As per the resolution, APO has directed all intending candidates, irrespective of tribe (for KMC), and candidates of other districts belonging to the Angami community to attend the consultative meeting on January 5, 4 p.m. at the APO hall, Kohima. “Those intending candidates who fail to attend the said meeting shall be held responsible for any eventuality,” APO stated. Secondly, APO said any Angami (man/woman) who violate the directive and files his/her nomination to the Urban Local Body elections in any district will be excommunicated from Angami jurisdiction for a
period of 10 years. Lastly, APO has directed all the Village council chairmen “not to allow any intending candidate hailing from their village to file their nomination. All the range units-CPO, NAPO, SAPO and WAPO have been directed to inform their respective village councils. NA P O : N o r t h e r n Angami Public Organisation (NAPO) has resolved to support and stand firmly with the decision of APO to go against the ULBs election with 33% reservations, which it said was against the interest of the Naga community. In a press release, NAPO president Neiyalie Pfüsenuo and secretary H.Solo asserted that any move that infringed upon Article 371A of the constitution was “a clear violation on the right of Nagas.” It urged the state government to listen to the voices and feelings of the Nagas instead of ignoring the request by different Hohos and organisations.NAPO also appealed to the government to postpone the election un-
til an amicable solution was arrived at. Meanwhile, the organisation has directed its members to abide by the boycott call given by APO the apex body of Angamis. In a representation submitted to the state chief minister through the Deputy Commissioner Dimapur, the NCD president T Bangerloba and general secretary Thsapongkyu Sangtam stated that the collective decision was in line with other apex tribal bodies’ strong opposition to ULB election. The signatories pointed out that section 23A of Municipal Act contradicted with Naga customary law and practice, which is protected under Article 371A of the Indian constitution. They said NCD along with Dimapur-based CSOs would collectively oppose the conduct of ULB election till the section was reviewed by the state government. Also,

MON/KIPHIRE, JAN 4 (NPN): Chi and Mon Land Owners Association (CMLOA) Wednesday went ahead with its decision by restricting intending candidates from filing nominations, saying that state government has failed to respond on its demand. Mon Hq and district administration. According to source, 11 intending candidates were prevented by CMLOA volunteers from entering DC office complex to file nominations. Volunteers comprised of Chi and Mon youths vowed to sacrifice their time to restrict aspirants from filling nominations till the scheduled last date of filing nominations (January 7). USLP resolves
United Sangtam Likhum Pumji (USLP), apex body of the Sangtam community, has resolved to stand by the ENPO’s decision to restrict any candidate from filing their nominations under its jurisdiction for the town council polls in Kiphire. Talking to this Cor-
respondent, USLP vice president, K. Tsilise Sangtam said USLP was not against women’s participation but was against the infringement of Naga’s rights under the present Municipal Act. Expressing dismay over the state government’s lackadaisical attitude, Tsilise said the reply to ENPO’s letter was not to their satisfaction. Time and again the government was reminded to rectify on the matter that the Municipal Act would not affect Article 371 A, he said. However, the government paid no heed to the request, which compelled us to take such measure (to restrict filling of nomination), he added. It was informed that USLP would ensure that no candidates file their nominations till the last date. Meanwhile, NPF Kiphire division issued tickets to 10 candidates for the Kiphire Town Council elections, which has 11 wards (4 wards reserved for women).
not to delay RTI response
DIMAPUR, JAN 4 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has cautioned the departments to adopt due seriousness in handling Right to Information (RTI) applications and provide the response within the mandatory time limit. NPRAAF information and publicity cell issued the statement after the departments- land resources, rural development, health and family welfare, power and education delayed in providing RTI replies filed by the forum on November 4, 2016. The forum also threatened to initiate action as deem democratically fit in the event the responsible department failed to adhere on the RTI act. Further, NPRAAF decided to write to the respective ministry at the Centre with its findings with corroborated evidences
on the nexus between nonlocal contractors, officials and politicians in awarding contract works/supplies. And in such eventuality, the forum said it would not be responsible for further disruption of flow of funds from the Centre. NPRAAF’s claim was most of the contract works/ supplies have been awarded to non-Naga businessmen as they have the support of department officials and politicians. Therefore, NPRAAF said that it would not allow Naga interest to be compromised by corrupt practices of the few non-Nagas, but will strive to streamline all unholy activities taking place in the departments. NPRAAF has also decided to divulge the names of non-Nagas involved in corrupt practices in due course of time. (Cont’d on p-5)
Poll schedule for 5 states announced, UP to vote in 7 phases NEW DELHI, JAN 4 (AGENCIES): State Assembly elections in the politically-crucial Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur will be held between February 4 and March 8 in what will be the first major test for Prime Minister Narendra Modi’s gamble on demonetisation. While polling will be spread over seven phases in Uttar Pradesh, it will be a one-day affair in Uttarakhand, Punjab and Goa, and a two-day exercise in Manipur. Counting of votes will be taken up together in all the states on March 11, the Election Commission announced today setting in process the mega political exercise in the new year. Announcing the schedule, Chief Election Commissioner Nasim Zaidi said the Commission will keep a watch on the use of black
money, which is expected to come down due to demonetisation. Steps will be taken up to ensure that other illegal inducements are not used to influence voters, he said. In Uttar Pradesh, which has a 403-member House, polls will be held on February 11 (73 constitu-
encies), February 15 (67 constituencies), February 19 (69), February 23 (53), February 27 (52), March 3 (49) and March 8 (40). Unlike last elections, Manipur, which recently witnessed violence raising questions whether elections would be possible now, will have a two-day polling on
March 4 (38 constituencies) and March 8 (22 seats). Polling will be held in Punjab and Goa together on February 4 and in Uttarakhand it will be held on February 15. The whole electoral process will begin with the issue of notification for polls in Punjab and Goa on
January 11. The family feud and the split in ruling Samajwadi Party have injected a new dimension in the politics in Uttar Pradesh where BJP hopes to capture power after 14 years on the back of a sweep in Lok Sabha elections in 2014. BSP and Congress, the other main challengers, hope to make it a quadrangular fight but for some alliances being made. Punjab, which a 117member assembly, promises to be an essentially threeway fight between the ruling SAD-BJP combine, Congress and the new entrant AAP. In Uttarakhand, Congress and BJP are set for a virtual direct fight on 70 seats. In Goa, where BJP seeks to retain most of the 40 assembly seats to remain in power, AAP is being seen as a new player which plans to topple the applecart of
national parties Congress and BJP. Over 16 crore people will participate in these polls for 690 constituencies in five states, for which the Commission has set up 1.85 lakh polling stations, up 15 per cent from the number during the 2012 polls. “The Model Code of Conduct will come into immediate effect and will apply on political parties and state governments concerned, besides the Central government in terms of announcements in these states,” Zaidi said. Tenure of Punjab, Goa and Manipur assemblies are ending on March 18, while that of Uttarakhand’s on March 26 and Uttar Pradesh Assembly on May 27. To ensure full secrecy of a voter and that facial expressions don’t indicate their choice of candidate, the EC had decided to increase the height of shield that covers the EVM to 30 inches.
reminding that the issue of 33% women reservation in respect of Nagaland was sub judice, the NCD leaders said it was pre-mature and not right time to implement 33% women reservation. They cautioned that if the state government forcefully conduct ULB election it would “definitely effect counter legal consequences” and the state government would be held responsible since no state in India has enforced 33% reservation till date. Meanwhile, the NCD has appealed to the intending candidates for the forthcoming urban local bodies (ULB) election to refrain from filing the nomination in the interest of Nagas in general. NCD also appealed to all the tribal hoho/union, units based in Dimapur to direct their respective members to “strongly carry forward” its appeal. The council warned that violation of its appeal would amount to “deliberate disrespect” of the collective decision and for which the concerned tribal unit/members would be held responsible.

