No strike carried out in Myanmar: Army
KOLKATA, JUN 6 (PTI): Putting to rest reports of a surgical strike in Myanmar against rebels from the North East after an ambush killing six Assam Rifles personnel in Manipur last month, the Army today said sometimes factional fights among insurgent groups were attributed to security forces. “I must ask you where does this rumour come from? We respect the sovereignty of all our neighbours. There is no question of going across....... Nothing has happened. We did no strikes,” Eastern Army Commander Lieutenant General Praveen Bakshi told reporters here when asked to comment on reports of a surgical strike by security forces in neighbouring Myanmar. He said there were several insurgent groups in Nagaland, Manipur and other places which witnessed inter-group factionalism and rivalry. “At times (the fights) get attributed to security forces when we have no hand,” Bakshi said, adding they suspected that those responsible for the ambush on May 22, perhaps, were clandestinely finding safe sanctuaries in places other than our own country. “And to that extent we can only request that such safe sanctuaries not be provided in a spirit of good neighbourhood,” the army commander said.
In June last year, army commandos had carried out a surgical strike at militant camps in Myanmar killing at least 38 Naga insurgents after NSCN(K) killed 18 army personnel in Manipur. After joining the Eastern Command on August 1 last year, Bakshi’s first visitor was a top army officer from Myanmar. “We are jointly addressing it but you know insurgency knows no boundaries,” he said. On whether there was any lacunae in following the Standard Operating Procedures (SOPs) by the Assam Rifles convoy which was fatally attacked, he said prima facie there was no lapse. “In insurgency this can happen anywhere. No matter what precaution you take. Our SOPs are in place. It was only the first vehicle they attacked and before the next vehicle came in, they ran away. So procedures were followed,” he said, adding that every such incident was a wake-up call for them. When asked whether there are any reports of insurgent groups fuelling unrest in Manipur over the Inner Line Permit System, he said he would not get into the political part, but the Army had full situational awareness in the state. “And as far as my orders to the commanders on the ground go, it is very clear that anyone go-

DIMAPUR, JUN 6 (NPN): PWD (Road & Bridges) has notified that the road stretch from Signal Bazaar to Thahekhu gate would remain closed from 6 p.m. to 5 a.m. from June 7-12, 2016, in view of the ongoing construction. In a notification, the PWD (R&B) Dimapur division executive engineer Huqheto, however, stated that heavy vehicles would not be allowed to ply till further notice. It said road construction cannot be done by working on one lane and opening the other and vice-versa, as this would result in compromise of quality at the construction joints between two lanes.

‘No recent case of misuse of AFSPA’
Various human rights organisations have long been demanding repeal of the AFSPA which they call a “draconian” law. Manipuri rights activist Irom Chanu Sharmila has been on a fast-unto-death for 15 years demanding its withdrawal. Defending the imposition of the controversial Armed Forces Special Powers Act (AFSPA) in the north-east, the Army on Monday said there were no recent cases of misuse of the law in the region. “In the Eastern Command, during the time I have spent here, there has not been a single incident which has been reported where AFSPA has not been used for the right reason,” eastern army commander, Lt. Gen. Praveen Bakshi said. He said if there was any breach of AFSPA, it was dealt with firmly by the army. “If the army is required to handle insurgency, we require AFSPA. If we don’t have AFSPA, our hands are tied and we cannot do our job. It is an enabling provision and not a draconian provision,” he said.

State’s rich ecology at ‘Nagaland Vision 2030’ launched great risk, says Acharya Correspondent
KOHIMA, JUN 6 (NPN): Nagaland Governor, P.B. Acharya has said that the rich and acclaimed floral and faunal diversity of the state was at great risk due to the traditional practices of hunting and jungle burning. Speaking at the World Environment Day 2016 programme, which was marked with plantation of 42 tree saplings at the Raj Bhavan premises here on Monday evening, the governor, however, lauded that “community conservation initiative” pioneered by the Naga communities and supported by the government establishments was proving to be a lasting solution. Acharya said that a recent study instituted by the department of environment, forests and climate change, government of Nagaland, showed that over 400 communities/ villages (community conservation areas) in Nagaland were conserving their forests and natural resources that actually accounted for over 1/3rd of the forest cover in the state. He also said that the recognition and laurels brought to the state by the ‘Amur Conservation Initiative’ was unprecedented. Acharya pointed out that the mass conservation movement has helped in changing the very perception about the Naga society and has also opened a window of opportunity to the local communities in terms of livelihood
(Eco-tourism). With initiatives like “Animal Adoption Scheme” and upgraded facilities for rescue and rehabilitation of wild animals, the governor said the Nagaland Zoological Park, Rangapahar was emerging as a significant ex-situ conservation initiative of the state government and also serving the purpose of recreation and awareness generation. Further, Acharya said the state department of environment, forests and climate change, in “one of its kind” initiative, has decided to dedicated the all conservation and plantation activities taken up during the World Environment Day, 2016 to “Save the Girl Child” campaign. Release JIC report: Gov Nagaland gover nor P.B. Acharya has opined that state government in all sincerity should release the judicial inquiry committee (JIC) report on March 5, 2015 incident in Dimapur, as it was public document. Speaking to Nagaland Post, the governor said that if state government did agree on the JIC report, there was “nothing wrong” in having another commission. G ove r n o r s a i d h e would consult and talk to government on why there was reservation and if there were special reasons for not releasing the JIC report.
NPCC flays NDA’s anniv celebration Dimapur Police DIMAPUR, JUN 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) described as “empty” the second anniversary celebration of BJP-led NDA government at Kohima on June 2 last, which was attended by BJP central leaders. In a press release, NPCC through its media cell said “when everything is about to collapse, when almost every department is getting ultimatum from concerned citizens, when backdoor appointments without sanctioned posts are the reason of bankruptcy, when the state’s expectation of funds from NDA are under frustration, when funds that come are misused and mismanaged, when people are facing a drought-like situation due to lack of money circulation, BJP’s national vice president Vinay Saharasbude came and expressed satisfaction in two years’ rule BJP-led NDA and NPF-led BJP-DAN government June 2.” Congress further stated that when Nagaland was facing the “biggest scam” under MGNREGA and was under demand for impartial inquiry

commission, the BJP vice president lauded Nagaland government for proper utilization of MGNREGA and assured more funds. Alleging that “Modi has a talent for fooling the people,” the NPCC said he has fooled people in the last election and continued successfully for two years without any ground achievement. “Some people still believe him although pockets are empty and there are no evidences of development the eyes can see,” stated NPCC. Further, the Congress alleged that minister for PWD has “copied Modi in fooling people about road maintenance fund.” It stated that budget paper showed maintenance fund for state highways at Rs. 30.85 crore during 2015-16 and the same amount in 2016-17. “For district and other roads, Rs. 44.24 crore during 2015-16 and Rs. 40 crore during 2016-17,” NPCC said, adding that the total available during 2016-17 for maintenance was Rs. 70.85 crore. DIMAPUR, JUN 6 (NPN): Dimapur Police said it was constrained to issue clarification in the light of condemnations received from certain quarters questioning police’s actions during the search carried out at the residence of Akashe Z. Zhimomi located at Eralibill on June 3. Addl. DCP & PRO clarified that the actions of the police were in conformity with the law and acted within their powers as per prescribed procedures. PRO said in its effort to secure arrest of persons, against whom non- bailable arrest warrants were issued, police can entered into the premises on specific information that if such persons were taking shelter there. As such, PRO said that the police personnel acted on the Code of Criminal Procedure US 47. PRO also reiterated that the actions of the police had no connection whatsoever to any matters connected to the affiliates of the subject from whose quarters these condemnations have emerged.

