KOHIMA, JAN 6 (NPN): Nagaland chief minister T. R. Zeliang on Friday commissioned the first National Information Infrastructure (NII) pilot project of the country at secretariat conference hall, Kohima. Under the project every recognized village in Peren district has been provided with three high speed broadband internet connections, Zeliang said while congratulating the department of IT&C for putting the state in the forefront of e-governance despite with a limited budget. “The department topped the list and placing the state on national map of e-governance and this deserved to be applauded”, Zeliang said. He also mooted for such similar for such facilities in every district in the state. The chief minister also urged the people and the department to encourage IT and use of Aadhar card to bring transparency and make it easier for the people to avail central schemes.
Ao Senden to implement excommunication D imap u r , J an 6 (NPN): Ao Senden has decided to initiate action against any Ao citizen(s) who had filed nomination papers for the civic polls by excommunicating them from the tribe whether in Mokokchung district or other district(s). This was disclosed by Senden officials while talking to media persons after the end of the day-long enforcement of the vigil at the DC’s office Mokokchung district Friday. Senden Official said action would be implemented after January 17,2017 when date for withdrawal of nomination will be over. Senden will also continue to enforce vigil in the DC’s office till the last date for filing of nomination(January 7,2017). There was no report of any incident during the Senden vigil in and around the office. Zeliang further thanked the ministry of IT, central government for giving due recognition to IT related activities in the state of Nagaland. He hoped that the younger generation will make good use of this technology and will become not only better individuals but also contribute more to national building. The chief minister also had video conference with DC and other officers of Peren district at the launching
programme. In his speech, minister IT&C P.Paiwang Konyak said that the department next move was to make Nagaland the next IT hub in South East Asia. And to achieve this, the department has taken up various initiatives to meet the challenges in IT and eGovernance sector. With the commissioning of first NII pilot project in the state, the minister expressed confidence that the state of Nagaland is now well on its way to become
the next IT hub of south East Asia. The minister also informed that Nagaland is now ranked among the top one in e-district mission mode project along with six other states in the country. Joint secretary ministry of Electronics & IT GoI Sanjiv Mittal IAS, in his address said the pilot project on NII was presently implemented in one district each in six other States. However, he said Nagaland has earned the distinction
of being the first state to be ready with the necessary ICT infrastructure and to have it operationalised. The project in the State covered seven blocks, 89 Gram Panchayats (GPs) and 311 government offices till GPs in Peren district and the task of deploying infrastructure has been fully accomplished, Mittal informed. He informed that the BSNL towers have been utilised for mounting inwireless equipment for bank have connectivity and thanked the BSNL for their prompt cooperation and assistance. He was hopeful that the state would fully harness the infrastructure and deliver various services online at GPs level. Chief secretary Pankaj Kumar in his brief note informed that NII was a part of the Digital India Initiative that seeks to integrate the network and to provide high speed connectivity upto panchayat level. AYO total bandh from 7 am to 3.30 pm Effective in Kohima, Medziphema & Chumukedima

D I M A P UR , J A N 6 (NPN): Angami Youth Organisation (AYO) has called for a total bandh on Saturday(January 7) with effect from 7 a.m. to 3.30 p.m. to be stringently enforced in Kohima, Medziphema and Chumukedima municipalities. According to AYO the bandh has been called in view of the “volatile situation” that were developing out of the prevailing scenario. According to AYO, the bandh has been called and to be enforced in order to avoid any “unfortunate event on the final day of filing of nominations to the municipal elections.” AYO said it upheld the majority view and sentiments of Naga public and also reiterated the resolutions of the APO that any person(s) attempting to file nomination “shall be ostracised as outcast from society by way of excommunication.” It said even though nominations many have been filed in other districts headquarters, it will never allow the same to take
place in the above mentioned places. AYO has informed that the bandh would be fully restricted and applied on all business establishments, pedestrians and vehicular movements except for medical purposes, paramilitary forces, district administration. While expressing regrets for the inconvenience to the genral public, AYO also issued the advisory to the general public against taking any unnecessary risk. AYO also appealed to all volunteers to wear traditional dress during the bandh.
KVC lauds candidates
Kohima village council (KVC) expressed gratitude to all different political parties and intending candidates in complying with the “election boycott call” by Angami public organization (APO), KVC and various frontal organizations by not filing nominations till January 5. KVC media cell said that the inspiration of unity and cooperation has been observed in four districts where nomination was “nil”. It expressed grate-
fulness to Almighty God for protecting from ugly incidents and untoward situations that may have occurred during the three days of nominations filing process. Media cell further said that commitment to uphold the rights and dignity of the Nagas are firmed and requested the intending candidates to continue to cooperate, by not participating in the Urban Local Bodies elections with 33% women reservation. It further appealed for utmost cooperation in this present situation for better future so that the future of the coming up generations was not destroyed.

