Shutdown, blockade hit normal life in Manipur

IMPHAL, JUN 10: A 10day long economic blockade jointly called by JAC Against Anti-Tribal Bills (JAC) and Outer Manipur Tribal Forum (OMTF) along Imphal-Mao (NH-2) has crippled normal life in Manipur. Over 400 vehicles including inter-state buses and goods laden trucks were stranded at Mao area on the borders with Nagaland and Jiribam along Assam border. On Thursday, hundreds of inter-state passengers and freight trucks were also stranded on key national highway to Imphal due to a 24-hour strike called by tribal activists in Manipur to protest alleged police “excesses” on slogan-shouting supporters in Delhi. The strike that ended on Thursday midnight was followed by the start of the 10-day economic blockade. Sources said that the inter-state passenger vehicles were allowed to pass with police escort. Police sources said that Manipur DGP, LM Khaute has personally intervened to ensure that all the stranded passengers reach their respective destination. Supporters came out in the various hill districts to enforce the blockade, par-
ticularly at Kangpokpi area in Senapati district, police said adding there was no report of any untoward incident from any part of the state. The blockade has been called to protest against the three “anti-tribal bills” passed by the Manipur Assembly in 2015. The economic blockade call triggered panic buying of fuel among the people in Imphal. People along with their vehicles were seen forming long queues at filling stations since morning. Some people were also seen hoarding fuel. “Arrangements have been made to escort fuel and liquefied petroleum gas tankers from Nagaland and Assam to Imphal. Police is also escorting stranded buses and trucks along the national highways,” an officer told IANS. In order to check hoarding and avoid hardships to the common man, the Manipur government has directed stockists, dealers and retailers of essential commodities to publicly display on boards their stocks and prices of each commodity. The blockade has been jointly called by Joint Action Committee of Churachandpur and an apex tribal body Outer Manipur Tribal’s Forum comprising United Naga
Council, Zomi Council, Thadou Inpi, Hmar Inpui and Mizo People Convention. Meanwhile, tribal village chiefs-- Hmar Chiefs’ Association, Kuki Chiefs’ Association, Zomi Chiefs’ Association and United Chiefs’ Committee would be heading to Delhi to voice their grievances against the three antitribal bills, sources said. The decision to take the matter to Delhi was taken during the meeting held on Friday at Churachandpur district headquarters under the aegis of the Joint Action Committee Against AntiTribal Bills (JAC). Meanwhile, JAC while cautioning those responsible for spreading rumors in connection with the bandh, said it would not spare those responsible for such propaganda. It may be mentioned that the three bills were passed unanimously in August last year by the state assembly after a two month-long agitation to protect the indigenous people from illegal immigrants in the state, including those from neighbouring Myanmar. The agitators were also protesting the June 7 incident at Delhi, where Delhi police and Manipur Rifles personnel assaulted protestors outside Manipur Bhawan.

The exercise is intended to initiate the process of aligning state and national elections-- after all-party consultations-- by enacting constitutional amendments before the 2019 elections.
ACAUT flays summons to village GBs, VDB members DIMAPUR, JUN 10 (NPN): ACAUT has condemned the summons issued to Yikhum Village GBs and VDB members by the NSCN (I-M) town commander of Wokha town, to its Thungo brigade headquarter. In a press note, ACAUT media cell alleged that the summons was issued apparently “to force the village leaders to hand over their recently released MNREGA fund”. It said that the stand taken by ACAUT Wokha unit not to acknowledge the summons, on the issue of tax/monetary matters and the strict adherence to “One Government One Tax” by the people of Wokha was “once again a forceful reminder to Naga Factional Groups

Mahashraman Yatra covers 35000 kms; reaches Dimapur DIMAPUR, JUN 10 (NPN): Acharya Shri Mahashraman-ji, who set out on foot as part of his Ahimsa Yatra, since November 9 2014 reached Dimapur, on June 9. Nagaland Governor, P.B. Acharya and chief minister T.R. Zeliang attended the programme, in honour of Mahashramanji held at Mahabir Bhavan, Marwari Patti, Dimapur on Friday. The event was organised by Shree Jain Shwetambar Acharya, Zeliang with Mahashraman Terapanth Sabha, Dimapur, in Dimapur. a DIPR report stated. As stated, the objective of the Yatra was to promote peace, harmony and de-addiction. L O N G L E N G, J U N 1 0 (NPN): A 48-hour total economic blockade on NH-702 (two lane Longleng-Changtongya road), which began on Friday, has badly affected normal life in entire Longleng district. The blockade was called by the four Longleng-based organizations -- Longleng District Drivers’ Union (LDDU), Chamber of Commerce & Industries Longleng (CCIL), Longleng Town Students’ Union (LTSU) and Longleng Town Wards’ Union (LTWU) – after they failed to get positive response from the PWD (NH) and Maytas&Gayatri (JV) road Construction Company.
Vehicular movement remained suspended except those vehicles that were exempted from the preview of the bandh. Government offices recorded nil attendance apart from district administration and police. All the business establishments and private offices also remained shut and roads -- both National and state highways – wore deserted looks. However, there was no report of any untoward incidents from any parts of the district till the time of filing this report. District administration, police, paramilitary and NGOs of the district were deployed at several locations to thwart any untoward incident.
KOHIMA, JUN 10 (NPN): In an apparent reference to the recent RTI revelation that there have been 319 appointments in Health & Family Welfare (H&FW) department without any vacancy or approval of the government, the minister of Health & Family Welfare, P. Longong on Friday said such appointments could have been done “in market place” and not at the government level. The minister, however, asserted that whatever was happening he would re-correct it and restore the prestige of the H&FW department after doing justice at appropriate time. Speaking as chief invitee at the Nagaland in-service Doctors’ Association (NIDA) annual general body meeting at capital convention centre here Friday evening, the minister said the prestige of the department lay in the hands of the doctors, and also the good health of the citizens. “When the doctors’ fraternity work together in good coordination, you will definitely transform the public health care system of our state...”, Longong said. At this juncture, the minister said to deliver a quality and world class health care system to the people of the state could take time. He, however, encouraged the doctors and public not to be disheartened, adding that “as of now, a good
investment in preventive aspects of health to the public will take us to a greater level while delivering public health care system.” Pointing out that lifestyle disease was increasing at an alarming rate in today’s generation, Longon therefore asserted that empowering people with preventive medical knowledge was very much vital. Health minister stated that now that the government was putting every sincere effort to create a congenial atmosphere for the doctors to work even in the most remote areas of the state. “Place of posting is not a big question when you chose to dedicate service to mankind,” ministers told the doctors. The minister also appealed to every member of Nagaland in-service Doctors’ Association to put more effort and with any reservation, serve the people especially the under-served areas in Nagaland. D e l ive r i n g a s h o r t speech, principal director Health & Family Welfare, Dr. L. Watikala Ao, stressed the need to correct the Nagaland Health Care Establishments Act, 1997 and create more posts in the department. The principal director also urged the Chief Medical Officers and MOs not to forward any application where there was no vacancy, saying there was strict directive from P&AR department against
appointment of ad hoc or contingency. Commenting on landowners and their appointments, she said as per government directives landowner could enjoy one post for one time only. Watikala also said that in some sub-centres and primary health centres there were more than 14-15 and in some areas even 28 when government’s approval or sanction post was two to five. She said that rampant appointment has caused shortage of funds and directly reflect in salary. The principal director meanwhile asserted that government would act strongly against officers who were out of station for long time without leave or permission. She informed that there would be rotational transfer of specialists to rest of the district and not only confined to Kohima and Dimapur. Meanwhile, at annual general body meeting, election for NIDA’s new office bearers was also held, wherein Dr. Khriezotuo Paphino was elected as president and Dr. Imotemsu as general secretary. Giving a brief report of the business session, Dr. H. Mlato Shikhu informed that the house deliberated on specialist increments 2:4:6 ratio, age of retirement for doctors-65 years, medical college, capacity management training, time bound DPC/ APR etc.
Riverbed mining ban extended
DIMAPUR, JUN 10 (NPN): Deputy Commissioner (DC) Dimapur has further extended ban on the use of heavy machinery for extraction of resources (sand gravels and boulders) in Dhansiri and Chathe River within Dimapur district for a period of four months (June 1 to September 30, 2016). The extension comes after the expiry of one month ban order (May 1-31, 2016). In a press release, DC Dimapur Kesonyu Yhome stated that the ban was being enforced for preservation of the river and its resources. DC stated that the order was issued for strict compliance by all concerned.