KOHIMA, JUN 6 (NPN): Nagaland government’s ambitious “Nagaland Vision 2030” document and website were launched by parliamentary secretary for planning and coordination, evaluation and monitoring cell and taxes, Neiba Kronu, at chief secretary conference hall here on Monday. Announced by state chief minister T.R. Zeliang on May 5 last, the state government has decided to bring out a vision document with 2030 perspective, or roughly in the context of the 15 years, for guiding the planning and development process of the state. Speaking at the launching programme, Neiba said even though the state has political problem, it cannot continue to struggle till settlement come and stressed the need to uplift the economy of the state. Pointing out that vision document could invite investors, Neiba said since the centre has stopped funding for special plan assistance projects to the state, it was up to the state to have clear concept and develop. He also suggested that cadastral survey in the state could
help avail loan and realize house tax. Maintaining that Article 371 (A) did not mean land cannot be mortgaged, Neiba said land acquisition authority needed to seriously discuss on the landownership issue. He said the government took a decision in 2011 that for any development purpose, land was to be bought through outright purchase with no condition by landowners. Former chief secretary, Alemtemshi Jamir, who is the convener of Nagaland Vision 2030, said that an expert group of secretaries has been instituted for vision document. He further informed that suggested nature of submissions must be simple and understandable, lay down perspective of what Nagaland can be within the time frame 2030 and address issues and work out plan of action to tackle them. Alemtemshi also informed that due credit and acknowledgement would be given to the contributors whose submissions are incorporated in the vision document. Alemtemshi also emphasised on the need to correct and reorient the economy, setting into motion production and productivity. Stating that there has been total misunderstanding of Article 371(A), he said the Article was not an impediment to sale or mortgage, it was only to prevent acts of parliament from entering into the state.

LH clarifies to NGBF’s appeal on oil exploration DIMAPUR, JUN 6 (NPN): L otha Hoho (LH) has issued a clarification on the appeal made by Nagaland GB Federation (NGBF) urging the Hoho to lift the public interest litigation (PIL) filed with regard to oil exploration activities in the state. In a press release, LH chairman, Mhao Humtsoe and general secretary, Er. Mhondamo Ovung reminded NGBF that PIL was filed to sustain the provisions of Article 371 A, since Nagaland Petroleum and Natural Gas (NP&NG) Regulations and Rules 2012, were against the rights of the land owners. LH pointed out that it was not the “assigned responsibility” of the GBs on the matters related to settlement of issues on exploration, extraction and development of Petroleum and Natural Gas in the state. Instead, LH asked NGBF to coordinate in the management of khel (colony) within the village, as they have been vested with the responsibility. The Hoho also alleged that GBs were “helpless” when it comes to matters
that included national or international parties, and was also in the case of Petroleum and Natural Gas (PNG) since it involved ministry of Petroleum & Natural Gas, Govt of India, the Oil & Natural Gas Commission (ONGC) of India, Metropolitan Oil & Gas Pvt Ltd (MoGPL), department of Geology & Mining, Government of Nagaland, etc. Therefore, LH asked NGBF not to misguide the Nagas by stating that PIL will have a negative consequence for the Nagas. In fact, LH claimed that PIL has paved way for the Nagas to express their rights and to safeguard our traditional rights, as enshrined in the Article 371 A, of the Indian Constitution. LH has highlighted some “glaring” reason on the filing of PIL No. 4 (K) of 2015. LH claimed that PIL was filed for sustaining the provisions of Article 371 A, as NP& NG Regulations and Rules 2012, were against the rights of the land owners. It also accused state government of violating its own
existing Act of 1990 by passing the NLA Resolution of 26/7/2010. In this regard, LH asked the state government why it had violated Article 371A by imposing CrPC 144, and launched MOGPL at Tssori- Champang Oil fields, on July 21, 2014? LH maintained that while other organizations including Ao Senden were not willing to accept the NP & NG modalities, why Lothas were compelled to accept. The Hoho further made it clear that it was not against exploration, extraction or development of Petroleum and Natural Gas; but was only against some Articles of the Nagaland state NP & NG Regulations & Rules 2012, which are contrary to the provisions of Article 371A. LH claimed that by filing the PIL, the court in its ruling (9.10. 2015) had made Government of India as a Respondent, thereby prevented Government of India from auctioning two oil blocks in Nagaland. Therefore, LH said that the Lotha community did not jumped only at the last
moment to file the PIL; but starting from 2008, they had submitted many memorandums and appeals to the state government; but were not attended or responded by the state govt. LH said six memorandums and appeals have also been submitted to the state government from various Lothas’ bodies- Lotha Legislators (2008), Champang Land Owners Union (2009), Lotha Hoho (then Kyong Hoho) on two occasions in 2012, Lotha Students’ Union (then Kyong Students’ Union) on 2014 and Lotha Hoho, Wokha (2015), and was awaiting response from the state government. In the latest memorandum that was submitted in 2015, the Hoho had cautioned that “in the event of the state govt’s failure to respond favourably, the matter will be taken to the court of law”. However, the state government never bothered to either discuss or respond to the memorandum and for which this PIL (No. 4 (K) 2015) was filed, LH said. K Y M C

On the occasion, project director also handed an award certificate to the village council chairman.

Church associations condemn assault on pastor
DIMAPUR: Baptist Pastor’s Fellowship Dimapur (BPFD) has condemned the “unprovoked” and brutal assault on pastor of Dimapur Rongmei Baptist Church, Sechu colony, Meingandai Gangmei in the early hours on June 3. In a condemnation note, BPFD said Meingandai was part of the BPFD and that such action was a serious concern to all the peace loving citizens. Further, BPFD prayed for the speedy recovery of pastor Meingandai and appealed to the investigating agency to take appropriate action. DRBC: Rongmei Baptist Church Association Nagaland (RBCAN) has condemned the attack on pastor Meingandai Gangmei even after identifying himself. CRPO clarifies Dimapur: Chozuba Range Public Organisation (CRPO) has clarified that it was not involved in organising a public meeting on June 1, at Chozuba where the meeting was addressed by NPCC. In a press release, CRPO chairman advisory board, Rudutso said that the new item was a “ploy of the NPCC to malign the CRPO as it was not in organizing such public meeting on June 1, 2016 at Chozuba”. LMDC & TECI Tuensang: Loyem Memorial Degree College and Third Eye Computer Institute Tuensang jointly conducted the cleanliness drive as well as plantation in and around college campus. Zapami village council: Zapami village council under Pfutsero sub-division Phek district organised community tree plantation at ‘Pfuchi’ under Zapami village jurisdiction located in the inter-state boundary between Manipur and Nagaland. The village community planted 2500 trees as part of village community initiative for forest area expansion and conservation. Mountain View Christian College Kohima: The College organized cleanliness drive in and around the college campus. Students along with the lectures, staff actively participated by cleaning their classrooms, road, drainage, etc. The programme was organised by NSS unit. ACIF reacts to police statement
DIMAPUR: ACIF reacting to the news statement of additional deputy commissioner of police/PRO which had informed public and various offices that the Anti-Corruption and Crime Investigation Front (ACIF) was not a statutory body under the central or the state government in the newspapers on June 3 issue has stated that this was totally misleading. A memorandum addressed to the prime minister by ACIF Nagaland, working president Akhei Achumi stated that ACIF has been fully authorised by the central government and its head office had already dispatched letters to the state government for opening a branch office in Nagaland and the letters are: Ref no. ACIF/1154/R-J2014 dated 24-07-2014 by regd letters with copies (1) The district magistrate (DC) Dimapur, Nagaland (2) Superintendent of police (SP) Dimapur (3) SO police station Dimapur Nagaland, issued by Dr. Ishwar Sahai Sharma, guruji national president. It stated that the PRO could check all the necessary correspondence letters to the concerned officers. ACIF also stated that it would continue to fight against corruption big or small, poor or rich, government departments or business such as illegal business, misleading crime extortion etc. It also stated that ACIF has been fully authorised to arrest any police officer if found involved in corruption/ crime.

