Rahul, Mamata demand PM’s resignation PDS: CMO clarifies repacking of rice

New Delhi, Dec 27 (PTI): Unfazed by the absence of leaders of the Left, JD(U), SP and BSP, Congress leader Rahul Gandhi and Trinamool chief Mamata Banerjee along with some regional parties Tuesday sought to put up a united face raising the pitch against demonetisation by demanding the resignation of Prime Minister Narendra Modi. After the eight-party meeting, the leaders also sought a probe into the issue of “personal corruption” of Modi with Gandhi insisting that a “free and fair” inquiry was needed to maintain the credibility of the Prime Minister’s post. Banerjee, whose presence rescued the Congress’ plan of replicating the opposition unity witnessed in Parliament recently on the note ban issue, virtually stole the show by placing the resignation demand, a position subsequently echoed by Gandhi. Both Gandhi and Banerjee spoke of a “common minimum agenda” being evolved to take the opposition unity forward even as he downplayed the absence of several other parties, in-

Protest rally in Mon on Dec 30 Correspondent

Mon, Dec 27 (NPN): Chi and Mon Land Owners’ Association (CMLOA), Mon would be holding a protest rally on December 30 at Mon headquarters to protest against non-implementation of the 1964 agreement signed between the land owners and the then district administration by the state government. According to CMLOA president, O. Kamzei and general secretary, Y. Tingyeih the decision to go for protest rally was unanimously resolved at the meeting held on December 26. The association said that they have been compelled to adopt the “democratic weapon” as a result of government’s failure to respond on the repeated pleas of the land owners. Besides restriction on vehicular movement, shops and business establishment will remain close during the rally. District administration, police and security forces, medical, power, PHED and emergency services have been exempted, CMLOA said. Further, CMLOA appealed to all the citizens of Mon hq to extend cooperation during the peaceful protest rally.

cluding the Left, from today’s meet which preceded the press conference. Escalating the attack on Modi, Gandhi described the noteban as a “single arbitrary financial experiment in the history of the world that affected 1.3 billion people” and asked him to explain the “real” reason for implementing it and take responsibility for giving pain to people. He also raised the demand that Modi answer the charges of “personal corruption” made against him in the wake of his name allegedly figuring in the “Sahara and Birla diaries” “Will you take responsibility over demonetisation and resign. Will you resign from Prime Minister-

ship,” Banerjee asked, as she termed demonetisation as a “mega scam” in the name of “achhe din” (good days). The West Bengal Chief Minister said that 47 days are over and only three days are left in the 50-day period sought by Modi for return of normalcy post the note ban. “He is not a magician to perform magic. No miracle will happen. You promised to bring ‘achhe din’. Are these ‘achhe din’? In the name of cashless, Modi government has become faceless and baseless. “Demonetisation is not a small issue. If government becomes weak, the country is weakened,” she said. Asked what if the PM did not resign, Gandhi said,

“If he does not resign, we will put pressure on him to resign.” The Congress leader said, “It was on the Prime Minister’s personal initiative that this arbitrary financial experiment was carried out for the first time in the world history that affected 1.3 billion people. Such an experiment was never done even during Mao’s reign in China.” Gandhi also claimed that demonetisation has made no impact on black money and dubbed it as “an attack on financial independence” and poor people of the country. “PM should come out with the real aim of demonetisation and answer who is responsible for the suffering of the poor and what is he doing for those who have been hit. The aim of demonetisation has failed. “The Prime Minister says he is fighting corruption but he is not answering the questions raised about him. The Prime Minister should be the first person to say that since there are charges against him there should be a free and fair probe,” the Congress leader said. The parties whose representatives were present at today’s

meeting were RJD, DMK, JD-S, JMM, IUML and AIUDF, besides the Congress and Trinamool Congress.

BJP terms oppn meet as Rahul’s ‘flop show’

Mocking the Congressled meet of eight parties against demonetisation, BJP today said it was Rahul Gandhi’s “flop show” and that the bubble of opposition unity had burst before it could even take off. Noting that only eight of the 16 parties which had joined hands in Parliament against the Modi government over note ban were present today, Union minister Ravi Shankar Prasad took potshots at Rahul, saying it was increasingly becoming clear that he lacked “maturity and gravitas” and that he would soon be left alone to “hurl abuses without substance”. Prasad told a press conference that the opposition’s exercise was “laughable” as, he said, those who were behind scams like 2G spectrum, Saradha chit fund and coal block allocations had come together to attack Prime Minister Narendra Modi.

DIMAPUR, DEC 27 (NPN): Chief Minister’s Office (CMO) has said the chief minister was constrained to clarify to allegations (made by ACAUT) that rice meant for beneficiaries under National Food Security Act (NFSA) were being siphoned off in the department of Food and Civil Supplies, a portfolio held by the chief minister. CMO media cell said the chief minister had on June 27,2016 while inaugurating the NFSA for Kohima and Dimapur, had maintained that beneficiaries under AAY and Priority Household (PHH) would what was due such as 35 kg per ration card holder under AAY at Rs.3 per kg and 5 kg per head at Rs.3 under PHH. On the issue of repackaging rice from jute bags to plastic bags, the CMO explained that it was also raised by various north eastern states with the union government at the meeting in Guwahati on October 3 and 4, 2016. CMO said the matter was also clarified by the secretary consumer affairs, Food & Public Distribution government of India, that the ministry was not in a position to make up for any loss arising out of

spillage and wastage during transportation and storage. Due to losses on account of spillage etc, CMO said beneficiaries used to complain about not receiving their full quota of grain as prescribed and so the F&CS department on being asked by the chief minister, pointed out that the department had written to the stockists on November 4,2016 permitting them to repack rice from jute to durable plastic so that the right proportion reached the beneficiaries. CMO said a misconception appeared to have been implanted in the minds of the general public that departmental supply of rice ought to be on in jute bags. Since damages and spillages occurred during improper handling during transportation of the rice packed in jute bags, resulting in inaccurate and shortages when delivered to targeted group, CMO said it was considered to repack rice in plastic bags in order to reach beneficiaries in matter of days for distribution. CMO disclosed that 14,03,579 population in Nagaland were being covered under NFSA with 47,500 ration card holders under AAY covering a population of 2,09,657, and a total of

2,37,434 ration card holders under PHH covering a population of 11,93,928. CMO also made known that Centre allotted food grain according to the number of ration card holders and not a kilogram more or less. CMO said it was inevitable of some shortfall at the beneficiary level since said spillage and wastage of grains, invariably takes place at various stages of transportation and storage process. CMO said that since the whole case “has been misinterpreted and misprojected in the media” and where it was depicted that corrupt activities are taking place with the “assumed blessings of the Government”, the Chief Minister was constrained to request the general public to first give the repackaging process a chance and see if the beneficiaries get their due share, before jumping the gun and crying foul, blaming and criticising as if one has some political axe to grind. CMO said the chief minister had on several occasion urged upon the beneficiaries and the public to bring it to his attention if they do not get the prescribed amount of food grain. Such concern must also be appreciated.

MVC to boycott town council polls NPCC releases manifesto for civic body polls Warns all intending candidates not to file nominations DIMAPUR, DEC 27 (NPN): Reacting to the State Election Commission’s (SEC) notification for conduct of civic polls, Medziphema Village Council (MVC) on Tuesday reaffirmed that the council would not allow holding of the Town council polls with 33% women reservation within its jurisdiction. In a press note, MVC chairman Neikhonyu Kuotsu and secretary Khriengulie Kapo stated that the council stood firm on its earlier resolution, to ban the conduct of civil polls in its soil unless the provision of the Nagaland Municipal Act 2001, amended in 2006, to give 33% women reservation in civic polls was deleted.

In this regard, MVC warned all interested/intending candidates not to file nominations for Medziphema town council elections. “If any individual files nomination for the same in contravention to the village council resolution, he/she should also be ready to bear the consequences at his/ her own risk and peril,” the council stated. However, Medziphema Village Council has also made it clear that it was not against holding of Town Council election, but was against reservation of seats for women. It stated that its decision was in the interest of Naga customary and traditional practices and the special position of the Nagas under the Indian constitution. MVC also observed that incorporation of women reservation in Naga public institutions was totally

against the traditional and social practices of the Nagas. The counicl also hit out at the state government for going against the wishes and expectation of the people by notifying the date of the Urban Local Body/Town Counicl election. Despite stiff opposition from various quarters and appleas made by tribal bodies against the cabinet’s decision to hold civic polls with 33% women reservation, the government chose to go ahead. “The government is expected to listen to the wishes of the people but instead, it had decided to overrule the wishes and expectations of the people by notifying the date of the elections,” MVC stated. It may be mentioned that the state government through SEC on December 21 notified that general election to municipal councils and town councils would be held on February 1, 2017.

Staff Reporter DIMAPUR, DEC 27 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K. Therie on Tuesday released the party’s manifesto with 17-point objectives for the February 2017 general election to municipal councils and town councils. A short launching programme was organised at Congress Bhawan Dimapur attended by party veterans and loyalists. While releasing the manifesto, Therie said the party welcomed 33% women reservation in civic polls. He said: “vibrant women councillors’ participation in the process of planning is expected to balance and also contribute new dimensions in the approach to administration”. Therie also attacked the BJP-led government in the centre over demonetisa-

tion saying plastic money (endorsed by the central government) made no sense in Nagaland where 80% of the population had neither bank account nor the infrastructure for cashless transaction. “We intend to send a strong message to GoI that we do not approve demonetisation,” Therie stated. He said NPCC stood against demonetisation and corruption. “We stand for clean council, secular, decentralisation of power, and

safeguard of constitutional rights,” he asserted. According to him, anyone voting for BJP/NPF was voting for demonetisation. He was hopeful that the voters would send a strong signal to the state government and government of India through this municipal and town councils election. Further, Therie said NPCC would be fielding as many candidates as possible in the civic polls.

