Also expelled for alleged anti-party activities was Akhilesh-backer and party General Secretary Ram Gopal Yadav who had earlier in the day called a national convention of the Samajwadi Party on Sunday after Mulayam Singh finalised his list of candidates for the polls in the politically most crucial state. The Akhilesh faction with Ram Gopal Yadav’s support came up with a separate list of candidates, sparking crisis in the Yadav family and the party as its five year rule in the state draws to a close. KOHIMA, DEC 30 (NPN): In a bizarre incident, a husband reportedly doused his wife with diesel and set her on fire on December 29 night, critically injuring the latter. The victim was rushed to Naga hospital Kohima. Police sources said both husband and wife were locals, residing at Naga hospital colony. The incident occurred inside the house, sources added. Till the time of filing this report no further details were divulged, stating that the case was sensitive and the victim’s side were yet to register a complaint at the police station.

ITANAGAR/GUWAHATI, DEC 30 (AGENCIES): Incumbent chief minister and former Congress rebel Pema Khandu and six other lawmakers were suspended from the People’s Party of Arunachal (PPA) on Thursday evening for allegedly breaking party discipline. The regional party had embraced Khandu along with 42 other Congress lawmakers in mid-September. In an order issued by PPA president Kafia Bengia on Thursday, the party also categorically announced that Pema Khandu is no longer the leader of the legislature party and cannot exercise any of the powers bestowed to him as the leader of the legislature party. PPA has also warned its legislators not to attend any meetings called by Khandu, failing which disciplinary action would be taken. ACAUT recalled how it began its journey of three years and the impact that was felt throughout the state, beginning with the signature campaign at Clock Tower Junction where thousands appended their signature for OGOT and the October 31, 2013 where several thousand, despite threats, reiterated their support. ACAUT said the way to achieve OGOT was to “break down the wall” of ego, suspicion, hatred and personal differences among leaders of Naga Factional Groups (NFGs). ACAUT said despite its journey being a long tortuous campaign of threats, intimidation, lack of manpower and massive financial constraints; it visited schools and colleges to spread awareness and tour to all districts.
On how corruption was incorporated to its campaign, ACAUT said it came about after several NFGs claimed that in comparison with their share, the state government “was taking the lion’s share”. Thus, in order to tackle “unabated taxation”, ACAUT said it decided to also check rampant corruption indulged by the state government under the pretext of insurgency and then blaming it on NFGs. Having launched the RTI campaign, ACAUT disclosed that the battle against corruption was “even more difficult and challenging” than unabated taxation as even the government and bureaucracy were against it (ACAUT). Once corruption and backdoor appointments were raised, ACAUT said many of its members having relatives, friends and people realised that it raised issues in public domain for the sake of transparency. Despite lack
of resources, ACAUT said it had to fight cases in courts and it was only due to “right thinking lawyers” who took up the cases free of cost for more than 30 appearances and some expenses borne by ACAUT members and well wishers. It said that the campaign against back door appointment in court resulted in a landmark judgment passed on June 6, 2016 by which no appointment could be made by the cabinet or any department. However, ACAUT warned it would take the government to court for violating the court order through a “recent illegal office memorandum” and allegedly illegal appointments made in various departments. Therefore, on August 17, 2015, a review meeting was conducted, and the land owners submitted various suggestions for approval from the higher authority on December 10, 2015. But, since there was no response, the association on November 30, 2016 served an ultimatum on the government to approve their demand before December 31, 2016. However, the land owners claimed that there was no response from the government till date.
KOHIMA, DEC 30 (PTI): Even as political parties and women’s groups in Nagaland are gearing up for the urban local body/town council polls slated to be held on February 1, 2017 with a 33 per cent reservation for women, the apex tribal bodies including village councils have opposed the state government’s decision. A crucial meeting of the Naga Hoho was likely to be held before the filing of nomination commences. Kohima Village Council, which does not fall under the Kohima municipality, but as the landowner of almost all the wards under Kohima Municipal Council (KMC), held a crucial meeting on Friday. However, due to mixed reactions, it was inconclusive and the final call would be taken on January 2, said an insider. The Angami apex tribal body, Angami Public Organisation, is also scheduled to have a threadbare discussion on the issue on the same day, it said. Meanwhile, Naga Mothers’ Association (NMA) president Abeiu Meru said, “Since we are not a political party, we will not be fielding any candidate in the reserved seats. But, we are
glad that many women aspirants have come forward to contest as Independents as well as through various political parties. We hope the parties would field the best women candidates. Earlier, Nagaland government, through the State Election Commission, had notified on December 21 that the polls to the municipalities and town councils would be held on February 1, 2017 with 33% women reservation. The ruling NPF has already finalised its list of candidates for almost all the urban local bodies, except Dimapur and Mokokchung municipal councils and Peren and Tuensang town councils, party sources said. The NPF will also be fielding women candidates in all the reserved seats, they said, adding that the final list of poll nominees has already been dispatched to the respective district units of the party and it would be distributed on dates convenient to them. On the other hand, Congress, which has already released its poll manifesto, is yet to finalise its candidates, while BJP is also gearing up to contest the polls. 62nd SBAK (Nito Mount) Youth Conference held at Surumi
DIMAPUR, DEC 30 (NPN): The three-day 62nd Youth Conference under SBAK (Nito Mount) covering 144 villages and towns under Zunheboto district and Sumi inhabited areas in the state affiliated to NBCC was held in Surumi village, Surhuto Sub Division, under the theme ‘24/7 with Jesus’ from December 16-18. The event was marked with speeches by prominent church leaders, as well other themes on clean elections, sanitation and unity. More than 5000 youths and delegates attended the event. Speaking at the event, wing commander S Akheto Jakhalu , exhorted the youth to effectively utilize their most productive and limited 20 years of student life if they wanted to have a safe and comfortable future ahead. IMPHAL, Dec 30: With poll schedule for Manipur Legislative Assembly likely to be announced soon, district administrations have informed all licensed arm owners to deposit their arms and ammunitions to the police station concerned within seven days after the announcement of election schedule by the Election Commission of India. The step has been taken up following an instruction from the ECI to the authorities of Manipur government to take all possible measures to conduct free and fair polls, an official source said. Imphal West district administration, in one of its orders, said that it has decided to collect all the licensed arms within seven days from the announcement of the poll schedule by ECI after reviewing the