New Delhi, Jan 4 (PTI): The ripples of the ongoing economic blockade in Manipur were today felt in the national capital with rival Manipuri and Naga groups staging protests over the tense law-and-order situation in the state which will go to polls in March. While members of the Delhi Manipuri Society highlighted the “humanitarian crisis” due to the indefinite economic blockade imposed by the United Naga Council (UNC) since November 1, the Naga groups demanded imposition of President’s Rule in the state. The UNC had imposed the blockade against the creation of seven new districts in the landlocked state by bifurcating the existing ones. “It is a question of survival. The blockade is inhumane. People are facing extreme difficulties in terms of food, medicines, fuel. The essentials to lead a normal life are either absent or beyond the reach of the common man. Is the government scared of the UNC? Is there something called rule of law?”, Delhi Manipuri Society vice-president Sangeeta asked. A large number of Manipuri youths took part in the day-long sit-in at Jantar Mantar here with posters containing messages demanding an immediate end to the blockade. Meanwhile, members of the Joint Naga Civil Societies demonstrated outside Manipur Bhawan alleging that “Manipuri mobs backed by the state government” had “attacked” Naga civilians after December 18.

real SP. Racing against time, SP leaders made eleventh hour efforts to restore peace in the ruling party with Azam Khan taking the lead, meeting party patriarch Mulayam Singh Yadav and Akhilesh Yadav separately but failed to make any headway. After late night confabulations to hammer out a compromise formula came a cropper, Azam made fresh efforts this morning when he reached Mulayam’s residence. He discussed for over four hours with Mulayam and Shivpal Yadav and
also met Akhilesh Yadav separately at his 5-Kalidas Marg residence. The efforts were, however, unlikely to yield any positive result immediately as an adamant SP National General Secretary Ramgopal Yadav ruled out any chance of “patch up” and trashed reports of such a move as “rumours”. As both factions -- one headed by SP patriarch Mulayam Singh and the other by his son Akhilesh -staked claim to the party’s “cycle” symbol saying they were the real Samajwadi Party, Chief Election Commissioner Nasim Zaidi said he was examining claims of different factions of SP and will decide after taking a view based on precedents and set principles. “The Commission, as per the symbol order, while keeping in mind precedents and set principles followed till now, will examine the documents before us and will take appropriate decision at the right time,” Zaidi said. Experts said as an interim measure, the poll panel may freeze the “cycle” symbol and ask the two factions to contest on new symbols. It may also give the two sides new name to contest the polls till the time a final decision is taken on the real “ownership” of Samajwadi Party and its symbol “cycle”.

