Centre rushes more forces to Manipur NEW DELHI, DEC 26 (PTI): The Centre has rushed additional 4,000 paramilitary personnel to Manipur in its efforts to reopen a national highway which was blocked for nearly two months in view of the economic blockade called by the United Naga Council (UNC) since November 1. With this, the total number of central security personnel deployed in Manipur for assisting the local administration for maintaining law and order has gone up to 17,500. “Our top priority is now to reopen the National Highway-2 connecting Manipur (to Nagaland). While the other highway (NH-37) is reopened, we want to reopen the NH-2 too as early as possible,” a senior Home Ministry official said. In a stern message, the Centre had on Friday told the Manipur government that it can’t escape responsibility for the “humanitarian crisis” arising out of the 52-day economic blockade by a Naga group and must work to end it, while making it clear that nobody will be allowed to take political advantage out of it. Minister of State for Home Kiren Rijiju, who was on a day-long visit to Manipur as a central emissary, said it is completely unacceptable to have such kinds of blockades in which thousands are suffering and both the central and Manipur governments will work together to end it. “The state government has not been able to end the blockade. It must end as soon as possible as law and order is the responsibility of the state government. Nobody will be allowed to take political advantage out of a human-

Pradhan directs OMCs to take remedial measures Spl. Correspondent
NEW DELHI, DEC 26 (NPN): Minister of state for Petroleum & Natural Gas, Dharmendra Pradhan has directed Oil Marketing Companies (OMCs) to take all possible remedial measures to ease out the situation in Manipur. The minister reviewed the stock position on Manipur, in view of the economic blockade imposed by United Naga Council (UNC), wherein supplies of POL products have been severely constrained. Currently, OMCs have been moving supplies under heavy security protection via alternate route NH-35 (via Jiribam) after shifting supply base to Guwahati, from normal base at Tinsukia. According to the minister, the OMCs have so far moved eight convoys to Manipur which consisted of 975 TTs. Last convoy, which entered Manipur via Jiribam border was on December 25 early morning, it stated. The OMCs and the ministry were in constant touch with the Manipur government. Imphal correspondent adds: Over 500 goods laden trucks arrived Manipur carrying essential commodities including fuel under heavy security cover. However, internet connection and connectivity continued to be affected even after the state government had relaxed the ‘black out’.
NSF temporarily suspends total blockade
DIMAPUR, DEC 26 (NPN): Naga Students’ Federation (NSF) on Monday informed that the total blockade on all Manipur bound vehicles have been temporarily suspended. In a press note, NSF president Subenthung Kithan and asst. general secretary Kesosul Christopher Ltu said the decision was made after Manipur government assured to provide safety and security to the Nagas in Manipur, while also considering the repeated request and appeal made by Government of India through Interlocutor for Naga talks, R.N Ravi. However, NSF reminded that it would always protect and safeguard the interest of the Nagas residing anywhere and would “not hesitate to initiate any course of action deem fit as per the situation”.
MYHRA suspends counter eco-blockade Joint Action Committee (JAC) under the aegis of Meetei Youth for Human Rights of Assam (MYHRA) has temporarily suspended the proposed counter economic blockade “towards Nagaland from Assam”. Informing this in a press note, MYHRA convener, O. Ratan Singha said the decision to this effect was made after the JAC, comprising of International Peace and Social Advancement (IPSA) Guwahati and branch secretaries of Gholaghat, Karbi Anglong, Jorhat and Sibsagar branches of All Assam Manipur Students Union and district branch secretaries of Assam Manipuri Literary Society, held a meeting on December 26 at Surpathar Bazaar. It was reported that the proposed economic blockade on Nagaland was a counter measure to the NSF’s total blockade on all Manipur bound vehicles. However, with the economic situation improving in Manipur, MYHRA said JAC decided to not hold the counter economic blockade. JAC also thanked the NSF for “temporarily lifting” the blockade on Manipur bound passenger vehicles, Singha said. On the other hand, MYHRA said since the blockade was temporary, it has requested Wingers’ Transport Association to “move all 57 stranded wingers to Silchar from Armajan Meetei village to reach Imphal.” MYHRA said since there were high chances of the total blockade being imposed, it has requested all buses from Guwahati and Shillong to go through Silchar-Imphal road in place of Dimapur-Imphal route.

DIMAPUR, DEC 26 (NPN): A blast took place on Monday at Akhegwo, 6 kms from Meluri when troops of 46 Assam Riles were on a routine patrol. However, no casualty/ injury was reported in the incident. According to OC Meluri police station, the explosion took place at around 12.30 noon, while AR troops were on routine patrolling duty. Police said no debris/articles were found at the blast site in order to ascertain whether it was an IED device or any other explosive device. No one has claimed responsibility for the blast till the time of filing the report.
NEW DELHI, DEC 26 (NPN): An RTI activist, Venkatesh Nayak, resident of Delhi filed an application seeking information/documents related to the frame work agreement signed between Centre and NSCN (I-M) on August 2015. However, despite several attempts Nayak failed to get any concrete information as the Ministry of Home Affairs (Central Public Information Officer) response was that the issue was highly sensitive and the final agreement was yet to be reached. In this regard, MHA had stated that the copy of the framework agreement could not be provided in national security interest. Nayak then filed a complaint to the Central Information Commission
Phek village council reacts to reports DIMAPUR, DEC 26 ( N P N ) : P h e k Vi l l a ge Council (PVC) has issued rejoinder to the allegation that its youth organization had assaulted Khochiyi for propagating NBCC clean election campaign. In fact, Phek Village Council chairman, Chivozo Soho and secretary Vepichi in a press statement said that necessary action was initiated against Khochiyi for going against the village council’s resolutions. PVC stated was that Khochiyi carried out signature campaigns by bypassing the council’s authority. However, the council said it was not aware of any individual entrusted to carry out signature campaigns within the village by Nagaland Baptist Church Council (NBCC) or any other organization, when elections were not due in Nagaland untill 2018.
The council said the youth organization (authorized by PVC) had asked Khochiyi time and again to clarify his actions and declare who had entrusted him to carry out signature campaign, but he refused. In this regard, PVC said the youth organization was compelled to take necessary steps to ensure that such malpractices were not repeated in the village. PVC also clarified that the action against Khochiyi was for the interest of the village and not for any election purpose or for any political party of candidates. On the removal of Vekhupa, as Village Council member in charge of Education Committee, Phek Village Council said he was relieved of his assignment for going against the council’s resolutions. Further, PVC had also warned against all members during its previous
meetings to uphold the council resolutions and not to go against the binding laid down rules. In this regard, the council clarified that his removal has nothing to do with anything as alleged but was for going against the interest of the village. Meanwhile, the Phek Village Counicl keeping in mind the need to uphold peace, tranquillity and development of the village adopted 16 point action plan resolutions during its annual council meeting on March 23, 2016 at the village Panchayat hall. It said that the resolutions have nothing to do with anything other than to promote unity, peace and development of the village. Instead, it cautioned all individuals not to interfere in the affairs of the village so that the peaceful ambiance was not disturbed in the days to come.

