Two injured, four vehicles damaged in Dimapur blast Staff Reporter DIMAPUR, DEC 28 (NPN): Two persons were injured in a blast that took place near the New Dhansiri bridge road on Wednesday evening around 6:30 p.m. According to police sources two persons identified as Along Konyak (21yrs) and Ringdhar Girisa (27 yrs), both passersby, were injured in the blast. The injured were later rushed to Zion Hospital. Ringdhar Girisa was stated to be out of danger while the condition of Along remained critical. Police disclosed that the ‘handmade’ crude explosive device was made out of gelatine sticks and packed with sharpnels, designed for maximum damage. Altogether four vehicles, which were passing by the area, were damaged in the blast, police said. Police also recovered nails from the site and also from the vehicles. When contacted, hospital authorities confirmed that one of the critically injured person has been referred to Guwahati for further treatment.
NSCN (I-M) alleges Ibobi-GoI collusion
DIMAPUR, DEC 28 (NPN): Hitting out at Manipur chief minister, O Ibobi for creating the present turmoil in Manipur, NSCN (I-M) on the other hand accused Government of India for sending additional paramilitary forces to go against the Nagas at the behest of Ibobi. In a press note, NSCN (I-M) MIP reiterated that the existing problem was created by Ibobi out of his sheer desperation. Poll-bound states asked to be prepared
New Delhi, Dec 28 (IANS): Ahead of announcing the dates of assembly elections, the Election Commission of India on Wednesday asked the five poll-bound states to brace up for the elections. In a letter addressed to the Chief Secretaries and Chief Electoral Officers of Punjab, Uttar Pradesh, Uttarakhand, Goa and Manipur, the EC has asked for strict adherence to the Model Code of Conduct (MCC) that would come into force immediately after the announcement of polls. The poll panel has directed the states to ensure “strict compliance” of its instructions and to take “time bound action” in case of violation.

DIMAPUR, DEC 28 (NPN): NPF on Wednesday disclosed that fifteen intending women candidates were vying for the party tickets for the eight reserved wards under Dimapur Municipal Council (DMC). Altogether NPF received 50 applications seeking party tickets for the 23 wards out of which eight wards-- 1, 3, 6, 9, 12, 15, 18 and 21-- have been reserved under 33% women quota. The Municipal/Town Council election is slated to be held on February 1, 2017. On Wednesday, an introductory programme for NPF intending candidates was held at SM College auditorium at Landmark Colony, wherein PHED minister Tokheho Yepthomi addressed the gathering. While encouraging the indenting candidates to remain committed to the party, Tokheho urged them not to lose hope even if they failed to get the party ticket. Those who fail to get the tickets, the party would
offer other assignments, he added. To k h e h o a l s o ex plained why the state government decided to hold the Municipal and Town Council election by reserving 33% seats for women despite strong opposition from various organizations and “unforeseen forces”. He said the state government’s stand was to encourage and promote womenfolk from participating in the decision making bodies. In this regard, Tokheho urged the men group, strongly opposed to women quota, to reconsider their decision, saying “women are our wives, sisters and daughters”. According to Tokheho, APO’s stand was that the provision of seat for Schedule Caste in the municipal department should be deleted. He said APO raised this suggestion at the consultative meeting on Nagaland Municipal Act, 2001 and Amendment Act held on November 16. In the light of the above, Tokheho urged MVC to review its decision on civic polls.
Centre to resume revised NEIIPP SBI employees demand closure of Bhandari branch GUWAHATI, DEC 28 (IANS): The Centre has decided to resume the North East Industrial and Investment Promotion Policy (NEIIPP) 2007 till March 31 next year with some revisions, Assam Industry and Commerce Minister Chandra Mohan Patowari said on Wednesday. Although NEIIPP, which came into existence in 2007, was supposed to continue for 10 years, the BJP-led National Democratic Alliance (NDA) government suspended it in December 2014 due to some alleged shortcomings. There were sharp reactions from different trade bodies, which have since been urging the governments in Delhi and Dispur to either resume NEIIPP or announce a new industrial policy for the landlocked region. “The Centre will resume the registration of industrial units under the
revised NEIIPP, Patowari said. The state government had received information in this regard from the Centre. He said the Assam government hoped the Centre will announce a new policy to promote industrialisation in Assam and the rest of the northeast region from the next fiscal starting April 1. The minister said all industrial units that commenced commercial production on or after December 1, 2014, and on or before March 31, 2017, as well as existing units which go in for substantial expansion and commence commercial production on or before March 31, 2017, will be eligible for incentives as per the revised subsidy norms. He said more than 25 big industries are in the pipeline and many will be commissioned within a year. “Taking together all proposals in the pipeline, the total investment will be
around Rs 5,000 crore,” he said adding that close to 44,000 people will get direct or indirect employment through these industries. Patowari said the government proposed to create a land bank of about 5,000 acres so that investment from big multinational companies could be solicited. “While our government has already taken steps for setting up a bamboo park, plastic park and a mega food park in Kamrup, Tinsukia and Barpeta districts, plans are afoot to set up tea and pharma parks, micro industries park and textiles park in different parts of the state,” Patowari said. The minister said the Assam government has decided to modernise all Industrial Training Institutes (ITI) for skilling youths. “We are also going to introduce new trades in the ITIs so that our youth can skill up and find employment opportunities,” he added.