Mobile internet ban extended; UNC consultative meeting today Correspondent

IMPHAL, DEC 27: Manipur government has extended the ban on mobile internet services for one more week, till December 30. Mobile internet services remained suspended across the state since December 18 last to prevent spread of rumours in the wake of heightened tension in the course of prolonged imposition of economic blockade on the national highways by the United Naga Council (UNC). Earlier, the state government snapped services for a week which ended on December 25. However, it was extended till Friday (December 30). District magistrates of each districts across the state ordered ‘blackout’ of mobile internet services to check spread of rumours through social media like, facebook, whatsapp, etc. The curfew which was promulgated in the Imphal East and West districts was lift-

ed during the day, even though the same was still in place from 9 p.m. to 4 a.m. On the other hand, the agitating UNC has reportedly called for a consultative meeting with its constituent bodies on Wednesday (December 28) at Senapati district headquarters to discuss the future of stir. Sources said that UNC leaders, who were recently camped at New Delhi, would

table their series of meetings with Union Home minister Rajnath Singh and Centre’s interlocutor for Naga talks, R.N. Ravi. Three former presidents of UNC, L Adani, Kh Paul Leo and Samson Remei who were camped at the national capital since December 17 returned on Sunday. The meeting was likely to discuss on intensifying the agitation, sources said.

In view of the volatile situation, Centre rushed additional 4000 security personnel to assist the state security force in re-opening the highways. Altogether over 17000 central paramilitary personnel have been stationed at Manipur. Centre asks Manipur to utilise Central forces properly: The Centre has asked the Manipur government for proper utilisation of 17,500

paramilitary personnel sent to the state to reopen a national highway which was blocked for nearly two months by a Naga group. In a communication, the Home Ministry conveyed to the Manipur government to “re-arrange and utilise” the 175 companies of paramilitary forces which were already made available to the state to ensure removal of the blockade. If necessary, few more companies will also be sent to Manipur to assist the state government in maintaining law and order, official sources said today. A company of paramilitary force comprises of about 100 personnel. The Home Ministry last week sent additional 4,000 paramilitary personnel to Manipur, thus taking the total number of central security personnel deployed in the sensitive north-eastern state to 17,500. While the National Highway-37 is reopened, the NH-2 is yet to be reopened.

Meanwhile, NPCC in its manifesto alleged that civic polls was deliberately delayed where the powers and benefits misused/mismanaged by NPF-BJP government by nominating NPF workers as members of municipals and town councils for the past seven years. Among other things, environmental concern, proper planning/management of urban areas, sanitation etc figured in the NPCC election manifesto.

Direct benefit transfers saved Rs. 36,000 cr in 2 years: official

Nagaland Post, Dimapur Wednesday, December 28, 2016

Constable held for extortion in Assam Guwahati, Dec 27 (Agencies): The crime branch of Guwahati police on Monday arrested a constable on charges of extortion and blackmailing. The arrested cop Abdul Mazid was working as a constable at Bhangagarh police station. The crime branch held Mazid after a woman lodged a complaint accusing him of blackmailing her and trying to extort money. Sources in the crime branch said, “Mazid was demanding money from her to settle a case. She then asked him to come to a Shiv temple near Chandmari to take the money when the crime branch sleuth nabbed him red-handed.” At least 127 complaints were registered against police personnel in the state during 2014-2015. Official records show that the number of complaints against policemen has gone up in recent years. While the figures were 48 in 2014, it increased to 79 in 2015.

“With the DBT scheme becoming popular, Rs 36,000 crore has been saved from being wasted or siphoning in midway. Huge, more government money would be saved if more schemes are brought under the DBT,” Shekhawat said while addressing a workshop on cashless transactions here on Monday afternoon. According to the official, over 1,200 schemes were studied to see if they could be brought under the DBT scheme and it was found that within a very short period around 550 schemes could be incorporated in the scheme. He said that Aadhaar number linking with the bank account is very vital to implement the DBT scheme, and this has been achieved 100 per cent in the union territories of the country. “Among the states, in

Andhra Pradesh, Telengana and Madhya Pradesh, the DBT achieved the maximum success. Among the northeastern states, Tripura is in a leading position,” he added. Shekhawat said that over 32 crore people have so far come under the DBT and added that Prime Minister Narendra Modi personally is monitoring the implementation of the DBT scheme. “To make the DBT mission successful, telecommunication, finance and various other ministries and departments have to work in a coordinated way. The scheme would check corruption and deprivation of due payment to the people under various government schemes,” the official added. Tripura’s Principal Secretary G.S.G. Ayyangar said that around 16 lakh people

of the state currently are receiving various payments and financial benefits under the DBT. “Not only the payment of central government schemes, the Tripura government is also giving payments under various state schemes and various social allowances to the beneficiaries through the DBT,” Ayyangar added. The workshop was organised for all government departmental heads, drawing and disbursement officers and accounts officials to implement the online government payment. The DBT scheme was launched in January 2013 in 43 districts in 16 states and all Union Territories. In the second phase it was extended in July 2013 to 78 more districts. Currently all districts of the country covered under this scheme.

IMPHAL, Dec 27: Scribes in Manipur suspended their duties for the day on Tuesday and staged a sit-in-protest against threat to the editors of local dailies. On Monday, a faction of Kangleipak Communist Party (KCP) planted a hand grenade at the office of Pandam, an evening daily based in Imphal. The planting of the explosive came to light after a person identifying himself as a cadre of KCP (MC) informed the editor over phone that they had planted a bomb in his office. Acting on a complaint lodged by the editor, a police team rushed to the office and launched a search operation. During the search operation, a hand grenade was found inside a polythene carry bag along with a note from the outfit. The note found with the grenade was marked “danger” in red ink. The note read, “Respected brothers and Editor singda pijaba New Year 2017

gi gift warning ni KCP (MC) (a warning gift for New Year 2017 to the brothers and editors from KCP (MC)”. Decrying the threat, editors of the local dailies left the editorial space blank in Tuesday’s (December 27) issue. Denouncing the threat to the editors, scribes suspended their works on Tuesday and joined a sitin-protest staged in Imphal’s Keishampat under the aegis of the Editors’ Guild Manipur (EGM). EGM general secretary Rupachandra Yumnam (chief editor of Impact TV) said that threatening editors was tantamount to intimidating the entire fraternity. “We condemn placing bomb at the office of the “Pandam” daily. Threatening editors is not a thing to be done by a group having true spirit of being a revolutionary,” he said. Placards with slogans like “Don’t gag press”, “We condemn threat to editors”, “Respect the freedom of press”, “Allow us to work freely”, etc were displayed at the protest site.

Gangtok, Dec 27 (PTI): Union Minister of State for Agriculture Parshottam Rupala has commended the Sikkim State Rural Management Department for being the only one to implement Gram Panchayat Development Plan scheme in its full capacity. The 100 per cent success in the implementation of the scheme reflects the inclination and total involvement of officers of the rural management department and the Panchayat fraternity, Rupala, also Union Minister of State for Farmers Welfare and Panchayati Raj, said. The Minister, who is on a three-day visit to the Himalayan state, also said that the 10 per cent enhancement in the planning fund for all the states from 32 per cent to 42 per cent is a huge incentive to carry out schemes and programmes for rural development. At the same time this would mean that the Centre may have to withdraw certain schemes but he assured that the ongoing schemes and programmes

would not suffer and would be completed. He also lauded the state for being the leading state in the country in organic farming, cleanliness and being the first open defecation free state in the country. Speaking on the demand for organic products, he urged the state to focus more on marketing of such products and added that more emphasis should be laid on medicinal plants. The minister also expressed his appreciation for the evolution of social auditing in the state and called it a noble initiative. Some of the best practices of the state in rural development are exemplary and worth sharing with other states. The union minister assured that his ministry would sincerely look into the proposals submitted by the state Rural Management Minister S B Subedi. Subedi had earlier submitted a memorandum of demands concerning panchayati raj in the state and requested Rupala to consider them.

Arunachal Cong asks Modi to come and clear bribe charges

Itanagar, Dec 27 (Agencies): Joining the Arunachal Pradesh Youth Congress (APYC) in spitting venom against Prime Minister Narendra Modi for his alleged involvement in corruption during his tenure as Gujarat CM, the Arunachal Pradesh Congress Seva Dal (APCSD) has sought an explanation from the Prime Minister on his involvement in taking financial favour from corporate houses. APCSD chief organizer Kipa Kaha alleged that Modi has been constantly using the phrase Khaunga Naa Khane Dungaa (neither will take bribe nor will let anybody) but himself took bribes as the chief minister of Gujarat. Informing that Congress Vice president Rahul Gandhi has accused the Prime Minister of taking

bribes when he was Gujarat chief Minister, Kipa said, “It was in the interest of nation, democracy and people of the country that he (Modi) should come forward to explain the allegation and order an independent investigation into the corruption charges.” “The Prime Minister has a habit of delivering long speeches for hours in public meeting and he is not able to come out of the election mode even after two and half years. On the other hand, he is reluctant to participate in the parliamentary debates because in the public meetings there is always one sided communication, where only he speaks and none asks,” Kipa ridiculed. Stating that it is on the record of the Income Tax (IT) Department that Modi received money from Sa-

hara Group nine times in six months in the year 2013-14, which was disclosed at a rally in Mehsana (Gujarat) on December 21 last, the APCSD further alleged that the PM out of fear being caught in the matter announced the note bandi (demonetization) which was nothing but just to divert the attention of the people from his sins and bad governance. Alleging his role in the Rs 450 crores scam in the Kameng Hydroelectric Project (HEP), the APCSD demanded the PM to immediately drop union minister of state for home Kiren Rijiju from the council of ministers. “The chief vigilance officer (CVO) of NEEPCO Satish Verma has accused several high-profile people’s involvement in the scam and the matter should be thoroughly investigated.”