Under the Arms Act, 1959, all arm licensed owners should deposit their arms to the police station concerned within seven days immediately after the ECI announces poll schedule, the order stated. Meanwhile, with political defection taking place in the poll-bound state, Z Kikhonbou Newmai, who recently left the Congress party after tendering resignation from being MLA of the state Assembly, today joined the BJP along with his workers and supporters. Kikhonbou was also the vice-chairman of the Hill Area Committee Manipur Legislative Assembly before tendering resignation as MLA of the current Assembly. IMPHAL, Dec 30: A Chinese hand grenade was found at the Regional Institute of Medical Sciences (RIMS) in Imphal West district today, police said. Visitors at the medical institute found the hand grenade and informed the authorities. The grenade was retrieved and taken to an isolated place in Lamphel area where it was defused by a team of Manipur Police bomb squad, police officials said. No armed outfit has owned up the responsibility of planting the bomb at the healthcare centre till the time of filing this report. Today’s incident is not the first time in which militants have threatened the hospital authorities with explosives. Various militant outfits have threatened the doctors and administrative officials of the institute on various occasions in the past too.
Assam to rename secretariat as Janata Bhavan
Guwahati, Dec 30 (Agencies): Assam government has decided to rename the secretariat as ‘Janata Bhavan’. Moreover, a decision has also been taken to introduce the file management system (FMS) wherein features like electronic file tracking system will be implemented in the secretariat to infuse more transparency and peoplefriendly governance. Chief Minister Sarbananda Sonowal announced this at a meeting held in the secretariat on Thursday. Chairing the meeting of the General Administration Department and the Secretariat Administration Department, the Chief Minister said, “Under the FMS, a unique number will be generated for tracking each file in the

administration office with all departmental offices, official residences with sports and educational complex. Sonowal also sought speedy completion of all Assam Houses being constructed at different places in the country. The principal secretary of general administration department has informed that the Assam Houses at Vellore, Chennai, Kolkata, Bengaluru, New Delhi and Mumbai are on the verge of completion and will be inaugurated on April 1, 2017. Moreover, a government level communiqué was also initiated to construct Assam Houses in Pune, Chandigarh, Kochi, Thir uvananthapuram, Bhopal, Jaipur, Ahmedabad, Bhubaneswar and Cooch Behar.
Meghalaya rainwater harvesting scheme gets ministry award NEW DELHI, Dec 30 (Agencies): The innovative ‘jal kunds’ project that has been implemented in several rural pockets of Meghalaya has won the Central Board of Irrigation and Power Award. A.D Shira, Parliamentary Secretary for the Water Resources Department, received the award for ‘Best Implementation Project’ on Thursday for the Meghalaya Government’s exemplary work in making the in situ rainwater harvesting technique a success in the State. Top bureaucrats from the State were present at the programme in the Capital. The Jal Kund scheme has helped in livelihood and income generation, recharge of groundwater
and springs and creation of awareness on the importance of water harvesting and conservation at the village level. The scheme is one of the initiatives under the Integrated Basin Development and Livelihood Promotion Programme (IBDLP) implemented through communities with support from the Water Resources and the Soil and Water Conservation departments. Though Meghalaya receives adequate rain, it faces a challenge in other seasons. Jal kunds are water harvesting structures constructed to collect rainwater in situ or to trap the surface runoff, or natural drainage, and is stored for various purposes like fish-
ery and irrigation. It also facilitates groundwater recharge. The cost for construction is relatively low and farmers in many cases are chipping in to make the jal kunds even more robust. The scheme has made significant impact on the lives of small and marginal farmers who were earlier dependent on erratic rainfall during monsoon. This simple technique has penetrated the entire State and a few international players are also approaching farmers to collaborate with them strengthen their brands. The government has produced a short film on the jal kund scheme and it is being widely screened to reach out to more people.

North east to get a dedicated weather service

New Delhi, Dec 30 (PTI): The New Year will see the government starting work on a weather service catering specially to north east India, a move that will lead to significant enhancement of meteorological infrastructure in the region. Under the project, the India Meteorological Department (IMD) will procure 14 doppler radars for the region, a big leap from existing two at Agartala in Tripura and Mohanbari in Assam, and set up 270 surface observatories and eight microwave radiometers. The 19 heliports in the north east will also have dedicated surface observatories, a facility which is now missing. M Rajeevan, Secretary, Ministry of Earth Sciences (MoES) said looking at the region’s diversity and requirement, a separate weather service for the north east was required. “If you see the observations received from the north east are very scant in terms of data. The norm is that where the topography
is hilly, it is necessary to have more observation systems. “Plus, there is so much of heterogeneity of topography in the north east that it demands separate weather services and an infrastructure boost,” Rajeevan said. The north east has a few RAdioSonde And RadioWind Observatories in comparison to the rest of the country. The RAdioSonde And RadioWind Observatories send a balloon in the air twice a day to check humidity, wind patterns and temperature. Envisaged under the XII Five Year Plan (201217), the weather service was stuck in red tape as it was initially supposed to be funded by the Department of North East Region (DoNER). As funding has not come from DoNER for the last four years, the MoES has now decided to go ahead with the Rs 194 crore project. Rajeevan said the IMD will start with procuring equipment from next year.

Rahul Gandhi had asked many questions including the quantity of black money recovered due to this step, but he remained silent.”

(PTI) Guwahati, Dec 30 (PTI): Assam government today inaugurated the first Music Archive of the North East for preserving various works of artistes. “The first Music Archive of the region will fulfill the aspiration of our artistes. The centre will work for preservation of creations, including folklore,” Assam Cultural Affairs Minister Naba Kumar Doley said during inauguration of the function here. The Music Archive has been set up inside the Jyoti Chitraban Film Studio complex, which is owned by the state government.
Doley also inaugurated the first ever air-conditioned shooting floor of the North East -- Sudhakantha Dr Bhupen Hazarika Shooting Floor -- in the same premises. Speaking on the occasion, Jyoti Chitraban Film Studio Society Secretary Monita Borgohain said a number of important projects were in the pipeline to upgrade the facilities offered by the complex for making a film. “Some of our plans are to build auro and atmos surround sound system for re-recording, digital interference, mini multiplex cinema hall and four camera set-up for online video
studio among others,” she added. Modernisation of the studio is undertaken with financial help from the Union Ministry of Information and Broadcasting under Assam Accord and also from ‘Film City’ project of the state government, Borgohain said. Established in 1961, the Jyoti Chitraban Film Studio Society has the world famous Arri-Alexa Digital 35mm movie camera, which is one of the very few available models in Asia. Chief Minister Sarbananda Sonowal, in a meeting held on Thursday directed the cultural affairs department to take all-out measures to hold the exhibition of the Brindabani Bastra, housed in different museums in the world in October 2017. This unique piece of textile that stands as a catalyst to the Vaishnavite traditions in the state will remain on display for three months from October to December next year. In this regard, the government will set up a special state-of-the-art exhibition hall at Srimanta Sankaradeva Kalakshetra fulfilling all requirements needed for proper conservation of the Bastra. is presently in possession of the British Museum and Victoria Albert Museum in London, Guimet Museum in Paris, New Ark Museum in New Jersey, Museum of Venice and Calico Museum of Textile in Ahmedabad. The cloth housed in the British Museum is the largest in size. The Guimet Museum has two Bastras in its possession. They are made of pure silk with double layered weaving. All these pieces reflect the textile skill of different ages. Stating that the Bastra is a piece of cloth with a divine touch which highlights the skill of Assamese weavers and showcases Sankardeva’s hardwork and artistic temperament, Sonowal asked the cultural affairs department to coordinate with the Indira Gandhi National Centre for Arts, New Delhi for bringing it to Assam for display and also to make necessary provision of fund in the ensuing state budget for the same.

Widespread use of Swachhata App will immensely contribute in making Imphal a clean city irrespective of ranking in the cleanliness completion, said the chief minister after launching the App. The release reminded that Union ministry of urban development launched Swachh Survekshan 2017 project to access and rank 500 class-I cities including Imphal city in the country based on level sanitation and efforts made by respective urban local bodies (ULB).