A resolution to this effect was passed at the DMK General Council meeting here at the party headquarters. Stalin, 63, would have all the powers of the President, a party official said. The meeting was chaired by DMK General Secretary K. Anbazhagan as Karunanidhi, the President, was advised bed rest. Stalin would continue to be the party Treasurer. “The post of Working President is a responsibility. I will function with responsibility,” Stalin told the media. Wednesday’s development comes a month after the death of AIADMK leader and Chief Minister J. Jayalalithaa, who defeated the DMK in successive assembly elections in 2011
and 2016. The elevation of Stalin, a former Mayor of Chennai, could have come earlier had it not been for his elder brother M.K. Alagiri who had opposed the move. In 2009, when DMK was in power in Tamil Nadu, Stalin was made the Deputy Chief Minister, signalling to others that he would be the heir apparent to Karunanidhi. But Alagiri made it clear that he would not accept anybody as his leader if and when Karunanidhi hung up his boots. The decks were cleared for Stalin when Alagiri was expelled from the DMK for speaking against the party prior to the 2014 Lok Sabha election. Meanwhile, Stalin strengthened his hold over the DMK, one of the oldest parties in the country. It was Karunanidhi’s poor health and doctor’s advice to take rest which seemed to have forced the decision to promote Stalin. Founded in 1949 by C.N. Annadurai, the DMK came to power in Tamil Nadu in 1967. Annadurai was the party’s first Chief Minister. Annadurai died in 1969 and was succeeded by Karunanidhi with the support of Tamil movie hero M.G. Ramachandran or MGR - then with the DMK - and other leaders and members of the legislative assembly.
Bengaluru molestation: five arrested Bengaluru , Jan 4 (Agencies): At least five people have been detained in connection with complaints of widespread sexual assaults on women during New Year’s eve celebrations in the Indian city of Bengaluru, police said on Wednesday. The detentions came amid widespread outrage as female revelers complained they were groped and assaulted by a mob of men on MG Road in Bengaluru’s city centre. The police, who initially dismissed the incidents saying it had not received complaints, took up the matter two days after the incident as videos of men assaulting women went viral on social media. On Wednesday, television channels aired fresh footage from the same day, said to be from the closed circuit security camera of a private house, that showed two men on a scooter assaulting a young woman while some bystanders lurked at a distance. The video is being taken as evidence by the police as they investigate complaints. “We have taken action by registering an FIR (first information report). Investigation is in progress, the city’s police chief Praveen Sood told DPA news agency. Sood said the police had found “credible evidence in a case of wrongful confinement, molestation and attempt to rob” in relation to the MG Road complaints.
BJP offices, workers attacked as TMC takes to streets Kolkata/New Delhi/Bhubaneshwar, Jan 4 (PTI): From Kolkata to New Delhi to Bhubaneshwar, TMC MPs, leaders and workers held protests against yesterday’s arrest of their MP Sudip Bandyopadhyay as alleged workers of West Bengal’s ruling party attacked BJP offices, hurling bombs and setting them on fire. Furious over the arrest of Bandyopadhyay, TMC leader in the Lok Sabha and a close Mamata Banerjee aide, party workers
also demonstrated in front of CBI offices in Kolkata and Bhubaneshwar, where the MP was taken for production in a court after his arrest. A BJP delegation met West Bengal Governor K N Tripathi and petitioned him for imposition of President’s rule in the state due to deteriorating law and order situation. TMC MPs attempted a protest march to Prime Minister Narendra Modi’s residence in the national capital but were detained
mid way. “We are protesting against Bandyopadhyay’s arrest, demanding Modi’s resignation and inquiry into his taking money from Birla and Sahara groups. We are also demanding Babul Supriyo (Union Minister) for his involvement in the Rose Valley scam case,” TMC MP Sugata Roy told reporters at Tughlak Road police station where they were under detention. “We were marching peacefully towards the Prime Minister’s residence, but the police detained us mid-way
and manhandled few of our MPs,” Roy said, adding 36 TMC MPs took part in the protest march. They were let off in the evening. B a n d y o p a d h y a y, TMC’s face in New Delhi, was the second party MP after actor-turned-politician Tapas Pal to be held in connection with the alleged Rs 15,000 crore chit fund scam which spanned several states including West Bengal and Odisha. Hours after alleged TMC workers vandalised the state BJP headquar-
ters in downtown Kolkata last evening, they attacked the house of state party general secretary Krishna Bhattacharya in Hooghly district. Three men with their faces covered came on a motorcycle to her house in Konnanagar Jorapukur Ghat at 9 last night and started hurling bombs, Bhattacharya said. They barged into the house, abused her, smashed a windowpane, damaged furniture and assaulted her, Bhattacharya said in her police complaint. In another

incident at Chinsurah in Hooghly district, alleged TMC workers set on fire a BJP office. A police officer said some miscreants set ablaze the Chinsurah Mandal office of the BJP this evening after beating up two party workers and chasing them away. “Our party offices have been ransacked throughout the state. Bombs have been hurled at homes of various party leaders. The police is just a mute spectator,” BJP national secretary Rahul Sinha said.

Running amuck
ith the economy now looking brighter though without the hullabaloo witnessed in the past years, the issue of providing jobs to millions continues to be a challenge for the country. The promise of more jobs, spurred by the upward trend in the economy which existed till then but which was shaken by the unexpected withdrawal of Rs. 500 and Rs. 1,000 bank notes from circulation, India’s manufacturing industry slid into contraction at the end of 2016.According to a financial report, shortage of money in the market affected the economy and pushed it in the wrong direction interrupting a continuous sequence of growth that had been seen throughout 2016. The truth is that government spin doctors and media experts were more intent to rub the shine with a sprinkle of starlets and noted business magnates in reminding the teeming millions that all they had to do was to experience the feel good factor. Demonetization was supposed to be a short term pain till December 30,2016 after which it was to be back to normal. However even almost a week after January 1,2017 depositors are still curtailed from withdrawing their own cash from the bank over the limit of Rs.24,000 per account. The adverse impact on the economy has hit the job market with lakhs in the agriculture sector now being left without job. On the other hand, the other statistic that is closer to reality suggests that unemployment is rising as well as the worsening of the plight of the agriculturists and farm labour. But perhaps the most important issue dogging the country, as with other countries, remain employment. This has to be seen in the light of what damage widespread joblessness can cause. Years ago, the noted American firm McKinsey in collaboration with the Confederation of Indian Industries indicated that unemployment will continue to rise and perhaps even eclipse the rise in the economy of the country. After all, the future of the country is at stake if the problem is not solved in right earnest. Investments have fallen sharply post demonetisation, slipping to their lowest under the current Narendra Modiled NDA government, data released by the Centre for Monitoring Indian Economy (CMIE) showed. In the quarter to December, new investment proposals worth Rs 1.25 lakh crore were observed, CMIE said, contrasting it with the average Rs 2.36 lakh crore worth of new investments per quarter in the preceding nine quarters of the Modi government. Demonetisation can be termed as one of the major financial events of 2016, widely expected to slow down the economy considerably. India is slated to become the fastest slowing economy from being a fastest growing one according to a few economists and market observers. The latest economic data that is coming out for the first time since demonetisation i.e November 8, suggests that there has been an impact on the economy, but it is definitely not as deep as initially forecasted. The core sector output has risen 4.9% in November owing to the strong expansion in steel production and electricity generation versus growth of 6.6% in October. The growth in November can be attributed to a lower base of 0.6% in November 2015.The statistics are not flattering and that can be best left to the fate that has befallen the country due to the bull called demonetization.
DailyDevotion Why Can I Not Follow You Now?
Peter said to Him, “Lord, why can I not follow You now?” —John 13:37 There are times when you can’t understand why you cannot do what you want to do. When God brings a time of waiting, and appears to be unresponsive, don’t fill it with busyness, just wait. The time of waiting may come to teach you the meaning of sanctification— to be set apart from sin and made holy— or it may come after the process of sanctification has begun to teach you what service means. Never run before God gives you His direction. If you have the slightest doubt, then He is not guiding. Whenever there is doubt— wait. At first you may see clearly what God’s will is— the severance of a friendship, the breaking off of a business relationship, or something else you feel is distinctly God’s will for you to do. But never act on the impulse of that feeling. If you do, you will cause difficult situations to arise which will take years to untangle. Wait for God’s timing and He will do it without any heartache or disappointment. When it is a question of the providential will of God, wait for God to move. Peter did not wait for God. He predicted in his own mind where the test would come, and it came where he did not expect it. “I will lay down my life for Your sake.” Peter’s statement was honest but ignorant. “Jesus answered him, ‘…the rooster shall not crow till you have denied Me three times’ ” (John 13:38). This was said with a deeper knowledge of Peter than Peter had of himself. He could not follow Jesus because he did not know himself or his own capabilities well enough. Natural devotion may be enough to attract us to Jesus, to make us feel His irresistible charm, but it will never make us disciples. Natural devotion will deny Jesus, always falling short of what it means to truly follow Him.