Will fight ‘Kaala Dhan’ , 15 hurt after flight skids off runway in Goa; mishap averted in Delhi ‘Kaala Mann’: PM Modi

Prime Minister Narendra Modi is greeted by Uttarakhand BJP President Ajay Bhatt in Dehradun, Tuesday. (PTI)

NEW DELHI, Dec 27 (Agencies): Defending the Central government’s move to demonetise high value currency notes in the country, Prime Minister Narendra Modi Tuesday said that he is “fighting not only against “kaala Dhan” (Black money) but also “kaala mann” (Black heart). “You not only made me the Prime Minister (of India) but also the watchman and now some people are not comfortable that I am doing my job,” PM Modi said while addressing BJP’s Parivartan rally in Dehradun. The Prime Minister also said that the November 8 demonetisation whereby Rs 500 and Rs 1,000 notes

were scrapped had broken the backs of terrorism, drug and fake currency smuggling and human trafficking. “With just one move on November 8, the worlds of terrorism, drug mafia, human trafficking and fake note smuggling were destroyed,” Modi said. “Most people are for honesty; it is just a handful who are trampling them. We have waged this war to empower those who are being trampled,” he added. “Corruption has destroyed the country, which was known as a bird of gold. If the country is to progress, this plunder has to stop, corruption has to stop,” the Prime Minister said.

Acknowledging the inconveniences faced by the common man post demonetisation, PM said, “Despite facing lot of problems, the nation came forward to fight against corruption.” “We had promised that the corrupt will be punished and now this is happening,” PM said, adding, “this is a Safai Abhiyaan and people of India have helped me”. In a veiled attack at the Gandhi family and the Congress over the One Rank One Pension (OROP) issue, PM Modi said, “My Army jawans (soldiers) were demanding OROP for the last 40 years, the party that ruled the country then never thought of their demands.” “In reality, the budget for OROP is over Rs 10,000 crore. Why did they (Congress) betray the Jawans? I salute my Army jawans. Rs 6600 crore have already been disbursed under OROP and rest will also be disbursed at the earliest,” PM Modi said. Earlier in the day, PM Modi also laid foundation stone of the 900-km-long Char Dham Highway Development Programme in Dehradun which will be built with an investment of Rs 12,000 crore.

Agni-5 test: China hopes for strategic balance in South Asia Beijing, Dec 27 (PTI): China today hoped that India’s testing of the nuclear-capable Agni-5 intercontinental ballistic missile complied with UN Security Council rules and safeguarded South Asia’s strategic balance even as Beijing maintained that the two nations are “not rivals for competition but partners for cooperation”. Taking exception to media reports that the successful test of Agni-V was meant to target China, foreign ministry spokesperson Hua Chunying said,” We have noted reports on India’s test fire of Agni-5 ballistic missile. The UN Security Council has explicit regulations on whether India can develop ballistic missiles capable of carrying nuclear weapons”. “China always maintains that preserving the strategic balance and stability in South Asia is conducive to peace and prosperity of regional countries and beyond,” she said. The reference to the strategic balance in South Asia apparently alluded to the military balance between India and Pakistan. Agni-5, a 5,000-km range intercontinental ballistic missile (ICBM) is widely regarded as a strategic missile targeted at China as it

can reach almost all parts of the Chinese mainland. Hua also criticised media reports in India and outside referring to the Agni-5 as targeted at China and aimed at correcting India’s strategic balance with Beijing. “We also notice reports, including some from India and Japan, speculating whether India made this move to counter China. They need to ask the Indian side for their intention behind the move,” she said. “China and India have reached an important consensus that the two countries are not rivals for competition but partners for cooperation as two significant developing countries and emerging economies,” Hua said. “China is willing to work alongside regional countries including India to maintain the long-lasting peace, stability and prosperity of the region. We also hope that relevant media can report in an objective and sensible manner and do more things to contribute to the mutual trust between China and India and regional peace and stability,” she said. Experts say that proven ICBM capability currently exists only with the five major powers - the US, Russia, France, the UK and China.

Rahul keeps up suspense over possible alliance in UP

New Delhi, Dec 27 (PTI): Rahul Gandhi today kept up suspense over a possible alliance in Uttar Pradesh as he skirted a question on the issue amid speculation that a tie-up between Congress and the ruling Samajwadi Party was in the offing. “It is a strategic issue. I cannot say anything about it in a press conference. If you come to me personally, I can whisper in your ear,” he told reporters at a joint press conference of eight opposition parties, here. Gandhi was specifically asked whether the Congress was aligning with SP or the BSP in the upcoming assembly polls in Uttar Pradesh, slated early next year, on the lines of the grand alliance in Bihar. The grand alliance in Bihar comprising of once arch rivals Nitish Kumar’s JD-U and Lalu Prasad’s RJD, along with Congress had helped the defeat of BJP in the assembly polls last year. Speculation is rife now that Congress may align with SP and reports of behind-the-scenes talks between the two parties are on. Commenting on possibility of a tieup between Samajwadi Party and Congress before Uttar Pradesh Assembly polls, BSP supremo Mayawati has said an alliance would be struck only if it benefits BJP. “SP and Congress alliance in UP will come into being only if BJP gives its approval and if it (BJP) feels it will gain from it...the green signal will be given by BJP after evaluating its gains and losses from such an alliance,” she told news persons in Lucknow yesterday. BJP is banking heavily in Uttar Pradesh, where it secured 73 seats including two by its allies, in the 2014 Lok Sabha elections.

“All guests and crew have been safely evacuated,” the airline said. On the other hand in Delhi, the accident was averted at the Indira Gandhi International Airport after an Indigo and a SpiceJet aircraft came face-to-face on the taxiway. “An Indigo flight 6C729 which came from Lucknow to Delhi with 176 passengers on board, post landing, saw on the taxiway a SpiceJet aircraft in front of it,” Indigo spokesperson told IANS. “Following the Standard Operating Procedures (SOPs), the Captain-inCommand took the decision of switching off the engine and reported the incident to Air Traffic Control (ATC),” he said.

The spokesperson also said that the matter has been reported to the Air Traffic Control (ATC) and the DGCA. In a statement, the IndiGo official also clarified that “there has been no unfortunate incident or close shave-off as reported by a section of media”. “All 176 passengers along with the crew are safe,” the spokesperson said. “IndiGo flight was observing ATC instructions all the time at Delhi airport. IndiGo has voluntarily informed the DGCA. This matter is being investigated by IndiGo safety department and the regulator,” the official said. The official also said that “as an airline we rely upon ATC’s traffic advisory

and ensure to comply with their instructions”. “At IndiGo, safety of the passengers, crew and the aircraft are of top priority -- and at no time it can be compromised,” he added. According to sources, the DGCA has ordered a probe into the incident. A Spicejet statement said: “SpiceJet flight SG 123 operating between Delhi-Hyderabad was following ATC instructions at all times at the Delhi airport.” “While taxing (for takeoff), the SpiceJet crew observed another aircraft on the same taxiway in the opposite direction. Acting promptly, the SpiceJet crew immediately stopped the aircraft and intimated the ATC,” said the statement.

Vol. XXVII NO. 23 Dimapur, Wednesday, December 28, 2016

Evolution of demonetisation

A

fter November 8,2016 when Prime Minister Narendra Modi made a shocking announcement to the nation, that demonetization of 500 and 1000 currency note would take effect from midnight, the decision has thrown the nation out of gear. The announcement was not made in parliament and neither was the cabinet in the loop. The term ‘surgical strike’ unfortunately hurt the common people and not those it was aimed at. The demonetization may have been a great idea but it was badly implemented and for which the government should own moral responsibility Instead, the government defended demonetization as a move to tackle black money. Whereas the fact is that unaccounted cash kept by farmers, traders and those running labour intensive enterprises is not necessarily black money. The real black money is stashed away in terms of several lakh crore rupees in overseas banks; most of which are illegal kickbacks and ill gotten. The government then modified the objective of demonetization as means to cut off funds to terror and militant outfits. Then it changed to using all the cash deposited in banks for government projects and again was modified as a means for a cashless Indian society. While the entire nation suffers, the government has chosen to tread on a risky path of trying to convince the public to take the suffering in their stride and to be proud that they are experiencing it for their country. Most of those adversely affected are engaged in trading including the daily wage earners. The suppose objective of demonetization continued to change and this only gave rise to deep suspicion that something was seriously wrong with the implementation. However, the great leap forward is starting to feel like a jump backward. This can be gauged from the confused signals coming out of the Reserve Bank of India(RBI) which has been issuing a new set of rule almost at alternate intervals. This has led to some terming the RBI as Reverse Bank of India for the kind of conflicting rules that it has been issuing. Former governor of RBI Raghuram Rajan had reportedly resisted any sudden move for the demonetization without taking proper care to ensure steady supply of cash and to allow the process to take its course. On their part, the fractious opposition parties have been slamming the government but at times, their unity has come under great strain. The opposition has been saying the right things but their voices are discordant. The other worrisome aspect of the government’s desperation is the resurgence of the Inspector Raj of the past. There have been many raids carried across India at banks, houses and offices and though some amount of cash may have been covered, it has only led to suspicion of inspector raj. It is believed that the taxman have been given more discretionary powers after demonetization and that more raids are expected from January 2017.Ironically, the way demonetization is being enforced, could turn Modi’s promise of “minimum government, maximum governments”. There is perhaps worse in store for those exempted from paying IT. The government is likely to introduce bank tax on all and widen its tax net and eventually do away with the IT Act. With the promised 50 days (ending December 30), to show results, Modi’s political gamble has actually caused severe economic loss and promises more shock.

