Dimapur/KOHIMA/ Wokha, JAN 5 (NPN): Except for the districts of Kohima, Zunheboto, Kiphire and Tuensang which recorded ‘nil nomination’; several candidates filed their nominations in the remaining eight districts, for the respective municipal and town council polls. As many as 155 candidates including 40 women, mostly from ruling NPF party, have filed nominations till January 5. According to a report received here this evening from the state election commission, two independent candidates filed nominations for Shamator Town council for the 11 wards, while nine candidates filed nominations as NPF candidates for the nine wards in Tizit Town Council. Six NPF candidates including two women filed nominations for Jalukie town council while one from NPF filed for Peren town council which has nine wards each. Three candidates also filed nominations today for Longleng Town Council of which one was from NPF and two independent. Longleng has 11
DCCD in two minds about civic polls DIMAPUR, JAN 5 (NPN): District Congress Committee Dimapur (DCCD) at its January 5 meeting discussed about fielding candidates to the respect civic body wards in Dimapur Municipal Council along with senior party leaders. According to a press release issued by Hollohon Chishi, general secretary (Adm) DCCD, the meeting also discussed the growing opposition against elections to the Urban Local Bodies by Naga Hoho, NGOs and civil society groups. After deliberations, the District Congress Committee Dimapur adopted two resolutions-(1) to support the call of Naga Hoho, NGOs and civic societies against holding elections to ULBs as it infringed on the rights and interests of Nagas provided under Article 371A of the Indian constitution; (2) District Congress Committee Dimapur however reserved its right to field candidates for the wards if the stat government proceeded with the decision to hold elections to Urban Local Bodies (ULBs). It may be mentioned that NPCC on December 27, 2016 had released the party’s manifesto with 17point objectives for the February 2017 general election to municipal councils and town councils.

Note ban may lead to temporary slowdown of economy: President New Delhi, Jan 5 (PTI): President Pranab Mukherjee today cautioned that poor cannot wait for long and they need to get succour “here and now”, in remarks that come against the backdrop of demonetisation which, he said, may lead to temporary slowdown of economy. In a New Year video address to Governors and Lt Governors, he noted that the recent package announced by the Prime Minister will provide some relief. “Demonetisation, while immobilising black money and fighting corruption, may lead to temporary slowdown of the economy. We all will have to be extra careful to alleviate the suffering of the poor which might become unavoidable for the expected progress in the long term,” Mukherjee said.
He said while he appreciates the thrust on transition from entitlement approach to an entrepreneurial one for poverty alleviation, he was “not too sure that the poor can wait that long.” “They (poor) need to get succour here and now, so that they can also participate actively in the national march towards a future devoid of hunger, unemployment and exploitation. The recent package announced by the Prime Minister will provide some relief,” he said. There will be elections in as many as seven states this year and the dates for elections in five of them have already been announced, the President said. “The conduct of free and fair elections has made our democracy one of the most vibrant in the world. Elections reflect the attitudes, values and beliefs
of the people towards their political environment,” he said. Cautioning about competitive populism, electoral rhetoric and vote bank politics during elections, Mukherjee said noisy debates can “deepen the faultlines in the society”. “Goodwill must prevail between different communities. At times, harmony may be put to test by vested interests. Communal tensions may rear their ugly head. Rule of law must form the sole basis of dealing with any such challenging situation,” the President said. Meanwhile, according to PRO Raj Bhavan Kohima, the Governor of Nagaland, PB Acharya, also joined and witnessed the video conferencing session from Raj Bhavan Kohima Nagaland.

Dimapur Municipal Council (DMC) with 23 wards, eight being reserved for women, witnessed 24 NPF candidates including eight women file their nominations papers. According to source, in DMC ward no. 22, two candidates were issued NPF tickets. Also, on January 5, one candidate from NPF party filed nomination for 11 wards in East Dimapur Town Council taking the total to 11. In Wokha district, for two town councils- 39 candidates filed nomination papers. Out of which, 25 candidates were men and 14 women. For Wokha town council, 12 candidates including five women filed nominations on NPF tickets, 13 BJP (5 women) and five (2 women) on Independent tickets. One of the women candidates filed her nomination papers in general category unreserved ward. For Bhandari town council, eight NPF party and a lone Independent filed nomination papers.

APO reiterates against filing nomination papers Dimapur, Jan 5 (NPN): Angami Public Organisation (APO) has reiterated that no person would be allowed to file nomination paper for the municipal elections until such time a mutual agreement protecting this right was reached. In a press release, APO president, Vilhusa Seleyi, cautioned that any Angami intending candidate who have filed or were planning to file their nomination would be penalized as per the APO resolution adopted. Meanwhile, the organisation clarified that it held no malice or have any intentions to suppress women’s rights and wished that women continue to be on a par with male counterpart holding equal respect in all areas and dimensions of Angami and Naga social order. APO affirmed its stand that the organisation opposed the “divisive policy” of the government to sabotage and derail the Article 371(A) of the Indian Constitution, which produced the Nagaland state through the 16 Point Agreement in 1960. APO affirmed that it stood committed to safeguard the protection of “our natural, customary and traditional right” that was brought through the sweat of “our brow shedding blood and tears decades upon decades.”

