2002 Gujarat riots: 11 get life terms
A H M E DA BA D, AU G 4 (IANS): The Gujarat High Court on Thursday sentenced, to life terms, all 11 persons convicted of burning a man and his daughter to death in Mehsana district during the 2002 communal riots. The incident occurred on March 3, 2002, a few days after Sabarmati Express train burning in Godhra that saw deaths of 59 people and led to statewide riots. Six eyewitnesses testified against the accused in a complaint filed mainly by the neighbour who had tried to protect the father and daughter from the wrath of the crowd. (More on p-7)

notional Congress. He said the Sarkaria Commission report had spoken about misuse of Article 356 by the successive Congress governments. Justifying imposition of President’s rule in Arunachal Pradesh and then in Uttarakhand, Naidu said there was Constitutional crisis there at that time. He was responding to Sharma’s allegation that Governors in the two states had “willingly become tools to pursue nefarious agenda of the ruling party” and had acted as “political agents” of the government to topple the elected governments, Sharma also questioned whether BJP respects the Constitution or not. Naidu replied, “You should have been aware of the consequences. The arguments are over now. Your man did not have majority. He has resigned. How can you blame it on us? Had you taken appropriate action at appropriate time this would not have happened.” Naidu quoted Sarkaria Commission recommendation that Article 356 be used sparingly as the last resort and in extreme urgency as misuse will have disastrous consequences. He gave details about how it was misused 12 times till 1967 and was later used umpteen times to topple several elected governments with the crescendo in 1977. “It is not the first time Article 356 is used, not the first time any Central government has
intervened at any particular stage in a state... Congress party has done this umpteen times all these years. Several non-Congress governments became casualties because of your political considerations,” the minister retorted. Referring to instances of imposition of President’s rule in Arunachal Pradesh and Uttarakhand, Naidu said such a situation arose due to internal squabbling within the Congress party. Defending the action to recommend President’s rule in Arunachal Pradesh, he said, “It was your problem and we were compelled to step in because of the constitutional breakdown.” He asserted, “We believe in cooperative federalism, we want to take states along us. We are following the ‘Team India’ spirit. So you please cooperate and set your own house in order. Rest we can all address it together.” Recalling how he was arrested during Emergency just for inviting socialist leader Jaiprakash Narain to college, Naidu said, “you disqualify MLAs and get Constitution bill passed. You have misused, dismissed and murdered popular elected Governors.” He added, “Let us not score political points. We have to be responsible to the Constitution. Rules cannot be one for you and the other for me. We never say we want a Congressmukt Bharat but we want a party like Congress to benefit.”

N E W D E L H I , AU G 4 (NPN): Ministry of Urban Development on Wednesday approved an investment of Rs.4,404 crore in augmenting water supply, sewerage networks, drainage, urban transport and public and green spaces in urban areas in eight states and union territories (UTs) under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) for the current financial year. An inter-ministerial apex committee chaired by secretary (urban development) Rajiv Gauba has approved the State Level Annual Action Plans (SAAP) of those eight
states/UTs. Under AMRUT, committed total central assistance of Rs.50,000 cr for the five year mission period is allocated among the States/ UTs based on urban population and number of statutory Urban Local Bodies in each State/UT and SAAP are accordingly formulated by States/UTs. Remainder of the project cost is to be born States, UTs and ULBs. Earlier during the current financial year i.e 2016-17, the Ministry of Urban Development approved total investments of Rs.19,213 cr under Atal Mission for 20 States/ UTs taking the total investments approved to Rs.23,627 cr with a central assistance commitment of Rs.8,655 cr. Under Atal Mission which was launched in June last year, the total investment approved in basic infrastructure in urban areas in 500 mission cities

Cancel bails of fuel adulteration kingpins: ACAUT Centre-NSCN (I-M) peace talks
DIMAPUR, AUG 4 (NPN): ACAUT Nagaland said it had taken serious note of the seizure of an illegal solvent consignment by Kohima police, belonging to the fuel adulteration kingpin, Ajay Prasad. In a press note, ACAUT media cell said with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul. ACAUT said it was very clear that the fuel adulteration
racket, which was busted on June 27, was being operated by highly connected people. “This suspicion was renewed when the kingpins got anticipatory bail regardless of the very serious nature of the issue”, it stated. ACAUT alleged that one of the kingpins-- Ajay Prasad, taking advantage of the anticipatory bail has restarted criminal operations with impunity. With such scant regard for the laws of the land, ACAUT wondered whether the “public finally conclude
that the judiciary has long closed its eyes and ears to matters of justice?” As criminals have been openly abusing the criminaljustice system, ACAUT said “the tag of Nagaland as a failed state should not encompass the judiciary, but sadly, the continued abuse of the system speaks otherwise”. In this regard, ACAUT appealed to the courts to act swiftly and decisively and cancel the bails granted to all the fuel adulteration kingpins, adding “failure to do so would be morally indefensible”.
24% salary tax: ACAUT says member under duress to withdraw FIR In connection with the FIR filed against CMO Zunheboto on the issue of 24% deduction of staff salary, ACUAT media cell said that the complainant, its core member, was now under duress by a particular faction to withdraw the FIR. ACAUT said that the FIR was registered on July 11 at Zunheboto Police Station, following which the CMO obtained anticipatory bail while four others were awaiting the same bail. In this regard, ACAUT said it was forced to make this ‘public declaration’ that “if anything happens to the complainant, an ACAUT
member who filed the FIR on behalf of the movement, the five employees of the CMO establishment”, including the CMO and Accountant, would be solely responsible. It further reminded of the standing ACAUT resolution that “there is a blanket ban on ACAUT members going to the designated camps of the factions nor are summons acceptable”. Meanwhile, ACAUT urged upon the state government to ensure that no untoward incidents happen to responsible citizens who have always been on the forefront fighting for the common good.