ome Minister Rajnath Singh has said that Pakistan is again trying to divide India on the basis of religion. He conveniently forgets history. Pakistan was a consequence, not the cause. The society was divided and both Hindus and Muslims had reached a point of no return. Consequently, they had marshaled themselves in two separate camps with little contacts with each other. Tr u e, t h e M u s l i m League under the leadership of Mohammad Ali Jinnah wanted a separate sovereign Muslim state, but there was a time when he had accepted the Cabinet Mission Plan which gave the Centre three subjects— Defence, Foreign Affairs and Communications. It was Jawaharlal Nehru who said the constituent assembly could change anything. That made Jinnah to go back from the Cabinet Mission Plan and he openly said that he did not “trust” the Congress, which claimed to represent the unity of India. Rajnath Singh would do well to change the agenda of his Bhartiya Janata Party
(BJP), the establishment of a Hindu Rashtra. It is doing so with a vengeance. After coming to power at the Centre, the BJP has changed the top honchos of institutions because of the orders from its mentor, the Rashtriya Swayamsevak Sangh (RSS). Even the Nehru Centre which imbibed the teachings of Jawaharlal Nehru, an icon representing the national freedom movement, has been drastically disturbed. Satish Sahney, the Chief Executive, is a staunch RSS follower. The students at the Film Institute in Pune have been at the receiving end after Gajndra Chuhan was appointed as its head. No amount of protests had made the government relent. Appointments in other institutions, too, had followed the same pattern. Prime Minister Narendra Modi has not taken any policy decision which would reflect the Hindutva philosophy. But his speeches and actions suggest a lurch towards the right. The society has a veneer of soft-Hindutva, whether the Prime Minister says so or not. After all, the nation
had returned him with an the suspicion that the hard absolute majority in the Lok core Hindus have about the Sabha and he is making the Muslims. Reservation: Naga women and leadership-towards a new orientation
eli Kiba “The First Woman GB and Helper of the Church” so ran a page numbered 180 in a publication(2012) by Nagaland Baptist Church Council titled One New Humanity (in celebration of its Platinum Jubilee 19372012). Teli and her husband had no male heir so when her husband died in1936, his brother tried to take the land and property including the house they were living in, from Teli and her three daughters. Teli approached the DC of the Naga Hills seeking justice. To cut short to the point, the then DC of Naga Hills Charles Pawsey was ‘spell-bound by her eloquence and persuasive and logical presentation of the case’ observing ‘her earnest confidence’ and being ‘thoroughly impressed by her’ tore a strip of the venerated GB shawl and placing it on her shoulder, announced that a woman of this caliber should from henceforth be declared a GB. She not only got to keep the house she got to keep her husband’s position too. Teli belonged to Ighanumi village, a Sumi village in the district of Zunheboto, one which I had the opportunity to visit during my fieldwork last November and my heart swelled with pride and admiration for this Naga woman as I looked on her epitaph which read, • First woman GB in Asian Continent • Recipient of Lifetime Achievement Award for exemplary contribution as a role model in International Women’s Day, 2007 from the Govt of Nagaland • Fought for various Women’s Right during her reign as Kivelimi GB (Kivelimi* Sumi honorary title Kukami Kivemi , Kukami meaning chief Kivemi used in context as good/noble, for women li is added). While in Ighanumi I noticed the presence of once- followed practice of common sitting place similar to the Angami style, perhaps because of the closeness in territory they share. Women and girls entrance were prohibited from this sitting area, and council hall which are main sites of political meetings (Angami Naga Women, Nagaland: A Contemporary Ethnography 1992- Nilika
Mehrotra,pg 165) . On inquiry I found that although the sitting place no longer fulfils the political function it once did, even now when girls are found sitting on it they are reprimanded by others including women themselves who say “it is not your place to sit”. Teli craved a niche for herself setting a new path in her life and the history of Naga Women even while coming from such a background, a woman of exceptional prowess indeed. However, if she had not been born of a GB or married to a GB would history have been different? Is a question to ponder on. True! her personality and her ability won her, her case, but she was socialized in a GB’s household and ushered into a GB’s household after marriage. Being used to the respect of belonging to such esteemed households, probably, helped her develop more confidence (wife of Gaon Budha is in much better situation to make her opinion felt- Angami Naga Women Nilika Mehrotra 2012) with which she could assert her right and thus making history in the process. Teli’s case was a very exceptional one in Naga History, where we find that generally leadership is always carried on by the male. Infact ‘male dormitory traditionally trained young boys for prospective roles in politics and warfare. Discussions and training that was imparted entailed an institutionalized political socialization to inculcate leadership qualities. While in case of girls , vocational training and other ‘feminine’ attributes like modesty and courtesy etc were emphasized.’ (Nilika Mehrotra 2012) As I googled 33% reservation and its feedback in Nagaland, I came across an article where a criticism of it was made, I quote the words “Similarly, to keep 33% seats of all elective public posts of the society as ‘RESERVED’ for one specific section of the People alone would be unethical partiality in an open evenhanded practice of the society.” As far back as Naga history can be recorded public leadership then was expressed in the form of Chieftains/ Chiefs/GBs(recently)/
Council members and 100% of all such seats of public leadership has always been reserved for the male folks ( I say reserve because it was set aside only for one specific section of the people alone , in the light of the above mentioned critic’s words). Women were not even allowed to participate in the political discussion, they were not trained, they were not given an opportunity to train in fact. And after decades and decades of such socialization why are the menfolk now crying out foul. If true ethics is what we are talking about, true open evenhanded practice of the society is what we are talking about, then, I think it is fair that women be given every right, every opportunity, every boost to make up for all those time the men folk created a system by themselves, for themselves, for their benefit while restraining the women. They say it would be ‘quite detrimental to traditional land holding system and customary laws’ I say who “alone” benefits from the traditional land holding and customary laws? They say, women are at par with men today and need no reservation, I say, it is ridiculous to tell a person who has been crawling all this time that he/she is at par with someone who has already been running. Many criticize reservation in context of its implication for weakness, Reservation for Naga Women is not weakness it is an alternative towards Women leadership in Nagaland, one where the customs has long restrained the concept of women to lead. I would like to refer to a simple illustration of leadership in contemporary times with relation to education, as many tend to feel education has brought women at par with men, take for instance any student’s body ; trace the history of its executives -women President or Gen secretary, the most it would come to, would probably be one if it has any, since its inception. The question is what is the reason behind it? Is it because of the inability of women to lead? In my experience what I learnt after 3 years of college, 2 years of Post graduation and local Student Union activities I have
observed women are simply not oriented to go for such posts. There is a general consciousness that women are suited only for putting up decorations, organizing and hosting a program, preparing refreshments etc even when they are part of an executive body. Few women members participate actively in discussions and most refrain from deferring other’s opinions regarding it as impolite to do so, the Lion’s share of the executive posts are often subconsciously left for men to fill , women wanting to go for bigger posts are often considered as being unwomanly. Now, where did this orientation came from? Has the old dormitory system where the menfolk are trained in leadership and the women in courtesy and modesty somehow seeped into the modern socialization of leadership too? I positively think so, given the experiences. 33% Reser vation would help women to finally break the notion of women going for politics as becoming unwomanly. Naga women can now be oriented to feel that they can occupy leadership positions without feeling themselves going against the norms of the society. With more women getting involved in politics and leadership positions, more would be aspired to enter into the field in future too. Studies done in US, Constantini(1990) from 1964-1984, documents that women face additional barrier entry in political arena because of lack of female predecessors and role models. 33% Reservation will be an opening, for political socialization of Naga women, at the same time it will help usher in changes catering to benefits of all sections of Naga people. Teli who lived in the 20th century created history, echoing across Asia, with her leadership qualities given her orientation as a GB’s daughter and a GB’s wife. Hopefully with the 33% Reservation many Naga women would be oriented to crave niches for themselves with their leadership qualities, taking their society to greater heights as their names echo across the world creating histories in the days to come. Loina Shohe, Research Scholar, NU Reader’s note: Articles or letters published in any of the columns do not reflect the view of this
a Kashmiri only aggravated the situation further. Even other Muslims find it hard to get jobs in the rest of the country. The private sector does not normally hire them because of prejudice. And they find it difficult to score in open competitions since they have not had the education in private schools where the fee is steep. The government schools lack the facilities like good faculty and environment which only add to their woes. I was Delhi editor of The Statesman when a Muslim employee, who had returned to India after his education in England, complained that he did not get a house in a decent locality. To my horror, I found that he was speaking the truth and that it was not possible for a Muslim to hire on rent a good accommodation owned by a Hindu. That was in the sixties. Even today, there is hardly any change in the attitude by the majority community. Rajnath Singh should take steps to ensure that the Muslims get accommodation in localities which have Hindus in majority. Otherwise, there are bound to be areas
which are overcrowded and where the Muslims feel safe. It’s of little use to have the routine Iftar parties which every government or, for that matter, party leaders have to placate the minority community. Even in a sophisticated city like Mumbai, the Muslims had to remove their name plates at the time of riots to hide their identity. It is a pity that Hindu neighbours could not give them enough confidence so that they feel safe and mingle with them without any inhibition. The feeling of security is what they want. It is the duty of government to instill that. For that the security forces would have to stay above the religious pull. It has been noticed that the force when used in riotridden localities tends to become parochial. The army is often called to maintain peace because it is not contaminated. Rajnath Singh should take steps to get rid of religious phobia in the force that he commands. Instead, he is giving speeches and blaming Pakistan for the pernicious fallouts of the country’s division.
Stand together in unity
I
wa n t t o c a l l f o r t h through this write up all the Nagas in general and Eastern people in particular to come together in connection with the fence policy of GOI and Myanmar Govt. at pangsha (NOKLAK) under Tuensang District. The lands of the Nagas have been divided into many by the state or international boundaries as such Nagas are well aware of the separate administration of the states under one country. Amidst this it is easy for us to understand how our people of that area must feel when their own land and people are divided between two nations. I want to bring this to the Nagas as what our own people the Khiamniungans and the Konyaks would go through if their own families are to live in different nations. The GOI and Myanmar Govt. must first understand about the 4(four) point resolution adopted between Free Area and Burma (Myanmar) during the then British regime in 1939. The resolution through: which the boundary between Free Area and Burma (Myanmar) goes from Chinwin river across Arawati and Khamti town welcome gate. Learnt that our ancestors had buried traditional materials marking the boundary which still remains underground at welcome gate in Khamti town (Myanrnar). Our people are overwhelmed that its territory had been
divided by drawing imaginary lines by the Govt. of India and Burma (Myanmar) without the knowledge of the indigenous people. In the year 1954 the then honourable prime minister of India, Shri. Jawaharlal Nehr u and the then Burma President shri. Unu had entrusted Major Cathing, the then Assistant Political Officer (APO) Tuensang Area and Burma Army general, Arwin to construct pillars between India and Burma (Myanmar) dividing our land while leaving the indigenous people unaware of the matter. The pillars were set up by air dropping the materials while our people watched the droppings and the hovering choppers in wonder without knowing that their land is being divided. On December 7th and 8th 1956, some of our senior citizens held a meeting with the government of Burma (Myanmar) at commandant office in Khamti Town (Myanmar). To this our part of area under Myanmar is kept is kept as self administrative zone. I therefore appeal to all the right thinking Naga citizens to stand together with our Khiamniungan and Konyak brothers to review the four point resolution adopted by the British India government in 1939 and reclaim our land under Myanmar permanently. Sir,
Walk in the light
New Year has dawned so let our hearts also be likewise. We often forget God for worldly pleasure. But this time, let us renew our faith because God is the only hope in our life. Let us not forget our simple priority like to attend the church, pray, commitment, offering etc. We may face both joy and sorrow in our life but in whatever circumstances; let our faith in God remain forever. God wants our pure heart. So, let us learn how to forgive, be merciful, love and be honest to one another. Let us do what God desire, let us walk in the light, let us clean out heart with the words of Bible, be a child of God for eternal life and make a blessed home in heaven. Happy New Year to all. M. GST rollout possibility recedes toward Sept
New Delhi, Jan 4 (IANS): Admitting that the Goods and Services Tax (GST) Council was racing against time on the government’s implementation target of April 1, Finance Minister Arun Jaitley on Wednesday said it is hoping to resolve the vexed issue of dual control over assessees in its next meeting on January 16, even as states indicated a September timeline for GST. “We know the difficulties, we are moving against time. Dual control is a complex issue. We started a discussion that was inconclusive. We have decided to meet on January 16 to untie the knots in this issue,” Jaitley told reporters here after the two-day GST Council meet. “We will be meeting to conclude the discussion on the gaps
in draft laws. The gaps are on two issues. The first pertains to the definition of the word territory (in Integrated GST) and the second is on dual control and cross empowerment,” he said. Even after eight meetings of the GST Council, the deadlock continues between the Centre and the states on the vexed issue of “cross empowerment”, or dual control of assessees and who will exercise control over them. The states want exclusive control on businesses with turnover below Rs 1.5 crore (the current threshold for central excise), including the service taxpayers. The impact of demonetisation on states’ tax revenues was also brought up at the meeting and Jaitley said that the states presented
their estimates of December revenue figures based on collections made in November, the month of the demonetisation announcement. “A number of state finance ministers gave details of how revenue has actually increased in their states during this period. We’ve asked for detailed data in this regard,” he said. To a query on the impact of the November 8 demonetisation of high-value currency, Jaitley said that excepting the next quarter of the fiscal, the demonetisation-led process of “integrating the informal economy into the formal one” will actually result in higher revenues. “We will end this year with higher revenues...in both direct and indirect taxes we’ll exceed the budget estimates,” he added.