Dial ‘14444’ for all queries on digital payments soon Modi govt. makes it illegal to New Delhi, Dec 28 (PTI): Nasscom, telecom operators, and NITI Aayog have come together in creating a dedicated helpline - 14444 - for addressing all queries on digitial payments, as government takes strides to push for more digital transactions post demonetisation. After the fourth meeting of the Committee of Chief Ministers on digital payments, Convenor and Andhra Pradesh Chief Minister Chandrababu Naidu said, plans are afoot to import one million PoS machines to enable cashless payments across India. NITI Aayog Vice-Chairman Arvind Panagariya said IT industry body Nasscom, telephone operators and the government thinktank are creating the helpline to address all queries of public regarding digital payments. The helpline number would be made operational soon. Briefing the media on the discussions, Naidu also said the Committee of Chief Ministers
will present its interim report on digital payments movement to Prime Minister Narendra Modi within a week. “We are planning a sustainable, long-term, policy to attract majority in India to move to digital payments through providing incentives,” Naidu said. To a query on incentives for card payments which expires on December 31, the Chief Minister said incentives to users and subsidy for smartphones are be-
ing contemplated to push digital payments across India. “Our focus is on providing more incentives for making digital payments a mass movement,” he said, adding “things are moving very positively on a digital economy for India”. He also said the Committee would recommend continuation of the incentives beyond December 31. The government has given certain incentives post demonetisation like waiver
of Merchant Discount Rate (MDR) on card usage till the year-end. Naidu said that two major breakthroughs using existing infrastructure have been Aadhaar Pay and modified versions of USSD and UPI, and the two would be launched soon. Significant upgrades in technology have also been made and new capacities have been added to enable millions of Indians use digital payments, he said. An app for UPI and interoperability of USSD and UPI has now been made possible which will be a major push for 600 million Indians to use digital payments, he added. The Andhra Chief Minister also said that the Committee is working with NITI Aayog to address existing constraints in connectivity, hardware and technical infrastructure to push cashless transactions. During the meeting, a presentation was made regarding the best practices and learnings from other countries for a digital economy in India.

NEW DELHI, Dec 28 (Agencies): The Union Cabinet on Wednesday approved promulgation of an ordinance to impose a penalty, including a jail term, for possession of the scrapped 500 and 1,000 rupee notes beyond a cut-off. The Cabinet headed by Prime Minister Narendra Modi also approved an ordinance to amend the RBI Act to extinguish the liability of the government and the central bank on the demonetised high-denomination notes to prevent future litigations. Official sources said the ordinance has been cleared, but did not say if the penal provisions would apply for holding the junked currency after the 50-day window to deposit them in banks ends as of December 30 or after March 31, till which time deposit of old currency notes at specified branches of the Reserve Bank after submitting a declaration form is open. The ordinance on denotification of Rs 500 and Rs 1000 notes has been sent to President Pranab
Mukherjee for his assent. The penalty for holding old currency in excess of 10 notes may include financial fines and a jail term of up to 4 years in certain cases. After December 31, the government through a separate notification and clarification will specify cases eligible to get the banned currency deposited in specified branches of the RBI. While announcing the demonetisation of the old currency on November 8, the government had allowed holders to either exchange them or deposit in bank and post office accounts. While the facility to exchange the old notes has since been withdrawn, depositors have time till Friday to deposit the holding in their accounts. The ordinance is expected to be replaced by a law in the Budget session of Parliament, likely to begin by the end of January. Of the Rs 15.4 lakh crore worth of currency that was scrapped, Rs 14 lakh crore has been deposited in banks or exchanged. K Y M C

DIMAPUR: SHG awareness programme for women beneficiaries was held in November at Mass Technical Institute Hall, Tsumang Colony, Near DC Office Wokha. In a press note by chairman, Lanchibemo Tsopoe and secretary Chumchano Tsanglao, the programme was organized by Mass Educational Welfare Society Wokha (MEWSW), a Self Help Promoting Institute (SHPI) under NABARD RO Dimapur. NABARD Wokha DDM Suhas S Tanksale as resource person described the concept of SHG and cited that SHG have a very important role to play to bring a total social and economic up liftmen of the society. He also described the various roles played by NABARD for promotions and support of SHG in its formations and bank linkage. KOHIMA: Chakhesang Mothers’ Association (CMA) has deeply mourned the sudden demise of late Zutsoü Therie, mother of K. Therie, president, Nagaland Pradesh Congress Committee (NPCC) on December 22. He opined that the socio-economic, political and cultural changes took place due to upheavals, threats to world peace, growth due to revolution-
ary changes and breakthrough in science and technology in general and artificial intelligence in particular. He said everyone had a role to play as an instrument of God and urged every Naga to be a role model of change. According to him, the mental development of refinement alone cannot change the society but with the growth of inner beauty and character. With hundreds of fuel-laden trucks stranded, the BJP is blaming the Congress government in Manipur for the mess. “Centre has provided security forces to Manipur government in time and it is up to the state government to use force or have dialogue to resolve the crisis but Manipur Chief Minister is playing politics over the issue and wants the deadlock to continue to get political gains,” said BJP general secretary Ram Madhav. After the centre asked for maintaining fuel supplies to trouble-torn Manipur on priority, Indian Oil Corporation Limited had to make operational changes in its supply that has perhaps led to a shortage of petrol, diesel
and cooking gas supply to two other states - Tripura and Mizoram, which are equally landlocked like Manipur. “The petrol tankers are not coming from Assam regularly and there is crisis of petrol, the present situation in Manipur also led to the crisis,” Bhanulal Saha, Food and Civil Supplies Minister of Tripura told NDTV. Indian Oil Corporation Limited admits to the operations switchover. “We have to make operational changes, we had to bring back the loaded fuel tankers and send them via Jiribam to Imphal and the empty tankers were diverted from Tinsukia to Guwahati loading terminal, thereby creating bit of delays for fuels tanker from Guwahati terminal to Mizoram and Tripura but it is getting sorted within this week,” said Kailash Kumar Handique, Deputy General Manager, Indian Oil Corporation Limited, at Guwahati. In both Tripura and Mizoram, long queues of two-wheelers and other vehicles were seen in front of all petrol pumps and people were also facing a tough time arranging LPG cylinders during Christmas. Indian Oil Corporation Limited has claimed that normalcy would return within this week.

