant Leadbitter opened the scoring for the hosts in the 58th minute, sending an excellent free kick into the bottom corner. Boro were reduced to 10 men just a minute later when Daniel Ayala was shown a red card for a challenge on Fernando Forestieri, but Alvaro Negredo made sure of their spot in the fourth round when he charged down Joe Wildsmith to force the ball into the back of the net, with Marten de Roon scoring a third in injury time.

Gay players could come out together: FA chairman

IAAF ready to discuss scrapping of tainted world records

M o s c o w, J a n 9 (IANS): The International Association of Athletics Federations (IAAF) is ready to discuss with the International Sports Press Association (AIPS) its proposal to scrap the world records list, as some of athletes may have achieved records not legitimately. AIPS President Gianni Merlo wrote a letter to IAAF President Sebastian Coe on January 3, calling on him to “close the world record books in athletics and open new ones” as the sports world was currently witnessing “many Olympic champions being stripped of their medals, their records”, reports Sputnik. On Sunday, the AIPS published on its website a response from the IAAF. “As to the proposal to scrap the world records list which is the core of your letter, we understand the frustrations, ‘the doubts of the past’ which you outline. We know that systems have in the past produced athletes that have probably n o t a c h i eve d r e c o r d s legitimately -- That said we welcome the debate,” the IAAF said. The proposal to scrap world records list came as a result of the recent doping scandals and launch by the IAAF of an online portal for reporting suspicions of doping.

get to a representative set of gay top level footballers because some of them are happy with their sexuality and just don’t want anyone to know,” he added. “I don’t want to be part of a process that says ‘you’ve got to come out’. That’s not right.” Very few soccer players have come out during their active careers due mainly to the fear of a negative reaction from coaches, team mates and fans. Britain’s most famous case was that of former Norwich City striker Justin Fashanu, who committed suicide eight years after coming out in a tabloid newspaper in 1990. Clarke also said English soccer was “systematically biased against black people unintentionally” when it

came to management. “It would be wonderful to see a black England manager. It would put us forward 20 years,” he added. Clarke remained optimistic about introducing a winter break into the Premier League to help England’s international chances, although a break of the length required would be difficult. “You can get to two weeks by getting rid of a few replays, moving a few things to midweek, but medical stats show two weeks is not enough,” he said. “It has to be three or four weeks to make a difference. “That knocks a hell of a hole in the season...I think we can win a tournament without a winter break.”

Afghan cricketer Zadran attacked by gunmen: Reports

Indian U-17 football team beaten 0-8 in Russia

LO N D O N, Ja n 9 (Agencies): The chairman of the English FA says he has spoken to gay players about providing more support and helping them to come out as a group. “I put the message out there that if a number of toplevel pros want to come out, why don’t we synchronise it, so one person doesn’t have to come out on their own,”

Mesut Ozil

BERLIN, Jan 9 (Agencies): Arsenal’s Ger man inter national Mesut Ozil says he is waiting to learn the fate of manager Arsene Wenger before agreeing to sign a new contract with the London club. Wenger’s contract at Arsenal expires at the end of the season and Ozil’s decision hinges on whether it is renewed or not, he told German football magazine Kicker. “The club know that I am here above all because of Arsene Wenger, who came to get me and who has placed his trust in me. The club also know that I want to have clarity first of all about what the manager is going to do,” he said.

Ozil’s contract has 18 months left to run and he said he is ready to re-sign, depending on Wenger’s fate. “I am ver y happy playing for Arsenal and I feel very very good here. I told the club I am ready to sign extend my contract. The supporters want me here. So now it is up to the club.” Arsenal, fifth in the table behind leaders Chelsea, are still in with a chance of winning the title, he insisted. “A year ago at this stage we were top and many people thought we would be champions. Now Chelsea are in that position ... But I am convinced we can still achieve our goal of being top,” he said. Ozil, 28, who has been out because of ill health for the last three Arsenal games, said the absence of a winter break in English football meant Premier League players never recovered the sharpness they had at the start of the season. “No Premier League player can claim he is as sharp as at the start of the season,” he said. “As a player you need a break, not only physically but mentally too.”

