DIMAPUR, JUN 9 (NPN): Union minister of Social Justice & Empowerment, Thaawar Chand Gehlot on Thursday said that the BJP-led NDA government under Prime Minister Narendra Modi Modi has “given a corruption-free government in the last two years and nobody can question the government on corruption”. Taking a dig at the previous UPA government under the Congress, he alleged that corruption was highest during the 10 years rule. Addressing a mammoth gathering at Agri Expo site, Dimapur to mark NDA government’s second anniversary, Gehlot while highlighting the achievements of the government, lauded Modi for his statesmanship. He said Modi was able to take the GDP growth from 4.4% to 7.9% in the last two years.
ACAUT alleges CMO Kiphire of deducting salary DIMAPUR, JUN 9 (NPN): ACAUT media cell in a press note has claimed that it had evidence that the office of CMO, Kiphire allegedly “deducted and collected approximately Rs. 15 lakhs from its employee salaries to be distributed equally to four underground factions”. ACAUT said it also came to know that “every government department in Kiphire district, as per the ongoing practice, is going to hand over their 24% deducted money to the 4 factions through the good office of a certain traditional body of the district”. It expressed shock that such a respected body was party to an “extortion racket”. If the DC was unaware of the racket, ACAUT said it appealed the latter to take cognizance of this matter and dismantle the racket. ACAUT, cautioned that if the CMO failed to return the deducted amount, it would file an FIR. On the issue of 24% extortion and demands, ACAUT said “most of the district administrative officers have lost their courage- thereby exposing almost 100000 lower-cadre government employees to antipeople elements and vested interest NGOs”. This has explained why Mokokchung police and the district administration were yet to arrest the NSCN (I-M) town commander even after a week of FIR being filed, ACAUT stated.

He said during UPA government regime, the country’s GDP growth was brought down to 4.4%, which was at 8.4% during NDA under Vajpayee. On development of North Eastern states, Gehlot was optimistic that the region would progress very fast under Modi. A separate ministry was created for the Northeastern states for development during Atal Bihari Vajpayee’s time and now Narendra Modi is continuing the development works in the Northeast, he added. Gehlot also highlighted the various schemes launched by the NDA government during the last two years and how it had benefited crores of people in the country. Also speaking at the programme, Nagaland chief minister, T.R. Zeliang termed Narendra Modi as the “game changer” for the North Eastern region. He said “people of Northeast were already looking up to the Prime Minister as the game changer as far as development of the region and emotional integration of the people with the mainland is concerned”. The spectacular performance of the BJP-led alliance in Assam last month indicates that the people of northeast acknowledges the performance of the NDA Government, said Zeliang. “It appears that an era appears to be dawning under the NDA Government, where the problem of mainstreaming
the Northeast Region with the Mainland is slowly disappearing, and political and sentimental integration appears to be firming up.” Lauding the various activities of the Prime Minister, Zeliang expressed confidence that Northeast would see a drastic change under the Modi’s leadership. It was under Modi’s direction that central leaders and officials have been regularly visiting the region, said Zeliang and further added that he was proud to have a Prime Minister who was convinced that all the States of the Union should be equally developed and expressed confidence that “his vision will materialise sooner than later.” On unemployment, the chief minister said that the number of unemployed youth in the region was “not that large,” making it possible to tackle the problem effectively even within a time frame in the next three years. On the electoral front, he said BJP and its NDA allies in the North East would need to work out a strategy of cooperation and adjustments through the newly formed North East Democratic Alliance (NEDA). This would boost the number of seats in the next Lok Sabha election, he said, adding “at least two-third of the 25 Lok Sabha seats in NE would be bagged by BJP & its allies”. While congratulating the BJP-led NDA government for completing two years, Zeliang
said it was a matter of satisfaction that so many positive changes have already taken place. He said that the NDA government had introduced numerous path-breaking reforms in the past two years, to revive the stagnant economy, and to take development process on the fast track and also introducing innovative antipoverty measures for the common people. “All these have dispelled the atmosphere of pessimism that had pervaded the nation during the 10 years of UPA rule, and replaced them with that of hope and optimism,” he added. “As politicians let us all remind ourselves that we have only limited time to perform and produce results. We will need to review our performances and set our sails towards the next elections. In this connection, we need to work out concrete and timebound action plan for creation of employment opportunities for our youth,” said the chief minister. Zeliang said it was a matter of great satisfaction that BJP in Nagaland and NPF have been steady partners under the banner of the Democratic Alliance of Nagaland (DAN) since its very inception in 2003. While stating that the partnership has been going strong, he expressed confidence that it would continue with renewed vigour in the years to come.

Acharya, said that Nagaland should not lag behind. Lamenting the lack of women in state politics, Acharya assured to talk to the government that woman should also be in politics as they were every field. Acharya was speaking at the Nagaland State Bharat Scouts and Guides (NSBSG) award ceremony at Durbar hall Raj Bhavan, here on Thursday. Acharya, who is also the Chief Patron of NSBSG, congratulated the recipients of the award. 62 guides and 56 scouts qualified for the award in 2016 from five districtsDimapur, Kiphire, Kohima, Mokokchung and Wokha. Questioning why only students of private schools from five districts could qualify
for Rajya Puraskar (award), Acharya called for expanding NSBSG training to the remaining six districts that could not qualify for the award. Expressing concern over young people going outside state for education in spite of the state having 2000 government schools, Acharya said the budget allocation for school education was the highest but “produce the worst result”. In this regard, he emphasised on the need to strengthen government schools. RTI applicants question govt over relief fund utilization DIMAPUR, JUN 9 (NPN): Right to Information (RTI) applicants, who sought information from the Nagaland State Disaster Management Authority (NSDMA/SDRF) under home department, have asked the government and the responsible authorities to come out clear on some “unanswered questions” concerning the relief fund. In a joint press release, six RTI applicants – Aheto V. Yeputhomi, Hukavi T. Yeputhomi, Kitoho S. Rotokha, L. Khevishe Achumi and S. Zhevihe Sumi, said they, in an effort to “understand some hideous functioning” of the government and to enlighten the unassuming and innocently ignorant public, had filed RTI applications in some important departments. KIPHIRE, JUN 9 (NPN): Seyochung village students’ union (SVSU) has served a deadline on the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Nagaland Education Mission Society, demanding that the government high school building construction work at Seyochung village resume within seven days from the date of publication of its ultimatum. SVSU cautioned that failure to do so, would compel the union to take its own course of action and the department would be held responsible for any untoward incident. As per reply to an RTI query, SVSU said a total of Rs.58.12 lakh was allocated for the construction. However, Rs.18,90,959 was released without even constructing a single pillar. SVSU president K. Chumseli and assistant general secretary Roselin stated that the contract work was allotted during 2010-11 with completion period of 12 months. The union said it had served 15-day ultimatum on September 22, 2014 but the department paid no heed to its plea. SVSU stated that it had appealed to the department and submitted several letters to the department but the construction has not yet started. Meanwhile, SVSU has appealed to the state government to address the matter in order to avoid any “unexpected situation” that may arise owing to non-fulfilment of its demand.
DIMAPUR, JUN 9 (NPN): Taking cognizance of non-indigenous Nagas acquiring land and ownership through various means particularly financial institutions, Naga Hoho said it totally opposes such transfer of ownership of indigenous Naga Bank loan defaulters landed property to non-Nagas either through auction or otherwise. Naga Hoho vice president (Adm) H.K. Zhimomi in a press release said it was a blatant violation of Article 371 (A) of the Constitution including the Nagaland Government Land and Revenue Regulation (Amendment) Act 1978, Section 2 (2)-- “Notwithstanding anything to the contrary in any law, usage, contract or agreement no person (other than the Indigenous Inhabitants of

the Nagas”, NH stated. Therefore, Naga Hoho has cautioned that it would not be responsible for any trouble in near future for those nonNagas, who have acquired land in Nagaland after December 1, 1963 onward, since it was in violation of customary and statutory provisions. The hoho has also asked all Nagas not to indulge in selling and transfer of land to outsiders and strictly abide by article 371(A). The hoho further appealed to the Nagaland Legislative Assembly/ State Government to ensure and exercise their powers based on Article 371 (A) in regard to land with prudence by informing all land registering authorities to strictly act according to the land Rules and Acts.