Sources said Sahidul Alam Laskar (38), contractor of a ferry ghat in the Sonabarighat locality of Cachar district, had gone to the IWT office at Tarapur in Silchar on Monday afternoon to extend the tenure of his contact. Nine people including a minor died in a series of violent agitations that erupted in Churachandpur district soon after Manipur Legislative Assembly passed three bills to address inner line permit system issue on August 31, 2015. The dead bodies were kept in the morgue of the Churachandpur district hospital after the families with backing of the Joint Action Committee Against Anti-Tribal Bill (JACATB) refused to accept the bodies till date. However, on December 23 last, the mortal remains of 11-year-old victim, Khaijamang Touthang, who was among the nine victims was forcibly taken away by the family members with the supports of volunteers of some civil society organizations based in the district. Reports said that the family and civil organizations have decided to perform the last rites of the minor deceased after an agreement was reached with the state government during a talk with chief minister O Ibobi Singh on the same day. Following the agreement, chief minister O Ibobi Singh immediately issued Rs five lakh in check while promising payment of the remaining half after funeral rites. From the government side, the chief minister further gave Rs one lakh for performing the last rites while promising to issue the order appointing elder brother of the deceased as an office assistant to the Churachandpur DC office within two or three days. After taken back, the dead body was kept at KIC (Kuki Inpi Churachandpur) to perform his last rites today. There is no immediate reply from the JACATB side regarding the latest development and the other eight bodies were still in laying at the morgue as unclaimed body.

Mulayam rules out alliance with any party 53 injured as train derails near Kanpur
NEW DELHI, Dec 28 (Agencies): It was yet another unpleasant day for Uttar Pradesh chief minister Akhilesh Yadav who was yet again snubbed by his father, Samajwadi Party chief Mulayam Singh Yadav. First, Mulayam contradicted Akhilesh and firmly ruled out an alliance with any party for the upcoming Uttar Pradesh elections. Then, to add insult to injury, Mulayam’s list of candidates left out several pro-Akhilesh ministers and included many that his son objected to. “The Samajwadi Party is not forming an alliance with anyone,” Mulayam said firmly and categorically, two weeks after Akhilesh confirmed that SP members were in touch with Congress leaders for a possible alliance. In fact, Akhilesh had gone so far as to say that “if there is an alliance, we will get over 300 seats.” That, clearly, isn’t going to happen. N ew D elhi , D e c 28 (IANS): Budget carrier SpiceJet on Wednesday dubbed as “completely false and incorrect” media reports that its aircraft had entered the wrong bay at the Indira Gandhi international airport here a day earlier. On Tuesday morning, two aircraft of IndiGo and SpiceJet came face to face on the taxiway, which could have led to an accident. “Sections of the media report that the SpiceJet flight SG 123 operating on the Delhi-Hyderabad route entered the wrong bay yesterday (Tuesday)... the flight concerned never at any point in time enter the wrong bay, but was fol-
lowing Air Traffic Control (ATC) instructions at all times,” a SpiceJet spokesperson said in a statement. “Such reports, citing unnamed ATC sources, are completely false and incorrect,” he said. The SpiceJet aircraft, in fact, did not enter any bay at all and was on the taxiway when the crew saw another aircraft approaching and alerted the ATC, the spokesman said. Sasikala is an expelled member of the AIADMK. She was expelled from the AIADMK after her outbursts in Parliament against the party leadership on August 1. K an p u r , D e c 2 8 (IANS): At least 53 passengers were injured as 15 coaches of the AjmerSealdah Express derailed early Wednesday morning in Uttar Pradesh, an official said. The accident took place near Rura station near Kanpur, he said. “The number of injured has risen to 53 since morning,” Additional Director General of Police (Law and Order) Daljeet Singh Chaudhary told IANS. He said that at least 10 passengers have been shifted to the Kanpur Medical College and Hospital for better treatment. The coaches of the Ajmer-bound train derailed near Rura, about 50 km from Kanpur, around 5.20 a.m. Of the derailed coaches, 13 were sleeper class coaches and two general coaches, the official said. Suresh Prabhu has ordered a probe into the accident. This is the second major incident in a span of 38 days. On November 20, 14 coaches of the PatnaIndore Express train had derailed near Kanpur, in which 149 passengers had died and over 300 received injuries. According to railway officials, those critically injured were earlier rushed to Akbarpur -- the district headquarters of Kanpur (Rural), while the other injured were rushed to a Community Health Centre in Rura. A medical train has been sent from Lucknow to the accident site, a Northern Railway (NR) official told IANS and informed that helpline numbers have also been issued in Kanpur, Lucknow and Allahabad. Two of the coaches had fallen in a ‘nahar’ (canal), leading to fears of more injuries and even
casualties. According to the railway authorities, senior railway, district and police officials have rushed to the accident site for rescue and relief operations. A team of the National Disaster Relief Force (NDRF) was also rushed to the spot from Varanasi. Following the accident, routes of at least 32 trains had to be diverted, North Central Railway official Amit Malviya told IANS. The railways have also arranged 12 buses to bring passengers to Kanpur and five buses to take passengers to Agra. The reason for the derailment of the train is yet to be ascertained. The Railway Minister and Uttar Pradesh Chief Minister have separately announced ex gratia of Rs 50,000 each for passengers receiving serious injuries and Rs 25,000 for those with minor injuries.

s the New Year 2017 is just round the corner and as president-elect of the United States Donald Trump assumes office on January 20, the liberal world order, a system based on open borders and open societies, is increasingly under attack from left-wing anti-capitalists and rights wing ultra-nationalists. Western liberalism that had gone unchallenged in all the decades after the Second World War has been decimated in America and Europe and in the light of Donald Trump’s declaration “Americanism, not globalism, will be our credo,” the world would experience an upheaval of anti-liberal ideologies. During his election campaign Trump blamed globalization and immigration for the decline of the American working class. On the other side of the Atlantic, Britain had earlier voted to leave the European Union, with calls to limit the number of immigrants allowed into the country featuring strongly in the debate. In France, the leader of the National Front, Marine Le Pen, is seen as a potential candidate who could well become the next French president in 2017. While her party is notorious for its anti-immigration stance, Le Pen has also promised to hold a referendum on French membership in the European Union. In Hungary, Prime Minister Viktor Orbán muses about the values of “illiberal democracy”, a populist simulacrum that in various degrees does away with the rule of law and protections for individual liberty that have been the hallmarks of constitutionally ordered societies that have emerged in the West since the end of the 18th century. In the 1990s, the world looked increasingly “flat”: a “global village” in which distances were shrinking at a rapid pace and borders were losing relevance, thanks to sinking costs for transportation and to the emergence of the internet. If America indeed chooses to redefine its international interests much more narrowly, and perhaps to think in a more short-term way, the globalized liberal world order will lose its chief underwriter. The liberal elite in the west have been having a field day in re-inventing the concept of globalisation that is supposed to promote the openness for the socio-cultural and religious churning of the “globalised society”. The elites failed to understand that the ordinary citizen too had an independent mind who demanded answers and who had held these liberal responsible for the socioeconomic woes. The waves of refugees, mainly from Syria, have led to serious debates in the EU, turning Germany and its eastern neighbors against each other. ISIS-inspired terrorism has added to the siege mentality besetting Europe’s leadership. The perceived or real weakness of the West is encouraging autocratic challengers to advance their own international agenda, and to test the West’s readiness to defend liberal principles. In Europe in particular, the resultant clashes are having spill-over effects. What Western leaders rarely do is to push back strongly against populists by coherently making the case for what they stand for: globalization, open borders, open societies, liberal democracy and a cooperative, fair international order. The whole set of ideas and institutions that has made the world a much better place in the last few decades lacks powerful advocates and strong arguments. As the cycle of ideas and ideologies have to take their course and as the world awaits the fate of globalism in the changing environment, champions of democratic ideals need to take heed to the voices of change.