DIMAPUR, JUN 10 (NPN): NSCN (K), through its MIP, in a press note has warned “a band of criminals masquerading as NSCN workers”, engaged in tax collection in and around Kohima. MIP said that the criminals were producing forged “authorisation” letter of ‘col.’ Isak Sumi issued to ‘maj.’ Kisheto for the financial year 2016-17 “on commercial/business enterprises and various government departments”. In this connection, MIP has asked all concerned “tax payers, contributors and sympathisers to maintain vigil against such miscreants”. For authentication, the MIP has asked all to contact H.K. Assumi, finance officer for Kohima duly appointed by the chaplee ministry, NSCN (K).

PCC, SBI organize seminar on quality banking service

DIMAPUR, JUN 10 (NPN): Department of Commerce and Economics, Public College of Commerce (PCC), Dimapur, in association with State Bank of India (SBI) Regional Business Office Dimapur, organised a UGC sponsored National Seminar on “quality of banking services and its impact on customer satisfaction with special reference to Nagaland” at Hotel Theja Fort, Dimapur on Friday. The seminar was graced by addl. deputy commissioner (ADC) Hq, Dimapur, Elizabeth Ngully and AGM, SBI Dimapur Branch, Debojyoti Dutta as chief guest and guest of honour respectively. Highlighting the present scenario of banking in Nagaland, ADC lamented on the absence of proper and adequate banking facilities in most of the districts. She said majority of the banks operating in Nagaland were concentrated only in the three districts- Dimapur, Kohima, and Mokokchung. Also speaking at the seminar, AGM, SBI, Debojyoti Dutta, maintained that customer satisfaction remained a challenge for banks in Nagaland, especially SBI, as it was a “mass banker” operating in all 11 districts of the State. He stated that the increasing number of customers was also another factor that contributes to the existing lacunae behind achieving optimum customer satisfaction. While admitting that there were various shortcom-
ings in the banking system, Dutta informed that customers preferred “cash transaction”, which was unique to Nagaland, despite availability of alternate channels. In this regard, Dutta encouraged customers to use various machines and facilities available in banks and online applications for transactions. Key note addresses were delivered by prof. Amalesh Bhowal from Assam University, Diphu Campus, and prof. A.K.Mishra from Nagaland University, Merima. During the seminar which had two technical sessions, 15 research papers were presented by experts and scholars from across the country. Earlier, the seminar started with a welcome address by chairperson and acting principal, PCC, A.K. Talukdar, invocation by asst. professor, Supongsangla, while welcome song was presented by students of PCC. He said insurance scheme has been in operation since long but due to several shortcomings, farmers had lost faith in the crop insurance scheme. “Under such circumstances, the government had, in consultation with states, farmers, and insurance companies, initiated the immensely farmer friendly PMFBY”, he added. He informed that PMBFY was a major assistance extended by the Government on crop insurance and have the lowest farmers’ share of premium till date. “The rest of the pre-
mium burden, even if more than 90%, would be borne by the Government. ‘One season one premium rate’ for fruit crops, pulses and oilseeds. It is now at 2 % premium for Kharif , 1.5% for Rabi crops and 5% for Horticultural/ perennial crops,” Nitish added. Informing that farmers would get full protection: no capping on premium rates and as a result, no reduction in sum assured, he added that post harvest losses due to cyclone and unseasonal rains in the entire country have also been included for the first time in this scheme. “The scheme also has

Imphal: 5 protestors injured during ILPS demonstration Correspondent
IMPHAL, Jun 10: At least five women were injured Friday afternoon after a speedy van drove through a crowd of ILPS demonstrators staging a protest in Imphal’s Kakwa area along the Imphal-Moreh section of NH-102. After the incident, irate protestors torched the vehicle transporting students after smashing the same before the police could intervene. They have also imposed total blockade on the movement of all kinds of vehicles on this stretch of the highway. The school service Maruti Van (MN-1K 0659) knocks down the five female protestors this afternoon around 2.30 pm at Kakwa Boroi Makhong where a large number of womenfolk were staging protest by blocking one side of the national highway. The five injured women were clung to the hood of the car as it speeds through the crowd while other escaped unhurt. They were Thongbam Rashi (79), Sagolsem Sangeeta (38), Ahanthem Ibmecha (42),
Konsham Memchoubi (65) and Thongam Bembem (34). Among them the conditions of Thongam Bembem and Konsam Memchoubi were stated to be critical. Two of the five injured protestors in the tragic incident who rushed to a private hospital in Imphal were stated to be in critical. They were later referred to RIMS hospital, hospital sources said. The driver of the vehicle, Thokchom Thembi from Singjamei Thongam Leikai was caught by the locals and handed over to the Singjamei police who rushed to the spot immediately. Only three students were in the van when the incident took place. The vehicle was transporting students of Little Flower School and Canchi Academy, Imphal and was on its way to drop the students. Reports quoting eyewitness accounts said that on seeing the vehicle moving in high speed, protestors at Singjamei area along the same highway signaled to slow down to which the driver failed to give any response. Agartala, Jun 10 (PTI): Tripura Assembly Speaker Ramendra Chandra Debnath has started the process for individual hearing and verification of signatures of the six dissident MLAs of opposition Congress, who had earlier announced to quit from the party and join Trinamool Congress. Former leader of the opposition, Sudip Roy Burman and three other dissident MLAs of Congress met the Speaker on Tuesday last and handed over a letter signed by six MLAs informing him that they joined TMC and demanded recognition as the main opposition party. A senior assembly official said Debnath has begun the process of individually hearing and verifying signature of dissident Congress legislators.
Earlier, the Speaker told reporters that he would call all the six MLAs for individual hearing and verification of their signatures and also consult the experts before taking a final decision. The leader of the dissident group, Burman said he received the notice to meet the Speaker on June 22 and another dissident MLA, Asish Saha said he was asked to meet the Speaker on June 20. The other MLAs could not be contacted. The MLAs are Burman, Saha, Biswabandhu Sen, Diba Chandra Hrangkhawl, Pranjit Singha Roy and Dilip Sarkar. Burman had earlier been elected the leader of the TMC legislature group in Tripura and is expected to stake claim to the post of the Leader of the Opposition.