Named after the architect of the Indian Constitution, Babasaheb Bhim Rao Ambedkar, the Bharat Interface for Money (BHIM) is a simplified payment platform designed to make Unified Payment Interface (UPI) and USSD payment modes simpler and usable across feature phones and smart phones. “The day is not far, when people will conduct their business through this app...It is a simple app and you can download it on your smartphones or feature
phones. You don’t even require internet connection for this,” Modi said in his address at ‘DigiDhan Mela’ here. The government had announced scrapping of old Rs 500 and 1,000 notes on November 8. While this led to a cash crunch and serpentine queues at banks and ATMs, the decision also pushed uptake of digital payments in the country. Developed by National Payment Corporation of India (NPCI), BHIM is supported by host of banks, including State Bank of India, ICICI Bank, Axis Bank, HDFC Bank, Bank of India, Canara Bank, Kotak Mahindra Bank, Oriental Bank of Commerce and Punjab National Bank, among others. Sasikala resolution on legal sticky wicket CHE N NAI , D e c 3 0 (Agencies): The AIADMK general council’s resolution to nominate/appoint V K Sasikala as general secretary in-charge of the party until she is elected as per the provisions of section 20 (2) of the party bylaw has become a subject for yet another debate. Political pundits are engaged in hair-splitting analysis of the party bylaw to figure out whether the general council’s decision would stand the scrutiny of the Election Commission and various courts of law, especially because the Madras high court has reserved orders in a related petition filed by Rajya Sabha member Sasikala Pushpa. The party bylaw only provides for a collective decision-making body in the absence of an elected general secretary and does not have provisions to nominate anyone as general secretary, said Pushpa’s lawyer K M Vijayan. As per section 20 (5) of the bylaw, for any reason, if the post of general secretary falls vacant, the office bearers who were nominated by the previous general secretary would hold office and continue to function till the new general secretary is elected. council has taken cover under section 19 (8) of the bylaw while nominating Sasikala as general secretary in-charge because she is not eligible to get elected at present. This is because she falls short by three months to complete five continuous years of party membership (a prerequisite to become general secretary as per section 30 (5) of the bylaw) after she was reinstated in the party on March 28, 2012, said political analyst Raveenthiran Thuraisamy. Section 19(8) reads: “The general council will be the supreme authority to frame policies and programmes of the party and for their implementation. The decision of the general council is final and binding on all the members of the party.” Vijayan said the particular section empowered the general council to only frame policies and programmes, and did not empower the council to nominate anyone as general secretary. Section 20 (2) was clear that the general secretary should be elected by the primary members of all the party units of Tamil Nadu, Puducherry, Andhra Pradesh, Karnataka, Kerala and Andaman Islands, he
said.Vijayan said the nomination of Sasikala as general secretary was in clear violation of section 43 of the party bylaw which says that the general council cannot change the rule that the general secretary should be elected by the primary members of the party. The party is waiting for the high court order to conduct an election for the general secretary post, said Thuraisamy. Moreover, after March 28, Sasikala would be eligible to get elected without carrying out any amendment to the bylaw, he opined. It is quite unlikely that the EC would strike down the general council’s decision. Former chief election commissioner N Gopalaswami said the EC never took up such scrutiny suo motu. “The AIADMK is just one of the 1,700 political parties in the country. Unless someone challenges it saying it is in violation of the party bylaw, the EC will not act. Even if someone complains, the EC will not resort to immediate major action like de-recognition. The EC will only ask the party to comply with the bylaw within a timeframe. Most often, such issues are challenged in the court of law.”

Addressing a meeting on ‘Digidhan Mela’, he also had a dig at Former Finance Minister P Chidambaram on his comment that demonetisation has produced “only a mouse” in terms of black money after digging a mountain, saying finding a “mouse” is needed as it consumes the wealth of poor. “Three years ago, the dominant theme in the news was how much money was lost in scams. Now it’s about what is coming back. This is the difference,” Modi said.

Cash crunch snuffs out five-year-old’s life
JALOD (Dhule), Dec 30 (Agencies): Fiveyear-old Sonu cried hoarsely writhing in pain and spread his arms looking at his grandmother before closing his eyes forever on November 16. “We sat around him for days as he continuously cried complaining of stomach pain. We helplessly awaited his death. One day, he fainted and died without any treatment,” says Sonu’s grandmother, Ejaa, moving her fingers tenderly on her grandson’s identity card-size picture, reports TOI. Little Sonu was his grandmother’s favourite. He always loved to be in her arms. “He was very cute,” Ejaa says, holding the picture close to her chest. Tears trickle down her
cheeks. Sonu died without treatment as his parents had no money to take him to a hospital. Like other villagers, they are daily wagers in cotton and onion farms. Post-demonetisation, they hardly get any work. “We took Sonu to a bhagat (godman), but he continued to cry. We had savings of Rs 2,000, which we gave to a doctor in Warud town. He treated him with a saline bottle and then asked us to take the boy to a hospital in Shirpur. But we decided to bring him back home because we were completely cashless,” says Sonu’s father, Mohan Shivan Bhil. “We spent our all savings and it was not possible for me to do anything more. It was not even possible to borrow money from other

villagers because they are as poor as us,” he says. Mohan did not get to work much over the past one month. Reason: farmers say they have no cash to pay wages. Jalod, around 400km north from Pune, is a village of Bhil and Pawara Adivasi farm labourers in Dhule. It has witnessed hunger, pain and three deaths (including that of Sonu) without treatment following the government’s demonetisation move. The average daily wages of farm labourers are between Rs 80 and Rs 100. Post-demonetisation, hardly 5-10 people get work in farms. Some Jalod residents also work in brick kilns in nearby Gujarat towns. But work is hard to come by even there.
Sonu’s mother is out for work in the nearby onion farmland. “After a week, she has got some work. Only few of us get work these days. Others just sit quietly or wander asking for work,” says Ejaa in her dialect. Ask her about demonetisation, and she gives a blank look. Except that there is no work available for the past one month, she knows nothing about it. As community members gather near Sonu’s hut, Ajay Bhandari, the son of the village sarpanch, rushes to the spot. Ajay and his father, Anand, own a grocery shop and are BJP supporters. They want to make it big in politics. The sarpanch away on some work, Ajay stands in the corner and keenly hears the discussions.
CBI challenges challenges ex-IAF chief Tyagi’s bail New Delhi, Dec 30 (IANS): The Central Bureau of Investigation on Friday approached the Delhi High Court to seek cancellation of bail to former Indian Air Force (IAF) chief S.P. Tyagi in the AgustaWestland chopper deal case. Justice Vipin Sanghi issued notice to Tyagi and asked him to file a reply by January 3. Tyagi -- the first chief of any wing of the armed forces to be arrested in the country -- and two others were allegedly involved in irregularities in the procurement of 12 AW-101 VVIP helicopters from Britainbased AgustaWestland. Tyagi was granted bail by a trial court on December 26. He was the Air Force chief from 2004 to 2007. The CBI challenged the trial court’s order dated December 26. The CBI told the high court that if Tyagi remained out on bail then he can try to hamper the investigation and tamper with the evidence related to the case. Tyagi remained in custody for 18 days. He was arrested on December 9 but later released on bail. The former IAF chief has denied the charges of kickbacks. The order on bail for the other two accused -- Tyagi’s cousin Sanjeev Tyagi and Gautam Khaitan, a Delhi-based lawyer -- will be delivered on January 4 by the trial court.
Jharkhand mine collapse: 10 bodies found, 40 feared dead