If we trust in our own abilities, instead of God’s, we produce consequences for which God will hold us responsible. When God through His sovereignty brings us into new situations, we should immediately make sure that our natural life submits to the spiritual, obeying the orders of the Spirit of God. Just because we have responded properly in the past is no guarantee that we will do so again. The response of the natural to the spiritual should be continuous conversion, but this is where we so often refuse to be obedient. No matter what our situation is, the Spirit of God remains unchanged and His salvation unaltered. But we must “put on the new man…” (Ephesians 4:24). God holds us accountable every time we refuse to convert ourselves, and He sees our refusal as willful disobedience. Our natural life must not rule— God must rule in us. To refuse to be continuously converted puts a stumbling block in the growth of our spiritual life. There are areas of self-will in our lives where our pride pours contempt on the throne of God and says, “I won’t submit.” We deify our independence and self-will and call them by the wrong name. What God sees as stubborn weakness, we call strength. There are whole areas of our lives that have not yet been brought into submission, and this can only be done by this continuous conversion. Slowly but surely we can claim the whole territory for the Spirit of God.

slamabad has asked the World Bank to honour the Indus Water Treaty executed between India and Pakistan in 1960. This is in response to Prime Minister Narendra Modi’s remark that India is free to use the water which flows into the sea. This is not correct because according to the treaty India cannot use more than 20 percent of the Indus water. The World Bank spent many years to persuade New Delhi and Islamabad to reach an agreement. I recall that afterwards Prime Minister Jawaharlal Nehru and Martial Law Administrator General Mohammad Ayub travelled in the same car Mian Iftakharuddin suggested if they could sign an agreement on Kashmir in the same spirit, both remained silent. Iftakhar uddin was then the top Muslim League leader who had joined it after being a Congressman for many years. According to the treaty, India could draw water from the Ravi, the Beas and the Sutlej while Pakistan from the Indus, the Chenab and Jehlum. Modi’s off-the-cuff remark has created consternation in Pakistan, forcing it to appeal to the World Bank to “fulfill its obligation” relating to the treaty. In a letter to World Bank President Jim Yong Kim, Pakistan Finance Minister Ishaq Dar has said the treaty did not provide for a situation wherein a party can ‘pause’ performance of its obligations and this attitude of the World Bank would prejudice Pakistan’s interests and rights under the treaty. I think that the fear of Pakistan is exaggerated. The country does not want any alteration in the treaty. In its reaction, the World Bank has said that it has paused its arbitration in the water dispute between India and Pakistan, saying it is doing so to protect the Indus Water Treaty. India would take no unilateral step to stop the water going unused into the Arabian Sea. However,
there is a case where the two countries should sit and hammer out another treaty because the old one is outdated. Then it was thought that the water given to Rajasthan would be utilized by the rest of the country because the state, part of the deser t would not Kuldip be able to do so. But this has turned out to be wrong. The state has utilized the water allotted to it and wants more. When Prime Minister Modi wants to have good relations with Pakistan and has wished his counterpart Nawaz Sharif on this birthday last week, Modi would not take any step which would harm Pakistan. There were enough of provocations from Islamabad like the attacks on Pathankot and Uri that killed many civilians to act unilaterally. Even otherwise, it is in the interest of both countries that peace should prevail in the region. Both would benefit. Kashmir is the problem which divides the two countries. Representatives of both countries should sit across the table sort it out. Nawaz Sharif unneces-
sarily harangued Kashmir on the Pakistan television networks that Kashmir belonged to Pakistan and there would be no peace in the region until it became part of his country. This irresponsible statement, coming as it does from a country’s Prime Minister, has affected the tourist Nayar season in the valley still further. So much so that even Syed Shah Geelani, the pro-Pakistan Hurriyat leader, joined a procession to appeal to the tourists to return to the valley. Both he and Yasin Malik, who wants the valley to be independent, were part of the procession. They were particular that the message should reach New Delhi so that it takes steps to see that the tourists return to Kashmir. The separatists in the valley do not realize that the tourists flocked to the valley as if they were visiting part of India. The demand of independence or the threat of disturbance has scared them. They have picked up some other hill resorts in India which may not be as beautiful as the valley but compares favourably
with it. They would wait and see whether the peace had really returned before drawing up their itinerary for the next year. It is in the interest of Kashmiris not to disturb the status quo until they can have something better. This is possible if the three parties, India, Pakistan and the people in Kashmir, come together for a dialogue. New Delhi is not prepared for that because Islamabad has gone back on its promise not to allow its territory to be used by terrorists. This was also agreed upon when Pakistan was under General Musharraf ’s rule. He went to Agra and almost signed an agreement with Prime Minster Atal Behari Vajpayee, until news had leaked, that India’s then Information Minister Sushma Swaraj changed the draft agreement omitting Kashmir from the text. Since then the two countries have stayed distant. Mushraff ’s misadventure at Kargil only aggravated the matter further.It must be said to the credit of Vajpayee that he took a bus to Lahore. I was sitting behind him when he showed me New Delhi’s telegram which said that
several Hindus had been killed near Jammu. He said he did not know how the country would react about his trip to Lahore but he was determined to pick up the thread with Nawaz Sharif. The rest is history. T h e I n d u s Wa t e r Treaty can be replaced with another treaty but the consent of Pakistan is necessary. When it has not been willing to allow getting electricity from the run of the river it is difficult to imagine that it would agree to the use of rivers in the Indus system even though water from them is pouring into the Arabian Sea without being used for either irrigation or hydroelectric projects. There is a tendency in Pakistan to link everything with Kashmir, which is a complicated problem and it would take many years to solve. The revision of Indus Water Treaty, which can satisfy both the countries, would add to the peace prospects. Let the treaty be discussed separately. The rest can follow. The only point to be taken into account is how the two countries can come closer to each other.