Naga elders write to PM on political and social issues DIMAPUR, DEC 26 (NPN): Nagaland Senior Citizens Association(NSCA), a voluntary organisation of elders above 60, who claim to have been “weathered by varied experiences”, have written to the prime minister of India Narendra Modi to express concern over the Naga political and other social issues. According to the NSCA memorandum, the members wanted to “sensitively understand” the evolving political and social issues around but reiterated that they were not driven by whatever motive but only “in the fair interest of India and our people.” Framework Agreement: NSCA said that the non-transparent nature of the Framework Agreement “remains a repugnant enigma” as it has persistently “spawned unmitigated suspicion” in the minds of original stake holding majority from Nagaland. The Association opined that the government of India would have “noticed that Nagas of Nagaland had politely clapped their hands when the Framework Agreement was signed but did not spontaneously jump with joy in celebration like those of our Southern brothers from Manipur”. NSCA said it was important that any “monumental decision” which was to have irreversible impact on the destiny of people must be reviewed for majority consensus by those whose lives “are directly being put on the line.” NSCA reiterated that this was a
universally acceptable norm that any honourable democratic society is expected to adhere to. Inclusive solution: Specifically pointing to the Nagaland context, NSCA said it was imperative on the part of the government of India “not to casually misread or misjudge the complex ground reality” amidst presence of multiple armed factions holding divergent views on Naga sovereignty and integration and an explosive confrontation in the aftermath of a settlement with only one single faction, claiming dominance. The Association also cautioned that “shallow mandates and endorsements being propagated through collaborated consultations with self-serving sycophant leaders and yes-men do not necessarily represent the core concerns of the down-to-earth majority”. In the light of the above, NSCA has reaffirmed that there was no alternative to an inclusive approach of all stakeholders in pursuit of a genuine lasting peace. NSCA also expressed concern that Nagas had never been taken into confidence when both India and Myanmar drew the international boundary. It said drawing of the boundary between the two nations caused dismemberment of Naga families and clans within the same village. It also cited the unilateral abrogation by the government of India of the 9 Point Agreement between the Naga National Council (NNC) which envisioned
transfer of all Naga ancestral lands back to Nagaland. NSCA also pointed out that some clauses in the 16 Point Agreement were also partially abrogated unilaterally by the government of India (such as Clause 2) by transferring Nagaland from the Foreign Affairs Ministry to Home Affairs and (Clause 11) discontinuation of Consolidated funding patter. On the issue of integration, NSCA said Clause 13 of the 16 Point Agreement remain unfulfilled. NSCA also expressed deep concern that attempts enact the Uniform Civil Code (UCC) throughout the country could also affect Article 371A, no matter how contentious the latter might be within the state as it remains the only reliable guarantee that Concern over UCC: NSCA said even if Article 371 (A) of the Indian Constitution may be contentious in Nagaland yet it is considered the only reliable guarantee that grudgingly provides even a bit of “confidence for Nagaland to moderate its troubled link with India under the present indefinite circumstance”. It also cited various instances where courts had to redirect complex land disputes to the arbitrated by the tribal customary courts. NSCA cautioned that any attempt to disable Art 371A under the cloak of UCC for the Nagas, could even invite the flames of the January 10, 1926 “Simon Commission” memorandum. (Full text on p-6)

In the diocese of Kohima, midnight vigil mass was held on December 24 at Holy Cross Dimapur and Christmas on December 25 at Cathedral Church Kohima, with Bishop of Kohima, Most Rev. Dr. James Thoppil, Bishop of Kohima as main celebrant. Bishop during his reflection said forces for good and evil were in mortal conflict everywhere and around us. He said that the enormity and magnitude of human miseries caused by hunger and disease due to exploitation, murderous rape, terrorist attacks, exploitation of the poor for profit by the rich and cold blooded ethnic violence

DIMAPUR: ATMA Dimapur, Kuhuboto Block orgsanised “Kissan Ghosti cum Sales Day” on December 6 in Kiyezhe Village with the objective to encourage and motivate the Self Help Groups (SHGs) and to let them know the value of marketing and to give them a platform to sell their agricultural products and other handmade products, BTM Kuhuboto Block Akavi V.Holo gave a brief highlight on the programme. He encouraged the SHGs on how a group together can achieve and escalate to the next level by co-operating and helping one another. Patel spoke on the topic of “budding and grafting methods in horticultural crops.” He demonstrated and said that grafting and budding are horticultural techniques used to join parts from two or more plants so that they appear to grow as a single plant. In grafting, the upper part (scion) of one plant grows on the root system (rootstock) of another plant. In the budding process, a bud is taken from one plant and grown on another. At the programme during interaction time, basic information were collected regarding the source of livelihood, agriculture and animal husbandry prac-
tices and also the scope of mithun rearing in the village. Farmers were informed about semi-intensive mithun rearing and scope of mithun husbandry for improving livelihood as well as the conservation of forest. In order to improve the livelihood of the farmers, poultry chicks (190 numbers) were distributed among 19 beneficiaries. Farmers were also trained about scientific management of poultry farming. In the next phase of the programme on November 8 a PRA (Participatory Research Appraisal) will be conducted in the village to identify the problems of the farming community and how best NRC on mithun can intervene to overcome those problems in order to improve the livelihood of the farmers. Altogether 40 farmers and 4 Scientists from ICARNRC on mithun participated in the programme. K

Guwahati, Dec 26 (PTI): Home Minister Rajnath Singh today said people have accepted BJP as a party of their own by electing it to power at the Centre with thumping majority even though opposition parties had made allegations in the past that it practised politics over religion. “There was a big allegation that BJP used to do politics over religion or over communalism. Now that allegation has gone away. Had it been a party of doing politics over religion, then the 1.25 billion people of the country would not have elected to power with a clear majority,” he said
Guwahati, Dec 26 (Agencies): In what has created a sensation in Arunachal Pradesh, more than Rs 1300 crore, suspected to be black money, was deposited in few bank accounts in the state. Though, SBI officials refused to divulge the specific bank details, sources in the bank admitted that they have recorded the deposit of Rs. 800 crore in the state soon after demonetisation. A local daily of Itanagar, the Eastern Sentinel claimed that Rs 1300 crore was deposited in 15 bank accounts of SBI in Itanagar after demonetisation of currency. The editor of the newspaper claimed that they published the story three days back on the basis of information provided by SBI officials. “The bank has neither contradicted our story nor clarified it as yet,” the editor of the local daily said. Claiming that banks have informed the authorities about these deposits, security sources said that suspicion on clandestine transactions in the frontier state started following the suicide of a HDFC branch manager at Naharlagun in a mysterious circumstance. Po i n t i n g o u t t h a t HDFC branch manager Rituparna Gohain has also left a suicide note, in which he confessed and named few contractors and politicians who exchanged and deposited demonetised currency in his branch to which he could reconcile in the accounts of
the bank, security sources said. The suicide note is with the with police. Asserting that a huge of amount of currency was smuggled to Itanagar from Assam only a day after demonetization of currency, security sources said that the HDFC branch manager was under pressure from various quarters to justify their clandestine exchange and deposits. Though, police is tight-lipped about the suicide note as it may open Pandora’s box. Security sources said that a huge amount of old currency was also deposited in the Arunachal Pradesh State Cooperative Apex Bank branches of the state. In absence of corebanking facilities with the Apex Bank, security sources said that bank officials have not been able to reconcile their accounts as yet. Security sources said that there were reports of bank officials functioning till late in the night and taking deposits even after the banking hours. Indicating that many political leaders from Assam routed their black money through banks in Arunachal Pradesh, security sources said that a large number of new accounts were also opened after the demonetization to adjust and transfer the black money from the accounts of local residents of Arunachal Pradesh. It is significant local residents of the state are not required to pay any tax on their income.
GUWAHATI, DEC 26 (AGENCIES): Smuggling of ganja and other medicinal drugs have increased manifold in Assam in the last few years and the Guwahati railway station, of late, has emerged as a major transit point. According to report, smuggling of medicinal drugs to Assam from States like Delhi and Punjab has been on the rise in the last few years. The North Eastern region is now facing a problem of medicines being diverted for drug abuse and the smuggling of such items to neighbouring countries is becoming a serious issue. Addicts are turning to these substances because these are cheaper and eliminate the dangers involved in interacting with dealers. The problem of smuggling of these substances to Assam has worsened due to several international drug syndicates based in Myanmar and Bangladesh, using the border States of Mizoram, Manipur, Tripura and Nagaland to send consignments to some Southeast Asian countries. Railway police sources here said most drug traffickers use trains to smuggle their substances outside the Northeast and vice versa, and they use the Guwahati railway station as transit point. The main reason for Guwahati railway station emerging as a transit point for drug trafficking is the lack of manpower in Railway Police.