Godda (Jharkhand), Dec 30 (Agencies): Ten workers died while over 30 are still feared trapped following a coal mine collapsed on Thursday night in Jharkhand’s Godda district. This is the latest mishap in a nation with a poor record of industrial safety. Prime Minister Narendra Modi spoke to Jharkhand CM Raghubar Das and asked about collapse in the Lalmatia on Friday. Meanwhile, Das announced Rs 2 lakh to the families of the dead and Rs 25,000 for the injured. He also promised that the severe action would be taken against those accountable for the accident. As Newsd reported earlier in the morning, mining operation was part of the Rajmahal Opencast Project
of Eastern Coalfields Limited (ECL), carried out by Mahalaxmi Company in Godda district. The incident took place during a shift change late on Thursday. The rescue operation could not be started immediately due to the darkness, fog and power cut in the area. “Rescue operation started from 6 am on Friday morning. We are not sure as to how many workers and vehicles are trapped inside the mine. But, as per the information about 10-12 vehicles were operating inside the mine when the incident took place. Besides, there were some workers also. We are only focusing on saving the people trapped inside the mine,” said Godda superintendent of police Hira Lal Chauhan. A rescue team from
Dhanbad reached to the site. “Additional forces have been pressed to maintain law and order,” Chauhan said as per a report in HT. A National Disaster Rescue Force team from Patna has also been rushed to the accident spot. The state administration has been asked to give chopper facilities to airlift those trapped inside the mine. Currently, there is no official statement on how many machines, vehicles and people are being trapped. Relief and rescue operations are already under process and the injured are being sent to the nearby hospitals. Most of the things, especially the number of casualties will only become clear as the relief and rescue operations proceed further.

New Delhi, Dec 30 (IANS): Calling demonetisation a “decision taken without forethought”, the Congress on Friday said all its stated objectives have failed and the government’s insistence on digital transactions is infested with “serious issues”, including of privacy. The opposition party also accused the Modi government of changing the narrative from black money to cashless economy. “It is now abundantly clear that the whole exercise was undertaken without forethought and planning; without consulting key officials; without understanding the crucial role of money in circulation; and without assessing the capacity of the currency printing presses to supply new notes,” se-
nior Congress leader and former finance minister P Chidambaram said. “Altogether, the whole exercise has been a case of total mismanagement, administrative collapse and widespread corruption,” he added. Prime Minister Narendra Modi announced the scrapping of high-denomination currency notes on November 8 night, and subsequently sought 50 days to put things in order. Chidambaram said the Congress would have pledged support to demonetisation if the objectives were to unearth and stamp out black money and end corruption, but that has not happened. “Events of the last 50 days have proved that none of the stated objectives has been served. Hoards of black money in new Rs 2,000 notes have been found. There is no guarantee that black money will not be generated in future or that bribes will not be given or taken in future in the new currency notes,” Chidambaram said. The former Union minsiter said the government had tried to change the narrative of the demonetisation move from black money and corruption to a cashless economy.

New Delhi, Dec 30 (IANS): Union Finance Minister Arun Jaitley said that from Saturday onwards, the entire currency in circulation will be legitimate, Friday being the last day to deposit the demonetised Rs 500 and Rs 1,000 notes in banks. “With effect from tomorrow the entire currency in circulation would be legitimate,” Jaitley told reporters at a press briefing here on Friday. From Saturday the legitimate currency that would continue to be legal tender is Rs 100 and other lower denomination notes along with the new Rs 500 and Rs 2,000 notes that the Reserve Bank of India (RBI) has printed, he added.
The deadline to deposit old Rs 500 and Rs 1,000 notes in banks ends on Friday. Refusing to give any details on the deposits received in old notes postdemonetisation, he said that the data was yet to be tabulated. “The banks will now have the re-circulated currency, plus what the Reserve Bank of India (RBI) is injecting,” Jaitley said. The RBI on Friday asked the banks, which have accumulated old notes to deposit it in the office of the central bank or a currency chest by December 31. The old notes cannot form part of banks’ cash balances from the close of business as on Saturday, the central bank added.

or a long time, the perceptible differences of outlook and management style between the patriarch and son was hidden behind the thin veener of being of the same ‘parivaar’ but it was not long before this had to give way. It finally did after the ‘Neta’ Mulayam Singh Yadav on Wednesday fired the first shot by announcing the names for 325 of the 403 Uttar Pradesh Assembly seats, “ignoring” his son’s objections to certain names, and “ruled out” alliance with any party(Congress) for the upcoming polls in 2017. Mulayam announced his list at a hurriedly convened press conference when his son and current chief minister Akhilesh Yadav was reportedly out of station. Mulayam’s list of 325 candidates included names of 176 sitting MLAs. The ‘parivar war’ within the Yadav family has uncles –Shivpal(with Mulayam) and Ramgopal (with Akhilesh) in opposing camps. The family feud has been ignited by the machinations of Mulayam’s own brothers who have their own vested interest in propping up both father and son.Akhilesh had not taken well to his father welcoming back Amar Singh into the party and has made no bones about it. Akhilesh had to deal with trouble creating uncle Shivpa Yadav but was helpless since Mulayam fully backed him. Though some kind of truce was managed; the matter worsened after Akhilesh announced he was going to begin election campaign from November 3 since the ‘parivar war’ had delayed it since October. All other political parties have begun campaign since September-October. Mulayam, with some prodding from anti-Akhilesh baiters, began a systemic effort to cut down his son. He had began by appointing Akhilesh baiter Shivpal Yadav as state SP president in September and on December 28, unilaterally announced the 325 candidates without the knowledge of Akhilesh Yadav. Akhilesh too did his bit when he chose to ignore his father’s directives to effect merger with gangster Mukhtar Abbas Naqvi’s Qaumi Ekta Dal but later had to approve it. With differences cropping up, Shivpal threatened to quit the party citing lawlessness and land grabbing and in response, Mulayam launched an all out attack against his son. Akhilesh’s effort to streamline his government was also checked by Mulayam. Chief Minister Akhilesh Yadav has positioned himself as a development-oriented leader and eager to cut ties with the seedy networks of political patronage built by his father and uncles. The suspected ‘catalytic’ role being played by the BJP to engineer an open war cannot be discounted. There are speculations that the centre was activating agencies like ED, I-T and CBI to the SP chief and his family in connection with DA cases and other shortcomings. The equations in UP has changed and by January 2017 it will be clear, whether the BJP or BSP has gained by the split in the SP. There is however no doubt, that the BJP will be the front runner to win UP and how it takes advantage of its present pre-eminence will matter. For prime minister Narendra Modi UP is a must-win state for the BJP as it will prove to be the biggest and best prize that would greatly help towards returning back to power in 2019.