NTC against 33% women quota DIMAPUR, JAN 5 (NPN): Nagaland Tribes Council (NTC) has stated that the state government’s decision to hold urban local bodies (ULBs) election amidst strong people’s opposition was an ‘imposition’ that would never carry the people’s mandate. In a press release, NTC president Lendinoktang stated that women reservation was against time tested custom and tradition of the Nagas, adding that introducing it in Naga society would infringe the Article 371 A of the constitution, in which the Nagas of Nagaland were provided with full guarantee to govern as per their custom and tradition. Therefore, NTC stated that to uphold “our custom is our birth right” and also the constitutional obligation. It stated that no amount of justification would compensate the deprivation of “our rights and custom” at this moment. NTC suggested that the best option for the government to end the crisis was to review the “erroneous insertion of 33% women reservation” and conduct fresh election without reservation in the earliest.
DDGBA opposes ULBs elections
DIMAPUR, JAN 5 (NPN): Dimapur District GBs’ Association (DDGBA) on Thursday said its executives at a meeting held January 5, 2017 deliberated on the negative impact of reservation policy and expressed strong opposition to the 33% women reservation in the ensuing civic polls. In a press release, DDGBA president Tokuho Suhoi and general secretary Kineth Tsopoe said that the GBs as custodian of customary law and practice would not tolerate any process that was to affect Article 371 (A) and Naga customs and traditions. DDGBA stated that under the reservation, the rotation system without stability would bring more corruption among the representatives. It suggested that the present government should have concern over the sentiments of Nagas instead of using power that was bestowed upon by the public. Meanwhile, DDGBA affirmed that it would not allow 1998 general election system to repeat again.
Opposition grows against Indo-Myanmar border fencing ENPO, public oppose border fencing
DIMAPUR, JAN 5 (NPN): Eastern Nagaland People’s Organisation (ENPO) and its six federating tribal units have unanimously resolved to strongly oppose the ongoing (and proposed) construction of international border fencing along Indo-Myanmar border at Pangsha village (and length and breadth of Eastern Nagaland). In a press release, ENPO media cell stated that the resolution was adopted at a joint consultative meeting of ENPO and six tribal units CKS, KTC, KU, PPC, USLP and YTC on December 29, 2016 at Pangsha village. The resolution titled “The ENPO Pangsha Resolution” also affirmed that ENPO and its six tribal units would not allow movement of any organizations
and agencies across international boundaries through Eastern Nagaland without prior permission from ENPO, Konyak Union, Khiamniungan Tribal Council (KTC) and Yimchunger Tribal Council. Further, it was also resolved that ENPO, KTC and remaining five federating tribal units would jointly pursue the matter basing on the Memorandum submitted by KTC to the Prime Minister of India on December 12, 2016 through the chief secretary of Nagaland, and as requested to the Prime Minister of India by the chief minister of Nagaland and chief secretary of Nagaland for taking up the matter with the Myanmar counterpart in this regard. After the consultative meeting, the media cell said the ENPO public visited the spot and interacted with both Indian and Myanmar

NSCN(K) vows to protect Naga homeland
NSCN(K) has slammed the ongoing construction of the Indo-Myanmar international border fencing within the heart of Naga settlement at Pangsha village by a joint team of the Indian and Myanmar army anddescribed it as “ totally against the wishes of the Nagas” as they(Nagas) have not been consulted or were their consent acquired at any of the stages.
MIP of the NSCN(K) said the border fencing was to accentuate the 1953 Nehru-U Nu partition of Naga country to keep Nagas divided and permanently marginalised by instituting a physical barrier. In total contrast to the rapid globalisation taking place worldwide where physical and ideological barriers that have divided families and homes were being broken down; NSCN(K) said instead of making amends for “great injustice perpetrated on our people” India and Myanmar were resorting to another “despotic imposition of physical wall between the same families” that have lived side by side since ancient time. By “solidifying the imaginary borderline” running through the middle of one’s home and tearing apart the same family to two countries demonstrated
the “blatant disregard to the sentiments of the subjected people” that defied the very ideals of humanity, international peace and security which the two countries were trying to promote at the global arena, stated NSCN(K). Further NSCN(K) pointed out that the “relentless Indo-Myanmar policies and conspiracies to illegally divide and suppress the Nagas” proved was an antithesis resulting in resurgence of even the most dormant of Naga spirits and which contradicted with the regional peace and stability interests along the porous border regions and the S.E.Asia. NSCN(K) warned that the “passion and patriotic fervour of the Nagas across the border is running high” and could occur any moment. Therefore, it was not a mere obligation but a bounden duty for every Naga to rise to the occasion and
“reassert the rights which is inherent” said NSCN(K). The outfit further reiterated that it would explore every means whether peaceful or otherwise, “to thwart further forcible division of our homeland, homes and families in the hands of colonizing forces.”

Royim/ V Nagi) NNC/ GDRN (Kiumukam/Hetoi) NNC/NPGN) (Temjenyanger/Hozheto) has called upon the Naga people to “fight tooth and nail” against the attempt by the government of India and Myanmar to pursue border fencing along the “socalled international bor-
der.” In a joint statement, N. Kitovi Zhimomi, Ato Kilonser, GPRN/NSCN, convener, NNPGs working group; Wangtin Naga, president, NSCN (R), coconvener; V. Nagi, general secretary NNC (Parent Body) co-convener; Hozheto Chophy, Ato Kilonser, NNC/NPGN, co-convener and Hetoi Chophy, Ato Kilonser, NNC/GDRN, co-convener affirmed that the proposal for constructing fence along “artificial boundary” between India and Myanmar was “unacceptable” to Nagas. Speaking on the occasion, Nuklutoshi said, to be the future of the world “every student must be a responsible citizen, upholding the revered principles of our forefathers which is hard work, honesty and self-dependence”. DIMAPUR: A farewell programme in honor of the out-going deputy commissioner, Kohima, Rovilatuo Mor was held in DC conference hall Kohima on January 5. According to DIPR report, outgoing DC, Rovilatuo Mor, expressed his thanks and gratitude to the gathering for showing their respect and love by honoring him with their physical presence on the occasion. Sharing his excited experiences during his tenure, Rovilatuo felt that posting of SP and DC in a district deserved more seriousness and respect from the government as they shoulder the whole lot of responsibilities. Picto Shohe on January 5 graced the 40th general conference of Atoizu Range Students’ Union (ARSU) at Emlomi village as the chief guest. Speaking at the occasion, Er. Picto Shohe said, “I come here as a servant of the public and my aim is to develop Atoizu area” and appealed the public to come together and strive for uplift of the area. Er. NPF Mon distribute tickets for ULB elections DIMAPUR: NPF party tickets to 47 intending candidates of NPF Mon division were distributed in the presence of minister of RD & REPA, C. L. John and parliamentary secretary CAWD, Y. M. Yollow. Tickets were distributed to intending candidates from five town councils within Mon district, namely Tobu Town Council, Aboi Town Council, Mon Town Council, Tizit Town Council and Naginimora Town Council going for election on February 1. A press note from NPF Mon division secretary, Hongnaw H. A. Konyak stated that there were16 women in the fray, of which one from Tizit Town Council would be contesting in general seat and the rest from reserved seats provided under 33% per cent reservation for women. Speaker from US, Switzerland, Taiwan, Singapore and resource persons from the different parts of the country, parents and children delegates are part taking part in the festival which would culminate on January 7.
The first day started with a keynote address and introduction by the main speaker, while the worship team of KWC enthralled the festival with some of their worship songs. The topics covered on the first day by the main speaker and resource persons were “are you ready to follow, to be the new generation? “the plan of the salvation” “identity in Christ”, “Kingdom of God”, “how do bring up in a godly way”, “being an example to others”. The children were categorized into three groups,
13 years and above, 12-10 years and 9-7. The festival also witnessed workshop for the parents. More than 300 children are partaking in the festival, while more children were expected to take part in the festival on second and third day. ASER to release 11th annual status of education report DIMAPUR: ASER 2016 report would be released on January 18 at 10.30 a.m in India International Centre in New Delhi. The state reports would be made available simultaneously in every state. It would also be webcast at the same time (link available on asercentre.org). ASER 2016 focuses on schooling, basic reading and arithmetic and is the largest annual household survey in India that focuses on children’s learning. Non-bailable warrant against M’laya legislator in rape case Shillo n g, Ja n 5 (IANS): A court in Meghalaya on Wednesday issued non-bailable warrant against Independent legislator, Julius Dorphang, who has been accused of raping 14-year-old girl. Dorphang, a former rebel leader of the outlawed Hynniewtrep National Liberation Council and now supporting the Congress-led government, went into hiding after police registered a case against him. The district session court issued the non-bailable warrant against Dorphang after he failed to appear before the Investigating Officer, probing into the case, Public Prosecutor I.C.Jha told IANS. Among other things, Dorphang was charged under the Prevention of Immoral Trafficking Prevention Act. On Tuesday, two civil
society groups, including the powerful women’s group Civil Society Women’s Organisation, had asked police to issue a red alert for Dorphang. The groups also reiterated their demand for the resignation of Home Minister H.D.R. Lyngdoh after his son’s guest house was used for sexual exploitation. They also asked Assembly Speaker Abu Taher Mondal to take action against Dorphang, while asking Chief Minister Mukul Sangma to take full responsibility and ensure action against the two legislators who are members of the Meghalaya United Alliance government. Police have arrested five persons, which include three women pimps. A waitress at the Home Minister’s family-run guest house has also been arrested.