BJP asks UNC to withdraw eco blockade in Mnp Imphal, Dec 26 (PTI): BJP today appealed the United Naga Council (UNC) to immediately withdraw the ongoing economic blockade on the highways of Manipur. BJP spokesperson N Biren appealed the UNC to withdraw the blockade which entered its 56th day today and sought “another forum” to achieve its demands. Biren was speaking to the reporters on his return from Delhi, where an eightmember BJP delegation met top central leaders including Union Home Minister Rajnath Singh on the issue. Biren said, “The ruling Congress government is answerable to the people of the state for the hardship faced by them”. He questioned whether it has made any formal effort at the Centre regarding the presence of NSCN(I-M) camps in the Manipur, the number of its cadre present in the state. He also sought to know whether there have been any effort to demolish the NSCN(I-M)’s designated camps in the state as the ceasefire agreement between NSCN(I-M) and the Centre does not cover Manipur. Biren also asked whether the state government has made any move to identify the perpetrators of the twin ambush on Manipur police at Lokchao and Bongyang in Tengnoupal district which claimed the lives of three policemen earlier this month.

Shillong, Dec 26: Christians in Meghalaya on Sunday celebrated Christmas with fervour and spirit, exchanging greetings and gifts with friends and relatives. Hindus also joined in the celebrations in this Christian-dominated northeastern state to celebrate the birth of Jesus Christ. Choir groups are seen singing carols in churches and at public places, Christmas trees and wreaths adorned almost every household. All the C h u r c h e s, m i s s i o n a r y schools and institutions were also decorated with colourful buntings and lights. Tourists from other states of the country were flocking to the city to participate in the celebrations. All communities, irrespective of religious faith, joined their Christian brethren in this predominantly Christian state to celebrate Christmas enthusiastically. “Unlike in other parts of India, this is the first time that I am witnessing people of irrespective of religious background are celebrating Christmas, which is a Christian festival and Shillong is the place where many should come to learn how to live together,” Sunetra Chakraborty, a tourist from Delhi said. All churches, missionary schools and institutions were decorated with colourful buntings and lights. Bishops and pastors led
services and delivered sermons in various cathedrals and churches of different Christian denominations in the capital city, Shillong. Archbishop of Shillong Archdiocese, Reverend Dominic Jala, presided over the midnight Christmas mass at the Cathedral of Mary Help of Christians. In his sermon, Jala appealed to the people to uphold the ideals of universal love and brotherhood. Hindus also celebrated Christmas in their own way. The Central Puja Committee, the apex body of Hindu religious organisations, organised an event to celebrate Christmas. “We too celebrated Christmas to mark the arrival of the messenger of peace and love with our Christian brethren in various areas of Meghalaya - Nartiang, Sohra, Byrnihat and Shillong,” Central Puja Committee leader, J.L. Das said. Ramakrishna Mission in Shillong celebrated Christmas in ‘Hindu style’ by chanting Vedic shlokas and offering pujas to Jesus Christ. Swami Madhurananda Maharaj, who came from Argentina, was the chief speaker on the occasion; he talked about the historic aspect of Sri Ramakrishna’s spiritual practices and vision of Lord Jesus. He said this stands as a testimony to the living presence of the Lord unlike imagined or mythological incarnations. Earlier there were Christmas carols in various dialects led by Swa-
mi Divyalokananda with the inmates of Shillong Ramakrishna Mission. The offering and vesper service to Lord Jesus was made by other monks and Brahmacharins of Shillong Ramakrishna Mission at its Laitumkhrah premises. Ramakrishna Mission’s starting has a link to Christmas Eve as it was on the same night in 1886 that Swami Vivekananda led the disciples of Sri Ramakrishna and inspired them with a narration of the life of Jesus Christ to take monastic vows. Exchange of greetings and gifts, visits to relatives, games and sports among children and community feasts marked the celebrations across the state, where over 80 percent of the population is Christian. Leaders of various political parties also greeted the people on the occasion of Christmas. Extending his greetings, Governor V. Shanmuganathan Christmas is the occasion for us to remember the birth of Christ who taught us the the values of love, kindness and compassion. “As we celebrate this joyous occasion, let us take a moment to count the blessings we have received and to give thanks for all the good things we enjoy. 2016: When peace hopes gave way to despair in Assam, Nagaland Guwahati, Dec 26 (IANS): Amid renewed incidents of violence, the year 2016 proved that peace in Nagaland and Assam will remain a distant dream until the government changes a general perception among militant groups — including those favouring talks — that it is not serious at reviving the stalled dialogue process in the insurgency-hit northeastern states. The gover nment had earlier opened talks with the National Democratic Front of Bodoland (NDFB)-Progressive and Ranjan Daimary factions, National Socialist Council of Nagaland’s Isak-Muivah (NSCN-IM) and United Liberation Front of Assam (pro-talks). But its failure to make any headway led others to question the government’s seriousness to resolve the issue. Several militant groups, including those from neighbouring Manipur, came together under one umbrella and formed the United Liberation Front of Western South East Asia (UNLFW). The groups in the conglomerate
are strictly against peace talks. As despair replaced hope, violence surged and several militant groups in Assam and Nagaland — dormant over the years — regrouped and revived their activities. This included the killing of 14 people in an August attack in Assam by NDFB (Songibijit) faction. The militant conglomerate in May killed six Indian soldiers in Manipur’s Chandel. This was followed by the killing of four Manipur Police personnel on December 15. The UNLFW has strong support from the NSCN-Khaplang — a militant group that moved out of a 14-year-old ceasefire agreement with the government last year. Though several attempts were made to persuade the group back into the truce talks, it made it clear that it did not have any faith in the Indian government’s seriousness to solve the Naga issue. “The government’s attitude is so negative that it hurts the community and the cadres of the Naga groups. In between, several other factions of the NSCN such as the Reformation and Unification groups — though having a ceasefire with the government — started distancing itself from the Naga Peace Accord and mocked at its slow progress. Tikhak, from the NSCN-Reformation, warned they were ready to go back to the jungles to carry on their strikes if the government was unable to solve the sixdecade-old Naga conflict.
The Naga peace talks suffered a jolt in June when the chairman of NSCNIM died after a prolonged illness leaving a vaccum in the political space seeking to push for peace in the state. Assam also suffered revival of violence by the United Liberation Front of Asom-Independent — led by Paresh Baruah. The group said it would join the talks only if “sovereignty of Assam” stays the main subject. The ULFA-I was responsible for the kidnapping of 27-year old Kuldeep Moran — nephew of a BJP legislator in Assam — and demanded a ransom of Rs 1 crore. How-
ever, he was later released unharmed. The group claimed responsibility for the killing of three soldiers in Tinsukia district on November 19. Similar incidents were witnessed in Arunachal Pradesh’s Tirap district on the border with Assam. As the year draws to a close, the NDFB-Progressive — which is in peace talks with the government — also started its mass agitation led by general secretary Gobinda Basumatary. Basumatary believes the government “fooled” them to join the peace process by making a “false promise of statehood” for Bodo tribes.