Heroin worth Rs 6.30 lakh seized Aizawl, Jun 10 (PTI): Anti Drug squad of the central committee of the Young Mizo Association (YMA)’s Supply Reduction Service (SRS) members have seized 140 gm of heroin in several places of Aizawl yesterday, state excise and narcotics department officials said. The SRS members handed over the seized contraband worth Rs 6.30 lakh in the local market, to the state Excise and Narcotics department officials along with six accused persons. One of the suspects was from Myanmar, two of them from MizoramMyanmar border Champhai district and the rest were from Aizawl district. Four of the suspects were women. Officials said that the six accused were booked under relevant sections of the Narcotics Drugs and Psychotropic Substances Act, 1985.
Court dismisses Ratan plea on wanted tag

IMPHAL, Jun 10: The High Court of Manipur Friday dismissed a criminal petition filed by former JCILPS convener Kh Ratan against the “wanted tag’ against him declared by the Manipur. On June 2 last, Manipur police declared ‘wanted’ to Khomdram Ratan who was the Convener of the Joint Committee on Inner Line Permit System (JCILPS) after a criminal case alleging him to be a member of the outlaw United National Liberation Front (UNLF) was registered at Singjamei Police Station in Imphal West against him. A reward of Rs five lakh was also announced for any informant who could provide information leading to the arrest of Ratan. Against the wanted tag on his head, wife of Ratan, Hemolata filed a criminal petition with a prayer to stay the operation of the ‘wanted tag”. The hearing of to admit the petition was conducted today in the court of the High Court of Manipur. The court after hearing the parties at some length, was pleased to dismiss the criminal petition as “devoid of merit”, an official source said today.

G u wahati , J u n 1 0 (PTI): Assam Chief Minister Sarbananda Sonowal today mooted the idea of trifurcating the sate Social Welfare Department into three Directorates to ensure proper development through timely intervention. Chairing a review meeting of the Social Welfare Department, the Chief Minister asked the Additional Chief Secretary to prepare a proposal to facilitate creation of three Directorates for welfare of women, children and for specially challenged persons under the Department. He called on the department officials to take up more welfare oriented schemes in line with Central schemes. “The need of the hour
is to lend more transparency and accountability to help the Department render its services effectively for the welfare of women, children and specially challenged persons”, he said. Sonowal also directed the authorities to go for ‘online’ and ‘e-tendering’ and take more measures to stop gender based discrimination. The Chief Minister sought performance reports of 230 Integrated Child Development Schemes (ICDS) and 62,158 Anganwadi Centres active in the state and also called for execution of all schemes on a mission mode and to ensure the 164 schemes undertaken by voluntary organisations were monitored to assess their effectiveness.

Cong could field Priyanka Gandhi into active politics

(PTI) NEW DELHI, JUN 10 (AGENCIES/IANS): Priyanka Vadra will in all probability take a direct plunge into electoral politics in the 2019 general elections from Amethi, and, as a first step, aggressively campaign across Uttar Pradesh in next year’s Assembly elections, according to top functionaries familiar with the Gandhi family’s thinking, reports CNN-News18. Now regarded as the party’s sole remaining “Brahmastra”, Priyanka, 44, has so far restricted herself to campaigning in the family pocketboroughs of Amethi and Rae Bareli, represented by her brother Rahul Gandhi and mother Sonia Gandhi respectively. She has resisted repeated entreaties over the years by Congress leaders and workers
to lead the party. But with the Congress facing what many political experts view as a crisis of survival – its strength in the Lok Sabha is at an all-time low and has seen state after state slip away from its grasp – Priyanka has all but decided to take a more active political role, the sources said. A large part of her decision is also personal. The BJP’s relentless attacks on her husband Robert Vadra accusing him of financial wrongdoings have also forced her to decide to take the plunge, the sources added. Several options are being worked out for Priyanka’s more expansive political role, which is expected to complement her brother Rahul’s taking charge of the Congress party’s reins. One option is to use her extensively for campaigning
across Uttar Pradesh. In fact, Prashant Kishor, the one-time Modi political strategist now engaged by the Congress to manage its campaign in UP and Punjab, has even suggested that Priyanka should be projected as the party’s face in UP. But the sources said the Gandhi family was wary of projecting her as its face for just UP and wants to unleash her for the more crucial 2019 general elections. The thinking now is that Priyanka could contest from Amethi, the Lok Sabha seat represented by her brother Rahul, who could shift to Rae Bareli. It is felt that she would be better poised to take on the BJP’s likely candidate, Human Resources Minister Smriti Irani. Between the Gandhi siblings, Priyanka has always been seen as the more aggressive and combative of the two, a trait that will come in handy while taking on the feisty Irani. Also, having a woman take on another will be politically prudent too, sparing Rahul Gandhi the risk of getting bogged down in a campaign in which he will have to tread very carefully. A more active role by Priyanka, Congress insiders believe, will help cement the family’s primacy in the party and energise the rank and file, most of whom have greater faith in her pugnaciousness than her brother. Her resemblance to her late grandmother and Congress icon Indira Gandhi, especially on the stump when she dresses up in cotton sarees, has been cited by many as a big perception asset.
Govt working on criminal justice info system NEW DELHI, JUN 10 (PTI): The government has embarked upon an ambitious plan to integrate data on different stages of criminal proceedings -- right from lodging of FIR to handing down of sentence -- into a seamless digital format but some agencies are reluctant to share information for the network. Department of Justice in the Law Ministry has pressed for an early implementation of an ‘integrated criminal justice information system’ in the country. According to the ministry, it would enable integration of data related to different stages of criminal proceedings from the commencement at a police station through the process of investigation, prosecution, judicial determination, sentencing and appeal, in a seamless electronic format. An inter-department committee headed by Supreme Court judge, Justice Madan B Lokur, is looking into the possibilities of integrating Crime and Criminal Tracking Network and System (CCTNS) of the Home Ministry with eCourts and ePrisons to facilitate exchange of information and data among the various institutions concerned with criminal justice system. The CCTNS project was launched in 2009 for digitally connecting all the police stations and digitising all existing FIRs. The project has received renewed focus of the Narendra Modi government with the Union Budget allocating Rs 250 crore for it. A recent meeting of the Advisory Council of the National Mission for Justice Delivery and Legal Reforms was informed that the process of integration has begun in “certain areas.”
NEW DELHI, JUN 10 (PTI): The Supreme Court today stayed a resolution issued by Bar Council of India (BCI) that had made it mandatory for Advocates-on-Record (AoRs) to undergo its ongoing verification drive to check professional credentials of practicing lawyers. BCI, the apex bar body, has undertaken a verification drive to weed out law practitioners with fake law degrees and done away with the earlier clause that had granted exemption to AoRs from filling up a verification form under the BCI’s Certificate of Practice Rules, 2015. AoRs are those lawyers who clear qualifying examination conducted by the apex court and are entitled to appear and sign petitions and documents in the top court. They were opposing the BCI resolution on the grounds including that they have become AoRs with the nod of the apex court and their details were there on the Supreme Court site. “No effect should be given to the (BCI) resolution. Let the matter be heard on June 30,” a vacation bench comprising Justices P C Ghose and Amitava Roy said and allowed the Supreme Court Advocate-on-Record Associa-
tion (SCAORA) to be a party to the ongoing lis (suit) on the issue. At the outset, the bench asked A K Prasad, representing the BCI, as to how the bar body was empowered to amend the rules framed under the law by passing a resolution. “The question is, can you (BCI) amend the rules by way of a resolution,” it said. However, the court then left it to be decided by the bench concerned after the summer vacation. The BCI’s ongoing verification drive is under challenge before various high courts in the country. The SCAORA had yesterday moved the apex court seeking urgent hearing of its plea that its members should not be subjected to the BCI verification drive as their records were already with the court. The SCAORA had told the bench that BCI had a practice not to subject designated senior advocates and Advocates-on-Records (AoRs) to verification. The lawyers body had said that designated senior advocates and AORs were earlier exempted from the verification process but the BCI had last year amended rules and brought AORs in the bracket of common lawyers.

