MOKCHUNG/TUENSANG, JAN 8 (NPN): As a countermeasure to the state government’s decision for extending the date of filing nominations in places where total boycott was in force, apex bodies like the-- Angami Youth Organization (AYO), Ao Senden, including Chang Khulei Setshang (CKS) and Tuensang Village Citizen Union (TVCU) have called for a total bandh in their respective jurisdictions on Monday to protest against the state government’s decision. On Saturday, AYO announced that the total bandh would be imposed in Kohima and Mediphema town areas from 7 a.m. to 3.30 p.m. Ao Senden: Slamming the NPF-led DAN government for having total disregard and hurting the sentiments of the Naga people by further extending the time of filing nominations till January 9, the Ao Senden, to protest against the state government’s decision has also called for a total bandh in Mokokchung on January 9 from 8 a.m. to 3 p.m.

Kiran Bedi to quit as Lt Governor of Puducherry PUDUCHERRY, JAN 8 (AGENCIES): Amid brewing differences with the Congress-led government, Puducherry Lieutenant Governor Kiran Bedi has announced that she would demit office in May 2018 on completion of two years. B e d i ’s s t a t e m e n t comes days after the Congress MLAs sought Centre’s intervention complaining Bedi’s style of functioning in the backdrop of her cancelling a circular issued by Chief Minister V. Narayanasamy. On Thursday, Bedi declared a circular issued CM, banning the use of social media applications such as Facebook and WhatsApp for official communication, as ‘null and void’, stating that such an order falls in contravention of guidelines and rules and policies. “If Puducherry has to be a progressive UT, it cannot be retrograde in communications. Hence @CM_ Puducherry’s order stands cancelled:@PMOIndia (sic),” she tweeted. A joint statement issued by acting Ao Senden president, C. Angang and acting secretary, Tally Lkr pointed out that the state government’s decision to extend the date of filing nominations has been viewed by the Senden as a direct insult and disrespect to the people. During the bandh no vehicles or public movement would be allowed. However, police, paramilitary, medical, magistrate on duty, media and other emergency services have been exempted from the purview of the bandh. While expressing regret for the inconvenience caused, the Senden at the same time sought support and cooperation of the people during the bandh. Questioning the “sinister design” of the state government’s decision to extend the dateline, the Senden alleged that such arbitrary decision was made only in the interest of few vested individuals who wanted to file their nominations. Meanwhile, volunteers of the Ao Senden continued to stand vigil in front of DC’s office, Mokokchung on Sunday. However, after the State

Election Commission had clarified through media that Sunday was a non-working day, the volunteers dispersed for the day. Later, the Senden officials and others held a meeting. CKS & TVCU: The Chang Khulei Setshang (CKS) and Tuensang Village Citizen Union (TVCU) have also resolved to strictly impose a total bandh in Tuensang starting from January 8, 6 p.m. to January 9, 4 p.m. to boycott the filing of nomination for Municipal & Town Council elections in Tuensang, stated CKS president, M.P. Nokshang through a press note. However, district administration, paramilitary forces, medical, fire & emergency service have been exempted from the purview of the bandh. CKS and TVCU further remind all intending candidates to refrain from filing their nominations and warned that violators would be penalized as per CKS & TVCU resolution adopted on January 5, 2017. The organizations have also appeal to the general public for co-operation.

Changes to AYO bandh

In partial modification to the bandh called on January 9, Angami Youth Organization (AYO) president Neinguvoto Krose and vice president Peter Rutsa stated that, in Kohima town, partial bandh would be activated exclusively under the mentioned areas in the ‘bandh zone’- TCP gate to North PS jn. including D. Block area. Vehicular/pedestrian movement have been restricted in the periphery of the main town area. All shops within the restricted area have been directed to remain closed, except pharmacies and eateries. AYO has also warned of action against pharmacies and eateries failing to open on January 9. Education institutions and students attending classes and exams have been exempted from the purview of the bandh. AYO has also appealed Assam Rifles to minimize vehicular movements within the restricted zone. Further, the youth organization has appealed to all communities and right thinking citizens to participate and show solidarity in the interest of the Nagas.

Interpretation on women quota vis-à-vis Art. 371A Staff Reporter Dimapur, Jan 8 (NPN): Against the backdrop of ongoing confrontation between the NPF-led Democartic Alliance of Nagaland (DAN) government and women leaders (JACWR) on one side and various apex tribe organisations and village authorities on the other side, Article 371A of the Constitution of India has become debatable over the issue of elections to Urban Local Bodies (ULBs) with 33% women reservation. The DAN government and the JACWR maintain that women quota has nothing to do with Article 371A but apex tribe organisations and village authorities reiterate that reservation infringes upon Article 371A. In an interview to Nagaland Post, former additional advocate general Pius Lotha opined that providing 33% women reservation was not in conformity with provisions under Article 371A, Sub Clause 2-with regard to Naga customary law and practices. He said this was because Nagaland is covered under Article 371A and so it baseless for a section to say that involving the Act with the current issue was “discriminatory”. In this, Pius pointed out as per the Nagaland Code (Vol.III) the applicability of Naga customary law and practices is vested with the tribal institutions. He said the current con-

frontation could have been avoided had the state government taken all tribes into consideration, to arrive at an amicable solution instead of brushing past all expressed concerns. Pius explained that the tribes are the custodians of customary laws and practices and their elected government is supposed to have consultations with them on relevant issues, in order to preserve and safeguard the spirit of Article 371A. He reiterated that Article 371A is for every Naga and it would be unfair and harsh if some see it as a symbol of male domination. “It is therefore, unfortunate that there is so much resentment against the government of the day, regarding the issue of holding civic polls with 33% women reservation”, he said. Meanwhile, prominent citizens have said that issuing reservations of any kind in elections or for representation of a constituency defeats the purpose of democracy. “You cannot systematically limit the choices of citizens”, said a youth leader. Even in Meghalaya, a matriarchal society, the men dominated the traditional system he said. The present crisis in Nagaland may have arisen because of some factors and for which public should maintain unity, said one NGO leader. He felt that it should be left free for people to decide if they want an educated or an uneducated, old or young leader, male or a female leader.

NPF, BJP unit appeal tribal bodies to allow civic body elections DIMAPUR, JAN 8 (NPN): In a last minute move, the NPF and state BJP state unit of the ruling DAN government on Sunday issued a joint statement urging all organizations opposed to the Urban Local Bodies (ULBs) poll to pave way for smooth conduct of elections and to allow candidates to file their nominations on January 9. In a press note, CMO media cell informed that both NPF and BJP issued the statement after an all-party emergency meeting was convened by chief minister, T.R. Zeliang at his residential office on Sunday evening-- to seek the opinion of various political parties in the state in the backdrop of various tribal organizations boycotting the elections to the Municipal and Town Councils The meeting was attended by NPF president Dr. Shurhozelie Liezietsu, Rajya Sabha MP & NPF secretary general, KG Kenye; NPF working president, Apong Pongener, BJP unit president, Visasolie Lhoungu; BJP vice president, Imsu Yaden and general secretary Eduzu Theluo; NPCC general secretary, Medokul Sophie and secretary Moa Imchen and Home minister Y. Patton. The house discussed how Article 243T of the Constitution of India relating to women reservation in local bodies did not affect article 371A, CMO stated. After the discussions, CMO media cell said both NPF and BJP decided issue a joint statement.