DIMAPUR, JUN 9 (NPN): Longleng District Drivers’ Union (LDDU), Chamber of Commerce & Industries Longleng (CCIL), Longleng Town Students’ Union (LTSU) and Longleng Town Wards’ Union (LTWU) on Thursday announced that they would launch phase-II agitation (total economic blockade on NH-702, two lane Longleng-Changtongya road) for 48-hour from 6 a.m. June 10 to 6 a.m. June 12. In a joint press release, LDDU president O. Alemtetba Phom, CCIL president B.Shamkai Phom, LTSU president A. Angmau Phom and LTWU president L.Chuba Phom the decision was unanimously taken at a joint emergency meeting on June 9, 2016. The organisations, however, stated that medical department, paramilitary, fire and emergence service, police department, educational institutions, media and administration would be exempted from the preview of the proposed bandh. The signatories said they decided to launch agitation after they failed to get positive response from the PWD (NH) and Gayatri-Maytas to the charter of demand, which was agreed on May 16, 2016 at DC’s chamber. They also said there was no outcome even after 15-day deadline extension to Gayatri-Maytas for maintenance of two-lane (NH702) road with effect from May 26, 2016. Further, the signatories stated that there was no positive outcome in the progress of the road project, adding that the responsible authority have turned a blind eye to the agreement signed on May 25, 2016.

NSF flays police action on protestors
DIMAPUR, JUN 9 (NPN): Naga Students’ Federation (NSF) has condemned the “brutal act” of Manipur Rifles and Delhi Police on peaceful tribal protestors at Manipur Bhavan in New Delhi on June 7. In a press release, NPF president Subenthung Kithan and general secretary Boveio Poukai Duo alleged that the “barbaric act” of Manipur Rifles and Delhi Police was a “clear sign of vengeance meted out to unarmed peaceful protesters of Manipur Tribal Forum Delhi.” NSF claimed that some protestors were seriously hurt, four young mothers were indiscriminately thrashed, beaten, slapped, kicked and pulled by their hairs. “Taking undue advantage of the havoc created, some lust-hungry personnel even groped and molested some women,” said NSF. It stated that “barbaric act and highhandedness” of police should be condemned by all in strongest term. NSF further said that the situation “clearly” showed the incapability of the men in uniform and also lack of sincerity by the government of Manipur “who are stationed in New Delhi lobbying for the “infamous 3 anti-tribal bills.”
Yitachu warns employees with dual jobs
DIMAPUR, JUN 9 (NPN): Apropos the news item ‘Yitachu serves deadline to do away with substitute teachers’, it has been clarified that the School Education minister, Yitachu had issued a deadline till June 30 to School Education employees who were apparently serving in 2-3 departments, to choose only one department. He said it had been brought to his notice that there were some employees within the department employed as Primary Teachers and at the same time enjoying as Post Graduate Teachers, while some were also employed in other departments. Such cases would not be tolerated anymore, Yitachu said this while addressing the inaugural session of the three-day training cum conference of Physical Education Teachers (PETs) on Wednesday. He reiterated that once the grace period was over, stern action would be initiated, to the extent of dismissal from service with criminal proceedings.

Tohanba called on union minister of state for Urban Development, Housing & Urban Poverty Alleviation, Babul Supriyo to discuss about the Smart City plan for Kohima. Tohanba explained in detail about the issues raised by ministry to revise and upgrade the proposal. In a press note issued by the department said that the parliamentary secretary informed the minister that some of the issues raised by the ministry may not be feasible in Nagaland, as the state had its peculiarity, particularly with regard to Article 371(A). Tohanba further urged the
ministry not to equate Kohima Municipal Council with other Municipalities in the country whose revenue were high. Besides Smart City, he also requested the minister to consider other schemes and proposals submitted to the ministry. Tohanba was accompanied by Er. DPDB meetings held at Kiphire and Wka DIMAPUR: Monthly meeting of Kiphire District Planning & Development Board (DPDB) was held at deputy commissioner conference hall, on June 8 under the chairmanship of deputy commissioner & vice chairman DPDB Kiphire, Sedevikho Khro. According to DIPR report the chairman welcomed all the members present including new member E.E. Roads & Bridges, Kisheto Sema and also introduced himself to the members as this was his first DPDB meeting in Kiphire. Noting that most of the officers are based either at Dimapur or Kohima, the chairman stated that the members could not be totally expected to be in the station throughout the month, but as responsible officer of the district, he advised the members to be present at least for 50% of the working days. After reviewing the last meeting minutes, the board discussed on registration of Kiphire Tuensang Sumi Students Union and has decided to recommend to the government for necessary action.

Tripura to increase women police personnel The elite TSR battalions, trained for counter-insurgency operations, were raised in March 1984 to deal with terrorism. Seventy-five per cent of its personnel are from Tripura while the remaining are from across the country. Currently TSR has 12 battalions, out of which nine battalions are India Reserve (IR) battalions. “The IR battalions can be posted anywhere in the country as and when the Union Home Ministry ask the concerned state government,” a TSR official said, adding that certain battalions of specially-trained forces of many states are categorised as IR battalions. The 554 police constables, whose passing out parade took place on Thursday, were given nine-month training at the KTD Singh Police Train-

KTD Singh Police Training Academy Principal Sankar Debnath said women constables were also trained at the academy in 18 courses (outdoor and indoor) during a nine-month-long training period. The training includes anti-insurgency, disaster management, community policing, yoga, law, civic management and human rights. “We will start training Deputy Superintendent of Police-level officers soon at the academy. The Bureau of Police Research and Development has also chosen the academy for its Bharat Darshan programme,” Debnath said.
Ag a r t a l a , J u n 9 (IANS): The Tripura government will increase the number of women police personnel to at least 20 per cent of the total strength, Chief Minister Manik Sarkar said on Thursday. “Currently, 13 per cent of the total police constables and 10 per cent of the total police force are women. Our government’s target is to raise the percentage to at least 20 in the next few years,” Sarkar said at the passing out parade of 554 newly-recruited police constables. He said: “Many years ago, there were only two per cent women in the police force. The number of women police personnel and officers is being increased to deal with the rising crime against women and other related issues.” The Tripura government has already set up seven
all-women police stations, and four more all-women police stations would be set up soon. “Besides recruiting additional women police personnel and setting up of allwomen police stations, the state government has taken a series of steps to check crime against women,” said Sarkar, who also holds the Home portfolio. He said: “Tripura State Rifles (TSR) has earned huge appreciation from many state governments and the Central government as the force has been deployed in a large number of states during elections, sports meets and other important events”. “Another 500 troopers of TSR would be recruited soon to increase the strength of this counter-insurgency force,” the Chief Minister announced.

JAC along with the Outer Manipur Tribals’ Forum (OMTF) on Tuesday last announced a 10-day economic blockade on the national highways passing through the ‘tribal areas’ of Manipur effective from Thursday midnight. During the stir, movement of all kinds of good vehicles including those carrying essential commodities would be banned from plying on the national highways in tribal inhabited areas. The forum has also imposed a ban on all construction works of all national projects. People make a long beeline at the petrol pumps since yesterday late evening. Most of the petrol pumps closed down before noon citing stock exhaustion. Following the choatic situation, some of the oil depot had stopped distributing oil stating that the fuels were out of stock. Later, in the afternoon, almost all the oil pumps in Imphal area were found with bills pasted “Stock Nil”. While announcing the blockade, the JAC stated that it was in protest against the prolonged ill treatment of the tribal people that has recently been highlighted through the three anti-tribal bills passed by the Manipur Legislative Assembly on August 31, 2015. Itanagar, Jun 9 (PTI): Arunachal Pradesh Governor J P Rajkhowa has called for setting up helplines for people travelling in highways, days after his wife’s car was chased by miscreants while travelling from Guwahati to Itanagar. The Governor’s appeal follows a series of incidents of harassment and waylaying of vehicles in Assam, including the one on June 4 involving his wife Rita Rajkhowa, a Raj Bhawan communique said today. The miscreants overtook her car thrice but Raj Bhavan driver Jitumoni Nath managed to save the situation. Five people were arrested in connection with it the next day by Assam police,. Rajkhowa said the Arunachal DGP in coordination with his Assam counterpart must set up a mechanism to provide at least three mobile helpline numbers in addition to one or more landline numbers and email addresses, so that common people travelling in Assam and at the same time those travelling in Arunachal Pradesh can avail timely assistance. He also appealed to the people, particularly victims of harassments, humiliations, forced extortions and other illegal activities on the highways to come forward and file formal complaints.