Angami Public Organisation (APO) has reaffirmed on its decision that it would not allow any person to file nomination paper for the municipal elections till such time a mutual agreement protecting this right is reached. In this regard, APO president Vilhusa Seleyi directed that “those who have filed their nominations are advised to immediately withdraw the same.”
Governor appeals to NH, APO 286 file nominations for civic polls in 23 towns Dimapur, Jan 6 (NPN): Nagaland Gover nor P.B.Acharya had immediately responded to the fervent plea from the women leaders under the aegis of the Joint Action Committee on Women Reservation (JACWR) to intervene in the prevailing situation where all apex tribe organisations have objected to the holding of the municipal and town council polls under 33% women reservation before resolving the matter. A Raj Bhavan communiqué, informed that the Governor invited Naga Hoho besides APO to discuss the issue. In the first meeting with Naga Hoho president P.Chuba Ozukum and federal secretary Elu Ndang, the Governor appealed to the Hoho and all others to “accommodate and understand the situation” and allow election to be held as any intimidation and threats and excommu-
nication were against the democratic spirit. The Governor maintained that 33% reservation in municipal/town council elections should be allowed to proceed as per the law and people should be “broad minded” and instead all should whole heartedly support it. In response NH president Chuba Ozukum informed the Governor that the Hoho executive has delegated respective tribal hohos to take decisions while suggesting that the state government also called on all tribal hohos for consultations and extend date for filing of nominations, in case it was possible under the Act. Since the date for filing nominations ends on January 7 the Governor appealed to all to abide by the rules and no untoward incident should take place. Border fencing unacceptable: NSCN (I-M) D I M A P UR , J A N 6 (NPN): Coming out strongly against what it described as the “so called construction of international border fencing in the heart of Naga homeland in eastern Nagaland between India and Myanmar”, the NSCN (I-M) on Friday asserted that the territory of Nagas was in existence since time immemorial even before the formation of union of India and Burma (Myanmar). NSCN (I-M) through its MIP stated that the “overnight constructions of Berlin Wall” in the middle of nowhere was an extremely evil expression and an attempt not only to further divide Nagas’ land but also to segregate their aged old tradition, customs, economy and social relationship. to the construction of border fencing in southern part of Nagalim, the NSCN (I-M) said that Naga people have their own territory, customs, tradition, dialect, culture, long history and distinctive identities. CMLOA reaffirms boycott Mon, Jan 6 (NPN): Chi and Mon Landowners Association (CMLOA) has rejected the assurance of the state government (demand would be resolve by April 30, 2017), instead reaffirmed to stick to its previous resolution to boycott the election to Mon Town Council (MTC). CMLOA said it appreciated the assurance of the government but since the issue remained unresolved for more than five decades, it was left with no option but to stick to its previous resolution. Meanwhile, CMLOA volunteers have been deployed at the entrance of the DC Office Mon since January 3 to prevent candidates from filing nominations. Legislators from Mon district- CL John, Thongwang and Pohwang have also reportedly met with the leaders of CMLOA and persuaded them to call off the boycott. (Correspondent)

Dimapur, Jan 6 (NPN): Central Nagaland Tribes Council (CNTC) along with its three Dimapur-based constituent units -- Ao Senso Telongjem Dimapur (ASTD), Lotha Hoho Dimapur (LHD) and Western Sumi Hoho (WSH) had a meeting on January 5, 2017at the Tourist Lodge Dimapur and formed a joint co-ordination committee (JCC) for the matter pertaining to the issue of the ULB elections and ongoing nomination of intending candidates. In a press release, media cell CNTC stated that the meeting appointed ASTD president Subu Jamir as convener, WSH president Zheshito Swu and LHD vice chairman Lichio Kithan as co-conveners, LHD general secretary Renbo Ngullie as secretary and Western Sumi Youth Front general secretary Pekingto Zhimo and Ao Senden member Ozen Aier as joint secretaries.

Kiphire CSOs agree to allow filing nominations Correspondent
Kiphire, Jan 6 (NPN): After through discussion, the civil society organizations (CSOs) in Kiphire on Friday have agreed to allow the intending candidates to file nominations for the ensuing Pungro town council election on the last date (January 7). H o w e ve r, a s p e r the bond, the candidates would have to withdraw the nomination anytime when asked to by Kiphire CSOs. The decision was taken at the meeting attended by United Sangtam Likhum Pumji (USLP), Eastern Sumi Hoho (ESH), Tikhir Tribal Council (TTC), GBs of Kiphire and the intending candidates on Friday. Earlier, the members of USLP, ESH and TTC

TUENSANG, JAN 6 (NPN): Tuensang Village Citizen Union (TVCU) has strongly reaffirmed its earlier resolution to boycott the civic poll under Tuensang district. President TVCU, H. Wongto in a press release maintained that if the government revoke the 33% women reservation and re-institute the taxation bill under Nagaland Municipal Act 2016, Tuensang Village Citizen Union strongly stand in protecting the Art. 371(A). Therefore, Tuensang Village Citizen Union stated the intending candidates of Tuensang territory “should understand our Naga right stand.” Tuensang Village Citizen Union further requested the intending candidates to adhere to the resolution adopted by the union and warned that individuals found violating the resolution would be asked to “quit” from Tuensang territory.