WOKHA, JAN 8 (NPN): The Lotha Hoho (LH) along with all its frontal organizations on Sunday “unanimously decided and resolved that all the intending candidates, who had filed nomination for the ULBs election (Wokha and Bhandari towns), are to withdraw their nominations, immediately.” This was also stated in a joint press statement issued by LH chairman Mhao Humtsoe and general secretary Mhondamo Ovung.

The decision was made during a meeting called by LH at Wokha Town Hall with the general public of Wokha town and surrounding villages on Sunday-- attended by representatives of all Lotha frontal organizations including-- Lotha Eloe Hoho, Lotha Youth Hoho, Lotha Students’ Union, Kohima Lotha Hoho, Dimapur Lotha Hoho, Wokha Village Council, Longsa Village Council, all colony unions and youth organizations of Wokha town.

The resolution for withdrawal of candidatures was moved by raising of hands by a majority of those present at the meeting. There were also suggestions from various quarters that a joint withdrawal petition could be submitted to the concerned authorities to actualize the resolution for withdrawal of candidatures. LH said the public and leaders also deliberated on the various provisions of the Nagaland Municipal Act 2001, which infringe on the provisions of Article 371A,

of the Constitution. Many of the leaders including some candidates, agreed to support the decision of the Naga organizations and to safeguard the provisions of Article 371A, for the good of the Naga future generation, LH stated. A total of 55 (22 Women) candidates have filed their nominations for Wokha district’s two Town Councils: 33 (13 Women) for Wokha Town Council (WTC) and 22 (9 Women) for Bhandari Town Council (BTC). Of the 33 candidates for WTC, 12 (5 Women) are from NPF, 13 from BJP (5 Women), and 8 (3 Women) are Independents. Interestingly, 2 women (1 BJP and 1 Independent) are the only candidates who have filed their nominations in one unreserved ward. Of the 22 candidates for BTC, 8 (2 Women) are from NPF, 8 (3 Women) from BJP, 3 (2 Women) from INC, and 3 (2 Women) are Independents.

DIMAPUR, JAN 8 (NPN): Chakhroma GBs’ Union (CGBU) on Sunday asked all those candidates who had filed nomination papers within its jurisdiction, “to immediately withdraw their nominations to mitigate the anger of the public against them”. Issuing a stern warning, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan said: “If they go ahead with their candidature in defiance of the public desire, we can foresee serious ramification and consequences even on the polling day and even in the days thereafter”. CGBU also hit out at the chief minister, saying that it would not allow a “few overzealous and ambitious women to sacrifice our Tenyimi people at the altar of their greed”. The union also expressed shock that some candidates from Chumukedima Town Council submitted their nominations at DC’s office, Dimapur on January 7, 2017, instead of doing so at the office of EAC Chümoukedima. Criticizing the state government for not paying heed to the voices of the people, CGBU said the latter instead

allowed “petty thieves under cover” to file nomination against the desire of the public. CGBU alleged that those candidates who had filed nominations were also corrupt and not people to be trusted. Since by filing nominations secretly, the candidates have gone against the wishes of the people, even before facing the trial, the union said. Without respecting the public sentiments, such candidates cannot be entrusted with any public office, CGBU added. Further, CGBU extended total support to the Angami Public Organisation (APO)’s call to boycott the elections to the Urban Local Bodies with 33% reservation for women. It also reaffirmed the earlier stand for “absolute opposition to any move to dilute and de-sacred our custom and traditions by a few people in power with vested interest”. The union also vowed not to allow Municipal and Town Councils election within its jurisdiction in the present format, but would muster all means within its capacity to ensure that the customary laws were protected.

Fuel outlets to stop accepting card payments from today Aadhaar mandatory for B E N G A L U RU / N E W DELHI, JAN 8 (AGENCIES): A sudden move by banks to levy a 1% transaction fee on card payments at petrol pumps has taken the oil ministry by surprise and prompted dealers to say they will stop accepting plastic money from Monday, which could inconvenience consumers in times of cash shortage and affect the government’s move to encourage cashless transactions. In Delhi, ministry officials said they were unaware of the move by the banks and have asked them to put off the levy till a system of compensating the petrol pump dealers is disccused by all stakeholders- staterun fuel retailers, banks and petrol pump owners. The banks’ move will not target the citizens directly as no new charges will be levied on customers using cards. Stopping card pay-

ments and accepting only cash at petrol stations comes at a time when the Centre is pushing for increased noncash transactions and announced a 0.75% cashback offer on purchase of petrol using plastic money. Dealers said ICICI Bank, HDFC Bank and Axis Bank communicated to them on Saturday night and informed them about the surcharge. ICICI bank, however, has denied sending any such communication to any dealers. “We will not charge any transaction fee on card payments from tomorrow,” ICICI Bank spokesperson told TOI. ICICI Bank and HDFC Bank account for some 60% of card swipe machines de ployed at 52,000 petrol pumps out of the 53,842 public sector fuel retail outlets across the country. There are 56,190 petrol pumps in the country, including those run by pri-

vate oil companies. Following the notice, pump owners took the decision to stop accepting card payments at a meeting of all petrol pump dealers’ associations in Bengaluru on Sunday. All India Petroleum Dealers Association (AIPDA) president Ajay Bansal told TOI from Bengaluru that all pump owners are firm in their decision to withdraw card swipe machines from intervening midnight of Sunday and Monday. “They (banks) must apologise to the public,” B R Ravindranath, president, Akhila Karnataka Federation of Petroleum Traders and Bangalore Petroleum Dealers Association, told TOI in Bengaluru. Dealers say the transaction fee by banks will wipe out their profit, which is set by the state-run fuel retailers. Ravindranath claimed the net profit, after deducting all operational costs,

stands at at 0.3% to 0.5%. “If the banks straight away levy a 1% transaction fee, where do they expect us to go. It becomes extremely difficult to survive in such circumstances,” Ravindranath said. In a communication to finance minister Arun Jaitley, AIPDA said: “To compound matters further, these credit card machine issuers are delaying settlements and not settling the entire dues as per our settlements. There are disputes about purchases being returned or not delivered. The reconciliation of swipes to amount being credited to our accounts is causing a lot of hardships and losses to a large percentage of the dealer community.” According to Bansal, banks usually have agreement with establishments that have a profit margin of 5% or more. “Petrol pumps are the only sector where the banks bear the cost of

even our communication lines used for the card swipe machines. So if they levy the fee, we cannot pass on the burden to consumers as the sale prices are set by oil companies, as also our margin. So that leaves burden sitting on our laps. We don’t have the strength to bear the burden and will collapse unless it is withdrawn or oil companies lend us their shoulders,” he said. Assuring quick resolution of the issue, ministry officials in Delhi said “to be fair to dealers,” the transaction fee cannot be paid by consumers or dealers. However, it was reported that the Banks on Sunday night deferred their decision to charge 1% transaction fee on card payments at petrol pumps from Monday. Following the decision by bankers, petroleum dealers have put off till January 30 their decision to stop accepting cards.