IMPHAL, AUG 4: All Manipur United Club Organisation (AMUCO) on Thursday alleged lack of transparency in the ongoing peace talks between government of India and NSCN (I-M). Speaking at a function held here to observe 19th Manipur Integrity Day, AMUCO president Mani Khuman said that nobody but only the NSCN (I-M) and Central government knew the actual content of the frame work agreement, which was signed on August 3, 2015. Keeping secret the points of the framework agreement shows lack of transparency in the ongoing peace talk, he said and alleged that people were kept in dark without disclosing the details of the agreement. “It is the manifestation of their hidden agenda. People of the state should be prepared to face the outcome of the peace accord. For that we need a common platform for all communities of the state for a common issue,” said Mani Khuman. All Manipur United Club Organisation has been observing August 4 every year to commemorate a massive rally, which was carried out on this day in 1997 reaffirming to safe guard the territorial integrity of Manipur. AMUCO president further reminded
that the August 4, 1997 rally had showed that people of all section of the society in the state stood firm for the territorial integrity of Manipur. Mani asserted that there has been a threat to the territorial integrity of the state since the commencement of the peace talks between NSCN (I-M) and government India. “AMUCO and people of the state always stand for the integrity of the state,” he said. Leaders of the civil bodies, who attended the occasion, asserted that they would not tolerate loss of any piece of Manipur’s territory at any costs or circumstances. No force should be allowed to disturb Manipur’s boundary. Any design to re-draw the boundary of Manipur would be opposed and defeated by the collective strength of the mass, they added. ANCSU ultimatum on directorate of higher education DIMAPUR, AUG 4 (NPN): All Nagaland College Students’ Union (ANCSU) has appealed to the directorate of higher education (DHE) to take necessary steps to release the Post Matric Scholarship (PMS) on or before August 14, 2016, failing which, the association cautioned it would not be held responsible for any untoward situation in future. In an ultimatum addressed to director, higher education, ANCSU president Zhoku Thuluo and general secretary Benjong Longchar said the association had appealed and reminded the authority for the release of Post Matric Scholarship (PMS) for the year 2015-2016. However, ANCSU said despite of its endless effort, their demands “remained fruitless and unnoticed.” It pointed out that delay in disbursing scholarship has adversely affected the students, which, it described as “unjust on the part of the State Government and the department.”
Disease kills over 30 children in Myanmar’s Naga area ENCSU 7-day ultimatum on govt expires YANGON, AUG 4 (AGENCIES): An undiagnosed disease has killed more than 30 children in a remote part of Myanmar, officials said Thursday (August 4), with health authorities struggling to treat victims. The illness, with measles-like symptoms, has hit the far corner of Myanmar’s northern Sagaing region, a remote and mountainous area which borders eastern India and is populated by people from the Naga tribes. Adults and children have both been struck since the outbreak first emerged in June, a local MP said, but the illness appears to be particularly deadly to children under the age of five. “Altogether 23 children were have been killed in Lahal township and 13 killed in Nan Yon township since June because of this unknown disease,” Law Yon, a regional MP from Naga self-administrative region told AFP. “Rashes came out on their bodies, they have a fever and difficulty breathing because of coughing. Blood also
comes out while coughing,” he said. Some 200 people so far have come down with the disease, he said, adding that central authorities have been slow to react. The outbreak highlights how vulnerable Myanmar’s more remote populations are in a country where healthcare was never prioritised under decades of brutal and inept junta rule. It is one of the many crippling legacies that the newly installed civilian government of Aung San Suu Kyi is trying to tackle. Although budgets slightly increased in the last few years of outright army rule -- which ended with last November’s elections -- Myanmar is still one of the lowest spenders on healthcare as a share of GDP.
No money for health care
Several officials said central authorities have been slow to react. “We have this problem since two months ago and we haven’t received any help from the government yet,” said local administrator Kay Sai.
He said the deaths have been recorded in Nanyun and Lahe towns in the Naga region, one of the poorest in the country, about 1,300 kilometers from Yangon, adjoining India’s Nagaland state. He said most of the victims have been younger than 5. Kay Sai said officials have not been able to identify the disease, which appears to be contagious. Blood samples have been sent to a hospital in the neighboring Saggaing division and results are awaited. There has been no response from the Ministry of Health, or the Department of Prevention of Transmitted Diseases on the outbreak. He said local authorities have temporarily banned people from traveling around to prevent contagion. The Naga area is the least developed part of Myanmar and is in utter neglect with the absence of even the most basic health care, education and infrastructure. Law Yone, a local lawmaker of Lahe township, said that the region suffers from inadequate transportation,
insufficient number of health care workers and medicine. Because of the backwardness, even curable diseases have proved to be deadly in the past he said. The local authorities have temporarily banned travel in the area to prevent the disease from spreading. A health ministry official in the capital Naypyidaw confirmed the outbreak, including more than 30 deaths, and said tests were being carried out. “We assume at an initial stage it’s a measles outbreak or strong influenza. But we can definitely say only when we get the result from laboratory,” the official told AFP, requesting anonymity. For decades, a military junta has ruled Myanmar and the army still wields considerable power, despite November elections that cleared the wave for a newly formed civilian government. The Asian country spends very little on health care, a problem which has been exacerbated by a lack of infrastructure and health workers in Sagaing.
DIMAPUR, AUG 4 (NPN): Upon expiry of its seven-day ultimatum to state government, Eastern Nagaland College Students’ Union (ENCSU) Thursday asked all the college representatives to keep updated and be prepare “mentally and physically” and respond to union’s call at “any time positively”. In the ultimatum on July 26 last, ENCSU had claimed anomalies on the selection process of Nagaland State Entrance Examination (NSEE) vis-à-vis Backward Tribe (B) quota. In a press statement, ENCSU chairman, Longre Chang and joint secretary, Nokchem Angth warned that the first phase of action will be intimated through media after consultative meeting with different Eastern organizations. ENCSU expressed surprise that the state government and Technical department were not taking interest to address the issue which actually was the work of the government to give it top priority. According to the release, some government officials in-
stead of addressing the matter were “trying to make the issue complicated by interpreting the laws of the Medical Council of India (MCI) and laws laid down by the state government wrongly”. In this regard, the union questioned the Technical department and the government as to how it was possible to implement two laws from different bodies in one examination? The union also questioned the government and department on what authority they were empowered to reserve 15% for backward tribes (BT) seats when MCI notification has mentioned nothing as such? ENCSU reminded the department and government that if they were sincere to follow the guideline of the MCI then it should be strictly implemented. The union also warned that it would not tolerate and warned of dire consequence on any manipulation on the rights of the BT for personal interest by interpreting the rules of MCI incorrectly. ENCSU said that there
was no point in setting up Common Selection Board (CSB), when the government and department were to select the candidates based on merits and as per MCI rules. In case, the department wanted to stick with the MCI guidelines, then the exam conducted by the state should be cancelled immediately and allow Central Board of School Education (CBSE) conduct the exam based on MCI rules like in Bihar, the union said. The union said that the excuse given by the department with regard to the cut of mark needed by a candidate to qualify for MBBS and BDS seat was just a make-up “laws for personal gain by few people on the bowl”. It stated that, as per the MCI, the students only needed to secure 50% (general) and 40% (other students) respectively in Biology, Chemistry and Physics in 12th examination. DIMAPUR: One person namely Khoyeih Konyak has been reported missing since August 2 after a trip to Dibrugarh for medical treatment went terribly wrong for him and his travelling partner. Informing this in a press note, Mon Police stated that the missing person, Khoyeih Konyak, along with Konwang Konyak had gone to Dibrugarh from Mon for treatment. On
August 2 night at around 23:20 hrs the duo reportedly boarded the Brahmaputra Mail train from Dibrugarh and alighted at Bhojo Station near Tizit at around 01:30 hrs but they were drugged by three persons on the train and were left unconscious, Mon Police informed. Konwang was found at Alipurduar railway station in West Bengal by railway police on the night of August 3 at around 7: 30 p.m and presently undergoing medical treatment at the railway hospital.A police team with family members have been dispatched to take him into safe custody, Mon Police added. However, Mon Police stated that Khoyeih Konyak was still missing and efforts were on to trace him. DIMAPUR: Zeliang People Organisation Nagaland (ZPN), Mao Union Jalukie and Mao Women Jalukie Unit have vehemently condemned the “assault and attempt to murder” of Pf. Abraham and his wife D. Komuhra on August 3 by some miscreant(s) armed with stones near Pimla village. In a press note, ZPO (N) secretary Kerang Dumtta said some youth had stopped the tata sumo (NL 01T 6489) enroute to Jalukie from Dimapur carrying the principal and staff of JNV school Jalukie at Pimla junction. ZPO (N) alleged that the miscreant(s) were in search of “Zeliang occupant”. However, since the driver (Abraham) was the only Naga, ZPO (N) said that the miscreants started to hit him with stones, injuring grievously. Seeing this, ZPO (N) said that his wife, a staff (UDC) of the school tried to stop the miscreant, but was punched and hit with the stone on her mouth. ZPO (N) said it condemned such act of insanity and questioned the perpetrators as to “why they hated Zelaing community and what wrong have they done?” ZPO(N) further asked “the concerned tribal hoho, under whose jurisdiction Pimla village falls, to come out with clarification, whether it was the handiwork of some individual or a tribal issue?” It has asked the concerned tribal hoho to take stern action against the culprit if they had taken such step on an individual capacity. He mentioned that capacity would depend on the water requirement for crop/ animal, jalkund would retain about 15, 000, 20, 000 and 30, 000 litres of water respectively with the dimensions of 5mx3mx1m, 5mx4mx1m and 5mx4mx1.5m and the size of lining material of the corresponding dimension would be 8mx6m, 8mXm and 9mx8m. He also said that direct precipitation of the rain was allowed for water harvesting, run-off water should be avoided but the roof top water could be harvested and diverted to jalkund. He stressed on preparation of jalkund, laying of LDPE polyfilm/silpauline, covering of the jalkund, fencing and utilization of harvested water. KOHIMA, AUG. 4 (NPN): Kohima Orthopaedic Society (KOS) along with India Orthopaedic Association (IOA) observed the “National Bone and Joint Day” under the theme “one member, one free surgery” at Naga Hospital Authority (NHAK), Kohima Thursday. Briefing the media persons, Dr Gwalozou Thong said every year, August 4 was observed as the National Bone and Joint Day. Every life member, attached to the Indian Orthopedic Association, has taken a pledge to perform at least one free surgery for a deserving patient, marking the National Bone and Joint Day. Dr. Thong said this year it had decided to conduct free
surgeries from August 3 to 5, 2016, for the economically weaker sections of the society. “We have performed 3 free surgeries today and two major free surgeries will be done by tomorrow,” he added. Dr Thong informed that IOA was one of the largest Academy Professional Organizations of doctors, consisting of nearly 12,000 life members from the length and breadth of India, spanning across 22 states and hundreds of cities and thousands of districts. The Association has completed 60 years of its existence since its inception in 1955 and has been a pivotal body for streamlining academics and research, as well as social networking among orthopaedic surgeons and was recognised all over the world.