74 non-tribals arrested for not having valid ILP in Mizoram Aizawl, Jun 9 (PTI): Police arrested 74 non-tribal people in Aizawl for not having valid Inner Line Permit (ILP), an official pess release said on Thursday. Of them, 64 people were convicted by the local courts for violating the Bengal Eastern Frontier Regulation (BEFR), 1873, a statement issued by the Police Public Relations Officer (PRO) said on Thursday. The statement said that 64 non-tribal people were deported on Wednesday by transporting them to the Mizoram-Assam border. At least 2,221 BEFR violators have been arrested during this year of which 2,040 people were pushed back after being convicted by the courts of law. People from outside the states of Mizoram, Nagaland and Arunachal Pradesh are required to have ILPs to enter and work in the three states under the BEFR, 1873.

NEW DELHI, Jun 9 (PTI): With overspeeding accounting for over 62 per cent road accident deaths, Union Minister Nitin Gadkari Thursday said cameras will be installed on National Highways to check errant drivers who would face stricter penalties. “We are hopeful that the new Motor Vehicle Act is passed in the upcoming session of Parliament as a Group of Ministers, headed by Transport Minister of Rajasthan is likely to submit its report on stricter penalties and after the Cabinet nod the same would be introduced in Parliament,” Mr Gadkari said addressing the media in New Delhi. The road transport and highways minister, who has been vocal that 30 per cent of licences in India were “bogus”, said a study of 2015 accidents showed that “owners of regular licences were involved in 79 per cent of about 5 lakh road accidents in which 1.46 lakh people died.” Drivers’ fault accounted for 77 per cent of total road accidents, Mr Gadkari said and stressed that India is the only country where driving licences are being issued liberally but the “government cannot allow it anymore”. “Under the proposed new Motor Bill, driving licences could be obtained only after a driver passes the test at the computerised centres and results will automatically be transmitted to concerned RTO through satellite and it would

bile designs and it has been mandatory to ensure airbags in vehicles besides provision of air-conditioning in truck cabins.A committee is looking into design of helmets to make them light and within three months the design would be finalised, he said. Besides people violating vehicle norms will face stricter penalties, the minister said. The GoM to frame stricter penalties for Road Safety Bill is scheduled to meet in Dharmshala, Himachal Pradesh, on June 12 and would come up with its final recommendations soon, he said. The interim recommendations on Road Safety Bill by GoM provides for a stringent penalty of Rs. 100 crore and compulsorily recall for faulty designs and absence of necessary safety features in their vehicles. The new Road Safety Bill may also provide for a penalty of up to Rs. 5,000 on individuals for use of unauthorised components and other manufacturing or maintenance-related violations, such as in fog lights, pressure horns, extra lights, roof-top carriers and metallic protectors. The dealers and vehicle body builders would face a fine of up to Rs. 1 lakh per vehicle for such offences. Besides, the component dealers would be fined up to Rs. 1 lakh for “selling non-approved critical safety components for vehicles”. These proposed penal provisions form part of recommendations made by GoM.
Govt ready for probe in Mathura clashes: Rajnath Mathura, Jun 9 (PTI): Union Home Minister Rajnath Singh Thursday said the Centre was ready for a CBI probe into Mathura violence that claimed 29 lives, provided Uttar Pradesh government demands it. “Thousands of people had grabbed land in Mathura and the state government was unaware. If state government demands a CBI probe, we are ready for it,” Singh said while addressing a rally in Mau in which he highlighted various schemes of the Narendra Modi government. Earlier this week as well, Singh had dared the state government to recommend a CBI probe into the Mathura clashes. Uttar Pradesh government has ordered a judicial probe into the Mathura violence. The probe will be conducted by a retired judge of Allahabad High Court and the inquiry committee has been asked to submit its report within two months. Two police officers, were among the 29 people killed during the clashes between encroachers and police in Mathura last week. The violence had claimed the lives of Superintendent of Police (City) Mukul Dwivedi and SHO Santosh Kumar. Political parties had been demanding a judicial inquiry into the violence. BJP’s Mathura MP Hema Malini had demanded a CBI inquiry into the incident. Meanwhile, Union Minister Prakash Javedkar held the SP government responsible for the Mathura incident.
Seizure of Rs 570 cr in TN: CBI to file status report CHENNAI, Jun 9 (Agencies): The mystery shrouding currencies to the tune of Rs 570 crore found in 195 boxes inside three truck-mounted containers on May 13 and seized in Tirupur district of Tamil Nadu by election officials deepened further, as it now turns out that the trucks carried fake registration numbers and the cash transportation documents of RBI too are fake. The Madras high court on Thursday directed the CBI to go into the issue and file a status report in the court in two weeks. Hearing a writ petition of DMK MP TKS Elangovan, Justice R Subbiah gave the interim direction to the central agency. Also, the currency bundles had Axis Bank seal and tag though the money apparently belonged to the State Bank of India. Earlier, senior advocate and former additional solicitorgeneral of India P Wilson, representing Elangovan, pointed
out that the cash had been carried in three trucks and one of them had a number plate belonging to a Toyota Innova vehicle. Registration certificates of the two remaining trucks contained different names as their owners, but photograph was of the same person on both certificates. “All the three trucks have Andhra Pradesh registration numbers. Out of the three vehicles, one truck bearing registration number AP13 X 5204 is the number of an Innova car belonging to one Jaffer Ahmed Khan. The vehicle number bearing registration number AP 13 X 8650 belongs to one Kaja Mohammed, and the one having number AP 13 X 5203 belongs to one Salim Mohammed. But, interestingly, the RC books of both the vehicles had the photograph of one person. It means owner of one truck is not a genuine person, or both vehicles stand in the name of fake persons,”

Chennai in order to transport a huge sum of hawala money. Thus, not only offences under the IPC are attracted, but also offences under the Prevention of Corruption Act get attracted,” it said, justifying probe by the CBI. As for the claim that the cash belonged to State Bank of India (SBI) and inter-departmental communications with regard to the sum was produced before authorities, Wilson said a letter dated May 6 did not have file or reference number. Another letter dated May 10 written by branch manager of SBI’s specialised currency administration branch in Visakhapatnam made reference to a direction from the RBI Chennai. “However, RBI Chennai has not given any such direction or permission for such cash remittances of Rs 570 crore,” the petition said, adding that the letters came into existence subsequent to the seizure of the trucks.

Indian Embassy in Kuwait advisory against fraudsters DUBAI, Jun 9 (PTI): The Indian Embassy in Kuwait has issued an advisory asking members of the Indian community in the country not to fall prey to calls of fraudsters, who claim to be Indian embassy officials and warn them of arrest or deportation. The modus operandi of these gangs of fraudsters is to extort money from the victims by saying that the local authorities have initiated legal proceedings against them as they have submitted false information in their immigration papers,” according to the Indian Embassy in Kuwait. “These fraudsters would then demand money to be transferred urgently to a lawyer/consultant’s account saying that this lawyer/consultant has been appointed by Indian Embassy to assist the victim in his legal proceedings, the Embassy said in a statement. However, to avoid any delay due to bureaucratic procedures, fraudsters will ask the money to be transferred immediately to the account, assuring the victim at the same time that the money will be reimbursed to him/her later by Indian Embassy, it said. According to the embassy, it is suspected that these fraudsters are using their hacking skills to access personal details of their targets and to off-guard their victims, they pretend as if they are Indian Embassy staff calling from the Embassy. “The Embassy advises all members of Indian community in Kuwait not to fall prey to such fraudsters’ calls,” it said.
NEW DELHI, Jun 9 (PTI): Air India’s “books are so bad” that nobody will buy it even if the government wanted to sell off the national carrier, Civil Aviation Minister Ashok Gajapathi Raju said today. Ruling out disinvestment in the carrier that has a debt of some Rs. 50,000 crore, Mr Raju at the same time made it plain that the taxpayers’ money cannot be committed “for eternity”. “Its (Air India) books are so bad. I don’t think that even if it is offered, anybody would come for it,” he said. Grappling with mounting debts and tough business conditions, Air India has been in the red since the merger of then Air India and Indian Airlines in 2007 and is staying afloat on a Rs. 30,000-crore bailout
package extended by the UPA government. Asserting that unlike others, he would not like to get into “Air India bashing,” the minister also said that the carrier needs to function in a more cohesive manner to deliver on its turnaround goals. “It is a nice airline. I like Air India but I can’t commit taxpayers’ money for eternity. That is not done,” Mr Raju told Press Trust of India in an interview. New Delhi, Jun 9 (Agencies): With India trying to increase its presence in the Indian Ocean and the South China Sea, cybersecurity experts have warned that Chinese hackers have set their eyes on the country’s aircraft carriers - INS Vikrant and INS Vikramaditya. As per a report in a leading national daily, the Chinese hackers are closely following the movements of the Indian aircraft carriers, especially in the South China Sea. These hackers, claims report, are also attempting to crack cyber-security codes to extract confidential information regarding India’s military preparedness. The cybersecurity experts have also warned that these China-based hackers have also been targeting Tibetan exile groups in India, which Beijing views as a threat for past several years. Citing a sensational report from cybersecurity firm FireEye, the experts say that an advanced team of Chienese hackers has been zeroing in on vital Indian organisations to steal information related to Indo-China border disputes and Tibetan exile groups. The group termed as APT30 touted to be longest-running advanced threat groups, possibly tapped classified government networks and other networks inaccessible from a standard Internet connection, according to a report by FireEye. The Chinese hackers have set their eyes on the Southeast Asian region, with a focus on governmental, diplomatic, scientific and educational organisations, the report said.