MGNREGS work from April

NEW DELHI, JAN 8 (PTI): Beginning April 1, people living in rural areas need to have Aadhaar under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) that mandates 100 days work for a household annually. People registered under the scheme will be required to give proof of possession of Aadhaar or undergo the enrolment process till March 31, 2017, a senior officer in Cabinet Secretariat said. However, ration card, driving licence, voter identity card, Kisan passbook with photo, job card issued under MGNREGS and a certificate issued by a gazetted officer or a tehsildar will be admissible as proof of identity for people to get the benefits under the scheme till the time they get

Aadhaar, he said. Those who have applied for Aadhaar can show their enrolment slip or copy of application made to the authorities concerned for getting the 12-digit unique identification number which acts as a proof of identity and address anywhere in the country. “Necessary orders to make enrolment of Aadhaar mandatory for states like Jammu and Kashmir and few others are being issued by the Centre in this regard. Adequate steps will also be taken to ensure that people face no problem in getting Aadhaar number,” the officer said. The government has invoked Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act 2016 for the purpose. K Y M C

NMM assistant director, Reverend Khevihe Yeptho while delivering his message pointed that hospital ministry was entirely different from other ministry. Over 500 loaded trucks escorted into Manipur UNC resolves to intensify agitation

Lalbiakzama, who attended a meeting between the Ministry of Home Affairs and Mizoram government in New Delhi, told PTI over phone that the schedule for commencement of the repatriation of the 5,413 Bru families was fixed during the meeting. northeast Encephalitis vaccination drive in Tripura Agartala, Jan 8 (PTI): The Tripura government has decided to undertake Japanese Encephalitis (JE) vaccination drive from tomorrow, officials said. The drive would be carried out between January 9 and 22 in four districts -- Unakoti, Gomati, South and Dhalai, member secretary of Health and Family Welfare Society Dr Sujit Chakma said here today. Altogether 5.11 lakh children, aged between 1 and 15 years, would be vaccinated in the four districts, he said adding that schools, primary health centres, community health centres and Anganwadi Centres have been designated places for the vaccination. In the second phase, children of these four districts aged between 9 and 12 months would be given JE vaccines. The dates for the second phase would be announced later. In the three years starting from 2014, 14, 28 and 28 JE cases were reported in the state respectively. Four died of the disease in 2015, the official said.

Plans to change Citizenship Act hit Assam accord hurdle

NEW DELHI, Jan 8 (Agencies): The Modi government’s plans to fast track citizenship for minorities like Hindus, Sikhs and Christians fleeing religious persecution has hit a bump with the law ministry pointing out that the proposal runs afoul of the Assam accord. The amendments to grant swifter citizenship to minorities from countries like Pakistan, Bangladesh and Afghanistan is a key promise of the NDA government that argues that India has a duty to help out this section of refugees. The move has a political element as these refugees have claimed to be victims of forced conversions and assaults. But the proposed amendments to the citizenship act have political ramifications for Assam where chief minister Sarbananda Sonowal had himself successfully challenged the functioning of the Illegal Migrants (Determination by Tribunals) Act on the grounds that the tribunals were in violation of the Constitution. The Supreme Court had ruled in 2006 that

all cases under the IMDT Act be transferred to the tribunals constituted under the Foreigners (Tribunals) Order, 1964 which defines a person of Indian origin as someone who has been a resident of Assam since January 1, 1966. Thereafter a person who has entered India between January 1, 1966 and before March 23, 1971 and who has been detected to be a foreigner cannot be on an electoral list for a period of 10 years since then. “The proposal to reduce the aggregate period of residence from 11 years to six years appears to be contrary to the Assam accord,” the law ministry said. It has also pointed out that the case is currently being heard by a constitution bench of the SC and this needs to be taken into consideration when framing the bill. “The amendment of the citizenship act makes it clear that the question of determination or detection of a foreigner is governed by the foreigners act, 1946 and foreigners (tribunals) order, 1964,” the ministry has submitted.

Two ladies in AGMC were physically assaulted and abused by miscreants in the hospital campus. A woman of Indranagar area of Agartala was admitted two days ago, at AGMC hospital’s female medicine ward with a complaint of chest pain, where she was allegedly molested by an unidentified person who entered into the ward while she was sleeping. She along with other patients of the ward started shouting, as the accused took to heels, the victim complaint to police. After receiving information on the incident, police collected the CCTV footage from the hospital and identified the person as Sunil Das (37), a resident of Melaghar. He was later arrested and a specific case of molestation was slapped against him at East Agartala Women police station. The second incident of molestation inside the female medicine ward was

reported within a day after the first incident where a 15year-old girl was allegedly molested by a TSR jawan. Police, however, are yet to arrest the accused. 4 held for gangraping 2 minors Tura, Jan 8 (PTI): Four persons were today arrested in connection with the Christmas eve gangrape incident of two minors in West Garo Hills of Meghalaya. The four accused - Chanang Marak (24), Junbirth Marak (22) Pringbal Sangma (20) and Goldistar Marak (24) – are residents of Sankarigre near Garobadha in West Garo Hills, a senior police officer said today. They had forcefully taken three minor girls from William Point area of the town of Tura on December 24 and took them to an unknown place and gangraped two of them, the officer said. The third girl managed to escape. The four were arrested from an area in West Garo Hills few days back.

Chief of N-Gamnom village S Otkhomang (57) and chairman leader Tilpao Haokip (51) were kidnapped by miscreants armed with sophisticated weapons from their village in the evening of January 6, around 7 pm. The dead bodies of village leaders were found in the vicinity of their village on Sunday. The miscreants also fired some rounds while taking away the duo, a local source said. Police are yet to establish the reason behind the murder of the village leaders. Denouncing the murder of the village chief and church leader, a 17-hour Chandel district bandh call has been given by village authority of N-Gamnom village with the support of various civil organizations. Tura, Jan 8 (PTI): A 14-year old girl was abducted by three men before being dumped near the Bokmagre petrol pump on the outskirts of Tura in West Garo Hills of Meghalaya and later reunited with her father. The mentally challenged girl was near her house when she was forcefully pushed into an auto at about 6 pm on Jan 6, a police officer said. She was dumped near the petrol pump and rescued by social activists at about 4 pm last evening and later handed over to the District Child Protection Unit (DCPU) to know what exactly happened. The girl insisted that she had not been sexually assaulted and hence was allowed to go home with her father who came to Tura police station.

Second batch of B’deshis to be deported

SILCHAR, Jan 8 (Agencies): Seventeen Bangladeshi nationals who had been detained in Silchar Central Jail for the past two to three years will be deported to Bangladesh on Monday. The group of detainees, the second to be deported, will enter their homeland through the international border in Karimganj, 53 km from here, a senior official of the Cachar district administration said on Saturday. Police and Border Security Force (BSF) jawans will hand over the detainees - five from Maulavi Bazar, two each from Chandpur and Habiganj, one each from Comilla, Sylhet, Brahmanbaria, Madhavpur, Sunamganj, Maymensingh, Gopalganj and Noakhali to the Border Guard Bangladesh (BGB) during the day. The men and women had been rounded up from different parts of Assam for haviing entered India illegally. In adherence to existing legal norms, they had been tried in a local court and sent to different jails. In the absence of a repatriation pact, they had been kept in the detention camp of the Silchar Central Jail even after their sentence was over. The first batch of 10 Bangladeshi detainees were deported on October 13 last year. Silchar Central Jail sources said a number of other Bangladesh and Myanmar nationals are still languishing in the detention camp despite having served their jail terms.