The sign that God is at work in us is that He is destroying our confidence in the natural virtues, because they are not promises of what we are going to be, but only a wasted reminder of what God created man to be. We want to cling to our natural virtues, while all the time God is trying to get us in contact with the life of Jesus Christ— a life that can never be described in terms of natural virtues. It is the saddest thing to see people who are trying to serve God depending on that which the grace of God never gave them. They are depending solely on what they have by virtue of heredity. God does not take our natural virtues and transform them, because our natural virtues could never even come close to what Jesus Christ wants. No natural love, no natural patience, no natural purity can ever come up to His demands. But as we bring every part of our natural bodily life into harmony with the new life God has placed within us, He will exhibit in us the virtues that were characteristic of the Lord Jesus. he sun rises and sets; a generation comes and goes and a kingdom rises and falls, but the word of God stays. Nothing stays, everything is transitional to the final goal. As old things give way to all new things so the year 2016 has gone giving room to the year 2017.However, 2017 without Christ will never be a new year. Every day, every month and every year with Christ is a new day, a new month and a new year. Similarly, old laws, old cultures, old systems and old traditions must give room to the new ones in order to stay in tune with the revolutionary world. Anything that does not go along with the law of revolution will decay and perish. We believe in the fundamental principle that we come from the Lord for a divine mission and we will go back to the Lord, the ultimate goal. And that the Nagas are Christ-oriented. Everything of them – their land, their Churches, their villages, their organizations, their nation and most of all, their life. The movement of the Nagas is inspired and guided by principle of ‘Na-

galim for Christ.’ Our spirit of continuous resistance against the aggressors, our spirit of tireless service to the nation and our spirit of self-sacrifice for the cause comes from it. If it were not a Christ-oriented movement our sacrifices, our labor, our life-time investment would have been a wastage of time and energy. We are not going to build a materialist state or that of the idol worshippers. We are going to build a future-oriented state. Definitely we are for the kind of country that promotes harmonious physical, mental and spiritual growth of the people. Our survival lies in clinging to our principle, not in coalition forces of groups of people outside the line. Our victory lies in our faith force and unwavering stand for the right. Our strength lies in unity in the principle through mutual forgiveness in the name of Jesus Christ. Our solution lies in mutual understanding and agreement to disagreement between the two contending parties, not in confrontation. Our prosperity lies in interdependent relationship with other people and na-
tions, not in isolation from them. Our future lies in our issue, not in the east or west. As we enter the New Year 2017, let us shrug off and exhale the past differences. No enemies can defeat and destroy the Nagas so long as they are on the Lord’s side. Nagas will be pulled down only by their own mistakes and sins. A nation cannot be built upon the foundation of hatred and communalism. We have already declared a statement appealing to all brothers and sisters in different camps to forgive our past mistakes as we have forgiven them and unite in the political line of the people. If God wills 2017 will be a remarkable and historic year. I believe that it will be a year of rejoicing and jubilation for the long suppressed and oppressed Nagas. Let’s build a green national highway of flowering trees
laces like Nagaland in fifty to hundred years from now will become the lungs of the earth. We are the ones who will have the resources (Trees) to generate the oxygen necessary for the very survival of our species. On average, one tree produces nearly 260 pounds of oxygen each year. Two mature trees can provide enough oxygen for a family of four. Two days back, whilst beatboxing alone in the car and driving down to Dimapur bumping, twisting and twerking my internal organs in our potholed national highway, I came across a scene which suddenly took over my highly exaggerated sense of imagination with mixed emotions of hope, sadness, hope, positivity and negativity as I witnessed the work being executed to finally build our dream four lane highway. I was filled with hope because if this is completed within the anticipated timeline of three years, this highway will further fuel progress in our State by boosting all sectors particularly the USP of our State Tourism and Logistics which will support our agro and allied industries. But as I saw trees after trees being felled and destroyed by these huge machinery, the positive vibes were shadowed by the thought of this highway was becoming a graveyard of once beautiful majestic trees that donned our beautiful roadway. As concerned citizens and stakeholders of this highway, it is our duty to ensure that the construction company executing the project along with the sub-contractors and our Government to strictly adhere to the Green Highways (Plantation & Maintenance) Policy-2015 to set aside one per cent of the civil cost of national highway development projects for the planting of trees in a “planned manner”. Here we need to additionally appeal as concerned citizens with our wishes to push for a plan with an aesthetic vision to plant the most visually appealing and beautiful trees that will enhance the overall experience of riding through this highway. We should aim for our National Highway to be featured among the most beautiful
highways in the world. But for any idea to become reality, it is the duty of each and every single individual to put our words into action by taking ownership of projects that are based on building public infrastructure and community development. 1. Each of us can buy at least 2 Tree saplings (Might cost around Rs.100 only) after consultation with top experts in landscape and garden designs and making our Government authority of National Highways approve the choice of flowering trees and the plantation blueprint. Once the major digging is complete and the road is ready for plantation, on the Grand Plantation Day, everybody can come together and plant these saplings with our own hands and together we can build one of the most beautiful national highway in India. 2. We can send out a appeal addressed to the Chief Ministers Office, Govt of Nagaland, Minister for National Highways that in line with the Green Highways (Plantation and Maintenance) Policy, 2015, the Government also allow the citizens and public bodies whoever wish to take part in this exercise to fix a day during the monsoons to plant flowering and fruit bearing trees along the highway. 3. Citizens can also suggest the most beautiful flowering and fruit bearing trees suitable to our climate that can be put uniformly across stretches for creating mesmerizing visual appeal for the longest duration(Season). Most of us Nagas only like complaining and whining but this is our chance to stop complaining and actually getting involved to build something beautiful in our lifetime. Thirty years from now, all of us will be old and maybe some of the lucky ones will be driving and beatboxing down this road with your children and grandchildren. That day you will tell them of how you planted these flowering and fruit bearing trees that turned the once pothole and dust ridden roads into paradise on earth! We are met this night together to “Ring out the old, ring in the New.” And we are at the parting of the ways. This is the time of retrospection and making decision. Then what is retrospection? The year that is just going brings before our mind, among many things the perilous conditions in the midst of which we find ourselves. All around us people are involved in some type of strife and conflict. From the family circle to the inter-national situation, people are venting their aggressive feelings upon one another. In some cases it may be the rebellious child who is trying to break free of his parents’ hold upon him; in some situations it is the majority group which has received preferential treatment and rejects the just demands of the minority group, and in still other cases there are nations which try to improve their particular ways of life upon all humankind. Whether ill will, hatred and envy exist among individuals or nations, each point to an object of animosity and each places the blame for the unpleasant situation on the other. I can go on multiplying the perilous conditions we are surrounded by. We cannot of course close our eyes to the tremendous progress the world has made in our times. Science has contributed much in many fields. Despite all these, we cannot forget the great many problems of our age. And two of the most severe problems are anxiety and fear. We have gone through these situations. And as those who have believed in the promises of God, we had faced all our trials and temptations. By His never-failing grace we were enabled to overcome these trails and temptations. Let us therefore, give thanks to God. Summing up our gratitude to God let us all say, “Bless the Lord, O my soul and all that is within me bless His Holy name, Bless…. forget not all His benefits.” As God’s children we must learn to put our trust in Him in every situation and when our trust in Him is unconditional, peace settle in our being. As the great poet Tennyson said, “Ring out the want, the care, the sin, the faithless coldness of the times, Ring out; ring out my mournful rhymes, But ring the fuller minstrel in song of hope, Ring out the thousand wars of old, Ring in the thousand years of peace.” I wish to say a few words about Peace. The angels’ song was: “Glory to God in the Highest heaven, And peace on earth to those with whom he is pleased.” All of us need peace-peace within us, peace in our homes, peace in our society, peace in our Church, peace in our countrypeace on earth. Yes, everyone desires peace. Let me cite three illustrations: 1. In front of the U.N.O. Building is installed a statue of a man beating a sword into a plough. The Statue is a gift made by the Russians to the U.N.O. 2. When President Truman took office as President of USA he noticed on the desk of his private room in the White House the model of a gun. He ordered the model to be removed and wanted the model of a plough as a reminder that all planning now must be not for war, but for peace. These illustrations are a proof to show that humanity does not desire war but peaceful efforts to make life a useful one. I do not wish to comment on the impossibility or the inability of doing away with military warfare by the nations of the world. Such retrospection will fill our hearts with a sense of gratitude and move us on to an act of thanksgiving. And an act of thanksgiving will lead us on to an act of confession of our sins; and then we shall have the joy of forgiveness of our sins. And then we shall be prepared for an act of dedication and consecration of our lives when we are on the threshold of a New Year. First, let us meditate on to the wonderful way the Lord had led us in the past. He kept us in His loving hand. He protected us from the evil influences of the world and from the snares of Satan. His hand was stretched forth for our defense. He loved us as His own children. We had felt His wonderful love when we in all humility and simplicity approached His throne of grace. His hand guided us when we were not sure of the next step we should take. Had we been left to our own guidance, we should have ended our lives miserably. Again we were in His chastening hand. Times there were when our Heavenly Father was driven to use the chastening rod. It is written, “For whom the Lord loved He chastened and scourged every son whom He received.” So if we had met with failures or disappointments for which we were largely responsible let us take it that it was all an act of His chastening hand. The Lord had sustained us all these days. There were hour of sorrow. Perhaps in the case of some of His children there was the hour of death. There were moments when we felt that all human helpers had failed. Did we not feel then the mighty hand of God, touching us and healing us and enabling us to shake off our fears and feebleness and to feel strong and brave to fight the battle of life! Too often we disobeyed our Master Jonah and proved ourselves to be disobedient servants. We were lazy too, and as a result of our laziness we fell into many a temptation. Like Peter we denied our Lord before men. So now with thanksgiving and confession let us bow our head before the Almighty God. In china it seems, New Year’s Day is house cleaning time. My personal view on reservation
1. When the Govt of India gives minority scholarships to the Nagas, all those people who are against reservation keep quite knowing well that these scholarships are also a kind of reservation because the rest of Indians don’t get it. 2. A Naga can get an MBBS seat even with 60% marks while a mainstream Indian cannot get even with 85%. 3. In institution like NIELIT, a Naga can study diploma course free of cost while a mainstream Indian have to pay somewhere near Rs 20,000/ for the same course. 4. The Govt of India gives many such offers, reservations to the Nagas and other minorities encouraging us to be at the same level with the others sometimes even at the expense of more deserving people. There is even a film called Aarkshan featuring Amitabh Bachan and Deepika Padukone depicting the difficulties undergo by people of general category. Does the Govt think that we are a weak race? Does it think we are not capable of doing things which are done by others? Then why does the govt give us reservations? Is it because we are so poor? Or is it that our brain is weaker than that of other Indians? Well I honestly think the answer is a big ‘NO’. We are given these reservations only because we have less representations in the big Indian society. We are capable of doing everything that the other Indians do yet the Govt gives us all these privileges so that our society grow equally along with others. The Govt knows that we Nagas are believers of traditions and cultures. It knows very well that it is beyond our dignity to accept something which is given to us from other people’s plate but the Govt still gives us these reservations and we with our brave and proud culture still accepts it humbly... Then when it is our turn to give reservations to women, how does our tradition and culture become so strict? Many elders have said that women are as good as men and sometimes even better so they don’t need any reservation. If that is the case, why do we accept reservations given to us by the Indian Govt?? Why don’t we fight for everything equally along with the rest of Indians? If there was no reservations, how many doctors, engineers etc do you think we Nagas will have today? If we are so much against reservations, why don’t we stage a big protest in Delhi saying we are Nagas, we are equal with everyone, we can do anything that the others do, we should clearly tell the Govt of India not to insult us by giving us reservations. Finally if our tradition and culture can allow our pride to accept reservations, I think this same culture and tradition should allow our pride to give reservations too. Modi assured decision on K’taka drought fund, says Siddaramaiah