DIMAPUR: In an operation at Chumukedima Town on January 4, troops of 41 Assam Rifles (AR) along with police personnel apprehended one suspected NSCN (I-M) member identified as ‘razuo peyu’ Meren Jamir (41) of NSCN (IM). According to PRO IGAR (N), the operation was launched based on information regarding presence of an UG cadre carrying out extortion in Chumukedima Town. Five extortion slip allegedly signed by Yashi Jamir, supervisor, Chumuke-
dima Area, UT, NSCN/ GPRN was recovered from the possession of the suspected NSCN (I-M) member. In a similar operation on January 5 at Notun Basti, troops of 32 AR apprehended one alleged arms dealer identified as O. Meren Ao (39). (NP) Correspondent KOHIMA, JAN 6 (NPN): MLA Kuzholuzo Nienu on Friday urged upon the Naga youth to be agents of change instead of waiting for it saying they should strive for self-employment and become their own masters which would contribute to the overall economy of the state. Addressing at the one day seminar during the 58th General Session of Phek Students’ Union (PSU) at Phek village community hall as inaugural speaker, Azo lauded the villagers and students for initiating changes in the programme and systems of the conferences for conducting without chief guest where, only speakers and resource persons were invited to speak on career guidance and confidence building.
He challenged the students saying, ”if you can’t find a job, then create one yourself ” and added that the need of the hour for every young Naga was to become an employer and not an employee as one should no longer depend on the Government for employment. Azo highlighted that the private sector or entrepreneurship was the key
driver for job creation and can provide the best solution to the challenge of unemployment and poverty in the state. On the state’s rising unemployment crisis and the surging need for jobs and employment, Azo asserted that a solution would be impossible without help from the private sector. In his concluding remark, Azo called for a change in mindset saying one must abandon the mentality that life was all about securing a government job and encouraged the gathering to venture out from their comfort zones and aggressively seek entrepreneurship or the corporate world which promises scopes that are much bigger, broader and a much brighter future prospect. Earlier, the programme was chaired by Kuthovo.
DIMAPUR: “Battling Against the Wave,” a book penned by sixteen-year-old Lanunechetla Longchar was released on December 29 by Dimapur Government College (DGC) principal Akok Walling during Chungtia Students Union (CSU) platinum jubilee celebration. “Battling Against the Wave” takes readers through an influential journey. Much of the memoir explores how physical and spiritual warfare can severely impact a student, sometimes driving them towards compromising with their dreams and aspirations. The book gives an honest glimpse into how young people may silently face different struggles and how one can overcome them. The book would be available in Dimapur at OM Book Store and Modern Book Store, Crossword in Kohima, Eastern Book Depot and Connect in Mokokchung.

Demonetization: NPYC demands White Paper

KOHIMA, JAN 6 (NPN): Nagaland Pradesh Youth Congress (NPYC) demanded a ‘White Paper’ to expose the truth behind demonetization stating that demonetization policy was total flop since the system was placed without thorough consultation with the RBI. Addressing media persons this afternoon at Congress Bhavan NPYC president Vilhousielie Kenguruse also questioned the prime minister of India how much black money has been unearthed since November 8 2016, what was the loss of economy to the nation on account of demonetization, loss of jobs and livelihoods since the policy has been announced and how many lives have been lost due to demonetization. Also NPYC asked why the central government why it has not paid any compensation to the families of the deceased and what was the process of consultation and preparedness followed prior to the implementation of demonetization. Fur ther the NPYC queried why were experts, economists or the RBI not consulted before unleashing this draconian policy upon the people and wither the government place the names of all persons, institutions, and entities that deposited Rs.25 Lakh or more in bank accounts in the six months preceding the November 8 2016. NPYC also demanded that all restrictions on withdrawal of money be lifted with immediate effect and till the time these restrictions are in place, a special interest at the rate of 18% per annum should be given K

The youth wing has demanded that all charges on digital transactions should be abolished and that the rate of rations distributed under the PDS system should be halved for the period of a year under the provisions of Food Security Act. In addition to that NPYC demanded that a special one-time bonus of 20% should be provided over and above the MSP of all Rabi crops, Rs. 25,000 should be deposited in the account of a least one woman belonging to each BPL family as compensation for the immense suffering caused to women due to demonetization. Further, NPYC said the number of guaranteed work days and the wage rate under MGNREGA should be doubled for a period of one year and that the government should organize a special drive to identify and register all those who have lost jobs since November 8, 2016, and provide them compensation at the applicable minimum wage rate for a time period extending up to March 31 2017. NPYC stated that an Income Tax and Sales tax rebate of 50% should be given to small shopkeepers and businesses and that the Central government should compensate the State governments for the loss of revenue incurred on account of this exemption. The president also asked the state government to re-think over the policy since 90% of the state total population belong to rural areas and were not aware of the situation. IMPHAL, Jan 6: A sessions court on Friday pronounced Nongthombam Ajay, the son of former Congress minister and currently BJP leader N. Biren, guilty of the murder of a youth Irom Roger. The sentence hearing has been fixed on January 11. Irom Roger son of Irom Lokendro was allegedly shot dead after a road rage along the Tiddim road on March 20, 2012 during the Yaoshang festival at Ghari. “Accused Nongthonbam Ajay Meitei is convicted under section 304 Part-II of the IPC and under section 27 of the Arms Act,” the court of District and session Judge Imphal West, M Manjokumar Singh pronounced today. While pronouncing its verdict, the court directed the jail superintendent to produce the accused in the same court on January
11, the day on which the sentence hearing for the case fixed. The court also directed the Central Bureau of Investigation (CBI) investigating the case to hand over the accused to the Superintendent of Central Shajiwa Jail. CBI booked Ajay under IPC section concerning murder and arms act and after hearing to the charge-sheet submitted by the CBI, the district and session judge conducted the final hearing in the first week of December. Earlier, four other coaccused who were allegedly involved in the case have been discharged by an order of the same court in May 2012 on the ground that the charges submitted by the CBI before the court lacks sufficient evidence. Ajay, who was out on bail in the case, was present in the court while the court pronounced its verdict.