India’s most lethal missile test-fired
Balasore (Odisha), Dec 26 (PTI): India Monday successfully test-fired Agni-V, its most lethal nuclear-capable, inter-continental ballistic missile that has a range of over 5,000 km covering whole of China, from Abdul Kalam island off Odisha coast. Defence sources said that the successful test-firing today will pave the way for
user trial of the missile and its eventual induction into the Strategic Forces Command (SFC). The three-stage, solid propellant surface-to-surface missile was test-fired from a mobile launcher from launch complex-4 of the Integrated Test Range (ITR) at about 1105 hours, DRDO sources said. About 17-metre long and weighing over
50 ton, the missile majestically rose from the confines of its canister flawlessly and achieved all targets, sources in Defence Research and Development Organization (DRDO) said. The Agni-V missile has a range of over 5,000 km. At present, India possesses Agni-I with 700 km range, Agni-II with 2,000 km range, Agni-III and
Agni-IV with 2,500 km to more than 3,500 range in its armoury of Agni missile series, they said. It is the fourth developmental and second canisterised trial of the missile, integrated with a sophisticated mobile launcher in its deliverable configuration that enables launch of the missile with a very short preparation time as compared to an open launch, they said. It also has advantages of higher reliability, longer shelf life, less maintenance and enhanced mobility. President Pranab Mukherjee, Prime Minister Narendra Modi and Defence Minister Manohar Parrikar congratulated the DRDO scientists, saying it will add tremendous strength to the country’s strategic defence and deterrence capabilities. While the first test of Agni-V was conducted on April 19, 2012, the second was on September 15, 2013 and the third on January 31, 2015 from the same base. Among the missiles of Agni series, the latest Agni-V is the most advanced having some new technologies incorporated with it in terms of navigation and guidance, warhead and engine, the sources said. Lot of new technologies developed indigenously were successfully tested in the trial. The very high accuracy Ring Laser Gyro based Inertial Navigation System (RINS) and the most modern and accurate
Micro Navigation System (MINS) had ensured the missile reached the target point within few meters of accuracy, they said. The high speed on board computer and fault tolerant software along with robust and reliable bus guided the Missile flawlessly, said a DRDO official. The missile is so programmed that after reaching peak of its trajectory, it turns towards earth to continue its journey towards the intended target with an increased speed due to the attraction of earth’s gravitational pull and its path precisely directed by the advanced onboard computer and inertial navigation system. The atmospheric air rubbing the skin of the missile during the re-entry phase raises the temperature to beyond 4000 degrees Celsius. However, the indigenously designed and developed carbon-carbon composite heat shield continues to burn sacrificially protecting the payload, maintaining the inside temperature below 50 degree Celsius. Finally, commanded by the on-board computer with a support of highly accurate ring laser gyro based inertial navigation system, the most modern micro inertial navigation system (MINS), fully digital control system and advanced compact avionics, the missile hit the designated target accurately, meeting all mission objectives, they said.

Chakraborty, whose alleged involvement in the Saradha Ponzi scam made news last year, had attended the Upper House for just three days. Derek O’Brien, senior leader of his party, the Trinamool Congress, said he had earlier informed Chief Minister and party chief Mamata Banerjee. “We continue to share a warm relationship and his family. Wish him speedy recovery,� Mr O’Brien tweeted. In April, Chakraborty had sent a letter to Rajya Sabha deputy Chairman PJ Kurien, saying he would be unable to attend the parliament session due to ill health. His absence was questioned by the members of various parties, including the Samajwadi Party and the Janata Dal United. Calling it a “misuse of facility�, SP member Naresh Agarwal had said, “I have been seeing it that in ever y session there is a letter from Mithun Chakraborty stating he is unable to attend the house.� The actor was elected to the Rajya Sabha in April 2014. His term was set to expire in 2020.
New Delhi, Dec 26 (PTI): Alleged ter rorist Mohd Mosiuddin was plotting ISIS-style chilling execution of foreigners, especially those from the US, Russia and the UK, visiting the Mother House in Kolkata as it would be a “heart pleasing� experience for him, the NIA has claimed. The NIA, in a charge sheet filed before a special court in Kolkata recently, claimed that Mosiuddin alias Musa was planning to stab and kill foreigners, a style frequently chosen by the ISIS to eliminate its targets. The Mother House in West Bengal capital is the headquarters of Mother Teresa’s Missionaries of Charity. In its charge sheet, the anti-terror probe agency has said Musa termed the militants operating in Kashmir as “Mujahids (holy warriors) with impure ideologies� who were fighting for Kashmiri land when they should have fought in support of Sharia, the Islamic canonical law based on the teachings of the Koran and the traditions of the Prophet (Hadith and Sunna). The agency has provided Musa’s photographs in Kashmir to buttress its claim that the terrorist had visited the Valley. NIA alleged it had proof of his having bought a big knife to commit the
terror crimes before fleeing away. He also allegedly procured pepper spray from Snapdeal, an online marketplace to facilitate his proposed criminal acts as the intended target would be rendered temporarily blinded by it. The charge sheet alleged that Musa discussed plans for conducting such attacks at the Mother House, which is frequented by foreigners from the US, Russia and the UK. Armed forces of these countries are locked in fierce battles with the ISIS in many nations. Musa had discussed with some others the exact location of the Mother House and was claimed to have told them that foreigners, particularly Russians, Britishers and Americans often visited the place. He wanted them killed as the governments of their countries had bombarded the ISIS in Syria and Libya, the charge sheet alleged. The NIA had taken over investigation in the case from Howrah police on July 22. During Musa’ arrest, a .38 bore six-chamber revolver, three rounds of ammunition, a knife, a Samsung mobile phone and other incriminating articles were seized. Subsequently, one Apple Macbook and a sword were seized from his residence at Tiruppur, Tamilnadu.