G uwahat i , Ja n 8 (PTI): Assam government will soon roll out a rural home-stay scheme that aims to tap tourism prospects in rural and semi-urban areas besides creating job opportunities. ‘Aamaar Aalohi (Our Guest)-Rural Homestay Scheme’ will give a new dimension and thrust to comfortable home-stay facilities of standardised services to tourists and to supplement the availability of accommodation in the rural tourist destinations, Assam

Tourism Minister Himanta Biswa Sarma said. “The basic idea is to provide a clean and affordable place for foreigners and domestic tourists alike including an opportunity for foreign tourists to stay with Assamese families to experience local customs and traditions and relish authentic local cuisine,” he said. The scheme will be implemented by the state government’s tourism department through Assam Tourism Development Corporation (ATDC) at an es-

timated cost of Rs 16.29 crore. In the first phase for the year 2017-18, 200 such home- stays will be set up with the highest of 40 in Golaghat district where the famed Kaziranga National Park falls. It will be followed by 25 in Barpeta, home to Manas National Park, 20 each in Majuli, Morigaon, Haflong-Umrangsu, 15 in Sonitpur and 10 each in Tinsukia, Dibrugarh, Sivasagar, Jorhat, Hajo-Sualkuchi and Darrang.

Modi hits out at ‘rajnaitik poojaris’ of black money

Bengaluru, Jan 8 (PTI): Castigating the opponents of demonetisation, Prime Minister Narendra Modi today took a swipe at those calling the government’s move “anti-people”, saying these were “political worshippers” of graft and black money which had adversely impacted the economy and polity. “It is unfortunate that some political worshippers (rajnaitik poojari) of black money are calling our efforts anti-people,” he said in his address at the 14th edition of Pravasi Bharatiya Divas (PBD) here. Modi said the government had taken up ‘a big fight’ against corruption and blackmoney, which had been gradually making the polity, society and administration “hollow”. “...You might have noticed and heard that we have taken up a big fight against black money. Black money and corruption are making our polity, society and administration hollow gradually,” he said at the three-day event, which is being billed as the largest ever. Asserting that the government was committed in its fight against black money and corruption, the Prime Minister thanked the overseas Indian community for their support to it.

Don’t vote on caste basis: RSS New Delhi, Jan 8 (PTI): Using caste as a vote bank is not good for a democratic system, RSS joint general secretary Krishna Gopal today said stressing that people should vote on basis of a candidate’s abilities. Lamenting that differences due to caste are deep in our country, the RSS pointsman for BJP said discrimination on basis of caste is a social evil which has to be urgently eliminated. “Some people have personal and political vested interests and they use caste as their vote bank which I believe is not good in a democratic set up. A person should be elected on basis of his qualification and talent and not mere caste,” Krishna Gopal said at a book lauch organised at world book fair here. Speaking on Hindutva, the RSS leader said it is about continuity, new ideas and innovations. “Hindutva respects new views and ideas. Hinduism word in itself create boundaries as Marxism or any other theory does but Hindutva is not about stagnation. It gives one permission for debate as well as discussion,” he said. Ranchi, Jan 8 (PTI): As many as 35,000 more personnel will be recruited to the CISF which is a “multi-dimensional” force, Union Home Minister Rajnath Singh said today. “A total 35,000 more personnel will be added in the Central Industrial Security Force (CISF), which would take the strength to 1.8 lakh,” he said here. Inaugurating the Eastern Sector Headquarters of CISF and Residential Complex here, he said the “CISF has a multi- dimensional role.” Earlier, CISF used to

guard industrial units, but now its responsibility has grown-- working in naxalhit areas, being deployed at ports, airports, power installations, nuclear centres -- and they are discharging their duty commendably, Singh said. Stating that CISF was “special” among the para-military forces, he said whenever personnel are needed for UN peace keeping forces, the attention goes to CISF. Quoting experts, he said India is the fastest growing country and the USD 2-trillion economy places the country among the top 10 economies in

the world. India, he added, could reach to USD 5 trillion in the next seveneight years and probably in the next 15 years, the country could be among the top three economies. “When the economy is growing, there would be evil eyes as they don’t desire such progress of India,” Singh said and stressed upon fighting terrorism. He said the forces have the competence but improvement and up-gradation are necessary. Another area which required attention is technological competence in the cyber sector, he said.

Rs 4,807 cr black income detected, PM’s degree row: CIC allows inspection of DU records of 1978 Rs 112 cr of new notes seized New Delhi, Jan 8 (IANS): Following the demonetisation of high-value currency announced on November 8, India’s Income Tax Department has detected undisclosed income of over Rs 4,807 crore and seized new notes worth Rs 112 crore, an official source here said on Sunday. Since the demonetisation intended to eliminate black money, counterfeit currency and terror financing, the tax authorities carried out 1,138 search, survey and enquiry operations and have issued 5,184 notices to various entities on charges of tax evasion and currency dealing through hawala channels, the source said. The total undisclosed income admitted or detected till January 5 is over Rs 4,807 crore, he added. According to the official, cash and jewellery

worth over Rs 609.39 crore has been seized during the same period, while the new currency seized is valued at more than Rs 112 crore. On Decmber 16, the I-T Department had announced it had uncovered concealed income to the tune of Rs 2,600 crore and had seized a total of Rs 393 crore involving nearly 300 cases. Briefing reporters here, Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra said: “We have conducted searches and seizures in about 291 cases, carried out surveys in 295 cases. “We have seized currency notes over Rs 316 crore in raids, including Rs 80 crore in new notes. Besides, jewellery of Rs 76 crore has also been seized making for a total seizure of Rs 393 crore.” The head of India’s

BSP announces final candidate list; 12 more Muslims this time Lucknow, Jan 8 (PTI): BSP today announced candidates for 101 Assembly seats in Uttar Pradesh, completing the exercise for all but two of the 403 constituencies, fielding 12 more Muslim candidates this time to ensure Dalit-Muslim consolidation in a bid to wrest power from Samajwadi Party. Candidates for the two remaining seats in Sonebhadra district will be finalised after a decision is taken as to whether they are general or reserved for ST, BSP said in a release here today. Out of the 403 seats up for grabs, BSP had prepared a final list comprising 97 Muslim candidates (12 more than 2012), 87 Dalits and 106 OBCs, besides earmarking 113 seats for upper castes -- Brahmins 66, Kshatriyas 36 and others 11. Since Muslims account for nearly 20 per cent of the voters in Uttar Pradesh, Mayawati decided to field more candidates belonging to that community, playing her Dalit-Muslim consolidation card to come back to power. Muslims, who had by and large supported SP in

the 2012 elections, are in a quandary in view of the squabblings in the Yadav family and factional fight between Chief Minister Akhilesh Yadav and his father, Mulayam Singh Yadav. With a weak Samajwadi Party, Muslims will look for alternatives and Mayawati wants to be at the right place at the right time, say analysts. If she manages to direct the entire Muslim vote her way, she could pose a tough challenge to BJP and SP, they believe. Before releasing the fourth list of candidates, Mayawati presided over a meeting of party officebearers, leaders, legislators, MPs and party candidates where she told them to fan out in their respective constituencies and work for BSP’s victory. She also asked her party leaders to expose Samajwadi Party government on lawlessness and the Centre on demonetisation. She took potshots at the Yadav family spat saying voters should not spoil their ballots by backing Samajwadi Party as doing this would indirectly benefit BJP in the polls.