quor merchant Rajesh Jalan was arrested by the Assam Police’s CID last month. Jalan is infamous for excise duty and tax evasion, using other traders’ licenses for carrying on business and other illegal activities. Several complaints were lodged against him on different occasions, but he has led a charmed life, allegedly due to protection by the previous Congress government. After formation of the BJP-led government in the State, AGP legislator Phanibhusan Chowdhury sent a letter to the government, urging stern action against Jalan. Chowdhury’s letter was accompanied by several evidences of illegal activities by Jalan. Following Chowdhury’s letter, Chief Minister Sarbananda Sonowal directed State Excise minister Parimal Suklabaidya to look into the issue. Chowdhury alleged that Jalan has evaded approximately Rs 4,000 crore excise duty in the last 10 years. The AGP lawmaker also accused Jalan of illegally selling in Assam liquor made for Arunachal Pradesh and Nagaland. During the previous Congress government’s last days, Chowdhury raised the Jalan issue in the Assembly and demanded an enquiry against him, but no steps were taken.

Imphal, Jan 5 (PTI): A self-styled ‘captain’ of the outlawed United National Liberation Front (UNLF) was arrested on the eastern side of Top Khongnangkhong bridge in Manipur’s Imphal district, a police statement said today. The militant, arrested on Tuesday, was identified as Mangsatabam Gojendro alias Telheiba (45) from Luwangsangbam Makha Leikai of the same district, it added. He was arrested by a joint team of Imphal East District Police Commando and 21 Para (Special Force) during checking, the statement said.
Dimapur, Jan 5 (NPN): Professor Gangmumei Kamei, member, North Eastern Council (NEC), Ministry of DoNER passed away Thursday at the age of 77 in Imphal, Manipur. Professor Kamei was born in Imphal, Manipur on October 21, 1939. He was a historian and a writer and was a professor of history in Manipur University. The area of his specialization was regional history of Northeast India and history of Manipur. He wrote extensively on history, culture and contemporary issues of the region, stated NEC in a release. He was the president of the Northeast India History Association (NEIHA) in its Kohima session of 1986. He was also President of Manipur History Society. He was the coordinator of the Centre for Manipuri Studies and Tribal Research of Manipur University and in this capacity he guided a large number of research projects most of which were

Assam police begins survey of ‘char’ areas
(Churachandpur, Pherzawl (newly created) and Kangpokpi (newly created) districts in the first phase. Polling in the remaining 22 constituencies extending over ten districts, Thoubal, Kakching, Chandel, Tengnoupal, Ukhrul, Kamjong, Senapati, Tamenglong, Noney and Jiribam will take place in the second phase. G u wahat i , Ja n 5 (Agencies): Top bureaucrats and State Excise department officials were summoned by the CID, Assam Police over a tax evasion case (no. 54/15) registered against BG Bonded Warehouse in 2015. CID sources said two IAS officers, out of five who were summoned, appeared before the investigating agency for questioning related to the case. These two officials – former Excise commissioners Samsher Singh and Ahmed Hussain – were grilled for about four hours by the CID. Three other top officials of the Excise department, Ajoy Bayan, Amarendra Nath and Bijoy Das, couldn’t join the two officials in the CID head office for questioning, but they said they would cooperate with the CID in the case. Interestingly, the CID registered the case against BG Bonded Warehouse following a complaint made by Samsher Singh. Sources in the investigating agency further informed that evasion of excise duty and VAT to the tune of Rs 40 crore was found to have taken place in the case. “With progress in investigation, more details will come to light,” CID sources added. In relation to a case registered against the BG Bonded Warehouse, li-