DIMAPUR, AUG 4 (NPN): The Little Kingdom Academy (LKA) organized “free finger painting workshop,” learning through colours for children aged 2-5 years (play-group till (upper kindergarten) KG –II) on Thursday at The Little Kingdom Academy, Khermahal police point. During the workshop, resource person, Mhonchumi Lotha from Singapore explained that finger painting was an ideal activity which appealed to people of all age. She said that finger painting was fun, creative and helped to develop not only an individual’s physical skills but also the social skills. She mentioned that finger painting was very important for younger ones to explore and investigate materials and texture without the pressure of producing an end result/ product. For little ones just playing with finger paint, enjoying the feel or texture of it and allowing them to create interesting designs was considered to be highly therapeutic, said Mhonchumi. She elaborated that with the ability to master a new skill and gaining some personal milestone, a child’s self esteem could be enhanced. For older children, Mhonchumi said

Flood situation in Assam improves

(PTI) GUWAHATI, AUG 4 (PTI): Flood situation in Assam improved considerably today, though nearly three lakh people are still suffering across ten districts in the state. According to the Assam State Disaster Management Authority (ASDMA), more than 2.85 lakh people are currently affected across 386 villages in ten districts. Till yesterday, nearly eight lakh people were affected by the floods across 638
villages in 14 districts. The death toll in the current wave of floods stood at 34 across the state. As of now, the affected districts were Jorhat, Golaghat, Bongaigaon, Dhemaji, Barpeta, Dhubri, Morigaon, Kokrajhar, Nagaon and Goalpara. Among them, Barpeta was the worst affected with nearly one lakh people still suffering, followed by Dhubri with over 80,000 and Goalpa-
ra with almost 40,000 people currently hit by the floods, the ASDMA said. The authorities were running 66 relief camps and distribution centres, where 18,708 people were taking shelter across eight districts. Nearly 13,000 hectares of crop area was under flood water across the state. Currently, the Brahmaputra was flowing above the danger mark at Nematighat in Jorhat and Dhubri town.

Many of those involved in the ambush were arrested while one of the militants, Malsawmkima, a state police deserter, was gunned down few days after the ambush.

Gujarat government in 2011 filed a petition before the High Court, stating that it should be paid royalty at market rate and the difference in royalty payment since 2008 at prediscount rate (in comparison to market rate) was computed at Rs 9,000 crore to Rs 10,000 crore. The High Court ruled in its favour in November 2013. ONGC challenged the decision in the Supreme Court which asked the company pay Gujarat at gross or pre-discount price during pendency of the petition. While Gujarat was getting royalty at pre-discounted rates, Assam was paid the duty at discounted rate. The government last month ordered ONGC and OIL to pay Assam royalty at pre-discounted rates from back date of February 2014. The royalty for the period since February 2014 was paid to Assam government today. ITANAGAR, AUG 4 (PTI): A 75-year-old woman, who was abandoned by her son at a hospital near here last month, was reunited with her family by the joint efforts of police, state legal services authority and other social organisations. Brajeswari Burman, who was suffering from diarrhoea, was taken to Tomo Riba State Hospital (TRSH) at Naharlagun on July 25 by her son and daughterin-law. They left the hospital allegedly when the doctor asked them to bring some medicines, and did not return, a release by Arunachal Pradesh State Legal Services Authority (APSLSA) said today. After members of APSLSA, Arunachal Vivekananda Yuva Shakti, a social organisation, and Woman Helpline searched for her kin for six days, and used social media for the purpose, they got the whereabouts of a her son and daughter-in-law from a person, it said. On questioning by police it was revealed that the woman was staying with her eldest daughter-in-law at Naharlagun. When her health condition worsened, they had dumped her at the doorsteps of her younger son, who abandoned her at the hospital, the release said. APSLSA and the police took an undertaking from her sons and daughtersin-law that they would take care of the woman. Besides, the APSLSA will give Rs 2,000 per month to her, the release said.

AGARTALA, AUG 4 (IANS): A multi-purpose Integrated Development Complex (IDC), to be funded by the Union Commerce Ministry, will be set up in Tripura to boost trade with Bangladesh, officials said on Thursday. The IDC will come up at a cost of Rs 12.62 crore at the Manu Land Custom Station (LCS) near Sylhet division in Bangladesh. “The IDC will be an important trading point between India and Bangladesh. This will be the second IDC along Tripura’s border with Bangladesh,” Tripura’s Industry and Commerce Department Director V.G. Genner told IANS. Commerce and Industry Minister Nirmala Sitharaman inaugurated the first IDC at Srimantapur in Tripura along the border with Bibir Bazar district of Bangladesh. BOKAJAN, AUG 4 (AGENCIES): A fake tax official was arrested on charges of cheating various traders and businessmen from Bokajan in Assam’s East Karbi Anglong district on Thursday, police said. The arrested individual has been identified as Semson Engti, a resident of Fisaripar Village under Bokajan Police Station. One fake identity card, numerous rubber stamps of Karbi Anglong Autonomous Council (KAAC) were recovered from him. “Engti has been cheating small traders and businessmen of the small industrial town for the past several months by conducting surprise raids, looking for trade license and sales tax clearance certificates

The IDCs would have all basic modern facilities like customs, immigration, banking with currency exchange facility, warehouse and public utility services. “Of the Rs 12.62 crore projects, 90 per cent would be borne by the Union Commerce Ministry and the rest by the Tripura government,” he added. Tripura Chief Minister Manik Sarkar on Tuesday visited the proposed site of the new IDC. There are 31 Land Custom Stations in the northeast bordering Bangladesh. According to a Tripura official, the total India-Bangladesh trade has increased manifold in Tripura from Rs 4.12 crore in 1995-96 to Rs 384 crore in 2015-16. Goods worth Rs 382 crore were imported from Bangladesh and the remaining amount was the value of exports.