New Delhi, Dec 30 (PTI): Prime Minister Narendra Modi has assured a decision on release of Rs 4,702 crore drought relief to Karnataka for kharif crop loss in 2016 will be taken on January 4, State Chief Minister Siddaramaiah today said. An all-party delegation led by Siddaramaiah today called on Modi and requested him to release the entire drought relief fund sought by the state. He also asked the Centre to release second installment of Rs 2,856 crore under MNREGA at the earliest and also discussed Mahadayi inter-state water dispute issue with Modi.
The delegation included senior state BJP leaders Jagdish Shettar and K S Eshwarappa, JD (S) leaders H D Revanna and Appaji Gowda as well as state government representative in Delhi Appaji Nadagowda. Leader of Congress in Lok Sabha Mallikarjuna Kharge as well as four Union ministers including Ananth Kumar, Sadananda Gowda and Nirmala Sitharaman were present in the meeting. “We explained to the Prime Minister the extreme drought experienced in Karnataka. In the meeting, I was told a high- level meeting, headed by the
Union Home Minister, has been called on January 4 to decide on the extent of drought relief to Karnataka,” Siddaramaiah told media after the meeting. “We have told the PM to put a word to the Ministers concerned to release the entire relief fund sought. The PM told he will talk to Ministers concerned,” he said. The Chief Minister said the state has also sought additional Rs 386 crore relief for kharif crop lost due to floods in five districts. “The state has already spent Rs 400 crore in drought-hit areas. If the Centre does not give the entire relief amount, it will be
a burden on exchequer. We have asked them to release the funds soon,” he said. In the meeting that lasted for 30 minutes, Siddaramaiah also discussed the employment guarantee scheme MNREGA and sought the centre increase the number of man-days to 200 considering severe drought situation in the state. He also sought release of the second installment of MNREGA funds of Rs 2,856 crore to the state at the earliest. Out of Rs 3,945 crore allotted to the state under MNREGA, the Centre has so far released Rs 1,860 crore, he added. On the Mahadayi issue, Siddaramaiah said he told the PM that a meeting of three state Chief Ministers to resolve the dispute amicably out of court could not be convened yet. Karnataka has been facing severe drought for the past six years. The drought in 2016-17 was the worst in 40 years. The state has declared 139 taluks out of 176 drought-hit. The state had a normal monsoon in June-July this year, but it witnessed a prolonged dry spell in August, September and October affecting agriculture, power generation, ground water recharge, drinking water supply and fodder availability.
Governor nod to Municipal Act 3rd amendment D I M A P U R , D EC 3 0 (NPN): Nagaland Governor, P.B. Acharya gave his assent to the Nagaland Municipal (third Amendment) Act 2016, which was passed by the Nagaland Legislative Assembly on November. In sections 23A and 23B of the Municipal Act 2001, as inserted by the first amendment Act 2006, the words ‘Schedule Castes’ and the connected phrases and provision relating to reservation for SCs have been omitted. All references and operative provisions relating to “Tax on lands and buildings” in the Municipal Act 2011 has also been omitted. The words “be specified by the government, by notification” in Municipal Act 2001 has been substituted by “be proposed by the Municipality and approved by the government which is to be conveyed by notification” in the amended Act. Other omissions in the amended Act includes subsections (4) & (5) of section 120, sections 143,144, 145 and entry (d) in section 182 of the Nagaland Municipal Act 2001. The word “determined” in the Municipal Act 2001 has been substituted by the word “approved” while “sanction” and “sanctioned” in the same Act were substituted with “approve” and “approved.” From the Nagaland Municipal Act 2011, all references and operative provisions relating to “attachment and sale of defaulter’s immovable property” has been omitted.