Look out notice issued by M’laya Police against MLA S h i llo ng, Jan 6 (PTI): The Meghalaya Police have issued a look out notice to nab absconding Independent legislator Julius Dorphang who was wanted in a sex racket involving a 14 year-old girl. The police have also requested their counterparts in neighbouring states to share information as a man-hunt has begun to nab the legislator who supports the ruling Congress. “We have issued a look out notice and we have also conducted raids in many places frequented by the man,” SP City Vivek Syiem told PTI. Several raids have been conducted within the state and even in Assam last evening, which turned futile, he said. A joint raid was conducted last evening by the state police along with Assam Police in Hatigaon area where the legislator frequented, but they did not find him there, a police officer who was part of the raid, said.Dorphang, who previously founded a militant organisation and surrendered in 2007, went into hiding after the
police booked him under section 366 (A) of the IPC and registered a case with section 3(a)/4 of the Protection of Children from Sexual Offences (POCSO) Act and under section 5 of the Immoral Trafficking Prevention Act. The sex racket came to light after an employee of a guest house owned by senior Congress leader and state Home Minister H D R Lyngdoh’s son was arrested for pimping the victim last month. The victim was rescued from near the guest house and brought to the police station where she named all those involved in the racket. Five of the eight people, including four women named in separate FIRs, have been arrested till date. On January 4, a local court issued a non-bailable arrest warrant against Dorphang, following which the man hunt began. Meanwhile, women activists here have demanded that the Chief Minister drop Lyngdoh from his cabinet to allow a free and fair trial.

Mamata seeks Modi’s ouster; ‘national govt’ under Advani
KOLKATA, JAN 6 (PTI): Locked in a bitter feud with the Centre over demonetisation, West Bengal Chief Minister Mamata Banerjee today sought resignation of Prime Minister Narendra Modi and mooted a “national government” headed by BJP veteran L K Advani, Finance Minister Arun Jaitley or Home Minister Rajnath Singh. The TMC supremo, who has declared an all out war against the Modi dispensation over demonetisation and arrest of her party MPs in chit fund scam, sought President Pranab Mukherjee’s intervention to “save the country from Narendra Modi”. “All opposition parties should forget their differences and come together to save the nation. “It’s high time the President intervened and saved the country. That person (Modi) can’t lead the nation. He should step down. There should be a national government,” she said, suggesting the names of Advani, Jaitley and Singh to replace Modi. She appreciated Mukherjee’s yesterday’s statement that demonetisation could lead to a temporary slowdown of the economy. “I have never seen such a vindictive government at the Centre. They are breaking age-old institutions like the Planning Commission and others. They are breaking the backbone of the government,”
Justice Katju tenders apology in apex court NEW DELHI, JAN 6 (PTI): Former Supreme Court judge Markandey Katju today tendered unconditional apology for contemptuous remarks in his blog to the apex court which was accepted by it and the contempt proceedings closed. The order was passed by a bench comprising Justices Ranjan Gogoi and U U Lalit which accepted the apology and decided to close the contempt proceedings against the former judge. “In view of the apology tendered, which has been verified, we close the instant contempt proceedings,” it said. Senior advocate Rajeev Dhawan, appearing for Justice Katju, read from the reply tendering the apology. Justice Katju was earlier granted exemption from personal appearance.

Trinamool Congress will launch a three-day nationwide agitation against Centre’s demonetisation exercise, party vice-president and MP Mukul Roy said today. All state units would be organising demonstrations against demonetisation from January 9 to 11 in various parts of the country and protests would be held in Assam too, Roy told reporters in Guwahati. In Assam, a demonstration would be held on January 11 as a part of the scheduled agitation. Several central party leaders were also scheduled to participate in the demonstration and address the protesters, he added. In a sudden move on November 8, the central government had announced to demonetise high-value currency notes.

MUMBAI, JAN 6 (PTI): In a stinging attack on the NDA Government over demonetisation, key ally Shiv Sena today described it as the “worst regime in 10,000 years” and said the BJP leaders are living in fool’s paradise to think that the exercise would eradicate black money after putting even women to great difficulty. Referring to the report of a woman removing her top clothes in angst in front of the RBI regional office in Delhi after failing to get a few junked notes exchanged, Sena said the plight of the hapless mother looked like a “government sponsored Nirbhaya tragedy.” “We want to ask the Chief Minister (of Maharashtra), whose side are you on; demonetisation or this helpless woman...If the government cannot see and understand the suffering of this woman, then such a
ruthless and deaf regime would not have been in existence in the last 10,000 years,” the Sena said in an editorial in party mouthpiece ‘Saamana’. “When a woman in distress sits on a street in Delhi and condemns the government, it is like government sponsored Nirbhaya tragedy,” it said. The Sena said the victim has brought out the stifled sufferings and anger of women on the streets. “If you term the act of this woman as nationalism, you need a Talibani doctor to treat your brains. verything that is happening in India and in the political arena does attract serious attention of right thinking and concerned Indian citizens who are not taken in by the high voltage and hype- managed news in all Indian media but who have reserve their God given right to objectively analyse the situation. The government’s effective counter-campaign in support of demonetisation vis-à-vis the rising resentment at the ground level from lakhs of ordinary citizens is unfortunate. The Indian media has show little stomach to stand firm in taking on government policies as corporate owners understand which side the bread is buttered. For whatever reasons, many people including non-NDA chief ministers like Nitish Kumar seriously believe that demonetisation is good as it is meant to crackdown on black money, terror funding and tax evasion etc. It is like the story in Panchatantra where a man trying to get rid of a crocodiles in a pond by draining out the water. The fishes in the pond were breathing 85% of reduced water but convinced themselves it was for their good and after new rain comes they would lived happily ever after. Unfortunately, the crocodiles were living comfortably in the land and were also waiting for the next rain. Modi’s sudden ban instantly meant that 86 percent of all the cash in circulation in India was no longer considered legal tender, which means that businesses could refuse to accept those bills as a form of payment. The Indian economy simply runs on cash, where it involved between 90 and 98 percent of all transactions in India. The government’s counterpropaganda just like the panchatantra effect appears to have worked where people in UP who will be going to elections, have overwhelmingly (70%) said demonetisation is good. While trying to win more support (give and take) it appears the those troublesome ones would be visited by the CBI or ED under the present environment that has shown the resurgence of the inspector raid raj. Why the media has not unleashed a vitriolic attack against the government as they did against the then UPA government Dr.Manmohan Singh? Is it because the Congress has the weakest propaganda machine and allowed itself to be painted as totally corrupt? The series of raids conducted under the guise of netting offenders, black money etc don’t hold much water since it appears that all the bad people are in the opposition and all the good are in the ruling. The opposition has failed to fight back and left to fend for themselves. It is advantage the Modi government. Next, the proposal to have the annual union budget( probably merged with the railway budget) from February 1,2017 is also questionable since elections would be held after few days in some states. Either due to lack of foresight or because of clever political calculations the Modi government has put the Election Commission in an inconvenient situation where it has been called upon to intervene and decide — for the first time —whether it can, and should, postpone a budget. Since the proposal is of recent origin and since the demonetisation effect needs to be reflected till after February 2017, it would serve the nation’s interest if the budget is presented by end of February 2017.