NSCN (I-M) alleges Ibobi-GoI collusion

he seriousness of the political talks between the NSCN and GoI has led to the signing of 3rd August Framework Agreement 2015. The Nagas had come all the way thus far to resolve the longest political conflict in the whole South East Asia and for which positive steps have been taken wisely. The NSCN can claim that there is an immense progress in the political talks. We are serious and committed for the peaceful solution. The issue is, pure and simple between the two different entities- the Nagas and GoI. However, the GoI seems to have lost its statesmanship in dealing with the issue at hand. The existing problem in Manipur is simply so to say created by the CM Ibobi Singh out of his sheer desperation. At his behest the GoI is sending additional central forces against the Nagas all the more. This clearly shows the nexus between CM Ibobi and the GoI. Where is the sincerity of the GoI to solve the Indo-Naga problem? Nagas will never accept any imposition upon them whether today or tomorrow. The creation of new districts out of Naga territory without their consent is a deliberate act to suppress the right of the Nagas. The Governor, Smt Najma A. Heptulla of Manipur has, apparently the blessing of the Central Government of India when she gave her assent to the new districts creation. Therefore, it is clear to the Nagas that the GoI is instrumental in using Ibobi Singh all along the way to please the Meiteis at the expense of the Nagas. Is this not a treacherous attempt to undermine the peace talks on the part of GoI? Will the Indo-Naga problem be solved through Ibobi Singh? We are serious! The fate of the Nagas will never be placed in the hands of anyone. We are serious for the political solution. We have not betrayed the GoI in all these long years of politi-

cal negotiation. However, it would be wise on the part of GoI to seek a realistic approach to the Indo-Naga issue. The Indian leadership must realize the futility of using armed forces against the Nagas lest the hard earned peace process would be rendered meaningless. The CM Ibobi Singh’s refusal to have a tripartite talk is bound to invite an endless confrontation. Is not the current volatile situation created by Ibobi a deliberate attempt to sabotage the progress of the peace talks? The all out support to the CM Ibobi Singh has created huge trust deficit in the central leadership of India. It is a matter of great surprise to us as the GoI allowed the CM Ibobi Singh to disturb the peace process at this crucial stage. The Nagas will defend their ancestral land at any cost. Therefore, the Nagas can no longer be blamed for the worst to happen. Is the commitment of the NSCN for so many years of talks not sufficient for the Indian leadership to trust the Nagas? When the Nagas have come to the negotiating table for an honorable and acceptable political solution, do not chase them away again. It is appalling to see that the GoI has deliberately chosen to support the concerted efforts of the GoM, Ibobi, some of the Meitei Civil Societies and Meitei insurgents who humiliated and destroyed the properties of the Nagas in Imphal valley and are desperately trying to derail the Indo-Naga peace process. How is it that Ibobi et al is given a free hand when the Nagas and India are trying to get the problem solved? If the rhetoric’s and blatant lies of Ibobi et el are to be taken as the gospel truth, then, so be it!!! Quo Vadis GoI? Quo Vadis Ibobi Singh and GoM? Kuknalim. MIP, NSCN/GPRN

A small Biblical correction to Imchen’s article
mchen’s article titled, “Shadrach, Meshach and Abednego of ACAUT,” published in the Nagaland Post and the Eastern Mirror, addresses the corruption issue in Nagaland in great detail. It praises the three members of ACAUT who were imprisoned, and praised them for their courage. It is a well-told story. But there is one problem. In using a biblical analogy for the three people arrested, Imchen cites the Book of “Daniel, chapter 3 (from the Christian Scriptures)....” This is an incorrect statement. The Book of Daniel is from the Hebrew Scriptures, not the Christian, from what the Christian community calls the Old Testament. This in itself is rather strange error, for a so-called Christian community, which the Nagas hold themselves out to be. But it is a sign of a much greater problem to me, a Jew who grew up with the Hebrew Scriptures, that is, MY BIBLE. I had an intelligent and educated Naga acqaintance in Kohima, who had no idea what the Holocaust was. I mentioned that there were six million Jews exterminated by the Nazis and their allies, by guns and gas,and she said, and I am almost stating her comment verbatim, “Well, I guess Hitler felt he was doing what he had to do.” I told her that if she made that comment to almost any educated person in the Western world, she