ONGC, OIL pays Assam Rs 1,450 Woman abandoned New complex on Indiacr in past royalty dues on oil at hospital by son Bangladesh border to boost trade NEW DELHI, AUG 4 (PTI): State-owned ONGC and Oil India Ltd Thursday paid Assam government Rs 1,450 crore in past royalty dues on crude oil produced in the state with Petroleum Minister Dharmendra Pradhan saying the previous Congress government had done great injustice to the state. While OIL Chairman and Managing Director Utpal Bora handed over a cheque of Rs 1,149.24 crore to Assam Chief Minister Sarbananda Sonowal, Oil and Natural Gas Corp (ONGC) CMD Dinesh K Sarraf presented a cheque of Rs 300.64 crore. Speaking on the occasion, Pradhan alleged that Congress President Sonia Gandhi in a bid to “punish people of Gujarat for re-electing Narendra Modi as Chief Minister in 2007” had changed the way royalty is paid to crude oil producing states. In trying to target Gujarat, Assam too became a victim, he said. Assam Finance Minister Himanta Biswa Sarma too said the methodology of charging royalty was changed to “curtail economic prosperity of Gujarat” but in the process “Assam too was weakened.” According to the Oil Field Act, ONGC/OIL are required to pay 20 per cent royalty on price of crude oil it extracts from onland oil blocks to the state governments. Khandu constitutes committee to frame land acquisition policy ITANAGAR, AUG 4 (PTI): Arunachal Pradesh Chief Minister Pema Khandu Thursday constituted a ninemember committee of senior officers to frame a policy to fast track the land acquisition process by the Army and other paramilitary forces in the state. He constituted the committee during a meeting with the General Officer Commanding 4 Corps, Lt General D Anbu, who called on him, an official release said.
Khandu advised the committee to frame the policy in consultation with the Centre and submit the report within one month. The policy would accelerate land acquisition process by the Army and other paramilitary forces in the state. The Chief Minister asked the Chief Secretary to create a separate division to look into the land acquisition process for Army, paramilitary forces, SSB and other central government organisations.
Manipur to host 5th International Tourism Mart from Nov 23 Correspondent IMPHAL, AUG 4: Manipur will host the 5th International Tourism Mart for North East Region from November 23 to 25, Manipur tourism secretary Nidhi Mani Tripathi informed on Thursday. Addresing a press conference in Imphal, Tripathi said that Ministry of Tourism has chosen Manipur to host the mega event. The programme is organized with an objective to showcase the rich tourism potential of the North East in the domestic and international markets. Three delegates each from 35 countries are expected to participate in the event, Tripathi said, adding that among thecountries there are United Kingdom, Thailand, Australia, Singapore, Germany, Russia and Switzerland. Official delegates, cultural troupes, tour operators and
entrepreneurs from all North East are likely to take part in the Mart, she added. She further said that Tourism Department has a vision to develop the infrastructure with aesthetics approach Manipur has the potentialities to emerge as tourist destination due to its strategic location of being the gateway to South East Asia, its bounteous natural resources and its rich cultural heritage, she also said. She also highlighted a slew of measures undertaken by the department with financial assistance from Ministry of Tourism and North Eastern Council (NEC) for developing infrastructural facilities to boost tourism in the state. “The department has concentrated mostly on the sites which have the potentialities to draw both domestic and foreign tourists,” she said. One of the sites is Lok-
tak Lake together with Keibul Lamjao. As part of this venture the tourism department will take up construction of resort and cottages at Sendra, restaurant at Ombaching with public utilities etc. As part of this circuit, Triipathi informed that the department is also constructing tourism huts, along with establishing Yoga and Spa Centre and Lake Cruise at Ningthoukhong and Phubala under the Swadesh Darshan Scheme of the Ministry of Tourism. The department is also exploring possibilities of private sector investment in Ropeway Project at Loktak Lake between Sendra and Chaoba Ching for which the tender a fresh tender has been floated after the private party which bagged the initial tender backed away from implementing the project citing personal reasons.

Una incident: T’gana BJP MLA booked for ‘hate speech’ HYDERABAD, AUG 4 (PTI): A case has been registered here against Telangana BJP MLA Raja Singh for his remarks which allegedly defended the attacks on Dalits in Gujarat’s Una and supported the cow vigilantes involved, police said on Thursday. Mala Sankshema Sangam president B Ramprasad lodged a complaint with Mangalhat Police here accusing Singh of delivering hate speech through his statements. Following the complaint, a case was registered on August 2 under IPC section 153A (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc, and doing acts prejudicial to maintenance of harmony) against the BJP MLA, Mangalhat Police Station Sub-Inspector Sekhar said. “The matter is under investigation,” Assistant Commissioner of Police (Goshamahal Division) K Ram Bhupal Rao told PTI. In a two-and-half minute video posted on Facebook on July 30, Singh had defended the cow vigilantes, saying those who consume cow meat are bringing “disgrace” to the entire community and should be “taught a lesson”. “I am asking those Dalits (who kill cows). Is it necessary to murder cow and eat its meat? This is absolutely wrong. It is because of such ‘galeez’ (dirty or disgusting) Dalits, that the image of whole Dalit community, which is patriotic, follows dharma, and worships cows, is tarnished. “I support the beating (up) of Dalits who slaughter cows to consume its meat. So, what has been stopped has been violative of the Constitution.” On the Commission of Inquiry ordered by Kejriwal into alleged irregularities in DDCA, he said it was done with a “malafide” intention. NEW DELHI, AUG 4 (PTI): The crisis related to joblessness of hundreds of Indians in Saudi Arabia has been resolved “satisfactorily” with its ruler accepting India’s requests and instructing officials to address the issue in two days, External Affairs Minister Sushma Swaraj told Parliament on Thursday. Saudi government will give exit visas to the stranded Indians, provide free medical facility and food to the workers living in camps and allow those eligible to seek re-employment with other companies, she said in suo motu statements in both the Rajya Sabha and the Lok Sabha. “I am happy to inform the House that the Saudi ruler has taken note of the plight of Indian workers... Saudi King has instructed his officials to resolve the issue in two days,” she said. “The matter has been satisfactorily resolved,” she said and thanked the Saudi
King and his government for it. Swaraj credited Prime Minister Narendra Modi’s efforts in building strong personal ties with the Saudi King and also between the two countries during his recent visit to the Islamic nation for the outcome. She said her deputy VK Singh, who has been camping there since Tuesday evening, will return after formalising the arrangements for the Indian workers. Earlier this week, Swaraj had informed Parliament about the criss and given details of the efforts being made by the government to help out stranded workers. Speaking today of the progress, she said the Saudi government has not only agreed to giving them exit visas, as sought by India, but also offered to transport them to India at its expenses. “Government of India will not have to spend a penny on that,” she said. permitted workers to take re-employment if other companies find them suitable, she said, adding that before departing, the Indian workers will register their claims of unpaid salaries and other dues with the Labour Office of Saudi Arabia. The Minister said the Saudi ruler has also issued orders to provide free medical facilities and food to Indian workers lodged in the camps apart from taking care of cleanliness. NEW DELHI, AUG 4 (PTI): Delhi High Court verdict that Lt Governor is the city administration’s boss triggered a fresh war of words Thursday between AAP government and incumbent Najeeb Jung, who said he felt sorry for Chief Minister Arvind Kejriwal and that his interpretation of the Constitution is “laughable”. Refusing to back down, the AAP government said it will challenge the order in the Supreme Court, asserting it has been targeted for trying to contain corruption. It also questioned why the Constitution was amended to have a legislative assembly if the city was to be run by the LG. Jung said that all the issues raised by AAP government have been declared wrong by the Court, suggesting that approaching the apex court on the matter will be futile. “I feel sorry for him (Kejriwal). Because he shows a paranoia which is really of concern. He should mature,” Jung said, calling handling of certain issues by the Chief Minister “childish” and his interpretation of certain provisions of the Constitution “laughable”. Jung also said the Delhi government will have to take corrective measures after the verdict. “We respectfully disagree with the High Court verdict,” Deputy Chief Minister Manish Sisodia said, adding there was a “big difference”

igorous dances and traditional folk songs with feasting are some of the highlights. Nagaland has scores of festivals celebrated by its sixteen tribes. Most of these festivals revolve round agriculture. When one looks at the situation today, it would be clear that the festivals are essentially celebrated to retain the cultural identities of the respective tribes but without the taboo and superstitions imposing themselves. The traditional practice in the past was essentially animist with superstitious beliefs being the cornerstone of the tribes in the past. Agriculture and head hunting or a combination of a farmer and warrior in the past, was interwoven within the psyche of various Naga tribes. Animism ,still prevalent among some indigenous and tribal peoples is also an interesting topic for contemporary society and one which could shed light on globalization as to questions regarding values, collectivism and collective rights; sharing of resources, giving, songs, dance, music and relation to death. The observance of traditional festivals provides an insight into the minds and the beliefs of the forefathers. Unlike many other race of people, Nagas have retained much of their cultural history amid the sea of changes taking place. With over eighty five percent of the population in Nagaland being Christians, Nagas continue to maintain links with their cultural past. Perhaps the most profound impact of Christianity on Naga tribal culture and values has been the growth of progressive minds that helped get rid of many superstitions. With minds focused on changes, much progress could be made in education, modernity and lifestyles. The counter productive modern life styles has definitely caused much concern but there is no going back to the past. Perhaps other civilizations also experienced the same dilemma. Naga cultures of various tribes are basically simple yet rich in their meaning and continue to be well blended with Christianity. The result was that structure of ideas and beliefs made of taboos and superstitions including the evil practice of head hunting in the past, were done away with for good. With education and awareness also came the rise of a culture of political consciousness. Though there is nothing wrong with the political culture, yet there has to be a clear understanding that politics too has its boundaries that define where it ends and where economics begin. A synergy of the cultural renaissance of devotion to hard work with contemporary emphasis on development of skills would provide a direction and momentum. Trends evident today indicate that the over saturation of a regressive politics riding on the back of oral traditions of the bygone days when life was simple and peaceful, are looked upon as solution for issues confronting contemporary society and thus, only serving to compound the condition. There are more young people today who have the potential and society must learn to accommodate so as to adopt the global concept and become adept in manoeuvring the changing tide. The young generation need to exploit their potential without hindrance from tribalist politics and divisive ideologies of the past because they are global citizens and the world is open for them. They need a little push and that is what society needs to do so that society can go the distance towards achieving progress and prosperity.