Nagas thinking capability reduced to 33% C onsidering that the DAN Government is now hellbent on conducting the ULB election with 33% women reservation at all cost, it is a futile exercise to be carrying out further discussion on the subject. Be that as it may...what needs to be said is being said with all sincerity for the sake of record. So here goes: It is a great pity that the ‘great’ Naga race has reached a refined level of professionalism in being able to multiply and compound our problems rather than solving them. The present Government seem to be in a great hurry when it should rationally be going slow and do just the opposite when it ought to be in a hurry to right certain wrongs within its management system. The opposition-less Chief Minister has been very wilfully proficient in confusing his Cabinet ‘colleagoose’ with ‘money talk’ advantages for ULB being put in place for future harvest and has successfully reduced their general thinking capability to 33% along with him. Reasoning has gone beyond salvage. The subject of women reservation ought not to be as complicated as it has been made out to be if we simply follow the chronological evolution of our past customary practices to that of the present. A clear dividing line between relevance and irrelevance emerges without confusion. Let us try and take a step at a time: 1. During the headhunting times of our ancestors, their most important subject would have centred on “survival” and “security” of the community. Physical prowess would have then been placed at its ultimate premium and women as the weaker sex, would have necessarily been out of tune or irrelevant within their prevalent circumstance. This however did not in any way imply that women were considered an unimportant part of the community. Let me roughly qualify the customary status of the importance women occupied during the headhunting era which also cannot necessarily be translated to that of an ‘equal status to men’ yet nevertheless a very important and indispensable part of the social hierarchy. Most tribes would customarily have their warriors honourably adorn themselves only with artefacts acquired by them in warfare or hunting...like the hornbill feathered headgear