LONGLENG, JUN 6 (NPN): Parliamentary secretary for land resources and excise, S.B. Nganlang Phom stressed for peace and tranquility while asserting that peace and harmony were needed for advancement, development and economical stability in the society. He said this while addressing the 64th “Phom Day” celebration at Longleng local ground, Monday. Nganlang therefore called upon the people of Longleng to join hands for all round development and in building a bright future for the upcoming generation. He said Phom people were fortunate since it was the only tribe in Nagaland that has set aside to commemorate the birth of peace and tranquillity, recognized by the state government. On the occasion, parliamentary secretary also lauded the pioneers for their effort to bring peace in the “land of Phom” had left aside the practice of head hunting among the people. “When fellow Naga’s were pursuing in for modern education during the 1950s, Phom’s were competing for the number of heads count and counter attacked among themselves”, Nganlang said. DIMAPUR: People’s Forum For Peace (PFP) in collaboration with Peace Channel organized peace meet and training of church leaders from different churches on June 4, at Holy cross church, Dimapur on the theme “Ecumenical Coalition for Sustainable Peace in Nagaland”. Addressing the gathering, peace channel director, Fr. Dr.C.P.Anto suggested that state government should set up special commission for peace and reconcilia-
tion Mission in Nagaland to settle all the issues face by the people. Once constituted, Anto said that the commission should be aimed at establishing prevention, reconciliation and intervention strategies to resolve and transform conflicts and conflicting situations. He also asked the church leaders to be skilled in dialogue and peace building so that they would be a channel of peace to many lives and leaders.
“Functional conflicts are good and it brings positive changes and progress but dysfunctional conflicts are always bad and produce negative effects”, he added. PFP chairman, Taku Longkumer and project director Elow Chazu delivered a short introduction and importance on PFP and its functions. Later participants shared their views and decided to have such programme once in a month.
New convent building & girls hostel inaugurated DIMAPUR: Newly build Girls Hostel of St. Xavier, College, Jalukie was inaugurated on May 27 by SDO civil, Jalukie, Rhosietho Nguori, and blessed by Bishop of Kohima, Rev. IMPHAL, JUN 6: Manipur deputy chief minister Gaikhangam on Monday denied allegations that chief minister O Ibobi Singh has not sought any appointment for meeting with President, Prime Minister and Union home minister as alleged by Manipur BJP on Sunday. “Chief Minister’s secretariat writes applications seeking appointment from President, Prime Minister and home minister through proper channel. The chief minister himself had even written personal DOs for the appointments,” Gaikhangam told reporters here before leaving Imphal for New Delhi to join the all party delegation camping there. The chief minister had also written personal letters to the Prime Minister and home minister for appointment, informing that a delegation of political parties is coming to take the matter of three ILPS related bills waiting for Presidential assent, Gaikhangam said. The deputy chief minister was not happy with the attitude of the BJP leaders who were parts of the political party delegation meeting separately with the Union home

Correspondent IMPHAL, JUN 6: The commander–in–chief (C-in-C) of Thadaou People Liberation Army (TPLA) Nekholen Lhouvum alias Helen (45) was captured by troops of Jwalamukhi battalion of Senapati Brigade of Red Shield Division in operation at Bethel Veng of Senapati district on June 3, a Defence press release here claimed. TPLA is an insurgent group active in Sadar hill area of Senapati district. Nekholen Lhouvum alias Helen (45) is son of L Sehkhothang Lhouvum hails from L Haibung village under Kangpokpi police station of Senapati district.

Correspondent IMPHAL, Jun 6: Counting of votes polled in the June 2 Imphal Municipal Corporation elections, which will decide the fate of 86 contestants, including 38 women for 27 seats of councilors, began Monday morning amid tight security. At the time of filing this report, results of 14 seats of councilors were declared. BJP, which had won only one seat in the last IMC elections, this time captured five seats while the ruling Congress party retained six seats. Two seats went to independent candidates. For the seven wards in Imphal East district, the counting for all the seats for councilors has been completed and Congress and Independent candidates has won in three each seats while one seat went to BJP. However, the counting of votes for the 14 ward members, two each for each ward, was yet to be completed. Bid to make State educational institutes tobacco-free zones GUWAHATI, JUN 6 (AGENCIES): With an aim to prevent schoolchildren from falling prey to tobacco products, the State Education Department has directed the heads of all the educational institutes to make their campuses tobacco-free. This is a part of an initiative taken up jointly by Tata Education Trust, Healis-Sekhsaria Institute for Public Health and Education Department of Assam. The Secretary, Secondary Education, RC Jain and Preetom Saikia, Commissioner and Secretary for Elementary Education have issued the orders for their respective schools. There will be surveillance for this campaign and officials concerned will investigate and report on it. In India, 5,500 children (as per a report) use of tobacco every day, some from age of eight years become addicted. In Assam, 140 children use tobacco everyday – it is an alarming fact. A statement also said there has been a heavy burden in the middle and lower class people due to tobacco-induced diseases. According to a study in 2014, Rs 541 crore was spent as healthcare costs for people of 35-69 year age group because of tobacco-induced diseases. No case of misuse of AFSPA in North East: Army KOLKATA, JUN 6 (PTI): Defending the imposition of the controversial Armed Forces Special Powers Act (AFSPA) in the North East, the Army Monday said there was no recent cases of misuse of the law in the region. “In Eastern Command, during the time I have spent here, there has not been a single incident which has been reported where AFSPA has not been used for the right reason,” Eastern Army Commander Lieutenant General Praveen Bakshi said. He said if there was any breach of AFSPA it was dealt with firmly by the Army. “If the Army is required to handle insurgency, we require AFSPA. If we don’t have Armed Forces Special Powers Act, our hands are tied and we cannot do our job. It is an enabling provision and not a draconian provision,” he said. Various human rights organisations have long been demanding repeal of the AFSPA which they call a “draconian” law. Ghy becomes first city to have City Animal GUWAHATI, JUN 6 (PTI): Assam state capital Monday become the first city in the country to have its own City Animal with the Kamrup Metropolitan district administration declaring the Gangetic River Dolphin as the mascot. In a press conference, Kamrup Metropolitan Deputy Commissioner M Angamuthu said that the animal, locally known as ‘Sihu’, would be the ‘City Animal’ of Guwahati. The district administration had organised online and off-line voting among three protected creatures, which are on the verge of extinction, to decide the mascot. Along with Gangetic River Dolphin, the other two animals were Black Softshell Turtle (Bor Kaso) and Greater Adjutant Stork (Hargila). AIZAWL, JUN 6 (PTI): Mizoram government has completed all the formalities to hand over the sensational dacoity case, allegedly involving suspended Commandant of the 39th Assam Rifles Colonel Jasjit Singh, to the CBI, state Home minister R Lalzirliana said. Citing the reasons for its willingness to hand over the case to the CBI, the minister told a press conference that the case has national as well as international implications as gold smuggling racket was at the root-cause of the dacoity. Lack of modern scientific technology and equipment were also impediments to the investigation as the state police does not have a polygraph or lie-detector machine, he said. “Rumours of involvement of highly-placed people in the case and also Col. Singh’s refusal to confess, may force us to hand over the case to the CBI,” Lalzirliana said. The state government, he said, would convey its decision about the case to the CBI during this week. “Even if the CBI agrees to take up the investigation, the state police would give full cooperation to the premier investigating agency and also continue with the investigation till the case is officially handed over to the CBI,” he said. A day after the clashes, UP Chief Minister Akhilesh Yadav had admitted on Friday that there were “some lapses” on the part of the police in Mathura during the anti-encroachment drive and that there was no information that protesters had so much of weapons and ammunitions with them. “There were some lapses. Police should have gone with full preparation and after holding talks, but there was no information that they would be having so much (arms and ammunition,” Akhilesh had said. The transfers were ordered by the chief minister even as Aligarh Divisional Commissioner Chandra Kant launched a probe to ascertain the circumstances leading to the incident, which left the Samajwadi Party government red-faced and invited sharp criticism from the opposition.