Income Tax Department also said that 3,000 notices have been issued on the basis of their analysis of deposits made since demonetisation was announced last month. Meanwhile, describing the currency deposited with banks following demonetisation as money that has lost its earlier “anonymity”, Union Finance Minister Arun Jaitley on Sunday said such deposits do not automatically become legitimate, and can now be identified with the owner for taxation purposes. “Black money does not change its colour merely because it is deposited in bank. On the contrary, it loses its anonymity and can now be identified with its owner,” Jaitley wrote in a Facebook post titled “Demonetisation -- A look back at the last two months”.

I am still SP president, asserts Mulayam New Delhi, Jan 8 (PTI): Questioning the legality of the convention which ousted him as president and appointed his son Akhilesh in his place, Samajwadi Party supremo Mulayam Singh Yadav Sunday asserted he was still the party chief. He claimed the special national convention called by his cousin Ramgopal Yadav on January 1 in Lucknow was “illegal” as he as party president had already expelled him from the party on December 30. “I am the national president of Samajwadi Party and Akhilesh Yadav is (only) the Chief Minister of Uttar Pradesh. Shivpal Yadav is still the president of Samajwadi Party’s Uttar Pradesh unit,” Mulayam, who is locked in a bitter feud with AkhileshRamgopal camp for control over the party, told reporters here. “Ramgopal Yadav was expelled from the party for six years on 30 December, 2016. Therefore the party’s national convention called by him on 1 January, 2017 was illegal,” he asserted.

New Delhi, Jan 8 (PTI): The Central Information Commission has directed Delhi University to allow inspection of records related to all the students who had passed BA degree in 1978, the year in which, according to the University, Prime Minister Narendra Modi had also cleared the examination. The Commission rejected the contention of the Central Public Information Officer of the University that it was a third party personal information, saying it finds “neither merit nor legality” in it. It directed the university “to facilitate inspection of relevant register where complete information about result of all students who passed in Bachelor of Arts, in year 1978 along with roll number, names of the students, father’s name and marks obtained as available with the University and provide certified copy

of the extract of relevant pages from the register, free of cost....” RTI applicant Neeraj had sought to know from the University the total number of students who appeared in Bachelor of Arts, Year 1978, besides result of all students who appeared in the examination along with their roll number, name of the students with father’s name, marks and result pass or failed. Denying the information, the Central Public Information Officer of the University had responded that the information requested is treated as “personal information of the students concerned, the disclosure of which has no relationship to any public activity or interest”. Information Commissioner Sridhar Acharyulu, however, said, “With regard to question whether disclosure of such identification related information causes invasion of privacy, or is that

unwarranted invasion of privacy, the PIO has not put forward any evidence or explained possibility to show that disclosure of degree related information infringes the privacy or causes unwarranted invasion of privacy”. During the hearing before the Commission, CPIO Meenakshi Sahay said there are 2,00,000 students in “this year’s BA programme, and unless the subject of BA programme is specified, it will be difficult to give the information sought such as the number of students appeared, failed, passed, etc in the year 1978”. She also said 1978 results were not in digitised form. Neeraj said it is the past practice of Delhi University to publish such results on the notice board and at times in newspapers

He cleared the examination in 1978 and was awarded the degree in 1979,” Delhi University Registrar Tarun Das had said last year after the row erupted. the Commission: whether degree related information of a particular student is his or her personal information or third party information, and whether such information was given to University in fiduciary capacity, as contented by public authority.” Acharyulu said a University conducts various courses of education openly and registers the graduation of candidates which is a public activity. “If the degree related information sought is about a celebrity or an ordinary man, the access to information has to be provided by the public authority. The PIO did not come up with any basis for considering the degree related information of the students as third party information, except claiming so,” he said.

Untaxed and illegal

K

hatkhati could have certainly overshadowed and overtaken Dimapur as the fastest developing town in the north east during the early 90s but owing to several factors, chief among which has been the mushrooming of groups collecting “donations” or even the so-called “taxes”, the dream has soured and today, it has instead been overshadowed by dubious industries and activities. Its rapid growth barely hides the fact that Khatkhati town, in Karbi Anglong(Assam) has become a thriving commercial area solely to meet the “needs and wants” of Dimapur. The relationship between both Khatkhati and Dimapur is a thriving illegal business that runs into several hundred crore rupees annually. The needs and wants have overgrown and at least around one hundred of crore rupees each month has indeed made the place a money spinner. Khatkhati has become the main supply of a multi-crore business in smuggling branded and spurious liquor and adulterated petroleum to Dimapur. So long there is demand, there will continue to be supply and that is the principle that drives the wheels of ‘manufacturing’ in Khatkhati. Official sources believe that there are several big liquor distilleries producing various brands of Indian Made Foreign Liquor(IMFL) which are meant for sale and consumption in Nagaland. Not surprisingly, this multi-billion industry has attracted all shapes and shades of sharks from Dimapur. Despite Nagaland being officially declared a dry state, the reality is that unofficially, the state is among the wettest. Crates upon crates of IMFL reportedly pass through various check gates, carrying branded and sub-standard IMFL ‘meant for sale and consumption in Nagaland only’. It raises questions as to whether the destinations are supposed to be the bonded warehouses or distribution centres in Dimapur? There are reports of liquor mafia dons running their thriving syndicates whose turnover would put famous liquor barons to shame. The obvious adverse affect is that so much black money is generated each day in a state when the government itself has no means of earning revenue that could have made a big contribution towards Nagaland’s share for central funds. Most of the liquor manufactured either in Khatkhati or in any of the dens, are not only substandard, in the absence of any quality control, but are more harmful than those manufactured by reputed distilleries. The fact that so many liquor retail shops have sprouted up in Khatkhati, is testimony to the growing number of buyers from Dimapur, a mere one to two kilometers away Like the saying ‘beggars can’t be choosers’, those who drink have no choice. The rate of drinkers falling prey to sub-standard liquor has taken a heavy toll. Something needs to be done by social and voluntary organisations in order to exert pressure on the authorities in Dimapur district including the state government, to seriously address the problem. Aside from the black market and illegal business enterprises, both people in Dimapur and Khatkhati stand to lose in the long run is authorities don’t act soon when the underbelly of criminal dons destroy positive development. The huge amount of black money from sale of banned liquor in Nagaland provides so much leverage to manipulate pliant people in power in order to continue with the smooth and symbiotic relationship.

Then we enter into a relationship with God whereby we may sacrifice our lives to Him. It is of no value to God to give Him your life for death. He wants you to be a “living sacrifice”— to let Him have all your strengths that have been saved and sanctified through Jesus (Romans 12:1). This is what is acceptable to God.

It is a wait for new tax policies, public and private investment in industry and agriculture, growth and how the government takes a stride with the new currency. There would be aspirations as to how the Narendra Modi government breaks from the past and steers the country through a low-price, low inflationary high paced path. The corporate are also dreaming of a budget that would increase production by raising demands. They also want a mix of cash and other modes of transaction for resuscitating the economy. The budget has also to relook at GDP data. Chief global strategist of Morgan Stanley Ruchir Sharma says the figures are overstated and wants the budget to correct it. Referring to the black money scenario, the RBI Financial Stability Report (FSR) released on December 29, 2016 says the best way to contain this menace is to improve governance, quality of services, avoid excessive regulations and have a compatible tax structure.