Drying economy
mid the churning politics in Nagaland and Manipur and in the light of the expected and much talked about solution within the framework agreement that would conclude decades of protracted negotiations; there are varied concepts of what the ‘solution’ is as it would also demand a clear understanding of what was wanted. One subject that will not lose importance but rather whose importance will continue to rise is –economy. It must be understood that economic environment is not static – it underlines the condition that decides whether the impact is to progress or regress. Government policies are supposed to bring benefits for the people through various programmes. However much of the policies stem from a need for populist rhetoric than on being prepared sagacious economics. Several politicians have their perspective of what the ‘economic vision’ should be, based on the social, economic and political factors. Socio-political ideologies have been accommodated even encouraged in Nagaland but the essence of a inclusive growth took a beating since the mid-90s. The over saturation of politics has pushed important and pressing issues to the background. Government planners bringing out socio-economic calendars unfailingly, inject a dose of populism. Such economic concepts can only be appreciated by those more used to armchair knowledge and with less economic or social sense. Among the pressing problems for a small state like Nagaland, which boasts of a high literacy ratio and rapid “growth in education” are the rise in unemployment since many of the youth, who are supposedly educated, are unemployable. To get over this issue, vocational training programmes had been launched during the past decades and by the time Modi rose to power, his government has renamed these as skill development. The unemployment problem is compounded by dwindling opportunities in all spheres. The short term objectives that include government sponsorship for ‘selected’ or chosen beneficiaries has only proved to be another among many such symptomatic treatments. Nagaland has had pioneering men and women of vision who have contributed immensely towards the development of the small state. With whatever has been achieved, today the young people are aware of their potential and need opportunities and space. Enlightenment among society’s reputed and influential organisations will promote better economic understanding. This includes the church leaders, social and voluntary organisations and public leaders who have must realise that they all need to create a conducive atmosphere for planting the seeds of long term economic development in Nagaland without which no progress can be achieved. Politics cannot overlap into real economic vision nor can it be allowed to be the major decider. Money, power and politics and the role of the government machinery play too much role. Economics at both micro and macro levels are contexts seen in societies that have latched on the current of economic momentum. The plea of promoting economic development must not lead to establishing a privileged section. The meteoric rise of the Nouveau riche in Nagaland during the past few decade is startling and demolishes everything good that tend to depict the great or unique culture. This class or tribe of people have gained too much that they exert dominance in almost all spheres. There can be no balance if a few have all and all have none. The crisis provides a challenge for the institutions that claim to be doing it “for the people” but end up doing only for “their people”.