DailyDevotion Where the Battle is Won or Lost

“If you will return, O Israel,” says the Lord… —Jeremiah 4:1

Our battles are first won or lost in the secret places of our will in God’s presence, never in full view of the world. The Spirit of God seizes me and I am compelled to get alone with God and fight the battle before Him. Until I do this, I will lose every time. The battle may take one minute or one year, but that will depend on me, not God. However long it takes, I must wrestle with it alone before God, and I must resolve to go through the hell of renunciation or rejection before Him. Nothing has any power over someone who has fought the battle before God and won there. I should never say, “I will wait until I get into difficult circumstances and then I’ll put God to the test.” Trying to do that will not work. I must first get the issue settled between God and myself in the secret places of my soul, where no one else can interfere. Then I can go ahead, knowing with certainty that the battle is won. Lose it there, and calamity, disaster, and defeat before the world are as sure as the laws of God. The reason the battle is lost is that I fight it first in the external world. Get alone with God, do battle before Him, and settle the matter once and for all. In dealing with other people, our stance should always be to drive them toward making a decision of their will. That is how surrendering to God begins. Not often, but every once in a while, God brings us to a major turning point— a great crossroads in our life. From that point we either go toward a more and more slow, lazy, and useless Christian life, or we become more and more on fire, giving our utmost for His highest— our best for His glory.

Nagaland Post, Dimapur Wednesday, December 28, 2016

T

he ultimate-release of ACAUT leaders from SubJail in Dimapur, Nagaland on December 16(2016) was morelike the biblical heroes Shadrach, Meshach and Abednegocoming out of the fiery furnace unburned! Nebuchadnezzar, the king of Babylon, ordered the three brave Hebrew young men to worship the idol that he created but they refused the king’s command and so were imprisoned. But miraculously they came out unscathed! Not even a single tinge of their hair was burned! In the present Naga socio-political context, the three ACAUT leaders - Joel Nillo Kath, Simon Helio and Hukiye Yepthomi may be exemplified as the Shadrach, Meshach and Abednego who were imprisoned but came out unscathed! Of course, we have great leaders like KK Sema, T. Solo, a host of leaders from various NGOs and the Church. As given in the above caption, a quick reading of Daniel chapter 3 (from the Christian Scriptures) reminds usthat the three young Jewish men were thrown into the fiery furnace by king Nebuchadnezzar and his men for not worshipping the idol promoted by the king. As we read this favourite story from the Hebrew Bible, it reminds us of the “Faith and the Furnace.” Just because these three Bible characters refused to bow before “the golden statue” (v.14), they were bound and thrown into the furnace of blazing fire. But,strangely enough, the king and his satraps saw “four men” walking in the middle of the fire (v.25). Visibly shaken and moved, the king ordered them out from the consuming fire. Once they came out, the king and his courtiers were in for another shock as none of their hair and bodies were burned and “not even a smell of fire came from them” (v.27).Finally, they were delivered from the blazing furnace. At this point, Nebuchadnezzar revered the God of Shadrach, Meshach, and Abednego. Now in Naga context, since December 15 episode in Khermahal police point, I as a conscious Naga citizen have been seriously thinking about what I could do about the socio-political rejuvenation that every right thinking Naga soul wants to bring about today. I have chosen to contribute my short treatise in support of the ACAUT movement and togive a challengeto my beloved Naga public of today to continue appreciating and supporting the movement spearheaded by ACAUT for a better Naga society tomorrow – free from the present corrupt regime and vicious cycles of rampant corruption. The Present Stage on Which the Scene is Played

P

lants are central to life on Earth: They serve as the foundation for most of its ecosystems, and generate much of its oxygen. Humans exploit them in agriculture, to source drugs and medicine and for decoration. Plants have had to evolve regulatory systems to help them survive in an ever-shifting environment: Despite their variety, plants share an obvious drawback: their immobility. As a result, plants have had to evolve regulatory systems to help them survive in an ever-shifting environment that they cannot simply walk away from. Though perennially of interest, with the added pressures of climate change and increasing population, elucidating their mechanisms of survival has never been more important. Sainsbury Laboratory Cambridge University opened in 2011, with the goal of creating a collaborative and interdisciplinary research environment through which the underlying regulatory mechanisms of plant growth and development could be clarified. As such, it was a prime venue for this year’s meeting – The Sainsbury Laboratory Symposium 2016 – which brought together an international assortment of plant developmental researchers, studying processes that are inherent, as well as those generated in response to the environment. Plant sense: A recurrent theme throughout the meeting was plant sensing: how it occurs, and how it drives development and

And the Future Challenges!

The present state of corruption in Nagaland is massive and deeprooted.Fortunately, for the larger Naga public, there is a new Naga civil movement called “ACAUT” supported by a host of organisations. Having obtained sufficient information on the “pilferage of supply goods,” the ACAUT and CCN members on December 9 (2016) went to see the repackaging process of rice bags from “bigger (jute) to smaller (synthetic) bags” before sale at R.Z.LothaGodown and M/S Lotha Trading Agency. Now, this action by the rights-activists was taken as an offence by the corrupt rice-dealers who happened to be the local and non-local businessmen, as we now know them.In the aftermath of go-downs fiasco, we also reliably learnt that there was a first information report (FIR) from the ACAUT and counter-FIR filed in the court from the ACAUT’s opponents. Things took an unexpected turn as the three ACAUT leaders were arrested on December 12 and imprisoned. When it was examined on which ground the three rightsactivists were arrested, it appears that they were detained on flimsy grounds so as to shield the corrupt persons. Because ACAUT’s objectives is all-out war against corruption and illegal taxation, including unwarranted use of force by the state govt, the ACAUT led by its advisor KhekiyeK.Sema and other office bearers and peace-activists wanted to demand the release of the three leaders unconditionally from the prison. So, when our Naga brothers & sisters assembled that winter afternoon (December 15) in Khermahal police pointto raise the voice against the PDS rice scam and demand the freedom of the innocent three, TR’s Govt machinery once again unleashed violence on the unarmed protesters. Instead of going after the PDS rice scammers, the peace-activists were instead forcefully poured with water cannons, tear-gassed, and lathi-charged for theirdissenting voices! It is now crystal clear that the peaceful activists were stopped mainly because the present Govt. did not want the corruption in F&CS department to be exposed. Instead of listening to ACAUT’s voice in pointing out the dishonest practices in F&CS and other high offices, the Nagaland CM helped by his honchos wanted the nonlocal rice dealers namely: Tinku Sethi & Nirmal Jain, and the local stockist R.Z.Lotha to be shielded from public shame, ridicule and possible punishment, if at all there is a punishment for these culprits! It is believed that more than two decades, the Naga public was deprived

of the essential commodities such as wheat, kerosene, sugar, rice, and others. In other States of India, the PDS schemes are closely monitored and strictly implemented, but it is only in the Christian state of Nagaland, the PDS schemes are largely if not completely misused. What the other Governmental agencies like the State Vigilance Commission cannot do has been uncovered by ACAUT members. More than revealing the PDS rice scam, the aforementioned Naga civil movement has asked for a CBI inquiry. This is in the right direction. My only hope and humble appeal to my Naga public is that the Naga reformation started by ACAUT and exemplified by Naga Shadrach, Meshach and Abednego against PDS rice scam and all other scams should prevail. There is a demand for CBI Inquiry presently but we should not let the momentum slow down! The ACAUT’s movement is very much established according to the Christian principles such as: faith and courage, love and honesty, light and truth, justice and peace over the evil. The light and truth shall prevail over the darkness! We are all united in our fight against the “Naga Behemoth” (“a huge and monstrous creature”), represented by corruption. A Quick Recap of the Naga Reformation Period To me, the “Naga Reformation Period” of the 21st century was born on October 31, 2013 through the ACAUT’s Public Awareness Rally held in Dimapur, Nagaland. It was a massive Naga protest rally which was spearheaded by a civil body now popularly known as the “Against Corruption and Unabated Taxation” (ACAUT) under the aegis of Naga Council Dimapur (NCD) and was attended by representatives from various Naga and non-Naga organisations based at Dimapur as well as the Church. Many enlightened speakers gave their heart-rending speeches against corruption and to “streamline the tax system so as not to overburden the common people.” Of all the public wishes on that rally day, the major demand was for “One Government, One Taxation!” that should be enforced on all Naga National Political Groups (NNPGs) with effect from that day. So, a charter of demands including the above clause was formulated and put forward before the State Government of Nagaland by ACAUT. As a result, a “High Powered Committee” (HPC) headed Justice HK Sema, a retired Supreme Judge was constituted in August 2014 by the state government.