Will give ‘hard’ response to terror from across border: Army
Kohima Police acknowledges public support & co-operation
New Delhi, Jan 4 (PTI): India will give a calibrated “hard” response to terror activities that will compel Pakistan to completely rethink its strategy on supporting insurgency and terrorism here, says new Army Chief Gen Bipin Rawat. Gen Rawat, who as the Vice Chief was actively involved in the surgical strikes on terror camps across the LoC, also feels while it has to be ensured that “pain” is felt by the terrorists and their supporters, the response need not be in the same manner always. He brushes aside Pakistan’s threat of use of tactical nuclear weapons, saying such statements will not deter India when it comes to defending our borders. “While we do agree that we have to retaliate and ensure that the pain is felt by the terrorists and
their supporters, the response need not be the same every time,” the army chief told PTI in an interview here. Gen Rawat, who took over as the 27th chief on December 31, said, said “We will calibrate the response in a manner it hits them hard and compels them to think in the long run whether they need to completely rethink their strategy on supporting insurgency and terrorism in our state”. He was asked about Defence Minister Manohar Parrikar’s statement that enemy needs to feel the pain too. Gen Rawat also said that not every incident needs to be seen from the same perspective as there are “large number” of terrorists operating in the valley who are always attempting to carry out some sort of violence against the security forces and citizens.