The significance of both this incident and the earlier one I mentioned about the Book of Daniel, is the fact that the Naga people generally have spent so much time concentrating on their own atrocities, viewing their own sense of victimhood like it was something extraordinary that the whole world is, or should be, aware of, and demanding certain remedies that are not realistic (as I have written about again and again): a sovereign Naga nation and a greater Naga nation, that is, Nagalim. The Naga people, especially the Naga activists, are so self-centered that they have no conception of the issues of the Government of India (GoI) related to their demands or what they may look like to the rest of the world: like one of the most insignificant groups on earth. The atrocities presently taking place in
many countries, and the brutality being practiced on hundreds of thousands of people on this earth every day, make what is going on in Nagaland not even worth mentioning. The corr uption and violence being visited on Nagas by their fellow Nagas is infinitely worse than anything being perpetrated on the Nagas by the Indian soldiers under the AFSPA. But all the Naga nationalists talk about is that the Nagas are the brunt of the greatest slavery and brutality on the planet. This view is a sign of a pathetically parochial education and a propaganda machine which never bothers to mention the rest of the world. The Nagas view themselves as victims because they have no education of the outside world to compare themselves to, to understand the massive suffering elsewhere in the world. Not only are their demands unrealistic but their view of themselves is self-serving and unrealistic. I don’t anticipate that this article will be published, considering the Naga papers’ sensitivity to the feelings of the Naga activists, so used to being pampered, but at least an editor or two will understand that there’s at least one non-Naga who views the many Naga leaders as ignorant and egotistical, to the detriment of the Naga people. The year 2016 has seen its fair share of ups and downs in our society and government. Starting off with so many unpaid salaries, protest rallys, various scams etc the year seem to sag under the weight of all these unresolved issues. It almost seem like the year 2016 has wept and sadly closing up with promises unfulfilled. Christmas came and went but the most important and pressing issues are yet to be resolved. What’s more, the New Year is just couple of days away. Is our state going to carry the same old mistakes, same old pending issues right into 2017? It is so disheartening that people who have waited the entire year of 2016 would do so again in 2017. Will the burning issues be settled in the coming year? Mixing locations led to planes’ near collision at Delhi: AAI
New Delhi, Dec 28 (PTI): The Air Traffic Controller inadvertently gave instructions to one aircraft to continue taxiing through a particular taxiway mixing its location with that of another plane that led to a near collision at Delhi airport yesterday, according to AAI. In a major safety lapse, two aircraft of IndiGo and SpiceJet came face-to-face barely 40 metres away on the same taxiway on Tuesday but providentially a disaster was averted after commanders of both the planes alerted the air traffic control and switched off their engines. Following the incident, the air traffic controller has been derostered pending investigation. While acknowledging that an air traffic controller mixed the locations of the two flights, AAI (Airports Authority of India) today also said SpiceJet flight did not question the incomplete ATC instruction for taxiing, adding that these human errors resulted in “traffic conflict situation”. In a detailed statement, AAI said Indi-

These human errors resulted into traffic conflict situation. However, both aircraft stopped at safe distance and there was no risk to aircraft or passengers,” AAI said.

(PTI): With the TMC and the Congress cozying up to each other on the issue of demonetisation, the political equation in Bengal has taken a new turn with the CPI(M) and the state unit of the Congress clueless about how to respond to the development. The recent bonhomie between Congress vicepresident Rahul Gandhi and Trinamool Congress supremo Mamata Banerjee has ignited a fresh debate within the state Congress leadership which is opposed to the TMC in Bengal. Bengal Congress chief Adhir Chowdhury said, “The state Congress is not a separate entity. It is a part of the AICC. In Bengal, the (prepoll) alliance (with the Left Front) was forged under instructions from the AICC. So, now it is for them to decide what will be our political line in the state.” Chowdhury, however, added that the TMC could never be a “reliable ally” of the Congress in its fight against demonetisation. “The party whose top leadership is a prime accused in the chit fund scam can never be a reliable ally of the Congress,” he said. Asked why he was not recommending a CBI probe into the allegations, Mr Rawat said he had more faith in the judiciary and it was in his hands to order a judicial probe. “It is now a general impression all over the country that the CBI is a tool in the hands of the Centre to settle scores with political adversaries. I have therefore more faith in our judicial institutions. Moreover ordering a judicial probe was in my hands whereas I would have had to look to central authorities for a CBI probe,” he said. NEW DELHI, Dec 28 (Agencies): Enforcement Directorate officials have arrested a manager of a Kotak Mahindra Bank branch in New Delhi in connection with its money laundering probe in a criminal case of detection of nine alleged fake accounts with deposits worth Rs. 34 crore post demonetisation. Officials said the agency arrested the manager of the bank’s branch on Kasturba Gandhi Marg in New Delhi, late last night after questioning. The manager has alleged links with hawala trader Parasmal Lodha and Delhi-based lawyer Rohit Tandon. According to news agency IANS, sources in the Enforcement Directorate said that the branch manager was arrested for
allegedly converting over Rs. 25 crore in demonetised notes linked to industrialist J Sekhar Reddy and lawyer Rohit Tandon. “The manager has been arrested under the provisions of the Prevention of Money Laundering Act and will be produced before the court for further custody,” they said. The Enforcement Directorate took on the case and registered a police case under PMLA laws after taking cognisance of Delhi Polices’ crime branch FIR in the said case. Police had also arrested two persons last week for allegedly depositing black money worth Rs. 34 crore in nine fake accounts being operated in the Naya Bazar branch of Kotak Mahindra Bank in New Delhi.

New Delhi, Dec 28 (IANS): The Air Force chief, Air Chief Marshal Arup Raha, on Wednesday said 200 to 250 more fighter aircraft were required to be inducted in the next 10 years to meet the air force’s operational requirement. India has sufficient number of aircraft in the heavy category in Sukhoi30s, whereas gaps in the medium and lightweight categories needed to be filled, he told the media here. The IAF chief said that 36 Rafale jets being bought by India from France were not enough. “We are still inducting Sukhoi-30s; it will last us for another 40 years. The Light Combat Aircraft (Tejas) will fill some void in the lightweight category... Rafale is an excellent aircraft. But we have just 36 aircraft; we require more aircraft in the medium-weight category,” Raha said.
DEHRADUN, Dec 28 (PTI): Uttarakhand government today instituted a judicial probe into the alleged misappropriation of disaster relief funds in the state after the 2013 natural calamity which claimed thousands of lives, a day after Prime Minister Narendra Modi raised the issue to lash out at the Harish Rawat dispensation for corruption. Announcing the probe, Mr Rawat also took a jibe at his predecessor Vijay Bahuguna, who is now with the BJP and was at the helm when disaster relief operations were carried out in the state. He said the saffron party should have conducted an in-house inquiry into the irregularities as the “entire family of executors of the alleged scam are now with them”. The Prime Minister had yesterday said at a rally here that he was going to drag Uttarakhand out of the “bottomless pit of corruption in which it was languishing under the present regime”. Mr Rawat also took strong exception to PM Modi’s remarks that even a scooter with a capacity of five liters of oil could drink 35 liters of it, a reference to the alleged scam in relief funds. The chief minister said though the alleged irregularities in the distribution of relief after 2013 tragedy had already been probed by a panel constituted by the state government, a judicial probe has been ordered into it after the PM’s remarks. “Though a probe committee headed by the then Chief Secretary had found no veracity in the allegations and given a clean chit to everyone involved in the massive relief operations, now that the PM has