Nation awaits all-round happiness Many in the country have the misconception that once black money is removed, somehow India will be magically transformed into El Dorado. The money comes back to the same government system that is the source of embezzlement. The RBI has set a tall order particularly as it also lowered growth projections by .05 percent. The budget has to take care of each of these moves. It has to present a soft budget. Modi has to consider RBI prescription. He has shown that he could take independent path by initiating the process of having floor bank deposit interest rate at 8 percent for the senior citizens. Later it may happen to all deposits. The cut in interest rates for housing upto Rs 12 lakh is likely to give a boost to the housing sector and demand for construction workers. The country has accepted tough demonetization for two reasons – it will be the end of Manmohanomics and also usher in the low tax regime, a promise the BJP manifesto made in 2014. The people have high expectations. They want an end to personal income tax, highway

tolls, end to raid raj, simplification of indirect taxes and ease of business. It is true that Indian economy was earning kudos from IMF, World Bank and other international observers. IMF chief Christiane Lagarde said on March 16, 2015, “India is the bright spot in the global economy at the moment”. Shivaji On March 12, 2016, hailing the Modi government’s Make in and Digital India campaign she said, “India’s star shines bright with the promise of more reforms in coming days”. Niti Ayog deputy chairman Aravind Panagariya has written to the prime minister to end the income tax raids as it stifles growth. Chief executive of largest $ 10 billion IT company, Infosys, Vishal Sikka has warned its employees of challenging times of the company. Chairman of the third largest software services, Wipro, Azim Premji told his employees that events in 2016 had raised questions and obstacles that could not be ignored. The Nikkei/market Services Purchasing Manag-

ers’ Index (PMI) shows the numbers in November at 46.7 and in December at 46.8. A reading above 50 indicates expansion and a figure below that indicates contraction. “Indian service economy ended 2016 on a grim note, with the average PMI activity index for October-December the lowest since early-2014,” said PollyanSarkar na De Lima, economist at IHS Markit and author of the report. Overall industrial index figures too were not bright. It registered a growth of (-0 1.9 percent in October 2016 with manufacturing at (-) 2.4 percent; mining at and electricity at (-) 1.1 percent. The cumulative IIP registered a growth of (-) 0.3 percent during April to October 2016. It indicates stagnation in industrial growth and consequent fall in jobs. The banks face a new problem. Flush with deposits of Rs 14.96 lakh crore deposits (in the wake of Rs 15.44 lakh crore demonetized) since Nov 8, the banks face significantly high interest payouts. They face poor loan demand meaning they have sit idle on the huge pile. Meanwhile bad loans

of banks have shot up to 9.1 percent in September from 7.8 percent in March 2016, according to the FSR of RBI. The RBI says the NPAs of public sector banks may soar to 12.5 percent as asset quality of large borrowers deteriorated significantly. The total NPAs may cross Rs 12 lakh crore – meaning that much of depositors’ money is at stake. The security agencies have told the government that e-push is fine but cops do not have skills to thwart fraud. Larger fiscal deficit is possible as it has already touched 86 percent of the estimated Rs 5.33 lakh crore during April-November. The problem is how soft it could be on taxes though it is imperative for future growth and a favourable political climate. It should raise income tax ceiling ideally to Rs 25 lakh by 2018 and immediately to Rs 10 lakh to give a high push to the demand and growth. It is, however, possibly be limited to around Rs 4 lakh income, that is unlikely to pep up the market. Another thing that it can do is to give up inflationary unpopular moves like the dynamic train freight/fare, which is increasing rail losses

as people are either opting for air for long distances or road travel for short distances apart projecting the government as greedy. Similarly, it needs to cut highway tolls or at least abolish it for private and farmers’ vehicles to encourage movement. The government has to stress agricultural investment. Farmers need storage, warehouses and cold chains. Big houses have not invested. Past governments have talked about it but not much has been done. The government can promote big farmers to invest. It can provide them soft loans so that farmers do not have to sell their produce in distress. Agri-biz also needs to be given a boost through value addition and the cluster-village mode. The government can assist farmers have funds through easy loans. Farmers should also be incentivised – may be given the most despised subsidy - to invest. The moves would increase rural investment, raise demand, jobs and bolster rural economy. The tack has to change from urban-industry orientation. That can be panacea for overall development the budget pines for.

ow that nominations to Civic Body Polls have been filed in some towns and prevented from being filed in others; the question before the J.A.C.W.R. are,” Are you satisfied that some women have been able to file their nominations in some Municipalities? Are willing to overlook the fact that many women have been unable to do so in other towns of Nagaland? Are you happy with the fact that the State Government has had to resort to extending the last date of the filing of nominations; and even changing the venue and time period of the filing of nominations to ensure that candidates are able to do so? Are you certain that if the present State Government succeeds in ramrodding this election down the throats of the Nagas, come the next Civic Polls, all problems will be solved?” And most importantly, “Will you be willing to live with the fact that when the opportunity arose to address and solve the problems plaguing Women’s Reservation in Nagaland, because the State Government was made vulnerable due to its greed, you chose the path of instant self-gratification instead of considering the fact that women, in the future, would be facing the same problems?” You have been adamant in your demand that the State Government enforce the Letter of the Law, viz. Reservation of 33% of the seats for women; but did you ever stop to consider the Spirit of the Law behind The Women’s Reservation Bill? Please bear with me while I relate an anecdote. During the early 1990s, I was residing with my friend, Mr. Khekuho (Kuku) Wotsa, (presently the Senior Advocate to The High Court for The Government of Nagaland) in the first floor of a flat at Delhi. The ground floor was occupied by a married Indian couple; every morning, before leaving for work, the husband locked up his wife inside their flat, and only freed her on his return. We used to wonder what would happen to the wife if a fire broke out, or if the husband had an accident, and was unable to return home. Remember, this was in Delhi, the Capital of India, and not some village in the hinterlands of India. It was with the plight of such women in mind, and those in circumstances a hundred, if not a thousand times worse, that The Government of India passed the law for women’s reservation. And that is the spirit of the law behind the said bill. Now, in all fairness, you claim that women in Nagaland face discrimination anywhere remotely near that. There may be a few exceptions, but no Naga girl has ever been deprived of an education, or opportunities to advance in life; no matter how poor the family, no Naga girl has ever heard her parents say, “We don’t have enough money so we’ll send only your brother to school.” Or “You’re a girl, you don’t need to go to school, just learn how to cook, wash and clean the house.” No Naga Woman has ever been told, “Working outside the walls of one’s house is not a suitable environment for women.“ No Naga woman has ever been deprived of the right to go about freely, anywhere in the world she wished to go. Ever since we gave up the practice of headhunting, no Naga Tribe has ever demanded that their womenfolk go about, escorted by a male member of their family, whenever the need arose for them to go out of their homes. I remember that the Late Madame Rano Shaiza was an elected Member of Parliament in the 1970s. If