He can accomplish nothing with the person who thinks that he is of use to God. As Christians we are not here for our own purpose at all— we are here for the purpose of God, and the two are not the same. We do not know what God’s compelling purpose is, but whatever happens, we must maintain our relationship with Him. We must never allow anything to damage our relationship with God, but if something does damage it, we must take the time to make it right again. The most important aspect of Christianity is not the work we do, but the relationship we maintain and the surrounding influence and qualities produced by that relationship. That is all God asks us to give our attention to, and it is the one thing that is continually under attack.

Post-mortem Status of women in North-Eastern India
N
orth East India (NEI) is a triangle-shaped territory embedded between Nepal, Bhutan, China, Myanmar and Bangladesh and it is connected to the rest part of India via a narrow pass popularly known as the ‘Chicken’s Neck’. The latest inclusion to the North East is the state of Sikkim. Other than that, North East is comprising of the “land of seven sister states” of Arunachal Pradesh, Assam, Meghalaya, Manipur, Mizoram, Nagaland and Tripura. The North-East is the most ethnically diverse region in India. It is the home to around 60 million people including 213 of the 635 tribal groups listed by the Anthropological Survey of India. The population is predominantly rural, with only twelve per cent living in urban areas, and the region is extremely diverse in political and socio-economic terms. The indigenous population has much in common with the culture and traditions of their neighbours in Tibet, Burma and the countries of South East Asia. All the major religions are present here : Hinduism and Buddhism from India and Tibet, Islam from a sizeable Bengali population, and the Christianity, brought by Missionaries. Despite the impression that women in NE, inhabit a more liberal culture than their ‘mainland’ India counterparts, the reality is that women and children are in a particularly vulnerable situation because of the conflict in the region, especially those in indigenous, minority and low-income communities. Patriarchy in India is also attributed in NEI by various traditional practices and customary laws. Discrimination against women is widespread and incidents of physical and sexual violence are frequently reported now a day. Almost all Tribal Councils categorically exclude women and their traditional customary law discriminates against them by denying them the right to own or inherit property. Even in NEI’s matrilineal societies, where property is inherited by the youngest daughter, the maternal uncle almost
the actual representation of women remains low at just 10 percent across India. In the autonomous ‘Sixth Schedule’ areas in NEI, representation is much lower or non-existent because the governing councils have not implemented reforms. The Domestic Violence Act of 2005 is supposed to provide free legal advice and shelter for victims, but it has not been adequately funded or implemented in NEI. The same is true for the National Commission for Women Act of 1990, which mandates the establishment of State Women’s commissions (SWCs). While SWCs have been established in the majority of NEI states, they are found to be lacking of adequate resources and infrastructure. Again, the situations of NEI’s State Human Rights Commissions is also the same. In 2007, the United Nations’ Committee on the Elimination of Discrimination against Women (CEDAW) called upon the government of India to ‘speed up its efforts to forge consensus on the constitutional amendment reserving one third of the seats in Parliament and state legislatures for women and undertake awareness-raising about the importance of women’s participation in decision-making for society as a whole’. The progress is distinctively sloppy so far in North-East. As a conclusion, we say that the presence of a few genuinely matrilineal societies in the region gives the proud impression of gender equality in North East. In this region, women enjoy greater mobility and visibility than women of other communities in the country in general. Practices such as dowry and bride burning are not very prevalent in this region. This is often cited to portray a picture of equity between men and women and it gives impetus that violation of women rights is not a major threat in the NE Indian society. ecently, a question had been consistently nagging my thoughts on a sub-conscious level, so I extracted it out to the surface – “Why is it so difficult to wholeheartedly value the living, while it is unequivocally easy to glorify the dead?” I believe no-one can deny the fact that many a time, an ordinary person, provided he is dead, receives much more recognition and appreciation than a living person who has already achieved the extraordinary. Though this holds true on a global level, I would like to make a special reference to what occurs in our beloved state. There are scores of Nagas – both young and old – who are brimming with talent, intellect and character. However, if we construct a careful analysis, we will discover that many of them are discouraged by their own people. It is so easy to find even a ‘speck of dust’ in our neighbor’s eye, is it not? The destructive criticism often overshadows the scanty appreciation. On countless occasions, I have witnessed such gifted Nagas being abused and mocked on social networking sites such as whatsapp and facebook the moment they commit even a shadow of unintentional error. These updates are then downloaded and reposted over and over until the victim loses all trace of self-confidence whatsoever. They are slowly overcome by doubt and refuse to exercise the gifts that the Almighty has bestowed on them due to fear of rejection; thus another flame which would have brought glory to the Nagas is subdued. The sudden demise of one of the Naga leaders recently proved this point. While he was still alive, I was only aware of his work as a faction leader. However, after his death, the newspapers were flooded on account of his contribution as a missionary. Honestly, I was stunned because I had never heard about this aspect of his character; it completely changed my view on him and I began to see him in a different light. I’m sure there are many who echo my sentiments regarding this matter. Today, there is a dire need for Nagas to propel each other towards greatness instead of trying to hinder progress, or even stand by passively when
our fellow brothers and sisters require our support and motivation. We also need to learn to encourage each other by appreciating someone when they do or say something noteworthy. We need to consciously make an effort to subdue the green-eyed monster and be genuinely happy for others’ accomplishments. This world is a big enough place to handle the good fortune and success of every Naga. Keeping in line with these thoughts, we also need to remind ourselves that a dead person cannot see the beauty, nor smell the fragrance of the flowers we leave at their grave. Why should we let the time pass idly by and refrain from bringing joy to someone when they are alive and whole? Why cannot we talk and write good about others before they pass on to our eternal home? To me, a biography of the living makes much more sense than that of the dead. An act of kindness will surely bring us only blessing, as it is one of the gift of the Holy Spirit. There is a passage of Scripture in Exodus 17 that talks about how the Amalekites attacked the Israelites. Moses was on top the hill and as long as he held up the staff that God had given him, the Israelites were winning the battle. But Moses’ arms began to tire and when he was not holding up the staff, the Israelites began to lose. Aaron and Hur made Moses sit on a rock and each of them held up one of his arms for him so that the staff remained up and the Israelites won the battle. This story speaks volumes on how we as the body of Christ are called to help lift each other up – spiritually, physically and emotionally by our prayers, deeds and sound words for each other. I encourage us all not be miserly with our praise and appreciation towards others so that we may all be channels of blessings. We need positive leaders today who encourage and appreciate others. Naga nation and the will of God

agas are a struggling nation who suffered the most in our time. The God of (L) AZ Phizo, (L) Isak Chishi Swu, (L) Khodao Yanthan, Khole Konyak and Th. Muivah among others has chosen the Nagas as a new (symbolic) Israelites of the contemporary world. Our historical facts of national struggle, circumstances and experiences have made it amply clear and convincing that God wants the Nagas to serve Him, His kingdom and mankind as a new nation. Naga generations of old and new strongly believe that repeopling the Nagas as a nation is the will of God. Our Naga forefathers with all humility and gratefulness to God, solemnly accepted His devine will and promise to establish a new Naga nation. This promise of the awesome God is said to be the fundamental reason why the 1st ever Naga Memorandum seeking her freedom and independence from the British India was submitted to the Simon Commission in the year 1929. This they said is to be the fundamental reason why Nagas declared independence on the 14th August, 1947. This they said is to be the fundamental reason why Nagas successfully made the 1951 Plebiscite wherein 99.9% voted for independent Nagaland. This they said is to be the fundamental reason why the Nagas did not join the new Indian Nation-State while