A photo of a hungry malnourished skinny African child with an empty plate in his hands and a caption on the side reads “The world’s hunger is getting ridiculous; there are more nutrients in a rich man’s shampoo than in the food of a poor man’s plate”. I bet if anyone has a heart will be emotionally touched by this. Climate change or global warming is no longer just only a risk but it is already a reality which we are living with. It’s going to be much far worse if we humans keep living our same way without changing our irresponsible lifestyles. The human irresponsibility has been the dominant cause of observed warming since the mid-20th century. Scientists warn we have very little time to cut global greenhouse emissions before they continue to rise to dangerous levels.To be clear, they are saying that without an action there will be a catastrophic climate change. Global agreement on how to reduce carbon emissions is vital because it will enable our leaders to set bold national policies that make a difference. Time to act locally while thinking globally now. Not only climate change is a threat but it’s a problem multiplier as it exacerbates poverty and water scarcity, it compounds food and nutrition insecurity and it makes it even harder for poor households to secure their rights. Pope Francis say “Anyone who takes a breath, drinks a drop of water or eats a bite of food, and wonders where all this nourishment comes from, understands that every single one of us depends upon nature for our lives”. We need robust long-term strategies that reflect the reality we are facing now. Ignorance may be bliss and a virtue long back but not anymore in our present context. The more we are ignorant about
it the more harm and damage is inflicted on our environment and our children. One very worrying factor is that the global climatic change is happening much faster than the scientists has predicted. Many of us never have imagined that humaninduced climate change might force whole countries to go out of existence. But the melting of glaciers in the Polar Regions and the rising sea levels are really disturbing. Modern wastes materials take a long time to wear out, and they’ve been very widely disturbed across the planet. Almost nowhere is safe. Even most mud samples taken from remote ocean beds now contain plastic fragments. The awareness campaign in our state Nagaland on the World Environment Day by our people and leaders shows positive signs that our people has now woke up. Churches initiating about environmental awareness in their services are truly a blessed step. Anyone, whether a literate or an illiterate can witness the changing seasonal patterns of temperatures, rainfall, wind bringing unexpected hailstorms, landslides, floods, droughts, food shortages recently happenings all around us can no longer let us remain in our pretentious slumber. Though it may seem to be like a far-fetched idea here, yet I do at times have to agree with the socialist countries mode of limited production of goods. The capitalists unlimited and uncontrolled production of material goods for the consumerists goods ultimately overburden the nature such as soils, plants, water, air by using of chemicals and other toxic elements choking the planet Earth gasping for breath. Seven billion people, let’s consume with care. Though our people seems to have woken up and now seem to have been imbibed with some sense of responsibility with lots of social work in their respective localities cleaning up
clogged drains, road repairs, planting trees and so on. But no matter how much we carry out social works, clean our neighborhoods and clear those clogged drains; what good is it if we don’t change our habits and lifestyles? No matter how much we clean our neighborhoods, what good is it if we keep on throwing every rubbish and dirt everywhere around we live? No matter how much we fill up our potholed roads or repair it what good is it if we don’t give even an inch of land to make drains for water to flow? No matter how much we drive around in ritzy glamorous cars wearing chic branded clothes donning Gucci or Armani shades with bejeweled ornamental luster of countless accessories around our bodies scented with most expensive perfumes but keep throwing out your litters in the streets? What good is it when you just plant some tress for creating awareness but cuts down in hundreds for illegal logging business? Singing hymn ‘Holy Night Silent Night’ at the church service in the evening during Christmas time and bursting megaloud firecrackers polluting the whole town and causing knee-jerking sleepless nights reactions in the middle of their sleep to the newborns and the aged and sick are very much part of our Naga Christmas celebration. Why not just buy some clothes, food or give that cash to some needy ones instead of intoxicating and poisoning our good earth? The riversides in the evening after a New Year’s Day picnic and Easter Sundays show how many tons of garbage is accumulated by us. Emphasizing environmental conservation in the media and in our chief guest speeches when all our office corridors and walls are stained with tamul and gutkha stains while the office garbage are strewn at the backyard only contradicts what we preach. Nagaland state born out of political movement (From previous issue) On the 1st of December, 1957, a separate administrative unit was formed combining the Naga Hills District of Assam and the Tuensang Frontier Divisison of NEFA. In short, it was called- Naga Hills –Tuensang Area (NHTA). The third session of the Naga People’s Convention was held at Mokokchung from the 22nd June, 1959 onwards. After full deliberations on various recommendations of the Committee to form the basis of negotiation with Government of India for the settlement of the Naga political problem, the Sixteen Points Resolution was adopted. On the 26th of July 1960 the delegates met the Prime Minister,Pt. Jawaharlal Nehru, the Prime Minister after going through the 16-Point Memorandum enquired whether we could replace ‘Nagaland’ with a suitable and purely Naga word. The leaders of the delegation had no suitable word to replace “Nagaland” so it remained “Nagaland”. Coming to the Legislature, the Prime Minister suggested tribal names for the Assembly. Coming to the twelfth point with regard to the transfer of reserved forests, “The Naga delegation discussed the question of the inclusion of the Reserved Forests and contiguous areas inhabited by the Nagas. They were referred to the provisions in Article 3 and 4 of the Constitution, prescribing the procedure for the transfer of areas from one State to another. The Prime Minister had no objection to the other points. As agreed upon, a Transitional Period of 3 years was ushered in. An elected interim Body was constituted to function during the transitional period. On the 1st of December, 1963, the President Dr.S. Radhakrishnan inauguarated Nagaland as the 16th State. For the first time in history of the Nagas, afer having meetings in their respective tribes, their representatives were sent to attend in the first Naga People’s Convention held at Kohima on the 22nd August, 1957. Never before in the history of the Nagas such a meeting represented by all the tribes of Nagaland was held. Without the Naga People’s Convention, ‘the present Eastern Nagaland are (ENPO) would have remained under the North East Frontier Agency(NEFA) now Arunachal Pradesh and the erstwhile Naga Hills District of Assam would have remained a District under Assam’. Bycreation of separate Statehood of Nagaland, as a result of 16-point Agreement, people have been benefitted in large measures. Today, instead of criticizing for signing of the 16-Point Agreement and those leaders, rather we should be grateful to them for their wisdom and the far-sightedness. The Nagaland Nationalist Organisation is the offspring of the Naga Peoples’ Convention and is thus fully aware of the 16-Point Agreement. After the 1st General Election in 1964,
most immediate and supreme task for the NNO Party and its Government was to put an end to hostilities and uncertainties by creating understanding and goodwill among the people, and to restore normal condition in the State. At once, the NNO party and the State Government took to the plough and started preparing the ground. In the meanwhile, God gave a vision to the Baptist church leaders to form a Peace Mission in the Third Baptist Church Convention at Wokha in 1964. The proposal to form a Peace Mission was approved by the NNO in Dimapur Session in February, 1964. The NNO Government after careful consideration, agreed to the proposal and introduced a Government Resolution in the Nagaland Assembly which was passed unanimously on 13th of March, 1964. The operative portion of the Resolution is: “That efforts be made to open every possible avenue to negotiate for such a talk, giving full opportunities to all sections of the public of Nagaland in mobilizing public opinion to prepare the spade work to make the proposed talk a success with the sole object of restoration of lasting peace in Nagaland. That the underground people be urged to consider this matter of peace talks seriously and respond readily to the call of the people to put all their efforts to create healthy atmosphere and necessary conditions for the peace talk”. The Peace Mission as well as the Church leaders worked hard to effect a stoppage of operations. An agreement was signed for cessation of hostilities on 25th May, 1964 and a period of stoppage of operation was effected from 6th September, 1964. The NNO par ty and the State Government having pledged to bring peace and political settlement, declared that they will not stand on the way, and allowed the underground leaders to have direct talks with the Prime Minister. This is the reason why the underground leaders could hold six rounds of peace talks with the Prime Minister. When the underground leaders wanted to send two of their emissaries to London to meet A.Z. Phizo, the NNO Government gave the clearance and financial assistance to them. Besides the two emissaries, all those who wanted to meet Phizo were allowed to do so. All these generous gestures amply prove that the NNO party and its Government was anxious to help solve the Naga political problem in a peaceful way. Immediately after the deadlock a sharp division arose among the underground leadership which brought great confusion and uncertainties threatening peace and making the chances of a settlement difficult. The Church leaders called for a Conference of All-Naga Leaders at Kohima village on the 5th of December 1967 with a view to renewing