Subsequently, ACAUT demanded that the “findings & recommendations” of HPC be implemented, as on July 2015. At the moment, only the State Government can tell whether the reports and recommendations of the HPC have been implemented. The “Naga Conscience Movement”/ACAUT have come a long way since 2013.The Naga civil society and peace-activists have walked a long torturous way of fighting corruption which has in it - nepotism, bribery, unequal distribution of essential commodities, misuse of public or Govt funds, debauchery, lies, bad public roads, including religious apostasy/namesake Christianity, lies, lust of flesh, and all forms of sin. Realizing this sorry state of affairs in Nagaland and beyond, the ACAUT has kept the faith of our ancestors – both in traditional and biblical sense – and continues to fightthe “Naga Behemoth.” The ACAUT is a movement that thrives on the adage “Honesty is the Best Policy.” It has the courage and faith to bring about a transformative change today for our better tomorrow. Realistically speaking, corruption has deprived us Naga public so much so that we did not get our rightful share of equal opportunities, and benefits of progress and development, and sadly giving us only the“bad public road” – the archenemy for Nagas’ progress and development. The Future Stage on Which the Scene Willbe Played The future of ACAUT Nagaland as a civil movement surely depends on realizing the demands put forwardby it on the one hand and delivering the promises made by the State Govt on the other. But the answer from the “PowersThat-Be” is not the end in itself. Even if the government/s will come and go, yet the Naga civil society will remain forever! The various activities of ACAUT will never be erased from the minds of the people and the aspirations of the Naga people led by this movement must only be kept alive through frequent seminars and rallies if the “powers-that-be” fail the public. The ACAUT has encountered the “Naga Behemoth” in the form of Illegal Taxation, Job-Scam/s, Kerosene Adulteration Racket,PDS Rice Scam. All the conscious Naga citizens are looking forward to seeing the light of day to all these forms of “Naga Behemoth.” In other words, the conscientious Naga public is hungry with a renewed vigour for the development benefits of the Nagaland State even after attaining 53 years of statehood. Let us not be

Rooted in a changing environment

growth. To begin at the beginning (or the end, depending how you look at it), Gwyenth Ingram spoke on how a plant makes seeds, a process that requires coordinated development of several tissues that are essentially isolated from each other, precluding chemical communication. Mechanosensitivity instead drives seed development, the developing seed expanding like, she suggested, a balloon. Last year, her group demonstrated the second cell layer in to be the mechano-responsive region: with changes in microtubule dynamics and thickening of the outer cell wall increasing expression of ELA1 (a regulator of seed size and gibberellins metabolism). Mechanosensitivity drives seed development, the developing seed expanding like a balloon: For coordination of growth once the plant is out of the seed, one family of plant signaling molecules associated with an ever increasing number of roles is the strigalactone family. In the opening Keynote talk, Sofie Goormachtig discussed her work on elucidating the underlying strigalactone signalling networks in the root whose crucial role in shaping root architecture is dependent on the hormonal landscape produced from the cross-talk of two other signaling molecules, auxin and cytokinin, so that root architecture is shaped by three tightly integrated signaling networks, enabling the flexibility required for adaptive responses to environmental change. Predatory parasites:

Strigalactone signaling underlies the nodulation response at the early stages of symbiosis with nitrogenfixing bacteria – but it is also intercepted by less desirable elements of the environment. Some of the most notorious parasites are those of the genus Striga: “witchweeds”. These parasitic weeds appear from seemingly nowhere, and cause massive crop loss – most often in sub-Saharan Africa, but they have also been seen in other regions. Striga lack the ability to photosynthesize, instead relying on a host that they perceive through strigalactones released into the soil. Ken Shirasu, interested in establishing the molecular mechanisms of striga-like parasitism has employed Phtheirospermum japonicum as a model organism, which, unlike striga, is a nonobligate parasite – its ability to live outside a host making it easier to study. This has, for instance, enabled him to look more closely at the haustorium – an invasive organ that establishes vascular connections with the host. A haustorium in which a xylem bridge (xy) connects parasite (px) roots to host (ho) roots, resulting in vascular continuity between the two. Adapted from Ishida et al., Plant Cell, 2016 (http://www.plantcell. org/content/28/8/1795); copyright © 2016 American Society of Plant Biologists. Using forward genetics, his group was able to demonstrate earlier this year that the root hair development program is adapted for

haustorial hair formation in P. japonicum, which facilitates transport of nutrients from host to parasite – and they have since shown that development of the haustorium is dependent on the gene YUC3, an auxin biosynthetic gene, with auxin strategically concentrated at the haustorium contact site – another strigalactone-auxin connection. Many parasites subvert plant growth for their own ends, cyst nematodes providing a particularly intimate example, reported by Melissa Mitchum. In plants, the CLE family of proteins regulate stem cell pools. Cyst nematodes, in an impressive feat of cross-kingdom mimicry, generate their own CLE-like proteins to promote feeding site formation, through manipulation of the plants’ cell proliferation pathways, though they are still dependent on host cellular posttranslational machinery to “mature” their CLE-like proteins. Adapting and futureproofing? It is no news that plants adapt their morphology to optimize environmental resource acquisition, though non-invasive imaging approaches, such as X-ray based microCT,used by Malcolm Bennet to study root adaptive responses as they probe the soil for water and nutrients, have shown we didn’t know it all. Roots, for example, well known to adapt the direction of their growth in response to water level, also adapt the position of lateral roots in response to water level, and to heterogeneous distribution

weary and fatigued while fighting with the Naga Behemoth! The day for our victory is surely coming! However – there is still a far greater challenge for ACAUT and progressive Nagas. Even while waiting for the fulfilment of these demands as mentioned above – there lies a topmost challenge before the ACAUT, which is to demand for a GOOD PUBLIC ROAD in Nagaland. To me, the “Bad Public Road” as we have been provided with by our Government so far is the “Single Impediment to Nagas’ progress and development.” Can we remove this obstruction before us? I believe we can! Provided we are positive, faithful, unwavering in our efforts, we can overcome this obstruction to our rightful living. The innocent Naga public deserves better! We the Naga people deserve good public road in the cities, towns and villages. But where do we begin? The answer is simple. Remove corruption, Period. Our State Govt has failed us to provide us good public roads unlike many progressive states in India. Let us take one fine example of public road development. For instance, my recent research period to the United States of America showed me that all the American roads (both their Interstate and Country roads) are so good and spacious enough that even an Aeroplane can land on their public roads anytime! This is not an exaggeration. They know better. All those of you who have been to that Christian country can testify it to my narration. Back in India, even the neighbouring state governments of Nagaland have realized that the only sure way to progress and development is having “good public roads.” Good Public Road. Period. If we remove corruption, we can be a “Model Christian State” like we claim. As I conclude, let me state it clearly: let us rise up from our slumber and build our dear home state, that is, a Nagaland free from Naga Behemoth! The points that I have raised and discussed in the foregoing paragraphs have arisen out of my genuine desire for faith and honesty in times of corruption in public and high offices in our State of Nagaland; reposing our faith on our Naga Shadrachs, Meshachs, and Abednegos. They are the ACAUT Nagaland leaders. In the present Naga generation, the ACAUT is the harbinger of hope, progress and development. May God bless our beloved Naga people and a prosperous Nagaland in the coming years, Amen!– Dr. S. Temjen Imchen, (temjenba@gmail.com)

of nutrients. MicroCT-generated image of maize seedling grown at the interface of dry air or wet soil – the lateral roots clearly favour the latter. Image adapted from Bao et al., PNAS, 2014. Jose Gutierrez-Marcos and his colleagues reported that high salinity exposure of parent plants confers an improved salinity tolerance on the offspring, and that this increase in robustness is coupled to maternally inherited changes in DNA methylation state, particularly at epigenetically labile regions, capable of spontaneously changing their DNA methylation state. When stressors are removed, stress-associated methylation states gradu-

ally revert. Perfect, it might seem, for rapidly adapting to short-term environmental fluctuations, since stress-associated epigenetic changes are at once stable enough to be heritable over multiple generations, without being irreversible. Tip of the iceberg Needless to say, this barely scratches the surface of the astonishing adaptability of plant life, and the growing understanding of environmental effects, internal to the developing plant or external and beyond its control. But advances in understanding of the molecular web underlying plant plasticity will, we must hope, bring plant adaptations increasingly under our control. Christian Matheou

Sir,

On a prayerful mode

Surely, this Christmas has been the most gratifying for many, many years. For the first time in decades, one heard the carol party as they went around Dimapur trying to put Christian cheer into every home. Songs of Christmas held more meaning this year because the Christmas was celebrated in the heart, in silent communion with God. I suppose demonetization had a lot to do with the rather quiet Christmas in town but surely, it is a lesson to learn about what Christmas really means. Many people spend their Christmas with close family members and had fellowships. Such fellowships had long been due. It not only brings family closer but also teaches us that worshipping God together is good for every Christian, not just on Christmas but even on other days as well. Now as the year draws to a close, it would be most prudent to enter the New Year 2017 on a prayerful mode especially for our state. Toshi S Lemtur, Dimapur Town

B e n g a lu ru, D e c 27 (PTI): Vice President Hamid Ansari today said the ground reality of delivering social justice in India is dismal even after 70 years of legislating welfare laws and adjudicating measures. “Where do we stand on the ladder of equity? This is a question that citizens of the Republic can ask the state after 70 years of legislating welfare laws and adjudicating measures to deliver social justice.” “The ground reality is dismal,” he said during the inaugural address at the 9th National Conference of the Indian Association of Lawyers here. Quoting from a report by wealth research firm New World Wealth, the Vice President said India is the 12th most inequitable economy in the world, with

45 per cent of wealth controlled by millionaires. Citing another report, published by financial agency Credit Suisse, he said almost half of India’s total wealth was in the hands of the richest one per cent, while the top 10 per cent controlled about 74 per cent of it. “The poorest 30 per cent, meanwhile, had just 1.4 per cent of the total wealth,” he added. Ansari said despite significant social and economic transformation, caste hierarchies continue to remain deeply entrenched and caste relations often result in violent outcomes. He also said that according to a 2010 report by the National Human Rights Commission on the Prevention of Atrocities against Scheduled Castes, a

crime is committed against a Dalit every 18 minutes. “Data culled from National Human Rights Commission indicates that, in 2012, 37 per cent Dalits lived below the poverty line, 54 per cent were undernourished, 83 per 1,000 children born in a Dalit household died before their first birthday and 45 per cent remained illiterate,” he said. The data also shows that Dalits are prevented from entering the police station in 28 per cent of Indian villages, their children have been made to sit separately while eating in 39 per cent government schools, and Dalits do not get mail delivered to their homes in 24 per cent of villages. India is placed 130th in the Human Development Index among 188 countries, Ansari said.