Kabul, Jan 9 (IANS): Afghanistan cricketer S h a p o o r Z a d r a n wa s reportedly attacked by a group of unidentified gunmen, who opened fire at the vehicle he was travelling in along with his brother. Nobody was hurt in the incident, that happened here on Saturday night. Zadran was heading to his residence when the attack took place, according to a report in the Pakistani daily Dawn. The assailants reportedly escaped. Though the motive of the attack and the identity of the attackers remained unclear, it brought back memories of the attack witnessed in Pakistan in 2009 when terrorists attacked the team bus of the visiting Sri Lankan team. According to Khaama Press, the Afghanistan News agency which broke the news, it is not the first instance where an assassination attempt has been carried out against Zadran. A left-arm fast bowler, Zadran is one of Afghanistan’s most established cricketers on the international circuit.

St. Petersburg, Jan 9 (IANS): The Indian U-17 football team were thrashed 0-8 by Russia in a group match of the Valentin Granatkin Memorial Cup. The margin could have been much worse for India had Russia not missed a penalty just before the halftime on Sunday. The hosts led 5-0 at the interval. The first goal came as early as the second minute. India

Caroline Wozniacki

S Y D N E Y, J a n 9 (Agencies): Slovakia’s world number six Dominika Cibulkova dropped just two games in blistering heat to win her opening match at the Sydney International on Monday. The diminutive Cibulkova, who upset world number one Angelique Kerber to win the WTA finals in Singapore last October, swept past Germany’s world number 31 Laura Siegemund 6-2, 6-0. Cibulkova, who lost to China’s Li Na in the 2014 Australian Open final, will next play Canadian wild card Eugenie Bouchard in the second round of the WTA lead-in tournament to next week’s Australian Open. “When you start a season, you always start with some confidence, not doubt, but you always need to get into this match

rhythm,” said Cibulkova. “It’s not easy if I would expect myself to play like I did in the (WTA) final against Kerber, I think that would be too much expectation. “This is the time of the year when you just have to warm up yourself in the matches.” Cibulkova, who lost to Agnieszka Radwanska in the Sydney final four years ago, was knocked out in the quarter-finals of last week’s Brisbane International by France’s Alize Cornet in straight sets. Kerber and Radwanska, the top two seeds, have a bye into the second round at Sydney. Former world number one and seventh seed Caroline Wozniacki dumped Olympic champion and last year’s finalist Monica Puig out of the tournament 6-3, 2-6, 6-4. Puig, who lost to Russia’s Svetlana

Kuznetsova in last year’s final, had 12 break point opportunities but could only convert three, while Wozniacki put away three of four break points. British sixth seed Johanna Konta was too strong for Australian Arina Rodionova 6-3, 6-4 and fellow Australian Sam Stosur again bombed out in the first round, going out 6-3, 6-1 to Russia’s Anastasia Pavlyuchenkova. “It was tough conditions out there. I don’t really know what to say,” said Stosur, who hasn’t won a match in almost five months. “I don’t feel like I played bad. I don’t feel like I played obviously as well as I can. It was just kind of done, and that was it.” Russian eighth seed Elena Vesnina withdrew with a lower back injury when trailing American Coco Vandeweghe 6-2, 4-0.

SA’s Anderson out of Australian Open

Greg Clarke told the Times newspaper in an interview published on Monday. “The Premier League, the Football League and the FA could do it at the start of the season,” he added. C l a r k e, w h o h a s been FA chairman since September, said in October he would not recommend a player coming out at present because of the risk of abuse, mainly from fans of opposing teams. He said then that the soccer body needed to “redouble its efforts to provide that safe space” for players to be open about their sexuality. Clarke said he had met 15 gay sports people, including soccer players, in the last four weeks to ask their views. “It is very difficult to

Anderson, a former world number 10 who is now down at 67 after suffering ankle and shoulder injuries in 2016, hasn’t played since October, when he lost in the first round at Vienna. “Unfortunately I have just made the very tough decision to withdraw from the Australian Open. I am really sad to miss one of my favourite events each season,” wrote the 2.03m (6ft 8in) player who is South Africa’s only player in the top 100.