always assumes de facto ownership irrespective of any legal deed. Since the mid 50’s of 20th century, North East is the boiling region of political unrest and rebellion. Military was heavily deployed to neutralise the insurgency and unrest. Women and children suffer the brunt of these conflicts. Not only, do they lose partners and fathers, they bear responsibility for the dayto-day subsistence activities made more dangerous by the violence. Thousands of Mizo, Naga, Manipuri and Assamese have been killed by the army and insurgent groups that the term ‘Gun Widow’ has entered the buzzword in this region. The extensive exercise of army and rebel-held security checkpoints has turned the traditional jungle survival here, into a day-to-day challenge for the rural folk, specially the women. Again, poverty has attributed to the human trafficking of women and children, primarily for domestic labour but also the sex industry. Anti-trafficking organisations reported instances of women and children from NEI being trafficked to Singapore, Thailand, Malaysia and Dubai, and internally to places like Mumbai and Goa. The families of trafficked children and women are duped by bogus assurances of education or training. ‘Witch-hunting’, which inevitably discriminates against women, is also prominent in remote areas of NEI. In Assam and Meghalaya alone, a huge number of ‘witches’ are killed every year. More have been expelled from their villages with control over land often said to be the real motive behind allegations of witchcraft. Despite widespread condemnation of the practice, there is no organised State policy or law on witch-hunting in this region. The Indian government has enacted some ground-breaking legislation to enhance women’s rights country wide. The Indian Constitution was amended in 1993 to stipulate that 33 percent of elected seats in local, state and national elections must be reserved for women, but

all the erstwhile kingdoms, princely states, tribal regions and territories of the British India had joined/merged with her after she attained independence from British rule. This they said is to be the fundamental reason why Nagas courageously resisted and defended their people and their land from India and Myanmar’s forcible invasion. This they said is to be the fundamental reason why Indo-Naga ceasefire between GOI and Federal Govt. of Nagaland (FGN/NNC) for political talk was signed in 1964, though it failed. This they said is to the be fundamental reason why the infamous Shillong Accord of 1975 signed between GOI and representatives of FGN/NNC was oughtrightly rejected by the Naga people. This they said is to be the fundamental reason why people mandated National Socialist Council of Nagaland
(NSCN) a new Naga national political party (organisation) was formed in the year 1980 under the new command and leadership of (L) Isak Chishi Swu (Chairman), SS Khaplang (Vice-Chairman), Th. Muivah (General Secretary) and Khole Kongyak (Chief of Naga Army) in order to continue to steer the national movement for recognition of Naga sovereignty and independence. NSCN/GPRN has since been doing the fight as well as the talk at the domestic and international levels. It is NSCN/ GPRN which has vigorously worked hard and brought about great Naga national political renaissance once again home and abroad. This they said is the fundamental reason why Nagas were admitted as members of Unrepresented Nations and Peoples Organisation (UNPO) in 1993 at Hague, Netherland. This they said is to be the fundamental reason why Indo-Naga ceasefire was signed again in 1997 between GOI and NSCN/GPRN for a political talk at Prime Ministerial level. This they said is to be the fundamental reason why GOI lifted the ban on NSCN (IM) in 2002 from the Unlawful Activities (Prevention) Act, 1967 thereby giving cognizance to NSCN (IM) as a legitimate entity engaged in political dialogue with India at the Prime Ministers’ level. We like it or not, it is NSCN (IM) which has been actively
engaging a political negotiation with India for the past 19 years. The 19 year old IndoNaga Political negotiation has virtually institutionalised the Naga case both in India and in Nagaland with close international observations. Are the Nagas really working hard and living as a nation? While sincerely acknowledging the tremendous sacrifices and contributions the Nagas had made during NNC time, it will not be wise on our part to forfeit its fruits simply by questioning the political credentials of NSCN (IM) which has infact provided a strong and dynamic leadership and a constructive new political dimension in the making of a stronger united Naga nation. It would be immature on the part of the Nagas to misjudge this position. Change of guard and institution are natural and universal phenomenon in any struggling society without any exception to the Nagas. It would be in the greater interest of the Naga nation to recognise this changing dynamics of the Naga struggle. However, this political good will NSCN (IM) has earned should not be a ground of justification for the untold misdeeds, power misuse, illegal activities and misconducts of some of its ranks and files. NSCN must stretch out its administrative vibrancy to control, correct and reform them. Likewise on the part of all Naga stakeholders, it will be a blunder to mess
up things at this critical stage of dialogue which will benefit all Nagas if brought to a logical conclusion. Public assessment of the credibility of the Naga national workers should be prudently made purely on the yardstick of their national responsibilities discharged on the ground and above but not merely on media displays. It will be more productive to give constructive criticism and suggestion to the negotiating team rather than creating chaos and confusions in the minds of innocent public. It is pertinent to note that the progress of Naga national movement is not by itself automatic. It has been earned through blood, sweat and tears. Tremendous sacrifices of the Nagas which includes pain, hardships, sufferings, persecutions, lost of precious lives and properties, constant struggle, etc. have brought the Naga struggle thus far. It is a universal truth that the forerunners of a struggle are often despised, rejected and persecuted the most; not that they are too bad but because they spearhead and carry the cross of the cause they so dearly fight for. This is true even in Naga case. The torch bearing tribes of Naga national movement from day-one to this date are many a times put to peril and marginalisation by the evil policies and designs of the aggressors and their agents only with the ulterior motive to suppress the movement.
Horrible road condition of Tening town
ening town under Peren District is one of the oldest administrative headquarter of Nagaland. It is situated at a strategic location being at trijunction of Nagaland, Assam & Manipur linking both NC Hills in Assam and Tamenglong District in Manipur with the state of Nagaland through NEC Roads, though the condition of these NEC roads are a story to tell for some other day. Tening Town is the only ADC administrative headquarter under Peren district and headquarter of 6-Tening Assembly Constituency. There was widening of town roads immediately after the 2013 assembly election which brought joy and relief to the development starved people of the area but this joy turned short-lived since nothing much was done after the widening of roads which left the entire town roads in horrible condition. In winter, it produces clouds of
dust and during summer, it turns into swampy paddy field. During these days, it could be observed that even school children cannot cross certain stretch of the town roads by foot, forget about a vehicle due to which some school children has to sit back home when it rains heavily. The condition has turn so horrible that the entire stretch of town roads including the main town area looks like an abandoned township with no one to care for. The citizen of this small township has tolerated this horrific condition for the past two years with a hope that it will turn better very soon but has been disappointed since no works have been undertaken for soiling and metalling of the road. The people of this township are very innocent and don’t have much awareness about the dynamics of funding and developmental works plan of the Government.
All we ask for is a basic right for a modest road within the town so as to enable the people and vehicles to pass through without much hassle. We ain’t asking for two/four lane solid metalled road for that matter. People have been discussing that the work stopped due to political differences of our elected MLA with the present Government. But the basic question is, why should the people who elected the Government be left to suffer just because our leaders have personal differences amongst themselves? We only hope, our leaders remember that it is the people who elected them to power and they have to come back to the people after every five years and providing us with basic services like good roads, electricity, water, education and medical services will only encourage people to help them come to power again. Our people have awaken and aware-
ness about development has taken roots amongst the present day youths and intellectuals. It is funny but a thought to ponder that a joke has been doing the rounds that Tening area would like to secede from the state of Nagaland and join either the state of Assam or Manipur if the Government of Nagaland continues it step motherly treatment towards the people of this area. The feeling of being neglected for so long has been taking its toll and when it bursts, it may be too hot to handle and the situation may go out of hand. It is an earnest appeal that the present day Government of Nagaland and the concerned department would look after the genuine plights of this township and initiate immediate repair of the town roads. A period of nearly 87 years of Naga struggle is suffice to learn some lessons on intellectual, socio-political and spiritual core values. Some of the core values that the Nagas are entrenched with in the course of the struggle are; unbreakable Naga national spirit and the bond of Naga unity & oneness, the unfailing love of God that binds the Nagas together amidst all these stormy years of the struggle, the wisdom to sincerely forgive each other for the wrongs committed within and without the Naga society, and the relevance of peace & non-violence in contemporary Naga generation. Forum for Naga Reconciliation (FNR) on its part under the dynamic leadership of Dr. Wati Aier has done a selfless and most wonderful job in mending the bond of Naga brotherhood and peace within it. It surely will bear more abundant fruits someday. A clarion call made by uncle (L) Isak Chishi Swu to all Naga brethren to forgive each other and unite for the Naga national cause will continue to inspire the Naga people and their nation from age to age. Life remains paralysed in Kashmir for 27th day