New Delhi, Jan 4 (IANS): The Supreme Cour t on Wednesday directed Kar nataka to continue to release 2,000 cusecs of water to Tamil Nadu till it decided on the batch of petitions challenging the Cauvery Water Disputes Tribunal award. The bench of Justice Dipak Misra, Justice Amitava Roy and Justice A.M.Khanwilkar said that the hearing on cross petitions challenging the award would commence from February 7. Noting that the hearing on the petitions by Tamil Nadu, Karnataka
and Kerala would take place on day to day basis, Justice Misra said that he did not favour remanding the matter back to the tribunal, which is not working but has not been folded up. “As a concept I am against remand (sending back the matter). The shuttle cocking of an idea is dangerous,” he observed. The Tribunal award had come on February 5, 2007 and it was gazetted by the central government on February 19, 2013. Besides deciding on the sharing of water, it had recommended setting up

The micro small and medium entreprises contribute 37 per cent to the Indian gross domestic products (GDP), he added. Further, for India’s mobile-first audience, Google also launched Primer, a free mobile app uniquely designed to teach digital marketing skills in a quick, easy and interactive way. Primer also works offline and is currently available in English and Hindi. Tamil, Telugu and Marathi versions are coming up shortly. Appreciating all the initiatives by Google, IT and Law Minister Ravi Shankar Prasad said: “Google is as much an Indian company as American.”

New Delhi, Jan 4 (IANS): Aiming to give a technological edge to the small and medium businesses (SMBs) in India, Google CEO Sundar Pichai on Wednesday announced two initiatives ‘Digital Unlocked’ and ‘My Business Website’. “Small businesses are the backbone of India’s economy. Internet is for everyone,” Pichai said, addressing the media here. “The Inter net is a powerful equaliser and we are motivated to bring the benefits of information and technology to as many people as possible,” he said. “Building for everyone and making it available in the hands of as many people is at the heart and core of what we do. And we do this by investing in open ecosystem,” Pichai added. NEW DELHI, Jan 4 (PTI): Rising for the second straight day, gold prices firmed up by Rs 200 to Rs 28,550 per 10 grams on Wednesday, driven by a firm global trend and increased buying by local jewellers. Silver also regained the Rs 40,000-mark by surging Rs 650 to Rs 40,250 per kg, backed by increased off-take by industrial units and coin makers. Traders said that apart from a firm trend overseas, persistent buying by local jewellers at the domestic spot market supported the upside. Globally, gold rose 0.38 per cent to $1,162.70 an ounce and silver by 0.83 per cent to $16.41 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity shot up by Rs 200 each to Rs 28,550 and Rs 28,400 per 10 grams, respectively. The precious metal had gained Rs 50 yesterday. Sovereign, however, remained flat at Rs 24,000 per piece of eight grams.