and such like, magnifying the skill and valour of the wearer. Now all of us notice a small woven basket adorned with long hair hanging from the waistline as part of a warrior’s attire. In our ancestral parlance, that long hair literally represented the real scalps of women proudly being displayed. At the face value of hearing this, the taking of a woman’s head would immediately conjure up a picture of cowardice rather than bravery...but the reality would explain the significance of this honourable distinction. Women and children were the most protected beings of the community and the bravest of the accomplished brave warriors would stand guard for their protection at all trying times including the times of village invasion. Any enemy warrior able to breach this protective shield and get a woman’s scalp had to be extraordinarily talented. See the picture? If this does not also aptly describe the important status of women...what will? Women were left out from the Council of Elders not for any other reason of male chauvinistic discrimination but because a pastime such as ‘headhunting’ was obviously way out of their league by virtue of their physical limitation. Today we are not discussing headhunting. We are talking of “development and progress” which has more to do with brains than brawn. Therefore women are now absolutely relevant to join any kind of Council. The traditional custom or customary ‘law’ of our past is not only redundant but undesirable in the spheres of mankind’s common pursuit for happiness and progress. Our present circumstance therefore logically dictates the need for change of our customary law. Why fight the obvious? 2. This brings us to the question as to whether Article 371 (A), which pointedly provide adequate legal protection for our Customary Law and practices, is being violated or not? On the one hand, the simple logical argument that is bound to follow is that...if we go ahead with the 33% reservation of women in ULB election without amending our prevalent customary law...which has thus far given no space to women in any formal Council in the past...it rightly or wrongly is in contravention of the existing customary law without doubt. It therefore amounts to an arbitrary violation of our own customary law duly protected by
Article 371 A by our own shortsighted opposition-less Nagaland Legislative Assembly without due process of legal amendment of our customary law in question. Tomorrow our adversaries would get a valid point of argument to say that the first violation of our customary law did not happen with them but with ‘stupid us’ as the villains and they then will be at liberty to wilfully dilute the essence of Article 371 A when it suits their purpose. On the other hand, if we follow the rational route of FIRST amending our customary law that has become obsolete or out of tune with our present through customary amendment process by nobody else but our customary courts, the Constitutional empowerment of Article 371 A will remain as effective as it was meant to be. If this simple uncomplicated explanation is still not understood... God help us all! 3. I would sincerely believe it is within our control to reset the clock in order even at this late hour. Postpone the ULB election process for a while and have a collective coordinated dialogue with all the Tribal Apex Hohos along with the DB/VC Courts in tandem to first tackle and address the amendment requisites. One has no doubt that all our Apex Tribal Hohos, DB/VC Courts are manned by rational people who would respond to reason when honestly shared. Time will be involved for such a desired outcome but we would have paved a permanent road for all times to come unlike the present PWD roads. It will be worth the expenditure and the investment for all our future unlike the election expenditures of the present day contesting political candidates. Once this is done...going ahead with what must follow would usher in the real kind of reformation that Nagas sorely need. Why should a minuscule central funding for ULB become the stumbling block of our immediate thinking process that would endanger the ultimate Naga identity for all times? I feel that I am talking to the wind but I do believe in constructive thoughts being expressed and shared no matter what the outcome...so those in authority... please think about it! On 33% women reservation in Nagaland for ULB election
1. The series of events that have led to the present severe crisis in Nagaland due to the war like situation between the masses and the State Government for 33% women reservation in Nagaland under the leadership of Shri.T.R Zeliang Chief Minister of Nagaland and DAN Chairman Dr. Shurhozelie is most alarming and disturbing for entire Naga society and also for Naga political situation. 2. The undersigned, as a defender of Naga traditions, and up-keeper of Naga culture and heritage and also carrying the responsibility of age old profession through our organization, it has become imperative for me to make our stand clear through this statement. 3. We have seen in the local media that almost all sections of the people led by the civil societies and tribal hohos, organisations like Naga Hoho, ENPO, NTC, NCD, APO, Ao Seden etc are against the conduct of municipal elections for town councils and implementation of women’s reservation and everyone, except few people in the Nagaland DAN Government and the Cabinet, are of the view that implementation of municipal elections and women reservation would impinge upon Article 371(A) of the Constitution of India. Therefore all mass based organisations have appealed to the Government to withhold the elections and not implement the women’s reservations within the Naga inhabited areas. 4. However, the DAN Government has gone ahead with assembly resolution and issued notifications for elections and women’s reservations despite the mass majority of the Nagas appealing to the government not to do so. This has created a war like situation. Democracy has been murdered and the so called people’s government is no longer true if the DAN Government fail to accept the reasonable demands of Nagas in Nagaland. 5. The stand of the tribal hohos and mass based organisations is quite clear. Any person who supports the elections or participates in the elections should be declared as anti-Naga. They are to be excommunicated by their respective tribes which would have gone against the wishes of the Naga people. Even the present Government is already considered as anti-Naga
as it has gone totally against the traditional rights of Nagas. 6. We all know that Article 371(A) of the Constitution of India which provides special protection and ensures privileges to the Naga people has been achieved and won with immense suffering and sacrifice by all Nagas. Anybody who does anything to impinge and negatively impact this provision is definitely anti-Naga and the Naga people will never forgive them or even their future generations for all times to come. This should be noted by one and all. 7. Therefore, since the DAN Government is already considered anti-Naga, we appeal to those misled probable candidates who have filed nominations to immediately withdraw their nominations before the last date of withdrawal or else Naga will never forgive them and their future generations. 8. The case of municipal elections and women’s reservations has been heard by the Supreme Court on 18 occasions and previous Advocate General and Additional AG of the State had advised the State and pleaded with the court that this will infringe upon Article 371(A) which even the common person knows. But right now the present DAN Government and the Chief Minister is obviously ill advised and is leading the people and the State towards disaster. 9. It is necessary to appreciate the tribal hohos and the civil societies who have gone out of way to protect the interest of the Nagas by organizing movement to stop betrayers from filing nominations. All the volunteers and participants in the movement need to be appreciated. As for the DAN Government, they seem determined to conduct the elections just for the benefit of getting funds and money from Delhi. So we must question, if the special privileges and protection of the Naga people and all the sacrifices made by the Nagas especially the national workers are more important or getting money for the DAN Government is more important .In this connection I have already blown my referee to all sections of Nagas as well as the Government not to go for ULB election in Nagaland. Economic blockade in Manipur: Symptom or disease