New Delhi, Dec 26 (IANS): Though mobile data plans in India are among the cheapest in the world and average retail price of smartphones is steadily declining, yet nearly 950 million Indians do not have an Internet connection, according to a joint study done by Assocham-Deloitte. “Internet penetration is increasing in India, the access to affordable broadband, smart devices and monthly
data packages is required to spread digital literacy to make their ends meet,� said the study. The study titled ‘Strategic national measures to combat cybercrime’ said: “Existing government infrastructure assets should be further leveraged for provision of digital services at remote locations. “Digital literacy needs to be increased by providing institutional training
in schools, colleges and universities; accelerating partnerships with global technology leaders and using the workforce trained under Skill India to impart training.� It said an integrated approach between Digital India and Skill India needs to be constructed to design programmes and impart training. Saying that the government should increase awareness regarding the value add of technology to increase technology adoption, the study added that the benefits of technology -- increase in the standard of living of the weaker sections of society and enhancing financial inclusion should be communicated to citizens. “Private sector players should be incentivised to develop infrastructure, provide services and promote digital literacy as part of the Digital India programme. “Start-ups should be involved to create and customise apps to local needs to
increase adoption of digital technology,� added the joint study. It said the top barriers to adoption of technologies in the economically weaker sections of society as well as in micro small and medium enterprises (MSME) include cost and affordability. “Most telecom operators so far have not invested significantly in development of high speed access networks in rural areas. Similarly, MSMEs also have low awareness of government and stakeholder schemes that could lead to numerous benefits,� the study said. It said a key hindrance to adoption of technology is the low rate of digital literacy in India. “Several initiatives undertaken by the government and other organisations are expected to improve the digital literacy rate in the coming years which will in turn result in an increase in adoption of technology and digital services.�
NEW DELHI, DEC 26 (PTI): Days after the Supreme Court sought the Centre’s and Central Bureau of Investigation (CBI)’s response on a plea seeking probe into the alleged “larger conspiracy� behind former Prime Minister Rajiv Gandhi’s assassination, a prime witness in the case has written to the Prime Minister to intervene and ensure a “free and fair� investigation. In the letter to Prime Minister Narendra Modi, Ramesh Dalal has said he was a key witness of Jain Commission of Inquiry, which was constituted to look into the conspiracy aspect of the assassination, and had raised the issue of a larger probe into the conspiracy in an earlier letter to the CBI. “In view of the contents of my aforementioned letter (of April 19, 2016), a supplementary charge sheet on conspiracy angle is awaited from the CBI.

New Delhi, Dec 26 (PTI): The Centre has asked state governments to nominate more women and SC and ST officers for central deputation under the Central Staffing Scheme for 2017 with an aim to provide them adequate representation. In a letter to chief secretaries of the states, the Department of Personnel and Training (DoPT) has said movement of officers from states to the Centre and back is crucial for building capabilities at the state-level and contributing towards developing national perspectives at the decision- making levels in the government. “It would, therefore, be appropriate if a conscious attempt is made to forward the names of officers for deputation under the Government of India in such a manner that every eligible officer has an opportunity to serve at the Centre at least once at the middle management level,� it said. It further stated that there was a general shortage of IAS officers at Deputy Secretary or Director level and the state may like to recommend a sufficiently

or over 53 days, the economic blockade imposed by the United Naga Council (UNC) against creation of two new districts carved out of land belonging to Nagas in Manipur, has led to acute shortage of all essential commodities and sky rocketing of prices, and has not only crippled trade and normal life in the state but also widened the existing divide between the valley and the hill populace. The landlocked state has been experiencing severe hardship in supply of essential items since 1 November on the two national highways- No.2 and No.37- that serve as lifeline for the state. Even the Trans-Asian Highway wasn’t spared. The ‘economic blockade’ was upgraded to a ‘total shutdown’ on November 25 after the arrest of UNC president Gaidon Kamei and information secretary Stephen Lamkang. The blockade was also followed by a series of violent incidents such as ambush on Manipur Police, followed by triple bomb blasts at Nagaram area in Imphal West district and over running of a small outpost of the India Reserve Battalion(IRB) at Nungkao under Tamenglong district by suspected militants where nine service weapons were looted. The attacks were responded with the burning of more than two dozen vehicles coming from the Naga dominated hill districts. Mobile internet has been suspended, police presence increased and reinforcements of central paramilitary forces sent. The town remains under curfew, though it is being lifted from time to time to allow people to buy essential commodities. Unlike the rest of the country, where queues can only be found outside ATMs, in Imphal there is a queue everywhere. While Manipur continues to reel under severe hardship, the government of India has been more content with waiting and watching to see politics play itself out. Okram Ibobi Singh who is on the verge of finishing his third term as Chief Minister and on his way out, has managed to turn things around. He looked down and out for much of the last couple of years, but seems to be back in the game once again. If reports from Manipur are to be believed, the creation of seven districts and the violent reaction has given a huge advantage to Ibobi. The BJP which was sure of coming to power has lost the plot in the valley and even in the hills, the party will find it very difficult to make an impact as of today. There are 40 seats in the valley districts in an assembly of 60 and 20 in the hills. Ibobi has the backing of two of the three dominant communities of Manipur and this formula could see him through in upcoming elections in early 2017. These trends are being corroborated by the fact that some of the leaders, including MLAs who had quit Congress to move to the BJP, are coming back; a kind of ‘ghar wapsi’ BJP would not like to encourage. For the first time the perception that has gone out is that the party is closer to those in the hills and not in the valley. It is unfortunate that both the Ibobi government and the Centre choose to play politics when people are either killed or lives disrupted on account of vested interest.

The Holy Spirit applies or administers the work of the atonement to us in the deep unconscious realm as well as in the conscious realm. And it is not until we truly perceive the unrivaled power of the Spirit in us that we understand the meaning of 1 John 1:7 , which says, “…the blood of Jesus Christ His Son cleanses us from all sin.” This verse does not refer only to conscious sin, but also to the tremendously profound understanding of sin which only the Holy Spirit in me can accomplish. I must “walk in the light as He is in the light…”— not in the light of my own conscience, but in God’s light. If I will walk there, with nothing held back or hidden, then this amazing truth is revealed to me: “…the blood of Jesus Christ His Son cleanses [me] from all sin” so that God Almighty can see nothing to rebuke in me. On the conscious level it produces a keen, sorrowful knowledge of what sin really is. The love of God working in me causes me to hate, with the Holy Spirit’s hatred for sin, anything that is not in keeping with God’s holiness. To “walk in the light” means that everything that is of the darkness actually drives me closer to the center of the light.

Honourable Prime Minister Sir, The Nagaland Senior Citizens Association takes this humble privilege of prayerfulli wishing you well on behalf of the Naga people. Ours is an. apolitical Association of Elders having weathered varied experiences of life at the age of 60 years and above from various Tribes of Nagaland. We are trying the very best we can to sensitively understand the evolving political and social scenarios beyond and around us with honest concerns. At our ripened age we have neither the energy nor the inclination to pick up an axe to grind and therefore our opinion is purely limited to what we sincerely believe to be in the fair interest of India and our people. Without prejudice therefore, we respectfully but candidly share our considered views in the hope that it would in some small way assist you in your quiet time deliberation before taking your final call on the following issues: 1. “Framework Agreement”: When two adversaries resolve to settle their differences through peaceful means it offers a legitimate reason to applaud the effort as in H.ie case of “Framework Agreement” of 3rd August 2015 between NSCN (IM) and the Government of India (Go!). What however remains a repugnant enigma is the non-transparent nature of this agreement that has persistently spawned unmitigated suspicion in, the minds of the original stake holding majority from Nagaland. GoI will have surely noticed that the Nagas of Nagaland had politely clapped their hands when the Framework Agreement was signed but did not spontaneously jump with joy in celebration like those of our Southern brothers from Manipur. That in itself registers a telling depth of how delicately balanced tribal value system can be. It is extremely important that any monumental decision which is bound to irreversibly impact on the destiny of a people must first be reviewed for majority consensus by those whose lives are directly being put on the line. This is a universally acceptable norm that any honourable democratic society is expected to adhere to. Deviation from this principled path can only negate the espoused objectives. In Nagaland context, it is all the more imperative for the Gol not to casually misread or misjudge the complex ground reality where multiple Armed Factions are in contention, aggressively nursing divergent views on the subject of Naga Sovereignty and Integration which could potentially lead to an explosive confrontation in the aftermath of a settlement with a single Faction claiming dominance. Shallow mandates and endorsements being propagated through