the peace talk; but the underground leaders boycotted this important meeting for the reasons best known to them. Over ground and Underground Naga Leaders Conference: Three meetings were held in Kohima on the 5th of August 1969, 28th August 1969 and 25th September 1969 with a view to bringing leaders of various shades of opinion in Nagaland to discuss the question of settlement. Fifty nine leaders came and participated in the deliberations but the Federal group of undergrounds and the United Front of over ground did not attend. A Resolution was unanimously passed in the meeting, which reads as follows:“That with a view to bringing about an early peaceful and final political settlement and lasting peace throughout Nagaland, a joint meeting of the underground and over ground Naga leaders be convened on 25th September, 1969 at Kohima and that this meeting urges upon all the underground leaders to participate in that meeting”. In its Seventh General Session held at Pfutsero from 30th to 31st January, 1970, the Nagaland Nationalist Organization reiterated that the Naga problem is essentially a political one; that the underground Nagas are an inalienable part of Naga society, and that they should have a say in final settlement of the Naga problem. Being conscious of the fact that delay in settling the political problem will bring more hardships and sufferings to the Naga people, the NNO and the State Government continued to strive with renewed efforts to solve the vexed problem. The Church leaders, through the Nagaland Peace Council and the Liaison Committee took the initiative and brought the underground leadership and the Governor, as the representative of the Government of India, to the conference table where both the parties signed the SHILLONG ACCORD on the 11th of November 1975, ‘The representative of the underground organization conveyed their decision of their own volition, to accept without condition, the Constitution of India’. It was only after the 11th of November 1975 that the desks were cleared and that the underground leader, on their own volition accepted the Constitution of India unconditionally and deposited their arms in the Chedema camp by 12th February 1976. The NNO leadership also took the next step of merging with the Indian National Congress Party, and the Nagaland Nationalist Organisation (NNO) merged with the Indian National Congress on the 19th June, 1976. The NNO party and later the Nagaland Congress have declared more than once that we welcome “ Shillong Accord” and release of prisoners out of this Accord and credit for this is due only to Governor of Nagaland State, Central Leaders and the leaders of
Underground Nagas. The Nagaland Nationalist Organisation in its 1969 Election Manifesto stated that the NNO has continuously striven for the unity of the Naga tribes, for the return of peace to our strife-torn land for the creation of the right climate for the Naga people’s advancement. NNO party believes that the Naga problems can be solved by the Nagas themselves. After all, it is nobody else’s but our own concern and it is we who suffer the consequences of our folly or enjoy outcome of our wise actions. The Nagaland Nationalist Organisation has consistently followed the principles and policies that attempts should be made to establish contacts with all shades of public opinion both in the over ground and underground without any discrimination or being pitted against one another, to arrive at a satisfactory political settlement. In February 1993, Election Manifesto the Congress recognizes that the underground problem is political needing political approach punctuated by love, sympathy and understanding. It also recognizes that any meaningful dialogue with the Government of India would be fruitful when the issue is presented with one voice. The party therefore shall mobilize all possible and constructive forces to bring unity and mutual understanding among different groups of the underground set up. The party is sanguine that all the Nagas belonging to one family and having brotherly feelings for one another, a compassionate approach would unit them at one forum and resolve their differences with a spirit of give and take. This issue shall be listed in our party agenda having top priority. The Indian National Congress being a National Party will serve as a bridge between the Central Government and the underground and shall render all possible assistance to bring the two parties to a negotiating table. On the 19th of May 1991 at the Congress Election Rally at Dimapur public ground, Rajiv Gandhi announced that there will be talk without precondition if Congress is voted to power. On the 5th of February 1993 at the Congress Election Rally at Dimapur Stadium, Shri P.V Narasimha Rao, Prime Minister, announced that the Naga problem is a political problem. Taking the commitment made by Rajiv Gandhi and by him on the 5th of February 1993, he met NSCN (IM) leaders, resulting in the present day ceasefires and negotatitons. It is an absolute mendacity for anyone to say that the Congress party and its fore-runner the NNO party are opposed to Naga national issue. FSPA (Armed Forces Special Powers Acts) the draconian Law was implemented in 1958 by the Central Government and its brutality has been experienced by our parents physically some 40-50 years back and it continues to haunt the present generation psyche to a large extent that paralyses the vision of us, and listening to the stories of our parents makes one fear and fill our heart with anger and hatred. Records has it all if one aspires to know more on how this Law functions and how it really did made a horrific attempt to inflict us. Looking at the records of our people at the mercy of the Jawans(s) under the shadow of the AFSPA one cannot think of keeping oneself shying away from the issue but stirs our soul to avenge in whatsoever possibly way it may be. Our mothers and sisters were raped inside the Church and in front of our father and brothers, our father and brothers were shot anywhere/anytime and were chased down like wild animals, Churches knocked down to dust, fields and barns burnt to ashes, villages burnt down, villagers grouped and regrouped in different places just to get torture and harassment, children died due to hunger and thirst, properties worth crores were destroyed and the list goes on. We became refugees in our own land with nowhere to hide or seek help, we were counted as but animals by the armies. We lived a life of abject misery and all these were caused by the so called AFSPA under the pretext of flushing out unwanted elements functioning in the areas they operated with zero mercy even to the sick and old people. We cannot hide and should not forget our history, our present generation may not experience it and many does not even know the history that our parents underwent and we may live peacefully without being bothered about the EXISTENCE of AFSPA but let us be reminded and be
sure that we are still guided by it and we are still under the bondage of it though with lesser or no effect (as of now), but it does not mean that we are free of it rather we ought to be aware of it and make this time a platform to prepare ourself to fight against it (I am encouraging a violent fight, but from a proper approach) and let it revoke for eternity. One cannot expect it to be over/ done from the government or different organizations alone but every individual has their own share to fight against it and the Churches cannot be passive on this. Being silence knowing the fact that something is not right itself is injustice, hence our Churches should not remain just a mere spectator on this crucial issue. Liberation theology was born in Latin America in 1960’s with the fact of peoples’ resistance to economic and political injustice, therefore it clearly indicates that Church responsibility is not just to win over the lost soul but to give human a dignity and wholeness of life. Thus, it necessitates for the government, organizations, Churches and every individuals to participate in the fight for our life, a life honoured living. At a time when Rashtriya Swayamsevak Sangh (RSS) and the central Government tries to instigate the AFSPA to further in NorthEast India (probably with hidden political and religious motives) and continues its horrific acts among our people, how can a right thinking citizen stay still and flow with the time as if nothing is happening? Our lukewarmish and lameness approach to this AFSPA may and will result a bitter and regrettable tomorrow. Every individual/church/organizations and government with a unified voice will make a difference in the lives of many. The undersigned Unions of Saksi NAP Sector 13th Ward, Tuensang Town would like to appeal to the Chief Engineer, Power Department Nagaland for early installation of new 33 KV transformer, as the old transformer has been grounded since 19th March 2016. The public of 13th Ward has been suffering due to power failure for almost three months now and it is totally unacceptable to endure such a long period without electricity. The Saksi NAP Sector 13th Ward is an urban area with more than one thousand households and, perpetual delay in restoring the power supply by the concern department has created many untold hardships especially government offices and educational institutions like 3rd Bn NAP Hq. Tsg, 164 Territorial Army A’ coy. Hq, Radio Station (AIR) Tsg, Eklavya Model Residential School (EMRS), GMS Saksi, I.T.I Tsg, F.C.I godown Tsg, Unit Hospital, Dairy Farm Tsg. etc. We are also constrained to point out lapses and inefficiency on the part of Power Department, Tuensang in installing the new transformer, which otherwise should not take this long. Till date, the public of 13th Ward are reeling under darkness while the other Wards/Sectors under Tuensang Town remain unaffected. It is a great irony that the main Hydro Sub-Station for whole of Tuensang district is located at Saksi NAP Sector 13th Ward, yet we are the one who is suffering without electricity. New forest policy to come soon: Javadekar (IIFM) has done basic work with public consultation and field visits. Now we will discuss it with stakeholders and take it to a logical conclusion and have a new forest policy. “At the same time, we are also urging states to come out with their comprehensive and relevant forest policies so that forest grows more and we achieve the target of 33 per cent of forest cover,” Javadekar said during an interaction on Transforming India on mygov.in. Javadekar said that the meeting of all Environment ministers will be held in July. From the agenda which was finalised yesterday, the most important one is how to save forests and make it more prosperous. “It’s a challenging work. On one hand we have to improve the quality of forest, improve methods of scientific management of forest, use degraded land which is 30 per cent of forest area, we also have to incentivise more forest cover outside forest area,” he said. Noting that Rs 40,000 crore worth of timber is imported, he said that his Min-
istry has prepared guidelines for a PPP model in which degraded land will be given on lease to private companies who can harvest wood, use it and continue the chain which will help in creating more carbon sink. At the same time, Javadekar said that all the departments and ministries have been asked to prepare their climate action plans. Elaborating on his Ministry’s plans for taking forward the clean energy solutions, Javadekar said that while on one hand, skill set improvement courses will be framed, on the other hand, the subject of environment will also be brought up in school and college curriculum. “Whatever work is done on environment, new technologies will be used and that will give rise to employment. We held a meeting with officials. “Within one month, the new skill sets which is required in the field of environment, forest and climate will be developed,” Javadekar said adding that the duration of these courses may be of one month, three months, six months and one year.
5 get life term for rape of Danish woman New Delhi, Jun 10 (Agencies): A Delhi court on Friday awarded imprisonment for entire life to all five convicts charged with raping a Danish woman in the capital in 2014, saying they had “levelled a stigma on the face of the country.” However, Additional Sessions Judge Ramesh Kumar absolved them of the obligation of paying compensation to the victim because of their poor economic conditions. Instead, he directed the Delhi Legal Services Authority to consider a suitable compensation to the victim, reports The Hindu.
Rejecting the plea for a lenient punishment by counsel for the accused, the judge said: “They do not deserve any leniency. She had been subjected to such inhuman act continuously for five long hours, and during this period she was given beatings when she tried to save herself. Accused persons did not show any mercy when she was asking them not to rape her as she had AIDS.” “Hence, considering the conduct and act of all the convicts… I am of the opinion that the ends of justice would be met if the convicts — namely Mahender alias Ganja, Mohammed Raja,