government is considering removal of an anomaly restricting foreign direct investment (FDI) in the civil aviation sector. The sector is faced with a Catch-22 situation where a foreign investor, excluding overseas airlines, can acquire up to 100 per cent stake in a local carrier. However, at present they cannot seek a scheduled operator’s permit since it can only be given to a company where substantial ownership and effective control is in the hands of Indian nationals. As this condition restricts and prevents foreign investors from acquiring a domestic airline, there is a need to amend Aircraft Rules, 1937, to facilitate FDI in the sector. Due to this anomaly, the moment
today, hit by selling by foreign investors towards the close of the session amid a subdued trend in Europe. The Sensex succumbed to the pressure, before ending down 10.11 points, or 0.04 per cent, at 26,633.13. The gauge had gained 47.79 points in the previous session. NEW DELHI, Jan 4 (PTI): IndiGo and SpiceJet have raised “security” concerns over the government’s decision to allow 100 per cent foreign ownership by non-airline players in the Indian carriers. Spicejet CMD Ajay Singh and IndiGo president Aditya Ghosh have recently raised this issue during their meeting with Commerce and Industry Minister Nirmala Sitharaman. During the meeting, the two airlines said aviation is a “sensitive sector” and the FDI policy relaxation would have “security implications”, according to sources. As per the current policy, 100 per cent foreign investment is allowed in scheduled air transport service, domestic scheduled passenger airlines and regional air transport. Only non-airline players will be allowed to bring in 100 per cent FDI in local carriers. Under the new set-up, 49 per cent will be through the automatic route and for anything beyond, government nod will be required. At present, up to 49 per cent FDI is permitted in scheduled airlines.
MUMBAI, JAN 4 (PTI): The rupee firmed up by 12 paise to 68.21 against the US dollar on Wedesday at the Interbank Foreign Exchange after selling of the American currency by exporters and banks intensified. Dealers said fresh selling of the American unit and the dollar’s weakness against other currencies overseas, barring yen, gave the rupee more muscle. Further, a higher opening in the domestic equity market supported the rupee uptrend, they added. On Tuesday, the rupee had lost 11 paise to close at a fresh one-month low of 68.33 against the American currency on heavy dollar demand from corporates and importers. Meanwhile, the benchmark BSE Sensex climbed 58.55 points, or 0.21 per cent, to 26,701.79 in morning trade.

Heavy smog in large parts of China; over 150 flights cancelled
Armed raiders storm prison in Kidapawan Cotabato City, Jan 4 (Agencies): More than 150 prisoners broke out of a Philippine jail after heavily armed gunmen stormed the prison, killing a guard. The raiders, who carried out the attack on the North Cotabato District Jail in Kidapawan some 580 miles from the capital Manila, have links to an outlawed rebel group which continues to wage an insurgency in the south of the island nation. During the ensuing two-hour shootout, some 158 inmates used a wooden ladder at the back of the prison to scale the wall and escape, according to the prison warden Peter Bongat. A prison spokesman said it was the biggest jailbreak in the country’s history.. “We were really unpowered and undermanned,” he added. The authorities said eight prisoners had since been caught, two had surrendered and six were killed. Some of the attackers had links with the Bangsamoro Islamic Freedom Fighters (BIFF), a splinter group of the main Moro Islamic Liberation Front (MILF), which has signed a peace deal with the government. The jail has more than 1,500 inmates, including BIFF members facing murder charges for a series of bombings in the province. The leader of a nearby village Alexander Austria said he and his men had captured one of the convicts. He said the exchanges of gunfire had woken people up and he had immediately posted guards. He said: “We were afraid the escapees could try to enter our village to hide or take hostages.”

to inspect violations by factories flaunting warnings to halt operations. The Ministry of Environmental Protection (MEP) said on January 2 its rectification measures have not yet been fully implemented, and some enterprises in cities severely affected by smog have performed poorly in emissions reduction evaluations.
Ten teams, consisting of 40,000 personnel from multiple levels of government, have reportedly been mobilised to inspect over 30,000 enterprises and construction sites, as well as 60,000 vehicles across the country, the news agency reported. In east China’s Shandong Province, 80 flights had been cancelled or de-
layed at the airport in the capital, Jinan City, as of 11am. About 180 flights were cancelled over the past two days in neighbouring Henan Province, with visibility falling to just 10 metres on Tuesday morning. The airport resumed operations in the afternoon, but the traffic may again be affected as more fog is expected on Wednesday, according to the airport. Many regions in China have been under heavy smog since Friday, disrupting traffic. Beijing on Sunday extended its orange alert for heavy air pollution until Wednesday midnight. China’s national observatory on Tuesday issued a red alert for fog and renewed an orange alert for smog in a number of northern, eastern and central regions. China has a fourtier colour-coded warning system for severe weather, with red being the most serious, followed by orange, yellow and blue.
Pak Airlines plane hits Air France jet at Toronto Airport T O R O N T O, J a n 4 (Agencies): A Pakistan International Airlines (PIA) aircraft hit an Air France plane while taxiing at Toronto Pearson International Airport, the media reported. The PIA flight from Toronto to Lahore was suspended on Tuesday evening after the plane clipped the wing of the Air France plane which was parked at Terminal 3, Canadian Broadcasting Corporation (CBC) reported. No one was injured and the damage to the plane was minor, said the report. Confirming the incident, PIA spokesperson Danyal Gilani said the matter is under investigation, reported Pakistan’s News International daily on Wednesday. There’s some damage to the equipment which may need replacement, he added. “Apparently it was due to some error during marshalling by the ground personnel,” he said. A night stop was declared at Toronto and flight passengers were provided hotel accommodation.
Iraqi female journalist set free after abduction by gunmen BAG H DA D, Ja n. 4 (Xinhua): An Iraqi female journalist and activist who was kidnapped from her Baghdad home by unidentified gunmen last week was freed on Tuesday, a security source told Xinhua Wednesday. “The militant group abducted Afrah Shawqi and set her free late last night in Baghdad and the incident is under investigation,” the source said on condition of anonymity. The abductors also returned Shawqi’s personal jewels and her car after they stole them earlier from her house. Late on December 26, masked armed men broke into the house of the journalist Afrah Shawqi in Saidiya district in southern Baghdad and abducted her. The journalist is considered one of the critics of the country’s corruption, and recently wrote an article which tackled the consequences of the proliferation of armed group outside the law. release, Prime Minister Haider al-Abadi phoned Shawqi to reassure about her safety and promised to pay her a visit later, according to local media. On December 27, a statement issued by the premier office said that Abadi ordered the security forces to investigate the kidnapping and to “exert
the utmost effort to save her life and to chase any that proved involved in the crime.” Iraq is considered one of the most dangerous countries for journalists, who have been frequently targeted by the chaos and insecurity since the 2003 U.S.-led invasion that toppled Saddam Hussein.
Can’t afford ‘Twitter Presidency’: Senate Democrats Myanmar observes 69th Independence Day WASHINGTON, Jan 4 (Agencies): Democratic leader in the Senate Chuck Schumer slammed President-elect Donald Trump for his Twitter habit, claiming the US cannot afford “Twitter presidency” on the first day of the 115th session of the Congress. “’Making America Great Again’ requires more than 140 characters per issue,” Xinhua news agency quoted Schumer as saying in his first speech on Tuesday as the Senate minority leader. “With all due respect, America cannot afford a Twitter presidency. We have real challenges and we need to get real things done.” Schumer warned the incoming President will fail
if he sticks with a “Twitter presidency”. “Many Americans are afraid, Mr. President-elect, that instead of rolling up your sleeves and forging serious policies... for you, Twitter suffices,” he told the Senate chamber. “There’s nothing wrong with using Twitter to speak to the American people,” Schumer said. “It’s a good use of modern media. But these issues are complex and demand both careful consideration and action. We cannot tweet them away.” “If Tr ump lets the hard-right members of the Congress and his cabinet run the show, if he attempts to adopt their time-worn policies which benefit the
elites, the special interests, corporate America -- not the working man and woman his presidency will not succeed,” Schumer said. “May be not in the first 90 days but certainly not in the first two years.” The Democrat said Trump’s tweet “bragging” about the 800 jobs he saved at the Carrier plant in Indiana “doesn’t solve the underlying problem”. “While it’s good the 800 jobs were saved... even at Carrier, 1,300 jobs are still leaving, hundreds more at the nearby Rexnord plant that are going overseas, and most importantly, thousands more each month leave our shores from every part of America,” Schumer said.
Nay Pyi Taw, Jan 4 (Agencies): Myanmar held state ceremonies in Nay Pyi Taw and Yangon respectively to mark the country’s 69th Independence Day on Wednesday. In Nay Pyi Taw, vice president Myint Swe read out the message sent by president Htin Kyaw, stressing the importance for all the national brethren to keep an eye on the 21st Century Panglong Conference at which all can cooperate and find a solution to national reconciliation and union peace, Xinhua news agency reported. “Despite regaining independence, it was tragic to see certain national races in some regions could not fully enjoy the fruits of