Puducherry/New Delhi, Jan 5 (PTI): In an escalation of tense ties with the Congress government in Puducherry, Lt Governor Kiran Bedi today cancelled the order of Chief Minister V Narayanasamy banning the use of social media for official communication. Bedi, who was in Delhi for the past few days, posted a copy of her order on her personal Twitter handle declaring the government circular “null and void” with immediate effect on the ground that it was issued “in contravention of guidelines, rules and policies of the government”. “If Puducherry has to be a progressive Union Territory it cannot be retrograde in communications. Hence @CM_Puducherry’s order stands cancelled: @PMOIndia (sic),” she tweeted. Narayanasamy had issued the circular even as Bedi was pushing with her plan to promote WhatsApp communication by officials. The government circular dated January 2 had said the chief minister had directed
all the officers, heads of departments and employees of government-owned undertakings to immediately desist from using the social media such as Twitter, WhatsApp and Facebook. It had added that the servers of these multi-national companies were based outside the country. “Any foreign country can get access to these official communications and documents uploaded which is a violation of the Official Secrets Act and also against the guidelines issued by Union Information Technology Ministry,” it had said. Describing the order as retrogade, Bedi said it is against the clear-cut policy of the Central Government. “How can the Chief Minister take away the power of communication? That is why I have declared it null and void.” “I have met Union Home Minister Rajnath Singhji, IT and Communication Minister Ravi Shankar Prasad and Minister of State in the PMO Jitendra Singh and apprised them about the issue,” Bedi told PTI.
Bedi said Prasad also thinks it is a retrograde measure by the Chief Minister. “It is now up to the Centre to respond. I have left it to them. It is a major issue. How can a Chief Minister issue gag orders in times of open communication and free flow of ideas? “Government of India’s entire grievance redressal mechanism is based on open communication. So many ministries including the External Affairs Ministry is using social media so effectively,” she said. She had recently created a WhatsApp group for exchange of information and details of implementation of various government schemes. An Officer on Special Duty at Raj Nivas is the administrator of the group. The government’s circular was seen as a counter to Bedi suspending a Puducherry Civil Service officer for posting an “obscene” video clip on the WhatsApp group. Meanwhile, the Election Commission has stayed Bedi’s December 30 order suspending the Registrar of Cooperative Societies, AS Sivakumar, an official told PTI. Sivakumar was appointed by the EC as Electoral Registration Officer for three Assembly seats in Puducherry. Bedi in another round of tweets defended her order. “Why I cancelled CM Puducherry’s gag order. ‘Candidates must disclose their source of income’ New Delhi, Jan 5 (PTI): The Election Commission has told the Supreme Court that it must be made mandatory for the candidates to disclose their sources of income along with that of their spouse and dependents at the time of filing nomination to bring transparency in the election process. The poll panel also sought amendment in the Representation of the People Act to make sure that a candidate is disqualified not only when he has an existing contract with the government but also when any member of his family has a similar financial agreement. In an affidavit before the apex court, the EC said it is necessary for “healthier democracy” that voters get to know the sources of income of aspiring candidates and family members. Under the current law, a candidate is required to disclose details of assets and liabilities for self, spouse and three dependents in Form 26 while filing nomination paper but not the source of income. The submission came in response to a PIL filed by NGO Lok Prahri seeking the court’s direction to amend the Representation of the People Act to make it mandatory for candidates to disclose the sources of their income and that of their family members. The NGO has also sought a direction to the Centre to bring an amendment in the law to disqualify a lawmaker if he has a share or interest in a firm that enters into a business contract with the government or a public company.
EC asks Akhilesh, Mulayam to reply by Jan 9 NEW DELHI, Jan 5 (Agencies): The Election Commission, intervening in the dispute between Samajwadi Party camps led by Mulayam Singh Yadav and Akhilesh Yadav, has asked both to reply to each other’s petitions claiming to be the real party and staking claim to the symbol ‘cycle’ by January 9. “We have forwarded petitions received from delegations led by Mulayam Yadav and Ramgopal Yadav to the other side. They have been asked to file their replies by January 9 to arguments made in each other’s petitions. Though we have not specifically asked for signed affidavits from MPs, MLAs and MLCs supporting each camp, as is the norm, we expect them to file these along with their replies,” a senior
EC official told TOI. Sources said this is the first course of action taken by EC while deciding a dispute under the Election Symbols (Reservation and Allotment) Order, 1968. The Commission has given limited time to the two parties to prove their strength and counter each other’s claims to ‘cycle’ symbol, given that polls to five states including UP have already been announced. As notification for the first Phase of polling in UP will be issued as early as January 17, there is little time before EC to take a call on who can fight on the SP poll symbol or if it should be ‘frozen’ until after the polls. In the event of the latter, both factions may be alloted ad-hoc party names and a separate set of symbols.
Oppn demands budget after state polls
New Delhi, Jan 5 (IANS): Several opposition parties on Thursday approached the Election Commission seeking the Union Budget be deferred after March 8, until the assembly polls got over in five states. The Union Budget is scheduled for February 1, while the staggered polls in the five states are scheduled between February 4 and March 8. A delegation of opposition parties comprising of the Congress, Trinamool Congress, Janata Dal-United, Samajwadi Party, Bahujan Samaj Party, Rashtriya Janata Dal and the DMK met Chief Election Commissioner Nasim Zaidi and demanded that the Union Budget be presented only after March 8. “We told them that allowing the budget ahead of the polls gives an unfair advantage to the (BJP) government and how the exercise can be used to influence the voters,” Congress leader Ghulam Nabi Azad told the
media. The EC gave the opposition a patient hearing, he added. The budget is scheduled to be presented on February 1, days before Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur go to the polls to elect their state assemblies on different dates. Trinamool Congress Lok Sabha member Derek O’Brien hoped that the EC would address their concerns. “There is enough time to present the budget after March 8. That is the fair way to do it. Not only the EC has to be fair but it has to be seen to be fair. We are optimistic,” said O’Brien. The Bharatiya Janata Party (BJP), however, slammed the opposition over this. “The budget is a constitutional duty and not related to any one state. The presentation of the budget is not a sudden decision,” said Union Minister Mukhtar Abbas Naqvi. “The opposition par-
ties have gone bankrupt on issues. That is why they are trying to create an issue of a non-issue. The government has decided February 1 for budget presentation and irrespective of what the opposition says, it will be presented,” added Naqvi. BJP National Secretary Siddharth Nath Singh said the opposition to the budget only reflected the nervousness of the Congress and the Samajwadi Party. “The budget is a constitutional mandate and has no bearing with elections. Every now and then we have elections... You don’t postpone a budget for that,” Singh added. The opposition parties earlier submitted a memorandum to President Pranab Mukherjee and the EC, requesting the Union Budget be deferred. Zaidi on Wednesday said the EC has received the memorandum and said the poll panel was examining it and would “take a call on it in due course”.

Sheopur (Madhya Pradesh), Jan 5 (IANS): Out shopping with some money he managed to withdraw from his bank in this Madhya Pradesh district, a farmer was shocked when shopkeepers returned the Rs 2,000 note saying it was a fake since it had no picture of Mahatma Gandhi on it. However, the State Bank of India branch, from where Lakshman Meena had withdrawn the money, on Thursday said they had changed the notes and attributed the faulty notes to a “printing mistake”. Meena and some other farmers from Bicchugavandi village had withdrawn money from a State Bank of India branch in Baroda town on Tuesday. He had chosen to take out Rs 6,000 and received three notes of Rs 2,000 each. On Wednesday, when Meena went out to buy groceries, he was told that the notes do not have the picture of Gandhi and can be fake. A worried Meena went back to the bank with all haste. “The notes with missing Gandhi were taken back and exchanged for new ones. They were not fake but printing mistake,” SBI bank official Aakash Srivastav told IANS on Thursday. According to sources, the amount was received from SBI’s Sheopur branch chest in bundles of Rs 2,000 in which there were other notes as well with printing issues, because of which the bundle is being sent back to the branch. It is not yet known how many others have received such notes.