he present economic blockade launched by the United Naga Council (UNC) in Manipur since the first of November 2016 has received wide attention in the media. However, many writings were concentrated only on the ill effects of the blockade and missed out largely on complex historical inter-group relationship in Manipur and the series of incident that flared up in the State on communal lines and violence. The recent incident of 18th December, 2016 where 22 Naga vehicles were burnt down by a Meitei mob of Khurai, Imphal is the incident worth analyzing. The incident gave a glimpse to the outside world, the oppressive situation that the Nagas were placed in their struggle against injustice and discrimination under the present Government of Manipur for a long time. The incident happened when around 650 Nagas were travelling in about 54 vehicles in a police convoy being escorted to their hill district for Christmas celebration as Meiteis in Khurai and Seijang has kept them in a state of siege by burning every single Naga vehicle leaving the valley as a counter economic blockade. However, what is disappointing to see is that the Manipur police (which has 75 percent plus of its force from Meitei community) stood
as mute spectators when those vehicles were burned down one after another and pushed down the river banks by the rampaging mob. The next day, many local media downplayed their reports with some papers not even having pictorial of the burning incident and presented inaccurate and one sided story. But what ultimately led the Modi government (in the Centre) to bring in Central Paramilitary forces to guard the Naga pockets in the Imphal valley is a serious question to ask and discuss. The genesis of the present imbroglio between Nagas and the Government of Manipur started when the Chief Minister Ibobi wanted to carve out 2 new districts from Naga ancestral lands citing ‘administrative convenience’ just barely two months before the Manipur Assembly elections scheduled for early February 2017. The new districts of Sadar Hills and Jiribam were about to be bifurcated from Naga districts of Senapati and Tamenglong districts and respectively become Kuki and Meitei dominated districts. The plan for new districts creation was not known to the public till the inaugural stone prepared clandestinely by Chief Minister Ibobi to declare on the Kuki tribe KUT festival on 1st November 2016 was leaked in social media. The Nagas under
the United Naga Council (UNC) strongly protested against the plan of districts creation asserting that the main stakeholder Nagas have to be consulted. Due to this, the Government of Manipur quickly dropped the inauguration plan which made the Kuki tribe cry foul of betrayal of confidential promise by Chief Minister Ibobi and his cabinet ministers. The United Naga Council then demanded that the Chief Minister to give written assurance that new district will not be created from Naga areas without due consultation and consent of stakeholders. Following four Memorandums of Understanding were signed earlier between the Government of Manipur and the Naga people (in 1981, 1992, 1996 and 1998), a written assurance was given by the Ministry of Home Affairs, Government of India on the 24th November 2011 that new districts would not be created in Naga areas without the consent of the Naga people. In response to the Central Government concern over the imbroglio in Manipur, Chief Minister Ibobi wrote to Home Minister Rajnath in November 11 stating that “no issues/ decisions will be taken on any matter which affects the interest of any community without consulting all the stakeholders concerned.” However such written assur-
ance was not communicated to the United Naga Council who ultimately launched Economic Blockade as the last resort, after 48 hours notice given to the State Government to clarify its position on the creation of districts in Manipur. The Government of Manipur, instead of responding to UNC, boycotted a tripartite talk arranged by the Central Government at Delhi on the 15th November 2016. They then, arrested the UNC President and Publicity Secretary on the 25th November 2016 to crush the protest by force. On midnight of December 8, it announced creation of 7 new districts for ‘administrative convenience’ as a direct affront to the Nagas protest under UNC. The creation of new districts is an unconstitutional act as it violates Article 371C of the Indian Constitution which clearly safeguards the Manipur tribal areas through the Hills Area Committee (HAC) which is to be consulted on all matters involving tribal interests. To protest this betrayal by the State Government, a Naga MLA serving as Vice President of HAC has not only resigned from the post but also resigned from the Congress primary membership. This series of arbitrary acts of the State Government is seen by many as the main cause for the present crisis in Manipur. It should be noted that Chief Minister Ibobi has been in power continuously for 15 years and is facing strong anti-incumbency factor as BJP has made major gains in Municipality and Autonomous Council elections. Moreover, the present Government has been severely criticized for three bills passed in the State Assembly on 31st August 2015 against the interests of the Hill tribals of Manipur and the Inner Line Permit System which attempted to drive away all non Manipur residents from the State etc. So what one sees clearly is that Economic Blockade is just a symptom of a much older and broader problem. The State Government has provoked this response for political
gains just like in 2011. The economic blockade could have been forstalled, had Government of Manipur understood the concerns and grievances of the Nagas. Meanwhile, the valley based Civil Organizations are appealing only to the UNC to lift the economic blockade without appealing to the Government of Manipur which is only addressing the symptom and not the root problem. Therefore, it is best for the Central Government to initiate tripartite talks with the Manipur State government and the Nagas to restore normalcy and end the economic blockade that is affecting all people living in Manipur. NEW DELHI, JAN 6 (PTI): Vice-President Hamid Ansari today inspected the Annual NCC Republic Day Camp here and hailed the contribution of the cadets in “shaping the character and moral fibre of the youth and dynamism of the nation”. 2,068 cadets, including 696 girl cadets, drawn from the 17 directorates covering all the states and union territories are participating in the camp. Every year, selected NCC cadets congregate in the capital for a month in the run up to Republic Day. Addressing the camp, he said, “Through programmes like NCC, the
government is investing in today’s youth and in the country’s future. The youth of a nation determine how it shapes up a few years into the future. “They are the future of the country and their actions and inactions both contribute to the state of the nation. If the youth are educated and willing to go the extra mile to effect positive change, nothing can prevent the country from greatness.” During the course of this month the camp will be visited by the Defence Minister and the chiefs of the three services of the Indian Armed Forces. PUDUCHERRY, JAN 6 (PTI): AIADMK today alleged that the differences between Lt Governor Kiran Bedi and Chief Minister V Narayanasamy have brought administration to a paralysis in the union territory and sought the intervention of the Centre. “The ongoing tussle between the two has caused administrative paralysis and no welfare schemes have seen the light of the day since the present government headed by Narayanasamy came into being some seven months ago,” AIADMK Legislature wing leader A Anbalagan told reporters here. Referring to Bedi declaring as “null and void” the order issued by Narayanasamy banning use of social media for official communications, he said officers were in a dilemma as to whose orders they should follow. He said the Centre should intervene without remaining silent and initiate effective steps to bring to an end the ‘confrontation’ either by recalling Bedi or by keeping the Narayanasamy Ministry in suspended animation for six months. He also alleged that the law and order was also in a shambles and this was evident by the gruesome murder of former Speaker V M C Sivakumar on January 2 in Karaikal. Anbalagan wanted the government to send a report to the Centre requesting it to declare Puducherry and Karaikal regions as drought hit and sanction relief to protect farmers.