any Naga woman from any tribe can prove to me that she, or some woman she knew, was prevented from contesting an election, solely because she was a woman, I am willing to sign any Public Apology drafted by the J.A.C.W.R. and pay all the newspapers in Nagaland to have it published. The issue is no longer about whether reservation for women infringes on the Customary Laws of the various Naga Tribes; it is now apparent that the radical J.A.C.W.R. is willing to take advantage of the genuine suffering of Indian Women, in mainland India, in their effort to gain easy entry into the various civic bodies in Nagaland. They are not concerned that there may be genuine grounds for objection on the part of the various Tribal Organisations. I, for one, do not agree that the Spirit of the Law is applicable in Nagaland, when it comes to women’s reservation; and that the lack of women in our various elected bodies is not due to any suppression on the part of the males in Naga Society; but due to a lack of confidence on the part of the women to face men on a level playing field. We have seen a couple of women who have filed their nominations in open constituencies. I applaud them and urge their constituents to vote for them, for they are the true leaders. They are the Trailblazers of Naga Society; not the J.A.C.W.R. While the former are planting the seeds for all women, and thereby society, as a whole, to advance; the latter are a group of radicals who are willing to sacrifice the future of all women in Nagaland so that some of them can enjoy the benefits, today. I, once again, urge the N.M.A. and the Tribal Organisations to hold talks, independent of the State Government(The Devil’s Advocate), and come to a lasting solution. The fact that a few women have managed to file nominations for the reserved seats in a few civic bodies is not a victory for women; it is a defeat for all those who are unable to do so in other places. And that the Tribal Organisations have managed to prevent the filing of nominations in other places is, likewise, a defeat, for they have been unable to enforce their decision in all towns. So, that leaves the Corrupt State Government, like a vulture circling a dogfight, slavering in anticipation of picking clean the bones of the contestants; and swallowing any and all funds that may be released. The decision now lies in the hands of the Women of Nagaland.”Are you willing to accept this Pyrrhic victory and live with the knowledge that many women have been deprived of an opportunity to serve the people; combined with the fact that this issue will keep on cropping up every time Civic Polls are announced? Or are you willing to see this as an opportunity to hash out matters with the Tribal Organisations and resolve the matter once and for all time?” I also urge the Tribal Organisations not to put forward the proposal for Nominated Women Councillors (with or without voting rights), for, as I’ve mentioned before, it only opens up another avenue for corruption. I humbly beg all concerned to leave aside your Egos, Grudges and Vested Interests, and for just once in your respective lifetimes, and in the History of Nagaland, work for and in the interest of The Common Good. o wonder the spirit of equality remains a pervasive character of the Indian constitution, and perhaps an important feature for the constitution to create an egalitarian and welfare society by providing socio-economic and political justice to all its citizens irrespective of who is A and who is B. And perhaps with so many provisions laid down, the Indian constitution is recognised to be the longest written constitution in the world. However, the fact remains that even after such a deliberation on its citizens, the country still struggle with unlimited socio-economic and political injustice. The question of cast/tribe representation and exclusion, communal violence, democratic rights, gender rights are still hotly debated and continue to do so with many ramifications. What has emerged from this plethora is quite out of question to address in this short write-up. However as a matter of fact, reservation policy has significantly changed the landscape of our perception to question the democratic institution in our society. Reservation politics as such is quite dominant and a sensitive issue in our state and perhaps our state in the 21st century has been trying to address this issue economically and politically. But the outcome was neither fruitful nor acceptable by the larger society, in fact it has created more diversity and inequality of representation within the many existing tribal community in our state. One significant feature of such political blunder was applying the grand theory of reservation policy into our tribal context. As a matter of fact political vote banks played the dominant role of identifying the character of who is advanced and who is backward. Historically, it is quite true that certain features such as geographical isolation, absence of communication, economic backwardness and absence of modern institutions etc. tends to classify the people within the broad framework of development or so-called civilization. Thus for that matter, all Naga tribal communities were at one point time possessed all such features juxtaposing the caste

system of mainland India. It is common and universally accepted norms that categorizing people into certain categories of class are determined by social-cultural, economic and political positions. Thus for example the Dalit’s in India are categories as backward and most ill-represented communities in the country partly because of the above feature, but also largely because they were considered to be out of the caste hierarchical system. Similarly tribal communities were also confusedly viewed on such notion but since tribal communities were characterize by different socio-cultural and political feature no actual definitive concept were ever drawn in Indian constitution, what we have today is a version of political manoeuvres to suite the post-Independence economic policy of exclusion. Today, the concept of reservation policy in our state is partly the political legacy of the postIndependence India economic policy of exclusion that we have inherited. The notion of who is backward and who is advance in our state is therefore a political version rather than the essence of socio-economic nature. Today if we were to categories on the basis of socio-economic features rather than tribe and political motives we would unrevealed the already inequality of human beings that are persisting in every tribal community that are merely struggling for survival in every corners of the village. The notion of backward and advance category of tribe therefore is simply a myth, and does not even carry any meaningful definition. But rather created for political motives and does not at all address the socio-economic and cultural deprivation of the people, what has resulted from such political creation had tend to splinter into even more narrower category within the tribes who now perceive themselves in the margin within the margin. Naga society is a patrilineal society, as the saying goes that everyone accepts. But why it is there? Is a question that nobody tends to explore. All arguments on the reservation have always looked back into the historic event of the contested -Article

371(A) in the Indian constitution. In fact, it is the only legal ground for the Naga tribal community to legally protest the encroachment of expanding modernity and ever changing Democracy. It is also a foundation where tradition and the consequence of modernity meet, it also provides all Naga communities of Nagaland a sense of belongingness to a place with a sovereign rights over limited property and resources, within a specific and a limited territorial boundary. Which patriliny had maintained the stability of our limited resources without complication within every village and community. However, apart from patriliny, the concept of patriarchal ( male authority) is an ideology that we have created ourselves in the process. The question is how we can un-think patriarchal? The solution does not come from grand theory of 33% reservation policy but comes from the deeper engagement and human orientations via education and inequality that persist in society. 33% reservation policy in the state is highly a political project of the ruling party and does not deal or engages with inequality of gender in any form. The grand theory of 33% reservation policy (I repeat again) which is applicable to a society which is not only caste based but also historically perceives the gender roles and status position differently from tribal communities like the Nagas, is not at all applicable in our context and only tends to complicates the very essence of Naga culture. The question of gender inequality in which we all tends to engage should also not be carried away with political project and the political apparatus of the ruling party, but rather should engage on the ontological and the epistemological construction of gender and inequality within the specific context of Naga culture. To conclude I quote Charles Taylor, ‘This is an important stage, but we need to go a little farther back to see how this passage came to have a sense it did. A drama has been enacted on the civic polls elections wherein some municipal and town councils have not been allowed to file nomination. On the other hand, there are those who have nominated their candidature for the polls. After all the objections and dissents from various organizations, the government still decided to go ahead with the polls. Now, the time period for filing nominations has also been extended up to January 9 in places where the status is nil. So for those who have nominated they would go on to contest, win or lose and would still form the respective municipals and councils. Now, what would happen in those places where no candidates have filed or contested. Fund meant for the towns would not reach them? Voice of the people is also important for any government. Nobody can be in power forever. Politicians, law makers will come and go but at the end of the day, it is the common man who would have to pay for all these lapses. New Delhi, Jan 8 (IANS): In the wake of death of over 90 persons and injuries to over 12,000 from use of pellet guns during the unrest in Jammu and Kashmir, the CRPF has refused to give, in response to an RTI query, details of the number of such weapons and ammunition used. The unrest in Jammu and Kashmir was triggered on July 9 by the death of Hizbul Mujahideen commander Burhan Wani a day earlier in a gunfight with the security forces. In reply to the Right to Information application, the Chief Public Information Officer of the Central Reserve Police Force (CRPF) said: “Security forces, including CRPF, are exempted to provide information except for information related to allegation of corruption/violation of human rights.” “In the instant matter, there appears to be no violations of human rights as well as facts of the case do not attract the allegations of corruption,” it said. The reply was given to Venkatesh Nayak of Commonwealth Human Rights Initiative (CHRI) in December last