Tolerance is in country’s DNA, says Naqvi New Delhi, Dec 27 (IANS): Union Minister of State for Minority Affairs Mukhtar Abbas Naqvi on Tuesday described India’s culture of harmony, unity and tolerance as its ‘DNA’. Naqvi said this while inaugurating the grand Christmas celebration of Thrissur in Kerala. ‘Buon Natale’, meaning ‘Merry Christmas’, is a procession taken out by the Thrissur diocese every year, aimed at strengthening communal harmony. Buon Natale is also recorded in the Guinness World Records as the largest gathering of people dressed up as Santa Claus. While flagging off the event, Naqvi said “India’s centuries old history is a proof that the people of our country had always defeated those forces who wanted to disturb our rich culture”. He also emphasised that in spite of religious and cultural diversity, the spirit of social harmony, unity and tolerance has been strengthened for several centuries which has maintained India’s DNA of ‘Unity in Diversity’. Naqvi described programmes such as ‘Sadbhav Samagam’, ‘Progress Panchayat’ and ‘Hunar Haat’, as attempts being made by his ministry to reach out to the minority section. The minister also cautioned people against succumbing to the “propaganda started by some people against the government” and to judge the government through work done by it. He said cultural harmony not only prevents people from religious narrow mindedness and confrontation but also strengthens the fabric of social harmony.

Centre watches Tamil Nadu closely

NEW DELHI, DEC 27 (Agencies): A week ago when Tamil Nadu CM O Panneerselvam came to New Delhi to meet PM Narendra Modi, the CM’s office was asked for a letter from him ascertaining whether OPS really wanted any other leader from the party accompanying him for the meeting. On OPS’s request, AIADMK leader and LS Deputy Speaker M. Thambidurai accompanied him, along with bureaucrats Sheela Balakrishnan and former Chief secretary Rama Mohana Rao. According to bureaucrats in Tamil Nadu, even after the office responded clarifying there was no problem, PM Modi at the end of the meeting is said to have had a conversation with OPS alone for a short while. “The state needs good administration and he needs to follow the path set out by Amma,” that was the message that has been given to CM O Pannerselvam by the PM, said sources. What was probably not told to him in clear words but is quite evident now is the centre’s backing

to him and push to enable him to assert his authority, even as the AIADMK gets ready to announce its general secretary on Thursday. Senior ministers are already urging Sasikala to take over the party. While Union minister Venkaiah Naidu recently stated that the centre will back OPS as “he was chosen by Jayalalithaa,” it is also now emerging that not just the BJP, the PM himself has been monitoring the situation in Tamil Nadu whose former CM Jayalalithaa was considered his good friend. The centre has taken it upon itself to ensure the State doesn’t go into the “wrong hands,” feel senior party leaders both in the BJP and AIADMK. Not unrelated to all this is the story of at least eight high profile raids that have taken place in the State in the last two weeks, the most dramatic ones being in the houses of former chief secretary Rama Mohana Rao. “Friends” and relatives of certain ministers have not been spared. “There is certainly a

pattern in the raids. It is not only to break the sand mining mafia but also send across a message to some people in the State that the Centre is watching and will not let a single family take over the State undemocratically,” a senior AIADMK leader said. The centre had tried to be most helpful to Jayalalithaa in the last few months, recall BJP leaders, so much that for the inauguration of Metro rail in Chennai in September that turned out to be Jayalalithaa’s last public appearance, minister Venkaiah Naidu flew down to Tamil Nadu while Jayalithaa had participated in the event through a video conference. Sources in the BJP said Sasikala’s family the team of “five and a half ” - M Natarajan, V Dhivaharan, T T V Dinakaran, S. Venkatesh, Sivakumar and J. Illavarasi (called Mini chinnamma) are viewed with suspicion by the centre.\ “These were the people who were expelled by Jayalithaa and never taken back by her. Not only did they surround

Free Wi-Fi Service At 100 Railway Stations

The next move is to cover 400 major stations with free Wi-Fi by next year (Representational)

NEW DELHI, Dec 27 (PTI): With Kollam in south India becoming Wi-Fi-enabled, railways have completed the task of equipping 100 stations with free Wi-Fi service across the country by the end of

2016. The next move is to cover 400 major stations with free Wi-Fi by next year. “ We s t a r t e d w i t h Mumbai station and now connected Kollam in down south with free Wi-Fi net-

work and with this we have completed the target of providing free Wi-Fi service at 100 busiest stations in partnership with Google by the year end,” said a senior Railway Ministry official. In January this year, railways launched its first free Wi-Fi ser vices at Mumbai Central station and then continued with connecting all busy stations like Bhubaneswar, Bangalore, Howrah, Kanpur, Mathura, Aligarh, Barelli and Varanasi stations with the free internet service at rail premises. “Our plan is to cover total 400 major stations with free Wi-Fi service by the end of next year,” he said.

Jayalalithaa’s body during her last journey but are also giving orders to party workers now. The PM finds it better to deal with people such as OPS or even Stalin. The corrupt administration of the old guard is something he despises,”an official here said. Sasikala too has tried to reach out to BJP leadership, sources said. In fact her husband M Natarajan has tried to meet the PM and four other top ministers in the last few days but has not been able to get any appointment with any of them. However, according to sources here, OPS has been asked to come to Delhi often by the officials here to strengthen his relationship with New Delhi. The bureaucracy of the State too, in informal ways, has been told to look at “running an effective administration” and not indulge in corrupt practises. Days ahead of the crucial GC meeting on Dec 29 in which Sasikala is expected to take over the party the centre too is trying its best to not let the control go to a camp they fear will bring damage to the state.

Indrani performs post-death rituals for father Mumbai, Dec 27 (PTI): Indrani Mukerjea, prime accused in the Sheena Bora murder case, today performed the post-death rituals for her father at Brahman Seva Samiti hall here and returned to the Byculla Women’s prison in the evening. The special CBI court here had last week granted her permission to perform the rituals anywhere in Mumbai. The court, however, had rejected her plea for interim bail to visit her hometown, Guwahati, for the purpose, following her father Upendra Bora’s death on December 15. Indrani left jail at around 7.30 am today with a police escort for Brahman Seva Samiti hall in Mulund. After performing rituals there till 4.30 pm, she visited a nearby temple for prayers for an hour, a police officer said. Judge H S Mahajan

had said in his order that she shall not speak to media during the time she was out of the prison. She shall be brought back to jail by 7 pm, the judge had said. CBI had opposed Indrani’s request for interim bail to visit Assam. It had produced an e-mail sent by her son Mikhail, which said he did not want her to visit Guwahati. Indrani’s intention was to influence prosecution witnesses and there was also a possibility that she would try to escape, CBI said. Indrani, her former husband Sanjeev Khanna and her former driver Shyam Rai are accused of killing Sheena, her daughter from an earlier relationship, in April 2012. Her husband and former media baron Peter Mukerjea too has been arrested in the case for being party to the Indrani Mukherjee arrives to attend the post-death rituals conspiracy. of her father in Mulund, Mumbai on Tuesday. ISRO to launch record 83 satellites in one go BENGALURU, Dec 27 (PTI): ISRO today said it would launch a record 83 satellites in one go using its workhorse PSLV-C37 toward the end of January. “We are working for a January launch. It will be toward the end of January. The date has to be fixed,” Indian Space Research Organisation Chairman A S Kiran Kumar told reporters here. Of the 83 satellites, 80 belong to Israel, Kazakhstan, Netherlands, Switzerland and the US. They weigh about 500 kg. The three Indian satellites are Cartosat-2 series, weighing 730 kg as primary payload, and INS-IA and INS-1B, weighing 30 kg. Setting a record in its space programme, ISRO in June had successfully launched 20 satellites, including its earth observation Cartosat-2 series, in a single mission on board

Sheila seeks probe into bribery cases New Delhi, Dec 27 (IANS): Former Delhi Chief Minister Sheila Dikshit on Tuesday questioned why the Prime Minister’s Office (PMO) has not ordered a probe into the alleged bribes that corporate houses Sahara and Birla groups paid to politicians including Prime Minister Narendra Modi. “Why is the PMO India shying from an independent and a thorough probe into the Birla, Sahara papers?” asked the Congress’ Uttar Pradesh chief ministerial candidate. Dikshit’s name has also figured in the list of the politicians who have allegedly received bribes from the corporate houses. Denying any knowledge about any such diary, the Congress leader had earlier asserted that her denial didn’t dilute the corruption charges against Modi levelled by Congress Vice President Rahul Gandhi, and called for scrutinising all the names in the list, including those of her own party members. Dikshit also junked reports that she had distanced herself from the Congress’ election campaign in Uttar Pradesh where assembly polls are due early next year.