ISLAMABAD, JUN 9 (PTI): Pakistan on Thursday accused India of using the Pathankot terror attack as an “excuse” to derail the bilateral dialogue process and said that talks are the best way forward to resolve outstanding issues, including “mutual concerns” related to terrorism. Pakistan Prime Minister’s Advisor on foreign affairs Sartaj Aziz said that peaceful neighbourhood was part of the government’s policy. He said Pakistan and India had agreed to start the dialogue in December 2015 when Indian foreign minister Sushma Swaraj visited Pakistan. “But before the foreign secretaries could meet and finalise a schedule for resuming the Comprehensive Dialogue, the Pathankot incident of 2 January 2016 gave India an excuse to postpone the resumption of the dialogue,” he said. “Pakistan believes that dialogue is the best way forward to resolve outstanding
issues, including mutual concerns related to terrorism,” he said. He said Pakistan sent a joint investigation team to India and has already initiated the required investigation against those alleged to be involved. The India-Pakistan talks were was stalled after the January 2 attack on Pathankot airbase in which seven Indian security personnel were killed. India has accused Pakistanbased terror group Jaish-eMohammed for the attack and has linked the resumption of the dialogue process to the action taken by Pakistan against the group. Aziz addressed the media here to highlight achievements of Prime Minister Nawaz Sharif ‘s government. To a question, Aziz said that Pakistan would continue to support Kashmiris’ struggle for the right of self-determination at bilateral level in talks with India as well as at multilateral forums like the UN.
Aziz reiterated that US drone attack on May 21 which killed Afghan Taliban leader Mullah Mansour damaged the efforts for peace and reconciliation in Afghanistan. “The recent drone attack in Balochistan in which the Taliban leader Mullah Akhtar Mansour was killed, has breached our sovereignty, caused a serious setback to the peace efforts and intensified hostilities in Afghanistan. The drone strike must, therefore, be condemned by all stakeholders,” he said. He said Pakistan’s relations with the US have improved since Sharif took over but the main issue affecting the ties is American indifference towards security needs of Pakistan. “In our interactions, we firmly conveyed to the US that maintaining effective nuclear deterrence is critical for Pakistan’s security and only Pakistan itself can determine how it should respond to the growing strategic and conventional imbalances in South Asia,” he said.

Modi’s pitch abroad
A
fter the Indo-US nuclear deal sealed in 2005 during the UPA regime under Dr Manmohan Singh with then US president George W.Bush; India’s stock as a major nuclear power rose and it was only befitting that it became a member of the Nuclear Suppliers Group(NSG). The NSG is a group of nuclear supplier countries that seeks to contribute to the non-proliferation of nuclear weapons through the implementation of two sets of Guidelines for nuclear exports and nuclear-related exports. NSG is a club of 48 countries dedicated to curbing nuclear arms proliferation by controlling the export and re-transfer of materials that could foster nuclear weapons development. India is a growing country with massive energy needs. It has set for itself an ambitious goal of sourcing 40% of its power from non-fossil sources and here is where nuclear energy comes into play. India will need latest technology and NSG membership will come in handy. Though it got a one-time NSG waiver in 2008, the country needs constant access to global markets and a stable trading framework. India’s prime minister Narendra Modi has set a task for himself, to obtain NSG membership for India. His five-nation visits to Afghanistan, Qatar, Switzerland, US and Mexico, was to impress upon the nations to back India’s effort for membership to NSG. The nations have no objection to membership for India and so the takeaways do seem quite positive. Modi has been able to impress upon western nation about India’s non- military policy and programs. That is not a difficult task given the fact that India has always followed the path of non confrontation even with a belligerent Pakistan and a hostile China. Modi has been given the benefit of doubt and he has to prove that his government will not allow anti-minoritysm in any form. His critics are right when they say Modi is a good salesman who is well versed in marketing technology for public relations. The technology has been acquired by him through long experience. True, that his promise of ensuring Achhey Din is yet to be fully realised especially against the backdrop of having to curb price rise caused due to a variety of regional, national and international factors affecting the common people, especially the salaried ones.US president Barack Obama has officially backed India’s bid to join the Nuclear Suppliers Group (NSG) on the ground that becoming a member would place India a stronger position to be a “good citizen” on proliferation related issues . The deadline for members of the 34-nation group to object to India’s admission has expired without any of them raising objections. The Members of the Missile Technology Control Regime (MTCR), a key anti-proliferation grouping, have agreed to admit India. Under the ‘silent procedure’, India’s admission follows automatically. Outgoing US President Barak Obama is obviously is looking forward to India’s “imminent entry” into the MTCR when the two leaders address the media after their seventh bilateral meeting. Admission to the MTCR would open the way for India to buy high-end missile technology and also making more realistic its aspiration to buy state-of-the-art surveillance drones such as the U.S. Predator, made by General Atomics. If indeed, India is admitted to the NSG, it would raise Modi’s stocks not only at home but abroad and that will perhaps herald a big change.

he issue of bifurcation of School Education has drawn my attention at a time when I am thinking what and what all about happening to this department. The demand appeared to be justified while judging at the angle of various statements given in the local dailies together with the problems that surface every now and then although I do not know the internal complicacies. While the department of education is suppose to be the cleanest department it seems to have infested with various problems which appeared to be management problem. The best way to nurture quality education is privatising the set ups, however it has to provide free and compulsory education to the elementary stage which is a pro-poor policy. Not only that the government is providing lots of Schools to junior and senior secondary stages which is a boon to poor and rural people. Hence government schools are indispensable for poor and needy people and will continued in the coming time. Very often people talk about poor result in government Schools and it is true as per our macro view without going deep into the classroom transaction. But we cannot expect much from these schools as all the lowest and poorest families sent their children here who cannot afford private schools education where fees are exorbitant. This is why government schools cannot easily shine in the result aspect and also in the disciplinary areas. On the other hand government
schools are compounded with various government programs and schemes such as mid day meal /free textbook / free uniform and so on, coming mostly from the ministry of human resources . Our state policy makers are on the other hand see these schemes in another perspective as a chance to divert fund to their personal treasury. All these factors has compounded and added the already confused department for which the department is always in the news for non release of salaries, free text books etc, etc and therefore full of ultimatums and strikes. In order to deliver efficient management of this department we need innovative measures so that poor children are not deprived of their due attention and share. Is there any other way round to understand one another’s desire and mind without resorting to strike and agitation? We don’t approve agitation as it confuses the children and very, very harmful. However it is further learnt that the issue is very old. It is the bounden responsibility of the government to analyse the practical aspects of various demands put forward before it and do what is possible in the interest of the stakeholders without keeping too long in abeyance. Otherwise, in the management point of view demand seems to be realistic and genuine. In management, if man power is available, it is always good to delegate power to different sets of people and provide a competitive atmosphere to the sets