New Delhi, Jan 8 (PTI): Tax anti-avoidance rule GAAR will kick in from April 1, 2017, the tax department said on Sunday. In its 2016 year-end review, the Central Board of Direct Taxes, which is the apex policy making body of the I-T department, listed its major achievements. “Major achievements of CBDT in the current financial year 2016-17 so far include, among others, Enactment of The Benami Transactions (Prohibition) Amendment Act, 2016, Implementation of The Direct Tax Dispute Resolution Scheme, 2016 and of GAAR from Assessment Year 2018-19,” an official statement said. In May last year, CBDT had started consultation with stakeholders asking them to give their views where they require clarity before GAAR is implemented. General Anti-Avoidance Rule (GAAR) was part of the 2012-13 Budget

Kolkata, Jan 8 (PTI): West Bengal is eyeing a sizeable share of at least 20 per cent from the total national corpus of Rs 3,000 crore meant for ‘Blue Revolution’. “We are definitely eyeing at more than 20 per cent of the Rs 3,000 crore national fund meant for development of marine sector for Blue Revolution,” West Bengal State Fisheries Development Corporation managing director Soumyajit Das told PTI. The state, he said, has already sent proposal worth Rs 250 crore for FY 2016-17 of which proposals totalling about Rs 100 crore is toward processing, Rs 100 crore for de-siltation and rest Rs 50 crore for culture is sent to the Centre for approval. National Fisheries Development Board is aiming at eight per cent productivity growth touching 15 million tonne production by 2020 through its Rs 3,000 crore umbrella Blue Revolution.

New Delhi, Jan 8 (PTI): Tightening the noose around tax evaders, the government has asked banks to obtain permanent account number (PAN) or Form-60 if PAN is not available, from all bank account holders by February 28, 2017. “Income-tax Rules have been amended to provide that bank shall obtain and link PAN or Form No. 60 (where PAN is not available) in all existing bank accounts (other than BSBDA) by February 28, 2017, if not already done,” a notification by the Central Board of Direct Taxes (CBDT) stated today. The persons who are having bank accounts but have not submitted PAN or Form No 60 are advised to submit the PAN or Form No 60 to the bank by February 28, 2017, the notification stated. Surprisingly, it is the debt instruments that have taken the biggest hit, after remaining a preferred investment avenue for foreign funds in recent years, while equities continued to attract net inflows but not enough to compensate the huge outflows from the bond market. Experts believe that any respite from such a sell-off is likely only in the second half of the new year 2017. Mumbai, Jan 8 (PTI): State-run Bank of India today said it has decided to reduce its interest rates on retail loans, including home and vehicle loans, with effect from tomorrow. The bank earlier reduced its minimum lending rates or marginal cost of funds based lending rates (MCLR) by up to 90 basis points, effective January 7, it said in a release here. “The revision in rate of interest on retail loans is a consequence of reduction in MCLR,” it said. The rate on home loans has been lowered to 8.65 per cent for women borrowers, while for others the rate has been set at 8.70 per cent. The bank has reduced the interest rates for vehicle loans to 9.35 per cent. For loan against property, the new rates are set in the range of 10.50-11 per cent. The rates for women borrowers will be 0.5 per cent lower than the others, the bank said.

Defence Minister JeanYves Le Drian said such attacks were doubling every year and this year’s presidential elections could be targeted. He said it would “naive” to think that France was immune to the type of cyber-campaign that targeted the US election, which has been blamed on Russia. Mr Le Drian is overseeing an overhaul of France’s cyber-security operations. Cyber-attacks in France have increased substantially in the last three years and have become a serious threat to the country’s infrastructure, Mr Le Drian said. In an interview with Le Journal du Dimanche newspaper, Mr Le Drian said that France “should not be naive”. He said that thousands of external attacks had been blocked, including attempts at disrupting France’s drone systems. The courts were established through an amendment in the Constitution after the horrendous attack on a school in Peshawar on December 16, 2014. The move generated heated debate as the courts were billed by rights activists as violation of basic human rights as enshrined in the Constitution of the country and international charters. However, they were allowed to function after the Supreme Court upheld as valid the 21st constitutional amendment and the Pakistan Army (Amendment) Bill, 2015, enacted by Parliament in 2015. The amendment ensured that the courts will end after two years through insertion of the “sunset clause”.

The police will look for local sources of air pollution, including open-air barbecues and dusty roads, Cai Qi says, according to Xinhua state news agency. The mayor has also promised to reduce coal consumption by 30% this year. Many residents have been forced to stay in their homes for days at a time to avoid breathing the poisonous air.

Residents and correspondents in the second city, Bouake, described calm on the streets - a day after troops briefly seized the defence minister. The rebellion had spread from there to other cities, including the commercial hub, Abidjan, but that city, too, is now quiet. A deal was struck between the mutinous soldiers and the government on Saturday, though details are scant. Rahul Johri, the BCCI CEO, who is currently in charge of daily operations, is likely to approach the Lodha committee to put forth HCA’s current predicament.

DOHA, Jan 8 (Agencies): Novak Djokovic brought world number one Andy Murray’s 28-match winning streak to an end in Doha on Saturday to retain the Qatar Open title in a three-set thriller. Serb star Djokovic won 6-3, 5-7, 6-4 in a highquality, action-packed match between the two best players in the world lasting almost three hours. It is Djokovic’s 25th career victory over Murray and puts down an earlyseason marker against his great British rival, before the Australian Open later this month. Despite going into the third set showing signs of frustration and weariness, Djokovic was able to claw away any momentum Murray had to secure his second successive title in Qatar and the $209,665

first prize. A break of Murray’s serve in the seventh game of the final set -- when the Scot looked most likely to win - proved decisive. Serving for the match, Djokovic secured the title on his fourth match point, having squandered three in the second set when Mur ray astonishingly recovered from 5-4 down and 40-15 to win three games in a row and force, at that point, an unlikely deciding set. It was Murray’s first competitive defeat since losing to Juan Martin del Potro in the Davis Cup back in September. Maradona defends Tevez’s big money move to China Buenos Aires, Jan 8 (IANS): Argentine football legend Diego Maradona has defended compatriot Carlos Tevez’s big money t r a n s f e r t o C h i n a ’s Shanghai Shenhua from Boca Juniors. According to Maradona, Tevez “did what he had to do” by going to China and “did not defraud anybody”, reports Xinhua news agency. Carlos Tevez was transferred to Shanghai Shenhua in December where he will earn around $40 million a year despite pleas from his fellow players and fans of Boca Juniors for him to stay. Boca Juniors made $11 million from the transfer. “The fans of Boca should thank him for

coming back (in July 2015 from Juventus) but it is time that a money goes to a player, and not a manager or businessman,” Maradona told sports newspaper Ole.