Stating that 2016 was a good year because ISRO was able to improve on what they were doing the previous year, Kumar said the main emphasis now was on building capacity. “We need more and more capacity, launch capacity. We are working toward that. Our effort is to continuously increase,” he added. On transponder augmentation that ISRO is looking for, he said, “GSAT-17 is having another 48 transponders, then there is a SAARC satellite which will have about 12 transponders, then we are getting into the next generation GSAT-11 and GSAT-19. We are trying to do something like 14 gigabyte and 90 gigabyte type of thing- multi beam satellites.”

Calling 2016 a “good” year, Kumar said ISRO would launch at least five communication satellites in 2017. “It (launches) will be more next year, we are actually looking at almost something like five communication satellites, then many more others. Some earth observation also,” he said in response to a question on the number of launches that can be expected in 2017. “In the year we are primarily trying to do our GSLV Mark III, then Mark II... one more launch we are trying to do,” Kumar said. The first three months should see three launches, beyond which ISRO was targeting almost one a month, he said on the sidelines of the 21st con-

Prasad had asked Modi to choose a “chauraha” (roundabout) where people can punish him on demonetisation and December 30 marks the end of 50 days after the scrapping of high value notes when, according to the PM’s assurance,

the situation would ease. Sushil Modi said the RJD dharna against demonetisation here tomorrow would meet the same fate as that of Bharat bandh and TMC chief Mamata Banerjee’s dharna against it. “The deposit of Rs 104 crore in BSP bank account has exposed the reasons behind protests by Mayawati, Mamata Banerjee and Lalu Prasad against demonetisation,” he said.

Mumbai, Dec 27 (Agencies): Tata Sons, the holding company of over $100-billion Tata group, has slapped a legal notice on its ousted chairman Cyrus Mistry for alleged breach of confidentiality by making public sensitive and confidential documents. This comes days after Mistry filed a petition on December 20 at the National Company Law Tribunal against his ouster from the chairmanship of Tata Sons. The tribunal will hear the matter next month. Mistry’s ouster on October 24 has triggered a bitter public spat between Tata Sons and its former chairman. Mr Mistry had in a surprise move earlier this month resigned from the boards of all listed Tata companies. Breaking his silence over the feud with Mistry, Ratan Tata said there has been a “definite move” to damage his personal reputation in the last two months but truth will eventually prevail howsoever painful the process may be.

The NSE 50-share Nifty recovered 124.60 points, or 1.58 per cent, to end at 8,032.85 after moving in a range of 8,044.65 to 7,903.70. A higher opening in Europe and a mixed closing at other Asian markets too offered some cues. “...what you need is a broader base of economy for which you need a lower level of taxation. You need to manufacture products and provide services which are more competitive in character and therefore, your taxes have to be globally compatible,” Jaitley had said earlier. Sentiment changed for the better after Jaitley clarified that the government has no intention to impose tax on long-term capital gains, triggering buying by investors, which saw the indices regain key levels, traders said. Recovery, particularly in beaten-down pharmaceutical, FMCG, metal and oil and gas stocks on value-

buying fuelled the rally. However, concerns remained as the rupee depreciated to to again breach the 68-mark against the dollar during the day. Out of the 30-share Sensex pack, 29 ended higher. ITC emerged as the top gainer by surging 4.02 per cent, followed by Tata Steel (3.23 per cent). Other major gainers were Adani Ports (2.87 per cent), ICICI Bank (2.25 per cent), Lupin (2.13 per cent) and SBI (1.88 per cent). FMCG went up by 2.55 per cent, followed by metal 2.46 per cent, consumer durables (2.05 per cent) and healthcare (1.73 per cent). Tracking the overall trend, broader markets saw buying by retail investors, which helped mid-cap and small-cap indices move up by 1.71 per cent and 1.49 per cent, respectively. Meanwhile, foreign funds sold shares worth Rs 1,095.04 crore yesterday, as per provisional data.

Mumbai, Dec 27 (PTI): The market notched up its biggest single-session rally in about three weeks today to end above the 26,000mark as the Sensex rebounded by over 406 points after Finance Minister Arun Jaitley underlined the need to have globally compatible tax rates to broad-base the economy. He has also gone to great lengths to allay market fears that the government has no intention to impose tax on long-term capital gains on share earnings. The broader NSE Nifty too rebounded from a 7-month low, which was hit yesterday, as it went past the 8,000-mark. The benchmark Sensex opened higher and closed at 26,213.44, a gain of 406.34 points, or 1.57 per cent, its biggest single-session rally since December 8 when it had gained 457.41 points. It had dropped by 233.60 points yesterday, hit by talk of higher taxation after Prime Minister’s remarks on securities mar-

It also highlighted that share of mobile banking segment in mobile payment market is likely to register significant increase from eight per cent in FY14 to 56 per cent in FY17. The study however said that it is a challenge for the sector to bring copious number of shoppers preferring cash on delivery (COD) and other modes of payment on m-wallet platform. However, with the ease of payment along with other benefits offered by m-wallets, users preferring COD will switch to the m-payment platform in the coming years as it has a significant potential to grow, and expand its user base as we go ahead.

New Delhi, Dec 27 (PTI): Shaking off the four-day losing grip, gold prices rebounded from an 11-month low by surging Rs 475 to Rs 28,025 per 10 grams today, leaning on positive global cues amid fresh buying by local jewellers. Silver, too, retook the Rs 39,000-mark by climbing Rs 550 to Rs 39,150 per kg on increased offtake by industrial units. A significant recovery in gold prices, according to traders, was mostly because of the firm trend in the global market and emergence of buying by jewellers at the domestic spot market. Globally, gold rose 0.94 per cent to USD 1,138.90 an ounce and silver by 0.83 per cent to USD 15.88 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded Rs 475 each at Rs 28,025 and Rs 27,875 per 10 grams, respectively.

RBI gives additional 60 days to repay crop loans Mumbai, Dec 27 (Agencies): In a major relief to farmers, they will now have 60 more days to repay their crop loans due for November-December as the Reserve Bank of India (RBI) on Monday gave them an additional time to repay. This means that the farmers, hit by demonetisation, will have till February end of 2017 to repay their crop loans. The RBI also said the paymets made by farmers would be eligible for the extra 3 percent interest subsidy. The government has been implementing the Interest Subvention Scheme since 2006-07. As per the scheme for the year 2016-17 besides subvention of 2 per cent per annum, an additional interest subvention of 3 per cent is also provided to prompt payee farmers from the date of disbursement of the crop loan. dar on Sunday morning 20 minutes after taking off from Sochi Adler Airport. It crashed into the Black Sea en route to Latakia, Syria, where Russia has a military base. At least 12 bodies from the plane crash have been recovered so far, the ministry said. Also on Tuesday, five more fragments of the crashed plane, including the fuselage and parts of the engine, were located. Some 45 ships, 15 underwater drones, 192 divers, 12 planes, and five helicopters are currently

involved in the search, according to the ministry. The black box will be delivered within the next few hours to the Central Research Institute of the Air Force of Defence Ministry in the city of Lyubertsy, a Moscow suburb. A source told TASS earlier that one of the key theories as to why the plane crashed “is that foreign objects penetrated the engine,” adding that other possible causes, such as pilot error and technical failure, are also being investigated.

ULURU, Dec 27 (Agencies): Six people are missing after record rainfall caused floods in Australia’s outback and forced the temporary closure of a famous national park. The six, including an infant, have not been heard from since Christmas Day. They are thought to have got stuck along a remote road in the state of Western Australia, acting Superintendent Brendan Muldoon said. The Christmas storm drenched the usually dry region, causing flash floods and turning the soil into mud. The Bureau of Meteorology (BOM) described it as a twice-a-century weather event, creating waterfalls all over Uluru, also known as Ayers Rock, a site sacred to indigenous people at the heart of the park in neighbouring Northern Territory. HAWAII, Dec 27 (AGENCIES): Japanese Prime Minister Shinzo Abe laid wreaths at various cemeteries and memorials Monday ahead of a visit to the site of the 1941 bombing that plunged the United States into World War II. Abe landed at Joint Base Pearl Harbor-Hickam and then headed to National Memorial Cemetery of the Pacific, where he laid a wreath. He stood for a moment of silence at the cemetery near downtown

Honolulu, which is known as Punchbowl. He later visited a nearby memorial for nine boys and men who died when a US Navy submarine collided with their Japanese fishing vessel in 2001. At the Ehime Maru Memorial, he again laid a wreath and bowed his head. He’ll be the first Japanese PM to visit the memorial that honors sailors and Marines killed in the attack on Pearl Harbor. Japan’s former leader Shigeru Yoshida went to Pearl Harbor 6 years

after the country’s World War II surrender, but that was before the USS Arizona Memorial was built. Yoshida arrived at Pearl Harbor in 1951, shortly after requesting a courtesy visit to the office of Adm. Arthur W.R. Radford, commander of the US Pacific fleet. The office overlooked Pearl Harbor, offering a direct view of the attack site. The memorial will be closed to the public Tuesday when Abe visits the historic site, joined by Barack Obama.

roads have meant police have been unable to find the missing family, and are now using helicopters to continue their search of the area, which has no mobile phone signal. Fears for their wellbeing were first raised after the group, who were travelling from the remote community of Kiwirrkurra, Western Australia, failed to arrive at their destination, Kintore, in the Northern Territory. “We are seriously concerned for their welfare,” Acting Supt Muldoon told reporters. Flash floods in Kintore - where more than 232 mm (9 in) of rain fell on Monday, more than double the record December rainfall - also forced the evacuation of dozens of residents. Northern Territory police told Australia’s ABC Network that up to 25 houses were flooded in the town, near the border with Western

Australia. Papunya, another town 250km (155 miles) from Alice Springs, was completely cut off, while the town square of Yulara - the nearest community to Uluru - was inundated. Meanwhile, a car carrying three tourists near Alice Springs was washed off a road into a flooded creek. Police have now reported all are safe. Rangers closed the Uluru-Kata Tjuta national park at 09:00 local time on Boxing Day (23:30 GMT on Christmas Day), citing the risk of flooded roads and potential car accidents. Parks Australia said on Tuesday that they had reopened the park but urged people to drive carefully as there was still surface water on the roads. Uluru is a large sandstone rock in the outback sacred to the indigenous Anangu people, and one of Australia’s top tourist attractions.