Kolkata, Jan 6 (IANS): Demonetisation could cut economic growth by 1 or 2 per cent in the current fiscal, former Deputy Chairman of erstwhile Planning Commission Montek Singh Ahluwalia said on Friday. Ahluwalia also urged the government to immediately try to put the economy back over the 7 per cent growth. “The immediate objective should be to put the economy back over 7 per cent growth. “Instead of 7 per cent, the economic growth will be 5 plus or 6 plus this year. However, the underlying strength remains. “So, once the shock due to demonetisation is behind us, economic growth should be above 7 per cent,” he said. The Reserve Bank has cut the economy’s growth forecast for the current fiscal to 7.1 per cent, from 7.6 per cent earlier. It said that short-term disruption in economic activity and demand contraction arising out of demonetisation had led to downside risks to growth. Ahluwalia was speaking at an interactive session at the Bharat Chamber of Commerce here.

New Delhi, Jan 6 (PTI): Joining the lending rate cut spree, foreign lender Citi India today reduced its home loan rate by 0.7 per cent. It will reduce the interest rate to 8.80 per cent from 9.50 per cent, effective January 9, Citi India said in a statement. The reduction in the home loan rate is reflection of our commitment to consumers who may be interested in purchasing under-construction or ready-to-move-in property, Rohit Ranjan, Head of Secured Lending, Citi India said. The final pricing will be based on the loan amount, product or facility type offered, and internal Citi loan risk assessment parameters, it added.

MUMBAI, Jan 6 (Agencies): The Reserve Bank of India replaced as much as 44% of the currency extinguished by demonetisation with new notes by December 30, according to a State Bank of India report. India’s currency supply is likely to return to near normal by February end and growth, which has been hit by the withdrawal of Rs 500 and Rs 1,000 notes, is likely to bounce back faster than earlier expected, said the analysis by India’s largest commercial bank. December 30 was the last day on which the public could deposit old notes with banks following the November 8 demonetisation announcement. The level of replenishment is perhaps not rising faster because the central bank, having initially focussed on pumping new Rs 2,000 notes into the system, is now concentrating on currency of lower denominations, SBI group chief economist Soumya Kanti Ghosh told ET. The SBI report forecast that, by the end of this month, 67% of the cancelled currency will get replaced if the central bank

Liow Tiong Sai said the decision of whether or not to extend the search beyond the 120,000 sq km area of the Indian Ocean covered till now will be taken before the end of January, Efe news reported. “We are in the final lap. The search will be completed in the next two weeks, then after that we will let people know,” Liow told the media. On December 30, the team of experts behind the combing operations recommended expanding the search area and continue the search in other areas of the Ocean where the Boeing 777 is believed to have crashed. The Beijing-bound MH370 had disappeared on March 8, 2014, just 40 minutes after taking off from Kuala Lumpur, with 239 people on board, allegedly after someone turned off its communication systems. So far, debris of the aircraft have been recovered from beaches in Reunion Island, Mozambique, Mauritius, South Africa and the French island of Rodrigues.

Kathmandu, Jan 6 (PTI): Nepal’s main opposition alliance led by CPN UML today launched a massive protest in the capital to force the government to withdraw the Constitution amendment bill aimed at addressing the demands of agitating Madhesi parties. The nine party alliance hopes to gather more than one lakh activists and supporters in the capital as a major strength show against the Prime Minister Prachandaled coalition government’s move. M o s c o w, J a n 6 (Agencies): Russia’s military today said it has begun scaling down its deployment to Syria, with Moscow’s sole aircraft carrier set to be the first to quit the conflict zone. “In accordance with the decision of the supreme commander of the Russian armed forces Vladimir Putin, the Russian defence ministry is beginning the reduction of the armed deployment to Syria,” Russian news agencies quoted military chief Valery Gerasimov as saying. Gerasimov said that a naval group headed by aircraft carrier Admiral Kuznetsov would be the first to leave the area. “The tasks set for the aircraft carrier group during its military mission have been fulfilled,” added Russia’s main commander in Syria Andrei Kartapolov, agencies reported. Kartapolov said that Russia still had sufficient air defence capabilities in Syria thanks to its S-300 and S-400 systems deployed in the war-torn country. Since September 2015, Russia had boosted its firepower on land in Syria and off the coast in the Mediterranean in support of regime forces targeting the second city of Aleppo.

The country’s business chambers said supplies of basic goods and fuel were threatened by the combination of highway, port and terminal blockades and looting this week that forced many businesses to close. He voiced his views responding to suggestions made by world governing b o dy F I FA P r e s i d e n t Gianni Infantino to increase the number of participating nations to 48. In an inter view published at the DFB website on Thursday, Grindel said: “The member a s s o c i a t i o n s r e c e ive d the proposals just before Christmas. While Mahendra Singh Dhoni, after more than nine years at the helm, will play only as keeper-batsman, the national selection committee under MSK Prasad’s chairmanship named rookie Delhi keeper Rishabh Pant in the T20 squad giving an indication as to whom they consider Dhoni’s successor. Mahrez named African Footballer of the Year ABU J A , J a n 6 (Agencies): Algeria forward Riyad Mahrez was Thursday voted African Footballer of the Year after he inspired Leicester City to the English Premier League title last season. Mahrez, 25, beat Gabon skipper Pierre-Emerick Aubameyang, who scooped the prestigious accolade last year, into second place, with Senegal star Sadio Mane, who features for Liverpool, taking third place. The France-bor n forward said it was an honour to be named the best African player for the past year. “It’s a huge honour, I am happy and pleased. I thank all my teammates at Leicester and Algeria,” Mahrez said as he received the award. “I dedicate this to my family and all those who support me every day.” Leicester caused a major shock when as 5,000-1 outsiders they went on to