No desire to become PM: Nitish PATNA, JUN 6 (PTI): Amid speculation over Nitish Kumar becoming a prime ministerial candidate of a non-BJP front in the next general elections, the Bihar Chief Minister Monday said he only desired to become an MP and did not nourish a dream to become a PM. “I had only desired to become an MP at least once in life ... NEW DELHI, JUN 6 (PTI): Election Commission Monday asked the government to amend the electoral law to empower it to either postpone or countermand elections if evidence emerge of use of money to influence voters, a move which comes against the backdrop of parties doling out cash and gifts to woo the electorate. In a letter to the Legislative Secretary in the Law Ministry today, the Commission said a new clause ‘58 B’ be inserted in the Representation of the People Act to allow “adjournment of poll or countermanding of election on the ground of bribery.” It has requested the government to take “early action” on its proposal. At present, the Commission has powers under Article 324 of the Constitution to cancel or postpone polls if they have been vitiated due to use of money to get votes. But now the poll panel wants the government to amend the Representation of the Peo-
ple Act to make use of money power a ground to cancel or countermand polls. EC officials today said it would be better if the provision to cancel polls on the grounds of use of money is incorporated in the law and the Commission does not have to resort to exercising its constitutional power for the same. Sources in the Law Ministry said under the proposed clause, EC wants power to “postpone the poll in the affected polling area or areas to such later date as the Commission may deem appropriate in the facts and circumstances of the case, appoint a fresh date...” In case where the poll has already taken place in the affected polling area, EC wants authority under law to declare the poll as “void” and decide on a fresh day to hold the elections afresh. The proposed clause further provides that “if satisfied that in view of the large number of polling areas involved in the incidents of bribery, the result of the
election in the constituency is likely to be affected, (the EC can) countermand the election in that constituency.” The Commission said in Section 58 A and the proposed clause 58 B, the expression ‘countermand the election’ “shall mean rescinding of the entire electoral process in the constituency ab initio (from the beginning) so that the election in the constituency may be called anew in all respects.” Provision 58 A in the R P Act, inserted in 1989, allows EC to cancel polls only if muscle power has been used or booths have been captured to influence the outcome of elections. In his letter to the Legislative Secretary, EC’s Principal Secretary K F Wilfred noted that “over a period of time and especially in the recent years, misuse of money power is seen to be having a serious vitiating effect on the conduct of free and fair elections.” On May 27, EC had recommended to the Tamil Nadu Governor to cancel the
notification to hold polls to the Arvakurichi and Thanjavur Assembly constituencies following evidence that a large sum of money was used to influence the voters there. Tamil Nadu had gone for Assembly polls on May 16 after which AIADMK returned to power for a second consecutive term. The EC is yet to announce fresh schedule to hold elections in the two constituencies. The Commission had used its constitutional powers in March 2012 recommending to the President cancelllation of the notification for a Rajya Sabha biennial election from Jharkhand even after the polling had concluded after it found that money was used to influence voters. (PTI) NEW DELHI, JUN 6 (PTI): A Delhi court Monday convicted five persons for gangraping, robbing and kidnapping a 52year-old Danish woman here in 2014. After pronouncing the order, Additional Sessions Judge Ramesh Kumar II fixed June 9 for hearing arguments on the quantum of sentence in the case. “All accused are held guilty for all offences,” the judge said. The judge convicted them for the offences under sections 376 (D) (gang rape), 395 (dacoity), 366 (kidnapping), 342 (wrongful confinement), 506 (criminal intimidation) and 34 (common intention) of IPC. The convicts -- Mahendra alias Ganja (27), Mohd Raja (23), Raju (24), Arjun (22), Raju Chakka (23) -- were present in the court. Under the new law for gang rape, an offender can be sentenced to rigorous imprisonment for a term which shall not be less than 20 years, but which may extend to life.
According to the prosecution, the five, all vagabonds, had robbed and gangraped the Danish tourist at knife-point on the night of January 14, 2014, after leading her to a secluded spot close to the Divisional Railway Officers’ Club near New Delhi Railway Station. During the hearing, the court was informed that the defence counsel had challenged its previous order dismissing a plea seeking to examine some doctors as witnesses on the potency issue of the sixth accused, 56-year-old Shyam Lal who died in February this year. The court, however, said nowhere in the application it was mentioned that the proceedings of this court had been stayed by the Delhi High Court. “Hence, this court is not barred from passing the order,” the judge said. Three other accused in the case are juveniles and the inquiry against them is in progress before the Juvenile Justice Board.

GREATER NOIDA, JUN 6 (PTI): Nearly nine months after the Dadri lynching, the situation in Bishada village became tense again on Monday as locals held a protest meeting ignoring prohibitory orders demanding that an FIR be registered against the victim’s family for alleged cow slaughter. The demand was sparked after a forensic report stated that the meat found at the scene of the attack on Mohammad Akhlaq on the night of September 28 following rumours that his family stored and ate beef at their house was that of “cow or its progeny”. A clarity was, however, yet to emerge from where exactly the meat was recovered. The villagers had originally planned to have a maha panchayat to push for registration of the FIR against Akhlaq’s family. The protest meeting was also attended by some local level Shiv Sena members, according to the organisers. District Magistrate of

Unlimited injustice
D
espite all that has been written and also commented in this newspaper since nearly two decades back regarding irregularities and illegal appointments under various government departments, nothing has changed and the only change has been in the nomenclature, to ‘backdoor appointments’. The term ‘backdoor appointment’ is when someone is given a job which has not been advertised, sanctioned, approved nor requisitioned to NPSC but done through some dubious method. It is devised and decided jointly by politicians and bureaucrats. For the politician, it is a way of rewarding either their own kith and kin or those of their political supporters. The bureaucrats also have their share in these appointments through a tacit understanding on a quid pro quo basis. What had been disclosed by the Nagaland Voluntary Consumers Organisation(NVCO) on June 5,2015 has only confirmed that ‘backdoor appointments’ are there to stay. According to NVCO, RTI reply to its query, though belated and beyond the stipulated period; revealed that there were in total 804 appointments in the Health & Family Welfare department of which 319 were backdoor appointments. Earlier in November 2015, the Kyong Students Union(KSU) claimed there were a total of 7737 backdoor appointments from 2005-15 in the home department. On the other hand, the Chakhesang Students Union(CSU) stated from 2010 to 2015, there were 3900 backdoor appointments. The total figure of 7737 backdoor appointees also reveal, that on an average, there were around 774 backdoor appointees from 2005-15 which also means, that there were around 64 persons appointed through backdoor every month during the entire period. In the June 5,2016 press statement, NVCO also reminded of the January 13,2010 standing government directive on all Administrative Heads of Departments(AHoDs), to immediately cancel all such irregular and backdoor appointments and launch criminal proceedings against those officials involved by filing FIR with the State Vigilance Commission(SVC) and withdraw all payments of pension benefits till the cases were disposed off. In another most damning statement, IGP(Crime) Toshitsungba Aier, at a seminar disclosed that there was an excess of around 1500 police personnel in the department, which created an extra burden of Rs.50 crore by way of salaries etc. Taking into account the number of police personnel to population, he said it indicated, that the state has the highest ration of 1:50 as against the national average of 1:500. The backdoor appointments in the Police department has thoroughly damaged the morale of the force since those who had put in decades of service have been deprived of promotions because of backdoor appointments to the higher levels. The unjustness of this irregular and illegal method of appointment has destroyed the career of several hundred serving uniformed personnel at various levels. This has been and continues to be the practice in the home(police) department and nothing has been done neither suo moto action been taken by the authorities. When Nagaland state is reeling under serious socio-economic problems due to pressures from several thousand youths, desperate to make a decent living and in the light of lack of job avenues in hand, these facts and figures, even accepted as ‘backdoor appointments’ by the government, merits a thorough probe to unearth the criminal conspiracy against the people of the state. All these certainly confirm that Nagaland is indeed the land of ‘Khushi-Khushi’.