Mayawati’s BSP releases first list of 100 candidates LUC K N OW, J a n 5 (Agencies): The Bahujan Samaj Party or BSP released its first list of 100 candidates for the Uttar Pradesh assembly polls today. The party headed by Ms Mayawati - a heavyweight in the state with a huge Dalit votebank is hoping to win big in the assembly elections in the state will be held in 7 phases from February 11. The party won 80 seats in 2012. Today’s BSP list released by Ms Mayawati includes 34 Muslims. Prominent among them are Nawab Qazim Ali Khan, who is being fielded from Rampur, Ali Yusuf Ali from Chamaruwa, Mohammad Islam Khan from Gunnaur and Syyeda Begum from Budhana from Muzaffarnagar. Polling to pick a new 403-member assembly, the largest in the country, will end on March 8. The results will be declared on March 11. Following the government’s ban on 500 and 1000 rupee notes, meant to flush out black money and curb corruption, Prime Minister Narendra Modi recently took potshots at Mayawati’s BSP, calling it a party flapping to deposit its ill-gotten wealth in bank accounts in his address in Lucknow. Sources in the Enforcement Directorate said around 104 crores were deposited in a Union Bank account belonging to the BSP in the seven weeks since the government’s ban on the high denomination 500 and 1,000-rupee notes on November 8.

Govt’s pet hound
W
hen the CBI nabbed TMC parliamentarian Sudip Bandopadhyay, a part of West Bengal Chief Minister Mamata Banerjee’s core group, after arresting another party MP, it almost confirmed the deepening suspicion that the ‘caged parrot’ under the then UPA has become a ‘caged pet’ of the BJP government. The CBI’s handling of past and present cases involving politicians suggests that the law can be applied differently as the situation demands and that those in power indeed call the shots. The Saradha scam including Rose Valley scam emanated in West Bengal and it has the potential of becoming one of the largest ever cheating scams in decades. The lid blew over during the UPA rule but somehow the lengthening shadows around the TMC and its supremo Mamata Banerjee did not advance further to investigation and preliminary questioning of alleged accused persons. After the Modi government took over the CBI did not find fit to open the case since 2014. This leads to question as to whether the TMC and its chief were given the benefit of doubt because the party supported GST and other decisions of the Modi government? This became too coincidental when the CBI went for the jugular after Mamata reneged on her earlier backing for the GST and then went all out against demonetisation. Incidentally, Nitish Kumar of the JDU who was seen as an able ally of any possible pre-poll tie up for the 2019 Lok Sabha elections, broke ranks and praised Modi and backed demonetistaion. It is undeniable that the CBI has been used by successive political parties ruling at the Centre to target political foes. However, when TMC cadres attacked BJP headquarters in Kolkata in revenge for the CBI’s action; it was perhaps the lowest point of politics. Mamata Banerjee cannot shirk away her responsibility in preventing her rampaging party members to take the law into their own hands. True that jailing of MPs of the TMC by the CBI gave vent to anger against the BJP since the party in power at the Centre controls the agency. However, there is also no justification on the part of the CBI to merely do the bidding of its master when the fact remains that the caged pet couldn’t find the “money trail” of the Rose Valley Scam for the past three years. Several national newspapers have also raised serious questions of morality on the Central government regarding the recent hyper actions of the CBI. They maintain that the CBI’s recent flurry of corruption busting in high places was taking place just when the Supreme Court is examining the government’s attempt to evade established norms while trying to foist a CBI chief. The agency has been busy using its police powers to telling effect at the bidding of its masters such as sending retired Air Chief Marshal to jail and also taking MPs for questioning as part of investigation. The message is clear, that the CBI will get you when its masters decide who is to be on the radar. It is time that right thinking citizens take up the case in the form of PIL in the Supreme Court to ensure that the CBI acts within the bounds of fairness while pursuing cases against political foes.

There was no part of himself he would ever rely on again. Post-mortem Women reservation – a logical perspective
lose your eyes, picture the faces of your friends and relatives who are doctors, engineers, IAS, cleared UPSC, SSC etc and have become elites in the society, some of who have contributed immensely to their own community and to the people of Nagaland. Now open your eyes and imagine an India where there is no ‘Reservation’ policy for ST’s and minorities. Most of the people you pictured in your mind will not be where they are today if there was no Reservation in this country. We Nagas will be considered hypocrites if we say that Nagas never enjoyed any form of reservation and never needed reservation to be collectively where we are today. What is reservation, why is it required? Reservation is only a temporary method which is introduced to create a balanced society; to achieve a sense of equilibrium, so that those who are less privileged are given a push to climb up to the level of the elite community. In reality, without reservation, only the affluent upper caste highly educated mainland Indians would be doctors, engineers and holding the top positions in the Government with no representation from minorities or ST’s like us. Ideally, we all want to promote merit but practically it is not possible in a country like India where there is a huge socio-educational difference among different communities, tribes and castes. We should accept the fact that because of Reservation, we the ST’s of Nagaland have largely been able to improve our socio-educational level. (‘Economic’ is not inserted because once socio-educational level is at par with the elite category, it depends on the individual to utilize his education to achieve economic progress). But we Nagas treat our women equally, why do they need reservation? If there are any capable women let them run for election in a fair manner under our unbiased Constitution. But why this has not happened in the past half a century? How many women MLA’s we had in the past fifty years? We had one lone lady MP in the last cen-

tury. Out of sixty legislators, how many women in the top decision making body of our State – The Nagaland Legislative Assembly? ZERO! This itself is a solid indicator which shows whether there is gender equilibrium in our decision making bodies. Even a small child will say, Yes women have almost nil representation in Politics - Policy/ Decision Making Bodies in the State. I have seen many people mention in debates on social media that we Nagas do not mistreat our women so they do not need Reservation. One must understand that this entire Reservation issue is about Women in Politics and not about the emotional or general ‘Treatment’ of women in our homes, society or women in administration/ bureaucracy(Officers). This issue is about the representation of women within the Political Space only such as Councils (Eg. Town/Village Councils) and Assemblies (Nagaland Legislative Assembly). What do we do in councils and assemblies? We make policies and political decisions for the ‘People’ and ‘People’ includes ‘Women’ and without listening to the voices of ‘Women’, any decision made only by ‘Men’ is not democratic. Even God made both ‘Men’ and ‘Woman’ as human beings, as ‘People’. So what to do now? How to push women into politics so that there is a justifiable democratic representation in Town Councils, NLA etc. One way to achieve this is to give them a temporary push. This push can be called ‘Reservation’. We give them a small chunk of our pie with 33% reservation, and we will still eat 67% of this pie, which makes us ‘men’ less greedy I suppose. Unlike very progressive States and nations where they have ample percentage of women in Decision Making Bodies without reservation, in one of the oldest States in India - Nagaland, we have NIL representation and this is a serious concern. Wo m e n h ave b e e n blessed with better aesthetic sense than men and I feel this is one among the several qualities in women which will prove to be very important in