After paying tributes to the departed leader at the state BJP office here, the Prime Minister consoled his family members. His nephew Surendra Patwa, who is the Minister for Culture and Tourism in the BJP-led state government, was also present. Modi spent nearly five minutes with the family members and later left for the airport. The Prime Minister was accompanied by Chief Minister Shivraj Singh Chouhan and Union Minister Narendra Singh Tomar. 92-year-old Patwa, a former union minister, suffered a heart attack in the morning and was rushed to hospital where he breathed his last, Executive Director of the hospital Skand Trivedi said. New Delhi, Dec 28 (Agencies): Continuing its upward trend for the second straight day, gold prices rose by another Rs 175 to Rs 28,200 per 10 grams on positive global cues and increased buying by jewellers. At Multi Commodity Exchange (MCX), gold for delivery in February rose by Rs 139, or 0.51 percent, to Rs 27,309 per 10 grams. Analysts said speculators’ widening their bets, tracking a firming global trend, mainly supported the upside in gold prices at futures trade here. Globally, gold prices rose today, extending gains after it hit a near twoweek high in the previous session, on a technicallydriven rebound in thin volume amid a slightly weaker dollar.
Call drop: Telcos to install 150,000 towers by March 2017 New Delhi, Dec 28 (IANS): Trying to solve call drops, the telecom service providers have installed more than 130,000 additional base transceiver stations (BTS) across the country between June to October and plan to install more than 150,000 more BTSs till March 2017, an official statement said here on Wednesday. “In order to obtain direct feedback from subscribers and use that feedback to solve the problem of call drops, DoT (Department of Telecommunications) has launched an Integrated Voice Response System (IVRS) in Delhi, Mumbai, Punjab, Uttar Pradesh, Uttarakhand, Maharashtra and Goa on December 23, 2016,” the statement said. Sensex ends with loss on late selling, ahead of F&O expiry M u mba i , D e c 2 8 (PTI): The Sensex wiped off all its gains today and fell marginally to end in the red at 26,211 as cautious investors took profit ahead of the monthly futures and options (F&O) contract expiry amid a mixed trend overseas. Besides, the rupee gave up 18 paise against the dollar at 68.24, which clouded sentiment. Strengthening oil prices too dimmed some of the lure of equities. Volumes were thin during the session as most foreign investors are away on a vacation in a year-end holiday season and other participants chose not to create more bets. Covering-up of short positions added to the momentum at the outset, but selling to book yearend profits in the later part of the session ahead of the December derivatives expiry on Thursday -- this year’s last -- took away the day’s gains completely. The 30-share Sensex opened higher at 26,243.19 and advanced to hit a high of 26,415.05. But emergence of selling in the last one hour of trading pushed the benchmark into the negative zone, which settled marginally lower by 2.76
points, or 0.01 per cent, at 26,210.68. Yesterday, the barometer had gained 406.34 points. In contrast, the 50share NSE Nifty managed to close in the positive zone with a rise of 2 points, or 0.02 per cent, at 8,034.85. Intra-day, it hovered between 8,100.55 and 8,028.40. Mumbai, Dec 28 (PTI): Piling on yesterday’s massive loss, the rupee today fell by another 18 paise to close at a 4-week low of 68.24 on month-end dollar demand from importers coupled with sustained foreign capital outflows. Besides, the dollar strengthening against rivals in the overseas market also added to the pressure on the domestic currency, a forex dealer said. The r upee opened lower at 68.10 as against the last closing level of 68.06 at the Interbank Foreign Exchange market and dropped further to 68.25 before ending at a 4-week low of 68.24 per dollar, showing a loss of 18 paise or 0.26 per cent. New Delhi, Dec 28 (PTI): Two days before the deadline for depositing old 500 and 1,000 rupee notes expires, the Cabinet today approved promulgation of an Ordinance to make possession of a large number of scrapped banknotes a penal offence that will attract monetary fine. The Specified Bank Notes Cessation of Liabilities Ordinance makes holding of old 1,000 and 500 rupee notes after March 31 beyond a threshold amount a criminal offence that will attract a monetary fine of Rs 10,000 or five times the cash held, whichever is higher. Furnishing wrong information while depositing the old currency between January 1 and March 31 will attract a fine of Rs 5,000 or five times the amount. Official sources said the Cabinet headed by Prime Minister Narendra Modi approved the Ordinance, but did not say if the penal provisions will apply to holding the junked currency after the 50-day window to deposit them at banks ends on December 30

Acharya, a professor of economics at New York University, as one of the Reserve Bank of India’s four deputy governors for a term of three years, according to a statement on Wednesday. Since 2008, Dr Acharya has been teaching at the Stern School of Business in New York University. Prior to joining NYU Stern, Dr Acharya was a Professor of Finance and Academic Director of the Private Equity Institute at the London Business School. He also serves as a member of the advisory council of the Reserve Bank of India (RBI) Academy. After pursuing B.Tech in Computer Science and Engineering from IIT Mumbai, Dr Acharya earned his PhD in Finance from New York University Stern School of Business. Sharif inaugurates Chinese assisted nuclear power plant ISLAMABAD, DEC 28 (AGENCIES): Powerstarved Pakistan today received a major boost as a China-backed 340 MW nuclear power plant, ChasmaIII, in its Punjab province was inaugurated by Prime Minister Nawaz Sharif who termed it as a milestone in the government’s efforts to end the menace of load shedding. The Chashma-III plant is located at Chashma in Mianwali district where another plant Chashma-IV is also being built. Sharif described the completion of C-3 as another milestone towards the journey to eliminate the menace of load shedding from the country, Radio Pakistan reported. He said the project is reflective of closer cooperation between Pakistan and China in science and technology. “This cooperation is also beginning of a new era of development in the region,” he said. DHAKA, Dec 28 (Agencies): A major terror attack in Bangladesh on the New Year’s Eve has been foiled with the arrest of five operatives of the banned terror group JMB along with guns and 30 kgs of explosives, police said today. The five suspected Jamaat-ul-Mujahideen Bangladesh (JMB) operatives were arrested from Darus Salam in Mirpur area in Dhaka during a raid by the counter-terrorism unit last night, Dhaka Metropolitan Police (DMP) said in a statement. “We raided their den on the basis of our intelligence reports and arrested the five operatives of the (old) JMB,” a DMP spokesman told PTI. Around 30 kg of chemicals in liquid and powder forms, which were the main ingredients to prepare explosives, and electronic equipment meant to make bombs alongside some extremist literature were recovered from the scene, the spokesman said. “During preliminary
interrogation, the militants told us that they had planned to carry out attacks on the (December) 31st night, during New Year celebrations,” police’s counter-terrorism unit chief Monirul Islam told a media briefing. Guns and bombs were also seized from their possession in the overnight raid, local media reported, adding that Md Riaz alias Engineer alias Rakib is the leader of the group. Another official familiar with the anti-terrorism campaign said old JMB has a stronger hold in the country’s northwest. The five operatives arrested were working on the directives of their three leaders based in north-western Rajshahi district, the official said. A breakaway faction of JMB constituted the NeoJMB, which has pledged allegiance to the dreaded ISIS and carried out the July 1 terror attack on the Dhaka cafe in which 22 people, including 17 foreigners, were killed.