In someone who has been born again, the source of the will is Almighty God. “…for it is God who works in you both to will and to do for His good pleasure.” With focused attention and great care, you have to “work out” what God “works in” you— not work to accomplish or earn “your own salvation,” but work it out so you will exhibit the evidence of a life based with determined, unshakable faith on the complete and perfect redemption of the Lord. As you do this, you do not bring an opposing will up against God’s will— God’s will is your will. Your natural choices will be in accordance with God’s will, and living this life will be as natural as breathing. Stubbornness is an unintelligent barrier, refusing enlightenment and blocking its flow. The only thing to do with this barrier of stubbornness is to blow it up with “dynamite,” and the “dynamite” is obedience to the Holy Spirit. Do I believe that Almighty God is the Source of my will? God not only expects me to do His will, but He is in me to do it.

haktimaan, the police horse, will probably be the deciding factor in the Uttarakhand elections. NO matter how much Ganesh Joshi protests, people believe he broke the horse’s leg and caused his death. Is Shaktimaan the first animal to be killed by Indian protestors? No. It has become fashionable for rabble-rousers to use animals to get media attention. Donkeys, cows, bullocks, poultry are driven by mobs and often die because of the ill treatment of the mob. But, at the end of the day, wanton cruelty sickens us, and both Nirbhayaa and Shaktimaan have become symbols of innocent victimhood. Nirbhayaa led to an important Juvenile Justice Act. Millions of people and the entire media have been asking for Shaktimaan’s death to lead to higher penalties for cruelty. Now it ranges from Rs.10 – Rs.50. So, let me appeal to the Home Minister. Why are we using horses at all in the Indian police service? What purpose do they serve ? The man who looked after Shaktimaan can give a dozen interviews saying he was his friend and co-soldier. But three years down the line he would have shot him himself – as they do retired horses; Or Shaktimaan would have been abandoned on the road to die of neglect; Or sold in his old age to people who use white horses for weddings. And for the few years left to him he would have had to walk thirty miles a day, wear decorations on his face, had his teeth smashed in by reins being held too tightly, had his eardrums punctured by
the deafening sound of baraat music, been pushed by merrymakers, had to sleep standing in the rain and cold on the road, been hit by passing cars. So, let us dismiss the false tears of Shaktimaan’s handler. Dozens of 17 year old horses are abandoned by the police every year and horrible things happen to them – if they are not shot. The reason that the police give is that they are very expensive to keep and there are no facilities to keep retired horses. Let us look at a more permanent solution. Why don’t the police stop using horses? Why do we have them? Because the British use horses in England and they brought the custom to India and all the countries they occupied. They used them for crowd control. This was at a time when there were few roads, no cars and regular resistance during the freedom movement. We now have roads, vehicles, watercannons, tear gas, arms and no riots of that kind. Why do the British still have horses? They look good. Tourists like them. Mounted police escort the Royal Household Cavalry every morning from their barracks in Hyde Park to Horse Guards Parade. And they come in handy when the football fans riot every year. They are perhaps only used seriously to break up football crowds, because even the most drunk football enthusiast will not mess with a baton wielding policeman on a huge big horse. There is the extra benefit of being able to survey the entire area and to direct ground officers to a section of a crowd to stop a fight before it even starts.

o have seen in medias that Bihar is the fourth state after Gujarat, Mizoram and Nagaland to impose total ban on liquor is rhetorically amusing, not because of the B-G-M states or the other states joining the league but for the impractical Christian state making it in the list. When liquor prohibition is nursing its fractured wings visiting every hypothetical clinics, ie, NGOs, should the “No Tobacco” campaign cut the line making a queue along all unrealistic slogans, agitations, bandhs, strikes and the likes without any practical call of duty? Taking tobacco onstage, it is abusive of ourselves that a day is fixed to check paan shops for the matter, proclaiming “No Tobacco Day” and keep savouring the same by evening the same day. Tobacco, besides liquor, which is in tussle with NGOs and churches or any governmental agencies is an immigrant or import product which makes it much easier to eradicate if given effort by way of snipping from the bud, filtering from the channels through which these products reaches the retails. It is beyond remedial reach once it is all ready for consumers, that include volunteers and some church workers, just to pay and have it at will or in stealth, then the same people initiating movements to put a stop on it. For instance, Bihar delivered its stand on liquor by incurring crores of rupees from its revenue derived from liquor. Policy makers in our state, on issues like liquor or tobacco, should learn from them instead of doing scapegoat parody and dramatic raids. How can we not do it when the same are not produced from within our state? Allowing tobacco to flow in without any restrain after which trying to make people spit out the same is a game played with the wrong ball, sparing no choice. One should not be surprised but appreciate the effort and success of Yikhum village, a few minutes ride from Wokha, banning sale of tobacco and liquor of any form under its jurisdiction, joining the ally of Tobacco and Liquor Free Villages. Crossing borders by self to get oneself inebriated is beyond the grasp of the law within. It is, therefore, expected of the trying mechanisms to get rid of the menace by the roots and not keep plucking the leaves sporadically expecting to impair the trunk overnight. he All Nagaland Graduate Primary Teachers’ Association is compelled to give this rejoinder because of some unwarranted barbs being thrown at us by the officers of ANSTA and NSSFOF in their article “rejoinder to minister education” which was published in local dailies. “To divide and rule the department different promises were given to different groups and believing which the groups withdrew from ANSTA however not fulfilled as he failed to understand the practical aspect.” At a time when we were demoralized by the reluctance of ANSTA office bearers to take up our cause by citing that we are just primary teachers and as such it was beyond our domain to aspire for higher pay or promotions (we thought ANSTA was there to stand for the welfare of its members rather than to pass judgments), our minister understood our plights and promised to look into the matter and take necessary action. That for us was “the ray of hope” after been neglected for decades