collaborated consultations with self-serving sycophant leaders and yes-men do not necessarily represent the core concerns of the down-toearth majority. Nagas must not be forced into another Civil War amongst ourselves. We are therefore firm in our collective conviction that there is no alternative to an inclusive approach of all stakeholders being taken on board as equals as the best and only possible option for achieving genuine lasting peace. 2. Issues on “Transfer of Traditional Ancestral Land” and “Integration”: It is our bounden duty to candidly remind the Hon’ble Prime Minister that the Nagas have never been seriously consulted in any major political decisions undertaken by the Government of India in the past which directly and adversely sabotaged the legitimate destiny of the Naga. The International Boundary settlement between India and Myanmar is one such heartless instance where immediate families and clans within the same village were dismembered as foreigner overnight. Longwa Village in Mon District bordering Myanmar is a glaring example of this fact with the International Boundary running right through the centre of the Angh’s residence. This Chief now crosses the International boundary every other minute without passport or visa within his own kitchen. It also brings to mind the “9 Point Agreement” entered into between the Naga National Council (NNC) and Gol which envisioned, among other important issues, the transfer of all the ancestral traditional land back to Nagaland, but was unilaterally abrogated by the Gol. Be that as it may, the legitimacy of the subject remains relevant and the Nagas will continue to claim their traditional ancestral land now or later. It is incumbent upon India to honourably right this wrong which was arbitrarily committed against the Nagas without being consulted. Some clauses in the 16 Point Agreement were also partially abrogated unilaterally (as in the case of Clause 2) by transferring Nagaland from the Foreign Affairs Ministry to Home Affairs and (Clause 11) the discontinuation of Consolidated funding patter. On the other hand the issue of integration of contiguous Naga inhabited areas being brought under the same administrative umbrella (Clause 13) still remains unfulfilled. Agreements are drawn between contending parties with a conscious determination of fulfilling the terms of agreement and not be breached dishonourably and unilaterally. The magnitude of insincerity and the utter disrespect for the Nagas as equals is significantly evidenced in all the past actions of India. This consistency
of unilaterally trampling upon the rights of the Nagas has greatly eroded the trust factor in India as an honourable Nation. It is however never too late to correct this insensitive lapses through sincere renewed beginnings if respectful relationship is to be harnessed. It follows that if Gol truthfully acknowledges the “Unique History of the Nagas”, the litmus test for India is to translate this unique status in real terms which, from, the Naga’s standpoint, can only mean acknowledging the sovereign status of Nagaland. Constructively focusing more on a friendly bilateral relationship between two sovereign neighbours would then bear more positive dividends for both people. This makes a great deal of fair sense as the right neighbourly thing to do based on honourable historical facts, no matter how jagged the challenge. It takes great courage to do the right thing and we have no reason to doubt that you Sir have it in abundance. 3. Uniform 3. Civil Code (UCC): No matter how contentious Article 371 (A) of the Indian Constitution may be within the walls of our own Naga kitchen, it is nevertheless considered the only reliable guarantee that grudgingly spawns a modicum of confidence for Nagaland to moderate its troubled link with India under the present indefinite circumstance. Any reforms that remotely lead to destabilising this fragile moral foundry would spell a monumental disaster for all concerned. Disadvantageous as it may get to be for the Nagas, the flames of “Simon Commission” memorandum, 10th January 1929, could get reignited. Further, throughout the ages, Nagas have ably governed themselves with their nature nurtured experiences in traditional and customary practices. It comprehensively encompasses most conceivable aspects of criminal or social jurisprudence which have comfortably withstood the test of time without much controversy. The need for its replacement is therefore uncalled for at this stage. There have been times when even Supreme Court and the High Courts have found it expedient to return complicated land disputes/ civil suits directly filed in their Courts, back to our traditional courts for final settlement. That in itself is a significant testimony for our traditional courts by the Apex Court. The legal world would perhaps write off the traditional practice of “swearing oath” over land disputes under the customary law as a typical tribal mumbo jumbo, out of tune with the civilised sensibility and so on. Yet such an oath, traditionally administered, puts a terminal end to further disputes because the people of today still strongly adhere to its traditional sanctity with
psychological conviction in its supernatural potency. The most unique and relevant factor that additionally deserves special mention is that the litigants get to redress their grievances without being burdened much with litigation fees which is generally free. This unique quality will certainly not figure as an attribute in the proposed ‘Civil Code’ no matter how ‘Unified it may be conceived and structured. if UCC become a uniform enforceable reality through an Act of Parliament in exercise of Article 368, the consequential negative impact on the essence of Article 371 (A) will not only get fatally crippled but would seriously impede our timeless traditional judicial system that is still affordable even by a common man. Such a system is unheard of in our present so-called modern civilised Courts where the astronomical litigation fee is depriving justice to lesser beings and where money is also being used to purchase truth or even silencing it. Our universally inoffensive customary Law is reasonably equipped to deal with smaller hiccups in any criminal or social sectors without the interference of an alien unified civil code which is more likely to vitiate our simple and serene traditional justice delivery setting. Its introduction is considered ill advised and therefore unacceptable in our Naga society on both counts of: (a) possible conversion of Article 371 (A) to redundancy and (b) the potential relevance of free judicial service through our— traditional customary Courts being compromised. We therefore firmly prefer to be left beyond the purview of UCC. 4. Armed Forces Special Power Act (AFSPA): A lingering feeling persists that the Gol has still not reached that point of making serious effort to really understand the core value system that make the Nagas tick. Gol with its superior Armed Forces had committed cold-blooded atrocities against the total Naga population for several decades on a misconstrued notion that the Nagas were fighting a ‘Secessionist War’ against India. History bears witness that the Indians did not know the existence of a race called the Nagas as much as Nagas did not know of India’s existence before the advent of the British. The Nagas were honour bound to therefore bravely stand against all odds and face the might of Indian aggression to defend their inherent freedom with their precious lives... which they did. This is the core attribute of a true Naga spirit that still exists below the surface should push come to a shove. Suffice is to say that the excruciatingly inhuman tragedies and indignities heaped upon the Nagas by India was unjustifiable even by animal standards. The
raw details of the diabolical atrocities committed would shame even the lowest form of human specimen without conscience. The unpalatable aspect is that much of the same commissions of the past are still being re-enacted now and again even in the present times by the Indian Army. It has taken more than half a century with thousands of martyrs on both sides of the fence for India to finally awaken to a costly realisation that Nagas have a “Unique History”. Yet from a distant mainland the Gol continues to deliberately unleash a monstrous Act that inflicts untold injustice against its fellow human beings by empowering its Armed Forces with a draconian Law called Armed Forces Special Power Act (AFSPA). It should normally be in the fitness of things to conclude that the Nagas are no longer a threat to India’s National Security by virtue of their “Unique History” that India has acknowledged. It is for Gol to explain to itself the real meaning of “Unique History of the Nagas” because AFSPA does not quite fit into the groove of that reality as Nagas understand it to be. The Nagas also fail to comprehend the unsound logic or appreciate the sincerity of India in wanting to continue this inhuman law in Nagaland despite the changed circumstance. The core question that require a candid answer is: Would the Army Generals, and all other powers that be agree to enforce such a law in their own backyard where their wives, sons, daughters, brothers, sisters, relatives and friends are routinely exposed to butchery, torture, rape or murder by their own uniformed personals on mere suspicion without any concrete evidence of misconduct and also be legally incapacitated to seek for justice against the perpetrators...because this Ts the core feature of AFSPA? There is no need for second guessing that the answer will definitely be a reverberating “NO”! If such a Law is not personally acceptable to them in their own surroundings, with what human conscience do they impose the same Law on other fellow beings? With what human conscience do they sleep at night knowing very well that the lives of innocent people are being jeopardised with unjust law that they have wilfully perpetuated? Have their conscience fled the country? Apart from the official acknowledgement of the “Unique History of the Nagas” there is a “Cease Fire Agreement” in place with all the Factions but one. India should not be punishing Nagaland for this one Faction which is practically based in Myanmar. If at all, India should instead be focusing its attention on counterpart Myanmar to ease their threat perception. Above all, there is also a serious ongoing negotiation at the National level
Six Naga national political groups unite
his author was bogged down with other immediate pressure cooker issues already in the boiling pot and could not promptly congratulate the Six NNPGs uniting for a common cause on 14th December 2016 as it so rightly deserved. Nagas of Nagaland especially the Apex Tribal Hohos and other NGOs should have shared their appreciation with prompt recognition of this momentous decision as one of the more refreshing news in the midst of the entire corruption infested ‘nonsense news’ of the year 2016. It was a worthy Christmas gift to all with sincere Nagas national political concerns! Yet again our overall silence on this issue is saddening to say the least. One surmises that the “Working Group”(WG) will have to travel on a rough road that will undoubtedly be even rougher than the PWD roads so indifferently facilitated by the NPF/ DAN Government of Nagaland distracted by ‘other’ priorities. However, as long as the WG sincerely uphold what they have resolved to prayerfully place GOD
as the CENTRAL PILLAR of this UNITY with personal ego being kept out of bounds, God will surely bless them abundantly with wisdom to see them through difficult discourse. Considering the hyper-sensitive nature of the playing ground for the WG to interact with one another it would seem important that a few other elementary considerations and understandings should squarely be put in place in addition to the ones they have already determined: (1) What need to consciously be acknowledged with utmost concern and sensitivity is the fact that each “Six NNPG Factions” has hosts of both the disciplined and the indiscipline characters within their respective cadres, capable of creating unwarranted and unintended friction amongst them. Strict restraining order must therefore go out to keep the respective cadres in strict check and ensure that the WG is allowed to exercise their minds together in harmony without infighting distraction unwittingly being perpetuated by those with less
discipline and imagination; (2). It would also serve the WG well to open wide their consultation doors and windows and allow as much fresh air to filter into their common room...the more wide open the better; (3). WG should decidedly avoid ‘stage-managed mass platform’ for participation of sycophants and ‘yes-men’ who would be prepared to blindly endorse anything and everything on the table ... like the consultations that have been conducted by NSCN (IM) at Niathu Resort and elsewhere...if they are searching for real constructive inputs towards (a) ‘unity’ and (b) ‘a dialogue with GoI’; Instead: (4). The WG should interact with intellectual Nagas with critical minds who are unafraid, capable and prepared to candidly point out both the positive and the negative perspective of a given issue in fairness without bias. They are the ones who must selectively be drawn in for exclusive and real consultation. This approach has thus far been arrogantly thwarted by the other AK 47 wielding
Tangkhul dominated faction called NSCN (IM) who seems to unbelievably believe that there are no capable thinkers amongst the Nagas other than themselves. This Organisation is averse to opinion of others that would cause indigestion to ‘His Dictatorial Highness’...The NSCN (IM) General Secretary; The WG must make effort to learn lessons from the mistakes of others. Pragmatic approaches would hopefully help the Working Group to think ‘out of the box’ for matured balanced conclusions in their endeavour towards a final settlement. In conclusion, let me say a very deserving “Well done” to NTC for this laudable initiative and a very big “God Bless” to the Six NNPGs for finally awakening to the core sentiments of the Naga majority of Nagaland. May the New Year bring forth an insightful Chapter of Naga History structured on a foundry of true upright Christian principles. Khekiye K. If these are all sincere, committed endeavours with an honest intent of ironing out the protracted differences on the part of Gol then this abhorrent AFSPA, which is the height of all offensive aberration against human rights and human dignity in its entirety, must be withdrawn forthwith. Upholding such a Law is a disgraceful insult to Indian democracy. The very definition of uniqueness propels Nagaland to an entirely different plane of assessment and should therefore not be equated with the rest of the Northeast States with insurgency problems. It will be far more rewarding for India to cultivate the goodwill of the Naga people rather than encourage hatred which AFSPA is generating with absolute certainty. Nagas have unjustly been exposed to extreme suffering for over 60 years and it is criminal on the part of India to indifferently prolong this prosecution. That India commands superior fire power over the Nagas should not destabilise the mental health of the good Indian people in authority to take an ethical and moral judgement on this for the sake of humanity and withdraw AFSPA from Nagaland. We do not appreciate bullying as an acceptable attitude. 5. December 25th: Good Governance Day: Government of India will first have to declare that India is no longer a Secular Nation. The Nagas are not against “Good Governance Day” in itself. However the Christian of Nagaland and Christian community everywhere else finds this decision extremely offensive that Gol should insensitively select 25th December, the most important day in a Christian calendar, out of 365 days in a year to declare “Good Governance Day”. This is a very deliberate insult to Christians throughout the country and we therefore demand that it be immediately withdrawn. In conclusion, we believe it is about time for India to begin to honourably acknowledge the Nagas as equals in all their future dealings with the Nagas. We also humbly entreat India to enshrine human honor, human dignity, human understanding and human compassion in their hearts as they deal with the issues thus reflected. New Year resolutions
Sir,
Last year around this time I made various New Year resolutions which, on hindsight, were utterly unrealistic. I still have a pot belly instead of a six-pack and my current bank account is now a constant reminder of those failed New Year resolutions. The perceived timeframe for such resolutions approaches again and notwithstanding my track record, I plan to adopt some new resolutions. However, this time the resolutions won’t be merely to work on my weaknesses or to fine-tune my physique. Fighting against corruption, social issues and community development will feature prominently on my ‘to do’ list this time. And these resolutions will not remain unrealised nor will they be for just a year. As I plan to do so, I also wish to call upon my fellow Nagas to, for a change, adopt similar New Year resolutions and work together for the betterment of our society. Yanpothung S. NEW DELHI, Dec 26 (Agencies): At a time when the entire nation is reeling under cash crunch following demonetisation of currency notes, Gujarati folk singers were showered with about Rs 40 lakhs, in 10 and 20 rupee notes, during a musical event in state’s Navsari (near Surat) district. A video of people showering folk singers with lower denomination notes
during a musical event went viral on social media on Sunday. This incident comes at a time when people across the country are facing cash crunch and banks have put up banners saying they do not have enough cash. The event was organised by the Shri Gurjar Kshatriya Kadia Samaj yesterday night. The audience showered Rs 10 and Rs 20 cur-
rency notes on folk singers Farida Mir and Mayabai Ahir. The organisers, however, claimed that the money collected during the program will be used for social work. Earlier this month, popular Gujarati folk singer Kirtidan Gadhvi was showered with new currency notes of Rs 2,000 while performing during dayro festival.