We don’t bother to address ourselves as smart people, yet, we are gradually conceding this SMART’NESS to acidify us into DUMB’NESS. Every single day we are totally awed by the happenings around the world, and though we are remote to the things that might befall us yet as a rational being we are all curious to discern the next betide. The world is wrestling with countless unanswered questions. But in the midst of these entire uncertain enigmas do we initiate the space for “HOPE”- a hope that never lets us down. Is it possible there could be an ‘Imperishable Hope’ in this vast fuzzy cosmos? We all hope for something - we hope for peace when there is war, we hope for justice when there is injustice, we hope for a peaceful state when there is immense corruption, we hope
councils particularly Town Councils whose primary duty is to keep our towns and cities looking clean and beautiful! Men can be very functional in nature but women always bring out more meaning and sense to any project, program or for that matter anything in life. But women reservation is against Article 371(A)? Huh? Please show me where this is mentioned in Article 371(A)? I wish people read Article 371(A) before quoting and swearing by it. Our scholars point out that the framers of the Indian Constitution inserted the Sixth Schedule keeping in mind the aspirations of the tribal people that gives us the privilege to have Autonomous Regional/District Councils with power to make certain laws, judiciary powers in some cases, power to impose tax, regulations for trading by non-locals etc. It also has a provision in some cases where any Act of the Parliament or Legislation cannot be applicable in those areas where the autonomous councils are allowed to make laws. We Nagas settled for Article 371(A) which starts with a powerful word ‘NOTWITHSTANDING’ anything in this Constitution which gives Article 371(A) supremacy over other provisions in the Indian Constitution but not the freedom to do anything we want to that would infringe upon the most supreme Fundamental Rights. But where in Article 371(A) is it written that it is against Naga customary law to have women in policy/ decision making councils and assemblies? We all know that just like the British Law, Naga Customary Law isn’t codified (Written Law). Naga customary law is based on the verdict of the custodians of this law who decides based on his state of mind at the moment of delivering the verdict/decision. Hence, with multiple customary judges with different personality, state of mind, level of education and wisdom, it is impossible align to a standard law applicable to the entire State of Nagaland. Imperishable hope
for a blissful future, we hope for a broken relationship to reunite again, and the list goes on!! Let’s not disagree on the fact that ‘we hope’ because that’s universal. However, these are the ‘hope’ I suppose that would eventually fade away the moment its purpose is realized. I am not in any way declaring that they are futile because I am fully aware that it has gladdened many to press on in their hard times. But these are the hope that keeps on changing with the change of time. And so my question is, could there be one absolute hope? And to this, an idealist will say that we can hope for something as long as we are focusing on the conscious reasoning of the mind. Pragmatist would say that we can do so, as long as it can be experienced. An existentialist would say we are who we decide we are because individual standards rather than external standards are central therefore; it would be an ignorant on our part to give a space for an absolute hope. While an atheist would say the notion of an ‘absolute hope’ is baseless and petty. But I conclude we are missing something massive here, if we posit that we all ‘hope’ then we must go back to the starting point, and it is this, where did HOPE come from in the first place. Hope is a feeling of expectation and a desire for a particular thing to happen, it is a feeling of trust. If that is so then may I deduce that it must be something that can exist devoid of our ideas; and I believe everybody will tally with me on this, because hope is something which is not yet touched but we all trust when we say ‘I hope.’ Whom do we trust then? Is it our ideas, experiences? Who
our indigenous people based on rationality, wisdom and precedence. Should we oppose or push for women reservation? After intense debates with the best intellectual minds both online and offline, the real truth behind ‘Why’ our honourable apex bodies and organizations are so aggressively opposing women reservation has become doubtful and unclear to most Nagas like me who seek the truth based on facts and logic without making our conclusions based on propaganda, conspiracies or assumptions. Some people have mentioned that it is because of money that these ULB elections are being rushed but without unveiling the details and facts of which individuals or groups have siphoned which funds directly. Come on! If there is a truth, speak it out frankly with confidence! It would be immature and rather foolish on our parts to believe in vague unclear statements because if there is any truth, it there is any doubt then only half of it is revealed. Anything hidden from public is hidden because of vested interest. Let us learn to respect and trust those leaders who are honest. It is time we Nagas stop believing in half truths, assumptions, conspiracies and propaganda, but become wiser by believing in the complete truth because only the TRUTH CAN SET YOU FREE! Trying to use Article 371(A) to shield the real intentions and the truth is being felt by many. Be man enough to call spade a spade using real facts and figures then you will earn the complete trust from the people as a true leader. So do we need reservation for women in politics? Whether reservation or other methods are the best solutions devised to achieve a sense of equilibrium in society might still be debatable but the simple truth is that Reservation has definitely helped Nagas speed up our socio-educational progress to where we are today. We need capable ‘Women’ to ‘Assist’ us in building the Nagaland of our dreams in our generation at least. Even if Women Reservation is implemented in Nagaland, as long as it
can say trust is petty? I suppose none. If ‘hope’ is simply about our ideas and experiences then the hope for justice of more than six million people who were exterminated in a gas chamber during the Holocaust just because of one person’s fanciful desire is meaningless; it is frivolous because their hope ends the moment the gas button is pressed, and they take their last breath. But that is not so. Their hope remains alive even after their death and I believe their cry for justice will be compensated someday. What is the intent of reciting “the Lord is my Shepherd…” by a soldier as he exhales his last breath if hope is not something external? So it all boils down to this, is there one true perfect God who created heavens and the earth and everything in it, who is in control of everything, and in whom the ultimate hope ascribes? As a Christian, may I dare to say that indeed there is one true God who is from the beginning, who is eternal, who created heavens and the earth, and therefore is in control of everything in it. C.S. Lewis brilliantly puts it this way, “If the whole Universe has no meaning, we should never have found out that it has no meaning: just as, if there were no light in the Universe and therefore no creature with eyes, we should never know it was dark. Dark would be without meaning.” Who gives the meaning to the meaning then? We are a created being and we all know that any created thing is created by the creator with a purpose and therefore it is meaningful. Though we have every liberty to employ our intellect to reckon ‘how, when, what and where’ about the designed watch, how-