I
n the year 1964, the federal government was about to sign a ceasefire agreement with the government of India. Late General Kaito, the then keya kilonser (defence minister) argued with federal government representative not to accept the framework of the ceasefire offered by the government of India, as it does not even include army zone for the federal government. He argued that it was more a deception in the name of ceasefire. The representative of the federal government did not listen to him but rather told him that he will have to abide by their decision. Against the above setback, Gen. Kaito commanded then Lt. General Zuheto to go to Pakistan with a minimum of 1000 men, with upper limit of 2000 men. Secondly, he commanded then Adjt. Gen A. Maken to overrun the Indian army/Assam Rifles outpost at Thewati which was at the cross border to enable the crossover. Under the able command of Adjt.Gen A Maken the Naga army reached Thewati on June 7 and on June 8, col. Zukiyi Zhimomi, Col. Hoshivi Jimomi, razapieu Sukhevi and myself went and spied over the Indian outpost. About 100 plus soldiers were stationed at Thewati. On June 9, 1964 at 4 a.m (zero hour) the camp was attacked and the whole of the army camp was destroyed along with its fuel depot, ration depot, arms and ammunition depot, trench motors, machine guns and everything with it. While the Naga army had a casualty of Col. Hoshivi Jimomi and four others, of the 100 plus Indian army only two persons were able to escape the rundown of the Indian army outpost at Thewati enabling the crossover which was carried out to oppose the ceasefire. It was one of the biggest confrontations in the history of Naga army guerrilla warfare successfully carried out under the able command of then Adjt. Gen A. Maken. Col. J. P. .Hence bifurcation of the department seems to be really needed not only into two sections as demanded by the association but even into three / four sections as per the volume of messes of the department appeared on daily basis in the local dailies. If the employees of a department is not happy/no peace in their working places as stated in some papers earlier we can just imagine the end product. Here the implication and the application of quality education is really existed. It is a shame that the teachers of various categories the most respected group of people in front of our children are always issuing ultimatum to its authority for non release of salaries for months together. But since this is a regular feature in the department, the authority seems to be so used to and does not feel a pinch even it appeared in the papers which are read by all. A responsible authority should be broad minded and avoid parochial ego. Because the same old concept of holding and handling so many things together to be branded as powerful is obsolete unless delivery mechanism is seen effective in the eye of public. If it is true that the two services entry point, cadre and academic session are different it is valid to be bifurcated as far as reason or justification is concerned. Former cabinet secretary TSR Subramanian, chairperson of the five-member committee wrote to HRD minister asking her to make public his panel’s report containing suggestions for the new national education policy or else he will. The panel submitted its suggestions to the HRD ministry on May 27. With the report not public yet, Subramanian after some “soul searching” has decided to go public with its contents. Sources tell us that the government is still studying the recommendations and will prepare a draft education policy, which will be put in the public domain for feedback. But Subramanian has urged that panel’s report should be made public before finalising the policy. Stating that the report is not a “top secret” document, but one of public interest and that in a democracy it is good to elicit public feedback before formulating a policy. Meanwhile the HRD minister has stated that report of the committee on the evolution of National Education Policy (NEP) will be made public stating that “it is the property of one lakh ten thousand villages over 5000 blocks, over 500 districts, over 20 states that have given it to us with the confidence that any recommendation that comes to us will be shared with them before it
is made a draft policy.” Reading this article reminded me of the much hyped 3rd August Framework Agreement between the GoI and NSCN (IM) on the Naga political issue. The framework agreement is for all Nagas not only NSCN (IM). Therefore, if the document is not top secret and is for the future of all Nagas, it is time for the GoI or NSCN (IM) to place before lakhs of Nagas the 3rd August 2015 Framework Agreement to elicit public response before preparing the draft on the final settlement on the future of the Nagas. In view of the secretive nature on the contents of the Framework Agreement between GoI and NSCN (IM) many speculative reports and write-ups has been appearing in all local dailies, like the recent article in Imphal times which the NSCN (IM) termed it as “comic speculation”. If it is not a comic speculation or top secret document only for GoI and NSCN (IM), then the document should be made public. GoI and NSCN (IM) may take their cue from the HRD ministers immediate response on the NEP. As stated in the news that “an informed public discussion, can provide valuable inputs for the final exercise to be undertaken for the settlement of the vexed Naga political issue.” Kivi-ka Sumi, Dimapur

he stand of the department and the views expressed by the minister for SE & SCERT on the demand for total bifurcation of higher secondary from secondary & elementary education by All Nagaland School Teachers’ Association, Nagaland Secondary Schools Field Officers’ Forum have been adequately covered by the local media. The department has, therefore, refrained from making any rejoinder on news items attributed to the agitating service associations/forum during the 3 days mass casual leave from 24th to 26th May, 2016, and the indefinite cease work from 1st to 4th June, 2016. However, in the news item entitled ‘Rejoinder to Minister, Education’ which appeared in some local papers on 02.06.2016, certain baseless allegations were made against the Minster, School Education & SCERT, Shri. Yitachu allegedly by some members of Core Committee, ANSTA & NSSFOF. The department, therefore, feels it necessary to come out with the following clarifications and factual position :i) The Minister in the meetings with members of ANSTA and NSSFOF on 25.05.2016 and with the representatives of NGHSSEA, ANGPTA, ANSEAOA, ANHTU, ANPTA, NSSATA & NRMSA on 28.05.2016 had make it very clear that the model of total bifurcation of class 11-12 from GHS, was not possible and not workable as it is :-
a) Not in the interest of the students b) Against the policy of composite school in the State and against the no stand alone policy of the Govt. of India c) A wasteful expenditure. ii) The Minister is alleged to have made false promises to different associations including the promise to give Maths and Science Teachers to private schools during the Teachers Day Celebration in 2014. Infact it is a vision statement from a Minister and cannot be said to be a false promise. During the course of the meetings with the different associations, the Minister had only expressed his stand on the model of bifurcation demanded by ANSTA & NSSFOF and left the decision to join or not to join the agitation to the various associations. The associations on their own decided to appeal to ANSTA & NSSFOF to suspend their agitation and to carry on with the normal duties in the interest of students. iii) The advertisement for recruitment of RMSA teachers was advertised in December, 2013, before Shri. Yitachu took over as Minister in-charge of School Education & SCERT but was finalized only in February, 2016. Shri. Yitachu, therefore, cannot be blamed for the advertisement or the existence of alleged excess teachers in the department. iv) 30% of PGT posts is reserved for promotion from eligible Graduate and Primary teachers
with PG degree and B.Ed as per the service rules of 2002. The process for up-gradation of GTs and PTs to PGTs to man the newly up-graded GHS into GHSS was initiated earlier and completed during the time of Shri. Yitachu. v) The policy to freeze the posts falling vacant after retirement, promotion, death was taken by the Govt. in May, 2013, before Shri. Yitachu took charge of the Department. The policy is in place and the allegation that appointment was stopped against retirement vacancy in all schools except for some cases for himself and his friends is baseless. vi) Shri. Yitachu is asked as to how without his approval new Govt. schools could be established. It is clarified that decisions to open new primary schools, upgrade primary schools into middle schools or upgrade middle schools into High Schools under SSA and RMSA were taken before he took charge of the department. No single school was opened or upgraded during his tenure as Parl. Secretary or Minister in-charge of School Education. On the other hand, under his initiatives, rationalization of schools exercise was carried out between November, 2015 and February, 2016 and 194 schools were merged into composite schools as a result of which the total number of Govt. schools in the State has been brought down to 2070 with 41 GHSS, 253 GHS, 626 GMS and 1150 GPS. Yitachu has been appreciated by many. vii) The department admits that there are multiple problems in the department. However, these problems are creations of the department employees only. Shri. Yitachu took a lot of pains to study and analyse the problems, and come out with some workable solutions. There has been a lot of disputes and even court cases on the issue of Graduate seniority list. After proper examination and consultations, it was decided to determine seniority of a teacher a) On the basis of date of entry into service and b) Date of promotion to a particular grade. When these two principles are applied it may so happen that a particular GT who entered service later and getting earlier promotion as AHM/HM may also get faster promotion as HM or SDEO viii) Contrary to the allegation that the Minister has not done anything to promote the eligible officers despite availability of vacancies, Shri. Yitachu has gone out of the way to give officiating promotions to 125 officers under elementary and secondary school cadre and 77 officers under higher secondary cadre between June, 2014 to May, 2016. The best thing to do, once you realize you are not spiritually real, is to ask God for the Holy Spirit, basing your request on the promise of Jesus Christ (see Luke 11:13). The Holy Spirit is the one who makes everything that Jesus did for you real in your life. “Everyone who asks receives….” This does not mean that you will not get if you do not ask, but it means that until you come to the point of asking, you will not receive from God (seeMatthew 5:45). To be able to receive means that you have to come into the relationship of a child of God, and then you comprehend and appreciate mentally, morally, and with spiritual understanding, that these things come from God. “If any of you lacks wisdom….” If you realize that you are lacking, it is because you have come in contact with spiritual reality— do not put the blinders of reason on again. The word ask actually means “beg.” Some people are poor enough to be interested in their poverty, and some of us are poor enough spiritually to show our interest. Yet we will never receive if we ask with a certain result in mind, because we are asking out of our lust, not out of our poverty. A pauper does not ask out of any reason other than the completely hopeless and painful condition of his poverty. He is not ashamed to beg— blessed are the paupers in spirit (see Matthew 5:3).