Poachers of trees and animals The Police Horse essentially acts as a mobile platform, allowing the police to survey the crowd and move around easily to get a closer look at what is going on whilst still being able to talk to people in the crowds. The police say that 99% of the time their presence calms people down. Most people like horses, and many want to pat the horse on the nose. The same people who would happily smash a beer bottle over a cop’s head would never do the same to a horse. Canada also has mounted police, though they are gradually disbanding them. They are entirely ceremonial and, again, a leftover of the British Raj, as the last riot in Canada was in the early 1920s. T h e F r e n c h Maréchaussée—the first national police force in a modern sense—were a corps of completely mounted constabulary in the early 18th century. Poor roads and extensive rural areas made horse-mounted police a necessity in the European states until the early 20th century. The establishment of organized lawenforcement bodies throughout Africa, Asia and the Americas, during the colonial eras, made the concept of horse-police accepted in 49 countries in the 1800s. (In Cape Town, the
reasons given now for the horse police stems from the problem of police officers sleeping in their cars on duty.) Now, most countries have stopped. America in the 1800s was rural and crimes, like stolen livestock, were a big part of police work. Many cities in the United States had mounted units. But by 2010 most of these mounted units have either been downsized or disbanded. Units in Boston and San Diego, Newark, Philadelphia, Hartford, Connecticut, Portland, Charleston, Tulsa, Camden, Houston, have all gone. It is too expensive to keep them and they serve very little purpose. Hours are spent getting the horses ready, travelling with them to the post and then getting them bedded down. Rarely do they spend more than a few hours on patrol. The expenses for training, feeding, stabling, and outfitting for a single police horse are huge. And horse units, usually deployed at large public events, perform poorly on accountability metrics like arrest rates. They have been replaced with other good, solid policing techniques. According to US police chiefs “The mounted patrol is largely ornamental. The primary justification for the unit is crowd control. But marauding crowds have not
been a major source of crime for quite some time. It is a lot less expensive for us to operate cars, motorcycles and electric vehicles than it is to maintain the housing, feed and care for the animals”. New York had 130 officers and 125 horses. Now it is left with 79 officers and 60 horses. And there are signs Mayor Bill de Blasio’s high-profile campaign against the city’s “inhumane” horsedrawn carriages could extend to the NYPD’s mounted unit. The horse police of Delhi was ordered to be disbanded by Police Commissioner Y S Dadwal. It didn’t happen. His successor in the late 90s, bought 40 stallions. The horses are brought out at ceremonial functions such as Independence Day and Delhi Police Raising Day. They camp outside hotels when heads of states come, patrol India Gate on weekends and outside Feroze Shah Kotla grounds when cricket matches take place. For the past decade no new horse has been inducted into the unit, which has 44 horses left against a sanctioned strength of 95. 41 are kept in the stable yard in North Delhi’s Civil Lines area, while three are at the Kalkaji police station in South Delhi. These horses cannot be used in any place with heavy traffic so they are mainly walked about on pavements. Police officers say that their use, even in crowd control, is limited because of heavy brick-batting and use of bombs by unruly protestors. And how often do we have riots? The cost of each horse comes to over a lakh a month. For each horse, there is a handler who belongs to the constable or head constable rank. The present strength of
the police unit is 75 constables, 22 head constables and two sub-inspectors. In 2005, horses on law and order duties were used for a total of 10,173 hours. By 2012, the year for which figures are last available, horses were used for 1,672 hours. Police forces in Andhra Pradesh, Gujarat, Kolkata, Kerala, Karnataka, Uttarakhand have mounted police units. Gujarat has the largest number with 606 animals in 2013. The Karnataka police has 90 horses, and 50 officers and handlers, used mainly during the Dasara festival. The horses used abroad have specially made horseshoes, or rubber soles, in place of standard steel horseshoes which can slip on pavements. Horses working in riot control wear facial armour, made of perspex. The riders are equipped with especially long wooden or polycarbonate batons for use on horseback, as standard patrol batons would have insufficient length to strike individuals at ground level. We have none of this. Romantics have a nostalgic attachment to police horses. But they are a costly bit of sentimentality .The police can use that money to modernize, or to make the lives of their human units better. The horses would be much better off if the police gave them to the forest department and made them patrol wildlife parks which are being raped by poachers of trees and animals. Global warming and the internet
epleting ice caps, polar bears on the verge of extinction, declining glaciers, rising of sea level and erratic weather are visible signs of global warming. While some governments and industries choose to ignore the crisis, most of the Governments of the world have come together and we have seen the Stockholm Conference held on 5th June 1972, Rio De Janeiro 1992, Framework Convention on Climate Change (Earth Summit); the Kyoto Protocol 1997 and recently the World Climate Change Conference Paris 2015. But what are we doing as a citizen, increasing the carbon dioxide emission by burning more fossil fuels for our power hungry devices, the PC, the Notebook the DVD players, the TV, the Smart Phones. The need for electric power increases more if we connect these devices to the Information Super Highway – The Internet. In today’s world of Information Technology many of us cannot do a thing without The Internet, from running a business or an organization, searching for information, shopping, paying utilities bills, booking tickets to sending an e-mail. But, what is Internet? In the simplest definition, Internet is nothing but Network of Network; which means it is the interconnection of computers and mobile devices of the whole world. It is made of the various WebPages (web document) which make up a website. The websites are stored in web servers or Internet servers. A web server is a sort of bulked-up desktop computer, minus a screen and keyboard that contains chips to process data. Web servers are in fact the heart of Internet, as it helps to deliver web contents that can be accessed by the web user. The most common use of web servers is to host websites, but there are other uses such as gamming, data storage or running enterprise applications. And these web servers are racked up together in a data center,
which are massive buildings housing thousands of servers storing everything from Facebook photos and YouTube videos to company websites and personal emails. There are tens of thousands of data centers that now exist to support the overall explosion of digital information. When we use Google to search for a random tidbit of information, purchase a new e-book on our Amazon Kindle, or use an ATM to find out the balance in our bank accounts, download movies on iTunes, post on Twitter or read newspapers online, there is a great deal of power being consumed through large data centers located across the world. Most of us passively use technology without seriously thinking of the heavy damage cause to the environment due to the heavy reliance on fossil fuels and other wasteful practices. “Most people don’t appreciate that the computer on our desk is contributing to global warming and that if its electricity comes from a coal powered plant it produces as much CO2 as a sports utility vehicle”, said Bill Arnuad of Canarie, a Canada-based Internet development organization. Unconsciously, all of us are contributing to unwanted CO2 (carbon dioxide) emissions from home, through the careless use of our electrical devices. The sheer amount of energy wasted by devices like PCs, television and most other electronic appliances, even when they are in standby mode, is enormous. According to reports from the German Federal Environment Office, devices consume around 17 billion kilowatts hour in a year when they are in the standby mode. This mode is also responsible for CO2 emissions; the CO2 dissipated from ‘sleeping’ devices amount to about one-seventh the CO2 emitted by an automobile. Twelve million tonnes of carbon dioxide is the price we pay for just keeping the device on

We believe, our minister – a gentleman of very high stature, in his tenure will surely go all the way to fulfil the dreams and aspirations of the thousands of primary teachers. It it is a case of unfortunate hallucination then you may reassess your health or is this a forewarn of an impending disaster that will befall us if by God’s grace the graduate primary teachers are upgraded to that of the status of graduate teachers where you will control and manipulate the graduate seniority list and
make us suffer. God forbade! Whatsoever may by the case, the ANGPTA request one and all to please spare us from all kinds of unwanted provocative statements/barbs neither directly nor indirectly in future. The ANGPTA is also pained and expresses our displeasure against the frequent use of the words like “just this”, “a mere that” in the recent times by members of the teaching fraternity against fellow teachers. These words are discriminatory and reflects poorly on those who chooses to use them. We pray that better sense would prevail. We, the primary teachers are the “simple village school masters” trying to make an impact on the lives of people living in the remotest of villages in our state by following in the footsteps of those pioneer primary teachers who had impacted the lives of thousands of people and shown them the way to a brighter future (we believe many of our officers, doctors, engineers might know/ have known such person(s0 who have/had touched their lives). It’s only when we switch off the mains switch at the back of the computer that the power supply unit stops drawing power. So it misleads us into believing that the computer hardly consumes electricity in the ‘Standby’ or ‘Sleep Mode’. However it has been proved that such devices can consume as much as 120 Watts in the supposedly power-saving modes. Web Server consume huge amount of electricity, produce lots of CO2 and also generate lot of heat. According to Google more electricity is needed to store, transmit and download a video compared to a simple email. A single search using Google releases 0.2 grams of CO2 into the atmosphere. And Anti-virus software firm McAfee reports that the electricity needed just to transmit the trillions of spam emails sent annually equals the amount required to power over two million homes in the United State while producing the same level of greenhouse gas emissions as more than three million cars. Engineers at Veridity Software, a start-up that helped companies manage energy resources, were not surprise by what they discovered on the floor of a sprawling data center. The engineers found that the dozens of facility they surveyed, was using the majority of its power on servers were doing little except burning electricity. Most of the servers in the sample were using less than 10 percent of their computational brainpower, on average, to process data. In many facilities, servers are loaded with applications and left to run indefinitely, even after nearly all users have vanished or new versions of the same programs are running elsewhere. Most of these servers are running non-stop from the day they were put to service, and the heat generated by these servers are enormous, if left alone most of these machines would have melted. So in order to control the heat all the data centers have large industrial cooling systems, which also require high voltage of electricity. Everybody needs to do their bit to save the environment. The industry as started the drive for energy efficiency by choosing to use more renewable energy. But it is also the responsibility of the Internet users to make our planet a cleaner and greener place. Next time when we boot our PC or notebook, head straight to the Power Options and choose a scheme that’s a good tradeoff between performance and power saving. Switch off the main plug when we are not using the PC. Also make a habit of deleting old e-mails which are never read anymore and delete the timeline photos and videos from the Facebook accounts or store them in the local hard disk to free space in the web server. While Jogi, a former Chhattisgarh Chief Minister, formally announced he would launch a new political outfit, Kamat said he was quitting politics altogether. Jogi, who had been sulking for quite some time following the expulsion of his son Amit after some audio
tapes purportedly indicated his involvement in fixing a bypoll in Chhattisgarh in favour of BJP, announced he would launch a party which would taken on the BJP government in the state. He had accused the state Congress of working as the ‘B Team’ of BJP. The state unit of Congress had also recommended termination of Ajit Jogi’s membership as action against a member of the Congress Working Committee, the party’s apex body, could be taken by the party high command alone.