2002 Gujarat riots: 11 get life Dalit man dies in terms for torching father, daughter police custody AHMEDABAD, AUG 4 (IANS): The Gujarat High Court on Thursday sentenced, to life terms, all 11 persons convicted of burning a man and his daughter to death in Mehsana district during the 2002 communal riots. The incident occurred on March 3, 2002, a few days after Sabarmati Express train burning in Godhra that saw deaths of 59 people and led to state-wide riots. A mob of over 200 people attacked Kalu Miyan Saiyed and his daughter Hasina Bibi in Meda-Adraj village. When the two took shelter in the house of a neighbour, the mob barged in the house and even thrashed the neighbour for protecting Muslims. The crowd later dragged the father and his daughter out in the com-
pound and set them on fire. Six eyewitnesses testified against the accused in a complaint filed mainly by the neighbour who had tried to protect the father and daughter from the wrath of the crowd. In June 2005, a fasttrack trial court had acquitted all the 27 people accused in the case. This was later challenged in Gujarat High Court by the complainants and the state government. A division bench of Justice Anant Dave and Justice B.N. Karia on Thursday reversed the acquittal of 11 of them and held them guilty of murder, arson and unlawful assembly and convicted ten people under Section 302 (murder) of Indian Penal Code, among other sections.
NPCC alleges ‘misuse’ of CLP letter pad DIMAPUR, AUG 4 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Thursday claimed that former CLP leader and incumbent PHED minister, Tokheho Yepthomi, was alleged to have misused the official letter pad of the CLP leader while writing to the director of Food & Civil Supplies on July 30, 2016. I n a p r e s s r e l e a s e, NPCC media cell alleged that Tokheho, asking the director of food & civil supplies to allot 150 bags of rice to a particular individual for public distribution on cash payment was “an abuse of power that deprives the intended beneficiaries getting their due share”. NPCC further said the chief minister, T.R. Zeliang, who is also holding the portfolio of Food & Civil Supplies, was therefore answerable for the conduct of his ministers. NPCC said Tokheho was now “in NPF party for the loaves and fishes of office after deserting the INC party that gave him enough opportunities.” NPCC said that using the letter pad of the CLP leader “even after betraying and abandoning” the Congress party was not acceptable. In this regard, the Congress party has demanded apology to all Congress men and women.
AHMEDABAD, AUG 4 (PTI): In a setback to BJP Government in Gujarat ahead of the leadership change, the High Court here Thursday quashed the ordinance providing 10 per cent quota for the economically backward among the unreserved category, promulgated to pacify the agitating Patel community. The state government said it will challenge the High Court decision. The HC stayed the order for two weeks on the request of the state government pleader so that they can approach Supreme Court. Terming the ordinance issued on May 1 as “inappropriate and unconstitutional”, a division bench of Chief Justice R Subhash Reddy and Justice V M Pancholi rejected the state’s argument that it is a classification under the general category and not the reserved

AAP releases list of 19 candidates for Punjab assembly elections
AAP leaders Sanjay Singh, Himmat Singh Shergill and Bhagwant Mann jointly release first list of 19 candidates for 2017 polls in Chandigarh on Thursday. (PTI) CHANDIGARH, AUG 4 (PTI): Aam Aadmi Party Thursday released its first list of candidates for 19 constituencies for Punjab Assembly elections scheduled early next year, nominating senior lawyers H S Phoolka and Himmat Singh Shergill, stealing a march OVER its rivals Shiromani Akali Dal and Congres. Besides Phoolka and Shergill, who will contest the polls from Dakha and Mohali respectively, the list includes several office-bearers of the party’s youth wing, including Harjot Singh Bains, one of the founder members of the party in Punjab. Bains, who heads the youth wing, will conest from Sahnewal. Two for-
mer basketball players, Arjuna awardee Sajjan Singh Cheema and Gurdit Singh Sekhon, who also figure in the list, will contest from Sultanpur Lodhi and Faridkot respectively. The party has given tickets to two former members of Bahujan Samaj Party-Mohan Singh Phalianwala and Santokh Singh Salana. category and held that it will breach the 50 per cent quota cap set up by the Supreme Court. Significantly, the High Court order has come when the BJP government is all set to have a new chief minister after the resignation of Anandiben Patel yesterday as the ruling party grapples with multiple challenges, including Patidar quota stir, ahead of next year’s Assembly polls. Sticking to its stand on the EBS quota, the BJP Government said it will move the Supreme Court against High Court decision to scrap the ordinance which was announced by Anandiben to pacify the agitating Patidars who were demanding quota in jobs and educational institutions under OBC quota. However, Patidar quota leader Hardik Patel welcomed
the order and said their agitation for quota under OBC category will continue. The court observed that 10 per cent reservation for poor among the unreserved category takes the total quota beyond 50 per cent, which is not permitted as per the Supreme Court’s earlier decision. The high court also said that the government took the decision without any study or scientific data. Petitioners Dayaram Verma, Ravjibhai Manani, Dulari Basarge and Gujarat Parents’ Association had separately challenged the ordinance announcing reservation of 10 per cent seats to candidates belonging to the unreserved category with family income cap of Rs 6 lakh annually in government jobs and educational institutions. Their petitions were heard together. The Patel quota
stir, spearheaded by Patidar Anamat Andolan Samity led by Hardik Patel, is seen to be a key factor that led to the leadership change in the state, where assembly polls are due in a little over an year. The BJP had suffered heavy losses in the rural local bodies polls, which were blamed on the quota stir of the numerically and socially strong Patel community. Reacting to the order, Health minister Nitin Patel, considered to be a front runner for the Chief Minister’s post, said the Government will stick to the provision of EBC quota and challenge the HC order in the apex court as soon as possible. KANPUR (UP), AUG 4 (PTI): A 26-year-old dalit man Thursday died in police custody under suspicious circumstances here following which twelve police personnel have been suspended. Kamal Valmiki, a resident of Shiv Katra village, was found dead at Ahirwan police station this afternoon after he was picked up along with another man, Raju Mistri, yesterday in a case of loot. Police called the family of Mistri to identify the body, which was later claimed by Kamal’s family. The family members of the deceased filed an FIR against the station in charge and other police personnel for beating Kamal to death. However, police claimed he had committed suicide and sent the body for postmortem.

Mumbai, Aug 4 (PTI): To curb illegal and unauthorised pooling of funds by unscrupulous firms, Reserve Bank today launched a website, which will help people obtain information about entities allowed to collect deposits. Launching the portal sachet.Rbi.Org.In - RBI Governor Raghuram Rajan said that initiating quick follow up and taking cases to logical conclusion by punishing the guilty is paramount to deter entities in future from carrying out unlawful activity. The portal will facilitate filing, tracking of complaints, besides providing information about whether any particular entity is registered with any regulator or is permitted to accept deposits. “I hope ‘Sachet’ (Hindi for alert) would help regulators in doing this as much as it would help members of public in depositing their hard earned money with genuine entities by giving them timely information about these entities,” Rajan was quoted as saying in a release. The website would also help enhance coordination among regulators and state government agencies and thus be useful in curbing instances of unauthorised acceptance of deposits by unscrupulous entities, RBI said. RBI Deputy Governor S S Mundra said public could check the website if an entity seeking to accept deposits is registered with any regulator or if at all allowed to accept public money. It also incorporates regulations prescribed by all financial regulators that different entities have to follow. “Members of public can file and track a complaint on this website if any entity has illegally accepted money from them and/or defaulted in