uch has been written for and against the signing of 16- point Agreement with the Government of India by the representatives of the Naga People’s delegation in 1960 and the Nagaland Nationalist Organisation (NNO) party and the Indian National Congress party in Nagaland on the Naga political issue. It is a fact that the Nagaland State was born out of the political movement. We must also know the genesis of how Nagaland State came into being and how we are today, because of the political movement, disturbances erupted on a large scale in the year 1956. The interior parts of the Naga Hills witnessed large scale kidnapping, killings, destruction of granaries, burning and grouping of villages inflicting hunger, sickness, epidemics, miseries,tortures, and untold sufferings of innocent people. Seeing these situations, when the situation improved in the month of April, 1957, some of the Naga leaders, who had deep concern for the Naga people took initiatives and organized a preliminary meeting to salvage the Naga people with easily available tribes representatives and was held at the Western House Kohima on the 27th of July 1957. At the meeting, the following resolutions were passed, “Whereas the present situation in Naga country demands a change in the interest of all concerned, and whereas, it is essential to establish complete mutual understanding and unanimity amongst the Naga people as a whole, for that purpose we, the signatories below, at the request of the Naga public hereby issue this appeal, notice to all Nagas for the general meeting to be held at Kohima on and from 22nd August, 1957”. In the meeting some concrete suggestions for a political settlement for the long drawn Naga problem through peaceful negotiation with the Government were discussed. Hence, all the Naga tribes were earnestly requested to choose their own representatives and send them to this conference to represent the views of their tribes with their respective resolutions in the matter of settling the Naga problem. On the 22nd of August 1957 the Naga People’s Convention was held and the name “Naga People’s Convention” was coined. Dr. Imkongliba Ao was elected the President and Shri J.B. Jasokie was elected as Secretary of the
Convention. There the main discussion centred round the first resolution where it was resolved that the only answer to the Naga problem was satisfactory political settlement, but the words ‘within Indian Union’ was not added to it. Some members were against this, therefore, this was put to vote and an additional resolution was passed clarifying the first resolution to say that in view of the message of the Governor of Assam conveyed to the President of the Convention, the following clarification had been made in order to avoid any possible misinterpretation and as such the delegates were empowered to say that the ‘satisfactory political settlement’ mentioned in the first resolution meant a satisfactory political settlement within Indian Union. Another resolution was passed which said “If the Government expresses inability to take up the question of re-transfer of forests immediately, the delegates are empowered to agree to the immediate constitution of a separate administrative unit under the Central Government comprising the Naga Hills District of Assam and the Tuensang Frontier Division of NEFA without prejudice to our claim for the forests which will be again agitated at the time of entering into negotiation for a political settlement”. This supplementary resolution was passed in view of the extreme urgency of a change in the Administrative set up. The first convention was followed by negotiation between the delegates and the Governor of Assam, Sayed Fazi Ali at Shillong and thereafter with Prime Minister, Pt. Jawaharlal Nehru in New Delhi. On the 25th of September, 1957, the delegates met the Prime Minister who in turn accepted the proposal on behalf of the Government of India. The delegates also requested the Prime Minister that amnesty should be declared and the practices of grouping all the villages should be stopped. The Prime Minister agreed to accept the request for amnesty in respect of past offence but it would not apply to offences committed thereafter. The delegates met the Prime Minister again on the 26th of September, 1957, and impressed on the Prime Minister that separate administrative unit was only an interim measure. While agreeing with the statement of justification endorsed by various public organization of the region, The Federation also strongly opines that it is feasible and of utmost necessity to immediately set up SBI Branch at Tobu which covers Tobu ADC HQ, Muknyakshu SDO (civil) HQ & Mopung EAC HQ. Apart from those administrative conveniences, the entire populace of the region should also be made availed with banking facilities and avenues at their door step. The Federation aspires that the state Government should ardently appeal the concern heads/agency whereby the meeting minute passed during the SLBC meeting dated 22th June 2015 should be materialized by this financial year end. It should be noted that when all the policies of the central government is being targeted in streamlining all system through banks, the concern SBI incharge of the region should not hesitate but instead foster on with its expansionist minds and avenues to the far flung unreached and least privileged
citizen of the country. The main reason for the involvement/support of the federation in setting up the bank is also to felicitate the school students in the region whereby only through bank, they could avail their scholarship. Thousands of students in the remotes eastern region had faced untold inconveniences for acquiring even their sanctioned scholarship under the ministry of minority affairs/tribal affair. Today when an act of the parliament had clearly stated that every student should have
their personal bank account, the delay in providing such banking avenues by the concern agency itself contradict to the very existing law of the land. Therefore, in order to bridge people’s aspiration to the well established law of the land, the federation earnestly appeals both the state government and the AGM,SBI, RBO Mokochung to sincerely uphold people’s demand by setting up the bank in the region without delay. The barbaric incident of unprovoked assault on a servant of God in a Christian state, probably by Christians even after identifying himself as a pastor is nothing but a satanic act which is to be seriously pondered upon by all the Christians and peace loving citizens of Nagaland. A Christian state where the servants of God are not safe? is the first question that comes in mind. Therefore, on behalf of the Lotha Baptist Ekhümkho Sanrhyutsü (The Lotha Baptist Churches Association) I express my serious concern and vehemently condemn the incident while also praying for Pastor Meingandai and wishing him a speedy recovery so that he will be able to take up the responsibility of shepherding the souls of his Church as well as his Association who are precious in the eyes of God. CBI questions Himachal CM in disproportionate assets case
New Delhi, Jun 9 (IANS): Himachal Pradesh Chief Minister Virbhadra Singh was on Thursday questioned by the CBI for nearly seven hours in a disproportionate assets case, officials said. He is likely to be questioned again on Friday regarding alleged acquisition of assets disproportionate to his known sources of income. His wife Pratibha Singh and others are also named in the case. “His wife Pratibha Singh, LIC (Life Insurance Corporation) agent Anand Chauhan and associate Chunni Lal will be summoned for interrogation soon,” a CBI official, who didn’t wish to be identified, told IANS. “If needed, he (Virbhadra Singh) will be summoned again tomorrow (Friday),” he added. The senior Congress leader earlier reached the Central Bureau of Investigation (CBI) headquarters here around 11 a.m. and was questioned till 6 p.m. The probe against the Chief Minister and his family members was initiated after he was accused of graft during his term as union steel minister from 2009 to 2011. The octogenarian chief minister, who was questioned for the first time by the central agency, reached the national capital on Wednesday and will return to Shimla late

Friday. On April 5, the Delhi High Court asked Singh why he did not join the investigation in the disproportionate assets case registered against him by the CBI. “You have been named in the FIR. Why don’t you join the investigation and finish it. Ultimately, you have to join it,” Justice Pratibha Rani told Virbhadra Singh, who is protected from arrest or interrogation by an order of the Himachal Pradesh High Court. In an oral observation, Justice Pratibha Rani said: “If you have intention to join the investigation, join it.” But the court did not pass any order to ask Singh to join the probe by the CBI. The court was hearing his plea for quashing the first information report lodged against him by the central agency. Additional Solicitor General P.S. Patwalia told
the court that the investigation in the case was “seriously held up”, and added that the central agency completed a dossier in the case and the “facts which have come up are very, very serious”. The Himachal Pradesh High Court had, through an interim order on October 1, 2015, restrained the CBI from arresting or interrogating Virbhadra Singh or filing a charge sheet against him in the Rs.6 crore disproportionate assets case. The CBI has urged the Delhi High Court to vacate the Himachal Pradesh High Court order, contending that the order was hampering investigation. In November 2015, the Supreme Court transferred the disproportionate assets case against the Chief Minister to the Delhi High Court from the Himachal Pradesh High Court, saying the transfer was necessary “to protect the institution from embarrassment” and to “avoid further controversy”. The apex court, however, did not pass any order to modify the Himachal Pradesh High Court order that restrained the CBI from arresting Singh. The CBI has challenged the order. Virbhadra moved the Himachal Pradesh High Court following CBI searches at his residences in Delhi and Shimla on September 26 last year.

Former electricity minister Natham R Viswanathan has been replaced by district mayor V Marutharaj as Dindigul secretary. While the AIADMK leader retained her once-trusted lieutenant O Panneerselvam as party treasurer, his son P Raveendranathkumar has been removed from the post of secretary of Theni district Ilaignar, IlamPengalPasarai (a forum of young men and women). Panneerselvam’s rival in his home turf, Andipatti MLA S ThangaTamilselvan will now head the Theni district unit, a move seen as an attempt to dilute the clout of the OPS family in the region. Jayalalithaa announced a revised list of 38 office bearers aimed at revitalising the party in the run-up to the civic poll, which is just months away. While she retained senior leader E Madhusoodanan as party presidium chairman, 10 former ministers were removed from key party posts. They include C Ponnaiyan, P Palaniappan, Panruti S Ramachandran and P Mohan, and many organizing secretaries of the party. Ramachandran, who was

Whether to allow its release or not is an issue between the producers and the CBFC (Central Board of Film Certification). The government has nothing to do with it,” Badal said. “I am not surprised that there has been a strong reaction against the insults allegedly thrown at Punjab in the film by blackening the face of every Punjabi. If true, it is most painful and disgraceful,” he said.