Speed guns, ambulances to curb road deaths NEW DELHI, JUN 10 (AGENCIES): The road transport and highways ministry will install speed guns (equipment to record the speed of as well as film a moving vehicle) on national highways and deploy advanced ambulances with vehicle-cutting equipment on certain stretches for the immediate rescue of accident victims. Announcing the government’s plans to crack down on speeding on highways, Union road transport minister Nitin Gadkari on Thursday said errant drivers will be heavily penalised. Last year, 64,633 people were killed in road crashes caused by speeding, according to the latest report of the transport research wing. Gadkari said it was a “matter of pain” for him to share the rising graph of road deaths. He added that his ministry will take two immediate steps to check fatalities on narrow highways in hill states and high-speed corridors that witness more fatal crashes. “We will install crash barriers all along hill roads to reduce chances of vehicles falling off the road. We will also deploy advanced ambulances with vehicle-cutting equipment on stretches such as the MumbaiPune expressway. We will deploy them close to major black spots,” he said.

Dimapur police briefing media persons at West Police station, said that acting on a complaint filed by the owner of the shop on May 16, 2016, Dimapur police conducted raids at two locations in Assam and arrested the four
from Guwahati and Barpeta, Assam. They were identified as Pinky Monidas (24) from Nalbari, Assam, Animesh Goswami (24) from Kamrup, Assam (both arrested from Guwahati), and Dipjyoti Talukdar (22), and Mandu Patgiri (23), both residents of Barpeta. NEW DELHI, JUN 10 (PTI): India and Nepal today reviewed their overall bilateral ties including in areas of connectivity and trade during talks between External Affairs Minister Sushma Swaraj and Nepalese Deputy Prime Minister Kamal Thapa. In the meeting, Swaraj conveyed to Thapa that development and stability in Nepal were in India’s interest. External Affairs Ministry Spokesperson Vikas Swarup said bilateral mechanisms including political exchanges, connectivity and trade were reviewed in the meeting. “The External Affairs Minister reaffirmed India’s interest in development and stability in Nepal,” he said. Thapa, also Nepal’s Foreign Minister, is here primarily to attend the convocation of South Asian university, a SAARC project which came into being in 2010.

NEW DELHI, JUN 10 (PTI): Centre will soon come out with a new forest policy, Environment Minister Prakash Javadekar today said while asking states to frame their own policies so that the target of achieving 33 per cent forest cover throughout the country is achieved. He said that his Ministry will in July convene a meeting of state Forest and Environment ministers regarding the issue and to deliberate on other aspects related to improving forest quality, scientific management of forests will also be done. The Union minister said that his Ministry will also frame courses aimed at enhancing skills for people working in the field of environment, forest and climate change. Mumbai, Jun 10 (PTI): In line with the equity market, the rupee today extended losses against the American currency, slipping by another 5 paise to close at 66.76 on persistent dollar demand from banks and importers. The rupee opened lower at 66.80 a dollar against the overnight closing of 66.71 at the Interbank Foreign Exchange (Forex) market and hovered in a range of 66.73 and 66.88 before ending at 66.76, still showing a loss of 5 paise or 0.07 per cent. It has lost 11 paise or 0.17 per cent in last two days. Meanwhile, the dollar index was up by 0.16 per cent against the basket of six global currencies in the late afternoon trade. Meanwhile, the RBI fixed the reference rate for the dollar at 66.7948 and euro at 75.4714. In cross-currency trades, the rupee firmed up against the pound sterling to end at 96.24 from 96.51 yesterday and also moved up against the euro to 75.46 per euro from 75.65.

New Delhi, Jun 10 (PTI): Virtually ruling out setting up of a Civil Aviation Authority to replace DGCA, Union Minister Ashok Gajapathi Raju on Friday said that he saw no need to merely rename the regulator. The UPA government had proposed to replace Directorate General of Civil Aviation (DGCA) with Civil Aviation Authority (CAA) having full functional and financial autonomy to give the regulator more teeth. “What is the need for CAA? What purpose will be served by just changing the name? I do not see any reason (to replace DGCA),” the Civil Aviation Minister said. Raju, however, admitted there is “opaqueness” in working of DGCA and promised to usher in transparency in the body in the interest of passenger safety and security. The Minister said an ambitious plan is being worked out to make the DGCA a more “responsive” and “meaningful” body, which had faced a downgrade on safety grounds during the UPA regime. India calls for flexibilities in IPR to combat AIDS United Nations, Jun 10 (PTI): With over 80 per cent of the affordable and quality antiretroviral drugs used globally to treat AIDS supplied by Indian pharmaceutical industry, India has sought flexibilities in IPR under a global trade agreement to back its endeavour of ending the deadly disease by 2030. “We are well aware of the role that generic pharmaceutical manufacturers from India have played in initiating antiretroviral (ARV) treatment for over 17 million people by providing affordable and high quality ARV drugs. We will continue to provide this support to the global community in ending AIDS by 2030,” Minister for Health and Family Welfare J P Nadda said at a panel discussion on the sidelines of the high-level General Assembly meeting on HIV/AIDS. He said India reminds the global community that, to continue the “important role” its generic pharmaceutical industry plays in the treatment of HIV/AIDS, flexibilities related to the World Trade Organisation Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) “need to continue”. He stressed India’s commitment to provide comprehensive services that encompass requirements of prevention, treatment, care
and support to all its citizens to achieve the goal of ending AIDS by 2030. “We have plans to increase access to high quality ARV treatment through our public health system in collaboration with the private sector and community based organisations,” he said here yesterday. Nadda said India will need to “front load” its investments substantially to almost double the number of people on ARV treatment in less than five years. He also reiterated India’s commitment to work towards achieving the 90-90-90 treatment targets by 2020, an ambitious global treatment target to help end the AIDS epidemic. As per the target, by 2020, 90 per cent of all people living with HIV will know their HIV status, 90 per cent of all people with diagnosed HIV infection will receive sustained antiretroviral therapy and a similar percentage of all people receiving antiretroviral therapy will have viral suppression. India, which has made considerable progress over the last few years in providing ARV treatment to almost a million people, is working to ensure that it detects those infected with HIV and fast track efforts in providing treatment to men, women and children without leaving any one behind.