Earthquake rattles Bucharest Bucharest, Dec 28 (Agencies): An earthquake hit eastern Romania early today, shaking the capital Bucharest, seismologists said, but there were no immediate reports of damage or casualties. Romania’s National Institute for Earth Physics put the quake at magnitude 5.2, while the US Geological Survey gave it a magnitude of 5.6. “The epicentre was in the seismic region of Vrancea at a depth of 100 kilometres (60 miles),” the institute’s spokesman Mircea Radulian told AFP after the quake hit around 1:20 AM (local time). The Vrancea region, northeast of Bucharest, has experienced some of Romania’s most deadly tremors, notably in 1977 when a 7.2-magnitude quake killed more than 1,500 people. Paris, Dec 28 (IANS): Sevilla Football Club’s midfielder Samir Nasri on Wednesday apologised after posts with a sexual content were tweeted on his personal account and stressed that it had been hacked. It all started after Nasri travelled to Los Angeles to visit a clinic for medical treatment, reports Efe. The tweets explained that the United States medical centre provides sexual services and urged followers to ask for such services whenever they visit. After removing the bogus posts, the Frenchman wrote: “My account got hacked sorry about what happened earlier.”

According to the Part 2 report, delivered over two weeks ago in London by the World Anti-Doping Agency (WADA) Independent Commission and its chairman, Canadian sports law professor Richard McLaren, over 1,000 Russian athletes competing in summer, winter and Paralympic sports could have been involved in the manipulations system to conceal positive doping tests, reports Tass. McLaren’s Part Two report claimed in particular that doping samples of 12 Russian medalists of 2014 Winter Games in Sochi had been tampered with. In addition, doping tests of two more Russian athletes, who won four gold medals of the 2014 Sochi Olympics, had been falsified as well. “Good sports law experts are as valuable as gold in the entire sports world. The Russian Olympic Committee has a good legal service. It helped us much to ensure participation in the Rio de Janeiro Games,” he told the Rossiya-24 television channel on Tuesday. “But is it necessary to invite international lawyers specializing in international law. Support from serious international lawyers will be needed in case of litigations at the Court of Arbitration for Sport or in third countries, which is most probable.”

FIFA boss says football federations back expanded WC DUBAI, DEC 28 (AGENCIES): Football federations are backing plans to expand the World Cup beyond 32 teams, FIFA President Gianni Infantino said in Dubai on Wednesday. The global football federation boss wants to increase the number of teams playing in the World Cup final tournament to 48, arguing that it can be done in the same time frame as the current tournament. Global football federations are “overwhelmingly in favour” of expanding the tournament, said Infantino, who has also suggested a 40-team World Cup. Infantino, speaking at a sports conference, said a 48-team tour nament was the most financially appealing structure. The FIFA boss has previously suggested a 48-team tournament but with a one-off preliminary round involving 32 teams, with the 16 winners going into a 32-team group stage and joining 16 teams who would receive a bye.

Many footballing experts believe this will be a game-changer for Indian football and one of them is none other than the Indian football team captain Sunil Chhetri himself. Sunil Chhetri said on Tuesday that a merged league will give every player a fair chance at representing the Indian national team in international matches. Sunil said, “I want to play all 13 Fifa dates in a year. We need that. That’s where the unified league is going to come in handy. We should prioritise that, and ensure the national team gets a chance to play more games. Hope we play bigger opponents and away from home as we have done really poorly as a nation away from home. Win or lose, that will at least give us a chance to improve as a footballing nation.” Speaking on the merger, Chhetri said, “Who would not like to see a merger. Chautala, Kalmadi in eye of storm over IOA appointment
N ew D e l h i , D ec 28 (IANS): The Indian Olympic Association’s (IOA) decision to appoint scam-tainted Suresh Kalmadi and Abhay Singh Chautala as honorary Life Presidents created a storm on Wednesday with the Sports Ministry threatening to sever ties with the IOA and Chautala threatening legal action. Chautala and Kalmadi were elevated to Life Presidents by the IOA at its annual general meeting in Chennai on Tuesday. Kalmidi, however, later declined to accept the position on Wednesday. The move triggered a storm with the ministry threatening to issue a show cause notice to the IOA and also to break ties with the national Olympic body if it failed to retract on its decision on the two tainted administrators. “The ministry will never accept such tainted people in the Indian O ly m p i c A s s o c i a t i o n and that is why we have expressed our reservations r i g h t a f t e r t h e y we r e appointed last evening,” Spor ts minister Vijay Goel told reporters here. “This move is against the

Chautala is a former chief of Indian Amateur Boxing Federation (IABF) and his term at the helm of the IOA was full of controversy. He also faced corruption charges. Chautala, however, hit back at Goel for opposing his appointment and threatened to drag the minister to court. “I will take legal action against the Sports Minister. I will consult my friends
in the IOA and will then take a call on what I need to do next,” Chautala was quoted as saying by India Today news channel. Kalmadi was also not spared by his ex-party (Congress) colleague Ajay Maken with the former Sports Minister called the IOA’s move “sad and painful”.