UNITED NATIONS, Jun 9 (IANS): India’s policy of allowing the manufacture of generic HIV/AIDS medicines for the global poor using the flexibilities in intellectual property laws has received an endorsement from the General Assembly and New Delhi has given an assurance it will continue to provide a pharmaceutical lifeline to the developing countries. A Political Declaration on HIV and AIDS adopted Wednesday at the the General Assembly High Level Meeting on HIV/AIDS said that “access to safe, effective and affordable medicines” was a fundamental right and called on all countries to ensure that intellectual property rights provisions in trade agreements do not undermine the existing avenues of providing generic medicines. It urged them to make use of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIP) flexibilities “specifically geared to promoting access to and trade in medicines.” More than 80 percent of the antiretroviral drugs for treating HIV/AIDS are supplied by the Indian pharmaceutical industry and they have helped save millions of lives, Health Minister J P Nadda told the meeting. To “ensure access to affordable medicines and commodity security,” he said, “India is committed to maintain the TRIPS flexibilities.” TRIPS is an international agreement under the World Trade Organisation

New Delhi, Jun 9 (Agencies): In a major development, the Central Bureau of Investigation (CBI) on Thursday constituted a Special Investigation Team (SIT) to probe into the alleged corruption in the AgustaWestland VVIP chopper bribery scam and the loan default by liquor baron Vijay Mallya. The CBI had earlier questioned former IAF
chief SP Tyagi in connection with its probe into bribery charges in the AgustaWestland VVIP chopper deal. As per CBI sources, Tyagi, who is accused of receiving kickbacks through middlemen from the Italian firm bidding to seal a deal with India regarding the supply of VVIP choppers, had reportedly visited Florence, Milan and Venice after retirement.

DIMAPU R: Expressing appreciation to Nagaland governor for his attention to its memorandum on MGNREGA, the Nagaland Pradesh Congress Committee (NPCC) has reiterated its demand to governor for appointing an impartial inquiry commission into the MGNREGA scheme. Utility vehicles shine in May auto sales New Delhi, Jun 9 (IANS): Domestic sales of utility vehicles grew over 35 per cent in May 2016 as compared to the same month of the previous year even as passenger vehicle sales fell marginally, an auto-makers’ organisation said on Thursday. Utility vehicles also shone in terms of exports in May 2016 with 84 per cent growth over the same month of 2015, said a statement from the Society for Indian Automobile Manufacturers (SIAM). Auto companies sold 58,793 units of utility vehicles in the domestic market and 11,333 units in overseas markets in May 2016, the statement said. The sales of passenger vehicles in both domestic and export markets fell to 158,996 units and 39,976 units, respectively. The decline, accordingly, was 0.86 per cent and 11.24 per cent, respectively. The total two-wheeler domestic sales growth was 9.75 per cent in May 2016, with just 3.34 per cent rise for motor-cycles which have the maximum sales within the segment.

New Delhi, Jun 9 (IANS): China on Thursday expressed serious concern over India starting an antidumping investigation against Chinese steel products, while New Delhi has already imposed anti-dumping duty on them. India launched an antidumping investigation in April into hot-rolled steel coils imported from China, making for the fourth such probe against China this year, state-run Xinhua news agency reported, citing a Chinese commerce ministry statement. Terming excess steel capacity as a “global challenge”, China said countries should unite to face up to it, rather than abuse trade remedy measures. The commerce ministry statement said China and India should “properly handle trade frictions”.

Kolkata, Jun 9 (IANS): Indian Railways will invest $140 billion over the next five years in infrastructure and improving the mobility of its services, Railway Minister Suresh Prabhu said here on Thursday. “Indian Railways will invest $140 billion in the next five years. We have invested Rs 94,000 crore and additionally we have decided to issue contract of Rs 40,000 crore for locomotives,” Prabhu said at an event organised by MCC Chamber of Commerce and Industry. He said the country needs to invest 10-11 percent of GDP in infrastructure in order to give a fillip to economic growth. “Our focus has been on infrastructure and among various sectors in infrastructure transportation is the prominent one,” he said. The minister said the Indian Railways was working on a “mobility directory” to bring in all the elements of infrastructure to increase the average speed of travel. “We

Mumbai, Jun 9 (PTI): Snapping its five-day winning spree against the American currency, the rupee on Thursday dropped 6 paise to close at 66.71 on fag-end dollar demand from banks and importers on the back of higher crude oil prices amidst fall in the domestic equities. Oil prices extended gains to multi-month highs today following another drop in US supplies and the prospect of further disruptions to output from key producer Nigeria. US benchmark West Texas Intermediate rose 32 cents, or 0.62 per cent, to $51.55 a barrel, its highest since July. Brent gained 22 cents, or 0.42 per cent, to $52.73, its highest since October. The rupee opened higher at 66.58 as against the last closing level of 66.65 per dollar at the Interbank Foreign Exchange (Forex) Market and firmed up further to 66.55 on initial dollar selling from banks and exporters on the back of good foreign capital inflows.

NEW DELHI, Jun 9 (PTI): Capping of airfares in the backdrop of passenger complaints of arbitrary tariff hikes was ruled out by the government on Thursday, which said that competition among the airlines will take care of the problem. Civil aviation minister Ashok Gajapathi Raju said restricting the air fares will not make good business sense as it could also jeopardise the government’s regional connectivity plan as such a move may discourage airlines to fly on non-profitable routes. He, however, said a slew of passenger-centric measures including “time-bound” grievance redressal mechanism would be unveiled very soon, emphasizing that India’s civil aviation market was the fastest growing in domestic passenger travel demand. Mumbai, Jun 9 (PTI): Government is looking to tweak the investment norms for NIIF (National Investment and Infrastructure Fund) to allow investors to co-invest in this sovereign wealth fund as also in the individual projects. The norms would be tweaked within the broad framework of the investment to take into account suggestions from the domestic and overseas investors, Economic Affairs Secretary Shaktikanta Das said on Thursday. Mr Das also expressed hope that the retail inflation would remain at 5 per cent this fiscal, in line with the RBI’s projection, and help India develop into a low-cost economy in terms of lower interest rates, transaction costs and logistics costs. Speaking to reporters at an event here, Mr Das further said India’s economy is likely to grow at 8 per cent this year on account of good monsoon, passage of the GST Bill in Parliament and a slew of reforms being undertaken by the government. “With a good monsoon which we expect this year, with the passage of GST, which also the government is very confident that it will happen in the monsoon session of the Parliament and the cumulative result of all reform measures being taken, this year we are looking at 8 per cent growth,”

New Delhi, Jun 9 (IANS): The government should empower the boards of the public sector banks and form an “asset revival bank” to deal with bad assets, Assocham said here on Thursday. The asset revival bank, a special purpose vehicle (SPV), can lay guidelines for the lenders to take “haircuts” to cut the losses in the sectors in distress, the Associated Chambers of Commerce and Industry of India (Assocham) said in a statement. “While the SPV would set the rules of the game, the bank boards should be given powers to decide on the quantum of the waiver of compounding of interests which has led to some of the bad loans to many times over the principal amount,” it said in the statement. The government needs to instil confidence in the bankers to take decisions on restructuring of loans in stressed sectors like steel, construction and power, it added. Assocham said that the

ALMHULT, Jun 9 (PTI): With its first store in India set to open next year, Swedish furniture retailer IKEA will consider setting up a production unit in the country in order to fully tap the potential of “big middle class” consumers in the market. The company, which has already purchased land in Hyderabad and Mumbai to start retail operations, is also looking to double sourcing of products for its global operations from India by 2020. “It is important for us to set up our production (unit) in India,” IKEA group president and CEO Peter Agnefjall told PTI here. Explaining the reasons for the need to have production facilities in India, he said: “On one hand that would support the growth of the economy and secondly, what we do is that we sell products, which are inexpensive. You can not distribute these inexpensive products long distances because if you do that then you would ruin the margin of the product.” Agnefjall further said: “So it’s important for us to go for the local production. If we have the right technology, right raw materials which is existing there then we can combine with the knowledge of IKEA and turn into a fantastic product.