New Delhi, Dec 30 (PTI): The countdown for the new year 2017 will be delayed by a second as horologists will compensate for a slowdown in the Earth’s rotation. The National Physical Laboratory (NPL) is to introduce a “leap second” after 23.59:59 on December 31. “The Earth and rotation around its own axis is not regular, as sometimes it speeds up and sometimes it slows down, due to various factors including the moon’s gravitational Earthbraking forces that often results in ocean tides. “As a result, Astronomical Time (UT1) gradually falls out of sync with Atomic time (UTC), and as and when the difference between UTC and UT1 approaches 0.9 seconds, a leap second is added to UTC through Atomic clocks worldwide,” D K Aswal, Director National Physical Laboratory said . India too will add a “leap second” in its “atomic clock” in order to synchronise clocks worldwide with the Earth and ever slowing rotation. Atomic clocks are very accurate and are stable
within one second over a period of millions of years. On the other hand, the Astronomical Time known as Universal Time (UT1) refers to the Earth and rotation around its own axis and determines the length of a day. As the leap second is added simultaneously all over the world at UTC 23:59:59 on December 31, 2016, a leap second will also be inserted at IST 05:29:59 on January 1, 2017 (IST being five hours and thirty minutes ahead of UTC (Coordinated Universal Time). Adding the leap second to Indian clock is done by National Physical Laboratory (NPL) under the Council for Scientific and Industrial Research (SCIR). The NPL is one of the oldest laboratory in the country. In order to follow Indian Standard Time (IST), the clocks need to be adjusted after the insertion of leap second. Those utilising CSIRNPL time dissemination services need not worry as they will receive the corrected time post the insertion of leap second, Aswal said.

Srinagar, Dec 30 (PTI): Normal life was affected in Kashmir Valley on Friday due to a strike called by separatists against the issuance of identity certificates to West Pakistan Refugees (WPRs). Most of the shops, fuel stations and other business establishments in Srinagar — the summer capital of the state — were shut, while public transport was minimal, officials said. They said there were very
few street vendors visible in the city today due to the strike. Reports of shutdown were also received from most of the other district headquarters of the Valley, the officials said. Security forces were deployed in strength at sensitive places where barricades were also erected. The separatists have also been calling for shutdown on Friday and Saturday every week after scaling down their agitation

Mumbai, Dec 30 (PTI): Continuing its upward trend, gold prices surged by another Rs 205 to close at Rs 27,900 per 10 grams here today on demand from investors, stockists as well as higher local buying interest amid bullish global sentiment. Silver also edged-up following mild industrial buying. In Europe, gold hit a two-week high on weaker dollar and was set to close 2016 more than 9 per cent higher, snapping three years of declines. Standard gold (99.5 purity) surged by 205 per ten grams to close at Rs 27,900 from the previous closing level of Rs 27,695. Pure gold (99.9 purity) also climbed by a similar margin to end at Rs 28,050 from Rs 27,845 per 10 grams.

However, the rupee in 2016 witnessed a loss of 177 paise, or 2.68 per cent, against the dollar as compared to its last year’s closing level of 66.15. The domestic currency touched a record low of 68.86 on November 24, 2016 this year. The r upee opened higher at 67.95 per dollar as against yesterday’s closing level of 68.10 at the Interbank Foreign Exchange (Forex) Market and hovered in a range of 67.85

New Delhi, Dec 30 (PTI): Government has achieved its target of providing 1.5 crore free cooking gas (LPG) connections to poor households in less than 8 months. The Pradhan Mantri Ujjwala Yojana (PMUJ) aimed to provide 5 crore free LPG connections to BPL families in three years. The target for the first was set at 1.5 crore. The first year target has been “achieved within a span of less than 8 months and the scheme is being implemented now across 35 states/UTs,” an official statement said. A woman member of BPL family identified through Socio-Economic Caste Census (SECC) data is given a deposit free LPG connection with financial assistance of Rs 1,600 per connection. The scheme was announced in the Budget for 2016-17 with an allocation of Rs 8,000 crore for three years. Prime Minister Narendra Modi had launched PMUJ on May 1 from Balia in Uttar Pradesh. “14 states/ UTs having LPG coverage less than the national average, hilly states of J&K, Uttarakhand, Himachal Pradesh and all North-East States are identified as priority states for implementing the scheme,” the statement said. Mumbai, Dec 30 (Agencies): After a focus on demonetisation and its implementation for over 45 days, the Reserve Bank of India (RBI) has once again ignited the debate around the concentration risk on banks’ books and by the regulator’s own admission, things don’t look rosy. In the financial stability report (FSR), the regulator pointed out that while the share of large borrowers in total advances inched lower as on 30 September, than at the beginning of the financial year, these large borrowers are still haunting bankers. According to data provided in the FSR, large borrowers—or those with funded and non-funded loans over Rs 5 crore— form about 56.5% of total advances of scheduled commercial banks (SCBs) at the end of the second quarter, as compared with 58% as on 31 March. However, large borrowers form 88.4% of gross nonperforming assets (NPAs) as on 30 September in comparison to 86.4% at the beginning of this financial year. “The asset quality of large borrowers deteriorated significantly. The share of special mention accounts (SMA)-2 increased across bank groups. The share of large borrowers’ in SCBs’ total loan portfolio declined between March and September 2016, whereas, their share in GNPAs increased during the same period,” the report said. While the total borrowings by companies in chemical, computer, food products, hotel, rubber and textiles industries decreased in the one year to September this year, sectors such as cement, construction, electrical machinery, power, iron and steel, jewellery, mining, automobiles, papers, pharmaceuticals, real estate, telecommunications and transport industries contributed towards an increase in total borrowings. New Delhi, Dec 30 (PTI): Finance Ministry today said that the Indian economy grew 7.2 per cent in the first half of the current fiscal, retaining its position as one of the fastest growing major economies in the world. The Ministry, in its year-end review, said that inflation has remained in “comfort zone” during the year with retail and wholesale inflation averaging 5.2 per cent and 2.7 per cent, respectively, in the AprilOctober period. “The stress given to fiscal consolidation through expenditure rationalisation and revenue raising efforts and the focus on administrative measures for cooperative financial governance and also steps towards containing inflation have contributed significantly to macro-economic stability,” an official statement said. New Delhi, Dec 30 (PTI): Giving companies like Vodafone and Cairn Energy one more month to accept its offer to settle retro tax disputes, the government has extended till January 31 its onetime tax dispute resolution scheme. The Direct Tax Dispute Resolution Scheme, announced by Finance Minister Arun Jaitley in the budget for 2016-17, seeks not just to settle disputes in retrospective taxes, but end nearly 2.6 lakh pending tax cases where Rs 5.16 lakh crore are locked in. The offer to settle the disputes was to end on December 31, but it has now been extended till January 31, said the Central Board of Direct Taxes (CBDT). On May 26, the government had notified the scheme saying it would open on June 1 and close on December 31. “In the said notification, the figures, letters and words December 31, 2016, the figures, letters and words January 31, 2017, shall be substituted,” CBDT said in a notifica-

The United Democratic Madhesi Front held meeting yesterday and today during which the leaders said if elections were held without amending the Constitution, which was promulgated last year and has been a bone of contention for the community largely of Indian-origin, it would not be acceptable to them. The Front - consisting of major Madhes-centric parties - added that the constitution amendment bill registered in the parliament could not address their demands if it was not revised, local media reported. It said demonstrations will be held in major cities nationwide on Monday in order to protest attempts to announce local poll dates before the Constitution amendment. The meeting also criticised the main opposition CPN-UML for continuously obstructing the Parliament meeting with an intention to block the government from tabling the Constitution amendment bill and holding discussions on it, terming it as undemocratic and against the parliament norms.