Reservation is temporary because once an assessment is carried out maybe every 20 years using facts and figures to assess whether a state of socioeducational equilibrium is achieved then only we can conclude that the purpose of reservation is been achieved and may be discontinued. What would take 200 years or maybe 4 generations for a certain community to reach the level of a more advanced community, Reservation seeks to achieve this equilibrium within a shorter period, hence Reservation is a form of social acceleration for the lesser privileged community/gender. God made women to be beside men and build our home and family together, not to be under us and be oppressed. We as a Christian State would become worse than radical Muslim States if we do not give women even a small voice to speak her heart and mind in our decision making bodies. As per Naga customs prevalent 200 years back, maybe the value of women was much lower than what it is today. But times change and customs need change with time to become more relevant without becoming obsolete, regressive or narrow minded in nature. The customs applicable to women 200 years ago during the times of our ancestors cannot be applicable to women today. Women have immensely contributed not just to the family but to the society and nation as well. It is time we also give a little push and encourage more women to participate in our top policy/decision making bodies. How can only ‘men’ build beautiful, progressive towns and cities alone? We
ever it is when the watchmaker reveal himself to us, only then we will know ‘why’ the watch was made in the first place. Our life though ragged as it may look like, a broken world with massive injustice, but it is still meaningful, there is still hope. “For I know the plans I have for you, declares the Lord, plans to prosper you and not to harm you, plans to give you hope and a future” (Jeremiah 29:11). Nothing but the word of God (the God of the Bible) invigorates me that Hope cannot be fully perceived by our intellect alone, on the other hand I am convinced that it can be explained only by the giver of hope, and if God is saying he has a plan to give us hope then it is plausible we square that He must be the giver of hope, and therefore ultimate hope lies in Him. May I suggest we seek Him and renew our responsibilities diligently! There is no stopping for us to use our mind and intellect to respond to all the mysteries of life, but I am convinced that the ultimate solution is at His disposal. “And God will wipe away every tears from their eyes; there shall be no more death, nor sorrow, nor crying. There shall be no more pain, for the former things have passed away” (Revelation 21:4). Why don’t we try Him first? After all if He is truly who He said He is, then it is fitting we sincerely hear what He has to say to us. May the One who give us hope and makes it meaningful bestow His blessings upon us to live life that is meaningful and full of hope. Happy New Year. It is time our education system create not only literate people but educated beings who can become enlightened souls to lead our Naga society with truth, vision and wisdom driven by strong will power and assertiveness. For fifty years, men have ruled our Government with no women in the Nagaland Legislative Assembly and please accept the fact that Nagaland is still acting like 50 year old spoiled brat depending on his parents for pocket money. While seeing on daily newspaper about the write up in connection with 33% women reservation by the Govt., NGOs, Tribal Hoho, Naga Mother Association and Village Council etc. I Shri. T.L Angami the founder, president and sr. advisor of GBFN and also the strongest protector of the Naga traditional rights would like to blow my referee for the final decision against the issue as follows: According to Naga Customary Law and its practices, there was no game of competition between the men and women and there is no system of sharing properties. According to the purpose of the Almighty God, He created a man and woman under the sky and blessed them with all the wonderful thing he had created under the universe and allowed them to subdue all over the world. Almighty God further allowed them (Adam & Eve) to enjoy the whole thing He had created under the sky and authorized them to rule as owner. He created man and women in His own image where as women were created as weaker sex which can be noticed through her high tone voice but ask them to help each other as husband and wife. And as such, Eve must never fight or try to overpower her husband. Moreover, the Nagas though men or women as we have become Christian, we should not live by the name of Christ alone but in principle too. And as such, Eve/women should not try to overpower Adam/men or should not try to play any competition game with her partner. Therefore, as for the purpose of God Eve must comes to the house of Adam without any cost or competition. Let Eve comes to the house of Adam in the system as nominee from Council level, tribal level or district level with equal voting rights to help her partner amicably. CBI wants me to implicate Kejriwal, says ex-aide
New Delhi, Jan 5 (IANS): Delhi Chief Minister Arvind Kejriwal’s former Principal Secretary on Thursday said he had sought voluntary retirement after alleging harassment by the CBI. Rajendra Kumar alleged that the Central Bureau of Investigation was pressurizing him to implicate the Chief Minister in the alleged wrongdoing he (Kumar) is accused of. The CBI denied the allegations as “absolutely baseless”. Reacting to Kumar’s statement, Aam Aadmi Par ty leader Kejriwal tweeted: “CBI raids my office, pressurizes officer to implicate me... Why are you so scared of us, (Prime Minister Narendra) Modiji? Chill.” A sombre Kumar told reporters outside his residence: “I tender my voluntary retirement (VRS) request to the government from the services. “It was a very difficult decision and I have taken (it) with a very heavy heart... There are many

other ways to work for public welfare and I will seek those.” He said that despite coming from a very poor family, the government gave him an opportunity to study in a prestigious school and also let him serve in the government for 27 years. “I am obliged for that.” A 1989-batch IAS officer of Arunachal PradeshGoa-Mizoram and Union Territory cadre, Kumar was accused of abusing his official position in awarding Delhi government contracts worth Rs 9.5 crore to private firms during 20072014 when the Congress ruled Delhi. “I will stay in the public service forever till my last breath that is my determination,” Kumar said. “And no hurdle can distract me.” Asked if the CBI pressurised him to name Kejriwal in the case, Kumar said: “Whatever I have said is the exact truth and I stand by it. “I have already written in my VRS the main
aim of the government (whichever it may be) was to put pressure on me to incriminate certain people, including Chief Minister Kejriwal,” he added. A CBI statement said: “The allegation, which incidentally has come up after filing the chargesheet, that witnesses and accused were threatened by CBI officers to implicate a political functionary is absolutely baseless and denied.” The allegations against Kumar were made by a former Delhi government official, Ashish Joshi, after he fell foul of the Kejriwal government that took office in February 2015. Joshi had alleged that Kumar misused his position to award government contacts to private firms when he was with departments of education, IT and Health. Kumar was arrested on July 4, 2016. The case hit national headlines after Kejriwal alleged that the CBI raided his office in December 2015. The CBI denied
intruding into Kejriwal’s office and said it was looking for evidence against Kumar. After remaining in custody for 23 days, Kumar was granted bail on July 26. He has consistently denied the accusations against him. According to CBI officials, Kumar, as chairman of Delhi Transco Ltd, allegedly facilitated a contract worth Rs 40.16 lakh to Endeavour Systems to develop a comprehensive management information system in 2009 without going through any tendering process. As Secretary in the health and family welfare department of the Delhi government, Kumar also allegedly awarded a Rs 2.43 crore manpower project to Endeavour Systems in November 2010. Similar allegations were made against him in other areas as well. Kejriwal has always maintained that the CBI raid on his office was meant to target him and not Kumar.