Now people of Chhattisgarh will write their destiny themselves. Now, the decisions of Chhattisgarh will be taken in Chhattisgarh only. “With the blessings of people of Marwahi and well wishers, it has been decided to form a new party. The new party will be Chhattisgarh’s own party,” the declaration said. Jogi said the new party’s name and symbol will be decided after public consultations.

Dimapur Police clarifies on raid (From p-1) Rather, PRO said it was unfortunate that certain responsible organizations without understanding the statutory provisions of the law have condemned the actions of the police that was carried out under legal sanctity. ACAUT: ACAUT while acknowledging Dimapur police in maintaining law and order, however expressed regret over the “arbitrary raid at the residence of a respectable citizen of Dimapur without any search warrant”. Terming it as an unfortunate incident, ACAUT media cell in a press note said, apart from the illegality, police should realize that the action had caused undue embarrassment and mental agony to the family of Akashe Zhimomi, GB of Iralibill village. As a dedicated family man and a core leader in ACAUT, it said that the stigma of police raid was something which would remain as a black spot in his honourable life. It said that “the police top brass should humbly realise that while it may have every good intentions to bring about an ordered society, few
gung-ho lower cadre officers can spoil its entire image”. ACAUT said it fully endorsed and support the demand of DEEHA so that it would serve as a lesson to all police force that none was above the law. While stating that the fragile fabric of democracy with its check and balances must be guarded at all times, ACAUT urged the custodians of law and order to be to be mindful of civil rights. It also said that Dimapur police should acknowledge the incident as a serious oversight on its part. BAN: Business Association Nagas (BAN) has expressed dismay over the raid carried out at the residence of one of its member by Dimapur Police in his absence. In a press note, BAN media cell said that the raid, without any search warrant, was extremely arbitrary, which has raised the concern for the public. “Nagas who are already traumatized by AFSPA, the last thing it can wish for is the state police to emulate the Indian Army”, BAN said. BAN has appealed that such untoward incidences do not occur again.
NPCC flays NDA’s anniv celebration Clarification to AR’s statement (From p-1) Maintaining that it has not seen any repair work worth appreciating, NPCC asked “where has the money gone?” It stated that after work-charged salaries, the remaining should be available for pothole repairs. On the assertion of the minister for PWD (R&B) that fund for maintenance has come down to Rs.40 crore since last year from Rs.200-300 crore, the NPCC said maintenance fund has never been Rs.200-300 crore, saying the minister’s statement was “misleading to the public.” It stated that blaming fund reflected “his weakness in bargaining requirement in the budget.” Stating that the minister has “miserably failed” to even meaningfully use the available funds for the public, NPCC said “his helpless explanation only exposed his inability.”

Akaho in a statement clarified that ‘col.’ Isak Sumi was the central finance administrator and accordingly he had assigned dy. secretary Kughato Chishi to Kohima for the said matter. He said he had no authority to assign Kughato for any purposes, be it personal or governmental. He said that his wife’s name being dragged into this was a “dubious statement to mislead the sentiments of general public, to tarnish her image, psychologically disturb and hurt her and family members”. He said “without any form of pressure and torture, Kughato himself can attest to my wife’s innocence”. He further asked IGAR (N) PRO to desist from making any such malicious statement against his wife or any other innocent public.

Mumbai, Jun 6 (PTI): Extending gains against the American currency for the third day today, the rupee firmed up by 28 paise to close at 3-week high of 66.97 on sustained selling of dollars by exporters on the back of strong foreign capital inflows. The rupee opened sharply higher at 66.95 against last Friday’s closing level of 67.25 per dollar at the Interbank Foreign Exchange (Forex) market here today and firmed up further to 66.85 before ending at 3-week high at 66.97, showing a gain of 28 paise or 0.42 per cent. The rupee had last ended at 66.97 per dollar on May 18, 2016. The rupee has gained by 48 paise or 0.72 per cent in three trading days. The domestic currency hovered in a range of 66.85 and 67.0550 per dollar during the day. Heavy capital inflows mainly boosted the rupee value against the dollar, a forex dealer said. Foreign portfolio investors (FPIs) and foreign institutional investors (FIIs) bought shares worth a net Rs 1,585.01 crore last Friday, as per provisional data released by the stock exchanges. Meanwhile, the dollar index was up 0.13 per cent against the basket of six global currencies.
New Delhi, Jun 6 (PTI): Favouring consolidation in the public sector banking space, Finance Minister Arun Jaitley Monday said the government as of now is looking only at SBI merging 5 subsidiaries as well as Bharatiya Mahila Bank with itself and a decision on this will be taken soon. “We are looking at SBI (proposal) at the moment. It is with the government and (it) will respond. The government’s policy by and large supports consolidation. It is on account of the provisioning that overall the PSBs declared a net loss of about Rs 18,000 crore and a significant amount of provisioning having been made in the last two quarters (of last fiscal),” Jaitley said. Talking about road ahead to deal with the bad loan problem, Jaitley said the bank CEOs and government had a candid discussion on the subject. “Various suggestions have come up with regard to empowering the banks itself to function in an environment where, on commercially prudent considerations, they can deal with the situation. The government is fully committed to supporting the banks in this regard,” he added. With regard to specific suggestions made for recovery of bad loans, Jaitley said the discussions centred around empowerment of banks, protection for bona fide decisions taken on commercial consideration and finding a resolution or taking solution-oriented steps. Jaitley said the government is fully committed to supporting the banks to deal with the NPA situation and the Bankruptcy and Insolvency Code will become operational soon.

New Delhi, Jun 6 (PTI): Committing to support NPAridden public sector banks, Finance Minister Arun Jaitley today said they would be empowered and protected in case of “commercially prudent” settlement of bad debts. With provisioning for NPAs or bad debts leading to Rs 18,000 crore of accumulated net loss for about a dozen banks, he said the government will not hesitate to provide capital beyond the Rs 25,000 crore budgeted for the current fiscal. After meeting top executives of state-run banks, Jaitley said the Indian Banks’ Association - a representative body of management of banking in India - would discuss and suggest a mechanism to handle settlements of non-performing assets (NPAs) or bad debts. “The IBA would be examining some of the suggestions. The government would be also open for discussion...to the suggestions that the banks further put forward with regard to resolving the stress that has been created. “One of the key considerations was that in situations like these banks should be empowered and consequently should be protected so that they can bring about commercially prudent settlements,” Jaitley said after the review meeting with the heads of public sector banks. He said the PSBs clocked operational profit in excess of Rs 1.40 lakh crore last fiscal

Los Angeles, Jun 6 (PTI): Hillary Clinton was poised to clinch the Democratic party nomination that will make her the first ever woman presidential nominee of a major party in the US after she convincingly defeated her rival Bernie Sanders in two primaries ahead of a crucial one in California. The former secretary of state posted strong wins over Sanders in the island territory of Puerto Rico and the US Virgin Islands. Clinton will have enough delegates by tomorrow when a multi-state primary vote will take place in six states including California, her close aide said. “We think we’re going to come out of Tuesday night with the delegates we need for her to be the first woman nominee on a major party ticket in the United States. So, we’re looking forward to that,” John Podesta, chairman of the Hillary Clinton Campaign, told Fox News. Clinton now has 2,354 delegates - 28 short of the 2,382 she needs to bag the Democratic party’s nomination. A win in delegate-rich California is crucial for the 68-year-old former first lady in her fight against Vermont Senator Sanders, who has 1,565 delegates.