SEOUL, DEC 27 (AGENCIES): Dozens of lawmakers split from South Korea’s ruling party Tuesday over the corruption scandal involving impeached President Park Geun-hye in a move that could shape presidential elections that might take place in just months. The 29 anti-Park lawmakers who left the Saenuri Partyplanned to create a new conservative party that will likely try to lure outgoing United Nations Secretary-General Ban Kimoon as its presidential candidate. There’s a possibility of more lawmakers leaving Saenuri in coming weeks over rifts with Park loyalists who continue to occupy the party’s leadership. Choung Byoung-gug, one of the lawmakers who left Saenuri, accused the loyalists of “neglecting the values of real conservatism” and “shamelessly defending the infringement of constitutional values” as they continued to support the scandal-hit president. The split came as investigators widened their inquiry into the scandal surrounding Park, who has

inger Beyonce Knowles has knocked off pop star Taylor Swift to win the title of 2016’s Most Charitable Celebrity. DoSomething.org has released their annual Celebs Gone Good list, which the singer tops thanks to her efforts to support various important causes in the past year, reports aceshowbiz.com. During her performance at the 2016 MTV Video Music Awards, Beyonce helped raise awareness about Black Lives Matter movement and antigun violence campaigns by bringing out the mothers of young men killed in highprofile shooting. She also donated more

than $82,000 for Flint and played a Tidal charity concert to support education. Other charitable A-listers according to DoSomething. org include Lin-Manuel Miranda, Swift and Demi Lovato. Miranda had teamed up with singer-actress Jennifer Lopez for a charity single called “Love makes the world go round” after the massive shooting at a gay club in Orlando last summer. The proceeds of the song went to Proyecto Somos Orlando which helped the victims and survivors in the incident. Swift, meanwhile, lands at number three thanks in large part to her $1 million donation to help those impacted by the flood in Louisiana. As for Lovato, she spoke out about mental health issues. All names featured on the list were chosen based on fan votes, expert opinion and IMDB StarMeter rankings. Joining the four stars were Shailene Woodley, John Cena, Miley Cyrus, Lady Gaga, Zendaya Coleman and Jesse Williams.

OurMine has hacked into some top-notch Twitter handles in the past, including those of Facebook CEO Mark Zuckerberg, Twitter CEO Jack Dorsey, Niantic head John Hanke and Evan Williams, the co-founder and former CEO of Twitter. OurMine also hacked into BuzzFeed’s website in October and accessed Twitter accounts of Netflix and Marvel. Sony’s movie division was earlier hacked in 2014. “We don’t know who is our next target” OurMine told CNET in an email.

Comedian Ricky Harris from Haryana to have special statewide screenings of ‘Dangal’ “Everybody Hates Chris” dies

T

he Har yana government will screen Aamir Khan’s hit film “Dangal” at a film festival to be organised across the state as part of the state’s golden jubilee celebrations, Chief Minister Manohar Lal Khattar said on Tuesday. “A film festival would be organised in Haryana during the Swarna Jayanti Year where ‘Dangal’ movie would be screened at different places all over the state,” Khattar, who watched the movie at a special screening with superstar Aamir Khan in New Delhi on Monday evening, said. Khattar said that a movie like “Dangal” not only helped in promoting traditional sports like wrestling but also serves as an inspiration to people, particularly girls.

“An impressive effort has been made in the movie to showcase the struggle waged by the daughters of Haryana and their father. The dialogues in Haryanvi

dialect have instantly drawn people to the movie,” Khattar said, adding that the film also highlighted the ‘Beti Bachao-Beti Padhao’ programme launched by Prime Minister Narendra Modi from Panipat last year.

The Haryana government had, on Sunday, announced that “Dangal” would be tax-free in the state. “The exemption has been given keeping in view the promotion of Beti Bachao-Beti Padhao programme and promotion of wrestling in the movie,” Khattar said earlier. “Dangal” features Aamir, who is portraying the role of former national level wrestler Mahavir Singh Phogat, who belongs to Balali village in Haryana’s Bhiwani district. The movie is about Phogat’s efforts in breaking social barriers and encouraging his daughters, Geeta and Babita Phogat, to enter the male-dominated world of wrestling and win laurels at the international level

Priyanka appears in just one scene of the trailer of her maiden Hollywood project, which stars Dwayne Johnsonand Zac Efron. This elicited a mixed response from her fans. Justifying the one-shot appearance, Madhu said: “That is their strategy. They don’t want to give out the best part of the film and Priyanka is the best part of the film. It’s a publicity plan that they had for the trailer. Priyanka is the main antagonist and she has a fabulous role in it.” In the film, Priyanka plays a negative role. Sonu Sood: Jackie Chan taught me how to stay grounded

A

ctor Sonu Sood says working with legendary actor Jackie Chan taught him about the importance of staying grounded after becoming successful. “The biggest learning that I got after working with Jackie Chan is that no matter what you achieve in life, you have to be grounded and connected to your roots always,” Sonu said. Sonu will soon be seen sharing screen space with Chan, who received an honorary Oscar for his career achievements earlier this year in the upcoming Sino-Indian film ‘Kung Fu Yoga’. ‘Kung Fu Yoga’ is a part of the three-film agreement signed between the two countries during Chinese President Xi Jinping’s past visit to India. The film, which is directed by Stanley Tong, also stars actress Amyra Dastur. Hindi film stars have reportedly performed some adrenaline-pumping action

sequences for the movie, which was partly shot in India. There is a lot of buzz about the film before its release. But Sonu is not nervous. “No, it (all the attention) doesn’t add pressure. I think it is high time that all our hard work comes in front of the audience. They need to see it,” he added. With ‘Kung Fu Yoga’ slated to release in February next year, the ‘Tutak Tutak Tutiya’ star says he is excited about the film and is sure that people will love it.

SHILLONG, DEC 27: Meghalaya will host the National Games for 2022. The Indian Olympic Association on Monday accepted Meghalaya’s bid to host the National Games overshadowing four other bidders Andhra Pradesh, Goa, Chhattisgargh and Uttarakhand. “The IOA accepted our bid, and has allotted Meghalaya to host the 2022 National Games,” Meghalaya State Olympic Association (MSOA) president John F Kharshïing said. He said the IOA accepted Meghalaya’s bid to host the prestigious games which will coincide with the state 50 years of statehood following the successful South Asian Games, which was co-hosted by Shillong and Guwahati earlier this year. He said Meghalaya had pledged Rs 5 crore as the bid amount for the game. Meghalaya will be the third northeastern state after Manipur and Assam hosted the National Games in 1999 and 2007, respectively.

Thriving as he deputized in a centre forward position, Eden Hazard all but ended the match in the 49th, as he won a penalty after beating Bour nemouth captain Simon Francis. Hazard coolly rolled his penalty past the deceived Artur Boruc to score his 50th

Premier League goal for Chelsea. The Blues wasted a number of chances to extend their lead before Pedro added a deserved third in stoppage time. The Spanish forward picked the ball up in the center circle before driving at the Bournemouth defence and seeing his shot take a deflection off Steve Cook. At the Emirates Stadium, a late Olivier Giroud strike helped Arsenal end a r un of two losses in the Premier League with a slender 1-0 win over West Brom. The French striker who has spent much of the season on the bench – complimented his first Premier League start with a fine header after Mesut Ozil found the Frenchman with a precise ball. Hazard and the recalled Cesc Fabregas combined to find Pedro on the edge of the Bournemouth box, before he created space and curled a precise left-foot effort into the top corner. Jaipur, Dec 27 (PTI): Gujarat’s 26-year-old opening batsman Samit Gohel today broke a 117-yearold record in first-class cricket by notching up the highest score while carrying his bat through the innings of 359 not out during his team’s Ranji Trophy quarter-final against Odisha. Obviously this is the greatest day of my life. I am actually still not able to express myself,” the right-handed batsman told PTI after his knock. His father Bhanubhai Patel is a real estate property dealer and till now Gohel is happy to call himself a “professional cricketer”. “My father has a small-time property business. Not very big. Till date, I have only concentrated on cricket. But yes, I am searching for a government job. I have applied