1L paramilitary to be deployed in polls in 5 states New Delhi, Dec 26 (PTI): An estimated one lakh paramilitary personnel along with state police forces are likely to be deployed in the upcoming assembly elections in five states, including politically crucial Uttar Pradesh. Election Commission (EC) has asked the Ministry of Home Affairs (MHA) to make available 1,000 companies (100 personnel in each company) for the assembly elections expected to be held in next two months. The EC has made the request during a recent meeting with the top officials of the MHA which discussed various aspects of security during the polling, official sources said. In addition to the Central forces, police forces of all states will be deployed for the election duties. Sources said that the MHA is expected to accede to the request of the EC and convey its decision to the poll body soon. Assembly elections in Punjab, Uttarakhand, Goa and Manipur are expected to be held in single phase while in Uttar Pradesh it is likely to be multi-phased.
VVIP chopper scam: Tyagi gets bail New Delhi, Dec 26 (IANS): Former Air Chief Marshal S.P. Tyagi, arrested on December 9 on the charges of receiving kickbacks in the multimillion-dollar AgustaWestland VVIP helicopter deal, was given a bail by a special court here on Monday. Central Bureau of Investigation (CBI) Special Judge Arvind Kumar allowed Tyagi’s bail application and asked him to furnish a personal bond of Rs 2 lakh and a surety of a like amount. “He (Tyagi) was in custody for 18 days. No purpose will be served by keeping (the) accused behind the bars,” the court
New Delhi, Dec 26 (PTI): Congress today demanded an independent probe into the “Sahara diaries” in which names of former Delhi Chief Minister Sheila Dikshit and that of some other chief ministers also purportedly figure. “Whoever, whichever name is there should be investigated. There should be an independent probe into whosoever’s name is there. Why are you shying away from an impartial, independent probe?,” Congress spokesperson Jairam Ramesh told reporters. He said there should first be an investigation and in the course of which some names may prove to be wrong. Ramesh said action can be taken only after a probe. He also demanded an independent probe against all those BJP leaders who allegedly knew of the demonetisation decision before the Prime minister announced it on November 8. He asked whether Prime Minister Narendra Modi would order an independent time-bound probe to ascertain whether there was any money laundering by certain BJP leaders and whether they were in the know of demonetisation before it was announced.\ “Maximum Governance, Minimum Government”, “Maximum Drama, Minimum Governance” and “Maximum Publicity, Minimum Governance”, this is the motto of Narendra Modi,” he said, dubbing demonetisation as a “complete failure” and an “unmitigated disaster”. Over Rs. 26L new currency notes seized RAJKOT, Dec 26 (PTI): Two people were arrested today with fake currency in the denominations of newly introduced Rs. 2,000 and Rs. 500, having a face value of 26.10 lakhs, police said. “Acting on a tip-off, the city crime branch investigators intercepted a car at Hanuman Madhi area and arrested two people with fake currency notes of Rs. 2,000 with face value of Rs. 26 lakh, and of Rs. 500 with face value of Rs. 10,000” Rajkot Commissioner of Police Anupam Singh Gehlot told the media in Rajkot. The arrested people were identified as Hruday Jagani and Lakshman Chauhan, both hailing from Ahmedabad, he said. The notes were kept inside the speaker box of the car in which they were travelling, Mr Gehlot said. He said a high quality colour printing machine was also seized from their possession which was used to print the currency notes. The cover of notes’ bundles bore the tag and seal of a public sector bank to make them look like original, he said.