Washington, Jun 10 (PTI): The Islamic State terror group made nearly USD one billion in total revenue last year, half of which came from the sale of oil, and earned as much USD 350 million per year by extorting funds from the local population, a top US Treasury Department official has said. ISIL’s sources of income include oil and gas sales, extortion and taxation, external donations, kidnapping-forransom, and previously, bank looting, Daniel Glaser, the Treasury’s assistant secretary for terrorist financing said. “We estimate that in 2015, ISIL made approximately USD 1 billion dollars in total revenue, USD 500 million of which came from the sale of oil, primarily through populations under its control,” Glaser said, using the US’s preferred acronym for Islamic State. “We also estimate that ISIL may have earned as much USD 350 million per year, by extorting funds from the local population and in connection with the financial and commercial activity taking place in the territory it controls,” he said yesterday in written testimony for a House of Representatives committee hearing on security threats. Ban welcomes Modi’s call for Paris deal United Nations, Jun 10 (PTI): UN Secretary General Ban Ki-moon has welcomed Prime Minister Narendra Modi’s support for early implementation of the Paris climate agreement during his just-concluded US visit. Ban said a record-number of UN member states had signed the Paris Agreement on Climate Change in April and now the countries need to bring the agreement into force this year. “I welcome the announcement two days ago by Prime Minister Narendra Modi of India that he will join this effort,” Ban told reporters here yesterday. Ban said that to help advance the process, he will convene an event during the September high-level week of the General Assembly for countries to deposit their instruments of ratification. In a joint statement, Modi and US President Barack Obama said that both India and the US recognised the urgency of climate change and share the goal of enabling entry into force of the Paris agreement as early as possible. Following the announcement, Ban had encouraged all countries to accelerate their domestic processes to join or ratify it. “The SecretaryGeneral welcomes the domestic steps being undertaken by both countries to join the Paris Agreement as soon as possible, including in 2016, and their collaborative efforts to address climate change,” a statement issued by Ban’s spokesperson had said. Kuala Lumpur, Jun 10 (PTI): A Hindu temple was today vandalised in Malaysia’s Penang state by unidentified persons who damaged the deities, a top state official said, less than a week after a similiar incident in the area. The Sri Dharma Munisverar temple was reported to have been damaged in today’s incident though the extent of the damage was yet to be ascertained, Deputy Chief Minister Dr P Ramasamy said. This is the second such incident involving a Hindu temple in Butterworth town. The Munisverar temple is located about one km away from the Muthumariamman Temple in Penanti Estate, Ara Kuda which was reportedly vandalised last Saturday, he said. A police report was lodged by the temple authorities.

Modi, she said, in his speech furthered his bold vision of India-US partnership that can anchor peace, prosperity and stability from Asia to Africa, from the Indian Ocean to the Pacific and help ensure the security of the sea lanes of commerce and freedom of navigation on the seas. “This Modi Doctrine notes that the absence of an
agreed security architecture creates uncertainty in Asia and reiterates India’s adherence to and calls for others support for international laws and norms,” Biswal said. India, she said, is now key element of Obama Administration’s rebalance to Asia, a strategy which recognizes that America’s security and prosperity increasingly depend on the security and prosperity of the Indo-Pacific. “The joint strategic vision which was issued last year laid out our mutual goals and interests in the Indo-Pacific and across the global commons. el Gibson is planning a sequel to his controversial 2004 film The Passion of the Christ, according to Braveheart screenwriter Randall Wallace. Wallace told the Hollywood Reporter that he was working on a script for a story about the resurrection. “I always wanted to tell this story,” he said. “The Passion is the beginning and there’s a lot more story to tell.” Wallace said he and Gibson discussed the idea while working together on the forthcoming film Hacksaw Ridge. Gibson has yet to comment on the Passion of the Christ follow-up. The Passion of the Christ - released 12 years ago - became the most successful independent film of all time, earning $612m
worldwide. But Gibson’s account of the final hours of Christ’s life - scripted entirely in Latin and Aramaic - drew widespread criticism from Jewish groups who determined it was antiSemitic. Two years later, Gibson himself was accused of being anti-Semitic following his arrest for drink-driving in July 2006.
Wallace - who recently directed and co-wrote the faith-based drama Heaven is for Real - said there was great demand for a sequel from the Christian community. “The evangelical community considers The Passion the biggest movie ever out of Hollywood, and they kept telling us that they think a sequel will be even bigger,” said Wallace. He refused to comment on how the film would be financed: “It’s too early to talk money,” he said. “This is a huge and sacred subject.” Hacksaw Ridge - cowritten by Wallace - marks Gibson’s outing as a director since 2006’s Apocalypto. HC instructs Pahlaj Nihalani on censoring

he Bombay High Court has reminded Pahlaj Nihalani, chief of the Central Board of Film Certification, that his job is to certify films not censor them. Nihalani has been widely criticised for the 89 cuts he has inflicted on Bollywood film “Udta Punjab”, whose producer Anurag Kashyap and his Phantom Films have taken the board to court over it. “The word censor is not anywhere in the act. Your power is to certify films for public exhibition,” the court observed today. On Monday, the court will pronounce its verdict on a plea filed by the film’s producer challenging the cuts ordered by the Board. It had yesterday asked why such a “hue and cry” had been made over the movie by the board. “It is obnoxious. We should avoid this as responsible people. The present generation wants something

Vikash, who will take part in the 75kg bout, will have another chance at Olympic qualification when he travels with the national amateur contingent for a tournament starting on June 16 in Baku. And if the 2014 Asian
Games bronze medallist secures a berth in the Baku event, he doesn’t need to go to Venezuela for the qualifiers meant for professionals to be held between July 3-8. New Delhi, Jun 10 (Agencies): Indian tennis once again faces a 2012 London Olympics-like selection conundrum. Rohan Bopanna has named Saketh Myneni as his preferred partner for the men’s doubles competition for the upcoming Rio Olympics ahead of veteran superstar Leander Paes. After winning a direct ticket to the Rio Games by virtue of his top 10 ATP ranking, Bopanna has made his preference to the All India Tennis Association on Friday, but the national selectors may have a different choice. The Rio squad will be named on Saturday. In a statement released to the media on Friday, Bopanna said, “A direct acceptance provides me the right to nominate my men’s doubles partner, an opportunity for me to exercise my judgement as to the best possible partner
for me. I have, earlier today, communicated my decision to the AITA.” But AITA CEO Hironmoy Chatterjee said that the final decision lies with the selection committee “which may or may not honour Bopanna’s preference.” As always, evergreen Paes remains a top choice. India’s tennis campaign suffered during the 2012 London Olympics due to lot of bad blood around team combination. Bopanna teamed up with Mahesh Bhupathi while Leander Paes was left to play with an inexperienced Vishnu Vardhan. “We hope there will be no repeat of what happened in 2012. The selection committee’s decision will be final and of course, Bopanna can certainly voice his preference,” Chatterjee said. Paes is keen to play in his record seventh Olympics
at Rio. He told NDTV earlier this week that “he was ready” to play after winning the French Open mixed doubles title with Martina Hingis. Paes, with 18 Grand Slam titles under his belt, is keen to partner Bopanna at Rio. “Rohan and I are the best possible combination. We are playing at a very high level. My career speaks for itself and Rohan has also been doing well in the last 18 months. We both are ready and without a shadow of doubt; me and Rohan are the best team,” Paes told Hindustan Times. Chatterjee clearly said the AITA selection committee will not be under pressure to pick a combination preferred by a particular player. “The best team will be chosen,” he added.