Washington, Jun 9 (PTI): The World Bank has marginally downgraded India’s growth rate to 7.6 percent in 2016 even as it said the country will continue to grow faster than its large emerging market peers. The bank in its latest ‘Global Economic Prospects’ report downgraded its 2016 global growth forecast to 2.4 percent from the 2.9 percent pace projected in January. India’s growth too has been downgraded marginally by 0.2 percent, while that of China remains the same and pegged the Communist nation at 6.7 percent. The bank also modified its projections for India’s growth rate in 2017 and 2018 by a marginal down gradation of 0.2 percent to 7.7 percent growth in both the years. “India will continue to grow faster than its large emerging market peers, with growth rates of 7.6-7.7 percent from

Missing British tourist found dead in Vietnam Hanoi, JUN 9 (IANS): A British tourist, missing in Vietnam’s Lao Cai province since June 4, was found dead on Thursday, officials said. The body of Aiden Shaw Webb, 23, was found 2,800 metres above sea level, according to a report by Vietnam’s state-run news agency (VNA). Initial assessment by rescue teams showed that the British tourist had died around three days ago, Xinhua news agency reported. Webb and his girlfriend arrived in Lao Cai’s Sa Pa town on June 2. In the early morning of June 3, Webb went climbing while his girlfriend stayed at the hotel. He started the journey in Sin Chai hamlet and followed the direction of the cable car system to Fansipan summit. During his journey, Webb and his girlfriend maintained contact via phone. Webb told his girlfriend that he had sustained injuries to arms and legs. Contact between Webb and his girlfriend was lost at 6.00 a.m. on June 4. After receiving information of the missing tourist, Sa Pa authorities sent rescue teams to the area.

MOGADISHU, JUN 9 (AFP): Shabaab fighters attacked an Ethiopian army base in central Somalia early on Thursday in the latest raid targeting foreign soldiers deployed as part of an African Union force in the country, rebels and local residents said. The al-Qaeda linked militants attacked the base in Halgan in Hiran region, the group said in a statement distributed on its Telegram messaging channel. It claimed that fighters had killed “at least 43” Ethiopian soldiers, but this could

Bill Nelson of Florida said Sanders should “stand down.” Even Sen Jeff Merkley of Oregon, the one Senate Democrat to endorse Sanders, said in an interview Wednesday, “We have a nominee, that nominee is Hillary Clinton, congratulations to her for winning the Democratic primary.”

Cate Blanchett to make broadway debut in Chekhov adaptation ‘The Present’

ate Blanchett has made acclaimed appearances on New York stages in four different productions, but never on Broadway. That will change later this year when the two-time Oscar winner makes her debut in The Present. Written by Blanchett’s husband, Andrew Upton, the drama is a new adaptation of Anton Chekhov’s untitled first play. Blanchett will star with Richard Roxburgh and an allAustralian cast in the Sydney Theatre Company production, staged by Brooklyn director John Crowley. The limited engagement is set for the early winter weeks of the 2016-2017 season, with a theatre and opening dates still to be announced. The STC production jumps to Broadway after a sell-out run in Sydney, Australia, last August. The Present is based on the Chekhov play variously known as Platonov, Wild Honey, Fatherlessness and The Disinherited, which was only discovered some 16 years after the Russian writer’s death.
Upton’s adaptation is set post-Perestroika in the mid1990s at an old country house where friends gather to celebrate the birthday of the independent but compromised widow Anna Petrovna (Blanchett). At the center is the acerbic and witty Platonov (Roxburgh), with his wife, his former students and friends and their partners. Beyond their comfortable exterior is a mess of unfinished, unresolved relationships, fuelled by 20 years of denial, regret and thwarted desire. Both Blanchett and Rox-
burgh will be making their Broadway debuts. They previously appeared together on the New York stage in the STC production of Chekhov’s Uncle Vanya, also adapted by Upton. Crowley’s Broadway directing credits include the Martin McDonagh plays The Pillowman and A Behanding in Spokane. Blanchett — who was previously co-artistic director of STC alongside Upton from 2008 to 2012 — has also appeared in New York in STC productions of Hedda Gabler (opposite Hugo Weaving), A Streetcar Named Desire (with Joel Edgerton) and The Maids (co-starring with Isabelle Huppert). She won the best actress Academy Award in 2014 for Blue Jasmine and best supporting actress honors in 2005 for The Aviator. Blanchett received her seventh Oscar nomination this year for her lead role in Carol. The Present will be produced on Broadway by Stuart Thompson and STC.

Easter Rising: Voice of a Rebel, We Wait, and Home – A VR Spacewalk join earlier 360 degree work by the BBC. In a blog post Andy Conroy, Controller of BBC Research & Development, said BBC R&D’s Immersive & Interactive Content section led by Graham Thomas has been researching the area for several years. Their work in Binaural Audio has been particularly successful and is paying dividends in the quality of audio experience we can create for Virtual Reality environments. “Truly interactive VR video is in its infancy and can be expensive to create, but total or partial animation or CGI can be used very effectively and efficiently, while other production techniques may yet emerge or become more accessible over time. All of our true VR experiments seek to address different challenges that will provide invaluable insights for
the organisation now and in the future,” said Conroy. Easter Rising explores how VR might create a completely new way for people to engage with the past – by living through a protagonist’s memories and perceiving events from their perspective. The project was built for the Oculus Rift and Gear VR headsets. Home – A VR Spacewalk is a collaboration between BBC Science, BBC Learning, BBC Digital Storytelling and Rewind. It was created to help learn from some of the most advanced visual effects currently available in VR, combined with spatial audio, to explore its potential for factual and science content. The BBC is also launching a special 360-video, giving audiences a Queen’s eye view of Trooping the Colour – the annual ceremony performed by regiments of the British and Commonwealth armies – on BBC Taster today. NE W D E L H I , J u n 9 (IANS): The all India Football Federation (AIFF) on Thursday said it has informed the sports ministry that the Futsal Association of India (FAI) is an unrecognised body and it is considering legal action against it, also asking its affiliated members not to cooperate with the league. Futsal Association of India earlier launched a multinational league to develop the game, an improvised form of football played with five players per side on a smaller ground, indoor or outdoor. The Premier Futsal League was launched in the country in May as a nationwide talent hunt to identify players for the inaugural season of a multinational league. India Test skipper Virat Kohli was named the brand ambassador of the tournament. The inaugural season was scheduled to be between July 15 to 24. Portuguese football legend Luis Figo is the president of Premier Futsal and he visited India earlier to promote the game. The All India Football Federation (AIFF) has also informed its state associations of its plan to come up with a futsal league in the country. “The AIFF is the governing body for all forms of football, including futsal, in India and we will be announcing our plans, in relation to futsal, in due course,” AIFF general secretary Kushal Das said in a letter addressed to state as-
sociations on Thursday. “This is to bring to your notice that AIFF is not involved with the proposed Premier Futsal League, the news of launch of which has been making rounds in media in the recent past. The competition is neither sanctioned by AIFF nor is organised under the aegis of the AIFF.” “Further, the organising body - Futsal Association of India (FAI) is not a member or affiliated in any way with the AIFF, Asian Football Confederation (AFC) or FIFA ,” the letter added. The secretar y also urged the state associations to inform affiliated clubs and the players to stay out of this league proposed by the Futsal Association of India. “As members of AIFF, all state associations are to comply with the statutes and regulations of AIFF and their actions should be in compliance with the constitution of AIFF,” Das said. The Indian Football Association (IFA), which is the governing body for football in West Bengal, has already informed the clubs and players associated with it. “Yes we have received that letter and have taken it into consideration. IFA is doing its best to make sure there is no problem and we have issued a notice to all our affiliated members and stakeholders,” said Utpal Ganguly , president of IFA. London, Jun 9 (Agencies): Former Liverpool defender Daniel Agger has announced his retirement from football at the age of 31. The Denmark international centre-back made 232 appearances and scored 14 goals for the Reds after joining them from Brondby in 2006 and won the League Cup and Community Shield during his time at Anfield. He was capped 75 times by his country, scoring 12 goals, and featured at the 2010 World Cup and 2012 European Championships. At a news conference on Thursday, Agger said, “It’s been a tough decision but I am pulling the plug.” “It has been difficult in recent years. The last twothree years I think I’ve been at an acceptable level. But acceptable is not good enough for me. I don’t want my level to fall any further and so it was time to stop,” He added on Twitter, “Thank you for your support. A great experience. It’s sad but it’s the right decision to stop.” Agger’s career began in 2004 at boyhood club Brondby before he moved to Liverpool, although his eight-year spell on Merseyside was hampered by injuries.