Mumbai, Dec 26 (PTI): India’s gross value added growth is likely to be at 6.6 percent in 2016-17 as economic activity will take more time to normalise following the government’s move to demonetise highvalue notes, Icra has said. “Although currency liquidity is likely to improve significantly by the end of January 2017, economic activity may take longer to normalise, based on which we have revised our forecast for GVA growth in 2016-17 to 6.6 percent,” the domestic rating agency said. It said the pace of revival of economic activity in the fourth quarter of the current financial year is likely to take a cue from how quickly currency in circulation gets replenished. Mumbai, Dec 26 (PTI): Divergent trend was noticed on the bullion market here today as gold prices moved up further for the second straight day on persistent demand coupled with higher global cues while silver declined on stockists offerings. Gold prices firmed up in the global market in view of fall of dollars in overseas market. Standard gold moved up by Rs 50 to close at Rs 27,330 per 10 grams from last weekend’s level of Rs 27,280. Pure gold also moved up by a similar margin to end at Rs 27,480 per 10 grams. While, Silver fell by Rs 475 per kg to finish at Rs 38,740. In the global market, gold prices settled higher on last Friday, snapping a three-session skid, but it wasn’t enough to save the precious metal from a seventh straight week of declines.

Mumbai, Dec 26 (PTI): Continuing its rally for the second straight session, the rupee today surged by another 8 paise to 67.74 per dollar on persistent selling of the American currency by banks and exporters amid weakness in greenback’s value in the overseas market. However, a sharp fall in equities due to heavy foreign capital outflows failed to restrict rupee’s gain. The r upee opened flat at 67.82 per dollar at the Interbank Foreign Exchange (Forex) Market. The domestic unit hovered between 67.73 and 67.8550 during the day before finishing at 67.74 per dollar, showing a gain of 8 paise or 0.12 per cent. Faridabad, Dec 26 (PTI): Finance Minister Arun Jaitley today said a lower level of taxation that is globally compatible is necessary if the country has to have a broader base of economy. He said gone are the days of the philosophy that high taxation will bring greater revenues and that since 1991 the course of economy has altered itself. “... what you need is a broader base of economy for which you need a lower level of taxation. You need to manufacture products and provide services which are more competitive in character and therefore your taxes have to be globally compatible,” Jaitley said while inaugurating the professional training of IRS officers. A gang slaughtered seven people, including three police officers at a family celebration in the violent southern state of Guerrero, police told AFP. The massacre occurred early Christmas Day outside a house in the village of Puente del Rey, where gunmen shot dead the 6 men and one woman, aged 24 to 54. Three of the victims were police officers, a regional security ministry official said. In Chihuahua, nine people were killed during Christmas celebrations, authorities said. Five of them died in Ciudad Juarez, including three women who were first tortured and a man whose dismembered remains were found in an abandoned trunk. In Michoacan 6 human heads were found, according to the local prosecutor’s office. Authorities have not identified the remains, which have been transferred to a forensic office for analysis.

Russian military plane crashes in Black Sea, ‘killing 92’
SOCHI, Dec 26 (Agencies): All 92 people on board a Russian military aircraft are feared dead after it crashed into the Black Sea. Some 3,500 people on ships, jets, helicopters and submersibles are involved in the operation near Sochi. The Tu-154 plane - carrying soldiers, members of a famed army music ensemble and reporters - was heading for Syria. The plane disappeared from radar two minutes after taking off from Sochi at 05:25 (02:25 GMT), heading for Latakia in Syria, the defence ministry said. Debris and 11 bodies have been found, with no reports of survivors. The Tu-154 was carrying soldiers, reporters and 64 members of the famed Alexandrov military music ensemble who were to perform for Russian troops. More than 100 divers are involved in a round-theclock search operation at the site of the crash, Russia’s defence ministry says. ritish pop star George Michael, the musician who first shot to fame with the 1980s duo Wham!, has died, his family said in a statement. He was 53 years old. “It is with great sadness that we can confirm our beloved son, brother and friend George passed away peacefully at home over the Christmas period,” said the statement which was released by Britain’s Thames Valley Police. Wham! scored big with hits such as “Wake Me Up Before You GoGo” and “Careless Whisper.” Michael went on to a successful solo career; his 1987 debut album “Faith” sold more than 10 million copies. Many of his hits with Wham! and as a solo artist, are still well-known decades later. In a statement, Thames
Valley Police said: “At this stage the death is being treated as unexplained but not suspicious.” The agency said police were called to a property in Goring-on-Thames shortly before 2 p.m. on Sunday and confirmed the death of a 53-year-old man at the scene. Condolences poured in on social media from celebrities across the world.