KATHMANDU/BEIJING, DEC 30 (PTI): Nepal and China will hold their first ever joint military exercise in early February that will focus on counter terrorism operations and disaster management, a move that may raise concerns in India. Chinese Defence Ministry Spokesperson Yang Yujun said yesterday that China and Nepal had been in “initial communication” on holding the military exercise, and that the details would be announced later. The Nepal Army has also confirmed the joint military drills with China, saying the two sides have decided to hold the exercise in the northern region of Nepal in the second week of February, the Kathmandu Post reported. Although Nepal has been holding joint military exercises with other countries including India and the United States, this is the first time Nepali military would be holding such an exercise with China.
WASHINGTON/MOSCOW, DEC 30 (PTI/AFP): In apparent retaliatory action against alleged Russian hacking during the US presidential election, President Barack Obama has slapped a series of sanctions against Russia and expelled 35 Russian officials. “All Americans should be alarmed by Russia’s actions,” Obama said in a statement yesterday as he ordered a number of actions in response to the Russian government’s alleged aggressive harassment of US officials and cyber operations targeting the US election. “These actions follow repeated private and public warnings that we have issued to the Russian government, and are a necessary and appropriate response to efforts to harm US interests in violation of established international norms of behaviour,” he said. The US has also ordered shutting of two of Russian compounds in the country. BEIRUT, DEC 30 (AFP): A fragile calm was holding across Syria today after a truce brokered by Russia and Turkey came into effect, a potentially major breakthrough after nearly six years of conflict. There were reports of isolated violence, including clashes in central Hama province between government forces and jihadist factions, a monitor said. The Syrian Observatory for Human Rights said there were casualties among regime forces in the clashes after midnight with jihadists near the town of Mahardeh. The fighters were believed to be from a faction that did not sign the ceasefire announced yesterday by Russian President Vladimir Putin, and confirmed by Syria’s army and mainstream opposition bodies. The Observatory reported other minor violations, including the firing of a single missile by regime forces in southern Daraa province, but said the truce was largely holding. “There have not been any large violations,” said Observatory director Rami Abdel Rahman. “From midnight until

2016: India basks in women power; legend of Kohli grows Sakshi Malik
New Delhi, Dec 30 (PTI): An Olympic campaign saved by the fortitude of three women, a cricket team that rediscovered itself under a bold and zealous Virat Kohli - Indian sports in 2016 was a dramatic mix of highs and lows wherein athletes mostly raised the bar but administrators found new ways to embarrass the country. As is the case once every four years, Olympic sports found themselves in the middle of inescapable spotlight when India’s largest ever contingent made its way to Rio de Janeiro for the 31st edition of the ‘greatest show on earth’. A record number of 117 athletes - 63 men and 54 women - landed in the Brazilian carnival city with the rather unrealistic expectations of going better on the half a dozen medals secured in London, 2012. The Sports Ministry and the Sports Authority of India (SAI) had contributed to the unreasonable hype with their outrageous predictions of at least 10-12 medals coming from Rio, a claim hardly questioned before the Games.

At the mega-event, the script went terribly awry and more than a week passed without India coming anywhere close to the podium barring a couple of near misses, most notable being shooting ace Abhinav Bindra and gritty gymnast Dipa Karmakar’s fourth-place finishes in their respective events. But just as it seemed that Rio would end barren for India, Sakshi Malik and P V Sindhu saved the country the blushes. While Sindhu became the first shuttler and the first Indian woman athlete to notch up a silver medal, Sakshi became the first female grappler to win an Olympic medal with a bronze that hardly anyone had predicted. These two medals and Karmakar’s fourthplace finish in a sport that is not even understood well in India, prevented a complete loss of face. Fittingly, the three were presented the country’s highest sporting honour Khel Ratna - jointly. But what their heroics could not cover up was the fact that in all these years, government, SAI and the Indian Olympic
Association have only been able to make it easy for athletes to claim money once they have made a m a r k . S o, t h e h a r s h reality of Indian sports remained the absence of any systematic support for athletes in their formative years which, as seen in Rio, cannot be compensated by doling out crores barely a year before the Olympics. On the cricket field though 2016 well and truly belonged to India, more specifically to Kohli and his ‘weapon of choice’ Ravichandran Ashwin. An 18-match unbeaten streak in Tests (starting from Sri Lanka 2015) the best-ever by an Indian team - was a testimony to how well Kohli fitted into the leadership role in white flannels. When he took over captaincy from the ‘cool as cucumber’ Mahendra Singh Dhoni in the Test format, there were apprehensions that the ever-emotional Kohli might even end up having a meltdown due to the twin pressure of leadership and being India’s top batsman. generally reserves for his strokes. Kohli has remained India’s best batsman and has proved to be a dynamic leader too, transforming a young team into confident world beaters at least on home turf. In the limited-overs format, where Dhoni is still in charge, India won the Asia Cup T20 before finishing semifinalists in the World T20. Speaking of individual sports, it was a brilliant year for Indian golf, which found its first female star in Aditi Ashok. The 18ye a r - o l d c o m m a n d e d attention with her Olympic performance, where she led the pack at one stage, and then went on to become the first Indian to clinch a title on the Ladies European Tour. The LET responded by naming her the ‘Rookie of the Year’, a much-deserved honour for the exuberant youngster. In fact, it was a year in which Indian sports discovered some new stars, and interestingly, they happened to be women. Sindhu, Sakshi, Aditi and Dipa became symbols of women’s empowerment with their achievements.
Sports Ministry suspends IOA’s recognition New Delhi, Dec 30 (IANS): Dissatisfied with the Indian Olympic A s s o c i a t i o n ' s ( I OA ) response to the show cause notice for appointing the scam-tainted duo of Suresh Kalmadi and Abhay Singh Chautala as life presidents, the Sports Ministry on Friday suspended the deemed recognition of the national Olympic body. Following the suspension, the IOA will cease to enjoy the privileges and prerogatives bestowed on it by the government as the National Olympic Committee (NOC). All gover nment assistance, financial or otherwise, to the IOA will also be stopped. "The government has suspended the deemed recognition, granted by it to the IOA until the IOA reverses its decision to appoint Suresh Kalmadi and Abhay Chautala as Life Presidents," the ministry said in a statement. The ministry issued a show cause notice to the IOA on Wednesday after the general body meeting of the sports body passed a resolution on Tuesday to appoint its for mer presidents Kalmadi and Chautala as life presidents. "The IOA was required to reply to the show cause notice by 5 p.m. on Friday. In their response, IOA today sought extension of time up to January 15 for replying to the show cause notice, stating that President, IOA was out of the country. The government is not satisfied with the response of IOA since they have not given any substantive reply," the statement read.
Van Dijk, Fonte to stay with Saints L o nd o n , Dec 30 (Agencies): Southampton manager Claude Puel believes neither Virgil van Dijk or Jose Fonte will leave the club during the January transfer window. The centre-backs have been the subject of much speculation with the Dutch international linked with a
£50m switch to Manchester City or Chelsea. Fo n t e m e a n w h i l e was the subject of interest from Manchester United last summer as his fellow Portuguese Jose Mourinho looked to add to his defensive options. However, Fonte stayed at St. Mary’s and Puel has
now confirmed that he and van Dijk will both still be Saints’ players come February. “Of course they will both stay [for at least the remainder of the season],” he said. “It’s important for them to stay and have a good attitude and improve our position in the table.”