The celebrations to mark the second Yoga Day will begin at Cairo’s Al-Azhar park on June 21. “Given the very huge popularity, we shall host events in Ismailia on June 23, and we are making arrangements for the (Yoga Day) to be held in Alexandria possibly on the June 25,” India’s Ambassador to Egypt Sanjay Bhattacharyya said. He said the number of schools teaching Yoga in Egypt has grown three times in the past one year. Last year, Yoga Day celebrations were held

B’desh SC confirms death for Jamaat media baron Dhaka, Jun 6 (PTI): Bangladesh’s Supreme Court today released its judgement confirming capital punishment for a top Islamist leader for war crimes committed during the country’s 1971 liberation war against Pakistan, three months after it delivered the verdict upholding his death penalty. The court verdict had paved the way for execution of Jamaat-e-Islami stalwart and media tycoon Mir Quasem Ali, dealing a major blow to the fundamentalist Islamist party. “He (Ali) does not deserve any leniency on the question of sentence on consideration of the nature and gravity of the offence,” read the apex court’s 244-page judgement. Sixty-four-year old Ali, who owns several business houses and media outlets is a central executive council member of Jamaat-e-Islami and regarded as a top financer

Pakistan denies consular access to alleged Indian spy Islamabad, Jun 6 (PTI): Pakistan will not allow consular access to alleged Indian spy Kulbushan Jadhav who was arrested for his involvement in “subversive activities”, Interior Minister Nisar Ali Khan said today. “The Indian spy Kulbhushan entered Pakistan with a special purpose. Hence, it has been decided that consular access will not been given to him,” Khan told reporters here. The Pakistani security forces had arrested Jadhav from Balochistan in March and alleged that he was “a serving officer in the Indian Navy and deputed to the Indian intelligence agency Research and Analysis Wing (RAW).” Jadhav has been accused by Pakistan of planning “subversive activities” in the country.
Kulbushan Jadhav India has acknowledged that Jadhav had served with the navy but denied that he has any connection with the government. “The individual has no link with government since his premature retirement from Indian Navy,” the External Affairs Ministry had said in a statement. The acquisition was announced during a press conference in a luxury hotel here, in the presence of the presidents of Inter Milan and Suning -- Erick Thohir and Zhang Jingdong, respectively, and Inter Milan Vice President Javier Zanetti and Chief Executive Michael Bolingbroke. NEW DELHI, Jun 6 (PTI): Former European champion Kerry Hope was today unveiled as Indian boxing star Vijender Singh’s opponent for the eagerly-anticipated WBO Asia title bout to be held on July 16 in the national capital. The 30-year-old Indian has been unbeaten since turning pro last year, winning all his six contests so far via knockouts. Hope, on the other hand, brings with him experience of 30 bouts, of which he has won 23, two of them knockouts. The Welshborn Hope, who emigrated to Australia , was also a WBC middleweight champion and has moved a division to super middleweight to take on Vijender. “He is a superstar in India but to me he is just a boxer. He has been pro for a year, I have been pro for 12 years. I bring a lot of experience. I know the crowd will be
behind him but I like being the underdog. The pressure is on him. He has to train harder,” the 34-year-old Hope said at a press conference here. “I have been world No.3 in the past. I have heard about his achievements but all that is in amateur. I am an experienced operator in the pro circuit,” he added. Vijender was his usual understated self when it came to talking before the bout. “Time will decide what happens on July 16. Just wait and watch,” was his reply to Hope’s statement before the two faced off for a brief while. New Delhi, Jun 6 (IANS): The Delhi High Court on Monday dismissed two-time Olympic medal winner Sushil Kumar’s plea seeking selection trials in the 74 kg freestyle category for Rio Olympics, saying that “last minute challenge to selection can disturb the mental preparation of the selected” athlete Narsingh Yadav. Justice Manmohan accepted Wrestling Federation of India’s (WFI) submission that the “consistent current form” of Narsingh Yadav was better than Sushil Kumar. He also took note of the fact that Sushil Kumar failed to take part in selection trials in 2014 and 2015 as well as in the National Championship in December 31, 2015 and January 1, 2016 and the Asian Championship held in February 2016. The court said Sushil Kumar has not won any major national or international tournament between September 2014 and now whereas Narsingh Yadav in December 2015, in the Pro Wrestling League, defeated even Purvjav Unurbat of Mongolia, the silver medallist in the September 2015World

On Sushil Kumar’s contention that he was sent to Georgia and Sonepat (Haryana) for training in 2016, the court said it “does not mean that it is mandatory to hold a trial today” and that too at a belated stage. NEW DELHI , J u n 6 (Agencies): The Indian 4x400m women’s relay team, led by Jauna Murmu , Ashwini Akkunji , Anilda Thomas and MR Poovamma , clocked 3.31.39sec to win the gold medal at the PTS Athletics Meeting in Samorin, Slovakia. Only 16 countries are eligible to compete in the relay events of track and field at the Rio Olympics, and as a result of their performance in Slovakia last night, India has improved its 4x400m women quartet’s world ranking to 15th position which is a step towards that goal. As per the IAAF regulations, the 2016 OG qualification standards has to be attained between the period, January 1, 2016 to July 11, 2016. The Samorin performance is the Indian relay quartet’s second fastest timing and improves its average from twofastest races to 3:30.24sec. India’s fastest time in the allotted period came in an earlier event in the IAAF World Championships in Beijing in August, 2015 (3:29.08) through the quartet of Jisna Mathew, Tintu Luka , Debashree Majumdar and Poovamma. The top-8 countries finishing in the IAAF World Relay Championships held in Bahamas in 2015 have earned automatic slots for Rio. Eye on Asia Cup berth as India take on Laos Guwahati, Jun 6 (PTI): Sitting in an advantageous position, an upbeat Indian football team will take a shot at qualification to the 2019 AFC Asian Cup when it hosts Laos in the second-leg play-off match on Tuesday. India emerged victorious in the first-leg in Vientiane 1-0, riding on striker Jeje Lalpekhlua’s winner to hand the team an upper hand going into the upcoming game at the Indira Gandhi Athletic Stadium in Sarusajai. India had won just one match in eight outings in the joint 2019 Asian Cup and 2018 FIFA World Cup Qualifiers and that has left them to feature in these play-off matches to earn the right to play in the qualifying round of

Kiev, Jun 6 (IANS): The Security Service of Ukraine, SBU, on Monday said it had arrested a Frenchman on the border with Poland late in May, as he was planning to launch attacks during the Euro football championship that kicks off on June 10 in France. The man had grenade launchers, 125 kilograms of explosives and five Kalashnikovs in his car, reports Efe. At a press conference, SBU chief Vasili Grischak said the man planned to launch 15 attacks during the football event and his targets included a mosque, a synagogue, an institution of tax collection, control facilities on motorways and many other places. The alleged terrorist came to Ukraine in search of a large quantity of arms. The Ukrainian counterintelligence services launched the operation, which ended on May 21, with the arrest of the suspect after they were informed that a man of French nationality was interested in buying weapons. Grischak regretted that there has been no reaction so far from the French authorities, who were aware of the operation.