One country’s terrorist cannot be a martyr or freedom fighter for anyone,” Rajnath Singh said at a meeting of the South Asian Association for Regional Cooperation (Saarc) interior ministers here. “Those who provide support, encouragement, sanctuary, safe haven or any assistance to terrorism or terrorists must be isolated. We must harden our resolve to eradicate this menace and also take serious steps to this end.”
The Indian minister didn’t name any country in his speech but his criticism was obviously targeted at the Pakistan government. Prime Minister Nawaz Sharif last month had described slain pro-Pakistan Kashmiri rebel commander Burhan Wani as a “martyr” who died fighting for the “freedom” of Jammu and Kashmir. The Pakistan government also observed a black day against the killing of Wani, who was shot dead by Indian security forces in Kashmir. US provides $15 mn to five Central Asian countries
Moscow, Aug 4 (IANS): The US has agreed to provide five Central Asian countries with up to $15 million in aid to boost trade, support renewable energy projects and help them counter terrorism, the American embassy in Uzbekistan said in a statement on Thursday. US Secretary of State John Kerry met with the foreign ministers of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan in Washington on Wednesday. The ministerial level meeting of the so-called C5+1 group was the second meeting of its type, and was aimed at discussing mutually-agreed projects in the fields of trade, transport, business climate, renewable energy sources, the fight against terrorism, as well as the trafficking of weapons, illicit drugs and people, Sputnik news agency reported. “At the second C5+1 ministerial meeting, which was held in Washington in August 2016, six ministers have agreed to launch five projects, which the United States plan to support by up to $15 million dollars,” the embassy said in a statement.
I SLAMABAD, Au g 4 (Agencies): A Pakistani government helicopter crashlanded in Taliban-held territory in Afghanistan on Thursday and all passengers and crew are feared captured by the insurgents, officials said. The helicopter went down in Logar province, near Afghanistan’s border with Pakistan’s lawless and mountainous tribal areas. “Those detained by the Taliban are Pakistanis,” Sameem Saleh, spokesman for Logar’s governor, said. “The chopper was not shot but made the landing because of technical failure.” A Pakistan Foreign Office spokesman confirmed that a helicopter belong to the Punjab provincial government had gone down, saying the fate of the crew was not yet clear. “The Afghan authorities have assured they will investigate and know about the whereabouts of the helicopter and the passengers,” spokesman Nafees Zakaria said. He said seven passengers were on board, comprising six Pakistanis and one Russian, a technician. The pilot was Pakistani. Hameed Khan, district governor of Azra district of Logar, said the helicopter landed in his border district. “They were detained by the Taliban,” Khan said. A senior Pakistani military official said the Russian-made MI-17 transport helicopter was en route from Peshawar in northwest Pakistan to Uzbekistan for maintenance when it experienced technical failure and made an emergency landing.

USSIE producer Liz Watts has teamed up with the guys behind Oscar winner The Kings Speech for her latest big screen endeavour, a biopic on the life of Mary Magdalene. Academy Award nominee Rooney Mara will play the protagonist in the film that will begin shooting in Cicily in October. Joaquin Phoenix will play Jesus and Chiwetel Ejiofor will portray Apostle Peter. “Mary Magdalene is an authentic and humanistic portrait of one of the most enigmatic and misunderstood spiritual figures in history,” a press statement read. “Set in the Holy Land in the first century, the film is the story of a young woman who leaves her small fishing village and family behind to join a new movement. “Inspired by its charismatic leader, Jesus of Nazareth, and his teachings, Mary sets out with the disciples on the journey to Jerusalem, where she finds herself at the heart of the founding story of Christianity.” Watts’ Porchlight Films is the production company behind the project, working with See-Saw Films’ Emile Sherman and Iain Canning, who helmed The Kings Speech as well as recent successes Macbeth and Slow West.

Denson, who started his career with Chirag United in 2004, joined the team from Sporting Clube de Goa, while Amoes, a central attacking box-to-box midfielder, came from Ozone FC. Kochi, Aug 4 (IANS): ISL franchise Kerala Blasters FC on Thursday announced the signing of former Arsenal footballer Graham Stack for the third edition. The English-born Irish footballer Stack came through the ranks at Arsenal and was part of their unbeaten English Premier League winning team in the 2003-04 season. Stack made seven appearances for the Republic of Ireland U-21 football team. He joined Arsenal in 1998 and signed his first professional contract in July 2000. At Kerala Blasters, in addition to playing for the team, Stack will also be working with head coach Steve Coppell as the goalkeeping coach. “Coming to India and being part of a side like Kerala Blasters is an exciting challenge. The event was hosted by Samziuram Progressive Organization (SPO). The club was formed to promote young budding Liangmai footballers from Assam, Manipur and Nagaland. The launching programme was graced by Dinrunliu Linda Newmai, member of general body, National Rural Livelihood Mission and BJP Delhi Pradesh executive member, Inkamlak Newmai, who is also an international boxing coach, Sports Authority of India, as the chief guest and guest of honour respectively. London, Aug 4 (IANS): Filipino boxing legend professional boxer Manny Pacquiao will return to action against American World Boxing Organisation (WBO) welterweight champion Jessie Vargas on November 5. Former eight-division world champion Pacquiao, 37, had announced his retirement after beating Timothy Bradley in April. But the Philippinesborn’s promoter Bob Arum said last month that the boxer would fight again this year. “Retirement doesn’t suit Manny right now,” Pacquiao’s manager Michael Koncz was quoted as saying by Los Angeles Times on Wednesday. “Boxing is in his blood. When he trains, it’s like a pressure-release valve. You can see a dramatic difference in his mood... he’s happy. It’s amazing what training and fighting does for him,” Koncz added. Liezietsu in his address said catch them young tournament is held not only to provide platform for young sportspersons and athletes but also to expose them, develop and sharpen their skills and prepare them into medal prospects and future champions. He informed that ever since the tournament was reinstated or reintroduced, the state has

Nita Ambani elected as IOC member
Rio de Janeiro, Aug 4 (PTI): Noted sports promoter and founder chairperson of Reliance Foundation, Nita Ambani was today elected as an individual member of International Olympic Committee as she becomes the first Indian woman to join the prestigious body which governs Olympic sports in the world. After being nominated in June by the IOC Executive Board, Nita was today elected by IOC members at the 129th Session of the world body, just a day before the opening ceremony of the 31st Olympics Games here. 52-year-old Nita is the only current active individual member of the IOC from India and she will serve at the highprofile world body until she attains the age of 70. The independent selection process follows a new procedure for the recruitment of IOC members based on the Olympic Agenda 2020 recommendations. members. As founder and chairperson of the Reliance Foundation, Nita has been steering initiatives in the area of education, sports, health and art and culture. She is involved in promoting multiple sports in India with focus on developing talent through a number of large-scale grassroots initiatives. The grassroots programmes that she has initiated have reached out to over 3 million children in multiple sports. She is the architect of Indian Super League which has helped in raising the profile of Indian football. “I am truly humbled and overwhelmed to be elected by the IOC. This is a recognition of the growing importance of India in the world stage and a recognition for Indian women,” Nita said in a release.

IOC approves five new sports for Tokyo 2020 Rio De Janeiro, Aug 4 (IANS): The International Olympic Committee (IOC) has approved five new sports for the 2020 Tokyo Olympic Games, comprising baseball and softball, karate, skateboard, sports climbing and surfing. The decision taken on Wednesday by the 129th IOC Session in Rio de Janeiro underlined the top sports organisation’s effort to attract more participation, Xinhua news agency reported. The IOC session voted unanimously in favour of the sports which were proposed by the 2020 organisers and will make a one-off appearance in the Games. “Today’s (Wednesday) vote was the culmination of a two-year process that began with the unanimous approval of the IOC’s strategic roadmap in 2014. The recommendation to give Organising Committees the flexibility to propose new sports for their edition of the Games was intended to put even more focus on innovation, flexibility and youth

Moscow, Aug 4 (IANS): The review panel of the International Olympic Committee (IOC) has permitted the Russian boxing team to compete at the Olympics, the International Boxing Association (AIBA) said on Thursday. “In accordance with the decision of the IOC Executive Bureau (EB) of July 24th AIBA has carried out an individual analysis of the anti-doping record of each of the 11 Russian boxers qualified for the Rio 2016 Olympic Games and submitted its recommendation on their eligibility to the IOC based on the criteria outlined in the IOC EB decision,” an AIBA statement said. “That process is now complete and confirmation has been received from the IOC Review Panel,” the statement added. The Russian female boxing team will be represented by Anastassiia Beliakova and Iaroslava Iakushina.