New Delhi, Jan 5 (PTI): Marching forward for the third straight day, gold prices today surged by another Rs 180 to a nearly month high of Rs 28,730 per 10 grams, in line with a firming trend overseas amid increased buying by local jewellers. Silver followed suit and advanced by Rs 350 to Rs 40,600 per kg due to increased offtake by industrial units and coin makers. Traders said sentiment took a turn for the better after gold advanced to its highest level in four weeks in global markets as the US dollar retreated from a 14-year peak hit earlier this week, which kept the precious metals higher. Globally, gold rose 0.9 per cent to USD 1,173.51 per ounce, the highest level in almost a month in Singapore. Mumbai, Jan 5 (PTI): Putting to rest speculation on quantum of scrapped notes deposited in banks and post offices, the RBI today said it is reconciling invalid currency to physical balance and will release the numbers at the earliest. The Reserve Bank’s clarification on the Specified Bank Notes (old Rs 500/1,000) comes in the backdrop of various reports estimating that over 95 per cent of the defunct notes have been returned till December 30, the last date for depositing the old high denomination currency. “There had been various estimates on SBNs tendered in certain sections. We would like to clarify that the periodical SBN figures released by us were based on aggregation of accounting entries done at the large number of Currency Chests all over the country,” the RBI said. Now that the demonetisation scheme has come to an end on December 30, the RBI said the figures would need to be reconciled with the physical cash balances to eliminate accounting errors/ possible double counts. “The RBI has already initiated this process and till this is completed any estimate may not indicate the actual numbers of the SBNs that have been re-

LO N D O N, JA N 5 (AGENCIES): British government will appoint senior diplomat Tim Barrow as its new ambassador to the European Union (EU), the media reported. The decision to name a new ambassador to the EU has come one day after his predecessor decided to step down in a surprising manner, Xinhua news agency reported citing the British media on Wednesday. Barrow, Britain’s former ambassador to Moscow, is expected to play a key role in Britain’s Brexit negotiations, replacing the outgoing European Union Ambassador Ivan Rogers. The British government on Tuesday confirmed Rogers had quit his job but gave no reasons for the move. The sudden resignation came just weeks after Rogers was accused of damaging the Britain’s
Tim Barrow Brexit negotiations. Rogers had warned that it would take a decade to forge a new trade deal with Europe, saying that was the view of the other 27 member states with the bloc. Political commentators said the relationship between Rogers and the government had become strained over the grim warning of a prolonged Brexit.
19 militants killed in Afghanistan KABUL, JAN 5 (AGENCIES): Afghan security forces have killed at least 19 militants in fresh military operations across the wartorn country, the Defence Ministry said on Thursday. According to a statement, the operations began on Wednesday in 18 of 34 Afghan provinces. “In one operation, the Afghan air force struck the enemies’ positions, killing five Taliban militants and destroyed two vehicles in Maruf district, southern Kandahar province,” Xinhua news agency said, quoting the ministry statement. Ten insurgents, including two foreigners, were killed and nine wounded during a cleanup operation along a highway connecting southern Helmand province with the neighbouring western Nimroz province, the statement said. It said the security forces also found and defused 20 landmines and Improvised Explosive Devices (IEDs) there.

Berlin, JAN 5: Germany’s Baltic coast has been hit by the worst storm surge in 10 years, with citizens on Thursday waking up to flooding and damage as weather conditions exceeded forecasts. Images on social media showed a storm flood barrier being closed in Greifswald and a flooded
fish market in Hamburg, both in northern Germany, and snow storms hitting Dresden in the east, Efe news reported. “It was the worst storm surge since 2006,” an official of the Federal Maritime and Hydrographic Agency (BSH) said. The water level would
remain, in many parts of the nation, one metre higher than the normal level, he said. Some of the flood waters had started to subside but in the cities of Lubeck and Wismar levels were 1.39m and 1.43m above the normal measurements, according to
the BSH. The cities most affected by the storm included Kiel, Rostock, Warnemunde, Flensburg, Eckernförde and the islands of Rugen and Usedom. Many residents had taken precautions and prepared their houses properly with authorities providing

Park, whose presidential powers have been suspended pending a court decision, was asked to testify after she skipped the first formal hearing on Tuesday, Yonhap News Agency reported. is spearheaded by young artistes, entrepreneurs, social workers and visionaries who have a desire to impact society through educating and mentoring underprivileged children. The concert is in association with Hope Centre for Excellence, a premier music and performing arts institute in Nagaland. Committee to frame National Sports Development Code formed New Delhi, Jan 5 (IANS): The Sports Ministry on Thursday constituted a nine-member committee to make recommendations for bringing out a comprehensive National Sports Development Code across sports disciplines. Sports Secretary Injeti Srinivas will chair t h e c o m m i t t e e, w h i c h includes the likes of Beijing Olympics gold medallist shooter Abhinav Bindra, Olympian Anju Bobby
George, legendary shuttler Prakash Padukone among others. The other members of the committee include International Hockey Federation (FIH) President Narinder Batra, athletics coach Bishweshwar Nandi, lawyer Nandan Kamath and senior sports journalist Vijay Lokpally. “The terms of reference of the committee are to identify basic universal principles of ethics and
good governance based on the International Olympic Committee (IOC) Charter international best practices, draft National Sports Development Bill, National Sports Development Code of 2011, Supreme Court and High Court judgments,” the ministr y said in a statement. Joint Secretary (Sports) Onkar Kedia will team up as member secretary of the committee, which was asked to submit its report within
a month. The committee was tasked to study and identify the existing sports governance frame work, issues pertaining to good gover nance in administration of sports in the country and to make specific recommendations for bringing out a c o m p r e h e n s ive S p o r t s Code to address the issues of governance pertaining to the National Olympic Committee and National Sports Federations.

Chasing a stiff 507, the visitors fell prey to young pacer Kasigo Rabada’s devastating spell of 6/55 as the Sri Lankan second innings folded for a meagre 224 on the penultimate day of the match. Resuming the day at 130/4, the visitors lost Dinesh Chandimal (30) and Upul Tharanga (12) a few overs into the day’s play, which triggered a lowerorder collapse. Man of the Match Rabada spearheaded the attack, dismissing Chandimal (30), caught by Stephen Cook at short leg, to break the fifth wicket stand of 75 that was the hope for Lankan survival. In October, the CAS cut the term of Sharapova’s suspension, allowing the tennis star to perform at official sport events from April 26, 2017.