independence as their future was overwhelmed by armed crisis. “At present those doubt and crisis were extinct and all the national brethren are trying hard to possess everlasting peace and to build a federal state,” Htin Kyaw said in the message.
He added that the armed struggle lasted for long but could not solve the political crisis, leaving the country undeveloped for decades. The president noted that the constitution is the foundation of all the laws
and plays a vital role in a country. He stressed the need to collaborate to adopt the constitution appropriate to the time and circumstances of current situation in building a democratic federal nation. In Yangon, a national flag hoisting ceremony with a guard of honour to mark Independence Day was held for the first time in the new government’s tenure in the Maha Bandoola Park. The ceremony was held in front of the City Hall where the independence memorial monument is situated, with Yangon Region chief minister Phyo Min Thein also reading out the president’s Independence Day message.

fences ever since then and expressed admiration for each other’s movies publicly. Raees will be released in India on January 25 and will also feature Pakistan’s Mahira Khan. The film marks Mahira’s Bollywood debut and makes her join the exclusive club of a few actresses who have made their debut alongside Shah Rukh. Last year around, rumours were rife that a Shah Rukh, Aamir and Salman Khan flick was in the works. With such cameos and guest appearances increasing among the Khans of Bollywood, a Shah Rukh and Salman flick may not be such an unreal possibility after all!

op superstar Janet Jackson gave birth to her first child at age 50 on Tuesday, her spokesperson said Tuesday. Jackson and her husband Wissam Al Mana, a Qatari businessman, welcomed their son Eissa into the world after a “stressfree” delivery. “Janet had a stressfree healthy delivery and is resting comfortably,” read the star’s official statement, which did not provide further details. The younger sister of late king of pop Michael Jackson in April stunned fans by halting a global tour and saying that she and her husband were “planning our family.” Natural pregnancies are highly unusual, but not impossible, for women past their mid-40s. In vitro fertilisation can extend the age at which women can have children. In October, People Magazine published a photo of the middle-aged celebrity on the beach holding her baby bump. Jackson had been discreet about her personal life and did not immediately publicise her 2012 marriage to tycoon Al Mana, whose company sells luxury fashion brands throughout Gulf Arab kingdoms. The singer won an international fan base in the late 1980s with her albums Control and Janet Jackson’s Rhythm Nation 1814, which brought together pop music and funk with the emerging genre of hip-hop. The albums were notable for their socially conscious lyrics, in which Jackson identified with women’s empowerment, and were accompanied by intricately choreographed live shows.

Not qualified for BCCI top post , says Ganguly
Sourav Ganguly
KOL K ATA , J AN 4 (AGENCIES): Former India captain and Cricket Association of Bengal president Sourav Ganguly on Tuesday denied he was a front-runner to become the board president after the latest turn of events at the BCCI. Dismissing the suggestion that he was running for the post of BCCI president, Ganguly said at the CAB office:
“My name is coming u p u n n e c e s s a r i l y. I don’t qualify. I have just completed one year (as the CAB president) and have got two more years left. I am not in the running (for the BCCI president’s post).” Asked whether the CAB would implement the Lodha Committee’s reforms, Ganguly said the association had no option but to obey the SC order. “We are having an office-bearers’ meeting tomorrow (Wednesday) where we will decide on the future,” he said. The CAB chief said even though several of the present officials would be ineligible to contest in the association’s polls, there would be others to fill the void.

Following this draw, Arsenal remained on the fourth spot with 41 points from 20 matches and will drop to the fifth spot if Tottenham Hotspur beat tabletoppers Chelsea on Wednesday. T h e d r aw m a d e Bournemouth jump to the ninth spot with 25 points from 20 games. But the home club head coach Eddie Howe would have been ruing the draw, especially the way his team performed in the first half.
